Item 3 proposed legislation from the board of supervisors Public Safety and Neighborhood ServicesCommittee File number ordinance amending the fire code and housing code with at tenant of a smoke alarm and require the building owners to file with the testing and inspection requirements every two years and amending the fire code and other codes to upgrade did fire systems by 2021 and upon completion of 50 thousand of work whichever occurs for the buildings to submit an action plan within thirty days of the fire and the owners or groups occupancy to install fire blocks in at t ice cream when having 50 thousands of construction work under the California Health and safety code and directing the clerk of the board of supervisors to forward this to the california Standards Commission upon passage as required by subtly. Im carolyn im the legislative aide to to supervisor campos and unfortunately hes at metropolitan commission this morning and thank you for hearing this legislation as many of you may know over the past few years fires have greatly xaktd the districts it integrity 9 and the mission area as you saw the fiction meeting theres been a lot of impact when it comes to the displacement as a result of the fires and the deaths as a result of the fires so what we decided to do together with supervisor kim and 2015 was to create a Fire Task Force to really bring together the best minds in the agency to colonel together to put forward recommendations for legislation that Fire Task Force was chaired by rewrite mary of dbi and dan played a Critical Role and the Fire Department dbi Health Department and hearing if tenants and landlord they came together with a recommendation and that those recommendations resulted in the legislation before you today and so we feel that very good is through a consensus and the purpose to make sure that we are as quick as possible moving forward those pieces of legislation that can be moved forward forward quickly and holding other areas for discussion continue to have those discussions moving forward this piece of legislation brings out key components that are all part of Fire Task Force discussion so i wanted to briefly i believe youve seen the bulletin points ill go over them quickly building owners to provide a nose for slammer in spanish and chinese and english, and, secondly, did residential building owners that have a fire alarm they fire a statement of compliance with the annual inspectionnd testing and the former it posted this enables the tenants to see the landowner are up to date with the safety requirement and third it requires the building owners to renovate, upgrade existing fire alarm and again, this is for those who have a fire alarm to comply with the sleeping area requirement and gave them time to do this when we submit a permit for 50,000 or more or by july 2021 that gives them 5 years to come up to speed and requires that Apartment Building orientals have an update action plan when there is a fire and to insure the city and the tenants have the information when a fire has taken care of with adapt and finally requires the owners to a residential building of 50 o 60 residents to install the fire installation and open at t ice cream when they pull a permit of 50,000 or more those are the essential components of the legislation were excited that we again have the support of fire chief chief joanne hayeswhite and her staff has been helpful as well as the other departments and dbi and came together to a lot of collaboration and hope you will ill be happy to answer any questions you may have. And go to any fellow commissioners beginning with commissioner Vice President cleaveland thank you very much carolina couple of questions thank you very much for being here representing supervisor campos one of the things i was looking at you were focusing on residential; right . Residential buildings i mean, thats the whole problem with the fires in residential building not commercial; correct . Some mixed use with the first floor. Those requirements apply to Property Owners of residential buildings what portions the residential building that are residential; correct . Okay want to make sure you clarify that you know as the top of the ordinance you say you require the building owners to require tenants should be residential tenants not retail tenants residential so our focus on residential tenants and their safety so i think that is important to scrub that clearly making sure it only applies to residential tenants and our occupancy properties or mixed use with residential. Okay. So thats an important clarification that needs to be made. As you may know we have a conversation in our office regarding the costs we say commissioners would ever say unless you want to jeopardize safety with costs we want to make sure the costs by enforcing this on the residential Property Owners in the city is going to be covered somehow by our budget it will be supplemented with additional monies or find monies with dbi thats my only concern the cost of the departmental occurred ramping up the series of inspection requirements and documentation of fire alarms and, etc. Etc. They cost money uhhuh. Want to make sure our department has resources to do the job right thats it. Thank you commissioner Vice President cleaveland. Commissioner nakajo please. Thank you madam president thank you for your presentation this morning. I had a question and a comment most of my comment that commissioner Vice President cleaveland made in terms of making sure this legislation enforcement and we had a really good presentation and discussion at the last Commission Meeting and again with the support of commission and the department reinforce the finding with our efforts to supervisor campos office to the first time historical meeting in the mission here talks about existing fire alarms system by my emphasis july 1st, you said july 21st so i was trying to look for a clarification on that. So i was referring to the deadline to upgrade the films by 2021 so the requirements to renovate, upgrade is july 2021 or a building pulled another 50,000 or more. Your reference is not jill 21st your reference was 2021 correct. Any other comment is basically associated in the presentation we had at the last Commission Meeting it was talked about in terms of causeandeffect with the association does and we supported in xhaushlz but it came down to what will it take as a department to reinforce do the work this legislation will produce and that became a very important discussion my myself it is good there is legislation but no realty check in terms of who will had had work what will it cost us we in our department have to have it yearly terms of the supplementals i wanted to make sure that we are clear that somehow this has to be reinforced in the budget thats my main and i do believe i dont know if chief joanne hayeswhite i know that mark corso is here and part of those discussions about shared responsibilities with dbi would like to comment. Correct were continuing to we agree and i think the legislation is good but it will burden us with additional tasks and so we want to make sure just like our saying we have adequately resources and were working collaboratively and in conjunction that the department of building inspection i believe commissioner president covington was provided with some numbers of with we thought we needed by the fire marshall de cossio and mr. Corso you can review that im happy to report we reached an agreement with the department of building inspection so 1 point one Million Dollars in the next over the course of the next year for a total of 2. 