And they would have to put in on a spreadsheet each of the 500 or 600 applicants and each one has to be tracked and it is not a pretty sight and what they will do is take the 500 that they pulled the 500 left after they went through housing and the applications to get People Housing and then we will keep that waiting list for at least 3 years and every year they will contact the people on the waiting list and ask them if they are still interested in being on the waiting list and if folks dont get back to them or if they say, no, i am not than the list get shorter and shorter. Then after the 3 years we go to replenish that list. The public will be able to apply again to get on the waiting list. But, for the 4000 and all of those other applicants you know, they have to put their name in the hat the next time. They have to keep applying. Name in the hat the next time. They have to keep applying. That is 500 that will be sort of the priority and they are on the waiting list andif i got one of these units i would not move. I would be in this unit for a very long time. So the turnover in buildings like this is slow. You have a waiting list and the units are not available you see but they also keep applying for other buildings. Yes. There is some kind of a hope in there and they feel like maybe they can get they can be the next one. So, if they are on the waiting list for unit in this building for example, do you have to reapply or what you have to do . It depends on what comes up. There is no lottery. If a 2 bedroom becomes available will the highest ranking household for a twoperson plus household on that list get a call and then they have to bring in all their current information because been a few years so they have to bring that kind of information in and their household and their income information and maybe their household has changed since they got the waiting list and then they might have had changes in the mercy will process it and if they qualify then that is good and if they dont qualify than mercy will go to the next 2 bedroom household unless. I just want to address this issue so they dont have to keep reapplying and reapplying all the time. They were always have to update their financial information. But what cii will do is they will just have to push a button and say we want to apply. It might just be something that says update information here. That is what have to do to update their information. They will have to take their application someplace. To get a Lottery Ticket thats how the process is now. They have to actually get a physical Lottery Ticket and they have regular updates on the status of the lease and it will show them currently monthly housing we are doing lottery applicant number 20 so if you are lottery applicant number 30 then you know that your time is coming. Or if you are lottery applicant number 3000 then you know that your time will not be coming soon. You really have to spend a lot of time at this to be able to qualify for housing so my other question here in the next one that i have is 9 of 22 appeals or overturn. Tell us again what that means . So, they got turned down and then they came back and they said what we are requiring is when they are turned down when they are denied that they are informed that they can appeal if they believe the decision was based on Incorrect Information or if they have new information that would make them qualify. In the past, some people appealed but not everybody was informed so they got a letter of denial and they thought oh well, i didnt qualify and that was it. So now we are letting them know they have a right to appeal and 22 households did. Also, now we were able to overturn denials for 9 of the households. So 229, there denials we overturned and it was really denials and then they would go back in them. Those 9 people were house. Those 9 people are actually house. After their appeal was approved. So they were considered. I know ive had a lot of questions but this is the last question. With the demographic i was wondering if there was someone here who could come up with the information but are we able to collect information about age range. Are we housing seniors are we housing young families . Who are we qualifying here. What crosssection of the community is now in this building. I have that information. Of the age ranges of the heads of households for all 69 units it range from 19 years old the 80 years old. So, i think we are covering most all of the bases here i have cop people they out of that 68 that i have they are between 62 and 84 but we expected them to be older. Do you know if their women . We dont actually ask but we will be asking that. We will be asking for gender in the next when with dalias released. I wanted to know if you had the waiting list in your notes. And how many people were on that list . I do not have the waiting list in my notes. I will get back to you on how many people are on the waiting list. It would make sense to me thats probably around 500 people. 50 of the people have to pay . That is the minimum income that you have to have in order to qualify for these units if the rent is priced for somebody that if the rent is priced for somebody that makes like 45,000 per year than the minimum requirement would be for a household that makes 21,000 per year. And those households, if theyre paying their entire rent they would be paying almost 50 of their income in rent. How are they going to make their rent . You know. That is why we do the best we can to get subsidies for them. That section 8 voucher program, while you know people have section 8 vouchers and they cant use them except in those units so we got them some resources through private sources and through the city and several, nonprofit agencies then dispersed the subsidy programs and we make sure that we forward people that are paying that much rent to this program. How can you afford a unit wed 35 of the units are 51 percent are the asians and onlyare the African Americans in only do that . Over half of that were cop holders. Why is there 51 that are asians. Well, it is about who applies and we did see that we do have a large number of asians americans applying for this unit so they show up in high numbers for those who actually have been. My new mantra is that you have to be in it to win it so the more that we can get other folks to apply for the more that this will be more balanced that these numbers will be. Thank you. One of them has already been asked but i will follow up with that but the San Francisco preferences i mean i understand the language of preferences but i guess what puzzels me is outside the certificate of preference holders that may be come from other areas than San Francisco so included in that