[applause] nurse kim began nurgs in 1992 work nothing a family health care clinic in berkeley, california. filling a pool to return to her home town of san francisco, she landed a job with san francisco city and county jail health services as a staff nurse. since then, she has been able to work in various communities and special in nursing within the san francisco department of public health. including being a nurse manager at sf county jail, surgical nurse at zuckerberg and chpy at balboa high school. also her al madder and finishing in nursing at maxine hall healing center as a primary care nurse. nurse kim also lead initiatives to decrease disparities in african-american health care with the san francisco health network. some initiatives that remain close to the heart of her are the following:hypertension leadership committee. aimed helping to decrease all healing disparities among african americans. racial equity group, focusing on african-americans in the health care system specifically equity. participated with gar. government alliance on race and equity. works to advance racial equity and he increased opportunity for all communities. held the only african-american hypertension clinic in d ph primary care at maxine hall health center focused on closing the gap with patients with high blood pressure, educating and addressing their physical and social needs. >> the importance of this clinic helped address the greatest diseased plaguing the african-american community and creating better health out come. nurse kim had a clinical, hospital and community base experience in nursing and has left a legacy in the public health community with her arc mazing work and served the city through the department of public health for 26 years. taking care of patients and mentoring nurses and other health care professionals. today, we commend you for your care and for your service. congratulations and thank you. [applause] of [applause]. wow. thank you so much. so good afternoon, everyone. first i want to say thank you to the city and county of san francisco. i have to stay close to my paper. thank you to the city and county of san pran and the department of public health employing me for 25 and a half years thank you to the board of supervisors for the honor and a thank you to president of the supervisors committee -- walton for his hard work and leadership. thank you. >> also another special thanks to anna director of opinion health primary care and director of nursing. i want to give a thank you to my family for always standing behind me since the beginning of my nursing career in 1992. my husband kevin for pep talks when i was ready to give up. you are my rock. i love you my daughter and my son who are always there for me unselfishly. i love you. and thank you to the rest of my family and friends for being here today. i appreciate and love you as well thank you to my maxine hall health center family. thank you for being here. for the last 9 years of awesomeness my murs manager for lead everybodiship, friendship and transparency. my retire medical director katherine james. and susan oshg bada who has been great roll models for me. someone said to me it is hard to work with dhp system but there are so many good people and i agree. i have truly been blessed the last 25 and a half years of serving my communities. i must say, as i thought about what i was going to talk about my journey as a nurse i realized it was meant to be. since a girl i loved helping people because it made me feel better. and if you feel burden of proof i feel better. so00 eye was born and raised in san francisco and grew up in housing projects in potrero hill. attended star king and potrero high school and balboa high school. my mother took us to san francisco general hospital and the dentist in the old brick buildings in the 60s and 70s. the memories were good. so i believe it was fitting for me to return and give back to what was goin me. good health care. i love being a nurse and what i did as a nurse and would not trade it for anything. i did my best at being a good nurse and roll model for my colleagues and new nursing coming in the profession. my favorite lines i would say to new nurse or students was, don't get in the profession if you don't like helping people or for the money because tell be a disservice to you and the parents who trust you to take care of them. they don't deserve that. and as a nurse, i got to serve people who physical or mental health in any capacity was compromised whether minor, arc acute or chronic i helped them get to their optimum quality of health by giving care and showing empathy. i tried different develops work nothing jail health services, surgical, health care and my first love, primary care. >> i was able to build relationships with staff and patients by way of team based care. i got to be part of something so important like equity. we address the the inequities we see in our network with african-americans and hypertension but must improve on what has been set in motion. there are such awesome people taken equity tow another level and appreciate their leadership. now look we have an [inaudible] in equity and he health. being a nurse come with responsibility from all aspects. so, let me tell you what nurses are. servances with a heart to serve and heel. they are empathetic and good listeners. gate keepers between doctors and patient and gate people00ers of nurses and doctors. nurses are troubleshoot irs. great advocates. nurses are compassionate, skillful and protectors. fearless when necessary. and will get the job done. i would like to ends with a quote from mya angelo it goes, i learned that people will forget hayou said. forget what you said. people will never forget how you made them feel. it has been an honor to work in this capacity as a nurse for the city of san francisco. i say, thank you again for letting me take this ride and journey with you. thank you so much. affordable housing that address san francisco's housing crisis. let's make sure we build housing that working families can afford i introduce the affordable housing production act to accelerate the process to build real affordable housing san francisco working families can afford. a safe guard against any attempt to mislead voters about market rate housing as affordable and further displace working people in san francisco. this measure will will accelerate production for low income and middle income housing. middle income in this legislation is defined as 160 thousand dollars annual income for a family of 4. provides more family housing. by requiring for the additional affordable housing units to sites that produce 2 and 3 bedroom housing. more housing by increased affordable housing requirement percentage. and -- it supports our workforce developmentment requiring skilled and trained employ am and require worker to be paid a wage so those who build housing can afford to live in it. and brings a greater trance transparency requiring a report throughout budget process. i want to thank supervisor peskin and preston and walton as your for your early cosponsorship i'm proud to have the san francisco building trade, labor council and educators of san francisco standing with us. our workers are essential to san francisco and needs to be able to afford living here. and thank you to council of community housing organizations were for some ofs known -- and helped tenants and working families against displacement for a long time. but -- colleagues, i