Welcome. Please continue with our presentation. Goodbye commissioners and chief and if we could switch to sfgovtv please for the power point presentation we have the years grew up in around Lane Development and ocean beach and china beach i understand the danger and the challenges we have in the department this is going to be an overall to give you an idea of what we do. Id like to start with a short video that gives us an overall most is filmed at china beach is the 5 days of training and can you help me out sorry. Here are the firefighters diving into the ocean from the golden gate today critical cruise training where the Fire Department does water cruise like on the rise and 56 incidents recorded thorough that according to the fire and yesterday we were given up close to approve for the firefighters diving and working to save lives. Jumping off boats ripping swimmers off jet skis. Driving legislature with the San Francisco china beach. And the students in the red. The instructors the instructors dont go into the water. To get the cruiser recruits to take them to safety. Knowledge how the lands and things work. How critical San Francisco fires responded to 56 water ruse last year one and 70 there are more people doing water search. The city is soushtd by 21 miles of coastline. The coastline is a good Reference Point where the victim can be and the class locations are an 0 hot day like this with swimmers risking the rip current that is a swimmer in distress if you want to work in if city the class is a must. It hard to sit on the shore and not rescue someone to gives us the tools to do an effective reduce and a weeklong course end on friday if the dangerous spots because of rip current that is San Francisco ocean beach michael channel 2 news. The video showed and mention San Francisco is surrounded by 21 miles of coastline and china beach and into the bay and 1937 over 15 hundred people that have jumped to their deaths offer the Golden Gate Bridge so the core group established it it 1986 and grown with the dedications of the members stations around the water area in 1998 ocean beach was noted as the most dangerous beach in the nation and continues to be im sure youre all aware of warning signs and work with the federal the beach patrol to keep swimmers out of the water they go in on hot days we have labor day and have the lake in and around Golden Gate Park weve robbed to what does it take to be a rescue skimmer this is a time ask him in guess pass the swim you continue on the swim once youve passes we continue the next day and simulate the members into the ocean starting at the park everyday of the swim he had a long swim and run to the compressors next weeks and whatnot e cardiac park this is a picture of our members start jumping off the fire boat into the beach that is the first part. Another video. So that was a little bit of quad park the last two days are spent simulating to ocean beach the third day we go through the in the course and skills and friday is test day so wed like to invite any of the commissioners to join us on wednesday as china beach we can maybe get you out on a yet suit if youre interested come down the class a held the first two weeks of may and the wednesday is a great time to see what we do we have rescue what is your name, please that work in the squad and the fire boat after one week of training every two years youre required to do a recertification china beach with a review the rescue techniques over time quick pictures of ocean beach during an actual this is an actual call we went on we have our coastal rescue units we deploy on the beach and the aerials to spot victims in the water did bottom line is that since 20040 everything has gone up with the number of events that have happened the number of events in the water and around the water and the waterfront this is an actual rescue off the christie fields of a swimmer the coast guard and those are to assist in rescuing a person so here are some of the events alcatraz a alcatraz swim but 20 other alcatraz swims we evaluate with that safety and train with other agencies and do a ferry drill reciprocal late a ferry goldman and work with the park service we do a some people might recognition someone on the right hand pulled up on the boat. Shawn and interagency during this trial we work well together with the coast guard and pd and train with them on a regular basis and with our fire boat, we have our rescue boat too, fleet week we assist with our jet skis, those are the National Park service guys we work with that are we had a family that donated money to supply us with wet suits and our future goals really are a dedicated mandarin unit with the amount of training not just so for the swim but for the boats and the training on the buttons and jet skis require a dedicated unit to be effective with San Francisco the only als is virtually we have a Quick Response on the water that didnt double duty and this gentleman is retired captain bob who passed away but the the the one that started the program in 1996 thats our presentation. At this time well have the commissioners ask questions or comment and go into Public Comment at this time commissioners is there any questions you would like to enter at this particular time. Commissioner veronese. Thank you for your presentation. inaudible . Its a a separate unit these members work at the firehouses with battalion 8 the sunset Richmond District and their members of the fire boat bay resurrected qualified the video noted we have well over whats the figure 6 hundred over the years the swimmers not only they have members that work in battalion 7 and 8 have to be certified. San Francisco Planning Commission 16 will be qualified. Several houses