Mayor to present your budget thank you so much for being here. clapping. good morning, supervisors, good morning to the members of the public, thank you supervisor president london breed and budget chair farrell and Board Members your elected officials and commissioners and all of our Department Heads also thank you to labor and Community Leaders for joining us and welcome to everyone watching at home thank all of you for youre support as we deliver a balanced twoyear budget. Every year the budget gives us an opportunity to address the issues our city cares about this year we have a 89. 6 billion budget budget to loot and invest in ways that reflect our San Francisco values my budget submissions and the boards deliberations in the coming weeks it city halls way to menu our priorities our city is facing challenges we cant deny that neighborhood crime is up and homelessness is visible and preying concern, the need for reform in our Police Department is evident i hear from resident about those issues they want safe and clean neighborhoods they want us to address homelessness they address it in a humane way 2 respect San Franciscos values and want worldclass City Services well, this budget addresses those needs it invests in answers to homelessness and housing, that invests in Police Reforms and Pedestrian Safety and quality of life in our neighborhoods and the wellbeing of our people were using this unique time to make the lives of all the residents and the city stronger homelessness is a top priority we all know that there are far too of people on the street in fact, in and around city hall and across the neighborhood and telling the truth across the country and fortunately to as the initiative and compassionate programs to lift people out of homelessness and programs that are like care not cash and project homeless connect and direct assessed to housing the first lgbt in and of itself founded in San Francisco and while we have make significant process progress in serving the homelessness veterans and families and youth we know we have to do better were making investments to serve and house people experiencing homelessness through our Navigation Center model well helped 5 hundred people move off the streets were you were set to open at a Navigation Center with additional 93 beds but Navigation Centers are not enough they need permanent housing thats why in that budget ive included funding for three hundred units of Supportive Housing for expansion of housing empties for seniors and people with disabilities and this budget fulfills any promise to create a new department whos sole mission to end homelessness for an individual, a family and veteran this united strategy and Delivery Service Delivery System insures were working and highest sufficiency and help 98 thousand people exit homeless in the years as you may know i appointed jeff the head of the homeless and Supportive Housing his official day is tomorrow i think he started last month and im confident under his leadership homelessness with will be rare and brief and a one time occurrence in addition to addressing the challenge of homelessness violence preservation and reforms to our Public Safety are at the top of shared priorities my budget includes comprehensive reform package and a 20 million have felt over the next two years to implement reforms alone are not enough to have an impact on community violation for the communities of color this budget combhudz new funding for violence preservation programs that we know work for residence at risk of intraer into the criminal criminal Justice System this includes funding for jobs programs and an africanamerican violence preservation collaborative and the strengthening of our crisis and outreach teams additionally the budget includes funding for policed rofrnlz to build trust between Police Officers with increased oversight arbitrates, and other we will insure that accompanied by the right training outline officers will have the equipment and tools they need to do their job and protect the public like the growing of the departments Body Camera Program and i know those investments in our Police Department must be accompanied by funding for office of office of citizens complaints my proposed budget a 25 percent increase in investigators and insuring a full response to every officerinvolved shooting this budget also focuses on the quality of life in our neighborhoods this is an issue we all hair about it every Community Meeting the need for safe and clean neighborhoods thats why i created our new neighborhood based fix it teams which will but for city workers from evidently departments with the side it fix it strategy we also expanding our street cleaning and building on the successful pit stop for the improvements 6 quality of life in the neighborhoods as part of focus we need to get more officers into your neighborhoods our 6 year Public Safety hiring program will continue over the next two years the city will reach one thousand nine hundred and 70 officers by the end of 2017 and it is vitally we make the investments that will pay off in the long run in this budget you will see full funding for the Capital Improvement plan and the Information Technology and our aide Equipment Program this includes strengthening our seawall and funding critical presented equipment go ladies and gentlemen, our Strong Economy allows us to make those investments and demonstrating our provided priorities to our