think that while we have been in good faith working toward this legislation and making sure that not only that we mean what we say by delivering affordable housing we do want to make sure that it it is feasible. and sometime its does requirer conversation with those who do build housing in the city. and with that conversation i want to point out that you know colleagues, some of you have been involved in this conversations. and working with our office with advocates and working with you know -- trades. members to making sure this measure is workable. it is meaningful. and i want to supervisor safai for his participation in the conversations as well. as a result, i will be making 2 amendments today. and those 2 amendments are -- amending the definition of multifamily housing as it is defined 2 units and more with exception single family home. with the amendment is going to increase that unit number to 10 units and more. and the second amendment is to amend the increase inclusionary percentage from as they stands at 15% to 8%. colleagues i want to clarify that this decrease of percentage still is in addition to the existing inclusionary percentage. which varies between 21.5 to 33% and in an inclusionary upon standard for housing percentage requirement on site. so -- this still is 8% in addition to the existing standard. that is a thoughtful compromise in a sense where how can we make sure we still get what wheelwe need in affordable housing. we need more affordable housing but how can we reach a place where we can get everyone on board be it market rate developers or nonprofits to build more affordable housing faster. in accelerated pace. that is the goal of this legislation. so i urge for your support today to for this 2 amendments to be more specific the amendments you see has been circulated electronically by my office and on page 8 line 12 and that's replacing 15% to 8 percent and on page 9 line 1 to replace 2 with 10. very simple but critical ma'ams and look forward to your support with this amendments, colleagues, it will sends us with your support to continue and amend then tell then emsend to yous next week for continuing discussion and if you support this we in my district, they are not serviced properly. they are not continuous low hit. often times tell take multiple conversations with the agency to have people exactly out. it is to the ridiculousness of one person will service the can but another person can't service the treasure that is around the can. and i just feel like -- we need to have better service, better relationship. and over all better effort from an agency that we have a strong contractual relationship with. so i wanted get this on the record today. been in office for 5 and a half years. and i cannot count how many times hi to call recology to tell them remind them and ask them to service our public trash cans. that either over flowing or have people using that as a site for illegal dumping. i will support this today. i know ultimately tell go out to bid in the coming months we had that conversation but i want to say that i'm not clear hot current representative is from that agency and have not had a lot of communication in the last 10 months from or year from recology. wanted to get on the record happy to support this today but definitely want to see a better level of service and engagement from this company. >> urge all of the board supervisors to vote in favor of the resolution as presented today to ensure the safety and health of the neighborhood. and i implore the board take a look at future housing projects or any project to ensure that the health and safety of the neighborhoods is a priority and an important consideration. we have been fighting for tw years to be heard about making sure that we have a safe neighborhood this . should be the minimum requirement of any project approved bite city of san francisco. and yet that has not been doneful today is the day to change that. i hope the and i are among the impacted residents when is live close to this contamination. we live with our 2 young children and elderly parents. oir indoor air was tested and the results are alarming. we know that there is vapor under and around our neighbor's homes above california state screening levels. our family lived here for scombreers all exposed the cancer causing chemicals most neighbors lived here longer. we are concerned for the health of our family and asking it support supervisor mar's resolution to ensure that the contamination is remediated. this will ensure all homes new and old are safe for current and future residents. there is a window of opportunity now to get it done right and in a cost effective way before new project begins. and you know, asking them to support this housing at 2550 irving. and the scope has expanded to the entire block of 2500 irving. and to the surrounding homes as well. and this legacy contamination is in the uncommon in our city the commune has a right to know to understand what the healing impacts are and to have confidence this our public oversight agencies are doing their jobs and protecting opinion health and the environment. upon infederal evereverthis is not case with regards to oversight of the 2500 irving area analysis and clean up. which includes source of kong tammyination and lead by the california department of toxic substances control because sfd ph seeded oversight authority to the state we are frustrated how oversight process has been with 5 separate agreements with separate parties all motivated limit liability and all but one agreements are voluntary and the first party the police credit union a former own of 2550 irving walked away from the valtear agreement that the need for this resolution call on temtht oversight rowel for coordinated assess am of health risks around 2500 irving. this holds all parties accountability and prioritizes remediation. and this resolution is in support of efforts by msna in my on whiches to hold them accountable and ensure the remediation. i did want to close lie says this 2550 was stream lined because it is 100% fooshd affordable. we work to accelerate and stroll line housing and affordable housing production we need to ensthur new development addresses other important need in our communities such as identifying and cleaning up legacy koon contamination disruptions with a number of options including appointing representatives to the governing board. i note that there is a position open on their board rather they admitted to -- over 900 thousand dollars in bribes. and enter in the a deferred prosecution agreement with the united states d. justice and paid the feds twine million dollars in the city 7 million dollars in refunded 94 and a half to over charge rate payers they got a new board and in april of last year a new chair of that board james lamb who barely made it a year now that is vacant and this resolution, colleagues, would urge recology to appoint one or more representatives in collaboration with their number one labor force teamster local 350 i pause it to and recology had they had employeeos that board they might have had the sense not to engage in the practices that got them in trouble. and in the future if they have members of the teamsters on that board they may be able to make the adjustments this will have us, colleagues like the words that supervisor safai and president walton uttered earlier, more satisfied relative to service. i think it is time for recology to heed this section 290.4d that was
