Item 2 enforce the transportation an information slash action item colleagues before us the expenditure plan relate to the half cents state tax at the board of supervisors as you may know we have two different sales tax pending a half cents dedicate to transportation and three quarters cents with a separate Charter Amendment dedicating funds to transportation also to Homeless Services and were here today to discuss the three quarters dedicated half cents tax measure a presentation from staff i see that it commissioner avalos is on the roster so commissioner avalos. So want to say we have this chair chair wiener two measures one of them going to the ballot one that has been introduced by the mayor as the board of supervisors is one half sales tax combined with twaerts sales tax for Homeless Services this measure is a tax dedicated state of the art half cents sales tax under the jurisdiction of Transportation Authority with the other measures under the variance jurisdiction that was putdown forward and been in the works for many, many years and all aligned with the citys effort that has stepped up in recent years to make Real Investments in transportation we have approved a whole bunch of resolutions supporting new buses and have something here at the board of supervisors and whole planning effort around investments and deferred maintenance weve not done in many, many years decades perhaps with the rediversion around the transportation a collaborative efforts amongst the board and ta the Mayors Office so a lot of credit to go around but we want to make sure something to go forward to give us a chance were not able to moved on the transportation homeless tax measure this will go forward and we actually are amendments here that have before made to this measure to anywhere the structure of the transportation side of the half cents or the three quarters cent state tax well be presenting here today and ill let staff go through that and lastly my office has been engaged with many people in the transit field especially around transit equity and justice working with the mta as well as to create an equity framework how the mta makes decisions on how they serve different neighborhoods and capital is invests in san bruno neighborhoods to make sure that neighborhoods that have traditionally fallen behind on Capital Investments and the planning for thats been part of any effort and making sure those two measures can be meaningful to all of San Francisco so well go to staffs presentation. Thank you commissioner avalos its been a pleasure to collaborate with you two ochz working closely for months on the expenditure plan for transportation with our advocates and the Mayors Office and mta and Transportation Authority staff and dpw and its been a broad based collaborative effort with a strong expenditure plan come out of it and i agree the goal to move forward the general sales tax and Charter Amendment but keeping the three quarters dental expenditure tax measure viable in the event the sales tax dont move forward well have a back up it is good were keeping the various options allowing ill ask the staff to presents on the expenditure plan. Thank you chair wiener this will be a shorter presentation to the slides ill focus on the Public Engagement over the past since two months the input that was represented and how the input is reflected in the changes as commissioner avalos said we want to see introduced to the transportation sales tax measure. So for that benefit of those watching only one set of ballot a dental expenditure plans that has 6 different programs ill go through briefly in a hundred Mental Illness a year with the voters approval i want to say no requirements that the ta board endorse the sales tax it is listed as an information action item, however, tomorrow is probably the last chance to introduce the amendments to the expenditure plan that the Budget Committee. Thank you so heres the 6 categories under the first categories is allocated to the mta to administrator with the category of public works to Transportation Authority administering the other 3 and the same categories in the state tax but the ta will administer the programs this is over last time quick highlights and a shout out to the office of supervisor wiener and commissioner avalos our communication staff have done a tremendous amount of work and alone 12 Public Meetings within ta and the board of supervisors on the expenditure plans dozens of meeting with Key Stakeholders and many oneonone meeting and held a town hall on june 29th that was really short notice we feel that 80 plus paternities were in english and mandrin and spanish and ongoing conversations with the Technical Group that has the Property Owners with the agency so this is what we heard in 3 categories here on the screen and the first are input youll likely here with any revenue measure raising taxed is a big deal no matter what the comments around questions about do we need nor revenues on the other hand, other folks recognizing yes revenues particularly local revenue and there was concern not money to do everything we want to do and many people raised concerns about the ballot could be crowded and confusing and makes things difficult to patios i know that chair wiener in piss capacity as mtc commissioner at the committee where the committee took actions of support for a whole bunch of transportation measures headed to the ballot one half sales tax if sacking county and contra costa and the park bond and a canopy of bonds measures that included both transportation and housing so a lot of stuff moving forward the second group of comments which were echo by the cacs the vice chair is here can give input a lot of comments about the progressive i dont like the source or how to address that issue similarly a lot of input as asking for more funding for equity and affordability that makes our streets safer for everyone cyclists and pedestrians and support for and content why we are are needing a local sales tax to fund the transit and transparency and affordability a show how revenues will go to programs their intent and spent on the right thing. So the changes ive cop chair wieners summarizes from the board of Supervisors Committee the changes that were made are highlighted on the page and most significant ones all those addressing the issues of equity and affordability and sales tax there will be in order here one is there was a slight increase in the revenue forecast for the sales tax that was reflected on the Charter Amendment in the transportation sales tax that increased the funding between the muni and the affordable to the category amongst things and the save and complete streets category it is slightly changing the percentage in table one in your packet a trigger before that allowed bad budget years the mta to convert up to 25 percent of the Capital Funding for the infrastructure category that cap has been removed the mta can flex up to 100 percent and the last significant change were not to the