Thank you supervisor farrell supervisor peskin thank you madam president and colleagues first of all, i think were all aware of what happened on august 24th hour in the nation state of italy but here we are the day after the 27 anniversary of the loma prieta earthquake and here we are on the one hundred anniversary of the those chambers built after the 1906 San Francisco earthquake and fire after the loma prieta earthquake San Francisco benefited from contribution from individuals and nations from around the world this is has been a part of a longs trajectory where San Francisco an earthquake prone city has recognized the fact the world radical rallied for San Francisco in 1989 and indeed the tradition of coming to the aid of cities around the planet started long before i was on the board the last time this is done for cities in schien by the board of supervisors in the late 1990s and el salvador and india all of them the result of earthquakes that is part of a proud tradition i submit to all of you what comes around goes around we should remain one hundred years and 27 years later the world taken care of of San Francisco a 9 point plus Million Dollars this appropriations is no whereas, large as the appropriations in times we had a much smaller budget vote our conscious i think the nation state of italy and the proud indianamerican tradition of San Francisco warrant this vote. Thank you supervisor peskin supervisor campos thank you madam president i mean i appreciate with supervisor farrell is saying but i think that the city we have to recognize that we dont live in a vacuum that in fact, were connected to other parts of the world and that one of the things that comes with being a city, state, in the year 2016 is to stretched step forward and help other parts of the world in a tough time with a Natural Disaster and the idea that the cities will do the same for when the time if that time comes we find ourselves in that position i think outside the box to me thats appropriate it is a gesture consistent with who we are with the city of st. Francis ill have an issue from the amount was much larger but i think that is more a symbol that we recognize that were part of a larger world and that in some respect we are connected to other parts of the world. Have we given aid whenever a member has requested aid to be given to a country supervisor peskin im going to direct my question towards you, you may have the most knowledge. Madam president. Supervisor peskin through the president to supervisor cowen to my knowledge all the instances of the city of San FranciscoBudget Committee storing guests on 09 cities in the instances of earthquake only earthquakes to the best of my knowledge. That would be helpful as i reviewed this appropriation and the language what came to my mind 9 devastation of haiti was it for an earthquake or a Natural Disaster hold on supervisor avalos id like to hear our answer where i am im wondering i i feel comfortable if we did it for earthquakes and set a precedence for earthquake okay some kin red sister city synergy happening there then my question if it is not for earthquake perhaps develop a process around which whats the criteria to evaluate where and more importantly how much i do so supervisor farrells position i think of the homeless crisis i see that is a a huge disaster we can use one hundred thousand dollars to assist but not an excuse really to understand what past boards have done and if at all possible to set up a protocol and standard sometimes are acts are heavy handed or favoritism and madam chair. Supervisor avalos through the chair weve done a number of appropriations from the general reserve earthquakes are not the only instances there have been hurricanes and ti phones we responded to hurricane felix that hit honduras and nicaragua and committed 200 thousands the funds that went to those parts of regions actually were not k345e7b8d through the American Red Cross but through the ground that enabled communities to build wells and have appropriated technology for their continuation that was successful we actually had monitoring to look at how that was done to work the Mayors Office had gone down to do that and as you recall in december of 2004 for new years day the tsunami that hit thailand and we committed money to that as well an attempt to do a larger amount the board committed to a smaller amount. Maybe a Million Dollars or 200 and 50 thousands i dont recall for hurricane it hit the philippines in 2013 we committed 200 thousands that didnt go through the American Red Cross but to organizations that were work on the ground for the dollars had maximum benefits for people on the ground who were dealing with the impact sometimes, we send dollars to organizations and organizations take a lot of the administrative you know money for the administrative processes we have a history of doing that note a set format but weve before successful in dealing with supporting communities that are suffering from Natural Disasters to make sure the organizations are well effected if in the countrys the governments making sure the monies are used appropriately. Thank you, colleagues im excited to welcome to our Board Chamber not a one time or twotime but a 3 time olympian and at scared heart shannon was a National HighSchool Champion in the 8 hundred meters and a two 7, 8, 9 High School Champion in the 8 hundred meters and 16 hundred meters and inducted to the sacramento champion hall of fame so bear in mind and shannon campaigned at the Duke University in the inn door as a freshmen was the fourth woman to earn the honor in the naacp champion and Victorian Team and helped to place third on the Cross Country championship and she set personal best times and records in the 8 hundred, 15 hundred and 5 thousand meters and chase raze she became the first day woman to earn the naacp double champion mile as i mentioned a 3 time olympian in beijing and 2016 most recently in rio and with the ovens the first woman in the hundred meters a two 7, 8, 9 World Championship from 2009 and 16 and holds 3 records and one world record and if that was not enough ranked in the top 10 in the world for nearly a decade and only one of two women to broken 2 minutes in the 8 rhetoric and 4 minutes in the 1 hundred and 1, 40 in the 5 k shes a huge role model to San Francisco runners and so nice to come out to the sunset where she tried auto some of the fitness stations were trying to encourage people to exercise in the outdoor and what is exist to know that shoop from San Francisco we you know shes driven the pathway and parks of our city and actually enjoys it i find that truly amazing and another fun fact when we met her a couple of weeks ago my track coach her High School Track from scared heart welcome to the