The San Francisco lbe Program Stands for local Business Enterprise to provide small construction firms located in the sf puc to hetch hetchy for the Monitoring Division on a Regional Water system improvement program. There are 140 certified sf puc local Business Enterprises, firms. This will correct a mistake amaze in the legislation returning a provision back to the original language with some clarifications. The proposed ordinance states that sf puc lbes are eligible under certain situations. Noncost shared programs monitored by San Francisco. They would apply if its submitted by an lbe. When i say lbe in that situation. Its a local Business Enterprise located in San Francisco. Project examples are mostly projects related to our power transmission. The second is the shared cost project which are projects where twothirds of the project is funding by the bay Area Conservation and 1 3 paid by San Francisco ratepayers. Basska is served by the hetch hetchy regional systems. This will be applied through San Francisco Utility Commission lbes on the Regional Water system improvement program. Repair and replace projects and other regional Capital Improvement programs. So in other words, the lbes and the citys lbes will be playing on a level field. Since the program went into effect with the San Francisco Public Utilities commission. In 2013 they went into to expand the sf puc program to include r and r, repair and repraes projects as well as other Capital Improvement projects located outside of the city. And in july 2015, the sf puc lbesque program expanded to include other programs outside of the city. This is a mix of sodium by the city for wastewater and for pipelines and reservoirs, the city issued a contract proposal on november 4, 2015. We received three bids. This is really just to show you the value in the city the city will save 1. 5 million based on the price from the low bid to the second low bidder. So we are glad to report that on the proposing term the contract is 3 years with 21year options to extend. Estimated spending is approximately 4 million per year. We are requesting approval of a contract cap of 24 million which includes a 20 contingency as requested by the department. Again, this is a contract cap. Actual expenditures will be approved by the board during the budget process. This is an essential component of our Water Treatment process and lca is recommending approval of the contract. Thank you. Clerk [certificates of participation interim financing for phase 1 of the Transbay Transit Center project not to exceed 260,000,000] sponsors mayor; kim, wiener and campo presenter good morning, supervisors. Im with the office of community and development and infrastructure. Before you today are two resolutions regarding site control and financing for units with Affordable Rentals known as transbay block 7. The first resolution authorizes the office of the community and investment structure to execute a 75year ground lease for the development and operation of Affordable Housing on transbay block 7. The second issue in an amount not to exceed 35 million. To give you a sense of the development, i will provide a very brief overview of the transbay project before running the items before you today. As you can see on the map provided, its extension of the south to the east. When completed transbay 7 will be a 120unit comprised of 53 bedrooms, 43 bedrooms and one managers units. This is target Household Incomes of 40 . To just under 54,000. The transit project created by Assembly Bill 812 thatten insures that 35 are occupied by very low and moderate income households. The project timeline, construction will start in june 2016 with an anticipated construction completion date of 2018. The approval has a term of p 5 years with one option to extend to 24 years. The approval by the boards is requesting pursuant to the redevelopment plan can which provides the board shall release any property pursuant to the agreement with the procedures that govern the agencies disposition of properties of that appears in the california redevelopment law. It was not acquired with tax increment monies with the Plan Requirement the board of supervisors approval is requested. The tax exempt bond issue also requested for your approval today is necessary for this project. As you know the bond issue is a conduit financing which does not require payment of the bonds. The tax bond allocation was the Allocation Committee in june of 2015. The bond allocation was awarded in 2015. To ensure the Development Team has enough time to begin construction shortly thereafter. Supervisor mark farrell okay, thank you very much. Brian chiu, director of housing development. You see before you four resolutions taken as a whole that will allow us to submit the whole action plan by may 2016 to hud requesting relief of those four formula grants that San Francisco receives. As you are aware the Block Grant Program funds a variety of social Services Programs as well as capital facilities for organizations that primarily serve low and moderate income here in San Francisco. The program, housing opportunities for persons with aids, for rental subsidies and operational subsidies for San Francisco residents with hiv or aids. The home Program Offers funding for new construction for Affordable Housing and the Emergency Solutions grants Program Provides funding for Homeless Services and from homeless prevention services. As we are moving into the second year, 1617 is the second year of a multiyear funding cycle. We were fortunate in that we were able to maintain the current funding levels for all of our grantees, the cdbg Program Grant last year, it was less than 25,000. We are glad that congress kept that flat. Our home program which has suffered some significant cuts received a small increase. The one program that did receive a fairly significant cut was the hopra program was reduced this year. We share those funds with the formula based on how many people are living with hiv and aids. We needed to dip into one time reserves for hopra. That does raise an issue of concern because all of our formula allocation is going into rental subsidies for People Living with hiv and aids. It seems very likely that hud and congress will be approving a formula change to the hopra program. This has incorporated the cumulative number of People Living with hiv and aids since this began when San Francisco was struck with the crisis. Since early on that formula has provided a base amount of funding and proposed to switch to a formula looking at those living with the number of those with hiv. That new formula would decrease hopa funds. Natural formula predictions that within 5 years would reduce San Franciscos hopa allocation closer to 5 million which would require either the elimination of longterm rental subsidies which helps People Living and would require the operation in the subsidies for the chronically ill. If this trend continues, we are going to need to either make those Service Reductions or identify other Funding Sources for that. I wanted to flag that for you for a significant cause for concern moving on. Other than that, i think we were happy that we were able to main taken all of the Funding Sources, all of our grantees will remain stable moving into next year. Excuse me, one other item, due to the right increase of the new department that will be focusing on homeless issues, the Grant Administration of our Emergency Solutions Grant Program because that is a dedicated homeless funding stream, we have been working with the Mayors Office and the Controllers Office so that grant can be integrated to allow for better coordination and integration of homeless service. While our department will remain the point for the hud funding and well bring that forward to present that, the added fund will be moved to the department for more efficient ways of administering our homeless funds. Business and tax regulations code parking Tax Exemption for certainty parking events on School District property. Colleagues, during big events from harvey to bluegrass to other events in the marina area allow many Parent Teacher organizations to hold School Fundraisers to help the school raise funds for the woefully inadequate state funding for schools. This helps to pay for computers and for art teachers to also keep fit programs at the school at the art level. The ptas and ptos have been doing this for a number of years for raising money for their schools. 2 years ago, the city and business and tax regulation code require these events be taxed like any parking tax. It created an unfair burden on the volunteer and organizers. Parents like me that have to be in the parking lot because people took them in and out for the sole benefit. Schools. I wanted to thank Jose Cisneros and mayor ed lee and his staff and the City Attorney. We worked for several months with the president at the time, michelle parker. I want to thank her for her work in the schools. And also Presidio Middle School and the school of sunset and jefferson which is very close to the park and does some very amazing parking lot fundraisers. We have a new law by reaping the full benefits to better meet the needs of the schools. The business and tax regulation code imposes a parking space in the city. Its very very broad. The parking station operator must collect the tax from the occupant along with the rent from the parking space and then remitts the tax from the city. Revenue control or equipment or rce requirements apply to all parking stations including or it had been applied to all parking stations. The police code require the operator obtain a parking permit. The original ordinance that i created in 2014 created anexemption in the parking tax for a limited number of special parking events operated by volunteer parent led organizations for the sole benefit of the San Francisco Public Schools and earning less than 10,000 in gross receipts. We had a narrow definition on what these parking lots would be. Its exempted. This is an effort to bring it up to date and deal with expired exemption through 2025. A few more years down the road. This ordinance shall be retro active to january 1, 2016. The school will issue parking permits for the event. One, the event must be conducted on School District property, two, the event must be held by volunteers by taxation of the 501c 3 of the Internal Revenue code. Four, Gross Revenue from the parking event may not exceed 10,000. 