allocation which has the largest category under certain conditions the board of supervisors with the mayors approval can reallocate to those funds to the other categories two of the triggers has to do with securing other funds for the street where a vehicle license fee in this case, the funds are redirected to the other 5 categories the last typewriter trigger it in year 10 with the three quarters of supervisors and the mayor can say theres a reason to take the fund and redirect those to the the categories and last but not least ive mentioned the transparent and affordability input that you saw in the Charter Amendment with of much more brief adding details and adding requirements at the Controllers Office conducted periodic audit and others changes in the packet in attachment 3 commissioner avalos said mirrors the changes in the charter keeping it to the parallel of the technical cleans up and typos particular to the transportation sales tax that are in there this is the assault of increasing the revenue forecast and splitting the new money towards the transit and affordability and im sorry vision zero categories the new percentages reached categories and as i mentioned the 3 triggers in all cases the relocation of the distribution for streets it the same i think that is on the screen the thirty is for affordability and 10 percent to regional tript transit and well note youll see triggers are one time triggers not reversed and lastly a slide for tomorrows budget and finance whether the changes will be introduced and keep your eye on the times change and ill be happy to answer any questions you may have. And the service has come down as well as to accommodate those convicts all these around the Mayors Office to members of the board and different agencies to bring this into a more unified expenditure plan and the mayors expenditures plan for the other tax amendments and charter before us next week. Good morning, commissioners im peter section 8 the vice chair the Transportation AuthorityCitizens Advisory Committee well have 4 meetings weve discussed the expenditure plan and a number of things have come out of that first a broad support for what this plan turned is it so important we continue to invest in were long run like the subway whatever that project, the m line subways it is conceptual but those are long term and see the expenditure plan to move forward by funding design and research and promoting Community Involvement also things like caltrain and downtown extension potential peninsula car sharing and value the effort to include the affordability for transit in the expenditure plan with that said, there are a variety of concerns that all of the members of the cac have expressed 2, 3, 4 one way they are concerned about the regressing nature of the sales tax given that whether whether or not voters are paying prop b and prop a sales tax and putting one on top of that raise the concerns of equity and the best way to do that a couple of people times up e us to see payroll tax and not feasible but in the long run prop 13 and had concerns the ballot box budgeting and particularly with the Charter Amendment it is confusing the voters why homeless and transportation are bundled together not to discount the importance but is it possible that option to one of those may jeopardize the other and one of the things as recommend last night amending the trigger that allows muni to flex its capital fund to operation this not recognizing the tensions to shift the money but compulsory nature is the language it shall transfer all portion of the funds kind of puts munis planner in a bind they must raid the capital fund we recognized back to Say Something like the agency may transfer up to 50 percent of Capital Funds the intent to free up some of the money for the coordination but not depleting that the unmet Capital Funding is really large so anything we take out of out of that if a bad year without a mechanism to restore to the future as i said we recommended approving that amendment, however, unable to remedy the overall expenditure plan because of the opposition of the members the cac great. Good morning, everyone and welcome to the peoples palace and im here this morning to announce yet another milestone in our citys commitment to raise the minimum wage to 15 an hour by and people will work this fourth of july weekend we are celebrating our countries birthday but recognizing in the celebration throughout the weekend people like the people had that are standing with me are working whether the restaurants or hotels or Health Care Workers and others and and we all feel for working people that is hard in our expensive city to survive unless you have a december sent wage thats why a couple of years ago i destined or joibd the board of supervisors full board of supervisors to place before the voters an 15 an hour minimum wage and people that work in all those industries we did it together and were celebrating because today it goes from 12. 25 an hour to 13 and up to 15 and after that cpi takes over i want to remind everybody this city was brought together with our labor unions and your working families made up of all the exit are represents our city and got this done in a strong collaboration with everyone and showed not only the cities around the bay area but the state of california if we got together and thought about peoples lives what glosses the challenges every day we can get this done for them i think were happy here to see the wages go up are rehappy yeah, well have more to celebrate in addition to, of course, the bitter of our nation and things we enjoy we picked this date it is a significant move and i also want to say that we know that our workforce all those peoples here they are still an affordability gap so this is going to help people he you go that suggest that a lot of people are working two jobs to support their families we want to celebrate those moms were all ushth together to help them but for also myself and mayor libby schaaf of oakland that recognizes our workforce is more regional than ever do more than benefit the residents that work in our city and so we joined. A situation ongoing maintenance that takes up parking all year round for years and years that will be taken care of. Yes. And what well be able to do for example, eddy in the bureau of street use and the director of public works the main contract o contact in terms of providing complaints once that is impacted in the books of San Francisco any resident or Business Owner can report a problem were we having from someone not meeting the goals that is broad discretion allows them to use that discretions wooigz to make sure that people are completing the goals of projects and the appraisals progress people feel theyre treated urban viewing and have a solution for which to take care of that. Will they be allowed to do a plumbing project immediate apply for a roof project completed work on the garages, 6 more months completed will that activity never ending