category are that we want you to come home group but if you take them out of the equation, how many nonSan Francisco residents became San Francisco residents as a result of this . I believe 11. So nonSan Francisco residents and their city of origin. So,there would be 10. So, they were people that came back home . I her migration. My question is how is it possible to have what, 5 San Francisco preferences and still have 10 nonSan Francisco preferences . I want to tell you that we currently require the livework preference and all of our developments or in every marketing plan. The bill came on and the leg work preference was not applied here and having said that, the livework preference but we often get people who do not live here coming back in units because they work here. I cannot tell you how many people work here of the 10 people that are here. I can go back and go through the structures and find that out. But, i dont have that information right now. It is just very counterintuitive to me that if there are 5 preferences and 69 units and there are our so if the 69 and 69were the only in the mixed and there must be plenty of san franciscans in the thousands. That doesnt make any sense to me . There are always more even with the live work preference there are always more people that apply that liver work here then the number of available units while if the number of units is small and then we have these key holders that want to come back home and we have to have more than 6 preferences. Not with the livework preference. That doesnt make sense to me we have a list of all of these other preferences applied though. The only ones that applied were the cop preference and the livework preference. Are you saying that the San Francisco residence and the livework to not apply . Yes i think there is a little confusion so i like to have qualified this issue. Initially there was an oversight where the San Francisco worker preference was not applied and it was not included in the plan and it shouldve been. We are double checking to see that out of the 10 that came out of the city if they work in San Francisco. So, i will say this is my 1st family project and i think the Development Plan i think i know where the confusion comes from. The reDevelopment Plan does not include San Francisco residentworker plan. It is not in there. But now we have translated 7 in 1. This is just a marketing plan oversight. The minimum in the loan agreement. Upon application there was an oversight from the development . That is exactly right. Do we have any proof these are former San Francisco residence . This is completely acceptable, right . Yes . No . I would appreciate yeah, the answer on that question because the priority as you well know is the cop holders and everyone else that has a preference that has to come 1st. And unless you were born in San Francisco and then i can make an exception. Of course, when they do reup the waiting list they will apply the livework preference to replenish the waiting list in the future. This down some issues for me and i would like to know how mercy forces the development or and how is it that we missed it . Is there way that we can answer that . I dont want to repeat myself but i think as far as an answer i cannot speak for mercy but i would say that this was our 1st translate family project and the translate plan does not have the livework preference and as far as housing emergency i cant really say. Okay, for supervision etc. Then, the 2nd question is these waiting list that you are referring to are they building specific . Not with mercy but with the developers . I do not think. In the past waiting lists have been managed by the developerif a developer says i am going to have a waiting list that is open all the timeand if a developer says im going to have a waiting list that says i will keep it for 10 years then they can do that. We are moving towards standardizing these things and that is more reasonable. The waiting list are open on a more regular basis. And that the monitoring of the waiting list and how people have been pulled off of the waiting list happens more consistently so that we can make sure that that what the that what the developer intends that how the developer intends to leave up front v that waiting list and what we intend. We havewhat about the developers . 8870 why did only 12 show up . That is a good question. We sent applications to all 870. What my hunch that not all of them would qualify and in talking antidotically with folks people are currently in a housing situation that they do not want to leave this. They dont know what their future will bring and they do not want to have to come back to San Francisco in the future. If their rent goes up at least they have a certificate they can fall back on but they are not interested in moving at this very moment. Or, sometimes the qualifications will see something where somebody will say im not going to qualify because of this or that requirement. And they may not like the neighborhood . That is a good point. They just may not like where it is. My next question is also one demographics. What is the magic formula that patients have essentially for getting in. For showing up applying and getting in. Maybe they want to market it maybe they want to teach it. I am assuming that communitybased organizations that work with this will speak with the folks in the population on that issue. Because these are the preference holders and these are folks are interested that are watching that are patient and they have other information in hand for when they need it. I am assuming theyre having the same challenges in terms of not only economics bbut in terms of the language barrier. I think it is noteworthy to say that is it close to the proximity what district is this . It is 6. So 6 of course is close to 3 and that of course is chinatown. But i think if we can figure out what is the formula for success formula so that we can model it and we can transported to another district. I give you an example of my high school for instance. I went to high school many many years ago and i wont say how many but there were a handful of students and there were 45 chinese and 40 jewish and the rest were everything else. And it was myself and my sister and i knew that if the School District had cloned the model then we wouldnt have necessarily had that cluster. But, here if we got that model that the Asian Community is using an applied in Hunters Pointe and applied in all these other areas that i think we would see more success. One other thing i want to tell you is that it is helpful when we are able to ask the question and collect the data when the question is how did you find out about this or get this opportunity . Then, we