5, a maximum of 150 permits will be issued annually. So there is a limit on the number of permits allowed. And six organizations that are issued School Parking permits will be required to report Gross Revenues on all permits annually to the tax collect or. So there is annual reporting built in. I want to thank you for drafting the update. What was really helpful and implementing this law and bringing up to date is amanda and loretta who are here also making a brief presentation shortly. Second, pta president , kathy miles myers, who couldnt be here today. I want to thank you for helping the schools and every penny stays in the school and keeps pace with our students needs on the school level and other schools as they take advantage of this parking tax fundraiser law. We are requesting funding in the amount of 456,000 to build prevention and treatment of hepatitis c, we are excited to receive this outside of the general fund. This will build our capacity to test, link to care and imagine lies services to hepatitis c which is a group that is highly impacted by the project. This is to conduct settings for testing and such as shelters and the cultural competent and primary care providers and training and consultation for the department of Public Health and pharmacy clinicians and those who care for the population. This is not a challenge for the San Francisco department of Public Health because the vast majority of patients are covered by medical and the patients are covered by the program. A Technology Professional a need for more women and more women in leadership roles the diversity and the leadership pipeline is an area that needs a little bit of love. A lot of love. A whole lost love. Ill contribute for the change for womens equality by showing up and demonstrating that the face of success schizophrenia came come in a variety of corresponds. Theyre a lot of roadblocks for San Francisco when it comes to our proposition and finding a play for information that has how to start and grow management so we started to build the San Francisco business portal not just consults or the taxpayers and voters theyre actually customers we are the government serving the consumers in our neighborhood i point to at least one best that i personally touched with one way or another and makes me feel good about the projects like the business portal and in embarking on this new exciting journey of finding better and efficient ways to deliver services to san franciscans i sit through a lot of Senior Management meetings im the only woman in the room i know that our c i o is tried to recruit for women and a male dominated environment. Ive felt unbounded and inspired to pursue a lot of things over time i recognize to be cricked in ways i didnt anticipate you know ive followed the calling but now put me in a position to spend most of my time doing things i love this is the whole point; right . You ought to feel inspired in our work and found opportunities to have youre work put you in service for others and happy doing what youre spending so much time. My father was a journalist lift and my mom a teacher when we finally decided to give up their lives because of me and now i actually get to serve the city and county of San Francisco it makes me feel really, really good not this didnt happen overnight ive worked my entire life to get to this point and much more to learn and i have a lot of changes ahead. Really think about what moves you what youre pats about and trust that you are sufficient and enough where you are to begin and then is her that you are being tenacious about getting to the next place in the evolution but by all means start with you are and know thats enoughwe can calm down. I see so many friend here today, so many wonderful people. It is warms my heart to be with you. I want to start off as all events do with the thank you because no event happens by just talking heads. So, i 1st want to thank the mayor, mayor ed lee and staff at the Mayors Office. He will be here very shortly. And of course friends the urban forest. [applause] so last year we celebrated earth day out in San Francisco at giant stadium and this year we bring it back to city hall to reflect the year gone by. This is a year of tremendous intensity of the effects of Climate Change, indonesia, california, so many areas had record break forest fires and fiji has the largest typhoon in history, here in california, elnino and a dud and not getting us out of the drought. Everyone in the room knows the problem statement so wont spend a lot of time bringing us down. Instead what we want to do today is talk about the things that we are grateful for im truly grateful for what happened in paris in deceer. The first time in history, 195 countries came together and made a commitment, they made a public commitment to reduce their Green House Gases and did so not just by signing a document but saying we are coming back in 2 years, we are coming back in 5 years, and well tell the world how we are doing. So there is a element of accountability that will drive the action we need to see and tomorrow as i understand it, president obama will sign the United States of americans commitment to reducing Green House Gas emissions. [applause] another point of inspiration has come from a unlikely place, pope fransss turned into one of the most effective climate chamians in the planet and what i truly appreciate about the pope is he reminds it it is not only vt environment, Environmental Justice and social justice are linked. He says we must hear the cry of the earth and the cry of the poor and that is a reminder for all of us every day whether we think the work we do. Im inspired by the work of callees and city departments. I was at a talk given by john martin at the airport and told the audience San Francisco International Airport reduced Green House Gas emissions 38 percent at the same time air travel has grown by 40 percent. That is amazing. There are stories like that in every city department. Today we recognize there is lots to celebrate and of course there is more to be done. But today this morning we are going to celebrate the people that have been the people pushing, the leaders. The people who wush their organizations, push their communities and push this city to do things a little differently. Frangly, a lot differently. We call it the mayors earth Day Breakfast but this is everyones earth Day Breakfast so it is my chance, our chance to thank all of you for places the value you do on the environment, on our future, and on our communities wellbeing. You inspire all of us. It is not only of course everybody earth day but will take everys action from the large bureaucracies like ours to the smallif you are part of a green team will you raise your hand . Thank you. Those are the people and organizations who are moving the organizations. [applause] from faith based communities to grass root organizations every person, every business, every individual we all have to take action. Tim obrian i dont know how many read the book, the things they carried, it is a standsered book in schools these days, he said very moving to me. He said story telling is the essential human activity and the harder the situation, the more essential it is. I cant think of anything harder or daunting than the challenges of Climate Change so perhaps what we need most today in these times is to embrace the art embrace the ancient art of story telling. I so the theme of today is what is your story. Because it is going to take all our stories collective lay to create that hope and they will be stories not of dispair but of optimism and action and there are so many stories in this room today. And some people have name tags that say ask me about my story. Ask me about roots, ask about [inaudible] and encourage it is a great way to get to know somebody is be inspired. Read their name tags and ask for the stories. There are so many stories we can share but it is urpth day breakfost, not lunch and dinner so we had to choose 4 stories that reflect our cities climate goals setting [inaudible] land fill inseneration, 50 percent of trips. [inaudible] 100 Percent Renewable Energy and starting to tackle natural gas for heating kwr cooking and looking at fossil fuels in the transportation system. Finally, rooths, roots, the power of nature to pull carbon out of the air. How we plant trees stwr put com post on the lands and how to increase fertility. Here is my favorite zero story, kcvu diz a story an the Postal Service and looked at San Francisco post offices and said there is a lault they are throwing away so our commission on the environment said they can do better than that so wrote a letter to post master general and said we are disappointed and here to help. Contact us, come to the table and well help you make a change. The post office gave us terri balcum. Tery you here . Well do thisen your honor. The post office gave us terri and we gave them stephen, stephen [inaudible] from the commercial zero waste team and the two worked tirelessly together and it paid off. Zero waste was implemented in all 3 2 of their facilities to the tiny ones of [inaudible] to the evans facility and you can imagine what that took. They trained 3500 employees and put 300 new stations in all of their facilities, all of their offices and that ledreduced to trash service by 70 percent, saved 200,000 in waste bills, that is a success. [applause] what this proves to me is even Large Organizations which are not known for being agile and responsive can make a difference because at the heart is the leadership, the commitment and no how and we have the ability to bring all 3 of those thengs to the the table. 