throughout the city not at ocean beach but need to be certified that is station 16 our base where the individual station 16 are responsible for the jet skis thats the it firehouse that respond when we have a request for a jet skis and station 61 is required. Captain can you so station 15 is on greenwich and one in the presidio can you give the location. Station 16 is at fillmore it is being rebuilt and station 51 in the presidio and station 54 up the street from the bay we have fir hours where we have waterfront so station 16 will respond to the st. Francis so not only theyre responsible for the engine and truck and responsible for protecting the gear and responding adopt to st. Francis yacht club and station 51 is closeathand we can utility their swimmers we have more than one swimmer in the water and station 51 is near airport and another firehouses we plan is on giving more responsibility for the swimmers there. So a call in the by the way, off the coast of San Francisco is the Fire Department the first to respond or the coast guard how does that work. It depends on out how the call comes in with the 911 theyll get dispatched the coast guard get dispatched to many of the calls the coast guard is not equipped with rescue swimmers one person on board with a tag line and dont have als support on their boats so we provide that our people are trained getting into the water and swim distances away from the boat and provide als on site were the only the ones that provide that. How many calls did we each one annually or monthly do you know. 1 and 17 way one and 17. Two a week. Not only that we get quite a few of the cliff rescue on china beach and other bacteriums those turn into a rescue and the cliff rescue members tied off on their gear and whatnot we have to provide precaution in this case well dispatch a rescue boat and jet skis to make sure those dont go setting in the ocean they require for the jet skis to respond to those types of incidents. I have other questions related to technology but im interested in whether or not there is some sort of technological solution in ahsha safai throughout the department not only in that unit but this unit will be the right for this type of thing so ill have the questions outlined i appreciate it. Absolutely. Thank you very much commissioner commissioner hardeman. Thank you, mr. President. Chief how many jet skis do we have that are assigned to rescue do you know that off the top of your head. We have two in the water prepared to go and 4 used as backs up and used for training. Do we have one or two for the fire boats. No, not not a jet skis on the fire boat to put a zodiac not a jet skis. So this sounds like interesting i know that 798 is switching for the unit and the numbers the way theyve skwoektd is amazing there are like 6 from where we were a few years back so the vast majority of the incident occur during the displacement hours. They can happen at any given times our unit respond after go dusk people like to get out and the rocks they get stuck ive witnessed firsthand the extreme danger when our folks pull people off the rocks and gotten into a rock forms the tide comes in and they cant get off we realized that actually, two incidents i responded to the sun was setting quick so it was due to a lack of light we had to get our rescue boat and jet skis to see those people swim convince the surf it was extremely aggressives folks are thrown up against the rocks it is amazing the work they do and risks they take so it would be at any given time during the day or evening naturally and summertime is approaching in water activity in the bay increases not to mention the building and population that now starting to move into the Mission Bay Area it is going to increase you know the incidents that are going to take place in the bay. What i was getting at wondering if it is what a shift like a 10 hour shift or a anticipation to do a twentyfour hour. Youre looking for a dedicated mandarin unit. It is objective the staff are there 12 hours and day budget wise will be something to deal with. As we sit down and talk about that well see that as a staff that is staffed twentyfour hour those individuals will not only be swimmers and divers and jet skis operators just with all the activity on the east and west shoreline there are so many things thats a twentyfour hour responsibility. Plus an Immediate Response on the water. That the economics are a little bit more thats why i see that is improving. How many people would be is there a number does the staff on the fulltime 19166, 8. This is negotiable where we sit down we have the meetings and discuss what is the most effective we see that as an officer with four or five firefighters and when you look at the responsibility of the operator you need a pilot and supervisor you need two men for diving to back up so you know respect all the safety issues those individuals take when we get into the water the safety way is a pilot, on officer and four firefighters. Okay. Thank you commissioner covington. Thank you very much mr. President , i really appreciate the presentation i think my fellow commissioners will remember that during our last meeting when we were asked for suggestions for upcoming meetings i suggested dedicated mandarin unit be on the agenda im happy to see this and want to thank captain styles and Katherine Swanson for your presentation as well and to you commissioner veronese i have a few questions excuse me someone said we do more rescues on the water than on land those days; is that correct. I wouldnt want to venture until factual information to give you whenever firefighters do a search and rescue despite someone is not in the building they go into a rescue mode those attempts