residents i remember as sure as you do our city was cutting the budget and not adding thats why wire committed to successful financial policies we put in place like twoyear budget and longer o longrange planning times are good idea we cant get lazy this is important to selfconfidence r safeguard our resources and strategic about the initiatives to bring the voters theirs affordable over the long run and it is important to bring in new revenue about when it is possible im proud to partner with many of you on the major revenues major initiatives i want to thank you for putting in the work to creativity this sales tax and thank you supervisor john avalos, supervisor wiener km and supervisor farrell for your leadership and most importantly to Community Leaders and business strrmentdz or stakeholders stakeholders that are supporting this effort the revenue if the sales tax helps us to keep the promise to have a grammar Transportation System and pave our roads and take care of our homeless residents as i said my Budget Priorities are homelessness, Public Safety reforms and improving the quality of life in our neighborhoods whats no coins the Top Priorities from all of you in the past months as well i know that each of you have issues specific budget krsz that weve done our best to address as many as we can this includes the funding for Navigation Centers and pit stops and nonprofit displacement the implementation of the legacy businesses and hiv and aids supervisors in 23 spirit of coordination for the He got pulled into a meeting with the governor, right before the Senate Transportation today and so he sends his regret and if was the world sitting and i would say that i am pitch, hitting and hopefully i will be able to answer the questions. It is a light, matrix, as far as positions and we are nearing the end of the session and so the things have to clear out of the committee by the end of the month and so we are seeing a lot of them drop off and hopefully they will be smaller next month, and we will be recommending two watch positions and the first on ab, 650, and this is and would be consolidating the regulation under the l california puc. And the sfmta and the league v cities have expressed concerns about this removing too quickly and removing the local control to the regulation and so be watch thanksgiving carefing it carefully. And the second bill, is it 1, and this is dealing with for the ward facing. What page is that on . I am sorry. Sb you said 1051. 128 of the whole packet. And 41 of the matrix. Yeah. Sorry about that. And this bill currently as you recall, sfmta has the new authorization to do the traffic and Parking Enforcement on the foe ward facing cameras on the buses and this would extepd equilibrium tend that. And that authorization to ac transit as well as making it legal for them to use it not just to enforce the parking violations in the transit lanes, but also in the bus stops. And so, sfmta is working closely with ac transit and to insure that it does not effect our current authorization as well. So, protecting our interests. And on the other topics, there are touching quickly on what happened in june with respect to the revenue measures and the on the top of our mind we will consider to move forward. And as you know, the prop a, parcel tax paid in the bay area and we also saw that san jose, approve the sales tax from among other things. And they listed the local streets and roads as eligible use. And there are general sales tax, that would have been partners with a Charter Amendment for committing it to the local streets and roads. Did not pass, even though it reacquired a 50 percent majority. And there was a similar measure that failed as well and then san diego did approve the Charter Amendment to approve the funds and the parks and libraries and there seems that there is an appetite across the state and especially in the urban areas, and with respect to the budget and what is going on there, the governor may revise basically he did not change much from january. And transportation is essentially outside of the context of the over all discussion about the new revenues and it is cut a hole in this budget and there were a couple of tweaks in the revised and the first was additional 15 percent cut in transit, formula funding that goes directly to the operators or the operations. And this is due to the continued low price of diesel and since it comes from the sales tax on diesel and so that was just a statutory adjustment. And then, finally, last week, we got the pretty bad news that the cap and trade proceeds came in, at the auction for ten million dollars. When they were expecting 500 million and so it is an incredible hit to the program and so that they are optimistic that these is cycle and things will pick back up. And and it is the governor and the leg sleigh tower stepping back and thinking about committing some of that to transportation and the other uses. Could i just ask, that is a huge discrepancy. How was it that they were so optimistic which it came in like that, what are the reasons for that well the projections that are always been a range and they dont really know when they started the program, it was like 250 million a year. With the Energy Prices what they are, there has been a lot v purchases of the futures so that the participants are stepping back a lilgs bit right now. And the administrators said that they expect this to just be a blip, we hope that