2 to outreach for the community and in the investor and inspector as well as additional staff including those that are working to collect and track all the data. So thank you very much for that and may continue with that thank you very much chief for that information at the last meeting part of that presentation and discussion was asking a fire marshall de cossio to identify personnel of what we might need to do that i believe that mr. Corso provided for us a budget summary nevertheless what the kochts are would reflect that information chief joanne hayeswhite part of solution in terms of the some of the costs. I believe so, yeah. Thank you mr. Corso you want to comment and reinforce the question that i have in terms of this legislation. Absolutely good morning, commissioners as the chief mexicos were working closely with the Mayors Office and did department of building inspection as we put together our budget ill more details as one of the later items but working with the chief we identified the resources required for the 3 main components as part of legislation some has no additional staff and some i think the original intent of the tracking of the alarm certifications was done by dbi as part of the discussions thats been transferred to fire along with funding to help assist with that theres civilian positions for an analyst and office of the city administrator Additional Inspector positions found through 9 work order with beginning or Additional Inspectors allocated in the department. Thank you mr. Corso youre now the director of finance; is that correct. Yes, sir. At one time funding or will be rolled into an annual biscuit for us. Were working closely with the Mayors Office given the constraint the budget being for two years were funded and as this program ruled out and phased in closer to the 2021 deadline were going to work with dbi and the Mayors Office. Thank you very much i want to get reinforced because from the time of the mission to this protective to the discussion in terms of the budget for the department to this position that were in this morning thats pretty good take with the Fire Department and others depends are involved i want to be clear thank you for your time. Thank you madam president and thank you for showing up and supervisor campos deserves a lot of credit for this legislation and youre the one your fellow staff that put this altogether we know how that works great things and a lot of the complauz like the fire escape common sense things that is spelled out and Good Building owners if nothing else keeps their mind on somebody coming in to inspect and keep hallways clear a lot of again implications not only policies and procedures but this is our concern im sure the chief and mr. Corso doing their best to cover the financial obligations and appreciate this this was well written. Thank you to supervisor campos very good. As a number of people have already mentioned you know this legislation we have no problems with the legislation it is just definitely that the mentally ill have to be earmarked in advance of us being able to you know deliver what it is that supervisor campos, supervisor kim, supervisor yee supervisor tang supervisor president london breed and supervisor wiener would expect from us and the figures are there comes to total of one Million Dollars plus to support the positions that would have to be created and filled in order to be able to do the work that needs to be done and if were getting 1. 1 million per year from the department of building inspection we have a shortfall for me you know when you get that close to 2 million you should call it 2 million that means well have a shortfall of approximately 900,000 that has to be earmarked along with this legislation it seems to me in order for us to be able to process approximately 5 thousand forms annually as well as adding clerical and additional clerical and manage rally support to has there been any discussions about area marking funds. Just to clarify the large portion of budget relates to the 5 year deadline from now that means the requirement upgrades for existing frrmz well have foul discussions in the coming weeks this is a cost not within the immediate yearly costs the estimate as mr. Corso noted the impact comes around the completion date of 2021 this in terms of when there be a lot of applications related to the requirements to renovate, upgrade existing fire alarms well be siftd with Fire Department and gi but the way i read it now mr. Corso maybe wants to comment it sounds like the department figured out a way to funds what is required to implement this law and have discussions to make sure it is fully funded. As part of discussion we need a timeline were fine for the next two years then the Fire Department has been around for one and 50 years and will be for another one hundred and 50 years Going Forward we need to know. Mr. Corso we were allocated 1. 1 million from beginnidbi and from the ma office for a plan floor check the other part currently we anticipate a lot of the the work will be done in the 5 year plan by the nature of when those plans are protdz the on the part the plans are processed fees and revenues associated with those that will supplement our staff beyond the two years for additional personnel and resources to handle that. So in your opinion the annual fees offset the Additional Resources. Yes. In the fire marshall de cossio i cant speak for him but bans from the combination of dbi funding and even though additional Mayors Office funding for the 4 inspector positions that is sufficient to implement this phase one of this program. The phase one two years. Correct the first two years. Thats some relieve fire marshall de cossio would you like to add to this discussion. Good morning as far as the Additional Resources we earmarked those we ran one and 50 percent of the volume last year a spike in the intact of plans thats why we asked for Additional Resources thats accounted for as far as this legislation goes i think there what mark so seven hundred is true well recoup the fees as applications come in you, however, we need to be ahead of that we need training cant hire someone and go to it it it takes time to ramp up to receive thousands of applications so i think to the immediate term in the next two years were fine i think two years down the road we have to start ramping up the staff for the 2021 year. Very good thank you im wondering do you have any additional remarks mr. Corso. Okay thanks any comments