taking uhhuh up of public parking. And any of the issues talking about with dpw for a great part of most we want to reform the permit system and know this problem taking out of 50 to one hundred dollars permit for 6 months allows free neighborhood parking parish. Thank you for this legislation i thought that the extension was related to a building Structure Operation not a permit to north americas a 12 months correct me if i am wrong 12 months the permit extension cant steady 12 months not related to construction operation that is specific to permits we cant go on getting a permit and an extension again overall for the specific project is that youre reading. Again, the permit can be granted for what a current permit maybe and again what were getting at in the crux of this reform is on the permit extension so the problems that we see when someone pulls the permit given the system that someone can political over the internet or may a fee no quiz asked for more Parking Spaces occupied by limiting this to no more than 12 months were into the crux more review when the extension are sought for. You know it is interesting when we were working on the construction parking plan with the mta and dpw they raised that issue it was an existing practice that was something that was not codified we try to codify the time slots were hearing from your residents were you know they can find Parking Spaces in the morning but not parking in the evening that kind of critical period with an 4 and 7 we wanted to be able to allow it flexibility and at the advise of the mta owe dpw we decided to not make it the noon cut off time. But might want to revisit that for people visiting businesses 4 to 7 is not necessarily the time for them to be able to get people to the businesses. Thats a great point well look at that. Perfect thanks good to be back im sure the homelessness it persistent in our city and continues to be a top concern to residents and especially businesses citywide you know this by little citys process and housing over 25 thousand people in over 15 years our Homeless Population is stagnant with increases in the Homeless Count and then more recently for better or worse theyre the most prominent symbol of homelessness it is not compassionate to let human beings in our city on the streets it is dangerous and you think health for the residents and businesses and individuals residing in the encampments we firmly believe that 9 answer to homeless is housing not tents and building doing everything we can as a city to help the homeless into housing and out of the street encampments we released numerous reports and done a lot of legislation focus on the tenure of the board of supervisors and the mother humane solution and go saves little city miles in the long run with a wrap around service to help them get back to the past of selfsufficiency and talk about the rationale to the ballot with that initiative over a month and a half ago supervisor avalos stated and board of supervisors meeting it he was pubically calling on the City Attorney to draft a encampment policy for the city and county and we had numerous problems with the supervisors draft outlining u outline like providing is an sheriffs station Running Water for homeless enhancements r good times for thirty individuals felt that was a reason for more encampments not less and given the composition on the board of supervisors right now were not confident we can should tell a solution protectively at the board of supervisors that is not acceptable to our policy prototype in addressing the encampments and homeless in San Francisco we felt compelled this given businesses to voters again as the number one issue in polls we should take this directly to the plastic bottle we have introduced the proposal and give you the landscape, if you will, the board of supervisors in terms of encampment policies supervisor avalos has called on the City Attorney not addressed that legislation supervisor peskin at the june 28th meeting introduced his counter encampment policy that is coming before the board of supervisors right now that will need a majority of board to place it on the ballot newcomers problems with the supervisors proposals to addressing the encampments and just learned about 4 minutes ago from supervisor kims shell introduce her on policy to the board of supervisors as it stands today are tomorrow well have 3 different policy approaches for addressing tent encampment in San Francisco we welcome the conversation about what we should do to get the encampment folks communitybased housing we feel this is extremely straightforward and ill start by saying nothing in our ordinances specifically preconclusions any of the colleagues that are their prospering with the drafting of this policy we left it id like to take the opportunity valuable our new department of homelessness jeff and his workers with the new department of homelessness dpw or dph can address the individuals living in the encampments we firmly believe that the Service Providers and the front line workers are knowing the best policies for the individual our policy really gets and crux of tents encampments in San Francisco theyre saying that tents are illegal not true to be clear the city utilized health abatement ordinances and other state pencil coincides nothing with our police code that addresses that in San Francisco our proposal makes it unlawful for tents or other habitable makeshift structures San Francisco be in the public rightofway those conditions will be as long as an individual or individual in the combmentsz have twentyfour hour housing in writing in regards to the tents encampment taken away and the validated of homeward bound shelter beds or housing unit is available for those of you who dont know homebound is very successful and Cost EffectiveHomeless Service weve offered to folks on the streets it provides free bus ticket and Meal Services to individuals who may have a supportive situation outside of city limits and not whatever location we bus them back to and they make sure that their connecting with individuals to support situations on the back end and the last component that is consistent with the streets practices for the material storage that mandates that the city and dpw must provide storage for up to 90 days and must provide that in writing for the private property and any legal contraband that will be con stated because those things will be breaking the law the encampments prong the encampments on the street but seems like what we are doing at the board of supervisors our policy visions and approaches for how we should address the tents encampments in the neighborhood and on the public rightofway our proposal provides is that we building that tent xhchlts prong homelessness and not did answer and 14er89 beds are the answer for people experiencing homelessness and another policy vision recorded by colleagues for measures that make it uncomfortable for people residing in tent encampments with that, i welcome my questions i think the last points unlike ballot measures we included measures that allow the supervisorial board of supervisors to all the time the policy from a time and to allow for the variance amount of neglects and ill be happy to answer any questions you may have. One caveat there is available housing i think the acknowledgement of a shortage of housing is that legislation have any together. Yes. It does i believe that we will august our proposal were submitting to the voters not to address the homelessness but a piece of the puzzle in terms of the concerns you raised we actually have a briefly this policy provides the necessary choices to the individuals and businesses around getting the homeless out of the street and into shelters and some of the political will is addressing the capacity concerns and supervisor farrell and supervisor wiener are signed on and cosponsoring the state tax it dedicated 50 million a year Going Forward with the time period 2. 