chambers. Es are from the association of area governments can come forward and miriam and julian and others if you want to come forward withes are thank you for the staff of e bag a visionary i want to say that the slogan of the area building on a legacy of leadership were building a future and of our region based on the leadership ofes a ezra a the to expand dialogue and realty voices of 101 cities and the 9 counties of this 7 million person so soon to be 9 Million People by the bay area eco system hes championed the leadership and retired as of earlier this month but his tenure on e bag to develop a regional plan a vision that is supporting the housing efforts for San Francisco and so many other cities and areas as well as the vision of each of our cities in the whole region even when we faced major Health Issues he dedicated a strong commitment to the association of government as a solid Democratic Development of the future i want to say after the package of sb 375 pushing our cities and counties to work towards the strategieses are empowered the regions of not only San Francisco and the bay area and sacramento working together as one for the whole region the staff of abag are notorious for research but it is data with a heart and 2345i9s because of his leadership tying our housing feeds to transportation and job needs as well i want to acknowledge that has we move forward to our planned bay area 2040 to plan for the future of our community please join me as well vote later but thank him for the legacy of leaderships a leaderships. clapping. thank you this is a great honor i never expected this but a career he keep my head do you think thats the way to get things done but i want to say that San Francisco has been much more than that progressive sins i moved to San Francisco o california and an honor to be here with you i would hope youll keep your eye on the regional institutions it didnt happen right here were the capital of a diverse economically powerful region and you need good strong institutions to help support the idea that were going to have Regional Economic development and equitable outcomes and housing throughout the whole region to do that correctly you need to make sure the institutions that are responsible for Regional Government are strong and independent and can take in the issues you need to resolve right now we reorganized Regional Government so it in the first step the staff the Transportation Commission and abag have been consolidated but the second part is left undone we need the governance model to look at regional issues beyond transportation we cant say have all the regional issues reporting introduce the Transportation Commission that type of structure didnt make sense for a region as complicated so therefore the agreement with there will be in any governance models put fort to address the regional issues but thats not going to happen on its own it requires the perhaps of leadership like yours to look at the best way to do that you cant expect the Transportation Commission to reorganize itself it requires a look from the outdoor to know what is the best thing for the bay area to 3 ended we hope you take that challenge seriously i know that supervisor avalos was supervisor campos was in the middle of that with a merger of governance as part of the overall deal im leaving the abag responsibility but what i leave behind an undone path of making sure that you are regional governance continues to handle all the issues that San Francisco and the bay area needs that to happen for the success thank you. And before we provide you with our certificate of honor i want to knowledge supervisor campos and supervisor avalos that want to say a few words. Keating republican j summers come up i had an opportunity to celebrate the 16th fundraiser event over the last 16 years and said something she wanted to be recognized i thought that is a good point she deserves to be recognized so ladies and gentlemen, i want to introduce you to katherine passionate when it comes to educating local community on broadcast health after losing her baby sir to Breast Cancer she made a point to recognize africanamerican woman with easing the weight of being a Breast Cancer suffer that was a painful experience to watch her sister pass away at the age of 46 being a caregiver and doctor as she felt this made her more driven to respond to the health of africanamerican women in the by way of community and other low Income Community by the way of backward shes a retired nurse and was a nursing instructor at city college a post masters in management and not only has ms. Katherine is also a vietnam vet thank you for your service been a vigorous Founding Member of the bayview Breast Cancer support group a member of the University California usf Alumni Association the last 54 years of her life she spent married happily to the love of her life shes a wife and mother and grandmother and 3 granddaughters and son and a great grandmother to 4 she loves to stay busy or sometimes a busybody in the community but i just want to present this wonderful woman shes outstanding and doing incredible work for the whole broadcast Health Community and give heroes while shes still alive ladies and gentlemen, put youre hands together and welcome ms. Katherine. clapping. thank you, supervisors supervisor cowen i am just overwhelmed with this i do think because i enjoy doing it but when i told supervisor cowen owe said every time owe go somewhere it is dim, dim, dim i think this is time 82 yearold and still able to see this development that i should have some type of recognize in terms of where i am and who i am i was joking about it but i see that she took it to heart and i really, really appreciate it. Because the thing is that im the type of person i do things because i enjoy doing it not because i have to do it only thing when i felt i had to do something when i was in the military you know you either did what they told you to do or suffered the consequences so after that i decided that i wanted to come back to Bayview Hunters Point Community and do some things that i could do to make a difference and thats what i set out to do because when i came there i felt that there was nothing to the africanamerican women and broadcast help so i took it on my own as an individual to start some programs that the women in the Bayview Community could have a voice and that they will have some place to go and they could get treatment of just sit sit down and talk with other women this should be any mrs. Place that women in the community or anyone should be able to get the service this they need and the help they need and also get the support because if you dont have support then you are left alone doing what you can and the best way you can so to be here