are made on a daily baso with the firefighters on land well see an increase the funny thing about ocean beach for whatever reason an attraction to that area people get on the beach despite the dangerous rip current we find ourselves going out there people are swept out to and so keeps us extremely busy and swimmers with in 9 water consistently they do their share to attempt to save lives. Thats an apples and oranges comparison okay. I wondering if i believe this will think on ongoing decision arguing the next presentation if we can have a comparison and contrast what were doing and plan to gain by having a dedicated mandarrine u and know how many other dedicated marine unit close to california and the rest of the country and how they go about staffing their unit as well as what the intended cost maybe so as commissioners we have a fuller picture what would be necessary to have a dedicated mandrin unit this is not the first time this has come up that comes up every now and then and i understand that to be a part of Surf Rescue Team it is grueling and amazing you have to be many peak physical condition and clearheaded and calm so the job is a very tough june ill be happy to put that presentation together for you commissioner at a later time. You said that requires a pilot, an officer and 4 firefighters . You know we envision this unit providing all types of apocalyptic rescue not only swimming but the jet skooigz and diving is an important component of a dedicated marine with so many traffic increasing on the bay the possibility for all types of apocalyptquatic with t gentleman that drove his boat into the bay the woman as inside of the automobile the automobile went underneath the water will require Immediate Response and divers because of the fact that the diefrdz will be a big component of the program again Safety Measures have to be when you have diving two members that are diving and along with the boat pilot and an, an for supervision. Is there a task force within the department that is looking this thing or a committee how are you frmentd plans for this i believe that our department is supportive and sees the need for this type of program ballistic everyone else those things it takes time and planning and obviously financing i believe the department is moving forward you know in the future of how for this will play a role in our Department Due to the fact were surrounded by water and the popularity of the city and the way the population along the waterfront is increasing it is something you know theres a dialogue going on at all levels of the department to make that work. Great. In addition to that comparison and contrast it would be helpful to know what other source of funding are available whether people are using fema or whatever and another jurisdictions so that. Were looking it. Well know what pocket of money might exist well, thank you very much. Thank you commissioner covington commissioner hardeman you have questions. Thank you as commissioner covington closed out that was my question i was going to ask mr. Corso if there were a particular thing im sure the whole have turning with him any idea of a pocket of money 3 might be sitting there this could be used especially with the amount of rescues and the problems weve had the number one, problem area in the country some of the time what is your or the chief what is your opinion about possibility of that grant been written for this. Good evening march corso as of now nothing it identified as a supplemental kind of Funding Source looked at as additional staffing in the department and incorporated both our general fund staffing mold model that didnt mean were not exploring other things. You dont have a bucket not the numbers that is put together but maybe at that point chief decided somewhere to look that will be good were like commissioners are like in the candy store i like that and that but someone has to pay for that. More so on the except does the recent dive boat through procurement and others have been procedure through federal grant more on the except well have a more receptive program but the staffing is kind of a large financial commitment well be needing to fund. Okay. Thank you mr. Corso. Thanks again chief and i was remiss for not thanking firefighter swanson were all very proud of our native san franciscans im happy to see another one doing their job and good presentation on her and her goal to have this and katherine styles thank you for your past leadership so i want you to have the feeling at least from me this is a good idea and hopefully get this dedicated unit soon, soon. Thank you very much commissioner hardeman. Commissioner covington. Mr. President , thank you for giving me another opportunity to speak im just wondering if we can have a presentation perhaps in late august or september. Yes. On this and i also want to point out to my fellow commissioners that again highlights our need for grant writers within the department you know so we do find out where the funds are and we have a plan to assess those funds nationally thank you thank you very much commissioner covington thank you very much assistant deputy chief castellanos youre comprehensive report and captain styles and firefighter swanson thank you very much for the presentation as you can tell commissioner covington called for this is as a that have the information and i appreciate the seamans answers in terms of formation of concept and many of the questions have been asked by the commissioners as well and look forward to having a summary of that at some point in terms of the questions that were asked jurisdictions and etc. Just for my information chief the jurisdiction of the water rescue geographically is from as far