from my fellow commissioners i know were going to be gopher the budget a little bit later than so ill hold off until that time maam, any last words. With the concerns that were raised this morning budgetaryly and otherwise my only additional comment chief the fire marshalls comment for preparing as things in the department and as important as ever there are no dollar to the department i want to make sure we are ready to handle we all know the city is growing and came out of concerns of fires in the mission that has all kinds of other ramifications we the department are responsible for the fire for preservation and frrmz so i want to make sure were doing our part and also done different collaboration within the city where funding was not there adequately so again been in this federation Fire Commission for a pet thats a concern with the uniformed members are doing there used to be information clerical were talking about trying to take responsibility so i want to make sure that we have that in mind madam president id like to motion a motion to approve this item. All right. Then be more specific in add in the ordinance as well as the financing. Well, i think the discussion staff are part of that if you want me to verbalize take into consideration that discussion in terms of Adequate Funding and personnel and Fire Department perspective ill lean towards any colleague. Ill also madam president like to make sure that the amendments here to the fire code pertain to the residential occupancies and not anything other than that. A point of clarification go back and come back or emergency and timeline or is this good enough to move on to. The San FranciscoInternational Airport this is an illustration what it looked like it was called the field airport and we, of course, know we have evolved as San Francisco is one of the most beautiful and progressive and Busiest Airport in the world. As far as firefighter the San Francisco sublet airport is recognized as an ishgsdz or indexes e it categories indexes in the San FranciscoFire Department is an indexed it is the size of planes and the number of deparches that take off that are airport that are 200 feet and take off 5 times a day San Francisco the arch bus that p holds nine hundred volunteering passersby and the 770 and the organization 380 thirty with the large aircraft leaving on a daily basis this will dictate the firefighter equipment i apologize for the technical difficulties here commissioners and thats all right. The f e a utilizes the index to dictate the type of equipment and. Rightone us to have 3 large stricter vehicles the bread and butter vehicles used throughout the three of those that have triple f fathom and called a clean agent together our requirement to be able to produce at least 6 thousand gallons of water combination of those 3 vehicles together we have 4 of those vehicles that produce 45 hundred gladdens of water were over the limit perspired by the fda with the 3 sticker vehicles we have 4 of them and two engines structured type of engines that have one thousand gallons of water two actually, one under aerial platform and another delivered in 6 months on top of we delivered to the airport two mc medical type of units that care for up to two hundred and 50 patients per apparatus that enables to us to deal with a largescale event in the operating area with theyve over three or four hundred people injured overseeing apparatus allows us the medical equipment to attend to their needs a little bit more about San FranciscoInternational Airport the second Busiest Airport in San Francisco behind lax and the 24 busiest in the world and many passersby well exceed that in 2015 as well as far exceeded in 2016 there are 3 domestic and an International Terminal lastly the communication and beauty of the airport a detail going to this to make the travel experience for those passengers underlying in and out of the airport on top of the responsibility that our firefighters have to be prepared for in terms of of aircraft theres 20 thousand employees that work at the airport not only prepared for aircraft incidents but structural fires throughout the airport that is a little city within itself and a tremendous amount of training to deal with both situations the air Traffic Controller has run ways two east and west due to the large aircraft that fly if two left runways over 10 thousand feet the room to slow down and the other two runways under 8 thousand feet staffing at the air Traffic Controller we have one deputy chief working days and training days then a battalion chief as many of you may know that is included into the mixed at the airport recently that gives us the ability to stretch our command structure at a large incident a rescue captain work there twentyfour hours a day and makes a difference in our work to complete the jobs incidents and 3 lieutenants and 16 firefighters and 3 medics working twentyfour hours 7 days a week on scene that is our bread and butter this apparatus outside of this truck in the city that is the cool itself thing those apparatus are extremely high tech 4 wheel drive and 45 hundred gallons of water and fathom 4 hundred and 60 pounds that is a clean agent we utilities on the Electrical Systems inside the plane a high reach chart as you can see at the top of apparatus a peering nozzle to penetrate the side and make entry and has a forwardlooking infrastructure red camera we can have fog or the fact that night time it is completely difference and to see hot 1309s if from their internal camera on the inside this vehicle as a daily use system in case of large fuel and breakdown that and cool it with water and has sprinklers on top of the cab it can be extremely hot so it cools down and engages those sprinkles to cool the cab. Our power point is malfunctioning ill read off any copy i apologize additional firefighters is two structure type of engines for experience at the airport one carries seven hundred and 50 gallons one one thousand gallons rescue 47 is a mr. Chairman truck were getting a second one in 6 months with the aerial trucks it is important it is expanding facility were building all over the airport facility with a Highrise Hotel that will make our equipment for appropriate with the situations a higher level of floors were experiencing that with the buildings that are currently there recently weve acquired new apparatus with a command vehicle command 211 that is similar to the unit in the city and for a largescale that allows us to put our Incident Commander and other personnel inside of the vehicle all kinds of enhancements and cameras to keep the incidents and separates the command from all the distractions and noise inside the hazardous area with at enlistment were getting comfortable with the technology as i mentioned we recently reviewed two mc or causality units as i mentioned some of those planes come in and theyre filled with passengers if we ever get into a situation we have hard landing and im talking about a considerable number of patients those units can deal with up to 5. Passersby