will be able to track what people found out. I think that there are there are we encourage our folks to advertise in several different languages and i think the chinese population they have a high distribution rate for that newspaper. Whereas maybe some of the other ethnic newspapers do not have as high of a distribution so people do not see it as much as the might see that from the chinese language newspaper. Theres nothing scientific about that i just it just makes sense to me that that might be one of the ways that the word gets out in that community. We will find out and we start asking the questions. And that let me just jump over to the next one. And i know im going fast but what am i looking for . Assistance . No. Youre looking for Housing Preference okay thank you. My impression of the conversation is there a number of folks that hold that preference. Yes, it is under 200. It surprising that only one person showed up but you know if this one person came from either the mission or sub mercy. Because, 2 reasons. The fact that the market resident if there is one they basically got the displacement wouldve been mitigated in their own district and that is a good statistic. And, certainly anybody that comes from the mission could stay home essentially. So, i would be interested in that. Then, the last question that i see goes to these issues that i see here about folks going into trans bay. I have no issue with missions bay but the trans bay we received and im not sure and that i cant remember the the demographic picture of the residence. Particularly that wealthy district. In terms of a residential standpoint. But from a diverse standpoint were trying to make it more diverse but the information we received was primarily white specifically. So, its relatively wealthy to begin with and were talking about populations that are kind of economically challenged and disadvantaged. I just want to make sure when we hear these reports that folks say we need to remind them tiffany of the amenities. Not just the Grocery Store but there are other amenities. When the issues come up about how many stores there are or Shopping Opportunities or childcare. I can remember if were childcare in trans a. Yes in the mercy building translay 7. For people that are going into these economically challenged situations in trans bay. That is all of the questions an hour looking at dalia. I have a few questions. How many people actually live in this building . 69 units is what we had. But you have families in there. I have information that probably but it probably did not. Make the cut here so i will get back to you one that okay so in regard to the waiting list. Absolutely people often do that and wherever they come up 1st they have to be selected for lets say that 500 that we think this building has again and again if i keep applying. Like i said the people are often on multiple waiting list. In your organization do you allow that . Yes, sure, absolutely are they accepted if they are on a waiting list already . They will have to update the information . They will have to update their information. Sometimes when people are on multiple, multiple, multiple, waiting list and they are really desperate for anything and sometimes they are the hardest people to have because they have a lot of barriers to get them in and often times we refer people to have a counselor or have a case manager or someone that can help them keep track of where they have applied and what the qualifications may be. I do not know if that answers your question. What makes you a cop holder because i heard what commissioner gonzalez talked about and that is 11 units in San Francisco that were being house. I was also thinking that perhaps we could find or create a cop manager to keep track of the cop holders. That would be there sole responsibility and i knew you guys do a great job already but you also have other things to do as managers. What we really do is keep track of the housing opportunities and making sure that our developer partners are not in contract with a nonprofit. For example. If they get disqualified what would they do . Because really we are about helping especially this population and to make sure that we are doing everything that we can to help them get housed the Housing Community actually funds about 7 agencies. We will sit with them and we will apply for them with them sitting next to us or help them with credit issues or sometimes the old eviction histories that should be removed or other barriers. We also you know we are really making sure that the fair chance ordinance that was passed a couple of years ago was really being in here too. The Rights Commission was actually monitoring Affordable Housing developers. That require that all developers accept people with criminal backgrounds into a development as long as it were a conviction they could exclude people if the conviction was within the last 7 years but beyond that they cannot. A lot of our development is our statewide developers or they are our Property Managers and with our chance ordinance they have a hard time with it but we realize here in San Francisco that people have that have a criminal background that they are looked at sincerely and that when they are denied that there conviction history is within the 7 years. If they had proved that they are in a program to help them or they have some that are working with the case manager with whatever was the issue of the time of their conviction then they can be housed as well. Were very diligent in making sure that that is being in here too. And i think that is helping as well. Where a developer before may have said, you were arrested in 1985, nope you cant come in here. Is that stone application net that is no longer still on the application. It is good to know that their organizations that are helping each other. I know in chinatown their organizations where they help each other to fill out the forms and they help people what the process and that is why theres probably a high population that get approved because that is what this community has been doing in the last few years. Last week history was made we were able to form a general contract that would allow bidding on some of the Affordable Housing. It took us about a year and a half to develop one. We already have one but hopefully we will see a few more. The purpose of the contractors to bid on the Affordable Housing and allow subcontractors for womenowned businesses and selfemployed businesses andin the Development Issue in mission bay and we also have a relationship with the minority organizations we want to make sure that the spanish and the asians and all of the minority organizations are working toward a common goal to work on these projects.