as pacifica or perimeters please. Our units are rescue boats and jet skis will reach beyond the Golden Gate Bridge anchor beach and china beach in the past weve called for out at ocean beach but not communitybased further south than ocean beach that is an unusual as well on the one side on the bay side wherever were needed could reach the beach side and a lot of activity on the Golden Gate Park and as the population expands down in the water weve responding upside down e up and down the west shoreline and the Golden Gate Bridge as far as candle stick point at times so, yeah okay chief again, when we have this followup it would be good to hear about the other jurisdictions oakland and san mateo and if you have something similar again, i think that it is pretty clear an arbitrary in the commission in terms of this but historically we have basically a whole process in terms of making this a reality with operation and budget i have this at this time thank you very much for presentation and ask for Public Comment on this item anyone wish to comment at this time . Public comment is closed. Thank you very much thank you very much Vice President and commissioners and. Item no. 5 chief of departments report discussion. The public. Department of homelessness and public works and the Police Department on the 16 i be participated in the neighborhood that commissioner hardeman and i in easter sunrise represented the beauty morning before the rain and participated in the cherry bloom festival and parade that was enjoyable and we always like to be part of this so made for a busy week and on 1515 south van ness on the 17 participated in a policy Group Workshop passed around a draft copy of a pallet by the department of Emergency Management it was their workshop the policy group is comprised of us that get together as much as the mayor and the president of the board of supervisors and they talked about roles and responsibilities ahead of time recognizing that every emergency is different but sort of a playbook for who has what role that is a draft that is complicated and the department of emergency is asking for what might be helpful in terms of that playbook on monday the 17 i participated in quarterly meeting pacific gas and elect to talk about the incidents responsiveness from our pd and attend that on the 17 the deputy and i attended a Management Meeting with the bargain united participated in that last week on the 20th that was earth day an event here in the morning the crews does a good job helping and they were concerned about a large group of people at Golden Gate Park there were challenges but managed well and then that evening a number of us dhud commissioner president cleaveland went out to the collaborating club the fire marshall was honored and the honor was for fire marshall de cossio given the outreach that were given an enjoyable evening and congratulate the chief on that and the 21st was a busy day we had an an employee that retired her last day that was challenging that was the day the Power Outages felt we appreciate your news commissioners showing up and lost employees it was informal i know she appreciated that and wish her well, after 3 seven years ever services with the San FranciscoFire Department we have a replacement for jennys position katherine will be starting on may 8th as i said on that friday we a power outage businesses were impacted and first and foremost another at the larkin fire station and john hickey was there a fire was preliminarily because the installation surrounding did breakers and that needed to be extinguished with the dry chemical agents the co2 to deal with the flareups but i cant imagine i know of a few commissioners when it happened the impact of getting out of the marina to headquarter a huge impact four or for the city we have a thirty percent increase in calls people were stuck in elevators and minor traffic issues a lot of frustrated people but people were good citizens and no injuries related to the power other age but people step forward and it made National News got phone calls and texts and in a lot of ways not just another day but because of everyones hard working and planning that was managed very well so on saturday a nert drill by the captain at the helm chief williams was there i with got to the tail end of the drill over 200 people attending and participating in that drill on the 24 i mentioned of this more o month on monday we had one and 22 class start and begin their 20 week journey in the academy and yesterday, i wanted to acknowledge the official swearing in of our navy and the reappointment and swearing in of commissioner president Ken Cleaveland that concludes my report. Commissioner vicepresident nakajo i ask for your consideration to adjourn tonight meeting in honor of a long friend of mine and veteran of the San FranciscoFire Department mr. Ray one of our oldest living retirees ray served the department from august 1947 to november of 1977 and retired as a captain from station 6 sort of a legendary person i didnt have the opportunity it work with him but a real ambassador for the San FranciscoFire Department up until sunday he was going strong and died yesterday afternoon at San FranciscoGeneral Hospital after a fall the deputies and i had the opportunity to be out there right then and just a good guy and a long time volunteer that the San FranciscoFire Department thank you. Thank you very much chief joanne hayeswhite dual noted commissioner at this time any questions or comments commissioner veronese please. Thank you chair. Chief in regards to pg e situation i know that you will be meeting with them to go over the outage and some of the causes of the out age i understand a remedy for private citizens