this afternoon and its not so much receiving you know the accolades and everything this is to let you know that we in the Bayview Hunters Point Community needs things like any other community and my desire and any ambition to continue to work in the bayview as long as i can and as long as god gems the strength and help ill continue to do for the Bayview Hunters Point Community and other communities in terms of helping women and individuals to get what they need and go forth and do what the things they feel comfortable in doing thank you it supervisor cowen frovm shes a morpher and shacker and ill continue to help her do the things she from the bottom of my heart i thank clapping. thank you for your service and congratulations okay with that, well return to the business of the board and madam clerk where did we leave off. Item 8. An ordinance to amend the administrative code for the crime units at the district stations in the Police Department. Supervisor yee thank you madam president colleagues it is no secret is auto breakins and Home Innovations are proximate causes for every single district despite property crime is an embarrassment to the worldclass city visitors and residents have had enough we shouldnt be known as a city of breakins we want to see a change we need to identify thoughtful tactics to utilize our resources more efficiently someone felt strongly about this issue they passed an legislative processes altogether by placing one on the November Ballot to try to address it i want to state that what a dangerous precedent to decide on the deployment of public departments without superintendent gerrero our resources or telling the stakeholders it is bad policy a really disservice to the San Francisco people but that aside i believe that every single supervisor here sincerely shares this concern about property crimes and how they effect our communities and it is a rare occasion when we can all agree and in fact, many of us are the victims of break ins ourselves myself included the residents of San Francisco have already spoken loud and clear we dont need to go to the ballot box to provide property crimes more focused attention we can push for Something Better and here and now the ordinance before you is really a way to forge a common driven Community Approach to embattling property crimes i have been working with Community Members and local captains and sfpd on long term and are short time strategies to invest in resources to support preservation and the sfpd our levying process engages with the stakeholder and Community Members, local Police Captains and the Police Commission to create something that can work i believe having a stakeholder you unit consensus with the Police Department can be helpful im concerned about what that will mean for the local print we want to keep the officers next to the Community Members this is a flexible and focused that is the original intent of this sent to the ballot and crime trends change over time and can be different from neighborhood to neighborhood i want to assure that every captain could a decade the officers to the precinct i want to solve the investigations more swiveling lastly we need to work whoever the new police chief to address the issues and want us to think more strategically on how to proceed with those that are most familiar with the departments what is on the ballot is done and in the hands of voters but without the revenue we cant do the job to engage the stakeholders i want to preps a way to come together i look forward to working with you to a sensible well thoughtfully solution i dont believe their mutually exclusive i want to thank my staff and commissioner campos staff carlene for helping us with this legislation and share any utmost gratitude for the intern chief and the San FranciscoPolice Officers we have some minor amendments ill proposing today that states the language in the ordinance and the call our first witness between the San FranciscoPolice Department and others departments working on investigations show i read in my amendments now. Line page 4 line 7 add the word and with other city departments, package 5 line 8 add the words streamlining the sharing the information and data with other city departments responsible for Law Enforcement including the District Attorneys Office to help to investigate property crimes in a timely manner and on page 7 lines 7 and 8 add did words including coordinated with other city departments okay. Thats supervisor yee has made a motion to amend seconded by supervisor campos colleagues without objection, without objection the amendments pass anonymously supervisor yee anything else. Thats all. Mr. Gibner. John gibner, deputy City Attorney. Just this is a unusual discussion so i wanted to add a word of caution to the board as you engage as you may know supervisor yee said theres a measure on the ballot that deals with similar subject matter and fine in the discussion to compare the factual matter the content of that measure and the content of this ordinance or discuss what that ordinance does if it passes or fails but i would caution the board for the to advocate for or against that measure or advocate so for why it is a good thing that the voters should adopt a bad or troubling thing the voters shouldnt adopt but stick to the factual description of it and discuss this ordinance. Mr. Gibner for clarity can you answer that so for example, the board passes this and then the voters vote down well the voters vote for the measure on the ballot that means that the one on the ballot will take precedent over the one we pass on the board. To the extended that conflict with that the balloted measure trumps but well go through line by line and can the Police Department do this and that as a general matter both of them can go into effect the police will essentially have a citywide neighborhood crime unit and will also have prints specific property crime unit and work with the department to figure out exactly how that would work, of course, after the election the board could amend this ordinance by majority vote and can amend the ballot with a 2 3rds majority to line them up specifically but the short answer yes both into effect. One question to supervisor yee just for clarity so supervisor yee why are we choosing to do that now rather than wait until after the election im curious. I introduced this 3 months ago and i couldnt get a writer under thirty days. Thank you. Supervisor wiener. Thank you madam president i will ceremonial neither not advocate on behalf of the the prop r but need context i think that frankly this measure if you read it explains perfectly why we went to the ballot instead to the board of supervisors this ballot ill explain in a moment really dramatically cuts back on i think the city