Thank you item 4 discussion discussion on civilly grand jury report fire safety inspections in San Francisco a tail of two Departments Department of department of building inspection and San Francisco Fire Department. Is there anyone that would like to comment on the grand jury report Public Comment is closed. And my fellow commissioners, i want to point out that our response to the grand jury report is due on september 16th to the board of supervisors all right. So i also hope that everyone received the shobltd or shortened version of findings and recommendation that will be easy for us to refer to them who wants to kickoff the discussion commissioner Vice President cleaveland. I read the report and i believe we have some serious work in the Fire Department to address the issues of inspection i think that some of the legislation that was approved recently will move us in the right direction i have a number of questions not sure if well have a presentation from chief or from someone in the department you know the chief of operations or perhaps our fire marshall i have a slew of questions about the report quite frankly it is disturbing and so we will a lot work to do and recommendations that we need to follow through an i had a series of questions id like to ask the fink i guess ill ask of the chief and then ask it of other parties within the department the Fire Safety Task force was formed and had some final recommendations and id like to know the top 3 recommendations from that task force to the department. Good evening commissioner Vice President cleaveland. Before i ask the fire marshall to respond to the questions in discussions with commissioner president covington you will have at the next Fire Commission meeting on september 14th a presentation item on the agendas which we will provide prior to when we submit the deadline to submit the detailed response to the recommendation i have currently reviewed pretty good working draft with a number of items are in play we have work to do like you that commented with the tools with the inspector and h four inspector will go a long way in addressing the concerns i assure you, we will give a thorough presentation on september 14th id like to ask the fire marshall to talk a little bit about the task force if he can respond to the questions recognizing that he is going to be more prepared on september 14th about a running knowledge and participated in the task force. Fire marshall can you wait just one moment please i want to emphasize so we can talk amongst ourselves as a commission we find very important so that we are not forced up against a deadline that is hard for us to meet the september 16th deadline since our next meeting is not until the 14. At the 14 september meeting well have a full overview from the department so i just wanted to make that. My issue so much in the report that needs to be addressed and needs to be discussed and analyzed there is so much in this report we need to attend to it deals with the residential inspection practices of the department and want to make sure we are on a track to correct any of the problems in residential Building Inspections in our city so im not im not saying that we shouldnt i mean if we are under a deadline here then we need to talk about it tonight and talk about it quite frankly thoroughly i have a lot of questions i dont know who im supposed to ask youre not going to know what the answer is none of us on the commission will know the answers to the questions. I wasnt saying we would know the answers but saying this is the only forum in which we can speak. Ill certainly ask you a question. Thank you for waiting. Good evening chief fire marshall commissioner Vice President cleaveland happy to answer any and all questions i appreciated that. Anticipating a report on the fire safety a number of items came out of that legislation from supervisor wiener and supervisor tang and supervisor campos that was addressing the main concerns from that group has to do with with our inspections our fire complaint, tracking the inspections and writing novembers what is that process is it transparent access to that information by the residents here in the city things like that that would be thats the thing that most caught my attention and taken strides to address this at this point. Release that i dont put you under the gun i really do we have a lot of things to work on as a department a lot of the things need to be done between us and dbi the department of building inspection obviously well need additional funds to do a more expensive job of inspecting the residential buildings in the city i think that well get that funding but certainly have to should good faith were ready to do it. Ill say this commissioner Vice President cleaveland i did not have the opportunity to give that input if i had i would have been able to tell the grand jury a framework were working on and the end process ill say most if not all 90 percent of the recommendations as addressed towards the fashz office is underway and if not underway where a structure is laid out well plug in resources and upcoming. Im delighted to hear that. I dont know how much detail but the framework is in place. I have a number of questions i hope it appropriate madam chair to ask those questions. Thats why were here. Okay what what is status even if r two groups staffed what is the status of that. If you clarify there are two groups. Right. Our engine and Truck Companies that dont inspectors and the bureau that followups on complaint from the inspections so to clarify im not sure youre talking about the r two group. One of the things that is confusing the way we define the residential inspections different from the department of building inspection you know there rh2 are 3 or less and 90 units and less than 75 feet so, i mean were not talking about highrise were talking about low rise residential buildings and i know that the Building Inspection Commission and Fire Commission are supposed to get together e tote it is recommended to get together and two commissions and look at the inspection process, if you will, of Residential Properties in the city and i think we should do that its a good recommendation but but there is things youre doing now that are more immediate and working on the backlog and making sure that people that our captains and our command staff, if you will, in the firehouses and fire stations across the city are trained better on code inspections issues part of this report. Understood so we inspect the city inspects all arcades as far as the highrise inspections that is nor commercial space or residential space but a highrise team inspects those rh2 under the highrise. Those not highrise down to 9 units are engine and