to make claims for reimbursement do you know if there is a remedy for united to make claims for reimbursement you said our calls went up by thirty percent can you check to see a remedy for the city to be reimbursed for those calls. Sure the call volume went up our staffing doesnt people had to wait because of call volume but certainly in the past when we have been impacted with other outages were very, very someone has to wait longer we can do an analysis and generally from what ill told we were able to manage that but we were extremely busy we can look at with whether any costs fixed costs we could request for recovery im not sure there were i request. An incident that was recorded in the paper about a homeless individual at the project who has passed away a question has to Response Time and whether or not 911 answered timely have you looked at or can you look at that to make sure from our side of that note entire team members but on our side once we received the call that we were at least well, i guess only so much you can do but at least our response was timely and further if we because of the team effort and those types of incidents where reflect poorly on the department and could affect the morale can you look at what happened again i dont believe everything i read but about the folks ringing none was answering 911 that is terrifying if it is someone in an emergency situation and ill be happy to follow up with the department of Emergency Management who is responsible for the pickup of new any once we were dispatched from the time the dispatch hit enter engine 3 we were there and did an phenomenal job i witnessed them going all out within a short period of time to handle the call a cardiac and the patient 6 days later passed away i know the department of Emergency Management is working diligently and have a Staffing Shortage that is results in like i said frightening when you call 911 you wanted someone to puppy, circle with the director on but in the case of sort of staying in our lane i as i mentioned that is a team effort our crews were on scene within 3 minutes it was in time of the call. In response to the Response Time youve been responding well to get to down has the department done an analysis in a better situation where we were as to what challenges we are facing that are resulting in the Response Time being where they are and not better there is always room for improvement but has theyve been an analysis to wlat challenges are in bringing down the Response Time and perhaps what the department can do to tackle some of the challenges. Basically 3 told her having a unit on scene then four and a half minutes from dispatch generally one that neighborhood that is something that given navigating through the city were happy where we at and the second threshold were doing not too much of a problem the als provide provider on scene als is advanced skill like innovating a patient or beginning an interconvenience line this is 7 minute threshold in the 90 percent percentage actually, we never miss the mark we have the als provider and the ambulance or increased the number of als provider on the Engine Company we were having a difficulty in 2014 if the patient needs to be transported 10 minutes until the transport is on sequence there is room for improvement i agree with you i think the Biggest Issue that were dealing with an increase in call volume but knocking on woodrow were at the best levels in the history of the Fire Department including the calls increases from the administration local 798 and the legislative branches of government in 2014 we needed an investment and made investments and continue to make investment in more modern equipment, in personnel in technology, all of those 3 helps in getting us there before were struggling to be at 10 minutes in the 90 percent percent tile now 92 and 93. Do you have a list of things that make the delays i imagine you avoid places where the construction not ideal for nonEmergency Responses traffic for example, are you know other factors other city agencies that are impacting that such the bike lanes or traffic lanes some will what are the factors that have you made a list of factors that are usual or unusual to come up that affect the Response Time. So we analyze the data we work with naval the data generally, we analyze it if it is an out liar that looks like this should be a 5 minute response a 12 minute response given the time of day location out of ordinary we hand select the calls wasnt the issue you may have been and weve also asked the crews that maybe experiencing some nominally that makes them arrive later then typically so we can effect that. On thats a great question my final question two narrowed or in regard to homelessness does the department track the effect homelessness not only on Response Time but on the number of calls i know i saw the report that was in our minutes or materials last week and it wrote down the calls by the types of calls i didnt see the specific effects of either people that are homeless or people that are usual frequent callers i know from my experience in Law Enforcement there were usual callers can the department track were not tracking we cant measure that can the department track the finally effect of resources the waste of homelessness on the resources on the department. I think we can do a better job were capturing some things so for example, sensitive issue as well we sort of dont discriminate on someone in the marina or on the street you make a good point about Washington High School and trends right now ill not say scientificic but to do a acquire on someone with no address we make an exception it is open to interpretation so at this point and weve been asked about