with the als medical equipment that will respond to a largescale aint and brand new been on working on the air Traffic Controller at 3 months now the next page our 767 training anxiety their 99. Trying to duplicate the training this is a brand new plane that we received a couple years ago the old one was broke down and used on numerous indications this give us an opportunity to you pull the vehicles and positioning them and getting the vehicles with that type of a largescale plane we have search and rescue inside so all the seats challenges our firefighters to have to get in there particularly at night and it also is a great training device for Law Enforcement the f did i i we have to wait in line to use our equipment but it is a great tool another program before the super bowl was mobile medical bike it is an Outstanding Program our Police Officers have been utilizing bilks and trained medics on the proper use of riding a bicycle those are equipped with als equipment the beauty of this program is there in the terminals during the holidays and during super bowl at the, maneuver from one terminal to the next amazing in a quick fashion and made a tremendous impact on the Response Time the Police Officer in particular love it theyll say have to be on scene and fight through the traffic with that program your ability to get on scene has improved tremendous so it is a Great Program and medic rc is to the commended for putting together this program another feature at the airport that expedites our ability to maintain the tactical imagination a ground system in the past units would have to respond to the admonition o and refill their tanks this construction will be underway roughly in 8 to 6 months and underground hydrants that be located on the charley name it that will not impede 9 runway but to refill their tanks and get back to what they were doing training at the air Traffic Controller again is kwieblth different we do thought city. Current firefighters gone through a 48 hours curriculum in terms of training with all of the members anyone that come down to and new to the Airport Division will go through the 40 hours curriculum and putting together a curriculum with our counterparts in the dallas forgot worthy and training the chiefs in the city little battalion chiefs and an intense command structure type of Training Program we plan think sending them down in august theyll be prepare for the next largescale incidents being able to train them helps us to plug in our chiefs and taking the battalion chiefs as the operation chief and helps give us the ability to utilize our personnel we are including if chief if san mateo for the training as well. Im sure our familiar the city respond to the call boxed we respond to alerts their warning that come from the tower from the pilots to approach to give us a prewarning they might be experiencing some type of technical problem 3 alerts we respond to alert one a mechanical problem that is flashed on the pilot with the cell tower theyll be notified an alert is that progress that initiated us pulling our apparatus and standing by generally those are very, very minor situations alert 2 a little bit more serious in nature part of reports an indicator light showing smoke or polk stuck landing gear units will stage on the dedicated locations at that time the plane lands safely theyll escort the proprieties to the gate alert 3 is different we get an alert 3 this is generally in the hard landing some type of the plane has lost their engines and cant function properly 3r5r7z their elevators when an alert 3 is requested by the tower we automatically request a 303 or one 01 that is a first alarm response and our san mateo counterparts sends 5 trucks and a chief that again age alert 3 a situation where we are going to have some type of hard landing and injuries and damage involved the time i spent one year and a half at the air Traffic Controller ive been there 3 months on this 2 alert 3 they could have been alert two not that i want to make people nerves but several minor things that can motivate the pilot to call ahead next time your underlying ahead look at the yellow apparatus someone made a call that is something that would erisa be prepared your next slide is just statistics of the Different Things we respond to at the airportnychia a lot of millions people fly into the airport accept and expend their medics to the gate not to mention the 20 thousand employees that work there again, youll notice the medical in 2015 was close to 4 thousand responses and just over 4 thousand responses for all other personnel that you look at the alerts it give us the number of alerts alert one throughout 2015 and alert 2, 65 alerts from pilots that were concerned something could go wrong be prepared throbbing that generally speaking none of these things are serious the next slide how we set up our commands structure utilizing our battalion chief and d oc and the deputy and the commander inside the command vehicle to assist and, of course, we have operations fire take and evacuation and supervisor tang officers were Running Drills going on right now at that moment and thursday and friday san mateo and our San Francisco units just rehearing this initial response to the air Traffic Controller our staging procures and have a red capping drill 3 times a month and sit down and have clamor discussions what we expect in the future it is go to network with our san mateo counterparts and have a great relationship the vast voter of our d pafrnz fly over water so a major concern we have to be prepared for a largescale marine disaster the next slide a couple years ago construction on the measure from the response facility it was completed it was houses at the oyster marina so the units get into a van and get on the boat and respond to whatever the situation was out in the bay now this is right across the street from the two house and expedite the response get on these whatever Aquatic Resources and get out immediately a picture of two of the resources our boston rescue 99 and rescue 45 as well as our pencil watercraft this is an old picture we received two new watercraft two days ago our San Francisco yack the waters in the water are 7 feet deep their mud flaps the boat allows us to get on the mud flap for any type of a rescue also as i mentioned well be moving into a new facility the next slide is under construction behind and slightly to the south of our current station 3 facility and the last slide is just the addition of what it looks like i put a few extra slides in your packet to show you how the structure will be put together weve excited about moving into the new facility any questions thank you, chief at this point, id like to call for Public Comment from going to the commissioners okay. Specialized for our firefighters that are serving at the air Traffic Controller. Yes. Can you talk about what kind of training that 40 hours institutes. The 49 the bible of the air Traffic Controller has training components that firefighters have to spent a certain amount of hours hero