Truck Companies our field inspection unit inspect we have a list right now it is roughly 4 three hundred i believe in that range blow 9 unit 3 to 8 thats the Building Department we get into the units if this is a fire complaint someone calls the department theyre not on our annual list to inspect as far as training we are in the process and have an existing rh1, rh2 training manual already we have in the process of updating that i have the draft on any desk as we speak were currently videotaping some training inspections well inspect that building rh1 and rh2 fully loaded all the bells and whistles and rh2 not common to todays standards walk through a field process and document start out with the manual our check sheet the actual inspection and wrapping up. Thats some of the issues you know that you need a standardized form, if you will, to do the inspections and needed to distribute those for rh2s more uniformly across the city because denser areas of the city have more things to inspect so the people those station houses have more work to do than other parts of the city so somehow kind of distribute it equally across the board and prioritize these inspections based on the latest of the last those are the things youre in the process of doing; correct . As far as low balancing. Low balancing. The deputy chief can you speak to that. Commissioner, i agree a lot of things to be answered next time with all the recommendations were addressing them and basically trying to get an overarching response with a timeline for recommendations but i got up here to directly answer what youre saying about spreading them out we cant move the buildings some neighbors will have more rh2s than others not going to send engines or trucks in those areas in the response times to the citizens for emergencies i agree with the report in this regard followup on the rh2s that are being done and set up more appointment with the owners to make sure it gets done i feel the compliance rate is very good 94 percent. 94. Thats pretty good without enhancements to the program so i just. When you inspected those and found dishes the correction rate was 94 percent. 94 percent were done. How about in the weakness one of the things theyre talking about inspections are not conducted on weekend more people instead of going to those rh2s those apartment buildings you cant get in people are working monday through friday whats the appetite, if you will, for doing code inspections on the weekend. We had a meeting regarding that we were at the 798 he made that suggestion we suggested that weekends as well as maybe the rescue squads to do the rh2s and an third recommendation. Yes. I believe we were contemplating the weekends he came up withs rescue squad and some companies do a reinspection; correct . Id like to do them every 24 months but the weekends; correct more of an opportunity to find people home and one of the concerns we do more than that extensive drilling on the weekend more special hand coverage and still respond to emergency calls so one side inspections on top of all that. Let me ultimately well need nor people in the department to do what we have to do in order to have the kind of Inspection Program that i think we as a city need were going to have more personnel; right . Take a more active role good idea. When you make those inspections your building awareness of the property and the firefighters that are inspecting overseeing buildings need to not only look at it from an awareness stand point to protect that building if it were on fire but also be on the look out for Code Violations so two sets of criteria in their minds when theyre going through an apartment building. Agreed and in response i know what comment youre addressing the Engine Company the roles twofold respect to the building and at the same time it serves an, an orientation not one or the other both are important. Right. That education includes the Company Captains approximately if the report the captains are unfamiliar didnt know what had the bureau prospective of violations are corrected we have work to do across the board. If i could jump in commissioner Vice President cleaveland without further ado, with all due respect we dont agree with all the findings i personally take offense to an allegation that captains are not familiar with the foundational fire code certainly the fire preservation more expertise not in fire preservation every Company Officer has that expertise and if it requires liaisoning their findings we dont agree with their findings we agree with many of them. I totally understand. But just thats a little bit of its a misnomer about the personnel isnt department their very well trained and like i said this report is a is a serious report and a lot of things we can address in them and obviously any City Department that gets reviewed by the grand jury there are findings the theyll have finding that you need work and do some work on certain packs of that department and the services you provide our department is a super seriously Important Department in the city were protecting people and lives and property so we need to look at those recommendations and address each and every single one of them i look forward to the department formal response so we can discuss it and make sure that the things we put into place to address those problems that we have will be put into place and will be successful. Thats it thank you very much. If i may add one thing two Different Levels of knowledge required one for maintenance with the fire alarm youre basically experienced as far as the underground, etc. Two Different Things the Company Crews dont need that level of expertise that the bureau has. Great well separate that out so the inspection from our division will focus really more specifically on construction new construction, and we can terrain the firefighters and stations to do existing buildings theyre not going to be doing new construction inspections thats your work for sure so again ill have a lot more questions but table it until a formal response thank you very much. Thank you very much madam chair thank you very much commissioner Vice President cleaveland when this item came up for agendized matter this evening i asked preliminary for some perimeters how we were going to handle this because i think the document itself is about one and 29 or thirty pages and in terms of having a discussion required all of us to read digest is it is complex and commissioners and colleagues as the task of the grand jury their process and finding is exactly what they feel their responsibility so i take it from that particular perspective and that lens i also know that a lot of this finding have limited real participation and answers in terms of