encampment fires or times going out for medical calls and things like that we track the type of calls but dont have necessarily sort of a homelessness march something we can try and capture for adequately if this is something you think we should be doing. Not about isolating anyone in homelessness have you a have risk factor for folks the ideal situation gets them into homes; right . In that transition this is an issue that is near and dear to my heart and my mothers been all over this issue for the last few decades and so im got a lot of information about had issue ive seen that up close in order to understand the resources of the department that are dedicated to that aspect of the city it is really important to know number one, there are ways we can better serve those people or and for that matter better serve the people of San Francisco by taking care of the issues before they become frequent issues when were serving one person were not serving other; right . Having that is in the Response Time if there is a way to track the effect of homeless calls open our resources i think we need to do that i dont see that as a negative thing that is a smart thing we should do that if i can evaluate in that instance ill be happy to talk it out we need to get to how we can better serve the public whether or not theyre homeless and serve the public in my sort of use of our resources is better tracked for example, taking out a lot of of our resources. This is an important issue one thing we started and it just had a one Year Anniversary your colleagues are aware has been great at focusing on the frequent yours in the system not using the best system for them instead of going to 911 and going to one of the require versus go to a shelter or some other service we have two fulltime dedicated paramedics that drive around and cover 24 7 and 12 hour shifts called ems 6 that drielz down on that that data is accurate and my understanding if youre working towards what youre asking we have reporting requirements for the National Fire and were looking at sending a box or something that identifies the homeless encampment or interaction with a homeless person but not there yet. Okay. Thank you chief. Thank you very much commissioner. At this time commissioner covington. Thank you, mr. President. Just at the end of the chief the chief mentioned for the new commissioner the ems 6 and also the hot team i think those are things youll be interested in its been a year and in terms of improvement of what some called the frequent fliers that are constantly calling 911 maybe theres a need for an Emergency Team to come in i think youll be pleased once you learn more about them and perhaps we can have them talk to us within a couple of months. See or do a ride along. Yes. A ride along. Okay. Thank you. Commissioner hardeman. Thank you, mr. President. Chief on that literature you sent by the template i saw the number 8 hundred and 77 thousand as a san franciscan i always wovrntd not seen anything that number include the thirty thousand hotel people in town . You talking about the populations. No. My understanding it is residents. I was wondering if that was included that puts us over nine hundred thousand. On a daily basis. So the number has gone up my explain okay. This is something maybe sometime we should have the included in the hotel guests. Yes. Captain raymond interestingly i met him at a dedication in the lobby of the be headquarters and a friend of my father and came up to me and very nice in a way im happy he lived this long i was wondering that was quite a few of the i met him what a nice person a great guy im glad to hear he doesnt suffer because hes a good person. Something else . I dont know if you saw in the news about the airman ore doing so in santa rosa a small town so this heroin thing they think that is possible some imprint that everything is a sad situation that was all on that glad we have not had some of the same product down here so do the same thing in San Francisco hope that didnt happen thank you. Thank you. Thank you very much commissioner hardeman. Chief joanne hayeswhite i have a few questions and comments in terms of tomorrows budget presentation by the department at 1 oclock is that the main chamber in front of Budget Committee. I believe so. I have it here. Yes. Room 250 legislative chamber. And again, im assuming some vacate of the commissioners theyre welcome to show up. Yes. In terms of the support of this legislation so commissioners this is information pertaining to tomorrow i have a comment in terms of the questions and the line of preferences. Commissioner bobby wilson i think it is timely in terms of our questions as well we just finished an ems 6 presentations that commissioner covington was referring to but also in terms of the the 911 center we recently had the last month finished a presentation of all those areas and it is timely in terms of for myself that is just my interpretation i often made references that the Fire Department was our ambulance and staff and are our mini hospitals we address the citizens that are out there in terms of dpaepgs into their encounters are part of work and im trying to identify and have specifics on it when you see the chiefs report youll see that but again your moving towards is something that again, this department and this commission has been long in terms of just that quote unquote the homeless problem encompasses the area and this commission has tried to have a coordination with the other departments in the city i think a ride along or chief gonzales can brief us in terms of what the questions we have i think that will greatly enhance the questions we have at this time im going to ask for Public Comment on the chiefs report