the aircraft familiarity and extinguishing and forceable industry 11 components and a number of specialized consistence the faa says if youre near a large body of water you have to provide Aquatic Services 11 components we have specialized areas at our air Traffic Controller airport it is 13 we spends several hours into the field. It seems like 40 hours have not enough in specialized training. Not enough training. A lot of retraining and updates on new equipment and. I might add with the faa you need to be retrained annual you go through the faa inspection their strict on reviewing the Training Records and be retrained within a year they watch us closely and have to report. Retraining is what. A live burn we fly to a facility in dallas and part of that is making the attack on the facility in the airport in the interior and exterior as well as hours of classroom time. Very good the incidents the the bike program is a great idea i want to see that implemented how often has it been called on. And utilized during the high memorial day and super bowl and there have been a few demonstrations requests by the Police Department and put them out there it is something we can see in the future putting out that p there everyday as our personnel increases in the future a Great Program. My last question in terms of the events around the medical the code 9 what is it. It is a police response. Were looking at the chart thank you very much. Good job. Or 4 thousand 5 hundred whatever it is an amazing thing and i do know that when the san bruno fire broke out i talked with the crews and they held so much heat they could barely touch the windows and inside they got so close after being there a shortterm they were positive that the tires are going to be skoechd the fire was tremendous you know they thought that maybe some of the rubber lineing and nothing. Now you know why you spend one Million Dollars. Are you sure only one million dollar. It is a little bit more the airport deserves a pats on the back knowing that the tragedy or you know the sadness of that incident which i obviously call the miracle if they hit one second sooner no passengers were left the good it came out of that all this equipment that keeps on being purchased by the airport especially under john martins leadership he retired but known for delivering i dont imagine having better relationships than with the airport. We have a great ri67 a lot of support from chief joanne hayeswhite and director chief gonzales and theyre ready to pu the equipment. Thank you the commission too because they have the resources theyre doing very good financially and hopefully not a dip in the economy someday we will but were getting catch up on that sticker 4 hundred was i spent half a day at the airport before the san bruno fire and they showed me how to use the joystick and the airplane and you see t windows and they describe the Different Things you use to put the fire out basically and that was a great experience so but very grateful that the airport continues in support of firefighters and makes the job good again, you have to remember i just marveled i dont know if mike harmon would have gone near that plane including the Police Officers that went into the plane knowing that was nobody knew it wasnt going to blow up and if not for people told me not on concrete where the puddles could have filled up with fuel it was one of the reasons that anyway is the gentleman still here. Thank you very much madam chair and chief for your comprehensive report on the airport i also wanted to call for this presentation because it is so much going on and i really wanted to see the commission updated as well as the public i have a few questions chief when it comes to the airport staffing i know you have on the page a listing of various chiefs from the deputy chief to the battalion to the b. C. To the rescue captains and the captain one there are three houses at the airport. Yes. And so in terms of those three houses whos the boss on the shift. That would be the battalion chief. Okay. With one battalion chief he can coordinate 30 houses. They oversee 5 to 6 houses so one battalion can oversee those quite adequately and also with the assistance the captain. Okay. Those 16 firefighters those 3 lieutenants they all again, you showed the reenforcement theyre a responsible how does it breakdown one from the rig and one from the boat chief. Yes. Similar it to new york city, in fact, were in the process of training more of the big rig drivers to make sure we have enough as we move up to the watches we got done with the person in charge of the training trained 8 new members to pass them up agency Boat Operators we have one Boat Operators on a given watch is being a Boat Operator they dont respond to me apparatus specifically for a Marine Response but again training more individuals to be Boat Operators and, efficient on personal water aircraft our Aquatic Program were extending i spent a week in boston airport putting together a marine disaster symposium everybody is specialized we have specific operators as well as boat apparatus and have members who have trained as bay rescue folks so everyone has a region they can cross train and have actually done that. On the whaler how many personnel and part that have personnel somebody can be is in a water a scuba rescue. First of all, we dont have a scuba team we put out in the future well be able to put together but right now can you repeat your question. How many crew on a what le question have only so many people to put on a boat right now we are set up a dispatch one boat a major event in the bay we have to rely on other resources because we have to be concerned what is going on with the a o a in the bay still open if we have an incident right now we only set up for one boat out in the bay perhaps two jet skies so we have to be careful. That whaler but personnel in the boat. Yes. The Boat Operators at least 3 personnel our preliminary primary guarantee boat is the whaler. Any other municipals have water rescue teams or squad. The team as a zodiac and a new boat and the park has an air boat, and then outside of that they have a dingy they get out in a major event and pull people out of the water were in a process in the marina for a response and the altogether is working heavy on that that definitely well have to incorporate our water assets and think about 777 going down in the bay it will break apart and in the water just eemgsz o overwhelms so with the different all the time with the companies in San Francisco and other agents in the east and west sheet Metal Workers as well as in San Francisco together we should as well as the coast guard we should be able to put together the type of responses and keep in mind that again depending on the tide some of the ambulances cant get into where they need to. In terms of a sticker conscious is that one driver and one personnel operates. Two personnel a spotter that sits next to the driver. And in terms of the new expand center you talked about coordination this command center as