administrative of many to address some neighborhood Public Safety ordinances beyond property crimes and so thats why i will not be voting for this measure today ill note this measure was not brought forward until it was placed on the ballot not like colleagues, we need to symdo something about property crime this was a response to a ballot it was duplicated verbatim and has changed to gut what that measure will do a few things to note about this measure it is completely limited to property crimes dont get me wrong property crimes needs to be addressed auto breakins and bike thefts and so forth but the level of crime in the city goes beyond property crime for example, the original version of that measure introduced by supervisor yee that replicated prop r included threatening behavior and harassment on the streets that was stripped out the original version that replicated prop r passed and stopped the Police Officers from partnering to help to transition people off the street and shelter in housing that was stripped out so this legislation has mrefl stripped out the directives that those neighborhoods Police Officers address threatening behavior on the streets and behavior that is causing problems for people in neighborhoods disruptive behavior on the streets and removes from the officials the directive to partner with our Health Services to transition people out of encampments into the streets colleagues, we get connected by folks all the time about Public Safety issues and Health Hazards in our neighborhood and your police have a Critical Role to play they must do it in partnering with the Health Agrees in a compassionate way but to say to the police you cant be involved in those situations that is a very, very limited and lowed approach to neighborhoods crime not just property crime there are other issues as well this legislation removed the staffing requirement in the original version of this legislation which was a duplicate of the property r there was a requirement that once we get the full staffing 2 percent of officers will be assigned there is gone in unit out of the Police Station so this measure as amended is a shadow of the original version which was a duplicate of proposition r and it really it is just not something i will support and not something that most people will support giving the depth of the safety issues. Ill say that supervisor yee mentioned a criticism of the original version of this legislation that was a duplicate of the property r that was not somehow not coupled with strengthening the resources we talked about the work were doing to strengthen the resources of the department no so long ago 16 hundred and 50 officers done from 2000 and now almost 18 hundred and 500 working hard to get 2000 officers again ill note that note all members of the board of supervisors have been supportive of that in the budget Budget Committee supervisor yee supported a motion to delay Academy Classes a portion of the budget was or Police Budget put on hold and the in addition owe offered a solution for 2000 is not enough and 2200 is the appropriate number and number of members of this board including supervisor yee related against it in terms of those everyone is entitled to their view there are a lot of views he respect everyones views even if owe disagree but this is not coupled with research is enaccurate because a lot of us have been working very, very hard to restaff this department and in fact, the original duplicate proposition r was only into effect once we hit 2000 officers that has some flexibility in the staffing ill be voting against this gutted version of a true neighborhood safety measure. I want to i guess lay out but keep it between the measure and the ordinance not to campaign for anything sticking to the fact supervisor yees legislation will require a new unit in everyone district thats a good thing but having a centralized employment and supervisor yees legislation is limited to just property crimes only thats where you lose me and the ballot measure has a focus that includes property crimes and quality of life crimes that better matches from my perspective in the southeast corner with quality of life issues and property crime issues two of the greatest concerns that people have and supervisor yee legislation is not triggered once you meet the 1971 level this is a full staffing level that the are chart spells out that begs the question to whether or not the unit can be staffed current so the ballot measure is in place after we reach the 1971 staffing level this is the 3 key things that distinguishes one initiative from another and talking to the folks here today, i think my key message points are simple and into the full disclose i was a signatory and consistent in any support of the version of the version going to voters and not be supporting this ordinance today the second point i want to make despite the conflicting views a measure on the ballot your discussing if it passes that ballot measure passes this ordinance been superseded so all the conversation is newly and void but after the election to be had to be considered and limiting this unit only to property crimes ignores the quality of life crimes and again is called out in the Ballot Initiative that frankly has severe and very, very real impacts on all the districts thank you. Thank you supervisor cowen supervisor campos i guess this is the point we talk about the ballot measure without talking about the ballot measure and. Without campaigning. Look i appreciate the fact there are different preserves around this the fact is that the issue of crime and property crime has been an issue way before anyone decided to put something on the ballot a number of us working on that issue for quite a while before anything was introduced i held a hearing where we specifically focused on property crime and pa was interesting about property crime in that discussion was actually zeroed in on the issue of car breakins how the biggest challenge facing San Francisco is the fact were not seeing arrests made when there are car breakins the District Attorney made a presentation that showed in San Francisco in 2017 there were 25 thousand car breakins citywide and oars in only 20 percent of those breakins that by the way, is a fraction of the National Average so everywhere else Police Officers are making arrests not the case in San Francisco so to me what that tells me the issue of what is happening with car breakins and property crime not just about staffing that is part of it but not just the number of officers you have to have it is how you deploy those officers not just looking at the number of officers but the number of hours that people are out there on the ground and so if we want to have a serious conversation about resources lets