First and for most, i have serious concerns of Covid Recovery of our Arts Institution leaving up regarding the closure of jfk, we heard time and time again, that our museums are struggle. We have the responsibility to ensure the viability of these museums that not only add quult youre value but institutions that play a Critical Role supporting tourism which is one of our largest economic drivers. We will be receiving presentations, Asian Art Museum and armies of Golden Gate Park. Second, updates from the recreation and Park Department. And the sfmta on the progress that theyve made in planting the golden gate safety and Access Program. Youll remember the Safety Program was presented to the board back in april and included a series of measures that the departments committed to implementing and improve the User Experience along jfk, particularly around safety for the accessibility capability and museum needs. Back in april, i said that i had concerns regarding access would be prioritized. And im eager to receive todays update. Well begin the first half of our hearing with presentations from the museums. First we have tom the director of the fine arts museum. Next we have i kwan the chief operating officer and head of appears with the Academy Science and then j, director and ceo of director museum and finally in the interest of time, if we can please hold questions until the end of series of presentations, i think that will be helpful and were hoping to keep presentations to auto 7 minutes and 10 minutes for the fine arts museums since they have two museum to see report on. And with that, we can begin our presentations. Good morning, im Tomas Campbell director and ceo of fine arts museums in San Francisco. Im very grateful for you to convening this hearing speaking on behalf of myself and my staff were proud of a Civic Institution and grateful for the citys support and especially this extraordinary hearing. Im joined by jais an our c. F. O. And paraour Senior Government Affairs manager. Do we have the slide show . I lead a Strategic Plan process to take health and how we best serve the Community Going forward. As part of that Strategic Plan, we rewrote our Mission Statement which should appear on the slide. The next slide. I can read it, its to connect our local people with art and curiosity about the past deepen their engagement with the odds and ideas of today and stimulate the agency in their own future. And if we can go to and to the next, thank you. The role that we play in the city and in our engagement with International Partners with manifold with a cuss stowedian of twothirds of the art collection. We act as a forum for Community Discussion and engagement with art and ideas and issues from around the world. We offer a range of Educational Programs and resources. Were economic stimulants for the community and platform to represent the citys cultural values. Next slide. Last year the total spending by the fine art museums combining the city and corporation expenditures was about 76 and a half Million Dollars. The city representatives 25 of that expenditure and acts as a foundation for support of the museum. The city budget supports security, art insurance, facilities, and Facility Maintenance and importantly Capitol Improvement and remayors. The basic function that allow us to open the doors. With this allows the corporation to focus on all museum activities, like collection care, exhibition and communicatione program. In practice because of the pressures of covid and rising expenses over the years, the corporation has increasingly been pressed to support areas that are traditionally that are supported by the city. And next slide please. In my presentation today, i would like to draw your attention to the need for increasing funding to ensure the art collection, funding to create new security and building engineer positions, increase capitol support for aging buildings and improve way finding to both museums. These are all issues and difficult to address in the budget annual cycle which january works in comparison to the previous year. So this is grateful for this opportunity to raise these larger issues for your advocacy. And ill come back to the detail in a minute. Let me just recap the nature of the work we do. Next slide. The fine art museums are proud to be stewards of twothirds of the citys collection, approximately 130,000 objects that have been collected over the last 130 years and a treasured by San Franciscoians and bay air residents. Costumes and textiles, native american, and african around the young museum. Next slide. While in the ledge i dont know of honor, explore collections of mediterranean art and european paintings. We also have the large acrobat during some prince collection one of the largest in the nation. Next slide. As we grow the art collection, were putting a lot of thought into how to expand who is represented and in our gatherers as well as our history. In the picture that you see on the green, some of our young out reach professionals who provide tolls are shown examining a ceramic by enslaved david drake. This object allows us to the issue of slavery which has been marginized in museums. Next slide, another aspect of our work is expanding the collection and contemporary artist who represent the concerns of the time. Just resentedly we received a gift of one Million Dollars from the Spain Foundation to buy works by emerging artist in the bay area. Here you see a report about the 42 works by 30 artist that we acquired with this gift. Next slide. On the Exhibit Program allows us to bring works of art and ideas from around the world to San Francisco audiences that we can never afford to collect. With our global trans historical focus, were really making an effort to be impactful and to engage with issues of the day. Over the last year and a half, for example, weve really focused on representing art by women artist and non white artist who have been marginized in the past. On the slide, you see the Campaign Artist in the legion of honor that took place a year and a half ago. Next slide, currently, we have an insleighsing of