50, this story about 50 is a special one to me because it doesnt stop at the transit it grows and grows and shows how a leader with vision can start with a nugget of idea that can have ripple effects throughout a communesty. Jackie [inaudible] i know jackie is here. Jackie, where are and . There she is, yay jackie. Jackie is a very special member of excelsior community. She isnt content to leave things as she finds them so leaves her job after 25 year jz says how can i make my community better, what can i do empower people and show people their actions matter. She understands one person can make a difference and that even small actions can have a profounds impact. She noticed something, she noticed the local part was in walking distance from 3 schools. That seems like a nice consequences so brain stormed with safe routes taschool folk squz out of that brain storm came the excelsior walk and roll hub. Tuesday mornings kids from all those schools with their parents come to the park and jackie isnt just leaving them there she brings food, snacks coffee for adults, prizes, and their communethy is made and when it is time it go to school, they lease the hub. Some parents go to work and others take kids out or walk or roll or scooter to school. Jackie took this idea of Building Communities and healing the planet and took it a step further because she said im not convinced this is all we can do, we can do more. So, what does she do . She gives those kids supplies to collect litter on the way. Mohammed this has to warm your heart. [applause] she is out there making sure that those kids while they are healing the planet walking are also healing the planet through zeery and sure she sorts everything in the bags and makes sure it gets in the right place. So, lets hear it for jackie. [applause] here is a story about strong leadership and what the will can do to change the world. Geo hawj, Providence Baptist church in bayviewso i think if you ask him he wouldnt self declare as a radical environmentalist, but he is a real pragmatist and he is helping move close toor 100. Providence baptist, Huge Community asset, notices a need. There is a lot of homeless around them so they create in their church a homeless shelter for 125 people. The problem is it got to be expensive. Their energy bills went up, the cost of giving that service was not budgeted for, so he had a idea. Why dont we take a look at how we can save money and so what he did is convinced his skeptical congregation of over 700 people it is wurkt to install solar panels. Our document Environmental Justice program worked with the church to identify funding. The solar panels were installed and the church is a 7ing 40,000 a year on electricity bills. [applause] so that money that was spent going to pay for electricity instead went back to support thg community service. This is what it means to be a Climate Action Environmental Justice champion. Of course [inaudible] doesnt stop there because he understands that if just Providence Baptist does this nothing realally changes and so he is the chair the interface counsel which is over 800 clergy and teaches congregations beyond his own fwht impact of Climate Change and understands Climate Change will impact low income communities and takes it on himself to be the teach squr inpersation and be that leader. Geo lodge like pope frances understands the nature of climate environment, social and it is that spirit that is truly going to heal this planet so thank you [inaudible] hawj. [applause] final ly, roots. Many of us the noise of a jackhammer early in the morning isnt music to our ears but there is one guy who believes this is beautiful music and that is a guy named marks major. Markus, are you[applause] every time markus or Climate Action now hears a jackhammer they get excited because that means concreate is broken up and asphalt is leaving and permitinantly removed and have a opportunity to put in a organic garden, a sidewalk landscaping so that loud sound which drives me nuts for markus and his colleagues makes all those late nights and meetings and public aexperiences worth while. His leadership with Climate Action now he is transformed 21,000 square feet of concrete into organic gardens. [applause] i also notice when i put the slides together Something Else is growing for markus major, check out the facial hair. There, there. Clearly all that organic mulch must be good for growing beards. He is transforming our landscape and he is supporting our roots goals. And, he is teaching our youth. He is teaching the youth in the community the importance of this work, the importance of caring for the planet and the power of capturing carbon. Markus major has a special place in my heart and it isnt just because he educated youth, promotes bio diversity and takes action on Climate Change, the thing that brings markesclose to my heart is he worked for us. Look at the facial hair here. Clearly this is good for facial here. He was on the school ed team and he was [inaudible] whatever he 92 eded to be to get the message to kids. So, thank you markus major and Climate Action now for supporting roots. [applause] what markus is doing is not only heal thg planet, but building the leaders of tomorrow because the student that he trains, that he inspires will be the teachers and decision makers. And that is a common theme for zero 5100 routes. All these leaders didnt stop with their action, they decided to go way beyond. Way beyond their own [inaudible] so we are fortunate to have those inspiring leaders as our models because together they make lasting change. I want to share one last story about a leader who trully inspired me who is here and that is our mayor, mayor ed lee. [applause] i know as city administrator and hepd of public works but when i met him as mayor two years ago while applying for this job, i was struck by something about this leader and didnt even understand the significance of it perhaps until now. Like some of the other leadhairs we heard about, like pope frances and gl hawj and markus major, he understands the importance of caring for people and the planet. Those ideas are bounds together mpt the choices we make on our environment impacts people and People Matter to mayor ed lee. As public works director and city administrator he kept our city running. As mayor, he knows we need to plan for our future now, today, and he understands the role Climate Change will take in shaping the city of today. He knows that the policies we put in place, the goals we set, the investments we make are what will make the difference between a thriving city and a catastrophic mess. We got examples of both to look at throughout the world and he understands the power of cities on that international stage. In fact, he is incredibly proud to stands up and talk about the zero 5100 roots goals and his eyes light up whether in the vatican or talking to city staff or talking to children. His eyes light up because he understands the critical importance of cities. The importance of leadership whether it is local scale or international scale. So before the mayor joins me on stage, i want to welcome the mayor in a little bit of different way. I would like to introduce the reding Elementary School second grade who has written the mayor and all of us a song. [applause] [children single] [applause] [applause] does that make you feel a obligation . Yeah. Wow thank you mr. Mayor. Thank you. Wow i finally found a group of people im a little taller than. I want to welcome everybody to our vatican in San Francisco, the epipooals palace, thank you for attending the 16th annual earth day event in San Francisco. Congratulations everybody. [applause] to the second graders what a great perfornlance, i love those t shirts. Look like we will get good score frz the warriors too. This is one of my favorite times of the year, it is not just because it is a time when the warriorerize setting the record season when it is a even year and Everybody Knows what that mean frz our giants. We want to address all our responsibility which is Climate Change. I want to thank debbie and entire staff of department of environment for not only doing the work but reminding every department we can Work Together and do if better for this entire city with our Business Community, our non profit community, with our entire relationship of the world and yes, debbie i was excited to join other world city leaders in paris and the vatican, not only to discuss but make our own contributions and announcements to the worlds recognition that Climate Change is serious and real and scientific and all must participate. That is why we understand the importance of taking action and witness it first hand through our work on zero 50 and 100. With zero waste, i know we have been at 80 percent for a little while. It will be in our life time i truly believe well get to 100 percent if we Work Together and do everything we need to do. Would you like to do that in your life time everybody . 100 percent deversion. [applause] we are at 80 percent and this is still why our city is gow gring and growing at a rapid place and it is remarkable we keep that percentage there and figure out the rest in the very near future. We are proud of the other goal. Did you know we have already reached 50 percent Sustainable Travel just this past year . One year ahead of schedule. Thank you everyone, the transit authority, transportation authority, muni, all of the people in car sharing, ride sharing. Want to thank everyone for accomplishing a year ahead. That gives great incentive to do even more and we know we can do better. It does want stop there. As you heard when we were in the vatican we took the opportunity to announce that our entire diesel fleet will move over and has in fact with the cooperation of Municipal Transportation Agency and buses and dpw and heavy trucks we now are all on renewable diesel. [applause] thats a great step forward and working to support of course our electric Vehicle Market. In fact, San Francisco is the most successful electric Vehicle Market in the United States and will continue to be so. Thank you for all your support. [applause] we will be increasing availability and use of electric vehicles and also the infra structure it needs to have particularly focused on the under served. We will double the current level of access to electric charging station tooz city owned property and improve access to charging stations in multifamily buildings throughout the city. We are also going to change our municipal light duty vehicles purchasing policies to support this very goal. When we say the city is green, we mean our brick and mortar as well. How about a city that has now over 6 million square feet of lead certified municipal properties. Thank you to the building owners of San Francisco and developers that wirk with them. Last year