security. i first want to start by saying happy belated juneteenth to everybody. i know there were some great events in the city this past weekend to celebrate that. and happy pride to everyone and happy warriors as well. and i just want to give a shout out to, all of our people that worked on the warriors parade, the event including chief artseros who worked closely with pd and other city departments as well as chief of tong, we had over 90 medical calls in the footprint of the parade and just under 4 hours. so, we were really really challenged and you know, we also had division chief bill down there and others to really help us manage it. so just thanks to everyone for making that safe event. a couple of weeks ago, 24 community paramedics, graduated from their paramedicine class and they're being added to our street teams. chief tong and chief pang have been interviewing hiring and training as fast ads possible to fill all of those spots. and as you are aware, our street teams are making a difference in the streets and i look forward to having them staff. and thank toerlt quadre at ems as well. and they're also in the process of sending offers to another h3 academy. so this is non stop over there. thank you all for your attendance at the 129 academy graduation. these additional recruits will really help our staffing. we're still not sure of how many people we will be that will be retiring at the end of this month. so, i appreciate having people in the field. our next academy will begin on monday, approximately 50 new fire fighter recruits. some of them come from the ems side. and cross train basically. so i will be meeting and greeting them at some point in the next couple of weeks. i attended operation genesis. so it was founded i'm not sure when but it's a city information and it basically looks to promote conference in dis en franchise youth by exposing them to all sorts of things so they can really believe in their ability to succeed. and you know, i'm really excited about these are the young people coming up in the department and we'll be handing it off to so i'm really excited to have them and look forward to collaborate with them. chief o'connor and i participated in the interview panel for the assist nt deputy chief position at the airport. and i am happy to announce, our selection of patrick darcie to that position. he will start on monday. and he is going to bring some really good stability to that to that decision. at the state this past monday since, our fire training passed another hurdle in the senate committee for natural resources and water committee. so our training facility, the but every committee, has been unanimous. and finally in the you know, in the past month, my staff and i have been hard at work on our budget. and i will happy to say that tomorrow we go before the budget committee for our second hearing. and we are in, we have come to an agreement with the budget legislative analyst. and we basically fixed some structural issues within our budget. so at the end of the year we're always having to go back to the till for overtime and premium and some other funding. so the mayor's budget office saw fit to put that money in the budget up front. so we have close to half a billion dollars budget this year. it's 908 million dollars. when i started, the budget was 70 million back in 2019. so we are, we are an important department obviously and, you know, getting this additional funding is really good because ttsds basically at the end of the year when we have to go back to the till and ask for more money, the new budget is also happening. so it's also like you're asking for this and that. so this structure issue is really the structural fix is ream' hopeful. is there anything important about the budget other than the structural fixes, i don't think so at this point, right? okay. so again as i said, we'll be before the budget committee tomorrow and i'm happy to take any you very much some really good news, i have a few comments and a few questions. first of all, we have the celebration parade that we have on monday. and being from my house watching tv and the enormity of that celebration. i also knew that our department responded. and i wanted to acknowledge to everybody that worked there as well, chief. if i'm correct, at the conclusion of that parade, it looks like observation the last one, but it seems that proceeded down the route that the corral behind him and at one point, the crowd there was now the crowd that was marching. to present any logitic al or problem. chief may been involved in this as well. but i'm going to leave it up to you. >> so there was basically a point where the crowd did create some real concerns. and i know the police stepped up and stepped in and we're able to mitigate that, i'm not sure how long it took but for us in terms of, you know, operationally we also had units on the parade route. i know the police did step in to mitigate. >> do we have a estimate of the crowd size for that celebration? >> i do not but i can get that for you. >> okay, and it's, glad that the police department had some control. >> i don't want to be a party pooper but i'm looking at it at the logitics. i want to congratulate chief pat now is, the chief of operations or the chief of airport division and i wanted to also thank chief brown for his services at the airport. also wanted to acknowledge and very very happy that you remembered the new leadership with the black firefighters and john smith with the vice president. we did receive the notice of safety for their 50th anniversary