bay area, of chinese american artist hung lu, given the time where hate against asian has risen. We just closed neil artist who was Ground Breaking and representing marginized communities in the 20th century. Next slide. And currently at the legion, designers who draw on both chinese and european tradition to see create quite fabulous effectively sculptures and textile. Next slide. At the dl young were proud to present for traits being the reverance. On this weekend, we open American People which celebrates this 92 africanamerican artist and her lifetime achievement. And then along next slide, along with this contemporary work were doing were the californian venue that brings historical european art to San Francisco. And were happy to open in organized in conjunction with the authority. Next slide. Along with presenting our collections and exhibiting, were focused on Community Impact creating an inclusive and welcoming environment for our visitors. Next slide, and were consistently seeking financial to museum. Instituted in 2019 and funded our free Saturdays Program has been extraordinary successful. Just in the last year, weve welcomed 125,000 visitors from the bay area for free and since instituted well over 200,000 that despite covid closures. This has diversified our audience and more than doubled attendance on saturdays. Next slide, we have a rich Education Program k through 12 and also for adult and lifelong learners. Next slide. And were proud to have a very rich excessability program. Were one of the first in the country and we continue to be Ground Breakers in that respect. Next slide. The Economic Impact of covid and closure has been pro nound along with the collapse of tourism in San Francisco. We are the next slide stimulus for the economy of the city being one of the attraction thats bring many tourist to San Francisco. We pro vid, we averaged about 1. 5 visitors a year placing us around 7th in national ranking. This year our attendance fell to 600, about 600,000. It is recovering but its slow. We provide free a maounities, were a major local employee with about 550 employees. Next slide. Weve seen significant losses some 20 Million Dollars in total. We were fortunate to be able to apply for all the ppp loans. Nonetheless we are still dealing with the Economic Impact and were slowly rebuilding. While a denied ans is back and only 5 down compared to precovid, we continue to be about 45 compared to precovid and of course multiple factors involved with that but the loss about 270 free parking places on jfk which turnover multiple times and has impacted our audiences. There are areas where the city can make direct support to the institutions and as i said, stepping outside of the annual budget cycle, we would love to look to for support and guidance and advise on addressing these issues. One of the key areas is assurance, with about 1,000 objects being added each year, we feel its very important that the public collection does have proper insurance. We will be asking that the city provide funding as we go forward. The next is in regards to staffing with city staff. Especially the security guards and the engineers. Over the last ten years our number of security guards has decreased. While at the same time, a program of exhibiting and offering has greatly increased the need for security staff at both museums. We have crisis where we have to close parts of the museum because we dont have sufficient guards. The same goes for the engineers, we have about 10 engineers. But to the square footage, we should have 14 to 15, the work they do is so essential in keeping the museums running. Next slide, the the legion of 1 honor is 100 years old. 17 years old, d young is 17 old. But with the moisture coming from the ocean we have serious infrastructure challenges, significantly. There is major corruption in the structure that holds the ca base into the tower. And we have undertakening a study which has revealed that the remediation of the damage is going to cost about 13 Million Dollars. Its a very significant sum and it will be major work in the city with the coming years as we figure out how to address this. Turning to the region of honor, we have been getting considerable support from the city in resent years. Next slide for work on the courtyard which was in a bad of detier yaysing, that work will complete next year but we then have to turn to the external. In average, weve been getting about one and a half Million Dollars in accepting in years of Economic Contraction about one to one and a half million per year for infrastructure needs. And more briefly, next slide, we look forward to working with rec and park and nt a to improve signage and way finding for the museum. Its very hard to find the museums. Access to d young especially challenging. We heard the arguments about this. But this is on going work were very grateful to the city for the on going discussion about the possibility of paying down some of the debt for the conquest parking carriage which would make the parking cheaper that would be a significant factor. But other elements of roads leading to the region and so on. Next slide. So very rapid summary of some of the challenges that were grappling with. I want to emphasize how grateful we are for the city for the encouragement and support we get from you. Next slide, and we would like to engage in a renewed dialogue as we approach the century of, which coincides with the 15th anniversary with the d young and legion as the fine arts museums in San Francisco. With me today is and director of public operations. So in interest of time, ima ask the clerk to skip a couple of slides. I want to headline by saying, we all have common common interest, we do want to lower our carbon increase. We saw during the pandemic, no acceptioned. So im going to take you through the slides here. Im going to walk you through what the academy is up to. Whether we think what the academy is all about, we like to think about it this way. Helps fund the core of the commission, which is research and education. Were founded as Research Institution 26 years before we even