have a serious conversation about resources and lets talk about the deployment ive had the conversation with the District Attorney and other people say if were going to talk about how many men and women are on the street patrolling and dealing with property crime or Something Else not enough to look at the number of people in the department you have to look at how their deployed so lets have that conversation but what i appreciate about what supervisor yee is doing and want to thank him and his staff jen low for the work including by the way, talking to members form members of the Police Department that have issues with the ballot box policy setting that the proposition is trying to do what up appreciate about it, it is basically saying we as a board are going to act when we can act and in this case if we firmly believe that property crime is priority we dont need to go to the ballot to make that a priority we can act today and thats what this is doing it is actually taking action and by the way, as a form member of the Police Commission i think that is doing something that is at the core the Community Policing we are decentrally the dooiks working in the plod not in bureaucracy deciding out the resources are deployed and the priorities for the police force but each district station giving them the flexibility to actually create a strategy that is specific to the needs of that district im very happy and proud to say to any communities that you know what we dont need to wait for the election to take action and to act and thats what were doing with that the other thing ill say in terms of quality of life crime i have yet to hear an argument there are not in place tools to address those issues those are there, there is nothing many precludes Law Enforcement or monetarily and i can tell you in terms of of issues of property crime what we need is actually, we need a more of a focus on property crime in those districts i know because ive seen that in the mission ive seen it in Bernal Heights we need also more resources given but not just the number of officers but the number of hours that are spent targeting those kinds of crimes and need more awareness on the part of public we need better education so there is more preservation on some of the crimes and more activity thank you neighborhood level that will take that kind of involvement to actively increase the arrests especially in a car break in if we continue the way we are were sending the message in San Francisco you can break into a car without consequences we need to change that by supervisor yee is the first step in taking action to make that happen so thank you, supervisor. Thank you supervisor campos supervisor kim. I wanted to reemphasize many of the points one of the reasons he support the measure that supervisor yee has introduced today, i building that it is essential to keep officers within their neighborhood unit and within their Police Station we want to encourage Community Policing where Police Officers are focused on the community a stakeholder unit will pull offices away from their communities like Small Business owners and block by block this is something ive seen work in a station like tenderloin where our officers and our champions get to know all the Business Owners and Property Owners and work on Community Policing rather than the ordinance to captures the essence we talk about that our police are here to serve the community and be the eyes and ears and this is encouraging the prints to encourage the property crime units to focus on issues that have been rampant the increase in property crime in particular im happy to support this ordinance today and i think a great deal of work went into that i want to recognize supervisor yee and his staff. Thank you supervisor yee. Thank you when i did duplicate the file initially because i thought we could try to get as many things off the ballot what happened i started asking and talking to a bunch of people including two former chiefs and the current inventory chief and other champions i spoke to 9 Police Commissioners and said they if hear about it the more i spoke about it to people it was not just a duplication that was needed sure we may want to have a centralized we have a task force to introduce what the ballot issue and the jurors are saying they need more resources i agree much of what you ive amended is from just talking to people and realizing that there is a need in my district and probably see in the district on the west side what happens when things are centralized then the issues that we are faced with on the west side sometimes take a backseat we see this over and over and in fact, one of the former chiefs said they decentralized 20 so these things were not made up but actually discussed with people and the other thing is that with the district or the decentralized smaller units of the Police Station the language that should be flexible that there are other issues that are more important at the time then the Police Captain should have the ability to redeploy them to Something Else and i want set the record straight about me voting a certain way certainly when there is a common thing that i voted against or with Holding Funding for a Police Academy that is so not true if people remember the vote to put money on reserve for the Police Department i voted against it it left by 6 so again, if i voted one way i will hope you know let you you know that thats true or not what was said was not true and it needs to be said over and over again i dont know why you only have to go back to the record and look at the vote so a way to respond our greatest needs is seems like cuts across all the district with property crime and for district 7 and again several others districts on the west side that is one of the major issues that were dealing with i want to make sure whatever reform it didnt get lost because Something Else comes up next week so thank you. Thank you madam president colleagues thank you for the discussion today i mean an additional matter it as matter of Public Record a motion to basically put one or more police Academy Classes on ice and a 3 to 3 votes it is what it is im not making that up you can go back and look at the record it is very clear also a statement a couple of statements somehow taking Police Officers away from the stations thats have not true only after we significantly increase our Police Staffing above and beyond the original version in prop officers will be engaged in the neighborhood doing Community Policing so thank you. Thank you supervisor avalos. Thank you just it fell in the information no effort to put on ice any police Academy Classes there was talk about dale it because of cost salesforce their delayed a month but no motion to cut the police Academy Classes