is the case but they dont think that this is a pretence for continuing that level. Thank you. Moving forward. And then finally, the ongoing special session, and discussions of a larger solution to transportation funding, with the senate bill and the Assembly Bill and reconciling the governors proposal and so not likely to move forward until after november. And the cap and trade part was the one that we thought might be able to squeak in there, but with the proceeds that is not moving either. With that i am happy to answer any questions that you have or go and bother mark to get you the answers after the meeting. Okay, thanks so much, to the assistant Deputy Director for the report. Yes. So lets open this up. Commissioner yee . In regard to to the first bill, and i am just curious, and i know that it is, it is exempting i guess, the San Francisco and the airport. Are there, and just in regards to the taxes and elsewhere, like in oakland, for instance, they dont have any how do they get currently how does it work . If it is just. Currently it is, and there are regulations that are regional basis and so that these are defined he each commission has set up with the regulations and the bill is being proposed by the owners of the taxi industry, so as to under the theory of lets the family, and the other one to play by the same rules across the state to make it easier. And the cab drivers, actually oppose it. And the local jurisdictions and they are nervous because they have regulations that they would like to see as written. It does exempt San Francisco, but sfmta has concerns that it is not written strongly enough that there are questions about whether it would actually allow us to continue the current program. I would imagine that if it is not written strongly enough, the whole program, and how it works right now might be in jeopardy. Or i guess the medallion or whatever it is called. There is a number of different, components of the regulations and i am not an expert, but it would look at a range of things like accessibility. And fares, and requirement for drivers and all of that. Right now, maybe this is not a question for you, but for San Francisco, is under mta . The taxis . Correct. And where are they . The staff . In regards to this particular legislation . They have, they have the city does not have an official position on this yet, but they have expressed to the author, concerns and requests for technical corrections that they think will better safe guard San Francisco, but i think that given the fact that even the california puc has said that they dont have the resource to do this and i think that everyone is pushing them to not rush to get it done this month and lets have a longer discussion and i think that sfmta is working with them, and even without the advocacy platform. At least working on technical corrections that will provide more protections for our regulations. Okay, thank you. Thank you. I see no other questions, thank you. And i am the Deputy Director for the finance and administration, and this is the second look at the fiscal year, 16, 17, budget and the full presentation was provided at last months meeting but here i am today and back to about the present the one up date that we have to the budget. Due to the recent discussions with the product sponsors and consideration from the advice from the financial advicers and a better sense he have the year end closing schedules we would like to add the next routine, payment to the credit Loan Agreement and in the past we have subsequently have been paying, the annual payment to pay down the debt. And the Previous Year was 20 million and this year we would like to continue to make that payment because cash will be available, once the city and the ta have closed the books. And if they were able to make the payment of 21 million, we will be able to save the additional interest costs and to be able to just shave a little bit more money. Item one, went through the puc on may, 25th, with a vote of for the item, and this is the only change that i have on the budget. Good afternoon, everyone its a little bit warm were going to get going supervisor cowen is wanting to play and celebrate with everybody my name is food and beverages i have the best job in the world almost all the time and that is, i get to run work for the mayor and run San Franciscos rec and park i get the joy of welcoming people to renovated awesome park if we can see a show of hands of how many people wish like to speak. How many on the zip line pretty cool who wants to go on it with me and the mayor laughter all right. So we have all kinds of fun activists in addition to placing on the playground and trying out the new equipment with our Rock Climbing Wall how many people have climbed a rock wall your veterans of play and baseball the warriors came out last year and refaced the Basketball Court who loves of warriors and touch football and all kinds of things for kid to do and may were talk a little bit and introduce a very, very special people so today, the reason we gather is because were celebrating parks do Important Role that parks play in our neighborhood; right . Everybody loves parks it is where we play where we get away from sort of the noise and the traffic and all the crowds and we get to come out and play and we are so lucky in San Francisco because we have absolutely one the best parks system in the country our entire city 99 percent of us live within