5 billion in Homeless Housing and services we feel will make a impact in addressing the concerns and adding the necessary supply as to the Housing Stock were working on a report with the budget analyst to identify for available singleroom occupancies units we know about are a good amount and descent in San Francisco and the greater bay area we can be making a greater impact for folks on the streets and the businesses and again, were seeing proposals from the state level i i know that there are just approved a 360 health funds the state of california is disperse throughout the city ref an additional 2 million for Mental Health specific housing and services so again, were piggybacking this policy on our support and our record for further investments in shelter commissioner farrell chair the Budget Committee for the past four years urban design ushered in more support for services than any other in terms of our reallocation of the mayors budget 13 million that is from the board of supervisors and a panacea but obviously more work to and the policy of San Francisco should be not tents encampments on the street and do the best we can as a city to make sure the tents comments and to shelter our folks to a support they can get back on their own two feet. Commissioner toursarkissian you have a question about the scope of talking about encampments independence shall need a tent consisting with the top roof or upper covering. Yes. Did it exclude people that sleep in sleeping bags ive seen in any neighborhood in hayes valley people with tents and also sleep in sleeping bags. Sure. Are they exempted i want to understand exempted. I wouldnt characterize it as a shelter but we should be working as a city to get that individual into Sheltered Housing our policy is towards tent encampments so again you know the tents are visible everyone knows with a tent is and not on the city streets and know we see in our commercial corridors and residential corridors throughout the city other make shifts habitable structures you, you my have a tarp on the on top of two pieces of 4 by 4 made a tent. If you dont have a top youre exempt a top if you are in a sleeping baggy understand to understand. And again but an exemption to your legislation were talking about homelessness he to define what encampment means with the xhafgs of businesses and people so youre not going to remove them if they dont have a cover on the sleeping back; correct . Remember the policy provides for the removal of tents and encampments and others make shifts structures with the advance notice of a shelter or homeward bound not a panacea were tat the tent encampments that is a visual problem and concern for residents. Sleeping bags too. Yes. Say yes. Theyre not included. Theyre not included commissioner dooley. Im kind of pullsed i see the police go in and sweeping out the tents encampments everywhere everyday it is kind of an additional tool for the police and okay. Which i understand until we have Supportive Housing for all of those people i think this is two early to be done if we dont have support housing lets get the Supportive Housing first then move them in otherwise where are they going to go. I see what happened in the neighborhood they move 3 blocks away i dont see the point of not doing it right now. Appreciate and august we respectfully disagree to move the individuals into housing no means by a panacea we need more supply of housing and beds again, were hoping that policy acts as a function to help to build up public will and Cost Effective we know that are humane at the end of the day. So if you dont have enough Supportive Housing they can retain on the street. So again for example, if theres a group of 10 individuals residing in an encampment and there was no individual that could be connected to homeward bound and no shelter beds that are 100 percent no Supportive Housing yes. The encampment will be able to stay and other make shift structures are unlawful with an advance notice and offer of homeless shelters. Necessities e thats not enforced. The fact it is illegal allows the citizens to make statements that statement is get the housing okay. We have San Francisco have laws and cant exclusively rely on dpw restrictions im a Firm Believer in making people owe more often when people are allowed to stay they become territorial and become violent and have their dogs off leash and they or are tread treat people are threatened by off leased pits bulls and also it creates a situation of swaurl and having them move on it is better to not get unmanageable we found if we keep them in rotation once it is institutionalized it is almost unmanageableable id rather have them clean a mess and not humane to the people that are living there to allow them to basically create a situation where they have you know a toxic environment commissioner president adams. Yeah. I agree but disagree with you commissioner dooley you have to move them in and you have to go to 16th street and fulsome and dog patch upper market theyre there it keeps them moving on and have people that Internal Revenue territorial with dogs hurting businesses so bad it businesses are closings up and moving nothing it being done. We have folks with utilizing fires and burn marks on building spent 5 million renovating this has got to stop and and the supervisor supervisor avalos wants to have toilets in the the you know in the excelsior theyre no in the excelsior and you see very few homes in district 8 and 6 and 9 theyre in the dog patch you know in the certain areas and listen im compassionate we need to do something i love the fact you know with the home wards Bound Program we know bans the statistics it to 80 percent are from somewhere in the the to tap our services and like in the chronicle a couple weeks ago if you were reading c w columns San Francisco cant afford to be the homeless dumping ground in the United States we cant okay and as a taxpayer i find that offense that were still paying for this and hurting our Small Businesses so i think this is