that happened commonly before any member of this current board of supervisors was on the board of supervisors and so there has been discussed about doing possible things like this when i brought this up in the past i hear you see supervisor wiener shaking his head when i brought this up in the past a lot of the Budget Committee wanted to find funding i want to say what you have to do to get more funding to provide funding in the district you have to reprioritize like the police Academy Classes i floated the idea we mochd but on a trajectory over the past 5 years were adding police Academy Classes to get to 9 thousand plus i also put on try to put on reserve about the Police Department to provide us a timeline for how he will be implementing reform and the ability of the Police Department to dbe deploy 13e9 what they said it didnt pass but want to clear up some of the things that people were saying not quite accurate. Supervisor yee. Just a quick comment i was going to mention this during roll call but a supervisor yee, thank you. I want to reiterate i will be introducing a resolution to create a task force and i looked at a future police staff. Its something im work with the Police Commission in terms of putting the members that would be on the task force. Have been under tremendous pressure from management and the ceo of wells fargo. John stumpt recently resigned as an apart of this scandal. This consist of wells fargo employees committing fraud, Identity Theft and even forgery of consumers accounts. Often setting up phony Bank Accounts as well as phony credit cards. Over 2 million Bank Accounts were set up by Wells Fargo Bank as well as the 500,000 or so credit cards without the consent of consumers. This latest scandal from wells fargo is on the hills of wells fargo being caught in its lend willing predatory practice under the loan crisis and as a result of that wells fargo was very difficult to work with, a lot of households that were impacted by that crisis and not allowing them to modify their mortgage and loans. Across california and across the country, the stage coach of wells fargo has left a lot of dust in its wake and ghost towns as well like you see in modesto and stockton. In satisfy, weve seen a number of households especially in the southern part of San Francisco in the southeast part of San Francisco, mostly African American and latinos have lost their homes to the mortgage crisis. We have to go a step forward than not just doing business with wells fargo along our cash manage we should look how we do bond financing with wells fargo and the investments we have in the board with wells fargo. This resolution will call upon the controller to look at our business with wells fargo, get a measure of that, and how much are we doing in investments, how much are we doing in our bond financing program. And then make recommendations on how we might pull out of that out of those relationships. Were asking the City Attorney to investigate, if there were other Financial Institutions practicing consumer fraud, the way that wells fargo was doing with customers in california, we also want to get a sense of how much this is happening in San Francisco. I was talk with a treasury today and he met with the ceo of wells fargo who couldnt tell the treasury how much this was happening in San Francisco. So its clear that wells fargo is not on top of what was going on. Were also asking the da to investigate. If theres criminal charges that can be placed against the former ceo of wells far fwoe and other wells Fargo Management staff. And ultimately, based on the findings, we will be making decisions whether to later later we can make a decision whether to end all business ties with wells fargo entirely. Colleagues, this is this is another measure i would like unanimous support on. I would adopt without Committee Reference and its possible to do that because we saw that when the ceo john stumpt of wells fargo went before congress that you know, congress can agree on anything in the past few years, but everyone at the Senate Committee agreed that wells fargo had exceeded the public trust or exceeded its effort to maintain the public trust and should be penalized so hopefully colleagues you can join me in this effort, thank you. Colleagues, today supervisor kim and are i requesting a gao hearing on the outcomes of the work group to readmit in the jail replacement project. For those of you who have not been following this particular issue, this board unanimously passed a resolution of building a new jail. Instead of building a new jail, it called for an turn tifbs to incarceration and greater investment in rehabilitation programs. Yes, jail number 3 and especially jail number 4 are at a 50 bryant arent size i canly safe and the conditions are horrible. Inmates and workers are at serious risk of getting hurt in the event of a Natural Disaster. They need to be in a Safe Building regardless of their standing with society. We need to do something about it, but we know that building a new jail is not the only answer. Our homeless need homes and not jail. We have a Severe Mental Health problem in San Francisco and our mentally ill residents are homeless. Those who fall victims to the criminal Justice System take up beds at these jail facilities and sometimes mentally ill individuals booked into the jail system cannot stand trial due to their mental state. And as a result, they often end up staying in our jails for longer than they should. The city doesnt have enough psych beds at general hospitals so they dont have anywhere else to go. We also know that 2 3 of our jail month population of color. It cost less money to send a black man to harvard than sending someone to jail which is sad. Ive seen way too many people from my community, my friends, my family members end up on the wrong side of iron bars. When all they needed was access to services and opportunities. I saw rebuilding the jail as a return to an era of mass incarceration, an era that San Francisco is trying to leave find. We need to jails has and never will be an answer to the systematic issue that our city faces around american homelessness the city convened a working group. Complying of the department of Public Health director Barbara Garcia and at the time, sheriffs elect vicky hen see and also who has been leading the charge on this particular issue is roma guy among many others. To come up with an alternative to build the 284 bed jail next to the hall of justice, bringing together a variety of criminal justice and Mental Health experts from the city and the community, the work group has been task with developing a plan for the permanent closure of county jail 3 and 4 by identifying strategies for reducing jail population to reducing incarceration and