that is coming up so. i just wanted to acknowledge that ads well. you talked about a new class starting this coming monday chief, is that class of 130th class? >> yes, sir. >> when would be the next class? >> so after this class, we will have our next class in january of 2023. >> thank you, chief. >> i know how important that is for all of us. and i also wanted acknowledge the team, yourself chief, in terms of the budget. unprecedented that we are, sounds like a complete comprehensive budget taken into consideration everything that we do. >> thank you, vice president. and yes, many thanks to all that worked on the budget. mark, it took a village and we're very close so that's very good news. i also neglected to mention that this weekend is the pride parade. and we will definitely be marching in that. we have a whole set up and engine and some other vehicles. we hope to see you there. >> very good. further questions or comments for the chief of the department? >> yeah, this is commissioner morgan. i just want to piggy back on what president said. i want to thank chief brown for service at the airport. and i would like to congratulate patrick darcie for his new position. juggling five things at once, i would emergency jesus christ, thank god it was no major emergencies that department you --kept you from helping people with a massive people on market. but it sounds like everything went well. >> yes, we always put a solid part in place with our city partners. and we had a lot of people step up to help within the department. so yes, to chief brown and chief darcie will be at the next commission meeting and we'll be happy to have him come up and say hello and say a few words. >> thank you, commissioner morgan. >> thank you. all right, seeing there are no other questions let us move onto the report from deputy chief o'connor please. >> good evening commissioners, madam president, feinstein, vice president, commissioners morgan and frazier, chief of department, madam secretary, i'm tom chief administration this is my report for may of 2022. if we can bring up the power point presentation. we on boarded two for canines. you can see they're going through some training. we had a week that defense security cooperation agency. doing a landing zone where september 12th they will land a kept. we also had a haz-mat and bart table exercise under a health safety acting chief, battalion chief natasha parks. we had a health and safety roundtable, our health unit, we also had the hosted welfare. we had a work place burn out webinar and lieutenants academy where they gave a lengthy services that are available to all of our firefighters. and we had a next in the series of coffee with clinics where we had the registered technicians meet with emts in off campus setting. our physician passion, we had 84 covid cases in the month of may. most cases were mild. nurse practitioner stephanie phelps hosted five students from occupational health. to check out our protocols and operations. and office of physicians for probation airy firefighters. they performed 8 in may and performed the rest in june. we had one random test performed by energetics. that test was negative. we had 14 members randomly selected and all were negative. we're reviewing our contract with the drug testing to streamline testing cut cost and working on new proposal physician office tried to find cost savings. we had two post accidents that were administered this month, both tests were negative. we had more breathalyzers and captain also attended the marine rescue committee and refresher class and we continue the final background investigation for the 130th class. we had 120 service request and 110 of those records were completed. our team has moved into their new headquarters which is former station 49. that tenant project is expected to be completed in july. we had the last two of our type two pumpers and our clothing is expect be in mid-july. and now we get to the feel good section of my report with lots of pictures. our big hero when it comes to facilities. and if you look real close we have 50 new bodies there ready to go into the field. and if you look really really close, you can see the chief in the middle. we also congratulated who just completed their 240 hours and beginning on june 25th, the community paramedics are working on the crisis response teams. we had chief respond joe, this is sort of a sign of our times where we have late badge pinings with people who had covid during the ceremony. we also had chief nickelson here. with a lot of our lgbtq leaders and the mayor. and we had members honored by supervisor catherine stephanie the board of supervisors for birth delivering twin babies and having seen my twins born, i cannot imagine having delivered twin babies out there so con gradlations. we got a lot of media coverage for that one. as the chief spoke earlier, teaching in the fire department. and also had hashin and our intern we had the table at the chase center fair. we also had souped the alarm where we're being sold 22 smoke alarms in some of the a vs in lake merced. we had some attendance with the staff and very moving and touching ceremony. and we put together this little video that we'll show you once we hit play. stand by we're trying to get sound. >> you call us we're going to mitigate the issue. we have on average about 300. today we're on gate 3 of our rescue class, we take our firefighters and train them with lifeguard ening skills to go out to ocean beach in the waters of san francisco. we're surrounded by 22 miles of water and peninsula