and after that, the administration chief williams now any Public Comment on chief joanne hayeswhite report seeing none, Public Comment is closed. Thank you very much chief williams do you say again what was station 16 going to be completed and their anticipating station 16 will be completed in january of 2018. Okay. I also wanted to thank you for your comprehensive report no questions at this time commissioners move towards Public Comment for chief williams report is there any Public Comment at this time seeing none, Public Comment is closed. Madam secretary item no. 6 Communications Received since last meeting of april 12, 2017 discussion. There was an email from j dated 4, 18, 17. Commissioners dually noted in terms of communication is there any Public Comment on item 6 . Seeing none, Public Comment is closed. Madam secretary. Item no. 7 agenda for next fire Commission Meeting discussion. Commissioners may ask the concert to please let us know what we have schedule for may 10th and other items to be claurlgd at this time madam secretary. I believe we have i dont think we have anything for the 12 the second meeting in may we have someone coming in to do a presentation on the historical apparatus and acknowledge the ems week. Okay. And when they come for presentation that is should be on the presentation on apparatus and the ems week not to rescind any questions in terms of our ems not agendized; is that correct. Not at the moment. Thank you very much and do we also have a presentation pending in terms of commissioners if you recall at the last meeting we have is several items for discussion and the president and myself with the secretary went through that list there are some items cyber incorporated and have been incorporated by the chiefs report operation and administration there were items like the guardian that will be held separate and an item in terms of panel on that we will try to incorporate as well as an update for a Training Facility as youve heard at this time any items for next Commission Meeting may 10th . Commissioner hardeman. Yes. President thank you im sure all commissioners received this document i dont know if the captain get those documents to you regarding the guardians of the city and i dont believe ive seen that anyway. Did forward to the commissioners a all the commissioners receive this. Whoops. Okay. So. At any rate i was going to bring up i guess i saw my name and assumed that the rest of the commissioner got it, too like commissioner president Ken Cleaveland i received this is the a little brochure about the amount theyre calling regarding the city is ems and Sheriffs Department and police and Fire Commissioner veronese it is a big interest to you as a new commissioner a group that is proposing to have a there is artifacts and different apparatus from the departments that youll see in a presentation that was the reason why i brought this up maybe at the next meeting having a light agenda and captain lee the chair of that group can let us know how it is going this is with commissioner president cleaveland suggested at the last meeting maybe the meeting before also about this is a wonderful document and it is nice as we brought of up that succinct people that are handing the equipment and storage responded to i wanted to thank captain lee pubically and our secretary and find out if so there an availability in this time commissioners and cleave to look at that and if theyre not ready well wait until when theyre ready. He was going to join david on the 26 so theyll both be here doing that thank you. Commissioner hardeman. I must have let that go sorry. Commissioner covington. Thank you, mr. President i think that will be appropriate its a on the 26 to have the presenters wear two hats regarding for the city and perhaps the senior person of the department of Emergency Management talk to us about the 911 calls we do have a preservation in the city on the part of our fellow citizens that the Fire Department answers 911 calls we dont answer 911 calls those calls are routed to us so when questions come up as came up this evening with our newest commissioner that would be helpful to get answers directly from those people in charge of the department of Emergency Management. In open session. Thank you commissioner covington i think the question of wearing two hats at one presentation may be best to be addressed to amber lee im not sure if that would be appropriate in the sense of the subject matter of detail im saying agendize it separately so we dont confuse the two items and easier for her to do that. Not my intent but theyll be separate items with the nonprofit organizations and the other is a branch of city government. So chief joanne hayeswhite have you a question. Im happy to reach out to recommendations and can are reach out to the drugstore i think what youre getting at commissioner covington where theyre at in terms of the staffing and like us they have Response Data and percentages they like to achieve i mean, ill work with the commission secretary. It is a good idea they talked about the 911 issue i think that would be appropriate if we can get the director to be here commissioners for us to have those direct questions with ann and have it addressed as a point of information commissioners, i know you know the president and myself went to the new any center our welcome to invite that center it give us knowledge and counter that so kims can communicate so that again madam secretary and separation of those two items and at this time. I have mr. President. Thank you in our remarks mr. Vice president you said some of the items suggested to the separate agenda items what about revolted into the report im of the opinion of the transparent