city hall became the oldings buildings in the nation [inaudible] thank you to city hall managers. Our good city work force working with department and environment. When we welcome the Record Number of visitors particularly this past year with superbowl and ever increasing conventions that we have, we welcome them to our world class city each year as they fly through our airport. We just recently refurbished one of the major domestic terminals of the airport, terminal 3, it is now lead certified. Thank you very much to sfo. [applause] not only that, but all the lights you see here today and every Municipal Building in the city are powered by 100 percent Green House Gas 3 hetch hetchy, puc. Thank you very much puc. We get more water up there too. And of course i want to thank you the puc and leadership because we have now begun implementing the clean power sf program for San Francisco. We already starting with our commercial and move into our residential very soon. We are doing this smartly and create local jobs at the same time. Thank you to the puc. [applause] stopping Climate Change requires we reduce Carbon Emissions and manage our eco systems that remove carbon from the at mosphere and that is why we created a very aggressive but very realistic program of zero 50100 and it is achievable. It has achievable goals to mitigate Climate Change and adapt reality of our changing climate for our city. We have seen in the last few years our planet earth is changings a well. Our Sea Level Rise is truly rising. We are experiencing more intense storms and i want to give up a blessing and thanks to the people in houston because they in the heart of it and see people trying to get out of their home jz get services. That is a example of the severity of Climate Change and the Sea Level Rise. More frequency. We will see more of that. We will experience more flooding across the country and erosion of the beaching as we know alock the Pacific Coast and our own ocean beach. The days of ectreme heat are common acurns. Ladies and gentlemen for the earth day let us pledge we will note sit in inaction. Inaction, the cost will be 75 billion dollars in infrastructure alone that by 2100. Inaction doesnt just put our city budget at risk, it puts all of our communities at risk. To me these very kids ask us to make sure we do our best to lead them a better planet to live and work on. That is why in collaboration with many of you and our departments as well, we convene the Sea Level Rise coordinating committee to develop a Sea Level Rise action plan. Earlier this week i released the city wide resiliency strategy called the resilient San Francisco as part of a grant from Rockefeller Foundation and we established the office of resilience and recovery and thank you patrick for your good work in that and our on a national scale. In june our city will host the 7th clean energy minterial and bring the International Community and Business Community together to help accelerate a global transition to clean energy. We are making progress, we have lot of work to do but inspired very much by the very kids that tell us we got to do this and we got to get it done in their life times as well. I want to say again, a big thank you to everyone and before i close, ill take this opportunity to announce that ill be hiring or having on part of my staff tyrone [inaudible] who many know and work with at the puc, they will become my environmental Senior Advisor and vooa chance to work with all of you. He will take a Pacific Coast way trek that all of us will probably watch and learn from him and definitely invite him back to speak with us and continue to be a great council. I am thrilled to be standing here today with not only mayor lee but mayor libby jack. [applause] i am thrilled that we are here to announce that on june 21, at the mosconi center, there will be the bay area womens summit. Posted by mayor lee and mayor shaft. We got [applause] this summit will be an allday event that will bring together dynamic leaders mull over the region and country, as well as the community to discuss and address the challenges to bay area women as they navigate the local economy. I like to say, we are focusing on beat every one. As a working mom of 2 wonderful boys, age 9 and 6, i know firsthand the hurdles that we work in women and all women face. Not only just as moms of kids, but also as we related to the other side of life in helping our aging parents. I am particularly proud that this event will address many of these challenges including workforceworkplace policies and benefits, pay equity, child care, leadership, mentorship, education, and entrepreneurship. Im very excited to announce we will be joined by National Broadcast broadcast journalist Chris Jasmine from nbc. Keynote speaker and reslaughter and and many other local and National Leaders who can speak to the ones of equity in power and, opportunity, for women including epa director lisa jackson, Angela Weber Blackwell and many others. Im incredibly proud of us mayor ed lee and mayor shaft. Leadership and groundbreaking work on key efforts that help our community thrive. Because of their work as cochairs in the initiative to raise the minimum wage, the state Legislature Passed a 15 minimum wage. [applause] that is tremendous work, considering that two thirds of lowwage workers are women. Their efforts movetheir efforts have gone beyond just our 2 cities of oakland and San Francisco is the entire state and i think the rest of the nation that is watching these 2 mayors. Now, i like to introduce my boss, my mentor of many years, my friend, mayor ed lee. [applause] mayor lee thank you city administrator namely kelly for that introduction and for your hard work and am kicking off this event and seeing it through. Everybody, welcome to the peoples palace. [applause] mayor lee thank you all for joining us on this kicking off of our 80 area womans summit emma and i know mayor jack just whispered in my year, when we were together things will get done. You watch. You watch when oakland and San Francisco and san jose were already working behind the scenes to make sure that were collaborating on so many issues that affect the modernday cities across the country. We are going to come up with some really wonderful solutions and one of those solutions is to get together the Women Leaders of our communities, our commissions, are nonprofits, are onto the new worse, to come together and forge this summit to guide us on the best forward thinking legislation and policies we can have happen to have to make sure that were doing all the right things. I want to begin by saying, thank you, to the staff, to the commission, to the friends of the commission, on the status of women here in San Francisco. For being such a great partner in this advancing our city well beyond the borders. You know, were living in a very special time in our city. Special opportunities allow us to make sure were doing even more for women and for families that are in need and to make sure they succeed. I just happen to come back, literally, 30 min. Ago from the signing ceremony of our parental leave legislation, sponsored by supervisor scott weiner. [applause] mayor lee hes made our city very proud and very proud to sign that because i saw in the families we met today that they are eager to make sure that when they have children, this city, and perhaps many other cities very soon, under the governors signing of that legislation to increase family leave across the state, that we will do well to make sure we cover the entire gap. Well see our city and hopefully the entire region become even more familyfriendly. This legislation will bring muchneeded bonding and security to our new mothers to my fathers, samesex couples that set up our children for success from the very beginning. The bay area has also been at the forefront for progress for women because we know when women succeed the world moves forward. Gender equity, empowerment, opportunity is personal for me. I am reminded every day for my mother, my wife, my 2 daughters who are now women in their own right, to make sure that i do every day my personal response ability to keep the San Francisco at the forefront of gender equity. We have made great progress. Half of our citys workforce are women and they are equal to men in management positions outstanding women running major city departments like our city administrator, our fire chief, our emergency management, Public Health them up our ports, our environment, our Human Resources and the status of women directors. We lead the nation on familyfriendly policy paid leave, health insurance, Retirement Benefits for working parents and family family work policies, like fully paid family leave. In recent times, we have come to join together as cities to make sure that we increase our minimum wage and boost paid family leave. Oakland and San Francisco are also exploring how to further advance families financial literacy, boost college savings, and supports women onto the doors. But mayor shaft and i know full well as mayors of cities around the nation know, that our urban areas are facing and affordability crisis. Thats why we will focus on reducing the pay gap and create policies that create even more inclusive and more affordable policies that better serve the region for women. Thats why were holding the bay area womens summit. Thats why were holding the bay area womens summit on june 21 and focusing on the every woman. Workingclass and middleclass, working poor, those that need fair and inclusive policies to make sure that we have inclusive policies and legislation in our region. The summit will also engage men as allies. I hope to be an ally and a coldproblem solver just like jack baer, just like john kilroy, just the people at comcast, just like all the other men. Weve got to be coproblem solvers with our women. Right . [applause] mayor lee but, at this summit, at the summit i look forward to hearing from inspiring nationally recognized local women get the summit will also have very intensive women and men as speakers and were signing on more every day. We are also recognizing that we are home to a lot of women entrepreneurs, and thats going to be reflected in many ways at this mayors summit. Just small examples of this, the summit will be one of our sponsors among the