At the dbi and looked at it the definitions and the projects to see if theyll trigger the retrofits and require this out of abundance of caution we decided to go with the amendments before you where were is the accessary dwelling units again, we building that the ordinance has strong provisions in place to address many of those types of projects again, the 25 thousand square feet definition of a planned area really is extremely large as well as to have to pull you know of significant electrical Plumbing Mechanical structure we feel those provisions are Strong Enough in the existing ordinance to deal with the adus and if it does become an issue to identify the projects that trigger well send it back to the board and address those concerns thank you. Recordings said and as far as as we dont want to discourage them ill offer a amendment number 5 to insert after accepting Public Comment where a project is under construction of the c of planning code. Good afternoon, supervisors laura on behalf of spur and to support the proposed legislation for the environment code for the vehicle charges and undergoing major alteration im not prepared to comment on the proposed thing but spur has thought we, of course, need to solve the housing but little climatic change and in the 2016 policy in the bay area we find that personal cars are the largest Green House Gas emissions in the bay area and hope by 0100 percent of cars needs to be zero Mission Vehicles and meet the goals by 2050 we need to add more charging capacity that legislation is directly in line with the spur represents that requires all residential and commercial dont know how many in the future but ev ready and at the capacity and as sf shows reducing the costs of retrofits i would prefer an earlier version of this provision like oakland 10 percent be added we offer our support including with the seismic with one request for we and others building the electrical cars should grow as cars in the future we acknowledge that is other technologies may and eclipse the electrification and the ownership could decline as shared vehicles and wireless would be available suggest a review in 4 or 5 years to see how the implementation is going and the scaling up of electrification is relevant to the adu. Thank you colleagues today im proud to assume the officeship of a resolution together with supervisor tang on urban Agriculture Supervisor avalos the former district 11 supervisor introduced this on the feed of the closure of the city garden in district 11 last december that was a beloved neighborhood gardener for urban agriculture this resolution reaffirms San Franciscos commitment to allocate properties for urban agriculture so that hopefully in the misfortune we can recreate the magic of little city garden without shutting down in 2009 San Francisco made a commitment to prioritize un and local Food Productions from mayor gavin newsom the healthy and Sustainable Food for San Francisco in 2011, the city demonstrated further commitment by administrative review the planning code to allow United States umg in all zones throughout the city as recently as 2014 our city created the first urban agriculture incentive zone by implementing the Assembly Bill that loud the city to evaluate sites including surplus city sites thats been 3 years and not yet secured the land for the if you will indulge me projects that what provide Educational Opportunity for children and families and adults and the chance to grow fruits and vegetables here within the city i understand that there are questions about competing priorities for land use given our huge affordability and hicks housing crisis in the city certainly building housing is a top priority housing is a top priority we have to balance our Housing Development in this city where some agricultural space for heath fresh foods for the residents and connection and for the unification in neighborhoods that resolution calls the assessment of a limited number of suitable sites for the Development Challenges have been rendered vacate and underused foresight from flooding and limited egress that have a history of aulgz usage and sites identified by the Community Groups to be desirable for architectural i made in the portal neighborhood which is known and has been declared the Garden District of San Francisco ways in the past century that was a place for new immigrants to establish themselves by growing flowers and other things geographically and hiv that has perfect weather for the city for the implementations of a urban agriculture project as a contribute to the neighborhood groups i hope this resolution is a step to accomplishing that goal and the urban agriculture projects are valuable assets they help to galvanize the neighborhood and provide hands on education about produce and preservation and understanding the larger agricultural system long use tenure has proven an important thing as addressed by the Assembly Bill in 2014 if we want want this to be a permanent fixer for San Francisco Educational Opportunities we need to forge a pathway for urban agriculture projects to assess outside of temporary land use spaces before i open up to commissioner tang and my colleagues in Public Comment i wanted to give a huge thanks from supervisor avalos for beginning this to kate from the little city gardens youll hear from shortly and angelian from the urban Agriculture Alliance and others that or the cofounder the project and eli from spur and karen from the sf cause for working with former Supervisor John