departmental level i take it again from an objective point of view they feel finding in direct sense of belonging nature my grand jury year after year the department will answer grand jurys report scheduled for september the 14 chief . Correct. And that our submission date is the 16 so commissioner Vice President cleaveland and commissioners, i have confidence our department will adding each and every single one of those issues i appreciate you commissioner Vice President cleaveland for holding the oversight as your prerogative to put out those questions that concern i looting who is going to summarize this we have a different perspective and i encouraged the department and the vice mayor to have any kind of a dialogue of information between now and that report so the department can be alarmed with all the questions the Vice President has they can be addressed and answered in the report as well i take it as a perspective grand jury and i had to take one session out that was to heavy and thick a categorical of dbi being the Fire Department personnel i went to the Fire Department section and went through that has i read through that the biggest pages i looked at was the recommendation pages page 49 and 57 and 62 and 64 and quite frankly chief concerns of all those issues none of the issues in terms of the concerns are news to me as a commissioner i granted been in the seat for 20 years but comes down to the requirement that are our Building Permit and process in the amount of residents out there, there is quite a bit of those numbers so i always concern myself number one enough personnel with the funding to be able to do this particular inspection on that particular level so i think that with the reason in the mission with references to the mission quite a bit in the report and the prerogative of the grand jury to do that but always looking at the city and county of San Francisco in terms of giving us a perspective what we see out there i think is current so in terms of our finding correct me if i am wrong chief but i think a lot of the finding are areas were aware if im not making skews i ask the questions how to deal with that work assignment with a limited amount of personnel we have having said that, i know recently, we approved legislation in the mission to be able to further do inspections so for me it is layer after layer as well as i believe strongly we have the internal mechanism in the department to have the unit and trucks go out there with the discussion on the weekends or whatever to take care of this business and criticisms and concerns so again commissioners, i take it as a perspective i need to hear this and see it some of it might be painful maybe because we have difficulty trying to accomplish those tasks correct me if i am wrong chief but those are not tasks were not aware of we dont want to accomplish. Agreed. And we are addressing this we created a separate the first time a fire complaint section to respond to those complaints or to issues found by the companies Truck Companies during the inspections the first pathway or first phase of the inspection fire thats fixed we have trucks on duty inform go out to the inspection but weve not had before is a consolidated effort in response to issue fire violations or complaints that were found during the inspections weve done and increased the staff 5 lieutenant and inspectors that and a captain that will address one section of the field and truck and Engine Company as far as addressing all rh2s annually as deputy chief mentioned 94 percent of 6 percent that 6 percent is divided into open and pending pending means we never made an effort not out there at all open to mean we made an attempt or oust and pulled away i dont have to those numbers but on the on the same page that 6 percent is both the categories i think were doing a pretty good job to the rh2s 9 and more there is room to improve we agree and more efficient in the inspections. Thats the goal us to be able to fulfill those kind of requirements knowing full well, were growing and still growing and i dont want to things to roll away with the fire preservation and suppression all the things we need within the department i know that the public looks at the Fire Department they can answer those questions realistically budget wise we only got the fire inspectors or less; is that correct chief. Thats correct. Budget cycles. Were in the attempt currently trying to fill them all at this point, a lieutenant guess so two inspectors and waiting for four more inspectors were only starting up. Two more comments im not trying to protect anyone in the department we have jobs to do and try to do that when i went down to the departments personnel and went downstairs and recently after we passed the legislation knowing consciously another task we have to put on the personnel and basically was the withhold it is heavy and determined commissioner we dont mind doing the work but slammed at this time meaning the amount of pressure and workload were not making excuses i can live with recommendations on improvements but it is hard for me item on transparent transparency i dont feel this department should you know be negative or withdrawal or withhold information i dont know what the terms of this is but make sure that were accommodating the issues chief. Weve always been transparent it is just our model is a little bit different the Building Department has a means to go onsite on the website and assess their inspection records in the past you have to come down to our headquarters and sit down in front of a computer gene with all access to the information were talking about transparency easy of access and putting the Information Online for people to access weve always been transparent and had that option were trying to get it online so from our home youll pull of records whatever you need. Chief again, i want to acknowledge the grand jury and the support again the title a tail of two Departments Department of building inspection and San Francisco Fire Department thats the title of the grand jury point of information who o two different departments but working closely together. We have two different Business Models there be dedicated to do the inspectors they have their inspectors are assigned to certain areas and have the ability to make the phone calls our Engine Companies called off to medical emergency or fire etc. We cant dont have the lecturer of making the appointment as the Building Department dont it you want to go to that model i suggest we do it serves an Important Role for orientation as well but if he wanted to go to the model well have to significantly increase our staff we want to make sure we are working drop off with everyone. Thank you, madam chair i support