Any questions for the Commission Open up for Public Comment anyone wish to comment on this agenda item seeing none, and hearing none, brkz bring it back to the Commission Im interested in the overall context i was glad to hear that apparently the interactive display that will be the chief area where folks can understand more about what happened for the landscape and the whole areas of south of market so my main comment it looks like people will know this is an exhibit there i want to when people come in to there is there Something Else that maybe needed i dont want to disrupt this landscape they can learn the history that looks like people can walk bit it i wouldnt anyway that was i think that is really important okay particularly the concept in which a brief comment ill agree as i have learned about youre beautiful city the rebirth of the south of market after the destruction of the 1906 San Francisco earthquake is incredible and the urn room is actually used to reinforce or pull people off of the first street and mannered through the urban room and so its the hope most importantly the interactive display allows for change over time but to expand the discussion how essentially this section of San Francisco reinvented itself in the 15 to 20 years after the earthquake. I think there is an interesting i iron worry talking about a display that is talking about the rebuilder of a part of our city over a 15 to 20year be period has part of display a building that is torn down to build a building were standing in to read the three display will be the building was torn do you think im sorry when you look at that was proposed to be torn down when you look at the corner it fits in as well as the front of 78 you mention why decision were made along the way and obviously this is way down the line it is approved but to me theres that i think guitar this is a massive disappointment to me this looks like a directory i appreciate the material that is in there it looks like they to directory kind of a massing than at the historic display station so i agree with commissioner johnck that i dont know if there is something in the floor braujs or lettering something to say this is not indianamerican most people will walk by it it didnt below market rate draw me in in a particular way so i am mixed about it i mean again, were sort of tubbing content this is a design issue relative to a new building the piece itself is a design issue the consent is about we tell stories the preservation is not the story i think that is what were judging thats my take on it im not so impressed. Commissioners if i may interject this commission as part of a transient center a hard with providing the totality of the interpretative displace you may review you know the way finding measures of the overall design and content if you want to provide use it will be incorporated into that resolution we do need to demonstrate that we have made hit this milestone as part of completion of the project and i assume as the Department Takes our comments seriously the project sponsor will make provisions to the proposal the commission may find it you want to see that again so it is entirely up to you. I appreciate that. Because again, i just if this didnt feel like i mean weve seen more presence to some in a location that i dont know it is hard to be on the spot what would i do to reinforce those things this is a thats a whole design this partnership has gone through i dont know if at any time fellow commissioners agree but to delineate this is a historical maker point as opposed to just this white framed thing on the side tucked into a beautiful landscape something comes forward to tell the public what this is. The idea is to create a urban publicprivate park where people can dwell and have lunch and meet and becomes a designation point and we placed the interactive play displaying in a way to not get direct sunlight and glass to protect the artifacts as well as the sequence for the interactive display hope that answers your question. This is really breaking down the Digital Divide and giving people across the spectrum the opportunity to information and giving them mobility and freedom. Particularly by investing in connectivity in park spaces we are also ensuring the connection to Digital Inclusion opportunities and parks are designed for all neighborhoods. People are on the move. They are no longer chained to their desk tops at home. People can accomplish a lot and we prefer them being here an enjoying the outdoors and nature. Given all the mobile community and mobile information thats available. We thought it was important to make it for our parks acceptable for everyone and give everyone the opportunity to live and to work and be at the parks at the same time. Our full mission in life is to give them access to the internet, give them access to information. In San Francisco you dont have to be bottled up in an office. You can be around and enjoy your work anywhere. Its great for the local community here and it means a lot to me. So, really, i want to make sure that especially moving through this fiscal year that as we are launching cca, executive officer position can continue. Thats supercritical. I also feel that since we spent a great deal of our time on cca, clean power sf, there were in transition right now to look at new projects, that sflafco can pick up longterm, one that we talked about for a number of years have been the municipal fiber program, which is been off and on the topic of discussion, but not a real longterm topic. I want to make sure that we put something before us very very shortly that could address some of the longterm work that sflafco could you. I believe this other projects that we can pick up as well as an agency and i want to see if those can be explored. So, im willing to entertain other ideas that commissioners might have before inserting other ideas and projects that could be for sflafco seconds i support the position for two more years that will be through the fiscalto the end of the fiscal year 2018. Commissioner crews i think that it was a few minutes ago we talked about future agenda items and how we could use our executive director without impacting the work on cca but also making sure there something in the pipeline. I think that possibly at the next meeting i like to bring some ideas forward for other projects. I just want to give myself some to think about it and maybe look at work that other sflafco that are similar to us have done. And you sort of thinking about how we can best utilize the agency. I certainly support expanding mr. Breeds context. Im sorry. Its the position not a contact. And then making sure that we have projects