Last week the mayor introduced legislation called the Affordable HousingBonus Program which is legislation that will allow density and if necessary height in return for additional Affordable Housing units. This is one piece of a much larger package of policies and legislative actions that we are putting together to try to address the issue of Affordable Housing. This is a two piece program. There is one piece that would allow us to comply with state legislation which requires us to provide additional densities for development that does provide Affordable Housing. There is a second piece of the program that is designed to Incentivize Development for middle income housing. This will apply to many parts of the city where we havent done area plans in years, places we didnt change the zoning in a long time, so we think its a program thal create incentives and pools of Affordable Housing in the city in areas that havent seen a lot of development and growth. The impact on Historic Resources we think is minimal. Conceivably would allow for additionos existing buildings. This was a request by the committee a couple of months ago and shes the Program Director at the arts commission. Does december 2 members from supervisor campos office as well as regina from the office of Small Business will come and present an overview of the legacy business Historic Preservation ballot fund measure and the assumption is if it does past we thought it would be great to have an overview before it goes into effect with the commission since theres a rule for the commission as part of that ballot measure. The University Mound ladies home is scheduled for a Land Use Committee hearing. The Committee Hearing will be on october 26, and the Department Staff will be there representing the commission on that proposed designation. Also last when we there . September 28 Department Staff, myself and ms. Shannon ferguson we attended a buildings grounds and services Committee Hearing at the board of education. This was to give the board an update on the proposal to locally designate washington high school. As you recall that supervisor mar gave the department 10,000 to hire a consultant to prepare an article 10 designation report for that high school. The committee was very interested in the report and eager to work the commission and forwarding the designation they did have a number of questions how a designation would affect a state owned property like a high school, and we agreed just to keep them in the loop, invite them to a future hearing. Once this Commission Takes up the matter and we will go back and share the designation once consultant has been secured. There was discussion on including Roosevelt High School since its the same architect and likely period of significance, so there maybe an expansion of the designation and i will let you know as more information is available to us, and if we can secure additional funding for that part of the project. And then i thought there was one more thing oh, there is one more thing. Sorry. Yesterday this is more just for your information. Yesterday at the board of supervisors, supervisor breed introduced an amendment to the fillmore sign ordinance and primarily to allow Entertainment Venues like the fillmore to install signs that are much larger than what is allowed today. The department is supportive of the measure because we feel it helps define neighborhoods much like the castro theater sign defines that area and currently the sign requirements do not allow for signage in excess of 24 feet, so we were able to work closely with the Supervisors Office in drafting criteria to make sure that residential windows arent impacted by flashing lights or bright lights from one of the signs and that the architectural features of the buildings wouldnt be impacted either. We dont anticipate this will come to the commission for review and comment but if youre interested were happy to reach out to the Supervisors Office to see if theyre willing to present. There is no required notice for this type of hearing item and i just wanted to also point out that the applicant was informed of the hearing date on september 29, 2015, and packets and hearing agenda were forwarded to the applicant and the dog Patch Neighborhood Association on october 1, 2015. Once it was published online. After several calls and emails with them the dog patch neighborhood respondod october 2 they would like a continuance. Regarding meeting for the landmark designation application this meeting is not a requirement. It is discussed in the application as an opportunity for the department to work with the applicant in case there are any Unanswered Questions questions or Additional Research requirements regarding the application. Given theyre two consultant reports on the property and the Central Waterfront survey form there were no additional questions to warrant a meeting. So this item is a Community Generated landmark designation for application for 815825 tennessee street. This subject property was designed by August Nordin in 1926 with bowie switch company and addition of william muser the second or third. The commercial building is located at the Southwest Corner of tennessee and 19th street. Its two stories tall with one story addition to the south and that is the tennessee street facade. The 19th street elevation has a partial basement due to the slope of the street and primarily one story with the second story to the west. The North Elevation has two signs. The property is outside of the boundaries of the dog patch Historic District. The Historic District boundary is actually across the street. It has been the subject of numerous previous evaluations and determined to be a contributor to the potential third Street Industrial district but not individually eligible for the california registrar. The Planning Commission approved this demolition with part into a five story residential unit with 69 units. The application lists the permits and ownership history, a description of the subject property and neighborhood, copies of patents by the original owner and photographs. Not include are things historical photographs and maps and drawings and other references. A statement of significance is provided for events, persons, architecture and as a valued visual landmark. So first the property is nominated for its association with historic events. Its nominated for the Cultural Association with ethnic workers in the area. Documentation does not support the unique role in the electrification of the United States as the first new technological enterprise of the bay area and