just everything that commissioner dodge said we know some of the problems that exist we also know why they exist they dont exist continuously i think that your comments in saying you address 90 or 95 percent of those already prior to this report being distributed grand jury has a job to do and did it under limited knowledge as civilians of the department of building inspection and the Police Department theyre doing the best they can but i would prefer for about i ask questions of you or chief or any staff to see the draft document that chief puts together with you and the rest of her staff if we require a special meeting prior to september 14th or with the chief and commissioner president covington think that appropriate and thats something we might have to do well be able to get everything done with the after the september 14th i dont know but i fully confident that staff coming back to ask questions on an individual item right now is just a waste of time at this meeting appreciate your comments and maybe if it reenforces what i feel and chief will make sure that any of the areas that have to be corrected which are probably most financial problems we all know that she will at least address that and if we can the department feels it can get the economics to do what were required to do you know we will do it im not going to comment negatively on anything that i mean that the grand jury stayed with the chiefs and youre not to criticize butism understand the reality in a short minutes or hours they might have had in viewing the department. Yes. Commissioner im confident with the plan we have and the structure that and framework weve developed well be successful in addressing the concerns in the report. I think that like commissioner Vice President cleaveland is saying that the seriousness of buildings under 75 feet is, i guess instigated this inspection request and it is good theyve done it appreciate the fact they did it and any interest to stop further fires that would be great thank you, chief. Thank you commissioner hardeman and chief of the department chief joanne hayeswhite. Thank you commissioner president covington and thank you to our fire marshall we take all our comments very seriously and i think one of the things because i reviewed like that like i said a draft and came up with a motivation e matrix we have the draft matrix of all the responses and i will say we can provide it no matter in the end of next week september 2nd if not easily it is a good working draft i want to echo with the fire marshall said we believe a missed opportunity so weve had to commissioner nakajo point a number of grand jurys reports were glad it is voluntary work i reached out to the floor person one thing that occurred that has never occurred it all the grand jury reports since being the achieve a glaring missed opportunity the fracture has the most expertise was not interviewed nor ii was part of exit interview and clearly acknowledged they hoped to do but a one year assignment and ran out of time unfortunately, i think a lot of good discussion would have been had some with me but the majority with the fire marshall thats something we address in the narrative i appreciate the support youll be pleased with the level of detail in our responses and like i said some we agree with a lot of what we agree with there are some we will because of either lack of not having and having that timeline them not be able to devolve in deep enough but provide to comprehensive response. Thank you, madam chair and thank you, chief for that i do look forward to that response so well be as a Commission Better able to serve discuss it, if you will, i know one of the things we need to do as a commission is to ask the department of Building Inspection Commission to develop a task force we have to make a formal motion on that madam chair tonight so. Commissioner nakajo did you have another thing well, thank you everyone for your feedback i also want to enlightenment the civil grand jury for all volunteers to put together this comprehensive overview and when people are looking at our department they dont have to know everybody everything about it we dont love everything about it a lot of the recommendations where valuable recommendations to the extent we can get this work done we can we will get it done with the resources that we have but i want to make sure that the response from the department including the fracture and the chief of the department that the response includes some sort of budget and some sort of projection of what will take to handle all of the issues and make sure that we have met the standards our very own excellent standards, you know, transparency or working with the dbi, and i think also that the narrative should include any omissions that command staff thinks need to be addressed because their painting a picture and we have to paint a picture this is just the beginning of our discussion were getting up against the timeframe for response and as commissioner Vice President cleaveland mentioned thats the one recommendation is the Building Inspection Commission and francesca should have a task force to study the inspection of Code Enforcement and make recommendations on how to coordinate their efforts my question to you fire marshall is the Fire Safety Task force would that be done within the existing Fire Safety Task force or do we need an Additional Task force. Well the original task force is the puc and the Water Department and the Health Department and other departments we want a dbi fire a separate task force an Additional Task force. Have you had any informal discussions with people at dbi regarding the grand jury report. Just briefly nothing i can respond to at this point but i like to say about the building and fire i, i know we want to join efforts but the Building Department and Housing Department dont enforce the fire codes two departments Building Code and housing code and fire code some overlap we Work Together but a majority were there isnt. On inspections. Not a perfect fit we dont want to duplicate our work i understand that but there separate distinct departments we need to take into consideration. Target task force would be i think would be a very, very good idea just to look at the inspections and address overlap as well as coordination so i will find out how we can best do there is another process or another step for us as commissioners in order to be able to form a task force if it requires you know me going to the dbi meeting or meeting or if this is something the chief of the department can stash i dont think that any of the commissioners will be opposed to such an idea well have 100 percent support for the task force so we would need some information from you