[gavel] mme. City clerk, please call the roll. Chairman nolan will be absent from the meeting today. Here. Vice chairman brinkman. Here. Supervisor borden here. Supervisor heinicke. Here. Supervisor hsu. Here. Supervisor ramos. Here. Supervisor rubke. Here. Item number three is announcement of prohibition of sound producing devices during the meeting. The ringing of and use of cell phones, pagers and similar soundproducing Electronic Devices are prohibited at this meeting. Please be advised that the chairman may order the removal from the meeting room of any person s responsible for the ringing or use of a cell phone, pager, or other similar soundproducing Electronic Devices item number four is approval of the minutes of the october 4, 2016 regular meeting. If you would look at the public you would notice that there is someone wanting to make a comment. Im sorry you caught me offguard we have never had someone from the public want to comment on the minutes you caught me off guard. One moment please. I went to get a copy of the agenda of the meeting and it took can i interrupt . Is this on the approval of the minutes from october 4 . I am talking about the availability of the agendas and the minutes of these meetings and also of the minutes that you want us to approve here. So i am concerned that you are approving minutes that i as a member of the public has not been able to approve and we cannot see it because you do not provide a copy here. And so i dont have an opinion as to whether they should be approved or not because i have not seen a copy but i would ask the next time you would put off approving the minutes until the public can have copies. Thank you. [timer dings] thank you. Can we get him a copy of the minutes . I would like to say that the minutes are posted online and are provided in the library available at the reception area. There are times at the reception area where our receptionist is one a break and we have a light duty officer which is somebody who is not they are all of the time and so, they are aware that the board packets including the minutes and all the explanatory documents are right there. We will go back and make sure to inform the light duty and substitute staff thatwhere the location is of the board packets including the minutes. Do i have a motion . And a second . All those in favor say, aye. Opposed, nay. The minutes are approved. Item number five is communications. Item number six is introduction of new or Unfinished Business by the board members. Item number seven is the directors report. Good afternoon members of the board and chairman of the board andmembers of the public. In the chamber in 1916 in the chambers at city hall so sorry i was late. I have a number of news items on my report today. First of all ive mentioned these all long but since they are significant i want to mention them again. First of all we just received approval for the project of the van ness projecttthat we began in 2003. Members of the public will see elimination of the left lane and left turns in some places and a bus stop from the seo will be on pacific and the turn lane on van ness will now be available to make the turn on the tunnel. And then, all access to van ness, and those two were to have to makea left turn on vanness we ask you to check that out before they are no longer permitted. Following that we are scheduling a groundbreaking ceremony for decemberernest for our smallagreement from the government and i would like to show you a little video to help the public prepare for the construction. [video] it was a great video. I should have just let her speak. So anyway, the project will be next week and also got polk street projectstreetscape projectabout the legislation is underway this month as well. Just to remind you, there were 290 traffic collisions between mcallister and polk, including many deaths. We started this project march of last year the construction is happening now and if you will recall that paving will include bicycle lanes red sermons an structure about 90 of those included in this project. There will be three stops that will be removed there will be eight stops southbound to farrell and improving safety and reliability and performance while at the same time like you saw with fan nests are much more of a Pleasant Court order to be on. Oh great that those are starting. The next bit of good news is that mta will be awarded 11 million for a more safe Transportation System it is from the advanced Technology Employment program and it was for the development of large scale insulation and advanced transportation technology. So you may recall and we talked about before the smart cities challenge and this is an opportunity for us to take part in that process that were smart cities but one ultimately awarded. Part Traffic Signals to reduce congestion and deploying multimodal Intelligence Systems so trying to see what additional technologies we can layer on to our signal system to help people get through our intersections more safely. Connected electronic toll system for the program at Treasure Island. Electronic comic shuttles at Treasure Island and essentially to for carpools, two for congestion safety and two for Treasure Island and then also berkeley is providing the r and d support for the grant as well as the data. So if you add up all of the projects and all of the inkind work for him berkeley and others it is a total of a 22 1 2 Million Dollar program. The grant required a 50 match and we have 6 million through the Treasure IslandDevelopment Authority or tida. Lastly, i believe you asked us to report back on this or maybe you didnt ask us to report back on this but this is good news. We have had during the morning commute just between 8 oclock and 9 00 am anyone in that portion it leads to [inaudible] and pass ups. Your odds of getting on a train between 8 00 am and 9 00 am were not very good. We also are adding a judah express and as well adding a train and as ridership has continued to grow its proven to be not enough. It wasnt until september that we launched the cole valley shuttle Everybody Knows where hillary street is hillary street has the cole valley shu ttle and seeing an increase at i that 18 and we are seeing that the trains were running 20 minutes late were decreased by 2 and that the bunching has arranged unchanged and most importantly, the feedback that we are getting from our customers is that they are really happy. So were getting over 500 customers better access to that and that we are just glad for your urging that the we continue to look at congestion in net rail system and on that note, that concludes my report. Thank you. I am just wondering if there is any way thethose commuters on the n judah shuttle if there is a way if you are a savvy commuter to go another way until that shuttle is available. The gps would pick it up until the scheduled time would be available. And given the schedule that should improve the performance i hope. Ultimately, any of these shuttles and special service our goal is to get them into the shuttles and on to the next bus. Director, does anyone have any questions or feedback . All right, thank you. Mme. Chair i am sorry mr. Haley is coming up. Just to cross a loop on that, its being built in on the schedule and it will be institutionalized in january. Good, thank you very much. Mme. Chair you do have members of the public that would like to comment on the matters that you discussed. Tthis is only on topics that mr. Reisken has discussed. Good afternoon i am a taxi driver in San Francisco i know block by block corner to corner if you say where is 1700 fillmore. If i am talking to you i probably the good idea of what the subject is before me. The traffic jams are connected to the directors report with new plans. It is a grid lock. People take two hours to cross 10 city streets. Two hours. There is no much any kind of imprisonment or punishment you can give them more than this. You decided that the mission is to change and when we are going on those blocks, tens of thousands of cars a day, a day, come into the second lane of the third lane to cross over the other cars. Whichever is double parked there is no policing and we are in a hands tied solution. So what youre going to do with van ness is just building another nightmare and that you are sitting in the seats and you just do it and you have no idea what you are creating. If you sit with me i will sit with you and show you how many cars are ready are going down that boulevard. That is your project. Thank you. Mr. Weiner followed by philip stern in. Those are the lastpeople to turn any speakers card on the directors report. I see people on the sidewalk and the bicyclists are knocking people down on their bicycles. In fact, there are two bicycles on this board and they have a responsibility to look for pedestrians on the sidewalk. And so, that is the issue that i have. If i missed something i apologize, i arrived late