early precursor to sill sill nor valley really and the property is nominated for the association with an important person who had dants on electric switches. Staff peoples that bowie switch manufactured the inventions in the building but invented and patented the products before construction of the building in 1926 so the important achievements are not directly associated with the property. Furthermore his roll in the development of Silicon Valley is unlikely. Its nominated for the classic architecture by architect August Nordin and represents an architectural shift in response to the shift from light to heavy manufacturing. Staff finds its not a strong example of strong revival architecture but example of utilitarian warehouse with minimal classical detailing and typical of the businesses in the area during this time period. Department staff agrees that hes an accomplished architect and designed buildings with revival styleornment and with heavy decoratives and this property doesnt appear to be one of the significant works. Its designated as a landmark and the two graphic murals on the 19th street elevation which you can see. Staff believes that the futures are signs, not murals. Murals genuinely serve as communicating ideas and hopes and aspirations of the people and alternative vision of history and social medium of protest. The features conform to the definition of a business sign while sign type with parallel copy painted directly on the wall. Staff acknowledge signs can be defining futures in some situations such as landmark 264, the twin peaks tavern sign but staff doesnt find its a feature based on this with documentation. Staff doesnt find that the property rises to individual significance as required under article 10 of the planning code for an individual landmark and doesnt appear to meet the Historic Preservation commissions priorities for designation and properties associated with under represented Cultural Association, property type and neighborhood and modern design. Commissioners you may take action today to add or not add 815825 tennessee street to the landmark Designation Program. The reason we asked for the continuance because john lummus who is the applicant for us had a family emergency and had to go out of town. At any rate when this project came before us last year we believe that we were mislead by the then developer who said that they had gone through the historic evaluation again, and that though earlier the building was said that it is significant and that the whole building should be kept and the design should be made around it and thats what the original developer actually showed us, but we didnt get very far with that and they sold the project a year later. When they came in they reevaluated it and the only part of the building worth keeping was the original part of the building. Well, we thought those were nice people and honest, but having been inundated with tens of projects in dog patch over the years we feel like were a Quasi Governmental Agency looking at the projects and do our Due Diligence and we dont feel we can do that nor do we feel that the staff did the Due Diligence on reviewing those evaluations, so we feel that the building actually should be kept as the original historic evaluation said that the original building should be kept with the addition and that the two Story Building should be left, and any additions should be done around that. Unfortunately for some reason during the Rome Development evaluation they were still considering what tim kelly evaluation had said. He was strictly speaking about the entire two Story Building being kept when he said it wouldnt be a problem to demolish part of the building. He was talking about the later additions. That mistake wasnt actually taken into consideration by staff until much later and thats when tim kelly went back and tried to reason why even going down to the demolishing everything but the original building was okay. I live in dog patch, worked very hard to have dog patch designated as a Historic District, and was successful at that. In the meantime im sure youre all aware there is a lot of Development Going on in San Francisco, and that dog patch and potrero hill under went eastern neighborhoods rezoning which i was involved in very closely and currently sit on the Citizen Advisory Committee for the impact fees, but as time has gone on the character of dog patch is slowly changing. I understand we need to refresh everything, and we have done a pretty good job with things like pier 70 and the ord an project and you know, but when it comes to the small grain individual buildings that made up dog patch as a industrial place theres little regard for it, and i think the neighborhood character is an important issue, and in this case i thought we had gotten there with rome and subsequent buyers, seller, blah, blah, blah, we are where we are. Unfortunately dog Patch Neighborhood Association is just an association of hard working neighbors, and we left the project for reevaluation in the hands of someone who certainly has a record of i would say not dealing with the minutiae of dealing with a Governmental Agency and although he is very passionate about saving the historic fabric and Everything Else the project was pretty well booted by his application that was not really listened to by the staff, and i know the staff is inundated with all sorts of requests and projects, but so i request that and you have already heard it today. Were the Property Owners, and San Francisco bays project sponsors for the fully entitled redevelopment of 815825 tennessee street and acquired the property in 2015 and in the letter of support the dna supported the redevelopment plan for this property. We have shared that letter as an exhibit in the staff report and to the commissioners. On september 18, 2014 the cpe was published and approved by the city planning and preservation departments. In a publicly noticed hearing 815825 tennessee street authorization was approved by the Planning Commission. Mr. Lummus filed the landmark designation eight months later this summer. In june and july when we had meetings with the dna and introduction of the project and we enactod the request for Additional Information on the buildings historic significance and gaps in the reports that have been done, the 3hres done on the site. We commissioned tim Kelly Consulting and dated august 2012 and julie mais author of this and the supplemental one dated as listed to fully address the inquiries and offer their professional opinion as to whether or not any new information had been