regarding how this task force might best operate. I can definitely work something put something together. Okay. Thank you a sketch or flow chart would be good to have that for our future discussions on september 14th is there anything else that people would like on the 14 . Anything in particular. Im sorry. No. Were talking about the task force that particular recommendation. I think madam chair you said earlier any recommendations that will incur expenses or require more funding to make sure thats averaged out we think we need in order to add the additional personnel whether inspectors and have it dollar ideas to fully compliment the department on the job we need to do. We have 6 new Staff Members a lieutenant and four inspectors that personnel is not going to be able to handle the increased load we need to think that. Agreed and it is worth noting we were so far ahead i requested this four additional inspectors and the lieutenant before the grand jury started with their study of the department reaching researching we tried to get ahead of it and were ahead of if and underway. Thats important to include in a narrative as well okay fire marshall de cossio appreciate it. Next item. Item 5, 6, 7 Mutual Aid Strike Team update on the departments current obligations for mutual aid in strike team deployme deployment. Good evening commissioner president covington. Yes, maam so ill do the presentation on maturity aid and good evening i want to point out in the two packets two 2001 a74 that is the mutual getting into the weeds this might say more as the striking process also an update on where we have unit in just a minute with the slide show. Quickly our strike Team Personnel got replaced on tuesday the strike team i was up there with a chief they were up in 10 days 3 fires end up at the kidney forest fire east of barks field and chief franklin assaulted at that fire is 35 square miles and 10 percent contained they went up there yesterday in a shuttle bus our state went out leading them what ryan the Company Officer and joined the strike team with san mateo one e line secondary and one other engine i believe the commander or commander with the strike team was san mateo that fire as 47 acres or 62 skwieldz and thirty percent contained so mutual aid presentation mutual is the master mutual was established in 1950 signed by earl warning and revised on 1990 i believe that reagan was the governor then. Next slide fire scope i dont know if noticed it their acronyms so fires scope in 1970 a series of wildfires burned over 70 acres and killed 16 people and the analysis of response and need for a Management System from the federal and state jurisdiction to address those oes Forest Service and so the Southern California Fire Departments were joint partners in the fire scope that stands for like it says fire source of california to organize Emergency Services. From fire scope it was developed the instant command system all Fire Departments in the nation use now it is used in all types of incidents planned and not planned and the instant Management System like the National System that is used California Master mutual aid auto california subpoena duces tecum and fire divisions have signed this San Francisco like any other political subdivision is a significant for to the master. Who coordinates the plan the office of Emergency Services the organization state level and regional and operational the counties and local and the cities california is divide to 6 mutual aids San Francisco is in mutual two. Who can request a mutual aid the corridor in our instance in our case rooeblg two a state cooperated. Give you a little bit of background on the sifktsz needed the instant command system their desired goal the certification and qualification for the ic s the result of accountability under the hills fire of 1991 and others disasters 1973 california wildlife foyers. The c icc s the experience requirement for all firefighters with wild slash interface the strikes team leader is made up of two and 5 engines and one strike leader currently, we have 3 qualified leaders and fourth will be coming up champion that has gone to many of the last couple of fires that time to quality and he had a lot of experience and im proud of him. Part of our training and more extensive training in the general order i furnished you but part of the 3 classes on the strike teams by the introduction of advanced firefighter training and behavior. Were just picture the structure of the command system with the paying attention of the section part the commander and the commander has another zoning Safety Officer report to the commander and the planning chief and other chiefs all report to the Incident Commander it is designed to provide common and more fiscal procedures and lets Work Together in the crisis situations. As i said in the receive slide Pay Attention to the 4, two to the incidents we report to a branch chief generally, the branches report to the operation section in the strikes team the strike team and turn off all electronic devices. Are responsible for tactical myths and therefore fall into the operation section this the strike team with an assistant and the 5 engines our mutual protocol gets the dispatch and fox 9 the first 5 engines are sent and generally well try to find someone that is trained and the immediate need is right now it comes from the number of engines in the city we have predesignated and planning is different planning district and the strike team are notified and get together and engine 3 did on duty corridor are coordinator. S those are some of the predesignated engines and the battalion chief. This is our state rig that is owned by the state that rig is different in that it can go out to 15 days generally, the strike team 10 days and additional time needs approval from the chief one staff with 3 firefighters one firefighter out of the four and they go out open others strike teams check in procedures the briefing is held prior to leaving no information travel route and travel frequency and order of rigs to appoint the assistant leader and the context the equipment and check on the apparatus some of the strike Team Dynamics another acronym in there unity of command and know your limits and supposed to look out and made aware and escape route thats vital the last slide ill give you an idea of what they face as the fires in 2016 less than 12 hours one and 75 buildings were destroyed just to finish it off then ill entertain any questions you may have. Id like to say we have many strike teams and we are a rig over the years many more time lastly because of the Drought Conditions in california obviously we sent out what we are required to send well send out whatever we can we have personnel one and 58 