and i saw it was listed on the directors report and i wanted to voice my concern. Thank you mr. Weiner. Next speakers please. Phil sterling followed by todd lee. Hi i am at phils turning and i amwith [inaudible] huber is causing a huge congestion in our city is over 45,000 and it is growing. They are completely unregulated and i believe they are a criminal enterprise because they are transporting people without commercial insurance and i think that a way to deal with this problem and not having more and more uber coming into the city is to help the Public Finance cabs. Drivers would be able to take care of the public a lot easier in the way that it is now. Because, the companies do not want to use their vouchers which is understandable. Because with the comprehensive central dispatch, no one would lose their particular business but the company would have better access to get around professional drivers. Thank you. [timer dings] thank you. Next speaker please. Tone lee and he is the last one to turn in a speaker card on the directors report. [indecipherable] i take van ness and we have to start researching why this happens from the beginning of the resources becausepeople using the street are not staying in San Francisco they are going to another county. As well as the bay bridge. All of the money that you put you have too much money and no matter where you put it doesnt care and at the end of the period of time you just find out that its not a good idea. The real problem is the rushhour. We have to find at how to commute these people to the peninsula area. In hong kong this happened one time in a tunnel [timer dings] and what did they do they use the free way. Now we can use different ways. So we can put a box where people sit and then we can have somebody come and pull to oakland. This way you can provide more service [timer dings] thank you mr. Lee. Mme. Chair, that is the last comment card that we have on this subject unless there is anyone else from the public you like to speak. Great. From a user perspective we are not connected speaking personally i am glad that the socalled cole valley shuttle is coming into play. I have always wondered as ive lived in coal valley for decades right there hasnt been one but it seems like a very sensible and good thing. Let me go on with mr. Reiskens report you surely should know that anytime you put pedestrians in the street in the crossing of the street you are putting them at risk and that is exactly what the removal of the stops do particularly the three that are closest to the Library Stops and you are planning to remove the 19 poli think that is a crime and an exposure and polk northbound and this is exposing these people to death and maiming and this is what yourplan will result in. [timer dings] any more comments on the directors report . Seeing none moving one. Item number eight is the Citizens Advisory Council report. Seeing none we will move on to item number nine. Item number nine is Public Comment. Members of the public may address the sfmta board of directors on matters that are within the boards jurisdiction and are not on todays calendar. We have one speaker card, tone lee, would like to speak on this. The following matters before the San FranciscoMunicipal Transportation Agency board of directors are recommended for action as stated by the sfmta director of transportation or City Attorney where applicable. Explanatory documents for all calendar items are available for review at 1 south van ness ave. 7th floor. If you go wildly offtopic on this let me and let you know that i will pull you back. First speaker, tone lee. [indecipherable] i was lucky i got my money back for the parking and your medallion is still a italian. A lot have problems with me and they dont like me becausetheir very procolor scheme nnot one time on the driver side and in the service we are not going to support [inaudible] your office is very proscheme and i have saw that. I cant trust you anymore. Now drivers like me cannot get out because theyre tied into your agreements and everything but the money and the point that was applied in 2010 was 1 million and now the medallion has 300,000 now see should set your medallion for what it is worth. We have an agenda to put it in the agenda and they never let us speak and they never talk about in the agenda to let us speak so thats what i come here for. [timer dings] next speaker please, jenny zhang followed by [inaudible] good afternoon my name is jenny zhang we would like to talk about the fifth resolution and we thought it was important to come here to speak with you directly and not to approve this resolution. Normally you would think that a station for chinese immigrants would be a great place to communicate however for these particular ideas we are not really opposed to it because the road packet is not only highly controversial but legally active as a Foreign Government and, you know, her actions actually undermine the freedom that are cities hold dear. So i feel this is highly inappropriate to name such a person on a Public Transportation facility that our taxpayers pay for it. So many of the customers really dont know about [inaudible] but most people do not know what her intention is. s in a few minutes we will share some facts about her thank you. [calling speakers] good afternoon my name is i am a engineer and we are here to talk about roe kwhich you do not know yet we believe in morality and integrity of a person and especially if the persons name would be used in [inaudible] you know many people in china are afraid to speak because those are the people that rose pack have that are afraid of her because they know the government is her body. She had continuously bullied people often. To give you an example, the [inaudible] reporter wrote force of Small Business closure. She organized against the [inaudible] of [inaudible] highway back in the 1990s. Moreover rose pack instituted the policy of the Chinese Government in San Francisco in 2001 the governor approved the resolution for the [inaudible] in china and rose pack [inaudible] the resolution. One advisor had rose pack to run for [timer dings] thank you. Next speaker please. [calling speakers] im here to speak about why the station should not be named after rose pack. [inaudible] the dragging lady of chinatown she denounced herself to the board of supervisors antigay, antigreen and almost everything that San Francisco holds dearly to its also worth noting that supervisor tom any on our and supervisor gainey all supported [inaudible] please allow me to give you a quick introduction of [inaudible] of tolerance and practice and this became very very popular in the 1990s. This is due to its increasing Health Benefits and principles. A number of practitioners agreed to approximately 17 to 100 Million People out a fear of a large number of practitioners to increase personal power the formal general of the secretary of the Chinese Communist government [inaudible] many of these people were tortured and dehumanized and many of them perished there. Thank you for listening. [timer dings] thank you. Next speaker please. [calling speakers] good afternoon my name is mary in San Francisco i would feel more comfortable to [inaudible] if it was named after your staff. I have benefited so much from the practice of [inaudible] which goes way back and has been persecuted in the last 17 years. Because of persecution the regime has to hide because it is such an atrocity. Not only have they banned [inaudible] in china but to move its overseas practices to make sure that [inaudible] isnt hurt or seen. And they are supported by mr. Rose pack. [inaudible] among was missed packs [inaudible] at city hall today [inaudible] [timer dings] being beat by an anti[inaudible] crowd in the square the first place after they arrested was the Chinese Chamber of commerce. We see a pattern here [timer dings] thank you. Next speaker please. [calling speakers] is ms. Cosgrove here . I am here. Please state your name for the record. Good afternoon i am ms. Cosgrove [inaudible] apolitical productivity awarded a letter [inaudible] the report went on to explain the real reason rose pack had pleaded the allegation to china later this month and perhaps my wish to look like a gentle warrior to the powers to be there to push her arrival with the golden [inaudible] report ended by saying [inaudible] before chinas issue becomes San Franciscos issue [inaudible] sure enough rose pack let the allegations of china in october 2001 according to the supervisors report which we have a copy. [inaudible] personally thanked rose pack for the [inaudible] resolution. Thank you. Thank you. Next speaker please. [calling speaker cards] good afternoon my name is rose pack has a [inaudible] title for the organization of a Foreign Affairs organization under the direction of the chinese counsel and chinese affairs. Over the years rose pack [inaudible] organized by the Chinese Communist