uncovered or unduring the entitlements and planning entitlements. We notified the department we would commission the studies and share our findings with the city staff after evaluation of the material. We informed janet carpnelly of the dog Patch Neighborhood Association we were waiting for some of the research and consupting the community and gain feedback from the city planning and preservation departments. Janet expressed she didnt feel that tim Kelly Consulting or at the time rotech were qualified consultants and encouraged us to engage another consultant, a third consultant which we did and left coast architectural history and on the city approved pool. He claims that the application he discovered new information not available during the entitlements. Is there is concurrence with the experts and three hres done and the reports we prepared and response to the inquiries included in the city staffs report. All four statements they they all concur that the statements are unsupported that the building doesnt hold individual significance but possession of strong cultural historic event and persons and associations. I dont have the background on the project going back as far as dog Patch Neighborhood Association. I was i am sure today at the request of Professor John lummus who prepared the application for lands mark designation of the bowie switch company building. He prepared the nomination on behalf of the dna. He cant be here. Hes out of state and wasnt able to change his plans. I think it would be far more beneficial for you to hear from him as the planner as the preparer of the application as to some of the nittygritty but i can offer my opinion about it, and just give you a little more background. I also think that a request to continue this might be the best way to go based largely on the process, and ms. Ferguson outlined the dates leading up to todays hearing quite accurately, but from what i understand from professor lummus he submitted his application on july 21. He was relying on the departments Information Online in terms how to hes a first time nomination preparer which i think is something to be considered. I dont think anyone has spoken to his professional qualifications but he is also a faa architectural professor at san jose state, but his understanding was following the departments process online, and it was his understanding that a meeting between himself as the applicant and hp staff would forthcoming after his submittal on july 21 to determine what information maybe missing or to answer any that staff may have. In addition it says online and all of the department process information that reasonable period of time is allowed for the applicant to respond and amend the application, and after that the application goes to the hpc. That isnt exactly what happened. I understand from ms. Ferguson who the departments thoughts are on that but he should have the opportunity to amend the designation. Primarily i want to go on record saying we support the staffs findings regarding this lummus statements of significance. The building is not within the dog patch district strict. The business designs were painted in 1983 so fall outside of the Historic Preservation realm of consideration, and mr. Lummus primary patents were issued a good decade before the building was built so its outside that period of significance. I also wanted to address the concern that the two story portion of the building be retained as recommended. In the initial hre the permits were issued based on the at the time rotech hre and a different project and as we analyzed it it was with the two story portion and we didnt advocate that but as the project stood at the time. Staff felt with the departments analysis and the analysis of three other consultants that there wasnt any new information we felt would be necessary for us to render a recommendation to this commission which is why the meeting wasnt scheduled. As you know in other situations where we have a first time applicant and theyre still preparing information and theres a lot of unknown or Unanswered Questions we will generally help them but we felt with the Additional Information as long as with the subsequent information and evidences evaluations we had enough to bring it to you so if he was to update it im not clear what that information would be. Let me clarify the question. If we initiated it there is 180 day hold on the project and during that time period it could be approved as if it was a landmark and give it a certificate of appropriateness. Is that correct . I mean and i guess the reason i might lean towards continuance i am concerned about the process as the representatives of the public have described here, but frankly i read whats been submitted to date and the staff evaluation and i have no quarrel with what youre saying that this doesnt warrant landmark status, so i would be prepared to do it today but the only thing about continuance is postponing. I dont know what will happen that will change. How significantly would it change the staff recommendation at this point . Lummus to share whatever new information he has and i would like to decide at that time because you never know. There might be. And i would like to make sure that opportunity is available to him. Thats i didnt was asking what it would do to the actual permit, so currently youre holding the permit out of respect, so you would have to decide whether youre going to issue the permit whether or not we continue this. I want to Say Something for the public in landmarking. The process is if the Historic Preservation commission chooses to initiate a landmark we have two hearings and we make a motion to go to the board of supervisors and the board of supervisors ultimately makes the final decision and the mayor signs it. So my concern is that even if there was interest in a landmark designation which i am not hearing strong interest in the commission it seems like this is something that is going to drag out a process that is unlikely to be approved by the board of supervisors at least. Again thats how the board would go and unlikely the board would go that way given the desire for more housing in the city and would cause delay and cost to the project sponsor but not a benefit to the community but sounds like we have a desire for a motion about continuance, so why dont we hear if there is a motion and a second for that. This property was determined to be eligible for the listing in the register as part of the south Market Research survey and adopted by the hpc in february 2011. Under the code the plan offing Department Seeks the