personnel trained but we need more fleet we would like to have the state to give us more rigs we can right now required to send one strike team maybe wed like the ability to do two strike teams but dont have the ability at this time that concludes my report. And to get priority in these flights that we have to control, you know, a better way of doing our business and our Fire Department you know in economics you know have to put the hope you know knowledge to what is the prodigy to the music this is one of the gains for the Fire Department to, you know open and not to get off on something that has been you know available and to proceed you know better ways where Fire Department. If the chief is not available i can do that but definitely make sure i contact the chief not slow down the process if it is happening i peep e anticipate that the chief will say no. Nobody outside of our department that will have that power. No, that ive read anywhere and the governor. As far as the mutual aid agreement. Thats what i was getting to the called mutual aid agreement that triumphs singularly our local proposition dont it not. That all firehouses have to be fully staffed and equipment im. The immediate needs this empty firehouses ill have to look at the law to answer that versus the mutual aid agreement but the fox agreement is right now we have to go. Right. We have 3 qualified strike teams currently; correct . 3 Strike Team Leaders. How many strike team 6 or 5. We have one plus i dont know the firefighter paramedics our chiefs go out as strike team we have assistance chief officers total maybe 8 to 10 some in the process of becoming Strike Team Leaders and were trying to capitalized our Strike Team Leaders ready to go. We are trying to expand we cant force them. Are are there incentives to that. Well, i think that is a new experience i think that is challenging obviously youre helping people from other communities as well. I mean it is challenging and takes special training i wonder if there are incentives beyond youre helping people. The experience that is the biggest incentive ill say. Do our strike teams assist in any types of brings like floods or earthquakes. The mutual aid agreement was written for any disaster not necessarily fire. It does apply for other natural disasters thats good to know. So the Strike Team Leaders are they trained in for instance, earthquake and how, you know, if we have an earthquake in Southern California and want to send personnel down the hill are they trained to deal with an emergency other than a fire awesome of such a earthquake do they get specialized train beyond firefighters. This leads me into the chiefs general order back in august of 2014 and also we were handed out one from the chief in 2001 interesting to see how 2 changed but so i was curious when they blew out they went to another fire is there i see dates are like 8 and times like 8 and 15 daas days is there a maximum a crew can stay out or bumped by another crew. The last crew we rotated the personnel there for 10 days maybe devil of 12 days maybe the want them for two more days theyll ask us ill ask the chief and anticipate her approval but the thing to the members that are on those rigs their obligated to be there for 10 days to me they should ask the members to stay another two days and normally they would the state rig they own is obligated for 15 days if needed im sure they can stay longer. Why are we short on state rigs. I said who happened before previously the state gives us 5 rigs their 70 rigs theres 5 of them we generally send them out they have a pump and role feature a great engine to send to the wildlife fires we have the personnel the problem not the rigs and the chief of the department has another responsibility to the mutual aid agreement to protect the city the city as challenges it has property lines and zero property lines wooden buildings and narrow streets we know all the dangers we need the engines we have for the reasons as well, i my suggestion if we get 5 more rigs under the the state no problem sending out a strike team we have the personnel as long as. The state rigs hes referred to their purchased at a reduced price maybe 10 to 15 theres per rig that was an opportunity and because we knew we had fleet issues and the commission i think commissioner nakajo go was here at the time, we proposed it to the commission and we purchased those rigs for a very reduced price if we do that again well certainly look at that again. It makes you proud we have volunteers willing to do this theyre sitting in the Richmond District in the firehouse not too much action and in the terrible conditions risking our life and the article over the weekend was San Francisco chronicle from my perspective not knowing the top staff knows p i thought that was a fantastic breakdown of the variety of information i think they deserve im giving them a pat on the back that was fantastic i really appreciate i dont know how accurate but broke down nation wide state fires and it was terrific so, anyway thanks for all the firefighters that are out there volunteering in those terrible fires countryside and appreciate our report chief. Thank you, madam chair and chief gonzales on this comprehensive report again, the Commission Im sure the public enjoys those reports theyre very comprehensive i think you answered some of the questions i had you wanted to ask a question in the instant commander those pages are not paged but the instant commander is that a cal firefighter. Its depended on the agency if it was Calfire Norma calfire chief it was cd f chief or a u. S. Forest their chief. In the operation sections intelligence and logistics those are calfire chiefs. It can be an Management Team that sits up there this is an ongoing incident so might start out that way that agencies members but other agencies members that sets up the Management Team to take over for other operational periods. Those unite are prepared to take over certain sections as it calls for. Theyre trained to do the sections of the instant command. Thank you, chief again, i think this dialogue in terms of how many Strike Team Leaders and personnel we have and again, when we get the call the page reference nevertheless of a team is that the 5 strike team. Thats for the box we get the immediate need send in 5 engines and one battalion chief. Those 5 engines are again part of discussion of the state rigs or our rigs. For the planned need generally, the state rigs we bought now our rigs if they are all in service those are the ones we prefer to send for the immediate need in conjunction we need to see which engines with in service any of the engines can be in the shop so tail designate different engines that has different engines and