consumption beyond the camera or visual attached to the command center to see the scene. When you good inside one wall full of screens from different angles and complete visual of everything going on and the ability to patch in into the e oc with other agencies and again primarily separates him from the hazard area to conduct busy with other agents that might be within the command post and extracoronally hi tech apparatus that separates the command for the incident. Our rc captains 3 rc captains earlier when i was at the air Traffic Controller as a a train chief theyre working twentyfour hour and 3 talented captains they oversee the program not only do they institute the programs theyre also out there and teaching the employees at the airport stuart beach has the program that implements incidents in case of earthquake they can deal with their own issues and train hundreds of employees and your basic b l s medical expert they can assist with the hundreds of potential customers that would be there and injured so they do quite a job and put this program together along with chief dale when he was the ac of the airport and started that months ago we have talented people. I truly presenter our presentation chief and bring up updated im loading to the future with the new station im going to make a comment has nothing to do with with yourself i think that has shame that the public and the members of this audience are not able to see how good this report in terms of visual it reenforces our presentation and perhaps at some point well fix the technical situation and available to the members after the presentation so the administration if you can go duo that thats a comment not a criticism. I have the judge a couple of questions you alluded to a 4 year plan is that a plan that is separate from the Strategic Plan underdevelopment. Yeah. When i first got to the airport i was asked to put together a 5 year plan to see the needs at the airport specifically over the course of the next 5 years so being part of that is dedicated the unit at the airport and other items possibly hazmat situations an opportunity to suggest expanding our operation at the airport and increasing the personnel that type of thing. Will this be an addendum to the Strategic Plan do you know director chief gonzales if that plan for the airport will be included under our forthcoming strategem plan. Im not part of that committee but see the advantages it is part of fire plan for the airport. I think since it is such an important element that it being an appendix would be good but coordinating with the airport team as well as the other members of the strategic be planning committee. Absolutely. Thank you and i just wanted to know you said that we are an indexes e airport. Yes, maam. Is there a whole alphabet. A through e. Were the highest. The smaller departments other than San Francisco. Good and the apparatus did you please repeat the new apparatus that is coming in i think you said that the rescue 47 the one hundred. The aerial truck. Yeah. A new performa truck delivered in 16 months and a engine solar or similar to this one will replace the oldest models. Very good i think that would be a good idea for representatives from our commission to go to the Airport Commission at some point and really thank them for the resources they make available to us or we could do it lift evry voice and sing by letter and all the commissioners can sign it is it a wonderful thing i agree with commissioner nakajo that the mobile medic Bicycle Program was brilliant do we borrow it from another airport and im not sure i saw a Similar Program 10 years ago at another jazz festival in pasadena with 10 thousand similar it seems to me an outstanding idea it has been out there i believe i mentioned chief barns and another chef with the Police Department put it together it is a Fabulous Program utilized during some of the more largescale new years eve and north beach it is difficult for a personnel to get close to the units theyre very mobile and increased Response Time. I know that director chief gonzales mentioned at some point i saw a report on channel 5 news i guess within the last month or so. Yes. They showed the mobile medic units and this was a very enlightening perhaps we can borrow that clip and also so show it during one of the Commission Meetings they mentioned the unknown hydrants can you talk a little bit about that. In the past when we have 4 large vehicles we hold one back with the other 3 rotate one as one is getting low on water but a largeprint out you can, quite a distance from any fire housed to go back it is a big delay that gave bitter to the idea of has nothing to do with having a water supply source on the a o a and not be how the for a large amount of time by the taxi weaves slightly away from the run away they see be with a manhole cover is connect to the system it will expedite other rephil of a large tank hundred gallons it takes time and it is some of the airports have those types of things our facilities down at the airport are currently seen the plans and getting ready to break ground and put in the systems and very good i was wondering how the water was assessed and so theyre below the Manhole Covers that make sense that makes perfect sense im glad you mentioned asia on a what changes have been made in terms of apparatus and personnel and procedures between the time of the. Some of the things mentioned in the presentation chief joanne hayeswhite and director bohes were even structural Fourth Amendment we were working days in a will be a largescale oc i the asia plane flipped over as it almost do did this would be a different type of incidents and having the officering it paramount to their direction to have equipment at the time set up with the triage having them there 24 7 and implemented the battalion chiefs so we can you know have a stronger command structure so theyre on scene 24 7 the training that well be doing in august what with our assistant chiefs and battalion chiefs responded to the airport and theyre a bye product of asia i cant and having our acs are extremely talented the best in the country i have no doubt as chief accident when he managed that incidents along with others, however, the certification is very, very important wed like to make sure those certifications are in place the apparatus the new mc u units are rely were born out of this incident this gives us the ability to assist with a number of patient that are out on the a O Organization thats a critical piece of equipment i showed one picture we have two they deal with up to 5 hundred patients the new truck delivered as i mentioned earlier the air Traffic Controller like San Francisco is growing and more structures are being built with the 5 story Highrise Hotel creates issues pressing our personnel and the truck and ability to reach up to the 5 or 6 floor is a plus that assists. As we witnessed the traffic in the bay area is worse and worse all the time we cant guarantee our response units will get there in a quick fashion getting across the 