party and this can be seen on the news in the Chinese Government websites. [inaudible] referring to rose pack regards the differences not as an American City but as [inaudible] of china a little beijing by the bay [inaudible] for the pleasure of the chinese officials. People like to demonstrate the states not only the differences but the freedom and the human lives and they are taking part in the quality of life in this country here. In areas in china you may not have any idea [inaudible] and San Francisco being beijing by the bay. Thank you. [timer dings] thank you. Next speaker please [calling speaker cards] good afternoon my name is lisa and i live inchinatown in San Francisco and if you ask anyone who lives there if they would really want to live in china in that socialist environment we pick so why do so many people from china want to stay here. So please do not make rose pack [inaudible] for something that we as taxpayers pay for. Rose pack carried out persecution against [inaudible] and San Francisco. Here are a few other examples among the many things that she did. When the persecution in china started in 1999 rose pack and the chinese members of commerce even though none of them knew what [inaudible] was at that time. In january 2006 rose pack published ads in chinese newspapers [inaudible] who cosponsored supervisor resolution to participate in the Chinese New Year played. Pack even threatened [inaudible] that our political lives will be shortened. She spoke out at a Board Meeting to defend the constitution of the United States and of california. [timer dings] thank you. Thank you. Next please[calling speaker cards] [indecipherable] many who signed the position thought this was a prized [inaudible] were not allowed to make changes. In the San Francisco chronicle report in january 8, 2006 said [inaudible] rose pack also assisted the chinese counsel it to interfere with a legal case followed by the center for justice and accountability and this lawsuit filed in october 2002 [inaudible] practitioner brought a lawsuit against [inaudible] for genocide and human rights abuse. Rose pack leader a [inaudible] to provide false information to the [inaudible] us district [timer dings] thank you. Next speaker please. [calling speaker cards] [indecipherable] this hospital has been allegedly [inaudible] all [inaudible] practitioners and there are over 100 [inaudible] hospitals in china the Canadian Human Rights lawyers and the former canadian member [inaudible] had an investigation about the allegation of [inaudible] of the [inaudible] practitioners [inaudible] arent accounted for. Here is the newspaper. [reading newspaper article] thank you. [timer dings] thank you. Next speaker please. [calling speaker cards] we are here to share our experience which are local and spiritual and factual. Rose pack hurt [inaudible] practitioners for one reason. The Chinese Government wanted her to. Many of those lived in chinatown where rose pack [inaudible] countrymen but we have been [inaudible] for the last 17 years in San Francisco and it is still happening and we know the reasons for that whereas rose pack have the chinese counsel it behind her and the chinese counsel it party behind the chinese counselate we choose the believe that rose pack word be the [inaudible] in the chinatown station would be a shame and would further undermine those people have been bullied and hurt by her abuse and past activities. We ask that you stand up for an internationalhuman rights issue. We ask that you take this seriously. Do not put rose pack on the public Transportation System where the public pays for. Thank you. Thank you. Next speaker please. [callingcalling speaker cards] the persecution of [inaudible] is gradually coming to a stop. [inaudible] the formal head of the Chinese Communist party and [inaudible] however [inaudible] has been losing his control over the years. The recent leader in china [inaudible] also arrested top leaders of [inaudible] office which created [inaudible] responsible for directing the [inaudible] have been purged and arrested recently as much media has been observing. This persecution is coming to a stop soon. Thank you. Thank you mr. Chan. Next speaker please. [calling speaker cards. ] my name is me chan and i am a [inaudible] the massacre the claimed the lives of many innocent people through torture and labor camps and[inaudible] how will the world see the role played by miss rose packs today and how will the city [inaudible] by ignoring what she did. The mta is very busy but you must know the role of rose pack and the people in chinatown know the suffering caused by the persecution of rose pack. And if you google it you will get mixed reports on you will wonder why this name was chosen. This mta has built San Francisco into a great city by excellent transportation choices. We encourage you to examine all the facts here to make an informed decision that you will be proud of in the future. If you have any questions about anything we have presented here we are happy to sit down with you and answer any questions you may have and provide you with any evidence you may need in order free to make the right decision. Please do not name rose pack on a Public Transportation facility which tax payers pay for. Thank you. [timer dings] thank you. Next speaker please [calling speakers cards] good evening [inaudible], you are entitled to have a medallion. My son drove a taxi for two years and he didnt like it and then two years off he received a letter that you were entitled by a medallion. The [inaudible] Committee Formed your director did not put any [inaudible] on it this is the attitude of your taxi director. Shes got to go. 400 cabs and you have received my emails and the city they are running without on and off lights. We do not know if the customer is in or not. And she got to go. After your sale of medallions, for the last five or six months, no one has bought a single medallion. You have to change the industry. You are selling the medallions and killing the chickens to feed the big animal and we are going into poverty we are making it barely 50 100 per day [inaudible] the food for my stomach. None of you guys have any feeling. We have been crying for the last two years. Finish, finish, finish and none of you have any feelings yet. Get to and finish this problem and theres so many that dont have one minute to come here and speak. [timer dings] thank you. Next speaker please. [calling speaker cards] plays are the last that turned in speaker cards. Good evening. You are using the homeless is a trojan horse now suppose its just funding for the Fire Department was contingent on funding for Public Transportation. You would be hosed down figuratively if not literally and you would be called out on the carbon front of city hall and have the riot act read to you. Now, this is a very dangerous improvement and if my memory serves me correctly doesnt the mta harassment was in recreation vehicles forcing them to move all over the city . This is such an oxymoron it is terrible. So basically i will vote against this because it is setting a dangerous precedents and the only way that i can describe mta right now is that you have outreach, yes, for more money anyway possible short of robbing people at gunpoint and in closing id like to say that mta celebrate halloween every day because every day is a horror story with mta. [timer dings] thank you. Next speaker please. Tom gilberti. Thank you, come gilberti here. I want to apologize because i spoke at the subway vision meeting and apologize for some of my comments because what i shouldve said was Merry Christmas happy hanukkah i hope you get everything you want for this vision. The maps are a little bit hard to read and hard to understand and see but the next thing is i do hope that everybody can Work Together a little bit more on the trends where were trying to save two minutes or three minutes or two minutes or three minutes we are pushing older folks into situations where it is good exercise and they are getting more exercise but we are adding a physical stress to that situation. I do not see why we cannot do both. We can have all the stops on two different trains. And on monday, on 10 1016 number 6530 this is the oldest bus on van nass it rattled and rattled and rattled i really believe one cal osha that these buses have a problem especially in between the wheelchair seats. Thank you. Thank you mr. Gilbert he. To have any more public speakers on Public Comment of the agenda . Mr. Warfield. Thank you im Peter Warfield executive director of Library Association like i said were independent of any library or library owner. I would like to comment on the proposed changes of 19 polk north including one on the south which is right in front of the Library Entrance of city hall. The language is too small. It is enormously inconvenient but now all the sudden instead of having a entrance stop with seven or 800 under the