and pulled rescued in the water. we're also all hazard fire department. qualified which means they have to go through a surf rescue class which is what we're doing here. we'll get a full compliment of fire engines and fire trucks and surface rescue out to the victim. jesse help us because they're highly maneuverable, and our pocket beaches and bring them safely to a boat where we can medically treat beach. when it gets sunny down there, a lot of people gets to the beach and it looks inviting but ttsd a very dangerous beach if you don't know what you're doing. our fighters that are taking the class, some are collegeic water polo players and swimmers. those are some of the members that are in the fire department taking the class today and really raise the level of class. thank you, good to see you man. >> and lastly, we have, let's go to the next slide mark. that went live sometime during may as well. and that is my report, i'm ready to answer any and all questions you may have, thank you. >> thank you very much chief o'connor, busy busy. let me first turn to my fellow commissioners, questions for chief o'connor? >> yes, this is commissioner morgan. can you tell us more about the cpr app. >> i'm going to differ to chief to talk about that, can you talk about that more for us. thank you. >> commissioners, president, chief, bob post deputy chief of operations. so what the app is, this is a third party vendor and they work, they're working in concert with our department of management. and throughout the city, there are defibrillator that are placed throughout the city. and when the concept when somebody suffers a cardiac event, it will tell you where the nearest did i lib later is so that anybody is that trained in cpr can administer cpr and get the defibrillator operating. the higher of rate of survival for anybody that suffers cardiac arrest. so the goal is toin crease cpr and increase the public's intersections to try to improve the survive amount of the victims. they can be added into the system and there is challenges with people from the outside responding and interfering with us getting the first. we have not put into that post but it's something that they're very excited. i know mitchel, has put a lot of time and effort into this. and it's one of the things that they're very proud of. >> thank you, chief. ?*fm h >> all right, i have no other questions. i believe vice president has questions and comments. >> thank you very much, madam president. yes, i have some questions but some comments as well. i wanted to first comment and appreciate and thank you for your comprehensive report. the narrative, it's excellent. i also like the range that you cover within your report and within the unit. thank you for bringing up, the staff that delivered the twin babies, that was major to read but also realizing appreciative that supervisor definitely recognize them. i just want to give overall acknowledgment. i would like to ask chief serano in terms of services. >> absolute', he's right here. >> all right, serano i'm in case 31 of your report. basically talking about fire station 35, so there is a lot of material in here but i'm going to cut through the chase and ask you, if station 35 now fully operational? it is fully operational, they're still working on some of the punch lists and some of the bugs that come out. problems arise as facilities are being used. with you but it's fully operational. >> how many members are at the fire station, the new one? >> so we have engine 35 which is a four member crew and the fire ball is a three member crew which consist of a pilot, engineer and the officer of the boat. okay, are we operational. >> right now, the saint francis is in full operation. the phoenix is in dry dock over at the marina on bay side and the guardian is not operational at the moment. so we do, anticipate that the phoenix will be ready sometime in the latter part of july. it's just in front of the new station. >> it responds out of the old facility, it's still out of opera tuesday floor, the engine. >> thank you. and chief made a reference on question i was going to have on the update on old station 49. have you identified that station with the name that we're going to be using from this day forward? can you give me some input on that first? >> right now we're only referring to it as 1415 evans and we're in the middle of actually giving an official number name. and i believe the number that was used before, was 49, it was station 70. but that's something that we have to address internally. >> is that how redetermine? >> right now, we're sharing space at the facility. it is logitics for the bureau of equipment and community. it's a little tight but we're making due. we are almost complete with a complete remodel of the second floor. subjects of supply and chain issues but we hope to have them installed by next month, july. >> okay, and chief when it's fully operational, how many members will be stationed there? >> i think chief pang. >> 53. 