advice of a Historic Preservation commission to inform the Planning Commission in their determination of the projects ability to enhance the feasibility of preserving the Historic Building. The project needs conditionallal approval to proceed. As part of the project the project sponsor will remove exterior features and restore important elements and new ground floor and windows and compatible wednesday on the second and third floors of the facade facing Howard Street and replace the entry way with a wood one and match the design in the historic photograph. It would construct a new mechanical platform over the roof and setback over the street facades and not visible from the rights of ways. To support this the project sponsor has submitted a Maintenance Plan for regular maintenance, prepare of exterior materials and windows and glazing and the roof. To date the staff hasnt received any Public Comment on the project. We find it in compliance with the standards for rehabilitation. Landmark designation occurred in 2015 and president wolfram, Vice President hyland and staff conducted a site visit of the exterior and interior of the property. Staff has updated the landmark designation report to include more current photos of the house. 171 san marcos avenue historically known as the cow house is significant for the association with henry call and composer and pianist and major force in music and introducing sounds and techniques into music during the 1910s to 1930s. His association with the house and commissioned by the step mother is reflected in the design including the modern style and a living room design to enhance the acoustics of the performances there. The house is also significant as the first modern Single Family home constructed in San Francisco and work of master architect morrow morrow and. His wife was the designer of the Golden Gate Bridge and was an architect of the house is a rare example of morrow morrows work and the influ ecial collaboration. The house retains the design features present during the established period of significance as listed. A list of character defining features can be found on page 39 of the report. Interior features such as the living room are ineligible because theyre not accessible but the strong recommends that the interior is preserved through an easement or sensitively designed. Theres no known public or neighborhood opposition to the designation of 171 san marcos avenue as an article 10 landmark. The Property OwnerChristine Williamson was unable to attend the hearing but in support of the designation. You will find her letter in the packet. The department believes that the building meets the eligibility requirements and landmark status is wandered. The department warranted. To date the department holds 18 contracts. The staff receives five mills act by the filing date. All applications were reviewed by Department Staff for completeness. Comments were provided to the applicant and Department Staff conducted preapproval inspections. One applicant decided not to move forward this year and another application was withdrawn on december 10, 2015. The remaining Property Owners will enter into a mills act contract with the city and revolving contracts renewed annually. The packets contain a draft evaluation for each property outlining the potential tax savings and by the Recorders Office and by the board of supervisors. Each Property Owner outlined a rehabilitation and Maintenance Plan ensuring that work is conducted with the standards for rehabilitation. Okay. 722 steiner street is a two and a half story raised basement Single Family dwelling 89ed in the queen anne style and by Master BuilderMatthew Kavanagh and in the landmark district. It is valued at over 3 million. The report was submitted and demonstrates that granting the exemption would help the property in danger of demolition or alterations. The owner did upgrade and repair of walls and roof and setting and painting. It includes annual inspection of windows, doors, wood siding and trims and any elements as necessary. Staff recommends that the hpc recommend approval to the board of supervisors for the following reasons. Its a Historic Resource under the planning code. The rehabilitation and Maintenance Plan was appropriate for the Historic Resource and all works meets the secretary of the interior standards. 761 post street is an 18 story hotel sro building designed by Architecture Firm weeks and day in the ark deco style and constructed in 1930 and a contributor to the tenderloin district strict. 761 post street is valued at over 5 million, a report was submitted and demonstrates that granting the exemption would assist in the preservation of the property that is in danger of demolition or oolt alterations and completed upgrades and roof replacement and concrete to the fas sad and includes concrete repair to the elevations and window replacement. The plan includes inspections of all windows annually, inspection of facade and roof every five years and repainting every ten years. Staff departments the Historic Preservation commission recommend approval to the board of supervisors for the following reasons. As a contributing building to the National Register district its a ris toric resource. The plan was found appropriate for the Historic Resource and all work is meeting the secretary of the interior standards. 807 montgomery street is a two story over basement wood frame brick commercial building in 1909 by j butler and used as a smokehouse and meat packing plant. At the time of the application date the property was valued under 5 million and didnt require a structure report. The plan includes structural evaluation, resetting and repair of bricks and window sills and sky lights and bracing. The Maintenance Plan includes a cycle of inspections of the walls, roofs and windows. Department Staff Reports that the Historic Preservation commission recommend approval to the board of supervisors for the following reasons. The property is a Historic Resource under the planning code. The plan was found to be appropriate for the Historic Resource and all work meets the secretary of the interiors standards. Commissioners an item that was requested during our new business i commissioner adams and we once before had beven duffey the director of the Mayors Office of Housing Partnership and engagement yesterday sam dodge was pointed out as the mayors interim director for the office of hope to combat homeless to Homes Initiative and the homes for heros to address the Veterans Issues sam worked at the tenderloin clinic and a labor organizer for the