entrance there is no way to cross a street youve got people carrying heavy books and to your calculation people having to work 2 1 2 blocks and my calculation crossing to streets. After mr. Reiskens report, i am [inaudible] as well as the engineers report and i have asked what including how many people would be killed and injured because you are forcing themto walk extra distances and be exposed as a pedestrian to all kinds of traffic problems. They thought i was joking. Im not joking. I am serious. People will be killed and people certainly will be injured. The library serves [inaudible] visitors. It is the only library in the city and [inaudible] and you are exposing them to inconvenience and dangers that greatly reduce their service [timer dings] thank you next speaker please. Any other speakers for Public Comment . Seeing none i just want to thank all of the people from the Chinese Community for coming down here and i want to assure you that the sfmta will approach this in the most thoughtful manner possible. Mme. City clerk please read the item numbermme. City clerk, please read the next item. Item number 10 is the consent calendar. All matters listed hereunder constitute a consent calendar are considered to be routine by the San FranciscoMunicipal Transportation Agency board of directors and will be acted upon by a single vote. There will be no separate discussion of these items unless a member of the board of directors or the public so requests, in which event the matter shall be removed from the consent calendar and considered as a separate item. If we are going to sever all items then ms can we hear 10. A. First i would like to see if there any members of the public that would like to give Public Comment . We have melody. Melody. Please come up. Hello, my name is melody, thank you, thank you. I am opposed to the oversized policing in the marinaeveryone knows that sleep is essential for our existence and the lack of sleep is a form of torture and this is telling me that i have not the right to exist. Because of this i have people defecating and urinating around my vehicle and i dont feel safe and ive had battery stolen alternator stolen tools and batteries to keep my vehicles in working order. I am treated by that meter maid as a criminal and im spoken to as vermin. I am here to talk about the crimes against me. The mta allows them to terrorize b and this mindset of education without correction and i am not responsible for my situation homeless and [inaudible] stripping every resource that i have thank you. [timer dings] thank you. Next speaker please. Kelly coalminer. Hello my name is kelly coalminer. Throughout this process we have offered perspectives and responses to issues that are really needed and one of the issues is vehicle dwellers and not one has been effectively explored or implemented. Instead, the policy has made overnight parking be illegal for large vehicles and also massive displacement of individuals living in their vehicles. As well as suffering and sleep deprivation for the vehicle dwellers in San Francisco. The evaluation of the pilot plan parking project identified that the results of the vehicle housed people. I would encourage you to employ these policies[inaudible] and not just a few. We brought a lot of folks together and have the models for other cities and there just hasnt been any progress made on them. And so just like people that are experiencing homelessness on the street, once again, the question is where can we go, but there is never an answer for that. And so, this is a very simple one. We just need to look for places people can go. [timer dings] thank you. Next speaker please. Mr. Warfield. Mr. Warfield, are we talking about all of item 10 and is it all of the bullet points and how much time on each . We are speaking on 10. 2. I requested to speak on 10. 1 and 10. 2. Mme. Chair called 10. 2 out of order well go to 10. 1 after this. So i will be up to speak 110. 1 as well . Yes. Thank you. I would certainly like to know what the rationale for 10. 2 a and certainly for those who have an alternate to park and connections in the relationship. I did want to ask particularly that item 10. 2 p establishing a stop sign on third avenue southbound at parnassus avenue. And also establishing a red zone. And i would also like to talk about establishing a bus stop and if you could just let the public know what the lines are concerned with items p, q, and s. Have you completed your Public Comments mr. Warfield . I would like to have an answer on my questions. You will have to complete Public Comment and then we will respond to that. Thank you next speaker please. [calling speaker cards] in this case we believe impacts of overnight vehicles and People Living in them has caused Significant Impact to residents and merchants. We know the department of homeless and Supportive Services would like to set port the parking lot im sure you can imagine the locations will be where we locate such a site but in the interim we believe that these are not with parking in the streets and we askedthank you. Do we have someone that to explain the rationale between p, q, and ask. Good afternoon, director of the transportation item p concerns establishing a stop sign for 3rd ave. , south pound at parnassus avenue; item q is a red zone at parnassus avenue southside from e. 3rd ave. Curb line to 23 feet westerly. And item a establishes a bus zone at harrison street north side from the Fourth Street to 146 feet westerly and the goal is to make this ramp be as available and safe as possible. Thank you. Do you have any questions for mr. Mcguire . Thank you if there are no other questions for mr. Mcguire on p, r, and s. We did at one time request that we have no more of these large vehicle bands until we had a response from the department on homelessness. And the response was the same response from the Supervisors Office and that was that it is an ongoing process with no clear solution in sight, is that correct . Absolutely. They are still working on a resolution. This tool was developed four years ago in an attempt to eliminate vehicles parked overnight that were uninhabited. Weve use this tool and a very extreme fashion then we have used it. It is been one half years since we have asked to use this tool [inaudible] i will be meeting with district 7 including supervisor yees office andif you park at any vehicle for four hours straight you will have to move. We have been working with supervisor friels office to come up with some sort of a solution to park around Marina Boulevard and each proposal that was brought was unsatisfactory for one reason or another and as a last resort we posted a oversize vehicle band and there is no question that this is an imperfect tool and as members of the public have commented it pushes the problem elsewhere and until we have a plan developed to manage this for the whole city we will have this but we will be managing this and this will be an inconvenience and a hardship for some people. Did i hear you say that people could use the safeway parking lot . I do think that if youre on a long trip and your drowsy we do want you to pull over and dont keep driving but here someone in a vehicle and heres the example here and it would be an emergency and it would be people dwelling in the parking lot as well as people pulling ever. Is a different issue more of working with mr. Duskyss office . We have been working for years with mr. Duskys office and with hope and we have been working for years now in santa rosa where we have private parking and services available. That is an overnight remedy people are able to come in overnight and stay at the church program. It is meant to be an overnight remedy for part of the problem. I think what folks are asking for is really to have a permanent place where you can park and live. Again i think for the mtv and the scope of the parking is to be used in a conventional fashion and we cannot give up on that. We can continue to reach out to private and public agencies to explore the potential for some sort of refuge. In the meanwhile, we have three blocks of the marine at that has an ongoing problem and the Supervisors Office that has petitioned us for years to come up with a solution. We know if we go forward and we make these changes its only going to push the problem somewhere else and we are not happy with that and its not a satisfactory answer. On the other hand, we do have a substantial request from the community to treat these three blocks. I have another question did we engage safeway or even the Marina High School because they have a large parking lot as well and what did they say, if anything . Each of those parking lot certainly has things parking and it will not collaborated with them as far as providing some type of parking structure for needs. Again, i think this is beyond the purview and the scope of the mta to establish some type of offstreet Parking Facility for offstreet