Avalos and my office to form a resolution i hope that gives us more momentum to we can secure the goals of gaining space where we can have permanent urban agriculture in San Francisco thank you very much. Thank you, supervisors im the brand new urban and Community Gardens Program Manager for the rec and park i recently moved to rec and park from the department of the environment where i worked for 10 years on a variety of things with the urban agriculture and worked on those policies that you mentioned in our introductions im delighted to be part of rec and park and providing more direct service and happy to talk about the urban agriculture and Community Gardens so overall i wanted to give some overall of what rec and park does to support the Community Service in our San Francisco and take questions. So we have two major goals for spotting Community Gardens one is to provide a direct support for garden and provide leadership within our Community Garden network anhiand have a lead role of our sister agencies on the ushlg policies for the first point rec and park oversee and provide support of 39 Community Gardens with the Community Gardeners have over one thousand plots available for purchase in San Francisco and have alamany farm the largest and longest urban farm in San Francisco that farm has has approximately 7 thousand hours of volunteer hours dedicated were proud of that site we also acknowledge there is a high unmet need for Community Garden space in general in San Francisco we have more than 35 hundred people sign up to an a wait list to get a Community Garden that demonstrates we have 11 hundred plots and 35 hundred people waiting for the second role rec and park supports an un citywide were reessentially the Ad Working Group and working to reestablish the open garden days we give away resources to Community Gardens and their gardens whenever their gardening and were also looking to identify stakeholders additional stormwater that will fascinate the workshops that will balance the budget all our City Resident im available to answer any questions if you have any. My name is karen im here on behalf of bee cause in support of resolution our organization was founded in 2010 and sponsored by the Parks Alliance and 3 olympics to educate resident no need to be afraid of bees native or honey bees and what kind of bees in San Francisco and what we can do to help them and why are honey bees and native bees are important in their environment their pollination helps the argue more successful and maintain the bio diversity from 2010 to 12 we were on the farm on the part that is developed for housing in 2012, we have a charitable use of half an acre on san bruno on the edge of the Visitacion Valley neighborhood sins then turned the neighborhood eyesore into eye candy were the bee farm and conducted 3 projects first, we won a two year bee keeping Apprenticeship Program and began the fifth program and for demonstration we grow bee pollination and other plants managed by volunteers this we conduct bee surveys 2017 will be the third year nothing like the bee farm no where in the United States there simply isnt and unique were entirely selfsupporting the honey produced and managed by the bee keeping Apprenticeship Program the new owner will develop housing that is great but we also want to continue and we are looking for a site thank you. Supervisors thank you very much for having this hearing on this important topic im the president of urban resources the home of just one tree projects and other green promotions we have been advocating for greater urban Health Alliance for thirty years our city does a great job in setting the goals for religiously the Carbon Footprint but the food areas is hit hard i think that most of us know the majority of our food comes if 2000 will miles away at every mail 5 ingredients from another country we must focus on Food Production in the city i think many people thought we couldnt do it here not having the land we have some land and other production sites that are important we can go vertical that is the nature of our demonstration project our goal is to show that any city even the densest city in america like San Francisco, california selfalign we pick lemon trees only 11 thousand to be sufficient this is what weve been trying to do this legislation is important because public land is where a lot of the Food Production can take place many of the agencies that have land does not think about it in terms of Food Production id like to suggest this legislation add to the list maybe include owl city agencies our biggest lemon orchid site theyll not normally be thinking about Food Production but have a good leader ill expand all the legislation to include all city agencies reporting about what land they have thank you. Good afternoon, supervisors todd to support this we think that the community farms and the commercial automatic is important part of livable city if you look at studies from philadelphia having the access to Community Gardens and farms and people growing food for improvement of innovation is helping the pocketbooks and helping to save money and build communities and a huge number of gardens reports that are connections with neighborhood improve Mental Health physical health there are a myriad of benefits and competition for land this is important as we move forward we hope you will think about equality we had a map if you look at the general plan with the playgrounds and the radius around playground you realize this is a desert