5 for community paramedicine. we have two civilian store keepers. we have the lieutenant of clothing and currently who is also doing logitics job. but we anticipating somebody handling south and that will be it. okay, chief, i appreciate it and again just for clarity, station 49, the new one and this station, these are facilities that the members do i think hearing everything this afternoon from canine to apps and drug tests, it's so broad and amazing as well as impressive. i did have a question about coffee with a clinician. are those meet ups for fire departments staff to gain skilled skills or to get support for intersections that they're having with citizens? >> those meetings are to gain support average towards our tst average. >> debrief. >> correct. >> that's great. that's a very proactive, i like that. i think that's all i have, but wow, thank you. >> thank you. >> thank you. >> all right, i have chief couple of questions for you, i'm going to reiterate what vice president nacagia said, the report is really nice shape here. i've got to say, and you, you give us just the information that we need and it's very well organized. so i really thank you and i'm sure you had help from your ever confident staff. but it really does show. the question that i have and i keep, i wrestle with this because i don't know that i have best understanding, is about the bonds. i'm still trying to learn about them, more than i know now. and i, i know that you're going to correct me if i'm wrong. i'm under the impression that a particular bond for the money from a public bond can only be used for the project that are set in the bond. am i correct about that? >> you're correct with an asterisk but if there are other left overs funds you can be transferred to another project. so if we had savings to one fire house, we can transfer money. or use it for infrastructure needs such as it needs. >> oh, i see, that's very helpful to know. turning back to station 35. i city that there was a notice of potential claim for what is called schedule he extension due to the pg&e issues that we discussed previously. sometime the claim was settled in the amount of 998,000. --to what department does that 598,000 go or does it go to the bond? >> that fund went to the contractor, since they were there with resources, waiting for settle their end of the bargain, it was built into. contract and any delays, would be seen alized as x rate. >> okay, so 600,000 because they didn't have done what they were suppose to have done when they were suppose to have it done, is that correct? >> that's correct. >> all right, now, if i'm also again, please help me learn here. my understanding was that station 7 was also to come out of the 2014 easter bond, is that correct or incorrect. >> the easter bond was suppose to come out of the 2020 easter bond. >> what station reconstruction, there was another station i thought, am i wrong that was smos to come out of that bond. >> i believe station 16 and 5 came out of that bond. >> in other words, i know station 35 was held up for various reasons for some amount of time. and i'm just wondering whether or not all the intended projects that were to come from that bond were able to be fulfilled by that bond money? >> we're going to have issue with the 2020 bond, a lot of that is due to inflationary issues. the cost and materials have gone way up in the two years that the bond has pazed so we do have some challenges. >> is that why we see on a couple on hold? >> correct. >> okay. that is makes more sense to me. okay, and my last question, i'm focused on my bond here or on station 35. what is the real status of the guardian. >> let me bring in chief. up in one moment please. >> thank you serrano. >> yes, so the garden is basically we're, pursuing some avenues of donating to another municipalities or the port of stockton was interested in taking it over. it's not cost affective to maintain the guardian, the guardian needs right now, $100,000 plus of asbestos abatement and mechanic cal engines so we're maintaining the st. francis which is the newest fire boat and phoenix which is dry dock in getting a huge facelift. we can retire the phoenix and put her in the museum or something. >> got it have a big museum. thank you very much, chief serrano. i'm going to slowly understand the bonds. i appreciate your patience. and again i really want to compliment everybody on the overall report and on their efforts because i, i absolutely echo vice president necaggio comments that it's very ex tensable report in terms of an ability of somebody who is not a member of the department or trained it covers a wide range that sometimes the fire department does not absolute, thank you for that. do we have francisco fire department. i served active duty in the navy. i wanted something that was going to be in the medical field, but not necessarily stay in a hospital setting and i didn't want to stay in an office and this job kind of combines everything i was looking for. everyday's different. there's always something new and to learn. and my first introduction to the department was being surrounded by people of the lgbtq community. and so we were able to get, you know, it just made things a little more comfortable that you could talk to people about things that people necessarily wouldn't understand. i've had to hide myself. able to come out. being able to understand many his and being able to do things in had that sense, it's very liberating to be able to speak like this, this city in particular, it's a mecca for the lgbtq+ community. you know, there's so much history behind it and being part of this community that now accepting us for who we are and what we do, we're able to just be ourselves. any time somebody finds out i am a member of the gay community, i don't get anybody talking about me, nothing at all. it's just oh, cool. you have a partner? like yes, i do. they start asking about that and how my life is. you become part of the family and here in the san francisco fire department it really is just one big family. you know, it was my dream to be a san francisco fire department member and i'm here.