vehicles. Thank you im glad you just brought that up because weve had this discussion about what abilities we have to control and other city agencies and we have went back to that one. We control the parking and we hope our Partner Agencies help us with some of the other parts of that situation. Im assuming that the Supervisors Office could tell us more. The supervisor reached out to it seems like there was an attempt to reach some sort of an agreement. We are doing what is in our purview which is the parking side but its also the care of you which is the other part of it. Perhaps we should ask for an update again when we have done in the past when weve had to make these difficult decisions and the Governors Office can give us an update on the progress and will we can do to help that progress. I guess what im saying is its fine if you want to support this one but we have to tell the supervisors, do not bring us anymore. You have to go to the office of homeless. We have to stop being put in the position of being put in this situation and i feel terrible every time and we have the presidioand they have a campground wherepresidioand to push the Mayors Office however they want to push in regard to the policy to get our federal partners to work with us because , you know, this is obviously a larger issue of solving homelessness and challenges that we have in the city and i feel that at my Vantage Point the only advantage that i have is to tell the supervisors we want supported in the future if they do not keep putting this pressure on us. Thank you supervisor. I appreciate you sharing that with us. With that, drive a motion to approve i motion. To have a second . I second. To survive a motion a second all those in favor say, aye. Opposed, nay [chorus of ayes] the motion is approved. Mme. City clerk please read the next item. Item 10. This was brought back to the board by a member of the public, mr. Warfield. Good evening mr. Warfield. I would just like to know how do i get more information on these claims. Good afternoon ms. Nalls the information is available on the superior courts website and what is privileged and confidential is our offices recommendation and an analysis or proposal for our office to give notification. If the board wanted our office can prepare a brief summary of what these cases are about and subject this to Public Information during this meeting or another meeting. Okay, thank you. Mr. Warfield, im sorry, i dont think you finished your comment but i think you have something of 10. 3 as well okay lets just stick with 10. 1. 10. 1, do i have a motion to approve . All those in favor say, aye. Opposed, nay that ones passed. Moving on to 10. 3. Item 10. 3 isapproving the following parking modifications in support of the commuter shuttle Pilot Program. And we do have a member of the public that wants to speak on this. David thomas. Im sorry, we cannotspeak on that at the moment but if you would like we can email. Good afternoon david thomas am here to speak on the current engineering stuff. I spoke on this once before a couple weeks ago im obviously in favor of the new shuttle stop which would take care of some the things that go on in the mornings that are building. This is our building in the morning that we have any given time up towe can have 100 people outside of our building starting at 4 45 am. All of these windows in the building in the picture are peoples bedrooms. I just dont really have anything else to say about this but i want to just show these images to show you what were looking at. This is me walking out of my building this morning on the way to work and the crosswalk is completely blocked at the front door. This is also from bush to goff which are two major streets and i am in favor of easing some of the permanent on our streets im in favor of moving some of the traffic down to the proposed location doubt the church and at our building that would be nice for the tenants and myself and my family and my building. Thank you very much. [timer dings] thank you. Next speaker please. Mr. Warfield. Yes, my recollection is there is a bus service on the street where you establish this new zone and i wanted to know how to confirm that but also what this fits in with with respect to an overall policy. I am concerned certainly that things that look or feel that are more or less permanent without going into place when there is, i believe it is a Pilot Program so im wondering what larger planning or what larger plan this fits in with . Thanks. Thank you mr. Warfield. I just want to reiterate that i can, as we discussed every time we have the commuters Shuttle Program come before us, it is sort of a living document we are continuing to refine this and make changes to it based on neighbors, based on feedback of commuters using the commuter shuttle and this is a refinement of this. The information of that overall commuter Shuttle Program has been presented to us in the past and im sure will be presented to us in again. Do i have a motion to approve . Drive a second . Item 10. 6 isauthorizing the director to execute contract modification no. 1 to contract no. 1268, bluelight emergency telephone replacement project, with shimmick construction company, to perform additional work and compensate the contractor for delays and inefficiencies, increasing the contract amount by 5,642,714, for a total contract amount of 14,817,714, and retroactively extending the term of the contract by 480 calendar days. And this was severed by mr. Warfield. Mr. Warfield. Peter warfield, once again i was unable to get promptly the agenda packet at the office. I am assuming that there is greater clarity with respect to what this is about but were talking here more than 5 1 2 Million Dollars. Or talk about more than a 50 cost increase in well over a years delay. So i thought perhaps you might provide some explanation about what happened and why and therefore the rationale for putting this on the agenda and for proving it. Thank you mr. Warfield. I will know that items that are on the consent calendar are just matters of the regular agenda. We usually do not go into a deep discussion. There are backup documents available for these items and in that case, and less directors of questions on this one, i will ask for a motion to approve. I just want to say that the staff does have on record as to why we have the cost for dealing with your. Drive a second . And mr. Warfield just the you know all calendar items, all calendar items are on the webpage for your enjoyment. Thank you for reminding us of that miss them are in. All those in favor say, aye. Opposed, nay [chorus of ayes] thank you the motion is past. Item 11 is the regular calendar and that is adopting the mitigation monitoring and reporting program and improving parking and traffic modifications along the san bruno ave. Transit corridor door as follows and i wont actually read all of these but i believe we have a presentation for the item j, san bruno ave. The routes that travel this have about 50,000 people a day that rely on getting around the city. Unfortunately, this is also one of our highenergy networks. And we are looking to address impproving commute for the community andunder the direction of mr. Reisken we did address the parking and parking supply in the area. When we started the outrage, we recognize we had to have a slightly different approach in this corridor door and about 50 is cantonese speaking and typically what we did to engage these people is that we conducted half of the meeting in cantonese as well as in english and it was pretty impressive to see how many attended when this was given in cantonese and it was surprising to see him and he came to those meetings as opposed to those in english. It was rewarding to give those riders the feedback and allow them to speak in a language they feel comfortable with. As far as other projects sometimes people cant or wont come to Community Open houses so we made a point to go to different bus stops for people walking or on the core door and weve also seen people walking on the side right now. Weve also seen every single engagement activity here and the interpreter here was a critical part of the project in the community got to know her because we have the same one throughout the project. We also did doortodoor outreach for residents and merchants to get feedback along the commercial corridor and i will talk about that and how that translates into the final proposal. This is a summary of some of the things that we heard. We collated hundreds and hundreds of comments and i think that what is most striking is that a lot of what you see on the proposal today is a direct result of an idea or a suggestion or a comment from a community member. And so, we were able to get a lot of very constructive feedback and this takes the question of the community how we can approve this corridor door. We are grateful for all of the ideas and we think the construction