their low income Communities Community with recipients that dont have garden in their communities so the key piece to find the land as your assessing think about mapping and another standard for accesstolysis another stunt here we find food on rooftops we have an issuance a lot of that is habitat like the community of science but it can be urban architectural look at the 25 percent of the citys in the public rightofway about 13 blocks unaccessible and not maintained that is a huge land use you can find the skweeflz i skwieflz and green space by taking 10 percent of public rightofway so a lot of opportunities and hopefully that is the beginning the conversation thank you. Good morning supervisors im kate less than and the cofounder of the farms until our closing 2, 3, 4 december we were the only farm grew food and flowers and offered tech programs we worked onsite close to seven years and when we were there the gate was open for food im here to spotlight this it is conducting liz cotter was a narrow property that flooded only assessable on one side and owners failed to get permits for the Housing Development before he we exited the site the properties is notable here particularly challenging site for decades and particularly well suited for neighborhoods funds and unfortunately despite our efforts for pretty much weve been in conversation with folks and it went on the market in 2014 and purposed quickly that past fall despite hundreds of members the Planning Commission felt their hands were tied and approved the plans for the development the loss of this site where the policy came to fruition so today as the land farmer with incredible experience he look to the resolution to help us figure out how to move forward and i think there is a lot of Untapped Potential and the availability of farm is dwindling we need the citys support we hope weve got our vote in favor. D. 551 and San Francisco was the first to implement urban zones we believe that this resolution will be a way for the city to show the continued resolve for supporting european e that ushlg the first coordinator for rec and park showed Public Interest in urban agriculture people want to get involved and know the benefits and as you may know we have high Property Values and not enough housing so the city is responsible to try to prioritize in the places where it is it can happen we believe this resolution can help to show that resident and other cities that the government of San Francisco is dedicated to making sure we dont lose those more spaces that are possible for urban agriculture obviously not as high of a monetary value but other value so, please vote yes on this resolution thank you. My name is patricia a unite whaler in the bayview and a farm in alamed it provides employment for homeless and im here to support the resolution that we believe will be a step in the right direction there are a few institutions that has the impacts on a community and makes that for myself ill not be here without little city garden and has been in the city on a regular basis the trainees at the farm talks about hallway u how this helps their families wellness and this work has become valuable spaces that art and health and food ecology and cultural and blight and sustainability politics and so many issues come together and unique in some ways those desire direct attention and engagement should not be close to the margin in the city to keep it assessable and connected to the community their part of the farmable lands will be missed once it is turned into condo how can those recovered the city is hard fought made hard steps towards this in the past and this resolution is another incredibly value step in the right direction and continuing to cultivate a city for progress thank you. Good afternoon, supervisors my name is eli on behalf of spur im here to support the resolution thank you, supervisor ronen and supervisor tang for bringing it forward first, the support of this for a variety of reasons one of the biggest is education connecting people in the city to a sense of what fresh food is and 2012 report called the public harvest we recommended the city continue to identify the public land and sites for acquisition we can expand urban agriculture i want to note on the 2009 executive director inventory that look at this and may i less than pulled this together but the puc is developed this an education there is a good chance well find additional spots i understand the concern of competition with housing working with spur we understand this and want to see more housing and 3 things we want a mix of open space not all sites are suitable for housing and not for if you will indulge me but this should say a be a case by case and more importantly that doesnt dictate where this will happen it only calls for the city to examine this and identify the sites at that point the evaluation we can do the balancing for other uses i hope youll supported this and thank you for your time. I want to really thank everyone for coming out today and say that we learned unfortunately, the heartbreaking loss of little city garden and fight to preserve it and during that fight learning about how much that garden brought to the neighborhood and brought to San Francisco as a whole was you know a very sad way as a city to be educated by the benefits ever urban agriculture and sad to say were not able to safe that farm but hold that loss in the memory we no longer have in that farm together with the resolution to continue the many years of the