California Nursing Association a batches degree in Public Administration from Columbia University in new york city and generally good smart guy and so with great noouchl to gives you an update on the office. Thank you commissioners, i appreciate this opportunity ill start with a short video then well get into it. It effects everyone in our city in many different ways is a is 2013 San FranciscoHomeless Center 64 homeless individual in the city to try to address the issue to the citizens are a program to provide a solution to combat homelessness in San Francisco welcome to the Navigation Center. This Pilot Project is aimed at People Living other than the streets it makes a it different from other shelters able to accompany entire Homeless People allowing us to keep and bring their personal bloomgz. It is a whole program that people dont want to be homeless and from the services dont meet them where they are are theyre not relevant to where their lives are theyll for the be successful in the embarcadero people can assess twentyfour hours a day for the laundry and the Navigation Center is designed to be an impactful dynamic residential experience where on this site we have for families and sign up for gentle think assistants and food stamps and medal those he knows issues are complicated. The thing the agency actually coming on site to provide services and that is exist with the goal streamlining the hole process of how to get people into general assistance as quickly as possible. Truly different way totally different you can come and go as you, please while your servicing showers anytime you can 24 7 a day wherever you want to do it not like any other other. Thats an example when a for what they did for the entire mission and they reach out on the other hand, and do what they can to where do we have to get you set up and straight i couldnt imagine were doing this this place is different and a lot better. The Navigation Center is a collaboration of partnerships between several nonprofits in the Department One of those project sponsors is the homeless partnerships from the district 2. Air force weve well have our partners go out and try to bring you guys in dont go anywhere early the next day well send out our team into the population and hang out with them and transport people in the process with them when they get there inaudible myself and all do you have really. Being homeless and bring the belongings you with wherever you go this place here is for storage i dont have to worry about it. Youre here you get things done that need to be done to get people off the street a lot of hopelessness is gone. An accomodation to if youre hurry go eat need a shower go get one. Your hanging out. The Navigation Center was fund for a 3 million unanimous donation as of may 2013 an additional 3,000 arrest warrant was in the program inaudible . When you go there you see people come out theyre ready to go into the future homes and know how valuable the Navigation Center is. My message for the constituents is that, yes something has to be down to address homelessness and it is being done. Theyve set an example for San Francisco to take an area that was funky not looking great what were trying to do is help their neighbors getting sicker and more frail and broken down on the street and theyve welcomed us to come here thats. Powerful state. People are excited people will beginning to see for folks theyre able to find housing. We want to help them theyre in survival mode and inaudible and theyre much more kind of inaudible . To i mean, the first days that i was here he had appointment to go to appointment and everything was made all i had to do was go to them thats different. Settled in a helping hand, get on my feet and take care of issues i had and this is so wonderful. Even though the Navigation Center has been open since may 2015 creating successful outcomes for the clients. A month ago we came and asked me to come into a program so i have been here and three weeks later im in my own place i feel great it is all mine i can lock the door and not worry about my stuff i feel like a human again like part of this. Okay. So thats just a little brief update ive passed out some of our weekly dashboard and one of the great things youve been wlorl with the project so not a report 2 years ago later as stated in the video this was funded with the 3 million gift to the city and it is nice to be able to design and implement a project where youre kind of free from a little bit of the normal constraints through the budget process and others so because it was a success initially we thought phil an important gap in the services in the city the mayor has backed up with further investment and looking for more locations to open similar programs i think you know people get a chance to look at our weekly dashboard you can see that people are there you know we go from 60 to 75 people at any one time and try to work down and go and invite in a whole group of guests to come in and take advantage of services and you know recently just today, we had invited 5 people in from district 3 and district 2 right close to the waterfront area here and previously we have gone and invited in the guests from the Justin Herman plaza area and you know a couple from up around the cable car turn around if you look at the map on the second page some of the earlier activities collected here and as you can see where weve been grabbing or inviting people in and a lot of that it clustered around the Mission District where the Navigation Center is thats natural a lot of people in the Mission District and can vascular and working well with them to rove their homelessness if there was an opportunity to open up something here on the portland it will cluster up like that around the embarcadero and thats an in violation of section i want to you know really make for the port i think we can do some Amazing Things to find a great facility to house that at as you can see further on depending on the path of the client there is different average lengths of stay overall 50 days right now people come into for various reasons and as you can see the tracks of work in and out for each week weve been really proud and tomorrow morning you know the hud secretary will come and invite curious i was present at the National Alliance to end homelessness an industry in d. C. Will be this project and its spurred a lot of interests in other cities i know it comes as a little bit of a shock to san franciscans but you know chronic homelessness is a National Epidemic especially in the california climate the climate is bad la a 12 