and the access of information on the part of members of the public that sixth items be listed separately so that everyone knows that their going to discuss this at our Commission Meeting and not going to be rolled into a report that handles many other subject. Acknowledged commissioner acted on if you could let myself and the president the secretary in conference with yourself separate overseeing items in terms of the items in terms of the purist of items. Oh, yes most certainly i did respond to the acquire but make sure that but include each and every. Mr. Secretary well followup with commissioner covington for this clarification nothing at this time commissioner covington more. Okay commissioner covington youre done at this time. Yes. I am at the last meeting he put forth quite a few of the items. Commissioner hardeman you want to i was not expecting the no questions of chief williams and i really did want to go back for a second first of all, you have to report on the post station one that is a monstrous amazing job so you have to keep on reporting that is delayed but no problem where the Fire Department that is your report that is sad you have to do that youre not responsible for that and then the other thing im happy to hear that the 48 hours 4erz and calls are going down i want to say that thank you chief williams. Thank you, commissioner. Thank you, thank you very much commissioner hardeman. Last week when i went to jennys Retirement Party i was pulled aside by greg that works in the office of administration i met him seven years my brother introduced me to him he did a climb up at the top of the transamerica building i volunteered to barbecue and greg remind me of this and was nice that plays along with my tensions on being on this commissions he was nice and invited me to the bank of america building was doing a climb i had the opportunity to get into his gear and climb all 52 stories of the bank of america building and down too but my point in saying this is that my intention being on the commission to throughout my tenure to attempt to walk in the shoes of the guys and women out there saving lives we dont spend spent a lot of time on the day but more we understand what these ladies and gentlemen, on a daily basis i would have been useless as a firefighter after 6 flielths of stairs it was eye opening and stabilize so and so stairs i had a massive tank on me is quite and eye opening experienced i want to thank greg and wanted to thank you chief for your invitation to and openness to this department i think that is important we as commissioners get to know every aspect that have department our decisions effect all the decision thank you, chief for being opening with that said, i see my role here as being an advocate for the public but also being an advocate for the members of this department including the leadership i think that we are better to serve the members of the leadership and the members the department by looking for ways in which we can incentivizes interest in the department and their, their jobs easier and one of the facility issues that you calm last week is, of course, we know in San Francisco how expensive the city is to live in and i believe i heard that firefighters started at 70,000 and work their way up seven years to one and 40 or Something Like that that sounds like a lot of money when our living in San Francisco not a lot of money for people watching this oh, thats not a lot of money but people outside that is a lot of money with that said, anything we can do to assist the members of this depended in residentscy within San Francisco for me is a really important endeavor one is serves the interests the First Responders close in case of a national or Natural Disaster and two it shows were investing in our troops i know the issue came up chief supervisor peskin had a suggestion i know a bigger issue the entire department is dedicated to housing and this is just one aspect but i think what we need to do ill be meeting with you and discussing maybe a list of things we can do to support the staff and making sure that our interests in serving the public have met but also serving the members of this did that the at trying to get them to look at this and trying to get to look at this in a different way in the Police Department but here like to work alcoholic collaboratively but to find ways to better serve the members so im going to ask the commissioners to assist me and make concrete steps and take the concrete positions at that Commission Level and within other cities to other city departments for the bmr is a good issue and belowmarketrate housing is a good issue in my opinion First Responders should have a priority that makes sense who will fight that maybe but those are the types of things we need to put out there i welcome the rest of the commissioners that we all collaborate on coming up with ideas and concrete ideas and pushing those and getting results this year on how to be better serve the members in the city at the same time so with that said, keep it in the back of your mind if you think of a great idea throughout the day lets put a list together and push forward. Thank you, again comments and good remarks commissioner covington. Thank you and thank you commissioner bobby wilson for joini commissioner veronese for joining us im glad youre here have heart and energy and your comments you know that is against the law for anyone 3 of us to get together and discuss things so ive been on the commission for a little while and that would be helpful to have a commission retreat and at a time we can brainstorm and do all the things that are helpful for planning at that level. So i just want to i want to put that out there thank you.