101 at 3 30 in the afternoon is a challenge and moving on along the command unit an older version but 34 this is a largescale type of situation with the hydrants and the train is a biproduct of asian and i might add they did a fabulous job you know that was a day only the books like any incidents anything 83 that the brave men and women do theres an opportunity to train and no one is motivated not to move forward and learn so those items come out of that situation that makes things better. That was a very good soliciting improvements going online is very happening shortly im wondering how people are assigned to the airport. Volunteer. It is on a volunteer basis you know being a firefighter in San Francisco all the opportunities to expand our knowledge and obviously firefighting fires in San Francisco it unique because of the proximity and the types of buildings we have but our water rescue 0 project practicing amend and squad the specialized training and the airport so throughout the careers we hope that people will take the opportunity to add to our book of knowledge as a firefighter we put out a general order wellness or twice to request people to get on the relief list when ready we have a shortage of staffing and ask them if theyre ready to come forward we send them to dallas and train them and certified before they work we just right now we just want all our firefighters in the department to know theres a great opportunities at the airport to learn an entirely different approach to firefighters it is on a volunteer basis and people that are motivated to come forward and join the team at the airport. Good the faa certification process how does that work. Again, you have to complete the 40 hours curriculum thats taught in house at our facility and go to dallas with the 8 hour a live burn once a year fly down to dallas and looking at other facilities to make the travel and expenses better they go through a live burn which entails utilizing the apparatus and drilling on the components of the offering and making hand lines into the plain it is a controlled type of situation light up the plane that is taxiing and it is a great training so once theyve completed the 40 hours class curriculum and the 8 hour burn they obtain their certification they have to be recertified every year but have to go take the live burn every year. Okay. Were skipping item 7 and now to 89 overview from mark corso on the current budget. Welcome again mr. Corso and finance and planning let me see if i can get my presentation working. Okay. I want to give a brief overview the departments budget last week on may 31st the mayor prepared citywide balanced budget weve talked about this i want to go over the highlights that was proposed on behalf of the Fire Department. Heres kind of a highlevel of the budget as a whole were looking approximately 374 million in fiscal year 20162017 and three hundred and in 20172018 an increase in the current year and mou increases and fringe benefit and additional funding initiate e initiatives this is leading to the overall increase in the budget im highlighting operations first, the two year budget property by the mayor is the continuation of the hiring plan over the course the two years to congratulate two h2 that is 200 and 50 new members and retirements but at the end of the day were anticipating a net increased to overall staff that reduces the overtime on the ems were allocating funding for the paramedics to maintain glance staffing in addition it will be able to replace members transitioning to the 4578 academy and other members lots of to attrition in addition resources allocated for the per diem and h8 ambulance project practicing. That is successful for the department there is been Additional Resources allocated for that in addition the annualtion of the positions in the current year whether the ems 6 program some of the initiatives are funded for the entire year over the twoyear budget and chief talked to the air Traffic Controller and a enhancements not paid for by the city but a supplement to the operations mentioned the staffing since the asia i cant and implemented the rc in addition to h 40 battalion chief over the twoyear budget the airport has requested to add app an additional pacific an duty this increases the als and in addition a substitution for one of the apparatus from h to a captain those are funded by the airport fire preservation we touched on significant personnel xachlts over the two years fund by the mayors but by dbi revenues that will be route to the department and first in fire preservation there is a h32 captain and h4 inspectors and 215 engineering to account for additional workload for the Plan Division and the complaint section thats been established under the chief in addition there is also some initiative that the Department Working closely with the legislation before you earlier as well as general outreach so dbi has agreed to fund an h4 and h6 investigator and outreach by the two positions on fire safety and education but also theres questions about fire trends or anything after the fact the resources will assist is were working closely with those outreach and coordination of that the intent to kind of improve the education to various neighborhoods and then off the top of my head would be the resources for requested for the legislation that was dissolutions earlier weve been allocated and personnel analysis and an it position to assist with the tracking of the fire alarm alarm that piece of the pulsing is under the ass pies of dbi but discussing with dbi and the Fire Department the Mayors Office the Fire Department will absorb that part and working with dbi and city planning and the Mayors Office overall improved educational Public Information availability and transparency i think one of the goals of this legislation building owners can submit their fire alarms and if they have their certification on file were trying to consolidate that working with plan and dbi not only for this but all Building Inspections and records available and easily available to the public and then the other part that was discussed earlier the plan review and the 5 year timeframe we anticipate a lot of those backlogged towards 2021 but want to get ramped up for training so the h4 inspectors had will help us address the legislation. And next item i want to highlight our fleet and equipment and were the departments is excited by the equipment allocation a mayors press realize but the pleaded and equipment that has been discussed obviously at the newcomers Commission Meetings previously and identified as the nun priority for the administration for labor as well as the Budget Committee i think the Mayors Office heard that message loud and clear and wanted to thank them for their support and the commitment 14 million and the 4 million for the remaining 3 years a 5 year replacement plan. Obviously only a 2 year budget only allocates for the first two but an allocation of 40 million over the next 3 years. Which is a breakdown of the equipment both fleet and rescue equipment their approximately over the two years the purchase of 15 menus and 18 ambulances and ladder trucks in addition to specialized equipment including cb a packs and bottles and ohio drastic tools and ems tools and a match for federal grant we were awarded for a new dive boat for the department. Briefly want to touch an capital and it 5. 