percent increase and 87 percent in encampments the la county was 44 thousand they did a survey and found that using all their administrative data 10 thousand people a most are fwaul into homelessness a chronic systemic problem in the itself especially in high rent community and in San Francisco it is nice to show we have approaches were not going to surround but really lead with a helping hand and reorganize our resources to make sure that we can resolve peoples homelessness on the street so ive been very excited about the Navigation Center and id like to talk about it but this is not even the limit of what were doing the Mayors Office of homelessness we have a tremendous effort with federal resources to try to reduce homelessness among the veteran population a goal at the end of this year the resources in place to end veteran homelessness which maples veterans that have been homeless a year or more and weve been able to house hundreds of veterans were down to our last hundred and 60 veterans that are eligible for federal support we have vouchers in their hands weve worked with the leader pelosi to raise the reimbursement of those vouchers to assess units on the private market opened a great building on 250 green hundred and thirty units with private baths and veterans have moistened there were proud we have more to go and well be able to get there a family homelessness and experiences a little bit different in our city a long wait list for families to get into settlers were working with a great grant from the School Foundation and able to target homeless families or faemsz at risk in schools together without initiatives were cut the wait list in half for the families seeking Emergency Services through homeless families and saturating them opened up a number of building with transitional age youth but the chronic street homelessness is still i know a pressing issue were seeing everyday and received can you do if our staff and responded to the Homeless Outreach teams to get a sense of what is going on here ive also been spending some mornings walk arenas the plazas and around the support area for the last month and a half to get a sense of how people are experiencing homelessness i know we have work to do and so i think over the next few months well be spending more time with the Homeless Outreach team and bring people into the thats correct center this is you know going to be as closed to a sure thing was we can get for an el nino winter and in the 7 not an el nino in San FranciscoSan Francisco opened up a monster shelter which i dont think anyone was proud of only happy to have people in the shelter but didnt workout that well, if were strategizing about what we do lead into this el nino year well void that in not well be coming you, you guys likely and looking to open a big Emergency Shelter i hope we can think pro Telegraph Hill and straechl to help to reduce homelessness and get people into the safe and secure housing thank you. Thank you very much for that presentation its really exciting to have the Navigation Center and actually seeing people that are using it and that is absolutely wonderful i know that the city has had long time issues with homeless and it seems to be getting worse it is great to have a resource like that if you want to look to the port where would you look to open a shelter. Ill have to rely on our expertise you know the great thing is that you know the Navigation Center was a pop up it has got were going to do build affordable Family Apartments there, there is runway for june at least but at some point well have to break ground so that was an abandoned school site it was hell converted with a a little bit of capital work you know working on a laundry facility a shower and raising up things to be acceptable so you know, i think that we need to free over minds of what a traditional shelter has been a lot of it has to do with with how were treating each other and what were doing with people once weve invited them the Navigation Center weve committed to housing them once that is established you know you start to take away the other rules no Security Guard no curfew and no strict time people dont losses their beds the only really obligation to treat them with respect and the result has been an incredibly reactions it takes a lot of the amth of anxiety down and not this thing youre turning people through every night but really work with people towards the housing so i could see very easily many of the port areas working as a place for a Navigation Center you know we have those bun losses at the current site they can be moved ive seen the ambition sheds and maybe work inside those i think theres many spaces anything to park a car in basically, we, get it to work thank you. You know kind of like hell has come to the waterfront nobody said something nobody wants Something Like that in their neighborhood i get this when the delanceycy street up to Pacific Heights didnt want them we cant have excons and ellen and others remember that so people like jim herman and nancy pelosi and john burton and me we said okay. Well bring them into down to the waterfront and look at the success it is a good thing to do but take it somewhere else they had the political courage to do who was right we had a shooting on the waterfront it was so sad i was down here that day having a meeting with director moore and some of the staff megan was there that day it i remember the waterfront and a lot of time we dont talk about the all the people with the mental problems lawful people with mental problems reagan shut down the Mental Institution so our San FranciscoPolice Department do the best they can and do a great job but it is epidemic and the mayor cant do it alone and people are so step up im sure the people returning for wants whether democrats reasonable person republicans they have to address the issue of homelessness and most cant relate theyre rich anyway and dont live in the neighborhood or not effected by homelessness so i dont think those politicians they can get their head around this is something that effects everybody people are that are Common People like might have ordinary people that have money we cannot turn our back on this initially thirty million tourist sometime its a lot of money floating around but people need help and sometimes, people have to take one to the team and i dont care if i have Something Like that in my neighborhood but deal with the issue it is so political you know it is sad why would Something Like that b be so political i dont get it there is about right or wrong this shouldnt even having to