a first step and something to get the ball rolling so thank you. I heard over and over that in one of the problems of the homeless situation they refused treatment and refuse to go into the shelter so how will you handle this once that is become the law and by helping the shelter they refuse to move how will you handle that. Thank you for that question one thing i want to do to work to decide spell the notion a sizeable population that is resistant and talk to the homeless workers if this individual is offered a unit 99 percent of the time the individual wants to have a roof over their head and close the door even if it is a 10 by 10 again in terms of you know, i think what we are doing as a city separate from the policy to address the individuals your should tell a small minority i think what we are doing with the Navigation Center were trying to make our Navigation Center better and reducing some of the barriers we know exist exist for individuals looking to enter the shelters for example, currently restrictions around individual that have partners from being able to reside together in shelter from bringing many of the personal belongings or a petty think our director jeff is coming on board we have ultimate faith and respect tremendously f i this this is from other questions eastern the capacity announce the second Navigation Center of the hotel a tent encampment targeted focused team and brought on a former department of Public Health working that is heading up the team and what theyll do in combination with the neighborhood i know theyre planning to do kind of temporary pop up shelters that are targeted towards the tent encampment to get People Better connected if you remember the first Navigation Center the idea was the genesis was were dealing with large tent encampments in groups that want to Stay Together as you can imagine exercising homelessness is one of the toughest things when our exercising that it make sense that individuals want to bond together and not be straight we firmly believe that the city that again knocking down some of the barriers to make our Services Better sutro to individual needs awhile being able to you know enforce the laws on the boxes that we can use to really help maintain and achieve that balance we want to see in the neighborhoods residents and Property Owners and other taxpayers are the rights as Homeless Individuals are intended. If they refuse to go into a shelter and dont want to move once again this is the law theyll be breaking the law how will you handle that will they be arrested. Our policy has no criminalization and contingent on the shelter beds well confiscate the tents and take their blornz it is the populated that well be putting forward and again by no means a panacea for homelessness we need a combination of Homeless Services and more supply in terms of the 14er89 beds to make the impacts that the residents expect to see and a clear policy or attempting to the voters are willing to bless our policies that the encampments are dangerous for the city and for the individuals. Commissioners be aware that is a ballot measure will be going to the ballot so were not going to change that. Consumes. Thank you for coming to us a couple of questions i have in the broader scope of the conversation what have some is homeless Advocacy Groups responding im sure you know theres more innovative models this breaks this you have to go into the center but having incentives based you know steps for homeless folks he know that seattle is an example a way to maintain the communities and that many people meet them where they are part of being homeless so im just curious you know if theres any conversations about innovative approaches i know that San Francisco we have a lot of space to create on regulated encampment but curious to any alternative conversations youve all respond. One of the Innovative Solutions being successful with the housing opportunities the Navigation Center and it is expanding that model i know what were looking at for example, the approval of the sales tax what we plan to extend a portion of that moneymaking the shelter system for available for the creation of barriers less barriers for individuals looking at the shelter and were looking to address the supply question again, we have a report that will be coming out in early fall looking at the sro buildings that are you know for better or worse one of the most Cost Effective particular master lease opportunities the city with the Additional Resources has the opportunity to leverage the resources to provide an incentive to the pertaining to trust the city and move forward you know accepting of a population ill say supervisor farrell i believe our board and mayor are open to any andal Innovative Solutions no one Silver Bullet for San Francisco but we firmly believe that housing. Not the director of homelessness i think if you have to have the solutions not the director to the meeting okay commissioner toursarkissian. Yeah. I wanted to clarify the question asked about the other laws and orders. The ordinance talks about the fact on the books Police Code Section 769 in addition to the tools excuse me im a little bit slow about this lets talk about the process so you give the notice. Uhhuh. Notice at the side near the site and at the site specifically posted. What happens you come back the next day and remove the encampment what what happens to the folks this is a location for the people to stay and fulfilled the requirements of the notice what you do with those people and what you do with their blornz. I want to understand just the process. Again, were hopefully it will be much less than twentyfour hours. We have but again, we have supervises that are proposing 72 hours supervisor kim and others for the 14 days a difference of opinion so again ill remind you that the removal of a tent encampment is contestant on the capability of the beds and the department of homelessness and dpw are working together to transport that violated or individuals into a shelter situation into a Supportive Housing situation and our policy or proposal would state that again with the existing current practices storing the personal blornz and other items and the tents will not give back the tents. I dont understand the 90 days in a sense if you remove them from the location i just want to clarify it is good so people listening you remove them so how far how long will they be sheltered in the process whats happening he i mean will they be able to get back their bloonz and remove them theyve taken the tent how long will we be keeping them. They can go to a Navigation Center. It depends on the appropriate service or housing or shelter that is offered i think one of the key differences we feel more compassionate the voters there are difference of opinions in terms of the colleagues on the board of supervisors for the appropriate solutions and again, we are drafts our policy to be intentionally big to allow our experts for the outreach workers to help to determine the service intervene best for the individuals or individuals not a onesizefitsall not a blanket policy we need our front line workers every day was the most appropriate intervention or Service Opportunities for that individual or individuals. I think go flexible rather than big. I have a quick. To be flexible. I have a quick question i know the dpw folks that come their pickup trucks to clean up encampments we come by the store it is a rough job im curious a caveat to increase that capacities or able to hire more people to do that. Thats a good question we have a city budget pending at the board im not sure but a budget increase with additional add backs i think that again you know if we are able to get the sales tax on the ballot were talking about 1. 