citys focus on urban agriculture well renew the sense of urgency around the need to create a new space and i really want to echo some of the Public Comment around equality and especially in areas of city that are predesert that we particularly looking at those areas for potentially to acquire the surplus this is a resolution recommitting ourselves to this project but committed to continuing to work on this issue and partner with rec and park, cca our Real Estate Division and any city agency that shares the goals to realize a permanent space to have additional ushlg space and hopefully another commercial farm here in our city so with that, colleagues, i will ask for your support colleagues any commissioners comments, and questions. Into conformity with the state law mandate and michael appropriate findings. Okay. This item was supported by supervisor peskin so im going to turn it over to to him. Must chair peskin and supervisor tang as you may know over the last decade and maybe dozen years thinking around secondary units we call them accessary dwellings has evolved i think in 2002 actually introduced an ordinance to try to look at the development of more and more o more of the inlaw units but in those days, the third rail the politics in San Francisco and i was i think i fella vote shy fast forward a decade my successor david chiu passed a similar ordinance and after that ms. Turner or Supervisor Scott Wiener did a Pilot Program and my predecessor pioneered a similar albeit it adu legislation for district 3 and in as far as great minds think liquor the chair and i had similar legislation that came down to a coin toss with the b anthony dollars to interesting enough and our two pieces of legislation laterally end up condo to one another and the subject of ongoing conversations and amendment that will be discussing in the week ahead the state Legislature Passed a law that become effective on january 1st, i was informed by the deputy City Attorney that typically our law was out of compliance so what is before us today is what the City Attorney recommends to bring this back into compliance that was heard by the Planning Commission on february 23rd and again briefly on a thorough procedural matters last thursday and some of the most important suggestions that planning made i have gotten the zoo to incorporate and they are ready to speak to and i will hand to you colleagues there is one and here is another actually. That one is for the City Attorney theyre the same. And so we have representative from the Planning Department here today what i indicated to the Planning Commission ill do duplicate the file today and would like to in the interest of time send the first part with a few amendments and well hear from the City Attorney about a couple of the missing details actually typos that we will need to amend in the whole and the duplicate file will be continued to presumably the land use and Transportation Committee after may figure that out is may 8 i believe if im doing the math right and entertain the trailing amendments on that day and with that, im happy to hear from the Planning Department staff and colleagues and members of the public sorry just to be clear i think that is sounds like are you going to speak to those or the Planning Department. The major amendment is the amendment that was appointed by Planning Department staff and that is to have this legislation include singlefamily homes in misrepresent family Zoning Districts that was necessary and was an oust to conform with state law and that the minor technical amendments john gibner, deputy City Attorney. And speak to actually maybe in our version of with my mark ups there is a sub one that actually is supposed to be sub 3 on one moment if i gave you the one i marked up mr. Gibner you want to speak to those. Hold on no, no we should step back and as opposed to flipping throw things and going through different amendments talk about one by one what is contained in here. Planning or to supervisor peskin. Good afternoon Planning Department staff i would like to first thank you supervisor peskin and appreciate his efforts for keeping the adu program in compliance to state law and in a timely manner the state law finds that the programs are not in compliance with the state law theyll be demonstrated null and avoid this item was before the Planning Commission on february 23rd and strongly supported the ordinance that the following modifications the first is about adus and rh1 district the proposed ordinance maintains the language in the code that makes the general reference to the stating for adus in rh1 d districts at the same time the ordinance creates the detailed new set of standards for the adus and singlefamily homes in rh1 and rh1 h from the planning code is required the commission represents accepting the rh3 for the same set of standards without the recommendation the department will need to issue a Zoning Administrator bulletin to implement the state law for rh1 b district to develop this the department will duplicate the work of the ordinance interpreting the state law the state law that informed the new controls in this ordinance the second recommendation is about the types of spaces eligible for conversion of adus the proposed ordinance that allows 0 the space from an existing unit but not from the garage the staff the Planning Commission recommends including the garages as an eligible space to be converted to adus that is consistent with the citys policy with adu in the past couple of years that