and Engineering Team and a lot of these improvements are in your presentation today. Some of the Key Highlights from a transit perspectiveour new transit bulbs on the sidewalks because they are relatively narrow in this core door and it is particularly difficult for some people to travel on this corridor especially if they are in wheelchairsand from a safety perspective daylight and painted safety zones are in every single section that does not have pedestrians involved. Again short crossing distance of turning vehicles theres also a small bite claim that closes the gap of that network from paul to man cell and this proposal would confer two of these southbound lanes into one single lane and those two lanes in the northbound direction are residual and there is a lot of freeway traffic getting off the san bruno and going down to the stadium area. This will convert to where there is no parking impact and a bike lane that will be for both vehicles and buses. We expect these changes once they are up improved and dont it will increase the travel time on the corridor they 15 and improve the municipal reliability and also increase safety of the bus stops and enhance safety for pedestrians at key intersections and although we expect that the parking be converted to other uses we expect the supply the parking to increase on an hourly basis and that is through a lot of work on our team and talking to merchants about how we can better manage the loading zone and meters in front of these locations. That is changing time limits for example from two hours to 30 minutes or adding meters were that commercial core door has expanded in the meters havent caught up to that. So even though these are being converted to other uses we think that supply overall will increase in the corridor and proving its economic vitality. If improved the design will start this fall 2016 through spring of 2017 and construction will begin in the middle of 2017 in the spring. And with that im happy to answer any questions you may have . Any questions before we go to Public Comment . I assume that the [inaudible] association is on board with these changes . They are here today. Them amongst other boards and in addition to general public members that you showed up at meetings that had many good ideas that we were able to incorporate. I will let them speak in one moment. Do we have any Public Comment . [calling speaker cards] good afternoon i am with the portal Neighborhood Association i am here to support very much approval of this project. This has been a Long Time Coming for our neighborhood we have been very pleased with the work of matt and tony and really working with our community to understand some of the needs and some of the finer points of things. They have really gone above and beyond engaging in our community and we are thrilled to see these things go forward. Is going to make our neighborhood a little safer and a little faster buses and all in all a better pedestrian experience. So thank you. Thank you. Next speaker please. Chris watling he is the last speaker card that i have on this matter. Good afternoon Chris Watling i am the chair of the Portal Community and i am here to comments on both matt and tonys engagement with the community. It has been exemplary and its a real model especially the outreach of the Chinese Community has been fantastic. To the other organization that we have targeted with on this is the San Francisco community [inaudible] center and they have been a big part of reaching out to the Chinese Community and i dont think that we would have had some of the great ideas that you see in this project without their help. But, it all goes back to the mta staff and their great work. Im excited to see the bike improvements on san bruno between paul and mansell and im excited to see the bustling improvements as well. Thank you. Do we have any other Public Comments. Good afternoon. I just want to thank [inaudible] he has been instrumental in advocating for our community. I personally have been trying to advocate for a rapid line betweenmansell and i am physically disabled im a single mother and i have to go across these intersections two times each day never had multiple times that my life and my childs life have been at risk that the buses do not stop to get my children to school for the day. I appreciate you taking consideration the safety of my family and i vote in favor of protecting san bruno ave. And i think you. Thank you and thank you for your dedication. Anymore speakers . Mr. Warfield . Peter warfield, once again. Item c and d have to do with rescinding bus stops around van ness and s 19 poke and around this can have a big convenient inconvenience with safety and i would like to ask if this is something that you have considered and if you have a review this previously. Thank you mr. Warfield. Directors, any questions or comments . I just want to thank the directors for reaching out to the community and doing the outreach and that is just such a great project as a model for how every project should be. That sounds like a motion to approve. Let me get a second. Do i have a second . I second. Director . Thank you. Is so nice when you see Community Voices come out with changes with this. It is inspiring for sure. 50,000 writers per day is not a small number for a bus line. Is actually rather large. Im curious what prevented you were communities from doing more . Like, for example, why are there 10 transit bulbs instead of five and did you consider jump lanes or any bike lanes or potential to that matter at all. If you could speak to that matter little bit i think there is a lot of us that would like to see greater than 15 travel time savings. I would like to see more. I think this is a great step in the right direction. I will certainly encompass all the other options but im sure the public would like to your. Yeah, that is a good question actually. Part of the challenge in this core door is a two lane roadway so we have a little bit less of an ability to be creative. To your specific point, 10 bulbs versus five, at the local stops we recommend that typically we do not leave bulbs at those locations it enables the bosses for example a nine to pull over at the wilde stop and skip over that anger to begin. So that is one reason that this corridor where it does that and that is why there is not as many bulbs. The best location for that is at silver and we came up with about six different Design Innovations and the community and tony had a lot of different ideas as well. What we had a challenge with there was again, the number of lanes that we had to work with and the other complicated factor is that we have some buses turning right including the 9a and 9r. And what we did do at that location was just a half ball but it was only 3 feet. We had a complaint about the narrow sidewalk and that is an area where the community had some concerns about the narrow sidewalks. But doing a half ball allowed us to convert the lanes into a two lane. The biggest difference that we see is enabling traffic to get one northbound and southbound on both ways and there is more we could have done but given that the word was recently paved this made a big impact without a big in convenience of construction to the community. That is a complicated intersection over there, isnt it. That is a tough intersection unfortunately it is not one of the toughest spots in the court or evaluations. One thing that can be evaluated in the future is making it a t intersection and the continuation of paul which is another name that i am blanking on now. But we focus on improvements just in san bruno ave. But that is one thing that can be changed there. We do have changes in bostons there to simplify was happening at the intersection but it is a complicated intersection given the geometry. Thank you i appreciate you explaining what the limitations are and there are a lot of riders from my experience at least and 15 savings of writing time is a big chunk of time and i think that you will notice that and we will continue to push that envelope and we thank you. Directors, any other comments . I just want to add my thanks for the amazing outreach that you did i just want to thank the Community Members for speaking up for this and also it is amazing to me that this meeting was held in cantonese and i think that is wonderful to allow people to understand the process itself. I think thats why we have such support here and no opposition. And also Parking Management its what all of our board has talked about is Parking Management, Parking Management and i think thats been implemented and accepted by the community and i think that we can be different. We have a motion and a second all those in favor say, aye. Opposed, nay [chorus of ayes] the motion carries. Mme. City clerk please read the next item. Item 12 is a presentation, discussion and possible action regarding the subway vision. Plan. Good afternoon directors