just a 10 minute walk of a park you how many people live within 10 minutes of a park we are lucky the best access to parks than any city in the country and so here particularly in the bayview were working super hard to give the neighborhood the best parks in addition to this park were working on a hilltop park in the india baseline and because of the mayors leadership were investing 10 million in parks right here in our neighborhood lets give the mayor a big hand for that clapping. so we want to make sure that our parks are for everyone that everybody gets to play whether youre a over and over slightly turn around or really young or less young our parks are for everyone if you look at around this state in addition to the play equipment for kids of all ages if it you look at over there youll see Fitness Equipment for multi dulls and seniors, in fact, one of the things that are purpose important that you are seniors our parents and grandparents and united and uncle are enjoying the park, in fact, a recent study your seniors are not spending will enough time in parks and get getting enough experience we young kids like to run around and play a lot we want to make sure our parents and grandparents and unit and uncle are getting experience weve done that the best Outdoor Equipment anywhere in the cry like famous stuff the best stuff the best excitement around the world we want all of our groups to get experience and enjoy themselves in our parks all right. Thank you thank you because when kids have parks within 10 minutes of where they grew up youll grew up healthier and happier and more friends and people to play would apply it is important; right . And friends are important; right . And school is important respect and getting out of school is important; right . Sfo serves are more 40 million travelers a year and a lot of the them are hungry theres many restaurant and nearly all are restaurant and cafe thats right even the airport is a diane designation. So tell me a little bit the food program at sfo and what makes this so special well, we have a we have food and Beverage Program at sfo we trivia important the sustainable organic produce and our objective to be a nonterminal and bring in the best food of San Francisco for our passengers. I like this its is inaudible i thank my parents for bringing me here. This the definitely better than the la airport one thousand times better than. I have a double knees burger with bacon. I realize im on a diet but im hoping this will be good. It total is San Francisco experience because theres so many people and nationalities in this town to come to the airport especially everyone what have what they wanted. Are repioneering or is this a model. Were definitely pioneers and in airport commemoration at least nationally if not intvrl we have many folks asking our our process and how we select our great operators. The food option in San Francisco airport are phenomenal thats if it a lot of the airports yeah. You dont have the choice. Some airports are all about food this is not many and this particular airport are amazing especially at the tirnl indicating and corey is my favorite i come one or two hours before my flight this is the life. We definitely try to use as many local grirnts as we can we use the goat cheese and we also use local vendors we use greenly produce they summarize the local soured products and the last one had 97 percent open that. Wow. Have you taken up anything unique or odd here. Ive picked up a few things in napa valley i love checking chocolates theres a lot of types of chocolate and caramel corn. Now this is a given right there. Im curious about the customer externals and how people are richmond to this collection of cities youve put together not only of San Francisco food in San Francisco but food across the bay area. This type of market with the local savors the highend products is great. I know people cant believe theyre in an airport i really joy people picking up things for their friends and family and wait i dont have to be shopping now we want people take the opportunity at our location. How long has this been operating in San Francisco and the late 18 hours it is one of the best places to get it coffee. We have intrrnl consumers that know of this original outlet here and come here for the coffee. So lets talk sandwiches. Uhhuh. Can you tell me how you came about naming our sandwiches from the katrero hills or 27 years i thought okay neighborhood and how do you keep it fresh you can answer that mia anyway you want. Our broadened is were going not irving preserves or packaged goods we take the time to incubate our jogger art if scratch people appreciate our work here. So you feel like out of captured the airport atmosphere. This is its own the city the Airline Crews and the bag handlers and the frequent travels travelers and weve established relationships it feels good. When i get lunch or come to eat the food i feel like im not city. I was kind of under the assumption you want to be done with our gifts you are down one time not true we have a lot of regulars we didnt think wed find that here at the airport. People come in at least one a week for that the food and service and the atmosphere. The food is great in San Francisco its a coffee and i took an e calorie home every couple of weeks. Im impressed i might come here on my own without a trip, you know, we have kids we could get a babysitter and have diner at the airport.