allowed for the garages converted to adus the 3rd. Maam, sorry to interrupt just to be clear what lines are we are talking about here. The line in the ordinance. Uhhuh. The second part so i understand. Let me pull it up. So it is on page 4 line 21 the adu that r will be constructed. Okay. The living area versus the envelope. Correct. Great. Thank you. The recommendation number 4, regards to the departments process it maintains if the residential Design Guidelines and applicable is allowed with the reand recommended clarifying those have to be completed within one and 20 days as required by state law the recommendations number 57 suggests the types of Historic Preservation Commission Review the department can conduct with the review process the Commission Recommends the review process for all known historic districts as written in the proposed ordinance it will allow only preservation for the california registration of Historic Places and the last represents that the Commission Number 6 out loud the adu and singlefamily homes and misrepresent parcels to be subject to the miller review this is what supervisor peskin spoke about in the proposed ordinance will require adus and singlefamily zoned district to be reviewed managerly the last recommendation for the consistent for singlefamily homes homeowners regarding the Zoning District on february if the Commission Also received a letter if supervisor farrell and supervisor sheehy with 6 sets of amendments 6 amendments on that date the commission decided they dont have enough information for those amendments and did not recommend those or not discuss those modifications those elements come back to the Commission Last thursday and then on that after the commission had a discussion they also deferred that decision and until this file is duplicated and brought back as an ordinance that concludes my presentation. I have to say in the interest of time im happy to put those items forward the amendments were all interested in making sure they comply with the state law so happy to pushed forward a number of amendments we talked about but in planning ill make and we can make those amendments on a duplicated file the Planning Commission has discussed those certainly supervisor peskin anything else to you want to convey this morning. Well hear from john gibner, deputy City Attorney. But on page 4 i believe that is line 22 where it says subdivision c6 one i think that should be changed to c one 3 so; is that correct so turn the i in the amendment as a whole to triple i and insert the buildable envelope where does that go john gibner, deputy City Attorney. Right after that new small room in 3 do that or the buildable area to match up with that the state ordinance. To match it up with the planning code, section 302 and i believe on page lets say if i can find this a sub 5 and sub 67 that needs to be changed to a or sub four or five to 5 and 6 that is on page 8 line four thats correct. Right. Subdivision strike 4 and the letter v as i 5 and 5 should become 6. Correct and the same changes should be made to the duplicated version as well. I would like to make a motion to amend those amendments into both files. At this point weve not duplicated the file yet. Correct. I want to make sure. The privilege of a two provider to my understanding supervisor peskin duplicated that is not magic word but happy to say them again duplicate the file and would ask colleagues that we make those technical amendments to both files. Okay so make those Technology Amendments and without objection. My name is Michael Murphy im a judicial attorney for the court of appeals my great boost i worked with mayor gavin newsom and worked with him until his retirement i examined the proposed amendment to comply with state law and find that it does not make any contribution towards that end although many of the amendment have value i distributed a legal analysis and obviously within the time allowed i cant go through that but highlight the points number one, the ordinance retains a section definition of adu in planning code, section 302 and more reflective than state law now a dead letter and second the ordinance makes distinction Colby Peterson to zone the state law allows adus in any residential area so that those distinctions are avoid and in an apparent attempt to comply with the miller mandate for state law that allows for a speedy approval for a narrow cargo off application that guess avoid and managerial i cant let approval for the state i couldnt not meet the test of practicality it will be meaning for the Planning Department to without modification then that complies with the sketchy part of law it calls for an implementation document as in other codes. Hi laura clark m b action with Michael Murphy was saying the more importantly next step for the adu handbook both an actual implementation document so someone what general Obligation Bond to planning and run down the rule and not grow the discretionary documents this is step in the right direction didnt get us to man Steering Wheel approval no justification so for not applying this in peoples achievements backyards preschooler bans what neighbors not wanting to look at them dont make sense with the private backyard i beg you to really expedite this process additionally i think we let politics get in the way of good policy i knows or understand that commissioner peskin know made that a little bit person when there was an opportunity to make this all about the good policy you know it is rude you guys are