bus was the founder of task rabbit it should be very prominently there. Also, a woman lead company like urban centers is going to be there because theyre going to be helping us with guaranteeing at least 200 a babysitting, or the babysitting or the entire day for working mothers and families who attend this womens summit. Isnt that a great contribution . [applause] mayor lee we have achieved a lot. Were very proud of it. But we are not here just to sit on the laurels of what weve done just yesterday. Going to come and Work Together and work even more. Im excited about that. Im excited about the partnership i have with mayor libby shaft good when she and i and mayor gordo go together come come together on all these policies, whether its housing, transportation, supporting our families, you know working to get stuff done. We will not waddle in debate. Within the get a lot of this done because when the country looks at mayors, we dont have time to endless debates. We have to support our families right away and making sure theyre included in everything that we do and with that, let me introduce to you not only partner, but she inspires me to do even more and were going to cocelebrate the wedding of our warriors very soon, mayor libby shaft. [applause] well, im very excited to be here. Im excited about our team and i wasnt talking about the warriors. I was talking about the Regional Team because we know that the problems that are most pressing do not respect municipal boundaries. Just last night elves on a panel with sam ricardo about Climate Change. The issues around affordability. Criminal justice reform. The building for people to have income security, housing security,. We understand these are regional issues. They were not caused in isolation within any of our cities, nor will they be solved. Thats why im so excited to be joiningand let me just be clearthis actually was his idea. The womens summit was actually the guys idea. Okay . [applause] now, in case you didnt notice i am a woman and i am in a profession that women are very underrepresented in. That is being a mayor of a big city. I think roughly 18 of big cities have women as mayors. I will say just like naomi share a little bit of her personal stories, i too am a mother of young children, 8 and 10 years old. Unless you have had to bring a breast pump to work you just dont know what its like. These are these Little Things that a lot of people dont talk about. Because they are uncomfortable. There are barriers that we need to bring up to the light and break down. Now, our 2 cities, oakland and San Francisco, are truly proud of our record of our leadership in fighting for equity and fighting against discrimination. But just like our golden state warriors, we came into the season knowing that we were champions and yet, being fully committed and focused on working hard every day to get better. That is what we are committed to doing, even when we may be the best but we know theres still so much work to do. In oakland, we are proud that 45 of our businesses are women owned in open. [applause] thats the good news. The bad news is that while they contribute one and a half billion dollars in revenues to our economy, that is only one 9th the revenues of male owned businesses, their counterparts. That does not make sense. One 9th. So, we need innovation. We need disruption and im looking out at some of the leaders in this region, in those 2 arenas, innovation and disruption. [laughing] alright so, we need to bring you that creative problemsolving to figuring out how to break down these barriers. One great example that mayor lee and i both our partnership with kiva zip that we know that one of the reasons that women ownedand frankly, businesses owned by low income people of color have trouble growing and realizing the Great Potential its because they cant get loans. Traditional loans from banks. Access to capital is a barrier. This is used a very innovative webbased platform as well as outsourcing to give businesses like that access to capital. Thats the type of creative problemsolving that we need to break down the barriers so that we can realize the incredible potential, power, and leadership of half of our population that is women. We also recognize that women play critical roles in taking care of our families and our children. Mayor lee and i were so happy to step forward as the cochairs of the minimum Wage Campaign because we know that two thirds of the minimum wage earners in california are women struggling to support their families. We are excited that when we Work Together we can uncover scrapings, but we cannot do that alone. We want you to get engaged. We want you to get energized. We want you to join us in our commitment that this is not going to be another networking event. All rights. Are we altogether on that . [applause] we can do some networking. That is fine. But there has got to be some tangible action, some real problemsolving among some Creative Ideas and some true tangible movements that come out of that summit. Thats why were putting our energy into this. Thats why we want you to put your energy into this. Mayor shaft, and mayor lee, both, said to me when we first started this endeavor, exactly what you just told you that this is not just another womens summit. We need of actual items coming out of this womens summit on an ongoing basis. So i nearly turned around and asked the Womens Foundation of california to come help us come up with a strategy and an agenda for our mayors, and from a regional perspective, and help us work and partner with us in putting this womens summit together and i the honor of meeting serena khan was the head of the Womens Foundation of california is helping us with exactly that. Im very proud to introduce her. Shes a career leader in the philanthropic and nonprofit social Justice Sector spanning 2 decades and shes the leading expert both nationally and internationally, many of the social justice issues. She and her team have been instrumental in ensuring the success of the summit which is partnering with us in every way and i would like to introduce you to serena khan. [applause] thank you so much for the administrator kelly, and thank you mayor lee and mayor shaft for your leadership on this issue. We cannot be more delighted to be partnering with the city of San Francisco and open on the summit. We the Womens Foundation of california are partnering along with the leading edge womens Rights Movement and the state along with our partners really across the country and the world. We are part of a movement of hundreds of organizations advocates, Community Good foundations and philanthropists who been working together for decades divided by problems and solutions to challenges facing the women and our families. In every county of california. Over the last halfcentury ever since women started entering the workforce in unprecedented numbers, weve adopted many important aggressive laws here in the bay area and in california. We should be really proud of that. Because these laws have improved wages. Theyve improved working conditions, the livelihoods of women and inspired other states and the federal government to follow in our footsteps. Yet, there are so many women that are being left behind. By the 8th largest economy in the world here in california. Yet, almost 3. 5 million women and girls are living in poverty could just put some context around that, originally grew up in connecticut and thats almost the entire population of women and girls to live in connecticut, rhode island, vermont and massachusetts. The entire population of women and girls could so, we have been tractable problems here in california and they area is leading. Women here are red winners were cobreadwinners in 60 of our families which means that theyre responsible for their families wellbeing. But women are also two thirds of minimum wage workers, two thirds of parttime workers, and two thirds of its workers. The reality is, california women are trying to win bread for their families, but the size of the loaf is shrinking. For some its disappearing altogether. Today, 40 of single mothers in our state are living in poverty and we know that has to change. At the Womens Foundation of california, we been working for more than 3 decades for more than 35 years, strengthening womens economic security, removing barriers to womens economic wellbeing and expanding opportunities for our economic mobility. Weve never done this alone. Nor can we. Real change happens in community and it happens in partnership. Thats why were so excited to be partnering with the city of San Francisco, the city of oakland and to bring our communities together to learn and to develop good Effective Policy Solutions for the challenges that women in the bay area are experiencing and facing. As mayor shaft said, this is not anthis is an action summit. Not a think summit is not a networking summit. Its an action summit. Our ultimate goal is to come up with policy recommendations and clear next steps very clear next ups to improve womens wellbeing and to inspire other cities in california to start actively thinking about womens economic wellbeing and developing and implementing solutions. There is no magic solution. It takes hard work. What we need to do is a combination of solutions and put our Heads Together and think about Solutions Across issue areas and across stakeholders. Higher wages. Affordable childcare. Sick and family leave. Flexible and predictable work schedule. Overtime pay. Healthcare benefits. And tighter Legal Protections are just some of the solutions that we are going to talk about. We are all responsible and were all call to action. We believe in a california that, where the women of california are both, they are resource will, wheres we are smart and were given an opportunity we will find allusions to the challenges that we are facing. I cant wait to start the conversation at the bay area womens summit. I cant wait for all of you to join us, and a giveaway to give women the platform to share our ideas and collectively take action this year and in the coming future. They area we all know has long been at the forefront of gender and Economic Justice issues come and we are so proud of again to partner with the city of oakland and the city of San Francisco to continue advancing gender equity. So im a native san franciscan. Early this morning, where on sacred ground in the city. The specs to the lives lost and lives forever changed when the ground began to shake 110 years ago. The 1906 earthquake brings to life the epic story of both survival amidst the terror of catastrophe. Among those that crave that trying day, for San Franciscos firefighters, were born into service 40 years earlier in 1866 when the first pain Fire Department was astonishment on march 2, 1866, the california Legislature Passed legislation appropriately titled, and act to establish the pain our department for the city and county of San Francisco. Over the next few months, San Francisco purchased for steam fire engines and one hose rail and 27 horses. On december 3, 1866, San Francisco was ready and the Fire Department became operational. Led by first chief engineer at r whitney, firemen and 115 home and were now at the ready to respond whenever fires threatened highly combustible buildings, homes, and structures of the time. San francisco firefighters were a common of 60 divisions, 11 horse carts, and to hook and ladder trucks and 40 courses. No more than 2 years after its birth, San Francisco Fire Department defined itself as an innovator in 8 [inaudible] in 1868 Daniel B Hayes formerly of the steamroller Company Built the famous hayes aerial ladder device could this new tool was widely adopted across the country even as far as london. 