2 billion to address the issue if goes a majority to housing and services but to pay for those key question to address did capacity questions all across the system to support the housing system. So having a business it is on the corner for one million years ive over the years gotten accredited when i dont clean any sidewalk that guess to clean little sidewalk every day and people with graffitied the side of my building they pant is and charge me if someone it is camping in front of any business am i to get cited i think that we look at this and the different laws they have to be the same for everybody and theyre going to cite somebody what are they going to do i think the city should be enforcing the laws that are being forced on the rest of us ill be glad to come in and see the checks over the years not fairs and it happens all the time the story im talking about a half of block from church it feeds Homeless People and dont allow them to stay in front of their church they hang out in front of any store i get cited somebody needs to do something about and when i talked to my fellow merchants on 16th street and tents all over there shes worried about is she going to get cited for combruks or obstruction of the sidewalk. Commissioners, i want to start off this item introducing you to our new Legacy Program martin luthern king, jr. Richard i want to notify you up richard and have you take a few minutes to introduce yourself. Good evening, commissioners thank you for having me. Today. Nice to meet you all i just want to thank you very much for this opportunity to serve as a Legacy Business Program manager and excited about the business ive been with the office of Economic Workforce Development working with the Community Benefits and in the Neighborhoods Program and before that i was with the Controllers Office for 5 years, one year with the city budget and 4 years with contracting and also procurement and i also did a contracts and procurement for oewd as well before that i was in san diego been there 15 years and worked with the north park main Street Program which was a Business Improvement district for 9 years and worked for the Improvement District council they were an Advocacy Group for the 17 busy improvements districts in san diego i have a lot of experience and been doing that for 15 of last 20 years and Program Management project management tons of projects especially norwalk main street i bring all that to this new position but a slight change in my career for the last 20 years weve been trying to bring people into neighborhoods and trying to bring businesses into the Business Districts and we definitely succeeded in many places in doing if so, now the problem we have so many people here that rents are up and gentrification is a problem so this is kind of a career shift from Neighborhood Revitalization to Business Retention i think thats where we are going now in the next stage of urban Development Im excited to be part of that and on the leading edge so what were going to do right now to get to the backlog of all the businesses that are nominated to the regulatory and all of the applications that have come in and following up with those that have not provided us with applications and helping those that have provided us with applications and havent 34re9sdz them well panes to that right now and get those through and also have to work on the Business Assistant grants because of the timelines photos and want to get those through the process and well have to do some procedural Decision Making to get those out right now and after that we would definitely want to you know look at the next grant process which is the rent stabilization grant to Pay Attention to a lot of that as well and also there are promotional aspects to the Legacy Program and Business Assistance aspects roughly the office of the Small Business commission that is housed anothers oewd they can provide Business Assistance and working closely with them once the program is upcoming were thinking maybe a year i do not have or a couple of years when things are smoothed out longterm we want to explore the possibilities of setting up programs that would encourage and enable businesses to provide Properties Gentrification so actually have the Business Owners own their spaces or the properties so you know, i brought it up to hiring panel this is something i want to explore when their the upcoming maybe do some programs to encourage tic ownerships buildings or looking at it and ocean avenue right now maybe encouraging more condo spaces so anymore affordable for businesses and a couple of things that are really unique i dont want to mention here things maybe the city can buy properties and rent to own scenarios or have a a loan similar to the bart system those are out there and have to be a lot of exploration but i think one of the ideas to explore and think that is important that creatively we have a lot of cities looking at this fireman to see see how successful it is implemented and do thing procedurally and getting into the bog but creatively i think we do well in San Francisco. And i think the one thing i wanted to add as this practicum is launched richard as the experience of one from the controllers but have the Program Reporting and with the grants program it is a very new concept and so he has that skill of immediately implementing and tracking the things that you as the commission are going to need to have and us to report to the board of supervisors especially for the Grant Program in terms of the where we are seeing the successes and the money allocations to be able to inform us in the future im very excited about richards skills and expertise in that area that hes bringing to the job. I havent had an opportunity to talk with regina but do a report the second monday and have all the monthly figures if the month previous that would be a great opportunity to come before the board make a monthly and have the monthly figures the fiscal year to date and the Program Total figures and use that to build for the report for the board of supervisors in june. So might be a really good process. And until we see further we will have the Legacy Businesses Program as a standing item on the agendas