added a museum on top. And our initiatives that we have. First is choral reeves, we call it hope for reeves. And some of you may have heard this already, if you think of choral reef and rainforest as the heart and lungs for the planet. Spun choral. There were two institution thats lead the world in pioneers this ability to do that. One is in australia and the Second Academy of sciences. So this work has been to move this effort forward and actually share this knowledge with any institutions who wants it for free. Were sharing this knowledge. The second is thrive in california, were right there. Thats perfect. Thriving california is here in the golden state. And these are our efforts here, lets see if we can go back, i think were a little too forward, a little more, a little more. Right there. Perfect. Okay, our ability to parnet our data in order to help fight. We also want to harness the data. And we forward this to help guide Public Policy decisions to maximize people. Speck tar lack effort, its helping communities that its directly impacted not in our back yard with climate change. Next slide please. As a whole we reduce our overall budget by 24 years. And we also had a reduction in our staff. Next slide please. Im not going to read the language but the language especially in the stein hart family gave the land. Language said that the city of San Francisco would cover the cost of the aquarium. Were grateful to the city for the increase this year and were hoping that well get to the full funding in the charter which is approximately 13 million, were about 7. 4 million. Next slide please. Okay this is general fund history, you can read this in your own time. As a high light, the pink is what we fund. The gray is the support that we get from the city. And museums being closer to the ocean, the prefailing behind with salt air, we have a lot of structural things that we try to stay ahead of. Were hoping to catch things early and on time so we can present this with a lower cost. Next slide please. Okay, next slide. Talk about our partnerships in San Francisco. One of the biggest thing is to removing barriers for people in the academy. And were looking at people coming in for free or nearly for free. Next slide. Its all about under represented communities being able to get to the academy and make it to their place. Lea who is behind me, and so thats visitors as well as our employees. We are the leading employer of adult with Developmental Disability and we want to make sure that these folks are part of our community. Im going to highlight the thing here. Our sustainability, since 2001, we have given extra Vacation Days or cash to get to the academy sustainably. This means if you come ten or more times in a month, we award that. And this is something where we want to people to embrace that practice. But we do have staff that have to drive to the academy. We also want to make sure that these folks who are the lowest paid are able to work conveniently with us. Okay, next slide. Visitation, you heard from director campbell its in a case where we want to open it up. Next slide. I want to highlight one thing, parking is listed as the number one inconvenience. My name is jay shu im the director of museum in San Francisco across from the civic center plaza. May i have the slides coming up please. And you know that this museum has been in existence for 56 years. And i had privilege of serving as director. Im just feeling as energized as inspired as ever because the mission is so important and were here to engage in the public to showcase art in the culture. And more reason the Strategic Plan will develop art and culture. This i think wearing the for front to enable this nation to truly embrace Asian American community by make ing the community that only the history but also with the coaches in asia across asia. Ive seen essentially one of the most important platforms in the west coast but also as in your nation. So its your privilege to serve as director. Next slide please. As wonderful as the museum has been, the last few years has been hard, because obviously the pandemic and all the other problem that has been related with the pandemic. Right now across the street, we showcase along with the San Francisco art, exhibition titled, was in collision, its the firstever museum retrospective a filipino artist. One room very large in our community but also nationally and i would like to see the obama portraits that my colleague campbell showed in the film. Its a wonderful obama mitchel and barack portraits. Very proud asian museum to be able to do that. So if you have not seen it, please come over. Next slide, giving the elimination with time im going to be succinct. But i want to say that our situation in many ways, our needs and values and challenges quite similar as a fine arts museum. Next please. So for example, we were closed for ten months from march 2020, to june 2021, so it caused 80 decrease in attendance and also we had to reduce our opening days once we reopened from six days to five days. Why was that . Because city budget cost forced us to freeze five open security positions, we simply did not have enough security to keep the museum running. Before pandemic, 38 positions after pandemic, 33. That is a significant, that is from 38 to 35, five years large percentage. And also the delay, were extended facility causing economic difficulty as well. Doubling our tape ability en fire leon private and this is a gift to the city because it will be part of the city entity. So thats why you have to open five days instead of six days. The other challenge fb during the lock down that had to reduce a lot programs particularly all the onsite programming can no longer be performed. But at the same time, were quickly pivoted to our virtual museum. So the value of the museum to the community stayed the same. Yet, of course we cannot turn their service into our revenues because we dont charge anybody our line. Oh, keep going. I thought it was pop on. The pdf, next please. Next please. In the meantime, sorry, go back one. So once we open, we really had marvelous exhibition such