The Advisory Council met on october 19th and executive director mcfadden of department of homelessness and Housing Support and homelessness was our guest speaker. It was nice to have her back at an Advisory Council meeting. And i wanted to summarize the a lot in my report wanted point out a couple things. One questions this council has had that has been about the follow up of the clients that were served in the hotels during the pandemic and during the electric down. So we were given a report on what happened in the rehousing of those clients. And so the 3 choice that were given on some chose to go to Supportive Housing and shelters. Some went back to the street. And others were able to reunite with family members. So, there are 2 hotels that were in through the closing of from the pandemic. Hsh is in the second phase of their strategic plan. They had to give the state a plan in june and so this pushed become their time line in completing the report. The strategic plan. When they are doing in the report is that they are introduce people with livid experience of being homeless. So this they have primary information and to look that in account. They are talking with the vieder community and they are redesigning the coordinated reent row program can be a little problematic and does in the always prioritize those that are of may be that is continuing to work on. And director mcfadden offered to come back had the report is completed the report to the council. Given the w this was done last year on our report on homeless. In part of that plan besides the focus groups they talked to. Than i are look and working on shared goaled with other City Department this is interface and provide services to the home and wills housing to the poor. Those include the d. Public health, housing authority, Mayors Office on housing and community development. Hsa benefits and family support. And also das. And then because this it is year for elections, the nominating committee was formed and approved unanimously. I want to make sure that they get credit for the hard work in putting that together. Making us look good. The main point of the veto message by the governor and we see it in everyone, is that if there was not money and an on Going Program required funding. See it in the budget because he was conscious that revenues may create. So there will be some bills that will come back next year. With that budget ask already in there. And we are definitely csl is beginning work. In october they began working on strategies for 2023 example they have are commit to including the budget asks in those bills. And we will resume our meetings in january when we will look first at what csl strategies we have those and then also make sure we got our time lines built in for advocacy next year. Jot one bill ims to report vetoed is ab2777 on the month low maintenance allowance that is discussed for years. This has been vetoed we dont know if that will come back or not. Most everyone we looked at again was vetoed due to budget issues. The details those that we were tracking from last month that had where we do they were chaptered but waiting to see what the governor d. Executive director dearman. Noise to see you again. This is the case report. With regards to case programming our october we met with oversight and advisory commission. And reported on the Service Provider working group comments a recommendation to the Fund CommunityNeeds Assessment and recommendations the findings inform the allocation plan. And i will speak more on that later. In november, we will have paul lamb who will presents the citizens provided by the Victims Services division of the San Francisco district attorneys office. The Victims Services provides advocacy for victims in the criminal Justice System and Communities Service resources and supports for compensation claims. And the Victim Service division wishes to engage the community to increase awareness and improve access to services and establish connections and collaboration with community proVice President ers and stake holders. That will be an interesting presentation in november. And then december, case will host the annual Holiday Party which has not been going on the last time was december of 2019. Zoel that december fifth 4 30upon seven on cap street. And you all should receive an invitation to that. Regarding case activity, the Service Provide are working group in collaboration with das manager staff met on september 12th to discuss the Service Allocation plan. And the findings from the Needs Assessment. We broke in small fwroups to Brain Storm Strategies to operationalize the recommendations. Identify steps to take for implementation, identify recommendations and implementation strategies. That request priorities and try to ensure engagement of adults with disability and leebs inclusion. You see on the attachment i sent to the commission the recommendations in bold as in finding one the service awearness and navigation. And the recommendations remember online directory and the diversity modes of communication. Those subbullets there are the comments and the recommendations from the Service Provide are working grouchlt it of so you can read through the out line in that context. Case also have identified the broad scope for advocacy the next fiscal year. We are hope to continue to work on closing the digital divide. Provide more behavioral and Mental Health services. And casework continue to receive feedback from membership on current programs and services with the goal to educate the membership and again assist with out reach and referrals that are critical these days as we try to climb out of the pandemic. First agenda item before suone of those contracts it is for the home and Community BaseServices Senior nutrition infrastructure grant program. Through this grant, das will receive 1 million, 52,000 and 73 dollars to Fund Capacity and Infrastructure Improvement grants for home delivered nutrition programs. Luthis contract das will award each of our nutrition Partners Funding to support the purchasing, upgrading and refurbishing of infrastructure for the production and distribution of meals. During the past couple of years, Community Nutrition programs across the state have provide Vital Services to ensure older adults and disabilities and care givers have access to support and including nutrition. It is crucial for our nutrition partners who long standing history of providing essential service to be able to meet the needs of the community under normal circumstances and in emergencies like the pandemic. In the spring of 2019, meals on wheels of california on behalf of senior nutrition programs across the state, submitted an advocacy