because richard will be working with the businesses as they come before to be put on the registry so mordz richard any reporting on the program richard will be presenting to you. Great for the next meeting or the one thereafter i want to see a presentation of the timeline that got us to this point theres a lot of criticism and a lot of people have been had false summaries how the new legislation happens in any circumstance once you make a a law didnt make it immediately effective but figure out how to a. Admin stare to dispel the speed or lack of speed the second things i want to see a couple of sort of best Case Scenario the other situations that we have perhaps overly grandus expectations along the Business Owners that point or think theyll apply for the assistance grants to what those grants might be and specific limits on what those grants can be and for i want to see a list of you know a couple best Case Scenario so people can get it okay. If i really hit it big this is what i can expect i think that people are thinking there is a huge pot of gold at the end of the rainbow that saves a bunch of businesses 90 in San Francisco thats not the case it is important that we reset peoples expectations not around the politics but the actual implementation and also like to see it made clear the assistant grants can and cannot do be used for not a debt relieve an investment programal be that a grant with the intention of the grants is specific that is not about debt relief and a lot of people in the situations on the verge of bankruptcy are in a debt situation this will nobody a solution about setting expectations of what people can expect as they think about the grants and also to head off at the pass potential criticism we didnt save the businesses that people thought were safeable and specific criteria and the exceptions on the front end the last complaining whether or not this program was effective okay bus u but lets get out in front of that were suffering criticism and frankly thinking warranted criticism on the speed we approach this im delighted to see your fantastic and the right person it takes time to find the right people thank you. At the next meeting we actually will be having the Business Assistance guidelines put before you important for you to take action on in your packet you have handouts so the first one is just to give you an update on the status of applications and so we have a set of 9 that be going to be heard on july 20th at the Historic Preservation commission and then after these come return then we are targeting to have those before you at the august is first meeting in August August 3rd meeting 8 excuse me the august 8th meeting and the second grouping that is theres a second grouping that is scheduling for the august thirds meeting at the Historic Preservation commission and then they will be heard at the last meeting in august so part of richards annual report will be what are the applications that have been forwarded to hpc for their review and when their scheduled to be before you and what we have been discussing about the meeting preparation materials for you so and to get you know for you were going to be drafting a resolution for application a check list theyve met the criteria. Okay. So and then the the pages 2, and 3, 4, well pages theres a section saying nominated applications not received so again those are businesses that have been nominated theyve been connected contacted were waiting for the businesses to submit their application the timing is depend on the businesses their just a handful that do need assistance language assistance were working and now with our Economic Organization to line up those that will be available to handle that and Richards Will provide them training in terms of what they need to do to assist those businesses in getting theyre written narrative from that i want to go to the pages that the legacy businesses begin to give you an overview im working closely with the investment Neighborhoods Team theyre a key partner in delivering i think delivering on the program and or vaunt the program with the legacy Business Assistance grant technically the applications any businesses wanting to apply for the grants needs to apply between july 1st and september 30th because of the timing that we are another with the Registry Program many of these businesses will just be complete through the registry by the end of september not going to give them enough time to apply for the program ive been in inclusion with the City Attorney and were drafting an ordinance that is required for us to extend out the application period this is the fair thing to do for those businesses have been president for those wanting to apply for the Business Assistance grants to make sure they have a the opportunity to do so the first year and to be clear on the timeframe your honor, asking about commissioner dwight for the assistance grants if we did have businesses on the recommendationy theyll not get funding until late october or early november to begin with so ill be seeing if he wanted to extend this out two or three months to make sure those first 23 to 25 applications that are president ial done get to the process and have the ability to apply and the grants monuments are based on the amount of funding the total numbers of businesses and is fulltime employees per business so we dont know yet those businesses that are going to apply how many fulltime employees all that information needs to be received to make the determination as to what the funding allocation is funds again, were working with taxpayer dollars i think that theres an accountability we need to for us as staff to provide for you who oversees the office and program and to the board of supervisors so the funds we are going to have some specified categories in which those funds will can be allocated for and those funds are to be used to support the intellectuals the legacy business based on and provided that the funds go to the following purposes and follows the legacy the Eligibility Criteria and again you know i think very clear it is very specific and will be on the 25th providing you with a list of what wear have a check list of those areas the grant fund can urban design utilized for and that is not one of them but works can be physical improvements and ti improvements and marketing additional marketing, could be assistance are business acquisition or paying for a community for a legacy transition things you know purchasing a new piece of equipment but things will sustaining and growing the business and then i will. To be clear we dont determine how much the total pool is in a combination of criteria and budgetary limits that determines how much money is dispersed. So then i want to review some of the applications components so obviously we have a grants of instructions the Business Contact information verification of their fulltime employee list again, the business comboiblth criteria based on the regulatory and Eligible Fund use a