equipment which of the 5 rigs will go immediately thats our rigs our plan we prefer to send the 5 rigs we bought from the state. The 5 rigs we bought from the state those are the what you call those rigs. Yellowish green. What is stored. Ill have to get it. When we respond that unit gets together and reports to the division of tainting. Thats correct. How long does it take those rigs to respond. Within the general order i believe they give the members maybe an hour to get there from home some members come from home some might not be working that day so it depends on if they have a lot of people that work that day and have the whole team assembled it will take that much less time if all the rigs were in certify well have to pull it to that takes take but the recent pass one hour to 3 hours. Those are designated is volunteers that report to the call. For the planned need volunteers yes. Fox 499 is automatically fox called thats mutual aid exclusively. Within the counties theyll go theyre not volunteering theyre going so if they for insistence oakland we sent buses of personnel our engines went over the bay bridge but committed for 10 days theyre there for whatever operational period for a twentyfour hour period they obviously didnt bring everyone they need plan a they bring theyre sleeping bags and toiletries planned to be there 10 days. The state called on the state rigs altercation about 10 to 12 days. The state is 15 days. What a mutual call are the rigs out fighting the fires and we have to make a discussion on what rigs we have in our department for a call or wait for the rigs to come back. Again, it depends on our level of what the status of our fleet if we have a strike team out the o e is a policy we have at least 5 relief pieces to back up the other pieces any day of the week more than 5 go out of service thats why as you may know the Budget Committee their main concern is the fleet we need to enhance our fleet im glad we are going to wish it would be quicker but theyll be here. Thats the decision in terms of the balance between the department to make sure that the responsibility of San Francisco being protected as well as respond to mutual aid balance in the discussion. Probably said a better negotiator than i. laughter . Who actually, i asked someone and hopefully that will come to fruition like i said, we have the personnel and the challenge is the fleet. So do we apply to the state you know is there an auction how do we get the rigs from the state. Whats the process. Talk it them and see if we can pretty much if they have anything the states needs to realize it is what it is the Drought Conditions are not improving and not improving soon so this will be a state Plan National plan maybe to maybe furnish more of the jurisdictions with rigs because i think all the jurisdictions are in the same boat and the 5 we got totally you know serve we didnt expect it. Id like it was good to have the san mateo. Theres an opportunity present and we did a lot of work to get those rigs. Ongoing so that was a sort of abnormal thing in other words, not rigs they sell at a discount to local jurisdictions. I dont think that opportunity was not availing itself we had the full commission probably 6 or 7 or 7 years ago. I wish well have that opportunity again. Okay. Thank you very much. I want to ask you the rigs from the state theyre not used for us here locally theyre just reserved for state use. Not for us on a daily basis but if we have a disaster ill ask them. I guess the house by city college they have one. 15. 15 as one but you said theyve been moved forward around lastly. Yes. My understanding was that those rigs are 2k4r0i89d for state use. So if i could add because we have the flexibility with those rigs we own those rigs theyre primarily for state use but as the deputy stated we can use them for training and drills im like unlike the one state rigs o s3 61 the sole use of state deployments generally, we use the yellow rigs for safety deployment but we own them we have the flexibility how we utilize them. I have a question regarding the equipment for the rigs when they were purchased was the equipment that is needed internally was that equipment purchased as well because i received some feedback from people who think that members of the department say that if rigs go out they take the equipment with them and so there is not enough back up equipment available. So its been a plan of the department as far as the pretty much i dartmouth doubt it well have to purchase that separately unless they come maybe mark will know that we dont know about the original question but the question proposed to you might have stemmed from the oes rig we have to staff the we came up with were in the process of puncturing and have some of the equipment purchasing the equipment we can equip all the others engines rather than the 45, 49 total rigs or 79 those rigs sit empty we have some equipment but purchasing the cash of equipment so if we need them well have them and purchasing fiber glass as you may know the fire ladders are hard to replace but when we send rigs to the planned needs especially the front line rigs not the state line but the fiber glass ladders rather than glass those will be equipped thats the plan moving forward tony rivera did a good job and started to put this plan together i know that is the plan in place and wanted to do it for a long time. For budgetary reasons we need that plan we need to make sure that were not left without the equipment well have the man and women power and have the rig but we wont have all of the things we need to real really be effective perhaps another loma in the budget the next budget that would be helpful or your plans. The plan is in process we are using money to do what we can the brass costs a lot of money those rigs will be there for the disasters you can use it thats what were buying so the end goal to have enough equipment for 71 rigs to use in a fire and ladders included and the hosed we have the hose. So we have the hose so what would we be missing. Id like to s cb a. The fiths and the medical equipment. We have the medical equipment at the station 49 so apart we have the equipment it is available and some equipment we have to buy then we have different ideas what the plan should be port of plan to put autos the cash in one area so the engines go through and all the hoses and another idea for some of the engines leave of cashbox what the menus leaving the hoses with the engines is not a good idea. Who makes the decisions a committee that presents its finding and recommendations to the chief that makes the decision how to go forward. The last meeting will be a informal meeting i had a meeting are captain and a few of the assistants chiefs