1873 with figure 4 hi drama and political intrigue. The board of commissioners force removal of fire chief [inaudible] 3 years into his term reported another. Chief whitney was back in chargeis this microphone still on tremont . Chief women was back in the government he helped establish a newly moved to [inaudible] from houses across the city causing ann arbor. However, when these rain will be shortlived. A new board of commissioners was elected and moved to reappoint the previously deposed chief scandal. Now he the old Commission Review to concede power to the new board for a time San Francisco had 2 chiefs and 2 commissions. The situation was not resolved until a warrant was issued for chief whitneys arrest could she scandal was finally able to reclaim his office where he remained in power and so 1893. Upon his death, he left 2000 which was 51,000 today, to establish the mental funds for firefighters who perform meritorious lead at the risk of their own lives. In 1898, disasters erupted that would have ramifications 8 years late. The ball would hotel was considered a jewel of the city. It was destroyed by fire. As a result, the fire chief Daniel Sullivan [inaudible] advocated for highpressure water system however the board of supervisors denied his request. At 512 the board of supervisors denied his request. At 5 12 am on april 13 magnitude 7. 8 earthquake struck San Francisco and a day. Within hours, 52 fires have started and they tried in vain to prepare San Francisco for catastrophic event was himself a casualty. Chief sullivan was mortally injured when he fell to the floor of the chief at 410 bush. San francisco fire chief was among more than 3000 deaths in what would become the deadliest disaster in californias history. Our chief john to artie a bit about an anticop a lot of water. The fires quickly [inaudible] is present and the Fire Department firefighters tapped into the wee working hydrant in the area 20th in church and hold it. In 1908, after the disaster of the earthquake San Francisco the sport of voters, invested 5. 2 million to construct the auxiliary water supply system, which is comprised of a reservoir. 2 static tanks with a system of pipes that determine at street level known as highpressure hydrants. The system could be replenished by 2 pumping stations located along the bayfront. The ws trust, or highpressure system, is unique to San Francisco. It remains the backbone of firefighter Water Supplies today. Over the next 4 decades, the sf fp would rebuild and modernize. In 1909, the fire hose [inaudible] each was capable of pumping 100 or 10,000 gallons of water per minute and 5 fires along the waterfront. As San Francisco developed firefighter and capabilities on the bay, we also looked underground. A series of 150 cisterns were strategically placed throughout the city. This underground water system provided a ready to go source with Fire Companies could draft from in the event of a total lack of water supply. From 19121921, department transitions of first foreign apparatus to settle the contest measuring the speed and efficiency of horsedrawn vs. Motorized. Christ engines one. The apartment was fully motorized in 1921. San francisco fire continue to grow. By 1932, total Department Membership with 1217 organize into divisions 1100 cal. By 1937, the Fire Department consisted of 47 engines, 15 trucks, 11 chemicals, to fire boats, for watercolors, rescue scott, air compressor, and to searchlight engines and 53 stations. The fire spangle was created in 1941. Know today as the fire reserve, these volunteers were critical to point out the ropes as to when and 13 San Francisco firefighters traded in their hoses and axes for rifles and bayonets during world war ii. In 1954, the fire boat phoenix, the place to aging twin fire boats. The phoenix remains in service today. In 1956, a new milestone related to train was achieved. City of San Francisco and cooperation with the Fire Department initiated a Fire Science Program offering courses in the employment and inservice training. In 1980s, the sound of the singing fire chief could be heard throughout the halls of the firehouses across the city. All you had to do was they, jim could you give me a song . On october 17, 1989 the grand fittings shook once more the ground beneath her shirt for 70 seconds as we look our beloved giants take on the oakland as in the World Circuit event Fire Department was prepared by the city where the hardest hit locations with the Marina District in a number of buildings collapsed firefighters were called to rescue trapped residents could fire broke out in the threestory building at jefferson threatening nearby buildings. Fire engines connected their hoses to the auxiliary water supply and begin to fight the fire. Despite the problems require Fire Department commander performed extraordinarily hazardous doctor sees her at 7 pm the phoenix was ready to pump at the marina lagoon 2 blocks away from the first fire. Soon, the Fire Department hoses carrying 5000 feet of 5 and shows [inaudible] connected to the phoenix 2 light water more distant engine companies. In a parallel effort from aws of wiseman temporary repairs were made into highpressure pump stations were brought back into operation to pump us 10,000 per minute. The next went to all the fires pumping seawater continuously for 15 hours 6400 pounds per minute total of 5. 5 nguyen gallons. Phoenix was one of the heroes of the day and was better with saving the arena district. Another set of heroes rose from the ashes of rubble ofsince 1990, San Francisco Response Team has been provided thousands of san franciscans with free Emergency Response training and communities throughout the city. In 2004, departments current chief Joanne Hayes White was appointed by mayor gavin newsom. Today San Francisco Fire Department only 1400 members spread through 44 stations throughout the city can we count on the metawoman of the San Francisco Fire Department to rush the fire and spoke to save us 2 patches up and quickly take us to the hospital, and to be an indispensable part of our community. As a san franciscan, it is with great pride and admiration to know that San Francisco firefighters continuously watch over us the past 150 years good heres to another 150 years of the San Francisco Fire Department. I like to apologize partners including on this 150th anniversary celebration which we officially started today and carry through to december 3 of this year. Thank you to the guardians of the city. There the historical grant not only for the fire and ems aspect of Public Safety, but also for our sheriffs dept. And Police Department. I like to exalt you as being a great partners in deserve to celebrate 150 years. Thank you so much. [applause] we also have members have been working diligently since past july on this 150th program and all the Committee Members my hat is off to you. Thank you for that. My Fire Commission am very proud that weve all thought were members of our Fire Commission today under the direction of pres. Having to get vp ted kleven and would also have with us rights commissioner hardeman and Michael Hardiman and ontime 20 or commissioner, which were very proud of, stephen departure. While for bay area i see and i dont want to [inaudible] out in front of our open fire chief of very proud to be working shoulder to shoulder with you and thats teresa deloache. Thank you. [applause] as i stand here looking out at the city, i also see the men and women in blue and i like to take particular attention and take just a moment to acknowledge all the San Francisco Police Department members chief suhr and the Public Safety partners. Thank you for what you doing to my woman without San Francisco Police Department, thank you. [applause] the most of alternate is about the dedicated men and women of our department. Active and retired. Any retired members here as well. As i said im a native daughter is about to be serving in San Francisco Fire Department. Our department is rich in history and traditions of its members have protected and served our city with great dedication and courage down through the years. Some may be made the ultimate sacrifice serving our city. We will never forget the sacrifices and always keep them close in our hearts. We have overcome many challenges in adapted to continue to serve our changing and growing city. We will always reflect on and celebrate our history and tradition we take great pride in having moved our department forward in so many ways. Including the workforce that truly reflects a wonderful San Francisco community and that they are most proud of. To the men and women of the San Francisco Fire Department. We are one of the most diverse apartment in the entire world. Our training, strategy and tactics, are 2nd to none and serve as models that many departments annually. Our jobs are not easy. There physically and emotionally