other programs or policies identifying effective and humane investments in Behavioral Health programs for those who may find themselves incarcerated, we viewing the current state of the citys facilities and identifying what new facilities or facility or facilities are needed. And seeking to maintain San Franciscos eligible to use state financing to fund the construction or renovation of these facilities. As some of you know, supervisor kim and i held a hearing at the Neighborhood Safety Committee meeting last week on an another concept paper that proposes creating a behavioral justice center. That was an except proposal and im looking forward to learning more. This hearing that im asking today will specifically hear the recommendations from the work group of reenvisioning the jail replacement. A large number of people who have been dedicated to meeting regularly to talk about solutions as i have described earlier. It has been an accumulation of hours of hard work between departments and advocates and i look forward to the outcomes of this particular hearing. The rest i submit. Thank you madam president. Its an amendment to our administrative code to release i submitted this earlier in the year, but have some slight changes to make to it. Essentially were in a climate crisis. Were in the middle of were seeing Global Temperatures have increased dramatically over the past several years and were seeing very dramatic climate events occurring and even in our own country of course as weve seen recently with hurricane matthew. When it comes down to it, we have more than enough fossil fuel in the ground thats in known reserves thats in the portfolio of the fossil fuels it raises the earths temperature for human beings and most life to inhabit the planet. We need to keep fossil fuel in the ground unless we destroy life on earth. We want to make sure that San Francisco can do our part. We own land in curren county down close to bakers field. Part of the curren field county oil reserve. That actually reserve, i dont think its based on San Francisco land, but has actually drifted into the water system that serves the city of bakers field. But we will make sure that San Francisco is going to be able to not be part of an industry that is going to be destroying the planet, and we can convert the land that we have there to other uses. For instance, putting a solar farm in place to offset what we would be extracting from the ground that would harm the environment. This is heard in budget and finance. I want to thank supervisor farrell, chair farrell for a Good Movement next week. And colleagues, this would allow San Francisco to do its part. Other cities around the country are doing this but the federal government also is contemplating how to remove Oil Extraction from federal land as well which is a significant step forward to insuring were not putting more carbon into the atmosphere. The rest ill submit thank you. Thank you supervisor campos. Supervisor farrell, you asked to be rereferred. I have one legislation to introduce. Internet access is a right in the world and it grows. I want to acknowledge supervisor mar for his work on this area as well. Choice and competition, the market are important parts of this. It leads to the best service, and the lowest prices. Infortunately many of our ten ats who live in multi dwelling units deny their choice of Internet Providers. Its not true for every tenant, its alarming. Hundreds of put they represent 15,000 units and they Block Service providers from providing service. The chronicle highlighted the stories in tenants who are trying to get the Internet Provider of their choice and given the run around or denied. For the but he wouldnt tell him why. For trent and the sunset he wanted to acquire the providers choice was told no by his landlord. When the isp identified a less invasive way to provide the service, he was denied. These should not be happening in our city today. We have an interest as a local government to make sure we have the best Internet Service possible at the lowest prices for our residents and while the federal government outlawing owners, land lord and Property Managers from entering into exclusive agreements with Service Providers to provide access, other barriers continue to persist through our city. In todays world, in 2016, as we are the Innovation Capital of the world in the private sector, we still and is have over 1,000 San Francisco residents and 14 of our Public School families who lack Internet Service at home. In my opinion, we have to do everything in our power to get residents and students online. And providing more choices and competition in the market is a key to closing our Digital Divide and key to providing more affordable and Higher QualityService Options to our resident and businesses. Today im introducing a first in the country local policy that guarantee tenants to pick their own Service Providers and other dwelling across San Francisco. The ordinance it stefl the ordinance establishes a it prohibits Property Owners and landlords from interfering with a choice of Service Providers and denying Service Providing only internet Service Providers certified by the Public Utilities commission will be able to provide Internet Service when requested. The policy establishes perimeters how and when isp can provide services to multi unit buildings. It requires advance notice in writing, about a tenants request. It requires that isp work with Property Owners to conform to reasonable condition to protect the safety, and appearance of the property and wellbeing of other tenants and isp will have to agree before gaining access to pay for any damages and the Reasonable Rent for any usage of utility causes and the like. Again, i strongly believe that Internet Access to be viewed as a fundamental right in todays world and theres no reason why tenants in San Francisco should be limited for their choice of Service Providers. If were going to provide a leg up for our residents, we need to implement policies that gives consumers a true choice. We have a vested investment in local laws which increase competition and delivers the highest quality Internet Service at the lowest cost. As the i look forward to working with all inter necessary Service Providers to make this policy as successful as it can be. Im home im homeowner with my husband and i have a 3yearold son, and ive lived in San Francisco for 20 years since i was young, young, young. Little optimistic person. The reason why im here today because i really thank you for all the work you have done with trying to get action for the Homeless Population of our city, but like as it was addressed earlier today that that our neighborhoods are taking the brunt of the crisis, and it we need to do everything thats