my name is sarah jones if a pleasure to be here today is my first time is planning director at sfmta. And what i am here to talk about today is a possible vision for a piece of San Franciscosvision plan and that is subways. Joining me here today or some people that have worked very hard on this. Michael schwartz with tan Lucas Schwartz with the mta. There are many people who have spent a lot of time on this and were unable to be with us grant has many implementations at the mta and peter of the planning department. This was an ordinance that was characterized by supervisor scott weiner from the board of supervisors of San Francisco for where this major transportation infrastructure was needed. So this 2016 subway vision provides policy guides for the system. They do take a long time to develop as we well know and they are such an effort that they do need to be done in a way that makes them a piece of a whole system. The longrange transportation effort of connect sf is what you heard about. This makes the decisions of what kind of systems pursue where. And so, a key reason but behind the speed and reliability means that there are a lot of factors that can hold them up obviously. With that will reliability subways can make them fast but with a subway theres tradeoffs. They take a lot of time and a lot of money so that not necessarily the best answer for every mobility need. At this point in the vision we are thinking about what would be happening next. But even when relying on that word from years past, we wanted to now hear what San Francisco and bay area residents were looking for today. This is really a way of getting a broad picture of subway as well as in general. We as people to designer and subway through an online portal but we combine that with a line for people that may not of heard of the process or have limited access to the internet. So we will start by talking about what we found out online. This was extremely successful and a popular effort. We actually hadof networks that took into account the system that we now have. This not surprisingly correlated allow the concepts that we found in these prior plans for a long time but we did see some new mobility needs emerging on the west side of the city and south side of the city and also a lot of interesting northsouth connections and eastwest connections as well. Also where people can get around better than they can now. The pop up with were a really fun and positive experience. People were very happy to see us out there and they came and talked to us. We had in person Translation Services which were really key. About one 12 45 third of the people did not have english for their first language and there were actually lines were people want to talk to the interpreter. This is actually a great thing for people as they walked around or were waiting for their buses. And so most people with the popups were focusing on just the few p connections. You will see that this emerged with the southeast part of the city. I would say this is a really rich conversation and a worthwhile effort. Im now going to pass off to michaels work with the ta to talk about the analysis that was done. Thank you sarah and directors reisken. What we have seen is that there were a lot of driver corridors that may be interested in switching if there was a better travel option and we started integrating into this to find out what corridors emerge. And, we basically found what was represented here on these maps work three different broad categories of corridors. The first of which was sort of a Crosstown Court or forgetting from one side of the city to the other in other areas. We also identified connector corridors which are corridors that connect to the existing metro to get into that Transit System and the third are really seeing major travel patterns even today they would perform very well in the future in terms of ridership. I want to present to you a couple of what we are calling cord or concepts. I do not want anyone to get attached to these we are by no way and in any means recommending these for the network we just really wanted a chance to test not only what the different corridors would perform like but just a chance to see some of the tradeoffs between different parts of corridors. The first thing were looking at of concept letter a in the city and you see there are a couple of south west corridors down in Mission Bay Area and then cutting south through the park and sort of loosely it could be called the 19th ave. Corridor and then cutting down into the soma area as well as t third extending down to the lumbar core door and putting a surface real underground. And this is the first one that we have looked at. On the second one, really the priority here was what parts of the city did the concept cover and really trying to cover a Geographic Area and the t third extension going towards the fisherman dwarfs area and cutting towards the shipyard and down south the ship area going into mission bay and the end line addition which we had said a few times and we mentioned again the geneva corridor again with the southeast to the park station. Processes corridors are similar. This is an arbitrary length that would triple the existing subway system from what it is today. Answer, we do have some preliminary thoughts of what this might mean. We would see significant travel time savings most of that one vehicles themselves. And, this map here is a little bit hard to read but again, its representative of what could happen with that concept showing the benefits are really spread to different parts of the city and blue means more travel time savings and the red is more increasing travel times and is there a said you might have to walk further to certain subway stop so theres a little bit pink there and then blew on the map as you can see in the city and then concept b you can see in the blue zones on the map. The individual rats would have travel time savings of 50 to 70 and some of the surface particularly surface rail and again, bart has a 90 efficiency in its system and we can see reliability that would start to match that in a lot of these lines. We would see it increase ridership of 150,000 more riders per day in ridership in San Francisco and 80 of san franciscans could walk to a metro and 90 of jobs will be walkable versus 60 at baseline. There is also a modest production of citywide travel and again, we do see lowincome ridership and to the city and the general population. And with a complete network of some of the snapshots that you might see. With that, i will hand it over to sarah and she can talk about some of the snapshots that we saw delving a little deeper into these networks. So, we have some great ideas here for what a citywide subway system might look like but as michael described, there are significant considerations about where youre thinking about making a subway would be great and then investing time and money in this type of transportation and improvement. So part of this effort would be to define the types of criteria as we evaluate prioritize and commit to these investments. Metrics references are here but we need to consider the overall context of an integrated system to keep people moving around in all sorts of situations. Finally, we need to make sure that the investments are consistent with communities that have access. So once you have the vision then you have to talk about delivery. This is no small feat. This initial planning work and conversation this is no small feat. This initial planning work and conversation with a future San Francisco with a more robust subway system needs to have efforts on the fronts as well. In order for this to work we want to put in a concerted effort. So, we will be delivering the documents and the final subway vision around the end of the year. But it will be reformed and refined under the connect sf program. Under the engagement of this vision and this will include opportunities in San Francisco. This would include an understanding of how subways fit into an overall ecosystem and complementary a numerous mode of transportation available. There is surveys available both online and in person meetings in the coming weeks. Thank you very much this concludes our presentation we look forward to comments and question. Thank you. Director would you like to start, thank you. It is great to think about expanding this. There is an awful lot of talk already about a second for and further bart service and i guess what im asking is what are we doing to coordinate with bart and their system but when i look at this map with transit corridor is my perception it does seem that the andy core door is of the most need but before i get into specifics is this plan coordinated with bart . This particular effort was not done in consultation or coordination with bart. A lot of people that provided input talked about connecting to that overall regional system to that overall conversation