proposal requesting funds to infrastructure guarantees to ensure nutrition partners can efficiently continue to meet the need for support in the community. Their proposal resulted in a 30 million of Grant Funding to enhance, expand and increase senior nutrition infrastructure in california. And our contract before you now stems from that Grant Funding secured through meals on wheels of californias proposal. As part of cd ainfrastructure grant requirements. Das submitted for preapproval each Partners Funding requests. If the Commission Approved the das conracket with cda this morning the department will modify nutrition partners grant budget accordingly to include funding received for each requests. We provided everyone with the base funding amount. Which was 10 thousand dollars. Which less than shy of what is that under a Million Dollars to distribute amongst providers. And so we basically said, submit your wish list what your needs are and each of them were allocated based on their size. How many meals they served and the priorities that were set fourth like in our service and allocation plan or dignity funds needs assess am. And then there are things and items were funds cda also had specific items that they. Things like up grids to Energy Efficient appliances or lithe providers self help for elderly is funded for an upgrade to lighting in their new home delivered meal planned. Some providers they didnt have like some project open hand they are large and they ask did not match the allocation it was less. I guess im talking too much. What is that. That is the emergency. I dont know how to turn it off. So, you know then that the funding they did in the use was disbursed to the other providers. Some providers had requests that were well above and beyond when their allocation was. This is the process y. Thank you. Upon were also asking the commission to approve a self help for elderly Grant Modification so they can continue to administer snap ed also known in cam cal as cal fresh Healthy Living. And to facilitate the physical activity component of the program. Improves the healing 32 actual education and Healthy Community changes. Also provides opportunity for our consumers to participate in evidence based physical Activity Programming. Das snap ed funding enablels enhance the Health Education irrelevant voluntary to the consumers they serve. For example, one of our nutrition partners left year provided a Nutrition Education class on seasoning food. With citrus fruit. And used snap ed funds to provide citrus zest torse take home for the client who is participated in the class this reenforces the education and make its easy for the consumers to apply what they learned. Another one of our nutrition partners use the funds to support roof garden. They use for some education classes for their clients. The physical Activity Program includes taichai. And bingo size. Offers the programs on virtual platforms and also offering the class in person. In addition to the snap ed funding das is receiving over 96 thousand dollars of annual funding for the next 3 years to direct toward out reach and enroll am for cal fresh. With a focus on reaching eligible individual who is receive sfi. Beginning june first of 2019, the eligibility for cal fresh expanded to include sfi recipients this was not the case prior. And although many stake holders conducted out reach the state believes that more out reach enrollment is needed to help people sign up for the benefit. During the next few months the department evaluate community need. Strategize with internal and external stake holderos ewe likewise the funding for itself purpose and develop a plan of action that will include one or more of our Community Based partners. Today im seek your approval to modify the existing Community Services grant with visitation valley neighborhood association. Vvma. And there are 2 component in this modification. The first component is an annual funding increase of 50 thousand dollars. Which is provided through the board of supervisors at this process to enhance Community Program offerings for older adults and adult with disabilities in visitation valley. Second component in this modification is to extend one year extension june 30 of 24. Vvma provided service to the Community Since 2014. Last year, vvma started contract with the city receiving funding sfopt provide community Service Program at 66 raymond avenue. Vvmas programs are well received and popular in the communities. Participates are most low low income, monolingual, chinese speaking from district 10. Activity offerings under this grant including baby stretching exercise, walking, singing, tai chi and dancing and a special group dangs exercise which is popular in china. It is called, Public Square dancing. And so those programs are very popular and classes are offered week leap 7 days a week. Most classes are offer in the person at 66 raymond avenue with some singing classes now offered through virtually. The program has bilingual, chinese and english suck contractors and instructors to carry out all aspect of the Program Management and operation. And in the budge, 65 of the budget was upon supported subcontractor work and 35 reported Program Operational and indirect costs. And so it is really going to help the agency to continue to provide classes and so the classes has been offered 100150 hours month low and at this time they are exhaust the funding. So the add back is able to allow agency to continue the service at the locations marinely classes. What i was looking at is the information in the attachment, it talks about various activities, translation, social services and out reach. When i look at the Service Objectives in the appendix, i noted that there are no hours allocated for translation, social services or out reach that is just ours allocated to activity and scheduling i want to make sure this is what. Thats correct. And this is a good question. And the subcondition tractors for that program are well aware collaborate with other againsts they will make referrals as needed but dont have the expertise to provide other Community Service. Connect vet republicans to health care through the va or other facilities and assist in medication remindsers and completing medical paperwork. This will funds a peer specialist help with the daily operations of the center. Enengage with veterans for well being and assist with internal service [inaudible]. The grantee is buildingum [inaudible] to expand space and once completed extended houros week nights and weekends will upon begin. Aware of the one time nature the dollars and add haveicate to the board of supervisors [inaudible] and other organizations to secure on going funding.