taxing. Great sacrifices are made by our members. Like the phoenix, we rise and a resilient. Always ready for the next call. Whatever it is, wherever it may be, we cannot count on one another for support and renewal. Our differences are asked aside when we go to work. We are a team. Unified in our mission to protect lives and property of our beloved city. So huge thank you, once again come into the men and women of the San Francisco Fire Departments give uniform and civilian, sometimes gets lost in the uniforms, but theyre really helpful to us and really, i say often the Unsung Heroes of our department and many of you are here today so mike hat is off to the civilian members of our department also. Never to be forgotten. Its an honor and privilege to serve. I think all was in uniform would say that and also work in the Fire Department would say that. We serve our city the wards are measurable. We are moving forward. At this point, we have more people to make remarks and speak and is about to ask our city 43rd mayor, edward lee, to come to the podium. Mayor lee, thank you for always been a champion for Public Safety and preparedness for the foundation you set for all your department. We Work Together to make our city safe and the city we can be. I want to say thank you to our Firefighters Union for being here and i know that i put my name on your new building. Thank you. [applause] mayor lee to all the other teams, thank you every year ive had a chance to work with many of you. I want to say thank you on behalf of the city and county of San Francisco for your heart, your strength, and all the guidance that you continue to give to us. Thank you very much. Ladies and gentlemen, this is the 150 years. My gosh. We are changing as a city. We are growing again, just like we were in the 1800s. But, instead of being a victim of a great earthquake, we are anticipating the next one. In that anticipation, working with the union, working with the men and women in the Fire Department, working with the management and the commission, and all of our partner agencies, we are always Getting Better for payers for the next big one. We all learn. We learn from the other earthquakes better history has given us. We learned today what is happening in japan and did we learn today was happening in ecuador, and we take it all in and we do better. I want to thank the people of San Francisco for continuing to invest in the infrastructure of the city so that our firefighters and our medics can perform the job they are asked to require to do. This is amazing when you think about it. As the city grows, we also grow with a brandnew fire station in mission bay did we grow with new fire trucks. New ambulances. We grow with recruitment and training and more ems and emt teams. We grow up with a new and refurbished water auxiliary system that we grow with new fire engines and new fire trucks. We do this because the public understands, we cannot just be reacting to the next big fire or big quake. Weve got to anticipate whats next and modernize our equipment, get our training done, and make sure that our firefighters are out there every single day working with the other agencies to prevent fires as well as to respond to them and they been the heroes that they are when there is something that occurs. I personally proud of our Fire Department. Im proud of the entire city that supports that Fire Department and insurers all of us do the best job we can to give our residents and our visitors the wonderful protection that they need. This is a great celebration of 150 years. We should be proud of our men and women and Fire Department. That are always there. The fire stations are always open. You could talk with the men and women in the apartments. You can gain a history of not only bob, but so many other residents who study our Fire Department and make sure were doing the right thing. We have a lot of other people there that give us some great advice. Because this is the city and county of paying. Thank you everybody and enjoy the 150 year celebration. His proclamation it my pleasure to bring up californias 11th state to automate welcome markeverybody. [applause] good morning, everyone. Its real pleasure to be weaker with you. San francisco in the midwomen of the San Francisco Fire Departments. Mayor lee, mayor brown, chief hayes white, all the folks who are here from our Fire Commission, my elected colleagues. The centennial celebrations are rarity out here. And about outpost of this great nation nation known as San Francisco. So, it is time to celebrate and reflect and that the measure, be prepared for whats ahead. But 150 years ago, those who founded the San Francisco Fire Department had a fairly simple mission. Fire prevention and fire cessation. But who couldve known 150 years ago would someday be a neighborhood merchant see Response Team everyones favorite item, in creation of the 1989 earthquake. Who could have imagined that we would now have outreach programs to do environmental degradation around our city for nearly 1 children one in 4 children in bayview doing with asthma . For that matter the San Francisco unified School District would argue with the San Francisco fire, to great cpr training in our now ninthgrade curriculum. But i think probably one of the hardest most challenging circumstances shall the most devastating that the firefighters of San Francisco have to deal with on a daily basis that would be toxic flame retardants. Flame retardants have been put in our homes and our electronic products. Now, we come to a not so much to keep us safe mode but for the billions of profits for chemical industry. I dont know that enough beef ran understand and recognize that we lose more firefighters due to the cancers that are produced by these toxic flame retardants than by fire or smoke that they fight. I want to thank the leadership of tom oconnor, certainly the chief, heroes like tony stefano who will step up to bring attention to this devastating fact and it even put together San Francisco Firefighters Cancer Foundation to assist those firefighters were dealing with these illnesses and in worst cases, hoping their families for those who survive. Theres a lot more to be done. We are working on this in sacramento to try to get rid of these flame retardants. Theyre not necessary. They dont because greater fire safety. And the knowledge polluting but devastating our environment and the health of the public. So, with all those thanks being said, as is required on such occasion, i know that she has never seen one of these before. I like to present her with a state resolution from California Senate could all spare you all the wonderful and whereas clauses, but it is with immense pride that the senate recognizes the 150th anniversary as we say in our jewish tradition, they lived to 120 but that doesnt work when youre celebrating its centennial so as moses, times 2. But, we divert some some of the others is how the Fire Departments is singularly unique in the fact that it is part of a fabric of our community. Whether it is working block by block, neighborhood by neighborhood, whether going to school to school, or whether its really innovating really reaching out and making sure the Public Health department as well as the Public Safety department. I so very much value being a san franciscan myself really having the honor of presenting all of you in the legislature. In addition, i think its amazing firefighters also have time for our community, all the members whether its working with rack in park or whether its working with all the various stakeholders. Its quite an amazing thing how they can come together all the time to really be there for every part of San Francisco. So, with akamai also want to join sen. Chief speak of intent thank u so much. Good morning, everyone. Someone asked me what makes you honorable and i said my parents. So, in case you are wondering how we got the title, its a title that comes. This is a great occasion at 150 years. You know, new york celebrated its 150th just last year. And you are city is hundreds of years older than we are so its goes to show we were always in the al anbar, always pushing me about always aim of Public Safety says we are city of houses. Its my great pleasure to be serving as president of the San Francisco Fire Commission this year along with my fellow commissioners guwahati been introduced to you. I want to thank everyone for your continued support of our department. We have the sheet it so much. As you know, weve many challenges, but we are up to each and every challenge that we face. No matter what it is. I also want to emphasize that this is our kickoff did you know, theres going to be a lot of opportunities to party. I look around here and the memories are abound. Some of the stories i can tell you and some i cant. So i thought i know mayor lee and mayor brown [inaudible] normal little uncontrollable. What i did i decided to write and owed to the Fire Department. Its the San Francisco Fire Department is always there. Where there is smoke there is fire the Fire Department is there. When there is trouble or emergency, the Fire Department is there. Where there is catastrophe were stranded cat, the Fire Department is there. With her is a celebration or scuttle the Fire Department is there. With her is a joyous event were sad event, the Fire Department is there. Theres a head of state, ray deserving citizen, the Fire Department is there. With there is danger or long or late nights, the Fire Department is there. Where there is festivities on the bay, the fire boat is there. When the fire bells ring, work also come in the Fire Department is there no matter where the there is. So, thats my owed. [applause] i tell couple stories . Because ive been here for so long theres a lot of them so ill try to be as brief as i can but i was reminded of one here on this stage when there was one of the chairman to restore the opera house and there was a fire. I had wanted a new carpet for the opera house and was not enough money. Well, the Fire Department came put out the fire i guess what . The all the carpet was water damage. So, everybody wanted to know where i was at the time of the fire . On a note that really is very moving to me, there were group of us have thought the old street firehouse many many years ago, maybe 50 