and Budget Approved through that time if thats appropriate. Great. I am wondering if theres a little bit of what you might be able to do before this resolution comes before the board of supervisors. That could be may be sharing just maybe through email with us that would be helpful. Because i think we are going to be a lot of questions will be asked about future work that sflafco could do. I think the municipal fiber one that the board will be readily ready to discuss but other things we could throw in the mix as potential work for sflafco in the future but other ideas that come up, i heard, would be preparing the city with longterm plans for Sea Level Rise and some of the infrastructure will have to develop around that. I think that could be a great project. I think other jurisdictions might be looking at similar type of issues and might want to explore what they find perhaps in california. What i was thinking was calbut he recently and perhaps there was some workshops that were relevant to our sflafco but other sflafco in california werehow they are staff hours and projects and everything are directed to my maybe that would give us some insight into ways we can expand. The things i want point out since were meeting today of the leaders chairs provocative not them have our meeting on june 24 did so when next meeting will not be until july 22. I want make sure folks were aware that we dont have a cca update on this agenda because we want to [inaudible] i wanted to a couple quick update on stuff going on. Theres a bill called ab 1530, which doesnt directly impact cca itself but it does the with Electricity Generation and passthroughs that occurred. It would impact both pg any andcustomers equally. But it does have some issues with it of how setting sometimes they dont like that potentially impact related cca matters. We are monitoring that im and theres also a second oh, and four, ab11 which would basically limited the cpuc independence from state legislature. Right now, theres a firewall put in place and still learning about this just came out. Last couple days for me so im still learning to try to get my head around it but from what i understand would basically say the cpuc would it potentially stokes this but the state legislature could change our functions and how it works and actually be more treated more like a department that an independent agency. So, there could be some good. But also be very bad that occurs with that. I know theres some advocacy groups out there that are advocating against it. The constitutional amendment it is already past two thirds by the assembly. It still needs a two thirds vote in the state senate and then would go to the November Ballot and when he two thirds of the general public support as well. If not can happen immediately but something that might be worthwhile to Pay Attention to potentially and come out opposed to if we so desire. Ashley came on my later after after we did this i judge it out what the judges determine if theres any action we need to take before the next meeting as far as sending opposed letters to the state senate or anything like that to try and stop it it makes sense for us to use out what are the initiatives to do this come from . Good afternoon, commissioners that eric brooks, today on speak on behalf of both energy folks like california for Energy Choice and public next along around public broadband and Internet Access because it was the to the bill that your staff just raised. Its actually technical corrections aca11 because its for ballot measure. Basically, with this bill came from is that it sponsor a summary member mike gateau, had attempted to put through a measure and failed that wouldve allowed at t to completely dump it where mine service which would have been very bad for a lot of low income people that need their phones. He had previous legislation that actually have divided the cpuc into up into five entities. This legislation will create a ballot measure that we completely openended and will allow the legislature, if it wishes, to completely get rid of the California Public utilities commission. Absolutely. Create new agencies to put their responsible is another existing agencies. It would get caught lunch to the legislature to do whatever it wants. In light of the fact that the legislature is heavily influenced by fossil fuel interests and communications interest, for example, in the sp350, oil limits were completely gutted from the appeal because of money pressure from oil companies, so, were facing a situation where this gets to the ballot and it passes, we will have to engage in a gargantuan effort to make sure we dont end up going out of the fine hand which is the cpuc witches admittedly be terrible and into the fire of the legislature hacking us to bits. So, i really encourage you to staff follow this carefully. Quickly, it wont be too late by next months meeting to deal with this, but you may want to consider special meeting if it looks like this is moving forward me to weigh in on it. Thanks. I decided i should also mention like i said, this impacts not just clean energy and committee choice. This impacts the public bobbin system. The legislature several years ago also got rid of the ability of local municipalities like ourselves, to form our own Franchise Agreements and the hardline on our Franchise Agreement with Communications Providers like comcast. Now those are state franchises. So on communications as well, we will be throwing control of these utilities these two communication utilities to the legislature and that to me is a scary prospect at this potential major benefits on both energy and efficient but also as potential disastrous consequences. So we have all kinds of fun activists in addition to placing on the playground and trying out the new equipment with our Rock Climbing Wall how many people have climbed a rock wall your veterans of play and baseball the warriors came out last year and refaced the Basketball Court who loves of warriors and touch football and all kinds of things for kid to do and may were talk a little bit and introduce a very, very special people so today, the reason we gather is because were celebrating parks do Important Role that parks play in our neighborhood; right . Everybody loves parks it is where we play where we get away from sort of the noise and the traffic and all the crowds and we get to come out and play and we are so lucky in San Francisco because we have absolutely one the best parks system in the country our entire city 99 percent of us live within just a 10 minute walk of a park you how many people live within 10 minutes of a park we are lucky the best access to parks than