not listening i understand that happens at the hearing but a good idea to try a make sure that the public feels like theyre being listened to thank you. Im Lawrence Paula homeowners at 34 and octavia and grateful to be here to speak in front of you to see supervisors thank you thank you for the opportunity and several months ago to planning 1515 mission and told i could build an adu on either side of a duplex two blocks away from the San Francisco state and which is high demand for housing and then went back a few weeks later and asked to build two adus and told that was in the acceptable so i want to we have a very large garage in our house 34 and octavia that will accommodate to adus i want to appeal to the city supervisors and to the powers that be to please expedite this process approving supervisor peskins hard work and conforming with state law and also the future amendments as supervisor farrell and supervisor sheehy have put forth and thank you for letting me speak. Tom, i think if well accommodate San Francisco with the green space and housing pdr uses and jobs, etc. We want to be smarter about how we use the space in the city and the adu ordinances quite a few of them have really progressed in that way using under Utility Space or space in existing believes is about the smartest place to put housing we commend you for your work on that and supervisor peskin thank you for bringing this forward a good piece of legislation we appreciate the Planning Department and their careful reading that is close to conformity request state law and supervisor farrell thank you and supervisor sheehy fewer excellent ideas we on the 6 ideas youve put forward will advance this in strength to strength and finding new ways i think 3 years ago that was the biggest yes, maam pester to stop those from happening and now shifting those are good for the city and, of course, the planning code is the miss are try house so often difficult to find all the things that are working so potentially a few more things but appreciate everyones for banners and look forward to seeing the amendment on the 6 ideas in the letter from supervisor farrell and supervisor sheehy we think theyll been great additions to the body of law favor of this so thank you very much. Hello supervisors chris from spur ill try to keep it short im in agreement with the speakers and thank you to supervisors for continuing this conversation and 3 years ive been at spur radically transformed with the people in the room and the direction their bent is a complete shift that is due to the leadership you guys have shown us i want to say we support the legislation with the Planning Commission represents and the modifications add clarity to the ordinance and align it with the provision if the code and further consider the recommendations in supervisor farrell and supervisor sheehy letter from april 4th and hope that we can continue even beyond that into further efforts to make it an easier ordinance to use and encourage the homeowners to make those decisions on their own thank you very much. Afternoon supervisors thank you for the opportunity to speak and supervisor peskin for bringing forward this ordinance as well im excited to see this will bring our city into sync with the current facets ordinance that is coming in i want to voice the concerns of some of the folks mentioned that while this new ordinance brings us forward it didnt push us in the direction fully as it could to align people to use the space to provide for Affordable Housing on the market and particularly mentioned obviously freestanding adus have in the been considered at all and those provide opportunity more Affordable Housing and i also want to second the comments or that we need an implementation document as quickly as possible that is a handbook no longer applicable and helpful for those going on to be the resources to find out what is possible in the city so thats all i have to say. I had a clarifying question and it might be mindedly i had a question in response to the Planning Department for the rhd1 and clarification about what it is that state law allows but i see on page 6 for example, so i guess exempt out rhd1 if the criteria that you set up here i want clarification on that. The section that is in under page 6 that would put in the code when were doing the citywide legislation and interesting basically excluding rhd1 from the adu program thats why that was put in the code and the reason that the commission recommending to make it consistent because state law now applies singlefamily units in all District Attorneys Office should be consistent and no need for them to be singled out. Right so i think i mean again timing that supervisor yee is here but in terms of how our local you know laws interact with state law will we run a risk because we didnt carve out rhd1 i remember the conversation with the adu legislation but i think that sense the reason were here because the state law i want to make sure that what we have here is okay. John gibner, deputy City Attorney. The rhd1 zoned areas will be subject to status our local program like Everything Else is all Zoning District will be in compliance with state law will carved out but still subject to state law kwuz requests. Okay. I guess how would radically be treated different than our program. So the department will need to interpret the state law in maybe create a temporary rhd1 law basically to lay out the details of adu program and rhd1 thats why the Commission Recommended to make it consistent