question yourself this is something that people debate i dont understand i appreciate director moore contacting you did i wanted to know more and some of the commissioned e commissions a lot of people didnt see it on our doorstep people get in their cars and go hope yes, maam to the saved i see it everyday i feel this is part of fiber of this community we all have to pitch in with the mayor and businesses and everybody weve got to get solutions we ought to be taking the leads and at the forefront you know were not going to say go into the corner like about super bowl comes were a leader we have the sense and resources and weve got to political encourage 80 counselor to deal with this issue homelessness is not good not a good issue we have to deal with it thank you. Thank you for coming and congratulations we look forward to working with you in your new role very exciting so where to start thats where a lot of people feel when they look at the homeless situations it is not one category that people fall into i think one of the reasons we also wanted to have you back its an opportunity sincerely users this platform that things are beg done not a simple solution i was struck by beven came to us last time with the numbers of homelessness in the city it has remained a stagnant number ive shared that strategic with people it means we are doing something to move people out of homelessness and this incredible expensive city so many working homelessness people dont see them their visible folks on the street that are there for varies impairment be that Mental Health and other families do so People Living in their cars and working cant get housing in the city it lets remind people given the numbers of the thinking fluctuation of homeless and the numbers are increasing it stated means were getting people housdz i want to reiterate you can put it more articulately than i but take advantage to highlight again, all the work youve been doing and the programs clearly are actually making a difference in the people are getting housed so were not seeing the numbers skoekt because of people being sent here a cough i wanted to ask you in terms of specifically with the port replacement we set up the center in the 7 we had lessons pointed out in the Navigation Center people show up with their pets and accommodated and that was something were struck by in the 7 the coordination is animal control to allow people to have a safe place for their tare pets humanity people have a connection with theyre pets and wouldnt come off the streets theyll losses theirs animal xhoomz so a slew of new people into the system and able to assess services and help because we met them on their terms hopefully not have a stormwater like this we need the water but the impact of living on the streets the storms was scarey to make sure we save lives if youre looking to the port as ball park if we dont have all the Solutions Start the discussions sooner rather than later so were prepared and act when the times comes there will, a lot of steps well needing need to go through so i encourage you and your staff to encourage the discussions and if feasible what well need to do or a smaller facilities where it works. Theres a lot of questions you could ask profoundly not jermaine for the port but weve finished fleet week and percentage wise how many of the homeless are veterans i dont know if you got those numbers but just interesting to see if we have you know immigrants living on the street veterans and others we see if there are other programs we can start to help in that way but struck with fleet week and speaking to some of the leaders in the military involved in disaster preparation he had lynch reason with a retired general during the 1989 earthquake necessary brought up a ship and the military the navy actually helped to run a program to get people housed during that time if this is something in discussions but they have beds and births and people that run the mess haul and got compliments on food if were facing a potential disaster if we have the kind of storm everyone is predicting this is the last point and continue to have you come back and doing periodic reports as we do with planning and thank you commissioner adams for starting this process important to let the public know what is happening especially people see a lot of homeless along the waterfront we have the facilities and i think along those people want to help and often dont know how im going to ask you if you will calling the 311 i call if someone is a danger to themselves but the public to know who to contact it in the different situations take advantage of our opportunity to get this information out you know if there is someone walking along the port if there is a Different Number or entity what people can side im going to turn it over to touch on things. Thank you wonderful on your comments i agree that is as commissioner adams you know made clear it is a moral issue and something we can change and we have the tools to change you know so we talked about the numbers and recently this last january we did a point if time study by the government we have a population at one point of 6 thousand 8 hundred Homeless People and 3 thousand 5 hundred are building on the streets so thats tremendous. You you know so our veteran population is although dropped dramatically it is still around 5 hundred and you know so theres still a lot of work to be done there. Recently last week, we did Media Attention the 36g app can be used for homeless assistance call 311 and get the Homeless Outreach team and get other assistance to help to deck but use the app and the go locates and the first police are First Responder they help bring in the Homeless Team or decide to bring in an ambulance 911 is not a wrong number if youre worried about someone being a danger to themselves they cant be in theyre good stage you know extremely agitated dont seem to be responding to stimulus or in traffic i think it is the right number to call a lot of times and its okay to that but sometimes, people you know want to shy away from that and use the app and call 36g i call the Homeless Outreach team with a dispatch number that number 4157344233 it is great they come out and assess and help to direct people to what they do as the case when i came out with them to work with a woman living in the vicinity here and they knew her very well from the ficus emergency. Other types of things she participated it was nice to see them interact with her and have this Background Information i really encourage that. Get that number. So also today, we had at honor of a