humanly possible. I mean, the Navigation Centers that are coming up, the pipeline are great, but we need a lot more. I just my son is passing by these tents and he thinks its normal to just walk passed them. And other kids too. We cant we went to Franklin Square park the other day and there was someone sleeping in the sand box and there was and then we tried to go to Jackson Square park and there was a homeless man in the play structure, and my son goes to school in bay view and its just its everyday we just see it all the time, and i really i dont know where else to go. And it just is all the moms and all the dads in our area thank you. Thank you. Next speaker, please. Yes. The person from bay view, ive had a heard time. I had a hard time getting there, and ive been attacked and discriminated against thats why it took me to long to get back. And david sabel, they brought up the fact that i had been discriminating against forget noog the housing next to my church. I was harassed and bullied by david sabel, the San Francisco housing development, a young white man. I filed a lawsuit and i fell but the judge let me know there was no money because theres never any money no matter what happens to poor black people. If you dont have money to pay for something, your rights are all undermined, but im going to be fighting. Last night i had the privilege of going to the meeting across the street from here, the Community Town hall sponsored by Caroline Tyler from kgottv and the homeless advocate lady, i think her name was jackie. She was a moderator and had a host of people that was there speaking and it was so good to hear what my experiences that my experiences were validated. I was discriminated at my job when my children were small and i lost my job. I had been fired three times and harassed. I feel sorry about the men who kill themselves but when i go to kaiser for psychiatries i was comed in everyday because you when sign that paper for your job, the employee can have access to your record, they used my records from the psychiatrist to harass me everyday after i seen the psychiatrist. Thats all i can do to hold on because i had four Young Children i was trying to raise. Ive lost my two older children. Thank you, maam. My youngest daughter passed away thank you, maam. You talk to people, their eyes kind of glaze over when youre telling them youre in a Domestic Violence situation because people feel powerless. Yes, Community United against violence did help me prepare some legal documents, San Francisco woman against rape helped me prepare legal documents. And my own resources, wayne friday actually did intervene and helped me tremendously because he felt that Domestic Violence on same sex should be held accountable in parity with Domestic Violence violence on opposite sex. But that was not enough. I had to move, again, relocated to texas for 2 years. It was a horrible, horrible, horrible situation. But when i hear that other people in this Chamber Support people that are batters like julius and i will not say him name, who is an official. A Police Commissioner and yet, scott wiener was also a person who was part of the alice president so was julius, so you have to ask yourself, who are the hypocrites in this chamber that go against one perpetrator of Domestic Violence, and yet protect the other. Im proposing a simple amendment to supervisor campos as the original motion to include reporting not only on the Blue Ribbon Panel but the recent reports with all the findings and recommendations that we have come that have come out in an effort to improve our Police Department. These incidents and reports on the Blue Ribbon Panel, this includes the department of justice, initial assessment report and the President Obama Task force on 21st Century Policing and a grand jury report. This information is valuable and we should not only consider the findings from one report, but we should actually be in lock step with the Police Commission when it comes to reforming our Police Department and evaluating all the findings from the report. There are a few changes that follows that i would like to read into the record. First, as i stated, i want to include updates from the Police Department on the findings from all the. Reports, second change the date of the committee of the whole hearing. This is largely due because the Police Commission will be holding their own special meeting on november 1st to discuss the hiring of our new chief. Third and finally i have added a request to convene a joint hearing between the board of supervisors and the Police Commission on the 15th of november at 4 00 p. M. To hear the first update and to discuss with our Police Commissioners, jointly the reform to our department. And to receive a comprehensive update on the work thats being done to date. Further more i to like to amend item 23 to reflect the proposed amendments that i have outlined above and holding the joint committee excuse me, the joint meeting between the board of supervisors and the Police Commission on november 15th. Speaker a motion to adopt the Planning Departments report on the inter rim zoning moratorium to prohibit the conversion or replacement of pro duks in the market planned area. Supervisor kim. Colleagues back in 2014 as apart of our compromised resolution on proposition k, which many of you know is housing balance, one of the agreements was to pass a temporary moratorium on conversions of pdr uses in the central area over on the course of roughly 2 years. As many of you know, as an interim control, this cannot be continued. When we made this agreement in 2014, there was concern about the rapid loss of production distribution repair and this was long before we placed proposition x on the ballot. Over the last 5 years, the city lost 700 and dog patch neighborhoods. This moratorium is now coming to an end and we dont have a central plan in place. As a requirement of the temporary moratorium, the Planning Department does submit a report to the board of supervisors. It began in 2011. Over the course of 6 years, the Planning Department was task with coming up with a plan that would help protect production in the sylmar area through a report we got today simply wrote, quote the department is recommending that the issues outlined in the i jut dont think that this is an adequate response from the Planning Department and i urge my colleagues to vote against this report. The Planning Department clearly has many more recommendations that it can list on how we can support the use of pdr in our planning area. Im very disappointed to see this one sentence recommendation on a report that really requires much, much more work and which we have actually worked on for the last 6 years, so colleagues, ask for your vote no on this item.