so well not have to do that. Right . So for example, are some of the things be different the approval process the timeline or i mean what are some of the key components differences we might see come up within the rhd1 approval if adu versus the non rhd1. Oh, ill defer to the Zoning Administrator to interpret the state law basically i mean same effort that is gone through to put together this ordinance so we interpreted this and now have to do it for rhd1. Okay. I look forward to that conversation and supervisor yee hope you took note because i mean personally i feel that we should go with planning recommendation to make that consistent but defer to the District Supervisor that made the request ill look forward to following up once the Zoning Administrator has made that determination and okay supervisor peskin. I believe weve heard from the City Attorney it is their position that does what needs to be done to comply with the state level with the singlefamily homes and appreciate colleagues our tying up this loss end and looking forward to Work Together to further strengthen our adu legislation from may 8th. And as a technical matter the clerk requests that i unduplicate the file we make aztec amendments to the amendments as and whole and 10 duplicate the file so in efforts to our great clerk id like to unduplicate the file and clothes ask we make the technical amendments that the john gibner, deputy City Attorney. Add an option for the dwelling unit mix for 50 percent of the bedrooms in more than one bedroom and making the appropriate understanding. Thank you chair peskin and colleagues the legislation before you today has been you know words for over a year and as you may know ive been working with the Planning Department on identifying ways to make housing for familyfriendly when we started working on the familyfriendly housing policy that was published earlier this year we held a number of focus groups one of the urban forester meetings was with the marketrate developers to understand where the familyfriendly units were not built in San Francisco one the ingredient that supports this familyfriendly 0 housing is the number of bedrooms and in the unit and obvious reasons they didnt feel a demand for three bedroom unit three bedroom units are expensive to build and the market didnt justify that cause and they even said that to me that they were told that the city didnt need those units one of the facility issues developers to my attention that the current mix in certain lands was also not conducive to building larger units with three bedrooms or more awhile credit was given for two bedroom units didnt apply to three bedrooms unit in the recent neighborhoods area there was two dwelling unit option one of them being that you will build 40 percent two bedrooms or thirty percent three bedrooms unit almost no projects opted out for the first option im sorry almost all programs occupied leaving us with few three bedrooms built i worked on creating an option to allow for more flexibility to envelope vices the building of large unit by creating more of a mix of two bedroom and three bedrooms unit the origin legislation included an option that will have encouraged more multi units at least more than one bedroom and after the review we released that will currently for two bedroom unit but may want result in three bedrooms unit at all it will conflict with the goal therefore after discussions with at the Planning Commission i am presenting an amendment of the whole that rise the formula to require the minute number of three bedroom unit but lowers the requirement of multiple bedroom units for developers that will give the developers additional option this option will be that 35 percent of unit must have two bedrooms or three bedrooms with 10 percent of all unit being three bedroom unit i want to emphasize that 9 legislation will only be proposing an additional option for developers the existing options low remain in the eastern neighborhoods plan right here im enthusiastically that flexibility is key we have to have a serious conversation about what type of city we want to become already, weve got the sad distinction of the least you number of children in any major city the board has been clear this is not acceptable i recognize there are a lot of factors that play into the families decision to stay in the city affordability is at the top of that list, however, we also need to recognize the design and hosting play a role we are envisioning building a city with families with children of all ages a city where we can make housing for familyfriendly by design bedrooms tdif our Housing Stock so that it will eventually be built more multiple bedroom units for families of all kinds ive encouraged by the positive discussions were having at the board the Planning Commission and throughout the city how we can do more for families right now we have one single fix that will encourage for families sized units i want to thank the staff at the Planning Department, Community Members of the pentecostal Boosters Club and members of the Developer Community for who have engaged throughout the process i also want to thank the Housing Action coalition and spur for submitting letters of support i hope you will adopt that amendment as a whole and forward full board with the with a positive recommendation one other amendment id like to this committee to entertain which is to expand the dwelling units options to the Zoning Districts similar to eastern neighborhoods these will include all