Ribbon Cutting and Baldwin Hotel it is a fully renovated hotel on 6th street hundred and thirty units were moving people in and especially the Homeless Population the homeless first and really exciting were part of an effort for the mayor to add 5 hundred unions to our portfolio this year 4 thousand units ultimate this is where we need to go and we do almost 200 units and three hundred more by the end of the year i look forward to working with you and returning. The matter before you is an informational contracting activity in the fiscal year 20142015 this is a period covering july 1st, 2014, to june 30th, 2015, there are a number ever ordinances that govern contracting in the city and county of San Francisco today ill focus on 3 the local business ordinance and the local hire ordinance and finally ill discuss the changes made to chapter 6 the Construction Contracting ordinance. As you may know the local business lbe levied the certify lbes have advantageous in the skrauth goals the Contract Monitoring Division certifies the firm and clays classes them as Women Business enterprise or other business xrisz 1300 lbes have a 3 percent dropped and minority have clarified by a ethnicity and the representation of the firms the same as a year ago with 46 asianamerican and 20 percent africanamerican and 20232 percent latino owned businesses we were what did you do 16 now contract 26 million only 8 contracts governed by the lbe and 64 percent of contract were what did you do to lbe firms this is 6. 6 million or 69 percent of dollars annulment awarded going to local certified firms the lbe were expediting on the size and scope the projects awarded dwurg the record were sued and 86 percent of dollars went to lbe the 6 contracts were exempt from the lbe ordinance due to take our small size or waivers 51 percent of exempt went to local businesses. Over 12 million was paid out for contractors during the fiscal year additional 47 percent went to lbe firms on average were studying the sgraukt goals it is 14 percent awhile 18 percent of payments went to lbe sgraushths this is important to note that each the categories are individual contract with their subcontracting goals the open contract and their lbe performances are included in our staff report and the corresponding attachment overall the late numbers are continuing the trend established in the first half the fiscal year and informal lbe participation. By comparison during in fiscal year 20142015 both our lbe ward and percentages were higher than the Previous Year last year the contract went to lbes that was 69 percent your our expenditure sees in 20132014 were greater in last year part to payments made on the cruise ship terminology 60 millions of is 67 millions in the table was related to the cruise ship terminal projects, however, the percentage of lbe payments to lbes were 14 percent higher than the Previous Year. Two contracts were firmly closed both lbe set aside and exceeded the ordinances the greenway was hundred Percent Complete and completed its set goal and 3 additional prongs are very near competition and all of our meeting the lbe goals Construction Projects over one Million Dollars are subject to the citys local hire ordinance since the inception of the ordinances in 201114 projects have been subject to the ordinance and met the citys local hiring process and the local threshold is thirty for better or worse start at 22 percent. Two of the citys chapter 14 lbe ordinance and chapter 6 the Construction Contracting ordinance were amended during the reporting period the new lobe ordinance is effect on july 1st some of the legislation highlights are an inclusion of citywide lbe goal of 40 percent the port exceeded that in the last two reporting periods well be able to do that as long as the soundproofed firms are the same or increase additionally the new ordinance has a San FranciscoFirst Program a program that mandates we solicit bids if local firearms prior to local small firms for the contracts additionally the agreement adopted by the board of supervisors have to have lbe plans those are similar to the plans at the metro peer 27 and pier 38 ill be including update to those plans in future update in august the Zoning Administrator kicked off the pro she and 14 mentors and thirty pro shes their matched with two pro shes with a Steering Committee put together and as mentors meet certain provisions or deliverables and my name is within the work plans they are afforded waivers of certain provisions of the lobe ordinance two port Staff Members serving on the Steering Committee in august the board of supervisors passes the legislation to reform the contracting ordinance of chapter of the majority of provisions apply to Large Department that have construction protocols over 6 million, however, changes that impact this year at the port one significant change the increase in the threshold from 4 hundred to 6 hundred thousand that allows us to issue smaller contractors and micro settled contract a bit faster in conclusion that was a strong year for lbe 64 percent of dollars went to lbe and others to local firms meeting the local requirements and working with the colleagues and other city departments to implement the changes project sponsor pass by the board of supervisors that concludes my presentation. Good afternoon, commissioners executive director mirror and port staff and members of the public my name is stephen real an engineering project manager and today iceland give an earthquake study on the northern seawall this is for information on and a review of the seawall function and history describe the earthquake vulnerability study and highlight work completdz to date and describe the next steps this is a graphically heavy preparation arrived by boat this is a shallow mud flat and piers and wafers and commissioners to control the title of lands in 1863 and comprehends into a mecca of maritime commerce a great seawall as sometimes no one was proposed by thomas j arnolds in 1873 and lefgd in 1887 and constructed beginning in 1878, 4 miles long and located self feet from the shoreline and helped to create largo portions of downtown. So when we look at risk within the next 10 or 20 or 50 years the probability felt structures on the waterfront this type of information is great for us to consider in risk based recommendations. Then the next steps a complete draft of equivalent results is expended at the end of 2015 the pier review also 2015 and the final draft of the recommendations been released in early 2016 and this will inform efforts to help with the resiliency and climatic change plan.