and mark corso was involved but like i said, it is in process i think ill say by the time of the year 6 of the 11 and have if youll put 3 maybe with the cash where the engines are and then a pilot to see what works better we can do that. Is there a place that the division of planning intraining maybe kept. The division of tainting training what one idea. Since people are deployed from division of training. Theyve done that before. Good evening commissioner president covington and commissioners this is my last report regarding the budget the budget has been approved by the mayor on august 2nd were moving with the replacement of equipment that initiative we worked hard to get funded in the fiscal year and in beyond that includes the purchase of 8 new fire engines at the end of this month and in addition, we if you want more civilian hires around headquarters thats a good thing we initiated the hire process with a number of positions in the budget thats the update on the budget with regards to the one and 20th anniversary 54 members do doing well under the deputy chief were preparing for the one and 21st class we sent out an additional 200ish emails for additional backgrounds for the subsequent classes and we are currently reviewing start dates for the one and 21st class that is currently schedule for a late to midnovember but hope to pin down a start date for that class very soon. With regards to the one and 50 anniversary our Committee Meets tomorrow morning and division of training 3 of the 4 i know that commissioner hardeman grandson is there so i totally respect our being so attentive as a grandfather and hope our grandson feels better were delighted to have commissioner yeeriley and commissioner nakajo join us at the First Responders volunteer days at Washington Park it was a nice way to pay celebration for 75 years of being a fire and Police Reserve guardians of the city that put on the event it was well received and appreciated and very much they deserve the fire reserves and guarding the city to take a moment to appreciate them for thank you for all your hard work and their Volunteering Services and Community Service thank you for your attention all over the place a 9 11 ceremony typically since ive been the chief since 9 11 on the World Trade Center and crash sites well all stations including the airport will take part in a ceremony throughout the city regarding honoring the memory of one and 43 firefighters that were lost their lives that day typically the mayor has joined us at station 7 this year well be at station 4 in the Public Safety building with a commemoration unveiling the artifact World Trade Center in our possession and eventually will be a cherished piece at the Fire Department headquarters that will be our 9 11 ceremony and appreciate commissioner president covington all youve done to assist in putting together that ceremony youre a vital part of committee in doing a lot of work and looking forward i have flyers for the public and those that are gathered looking forward to parade in historical exhibition on september 24th and 25 an event not only for the members but everyone under the community a free event were there will be a parade at 10 00 a. M. In Fishermans Wharf and lots of antic apparatus phenomenon delay and there will be fun activities for families and were encouraging everyone to come out to that on the twentyfour hour and the 25 we have our fire preservation week october 9th through the 15 all stations will have an open house to talk to the public about fire safety tips and getting a kit together in the event of a largescale disaster to always be prepared on october 17th our fire boat commissioning in the the department worked on a Film Festival at San Francisco Main Public Library across the street from city hall here and then we will include conclude on december 3rd with a one and 50 anniversary celebration were looking forward to that and the events we nominated with regards to special Events Communications and outreach just to let you, you know since the last meeting and the two depths i sent out continued effort to keep the lines of conversation open to all employee groups the opportunity to come together to century sit down some have not coming but weve heard under the Veterans Group and met with them on august 15th and looking forward to all theyre doing and offering in a particular they have many have gone through special training to participate and forming our honor color guard you know all the details and so forth previous to the last meeting we met with the rescue group i believe at the end of july and met with the Paramedic Association on the 18 and deputy chief lombardis and i attended a Community Meeting chaired by the department of Emergency Management to get updated on the projects theyre working on different annexed for the disaster plan and so forth chief gonzales and i participated in a call with the state Emergency Medical Services on the 19 to talk about the environments in which our men and women are providing care to members of the community on the 20 i attended i thought the State University the revitalization of 360 with the cesar chavez a company occupying the face i cant group i learned that import and export of vehicles not done except in Southern California and up to the Northern California this group that did a lot of the exporting and comboert in julia local family i should say that are now going to revitalize a lot of jobs at pier 80 i attend on behalf of the department because were interested and working closely with the port if and our port fair and reasonable was there ken koffman we need to make sure the units that are out there are aware of the urgent activity i believe will occur in the coming months and years it is a good thing to the city on the from the deputies and i met with local 98 to discuss current activities and issues regarding what we hadnt talked about since the last meeting and finally today, i know that commissioner president covington adjourned the meeting in memory of 3 retired members i had the opportunity to drive up to soma to present the helmet and badge to the retired did that chief james olsen and that was appreciated by the family and again we would like to thank him for his Great Service to the department that concludes my report. We have a port fire marshall but all the units and one of the reasons i went to the ceremony is the kickoff our battalion 10 will be a busier site were responsible for the port in San Francisco property. We have one station house on port property or more than one station. We have a number that board with 25 at the foot of third street and that station 35 youre referring to and but i believe the two, that are closet 25 i believe has port support.