residential transit orbited residential and commercial and neighborhood commercial transit districts this was one of the recommendations from the City Planners report city departments report to speak about our legislation and this possible amendment id like to bring up aaron starring from the Planning Department. Mr. Starr. Good afternoon, supervisors aaron starr manager, legislative affairs, Planning Department. So the the item before you is adding an additional option for be reminded district to allow the vendors to have a mix of two and three units they heard it last year and recommended approve with modifications the commission property one provides the dwelling unit mix and nct 3 District Supervisor yee mentions two to include a minute percentage for three bedrooms unit in the dwelling unit mix option and monitor the project that the two bedroom and include the data inventory in 2019 the department understand that supervisor yee amendments two and three but not recommendation one and thanks supervisor yee for adding those recommendations and hopes that further consideration will provide an option for other Zoning District have the density control to make sure that outline at units are single bedroom a or San Francisco and expanding that to all the controlled neighborhoods makes sense to us that concludes my remarks and available for questions. Im eric president and ceo of the corporation a multiple developer in San Francisco having been doing Housing Development in San Francisco for several years we know that how housing work in San Francisco with a Market Driven force tempered by the policies and goals and we Work Together we try to find a balance to insure that investment continues to the city we can produce housing we temper the production by achieving the policy gospels we all support recycle trying, trying to keep as many families in San Francisco as possible i as a family understand how difficult and work with supervisor yees office to find a economically solution it that allows the developers to select an option right now the thirty percent three bedroom option is not clfthd everyone is left with 40 percent we solve so for the same outcome as the 40 percent two bedroom and dwelling unit mix with the two and threes we believe with outburst developer underwriting results this option is neutral two bedroom 40 percent a good option and hopefully, will result in some production in the districts thank you. Hello supervisors tony Vice President and chair the development Boosters Association and thank you for having this hearing but ran over here to catch you in time how quickly you move were in storage support and thank you supervisor yee we did a lot work on the measure we have a lot of experience negotiating with the developers in the neighborhood about trying to get more three bedrooms unit and we that this is an option legislation as written including the 35 percent, and 40 percent with three bedrooms its e hits the sweet spot and were able to get with the projects so weve managed to get to 42 percent 02 and three bedrooms but hardly any three bedrooms so a small production for this were concerned so im in support and thank you for bringing this forward. P. Morgan chase and the warriors and morton son and clark i mean, ill ask the mayor to talk about how special this is and following the mayor chip in the Golden State Warriors and j. P. Morgan chase and one thing that is really special we have two trainees that be talking about that so with that, im going to turn it over to mayor now. clapping. thank you, todd and thank you to our port for having that facility right here on pier 9 of one of the biggest questions in San Francisco those days when is the warriors around open and you know going around any part of city thats one of the major questions people are excited about this and even those companies that were boyd with warriors and making sure that they got their name out there particularly with mayor vic and chief clark the Warriors Arena we want to build it right they will saying how can we honor the city people are proud to associate themselves with the center you have to know all 41 of you know in your hearts you want your name on that i do i know youll find a place im not sure it chasing wants me to says youll put our girlfriends and boyfriends name make sure you say ed lee too laughter it is as todd mentioned a coming together of so many groups in support of warriors and the chase center and this arena and after all built a large deeper following amongst the community in the city those early were about make sure that were proudly doing something weve always wanted to do in the city you have big gigantic things going up in the city the buildings going up we often kind of is maybe, maybe recruiting money from thousands of miles away may be one hundred yard away and doing it this is why citibuild is important reaching into the communities and working with all the communitybased organizations theyve be working with the school board and the city college to create the programs with our unions with the Apprenticeship Programs from our unions i want to especially thank everyone from the laboring union and 4r07d and 37, the cement workers at the three hundred and im 230g9 one anymore will kill me, yes the iron workers 377 cant do nothing without them their 4 and the mini committees and programs dedicated to citibuild to work and provide the training without this stewart training youll not have the skill sets to contribute thank you to them and then j.