years ago, and we turned it into a school for children that is learning disabilities. Well, the Fire Department was there to support us. As you may know their great shifts so for the benefit they came and made the food. They were there with their wigs and curious children with all the problems and you shouldve seen their bright eyes listening and brought tears to us and brought this to them. So, that was an event that is so special to my mind. On a personal note, we had a dinner at our house we had a very well known legislator from washington who came and he and his wife, and they came early so they could talk my secretary of the wino otherwise known as stuart schultz. So, the wife said, can i freshen up and i said, look at her and said, i think thats a good idea. So she went into our guest bathroom and she spent there a long time and i thought, you know, i know she needed it but dinner is coming up soon. So we called the cater to undo the door and they did do. We call a locksmith and didnt do. We called the Fire Department. So here the handsome handsome firemen came and all the regalia but then i saw the axes and i said, you know, this lady is important but you see those mirrored walls, theyre important to me. So, anyway we did get her out, but then i said to the caterer, these men are not leaving here theyre staying for dinner or another table not to be at a table alone. Libby will do us so they came. They had their food and no drinks, chief. So, they stayed and the next day you know swan fishmarket i took fish to the station and had a huge case made so heres the story. If theres an emergency at my house, note that there is food and drinks and even bedandbreakfast. So, mayor, i thank you for your continued because it lets me be there with the Fire Department is not over and over again. As you know, this could be a new fire boat and you know what that fire boat does drama its out there for fleet week is out there for americas cut it out there to greet the world. Were so proud of it. Thats going to be so much fun. The earthquake celebration was to i see donna you all out there. Shes a mainstay of the celebrations. So, they say theres no survivors left, but i understand it was one there this morning. Willie brown. [laughter] lastly, to bring you up to date, the museum of modern modern art, will open on may 14 and i happen to be the chairman. As some of you may know, the Fire Department was gracious enough to let us by the fire station there on Howard Street so that we can enlarge the museum. And, then to reciprocate we built a stateoftheart station for them. So, i said the Fire Department has got to be there. Their rates got to be there and its going to be [inaudible] so today i think the Fire Department for being always front and center in our lives and risking your lives, and also like to thank the families who sacrifice. Willie lewis brown [applause] mayor lee, chief to land his white, members of the Fire Commission, to the other elected officials hear from the state and from the city, and to all of you assembled herein, i would call to your attention, the 150 Year Anniversary of the San Francisco Fire Department could carl call 831 date 4 days ago wrote a fabulous historical report and accounted of how this Fire Department came to be this Fire Department. I suspect that members of this fire government would want each and every one of us to remind ourselves that before there was a formal Fire Department there were a group of typical san franciscans who volunteered emma who were without proper training, who were without the proper equipment, who at one time had horses dragging up the huge containers with water in it, and those other occasions during water bucket by bucket by bucket in order to address the needs of San Francisco. The innovations, obviously, carried and eventually became as we are today, the 150yearold Fire Department. Let me tell you that 150yearold Fire Department has undergone some incredible changes as indicated by bob and his rendition of the history. He told you the number, a number of fire stations. But im on the program to tell you that im here representing all the previous mayors, even those that were dead who i channel. They wanted you to know that they, too, are proud of having been in a position to name some of the people who were fire chiefs retired who are here. They been part of the whole process of making it possible as mayor lee is doing today for the San Francisco Fire Department that constantly undergoes changes, but you, the citizens have done a marvelous job of each time that theres been a bond or dentist to authorize a firehouse or any other thing associate with fire, youve reached out and said, thank you, firefighters would have you do what you need to do. Were going to give you the equipment. These firefighters went off 9 11 effort. These firefighters look at what happened in haiti when the quake was there and i suspect there firefighters better planning and programming to do something about ecuador and the other places where theres been some tragedy. These firefighters stepped up and said, yes, we are going to participate in all the fires that are created throughout california in the last 23 years. Yes, our Fire Department has been doing all those wonderful things and thats why as a politician, most important thing you can get by the firefighters. [applause] excellent. Hes running again. On behalf of the San Francisco board of supervisors, im here to celebrate the 150th year history of our Fire Department and think chief hayes white to think the other chiefs behind me and especially, to thank the working men and women of the San Francisco Fire Department. Thank you. I also want to say, but we all know. We live in a precarious lace, on the edge of a fault in a city largely built of wood, a city that is burned down repeatedly. The city that has had a Fire Department that has evolved over 150 years. It is a Fire Department that has stayed on the cuttingedge with her jw assess whether its a systems all over the city but we have challenges ahead as the city becomes more congested the of to make sure our fire vehicles can get to these fires. We have to expand our aws system to areas of the city that have yet to be served. Finally, i want to speak about the relationship that the Fire Department has had with extraordinary san franciscans. Tom oconnor and am proud to serve is about telling chief of the San Francisco card and also the president of the firefighters representing almost 1500 5000 best firefighters are heroes. Today we honor the 150th anniversary of our Fire Department. As we celebrate this historic milestone is a torturous but were for, pass through Christmas Eve of 1849 the first fire in San Francisco was heard by the time it burn itself out nearly 1. 5 million of damage was done and 50 buildings were lost. The next 17 years excuse me the next day the volunteer San Francisco was est. That 17 is the volunteer department grew in size to 14 engine companies, 3 hook and Ladder Companies and 5 independent hose companies. On december 2 on december 2, 1866 professional San Francisco the part about it was astonishing to sobriety 150th anniversary of this apartment will dedicate a professional lives to. What started in 1866 would have followed steam fire engines hook and ladder cover the stuff you hose committees are now turning to a Fire Department with over 1500 professional firefighters respond to more than 135,000 emergency calls for service in 2015 along. Dr. Department had no africanamerican firefighters until 1955 and several years later only for African American fighters in sfpd. The first woman wasnt hired until 1987. The lack of diversity in treatment of minorities and women in 1980 a federal decree was issued San Francisco Fire Department to change our ways. As i mentioned he struggles not to reopen old wounds, these issues are part of our history that not unlike the challenges other part of arms throughout america we are facing. What separates us from other Fire Departments how we overcame the challenges. Today, our Fire Department consists of driving employee groups shows that black fires association, the Asian Firefighters Association and many others to make up the backbone of our department. Today we have a female fire chief was longer serving bigcity chief in america. Today the San Francisco Fire Department is the Model Department for diversity in the nation. We arent Perfect Little ways to go but its important to recognize the progress weve made. Todays San Francisco fired apartment is apartment we can all be proud of as we celebrate the 150th year of our Fire Department doesnt acknowledge the firefighters to cover your firm they continue to give back to this community. The San Francisco firefighters put program started 55 years ago by handful of fibers but old bicycles in the 5000 today its grown to deliver millions of toys throughout the world. Just last year, lost 2 more activeduty San Francisco firefighters related cause good davidand richard faust. Just last week, we lost 3 recently retired members to cancer. One of whom became our champion for cancer legislation party name was otto. She spoke out on behalf of her 1500 absences ricky thank you for her support for firefighters nationally. Over the years weve lost countless numbers of our brothers and sisters to cancer. Will not stop fighting this deadly disease until we find a cure. You always are member the brave men and women in our department that was lost long to cancer and other line of duty deaths. Today were here to celebrate the 150th anniversary of the San Francisco Fire Department, and being the president of the Firefighters Union, allows soldiers speak out for others i can say on behalf of myself and the 1500 men and women who serve the city, i feel like the luckiest man alive to be able to spend last 22 years of my life working sidebyside with them observing the city is beautiful and wonderful as San Francisco. This apartment existed long before people like me ever came on board and will be here long after we depart. The people and the politicians will come and go. The San Francisco Fire Department remains that continues to evolve. From the volunteer department in 1852 the professional and Diverse Department that is today a firefighters still risk their lives to save others each and every day.