4 million for the Capital Budget above and beyond with the easter bond program with apparatus and boilers and general Facility Maintenance and in addition approximately 200 one Million Dollars allocated related to general Obligation Bonds for the equipment for the facilities that are renovated under the 2010 and other bonds that had been station 8 00, 16 and the projects 2015 projects and allocated 800,000 in the events and hopefully, the successful package of prop a which was on the ballot yes do allow the department to begin work immediately if it passes and hopefully that will that we can begin work immediately and not wait for bond precedes for the timeframe and those costs will be reimbursed at the later date but immediately upon passage the balloted and a one Million Dollars of the it projects two are underway with the replacement of mobile data terms and are the apparatus and ambulances in addition the vehicle modem project extending the wireless capabilities to the apparatus themselves and next mislead is kind of an overall detail on the bonds and ill be happy to answer any questions you may have. At the end just, of course, timeframes Going Forward the mayor released they say budget may 24th last week and this turned over to the board of supervisors as well as the board of supervisors budget analyst for review and analysis and the Fire Departments first hearing about the Budget Committee next friday the 17 it is originally schedule to be this week but pushed back a week just for all the departments for all and were scheduled to present on the 17 and then on the 23 as well at the board june 20th the scheduled event for the Public Comment for all departments the entire budget as a whole assuming all that move forward as scheduled july 19th is the budget at the board for first approval and july the following week for the second vote on the budget and currently working with the budget analyst on the information and analysis and discussing with them as they complete their report. Like to open up to questions discussion first wanted to thank the budget Analyst Office for their support and worked well, a great relationship and worked with them over the past month and any general comments and thank you to the Budget Committee for in their support throughout this process as well the members of the Budget Committee volunteered their times that was helpful for the department and hopefully those mentioned that was rewarding open up to questions. Their approximately 25 to thirty thousand each we had a grants to renovate, upgrade the ambulance with current defishlz but a trickle down with the trucks we are trying to get a replacement plan and replace the complete century. At rearing on high school and golden state these recruits and some starting as early as saturday this week we were proud to graduate thirty emts on friday and to the commissioner Vice President cleaveland and to commissioner Michael Hardeman thank you for attending that ceremony that was quite warm but i think that was well received and happy to have the in any thirty members joining our ranks and have a bump up academy in place that is the opportunity for members that are rh3 level to aau sends to paramedics 13 members doing that and joined by another 13 h a per diem employees that will move both the level two rank and i believe 3 h2 firefighters that will be h3 level 3 with the paramedics and all that that is happening this month i have made selects for the Academy Beginning on june 20th, 42 members received theirs notifications last friday we had some other members that passed they were not selected but will be moved forward for the november academy well also innovative by the ends up of this week 12 members from station 49 that will join the one hundred and 20 academies approximately two weeks in the groups that were selected off the list passes their emt evaluation well do for the one hundred and 21 academy scheduled in november working with dhr to get a newer list i believe the list captures those that taken the test through may i intend to cast a wider net for selecting people with background and selections for future academy and begin in july related to the one and 50 planning we had a meeting on may 26th the next is june 29th so far everything weve put off in terms of the one and 50 has been well received i believe and cumber working on a volunteer day for in august well have a commission of a fire boat which date to be determined weve not received our foyer boat were tracking that with a 9 11 celebration on 9 slash 24 and 25 the committee decided as opposed to have in conjunction with the f f giants the at t park wed like to move the venue to toward the south roe club and Fishermans Wharf area that event that we have a headed by deputy chief and doing good work the month of october is fire presentation a Film Festival that sxilg is dissolution in november and finally in december theres more work to do on events that will come later this year i can skip over Strategic Planning and meeting that was schedule for may 31st poisoned abused we felt the recommendation was made the subcommittee had not quite gotten to where they need to get and a better plan to now we have the Deputy Director of planning working with the colleague and the decision was made she will meet oneonone by the subcommittee chairs to get from them alternated information and feedback relate to the draft that was circulated so i believe we will have a report in the coming weeks to give great are details some of the events weve been involved since the last meeting several of us with the exception of director chief gonzales all the command staff thank you for participating in the memorial day and a mr. Neighbors call in and file complaints and quite often live singlefamily dwellings we dont have visual we have to be called and we respond to ever complaint and ring the doorbell if were not welcomed in were not welcomed in and get complaints we forward we cant take action we forward it to the consult with the City Attorney and if someone is concerned about a relative reporting that a neighbor it hoarding what line. Call a number of different agencies we get them quite a bit is there a direct line to the Fire Department a number you just our general line for complaints typically how we get it but really mainly a Mental Health condition in my opinion and first safety, etc. When we go out to those individual homes were looking for assess can the Fire Department get into to respond so help someone in need and the individual get out of their home thats the main thing and the other thing is storage you know in the proximity of appliances we look at those and in too much involved in anything else were limited.