any city in the country and so here particularly in the bayview were working super hard to give the neighborhood the best parks in addition to this park were working on a hilltop park in the india baseline and because of the mayors leadership were investing 10 million in parks right here in our neighborhood lets give the mayor a big hand for that clapping. so we want to make sure that our parks are for everyone that everybody gets to play whether youre a over and over slightly turn around or really young or less young our parks are for everyone if you look at around this state in addition to the play equipment for kids of all ages if it you look at over there youll see Fitness Equipment for multi dulls and seniors, in fact, one of the things that are purpose important that you are seniors our parents and grandparents and united and uncle are enjoying the park, in fact, a recent study your seniors are not spending will enough time in parks and get getting enough experience we young kids like to run around and play a lot we want to make sure our parents and grandparents and unit and uncle are getting experience weve done that the best Outdoor Equipment anywhere in the cry like famous stuff the best stuff the best excitement around the world we want all of our groups to get experience and enjoy themselves in our parks all right. Did the vote yeah, you voted all the people that 0 voted for parks bonds have helped us build the new parks i really want to thank the San Francisco voters of star of our show show you our mayor, i like to call the park champion and chief ive not met a mayor that loves sports and loves to be outside more than that mayor, mayor ed lee lets give him a big round of applause. clapping. thank you how about an applause more food and beverages the head of our rec and Park Department and making sure all of our parks in the city have just as new refreshed clean and safe just like this one are you ready to play. Yeah. Are you ready to support of warriors. Yeah. Are you ready to cut the ribbon all right. All right well, why would your mayor come all the all the way down from city hall to your new park why dodo you think i came to celebrate it absolutely and im the happiest person to get out of city hall on a friday to come down with the kids i love and the parents and all the neighborhood here who are enjoying theyre beautiful park yes and you know what i even like the contractor because you know what sometimes contractor say they build something and go away i think contractors should stay to celebrate are proud of their work they want to see the Smiling Faces of people that use the very facts and circumstances they krublth i think thats why youre here i enjoy seeing them our offers to keep it safe our park rangers and rec and park the public works is here they helped manage and build this whole park so it is going to last a long time you know what is really helpful to know when i grew up i did not have a park within 10 minutes in San Francisco 98 percent of everybody who lives here has a park within 10 minutes i assure you in this i had a park within 10 minutes id be taller playing for the warriors do you believe that yeah. Thank you thank you because when kids have parks within 10 minutes of where they grew up youll grew up healthier and happier and more friends and people to play would apply it is important; right . And friends are important; right . And school is important respect and getting out of school is important; right . Yeah. laughter im here and excited i want everyone to go back and tell your mom and dad vote so far prop b on junes ballot that preserves more money for facts and circumstances just like this one and maintains parks and make sure we keep the promise that is parks are family and children and we need those parks all over the city weve got them only Golden Gate Park and clipper card and bodecker and wonderful parks weve put in a lot of good money so the kids can grow up we have fun and be healthy and exercise are you ready for a great weekend okay. Hello, everyone im happy to be here on behalf of david chu he lives in the bayview he knows how important to have access to open space and he wants to bring his babe to the park to play with other kids im happy you get to be here enjoying this i love this so im super excited to bring my nephews and noise and like phil said we need to vote yes on abag u prop b to make sure we have access throughout the city to our parks thank you guys. clapping. another special go acknowledgement i see lynn in a that helps us with the amazing programs thank you lena our next speaker hes amazing what it is he keeps our city clean and works nonstop but really a park at heart please join me in welcoming our park works director Mohammed Nuru. clapping. all right. So i know assemblyman chiu lives in the district and many people live in the district but this is my Neighborhood Park i live within 10 minutes of this park so when this park was being designed i was part of progress and marvin the rec and Park Department and the Public Works Department they are the men that worked on the design we have a beautiful park how about a big hand for this park. clapping. i also want to thank the rec and Park Department for the partnership we have with them all over the city with the leadership of our mayor were raising money were pga bonds the public works is helping all over we have one of the best parks in the industry or the politically so how about a big hand for the mayor to make sure that we have noise places when i say parks i dont only mean baseball fields and soccer field and things for recreation if any staff at the rec and park thank you to folks William Barkley and others and, of course, our contractor al for delivering this great project lets have fun and keep our parks clean thank you thank you moe give our public works another applause at the end of the day parks are not for the public works or the rec and park theyre for people next up is a woman who is so involved in the 4124 and involved in park citywide she helps us and champions and works tirelessly as a volunteer for everybody in this neighborhood so they can love their parks lets welcome mia rogers. clapping. hi, everybody i know youre like burning up ill be brief this park is an example of collaboration that we have to have in order to be effective in this park; right . And we have to focus on equity and accessibility but also, we have to focus on the collaboration piece of it where i feel like Hunters Point family and food and beverages and Richmond Watkins and his crews and oh, my gosh numerous organizations have helped us auto r anti that parklet i think this is it thats it everybody enjoy.