narrative of the business how the funds will maintain their business and going to do a similar point of privilege they need more assistance than the Grant Program had been able to allow terrific programs with the invested neighborhood with the invested Neighborhoods Program and the talk about Development Center will be businesses that need support for thats beyond what the grant is be able to provide so this Business Assessment can help us sort of identify those businesses and have the conversation with them to get them Additional Support that there are going to need and will say i anticipate this Business Assessment can help start the business when their applying to understand where they may best utilize this grant. One thing that the legacy businesses get a better united way of the Services Available in the city already outside of that funding i think that many entrepreneurs find out about those services theyre starting a business and say okay. I want to figure out how to write a Business Plan and figure out how to run a business many people that are running legacy businesses by inherited them dont come to the table with those kills but dont think about it i were starting a company i clearly would go to you know s p d. C. And get strategy training so i think as we educate those legacy businesses they we may find they all of a sudden realize there is a lot of resources ive not thought about it is important to strategize a business been in business a long time a. On the second page im not going to go into too much more detail about the Business Assessment components but a reminder as you said commissioner dwight of our expensive permanence we have access to capital oneonone strengthening with Technical Assistance but there is also the ability so for lease negotiations succession planning and that kind of thing that either you know will be a employment or one of the business can identify that is what their needs are and utilize the grant for. A quick question when they apply for the financial grants do they request a certain amount i mean can somebody say i need one homicide thousand dollars. No limits around the number of employees you have and what the intended use is that is why its important we come up with a few likely scenarios and cant anticipate what companies will look like but looking at the list comblaen a couple of popular themes restaurants and bars on the list and concurring things and back make a ball park that company has x amount of employees what will thai want the money for we lay out white paper works of why you might come to this under what circumstances do you stand a good chance the getting a grant the application process is not trivial i mean as we see on the remedyingy alone telling our story we have a lot of people keyed up not put in an application and a lot of applications that have come to us incomplete there is an idea you know because you have good grades didnt mean you get into college you have to apply and Liquor Store Business in business for 25 years not automatically on the registry without the application process so helping those who have not successfully completed the application as well as you know, i think most importantly helping people understand the potential are the assistance funds. And i apologize one built of information i didnt include is that you know if fully funds by the number of businesses and of time employees the maximize amount a business can receive is 500 for fulltime employ; right . So two employees thats one thousand dollars the more employees it groups. For the year. Thats an annual number and the Business Needs to reapply each other to and then commissioner dooley in terms of what they might wanted to apply fork for if they want assistance again, the Business Assessment allows us to have a conversation with them to either is there additional Business Assistance or help them think about what their needs are and perhaps the Business Assistance grant didnt fulfill fund wasnt is needed but other ways to get to it depend on what their need through the Additional Technical Services that would be helpful that ball park figure. Thats a good ball park. Heres why that is vitality important but no details 500 employee maximize per year a 10 person business 5 thousand dollars 50 percent 25,000, 20 percent 10 thousands now if youre a company on the vertical of going out of business you really have to ask yourselves questions if this helps you again, it is incredibly important to put those numbers in perspective and so thats why i am requesting that we lay those things out so people dont think this is a lottery ticket; right . Not one hundred thousand dollars for a 50 Person Company a 50 Person Company has a payroll every two weeks it is tens of thousands of dollars so you know it wouldnt pay for one round on the payroll. Right. Thats important for people to understand theres been a lot of flack in the process and a lot of political posturing on this remarkably to me on that particular issue and come under a tremendous amount of criticism and kr5e9d a facets expectation in the public this huge pot of gold here so you know, i think we should put it all in preserve ash the max is 5 hundred and the amount to be allocated for each business and determined at the end of the period set that is september 30th; correct . So in other words you wont know actually september 30th the quality business will get 5 hundred or 200 or one hundred depending on the money that is an important issue and the other issue is this is an only a yearly application so potentially the same business has to renew the application every year what is clear as reading and clarifying not a first come, first serve approach a yearly pot of gold type of approach everyone gets in and allocate amongst ink. Thats correct. We dont start serving drinks until serve is another party. Laughter may not be 5 hundred it may be a hundred or 50 it is symbolic depending on the monies and the number of employees and the number of businesses so were talking about a lot of variables and that will be if in september after september 30th. And which is one reason why this is sensitive but im giving strong consideration around a time limit of participation because if the Fund Allocation didnt grow the number of businesses that apply for the grants dilutes the amount of business receiving that entrants program and. Our rational judgment they will in fact, contribute to the sustainability of the business and not delay even if temporarily you know the inevitable. That maybe addressed in the text because in order to come back they have it lay out and so forth the reason for the return and elements they have to prove talking about a reconcurring dramatic you know kind of participation. And require the proof the funds were used as intended you know were would getting into the admistrative details but that is what richard will be doing lading that so that you know someone gets nine hundred bucks we will cross that bridge when we get to it.