about the m line and im really looking at that kind of link to bart as well as links downtown. The subway system itself was not one provider another so the vision to not get into which type of subway we be talking about here. As for the geary core door we did look at some of those with those partnerships. Im sorry, had. I just want to add to what sarah said that we did with the geary core door we have worked with these others so at least we know what we are working with. This doesnt preclude any of the conversations about the dt ask or very well on its way planning for the on its way planning that came up with the board of supervisors and land use and Transportation Committee and what this would mean relative to the various caltrans changes and that is a separate conversation. In terms of land use, return that land use today or land use in the future because i do think that when we talk about land use Oriented Development obviously we know where things are growing and we know where things will continue to grow and on the corridor is screaming out for equity and if we could make that a value in this observation in this report i think is critical and as far as making sure that we make subway investments and work with our partners with that and the neighbors are willing to help accommodate that and ensure that we are getting to areas where people are disconnected. If i could just mention a question about areas of land use management to restate the context a little bit, the board of supervisors put forth this ordinance was fairly short order and it allowed us to turn around and i think it was really meant to jumpstart the process for generation to generation and its been helpful in that regard. It is an input to the larger, longrange, transportation and planning process at the beginning and connects us with that process and this will be an input to that which will be greatly impacted by this situation and as michael mentionedthe interagency studies with the mtb and the capacity is restrained with the bay bridge and including potentially a second rail too and so all of this will come together for the long range process of connect sf. This is the 0. 1 version of the plan with incorporating the considerations of landuse considerationsand we will hone in on more longterm recommendations for subways. And so, i just wanted to conceptualize this is a very quick exercise of what im thinking for subways in the future. With that note, there are two things that i want to make sure that we are considering. Number one is a lesser concern and this was the impact of the community that we have built and i wonder if that something we will consider and i dont know if building it under or near Golden Gate Park would alleviate some of these things will cause more problems but that certainly something that we should consider. The bigger fact that i wanted to consider is that traffic issues and this will alleviate traffic and alleviate speeding and take people and take them from on to cross works and above ground so at four still were safer will we get on the cross work versus before we get to forest hills so what i want is information on what transit corridors will increase and alleviate this land use as well. Certainly Street Safety is a great evaluation material and certainly we will get back to you with that as it evolves. I wrote it down thank you. Thank you for this. This is fun. [laughing] it is a lot to think about especially giving the context of where we are and are complex system right now it is hard to imagine this with a bunch of change and riders going into this and if they were able to operate a geary system and it is hard to come bring the change of this either east or west of San Francisco and then we can evaluate what these changes are because that geary corridor bart made and that we do consider the operating cost of the extension a new tunnel or subway down geary would need new cars to service it and the capital cost of gaining new cars and Planning Operations of course and all of that and so i think it would be great just to keep the excitement and the momentum going to start thinking about what is the, you know, the most affordable option so to speak and just start planning for that now because the sooner that we start planning for something the better off that we are going to be. Even though we feel the first few timeswinning funds and putting them towards them and when we do win that it makes it closer for us to achieving our vision whichever direction we have that in. I appreciate dir. Bordens vision as well and i do think that something or whatever were going to do for whatever we do is going to cost money and not just to build but to run and as soon as we start thinking about that and schemes of how we can raise that money whether it is creating zones that would leverage transportation feed if you will or some kind of a revenue mechanism to actually pay for the benefits that whoever gets this can really benefit from. May we can start a competition into it if you will. And that core door is going to be most interested in seeing it through if they start capping themselves to pay for Something Like that and i would love to start thinking about the time in money in to Something Else and once we look at those concepts we can start moving towards something concretebut this has been fun and im looking forward to the next stage of the conversation and i think it starts with what bart might do and what he might not and when. Thank you. You know, i think that one of the biggest issues and this is very interesting and very neat and as weve seen with some of the discussions are ready with the end line that weve pushed back from businesses that are concerned about the impacts of construction and director heinicke and what these expectations are and will come first. One thing that i was thinking about as we get this jumpstarted, one thing is how it connects with the courts focus on sealevel rise in environmental issues. I am not an engineer so i dont know anything about digging underground but i would imagine that there are other cities that could affect some of this vision planning but yeah, this is great and so exciting and i wish we could go do it tomorrow. [laughing] one more thing, well two more things, from whatever call san jose were they are locating their bart station is creating some sort of a zone where they are lavishing themselves to create a revenue stream and as well as petersburg for a bart station. I think we should be looking now at these particular corridors to see who is going to help with these things and i would hate to miss out on the Revenue Streams that would be possible the way we missed out on the Revenue Streams of the development that we missed out on the existing corridors in the past. So for those models and any others that might be in existence. I just want remind anybody this is presentation only and no action but before we move on to Public Comment i just want to thank you both for the presentation Michael Swarts thank you for the presentation and i also would like to say that the one by my house does not meet the equity goals and we have transportation for the numbers where we built two rail stations and very strategically located in capitol hill and what a difference it was not a huge difference but to take a lot of drivers off the road and thank you for the presentation its a lot of work they were excited to see. Mme. City clerk, any Public Comment . I dont see any speaker cards but there might the someone any members of the public like to make a Public Comment . Any comments that we would have would presumably be getting in on the ground force her to speak. I was glad to hear a member of your body saying safety. There are number of things as a lifelong user is Public Transit growing up in new york city that have an exclusively underground system thats more than 100 years old and that is some experience from a long time ago and into the present. First of all, access to the trains, i hope you dont follow the model of bart and underground 1 market st. It is sometimes a gigantic track across multiple levels and you come one level to the concourse level as you walk a distance to get them to another level and then you sometimes were quite a distance to get to the train very often, you go from a sidewalk down a staircase and youre within 20 feet of the turnstiles and those open directly onto the platform where you can get on the train. And so Market Street is pretty marginal if you want to go two steps up for taking a bus or train. I hope you do something along the lines of the new york model if you do Something Like that. Another thing to consider for example is a ton old going from for example the library. You dont have to cross too busy streets but only one. Also, having expressed within the tunnel having at least one extra track [timer dings] thank you mr. Warfield. Thank you very much. Any other speakers on Public Comment