as team lobs. Its the worse cutting edge expression. Its a show that engages four of the, so you can see, you can touch, you can stop here. Its a very wonderful experience. I think giving people wonderful solis, very difficult time and pleasure and happiness. I waunlt to thank you for your opening remarks, i cannot agree more with both of opening remarks about the value of coaching institutions and not culturally but also economically speaking as well. But because we can only open five days instead of six days we did not have the impact nor the revenue that we could have had if we were normally with security needs. So looking forward, our entire culture has opportunities going forward. Please next. And for us as i mentioned, we redefined our mission during the last several years. Being the words leading platform for asian art and culture and we also added equally important dimension focusing on asian america. You will see a significant and meaningful in our common effort in fighting against entire aryan klebt, so museum served the value, i think the as a result youre that it can be a very affective way, to viewed empathy, and i think here, not only our neighborhood in library but. I think together we really can transform the and youre doing so, to only improve the quality of life but also stimulate purism to the fee in. Civic center can and will be a coachable centers. How good San Francisco is. Intersection please. Stew, let me just wrap up my presentation by reiterating some of the challenges and how city can help. Next please. Challenges, next, theyre present, we cannot fully realize the opportunities just described. Because again, we can only open five days instead of six dayses and the chair about tore is reduce 37 from the prepandemic days. I think the way its going, its very hard to sustain. This is why i say as exciting as our commission is, last few years, has been really really hard. Tz been rally really hard. And our neighborhood why its perceived dirty. And also no affordable parking, options very limited. Another barrier to attenders. Next please. So how can city help . Restore security to prepandemic is first step. And im humbly suggest that on top of that, more positions, why . Because through private sending. We have dubbed. I will serve it to the public so we need more security. But please, if we can flowtion. Ill be ap to quer with you on maybe that happen and again support to the prepandemic levels and mroe vieed funding and other resources to resolve problems in neighborhood safety and Civic Center Parking options. You know, civic center is really the living room of the city. There is a lot that we can do. I want to be a very. Truly, em ply fie all organizations value our service to the public. Good morning, supervisor, thank you for this hearing and the opportunity to join you here now. Im stephanie linder, im the ceo of gardens of Golden Gate Park. Two weeks as of today, the San FranciscoBotanical Garden society began to do business as the gardens of Golden Gate Park tlkz to the unanimous support for the mayors resolution that ads the conservatory of flowers and the Japanese Tea Garden to the lease and Management Agreement between recreation and parks and the San Francisco botanical sew side. So while its just two weeks, the older site the conserve tore of flowers is 142 years old, so were 142 old or two weeks old but its a pleasure to be here today. And im going to focus on invitation at all three sites. So if i can have the slides up please. So because we are brand new as this joint entity, were engaging in everything from a marketing and rebranding effort Strategic Planning effort. We do have huge infrastructure needs and but im not prepared to speak about those because we need to go through a mast per planning process and prioritize the project but 11 visitors to the site annually. There is a lot of wear and tear and plants take a lot tending to. So coming up in the future, youll be seeing a tra taoej i can plan. Youll be seeing a list. Im going to focus on invitation. I can tell you that our mission is to connect people to plan, the planet and each other. Im going to start with a conservatory of flowers which is most impacted by both the could vid and the closure of jfk drive. So im going to start with conservatory for purposes of this yaysing. Im giving you the numbers as raw data, i do realize that the totals dont add up with non residentities. Because we have other passengers that we also track. Out of the 5,000 member households, yeah. We also have free dayscious free times. And those resident right side just counted, we dont ask for proof of residency. That explains why those two dont add up to. But as you can see, were now at the conservatory of prepandemic levels at the kf,. We are in San Francisco resident visitation since free admission was put in place late in april. So we have the may and june data there, but you can see that were increasing from 10 to 26 admissions at the conservatory. Next slide, the Japanese Tea Garden is now at 91 of prepandemic visitation. Is it we again are seeing a significant increase in residents attending. It increases 71 based on the free for residents change that came into play april. Next plied please. At the San Francisco bo tanial terp en, we did this some in fy21 and 22. And i should note the difference between the Botanical Garden and conservatory. The conservatory is an Indoor Museum and it was closed for yearly a year. And did suffer Economic Hardship because of that. As we learned the during 19 times less likely to get covid out doors than you are indoors. So the botanical cardens benefited from that important learning in the public bolting field. So we brought back flower piano in kept of last year in which 60,000 people came over 5 days. Please save the dates, september 15th through the 20th. This is an interactive multi cultural and that means but you can see our invitation is pretty much off the charts here. Next slide please. I want to give the Law Enforcement vieltation, thank you mark for including that. And we had a lot of interest in this and folks are starting to take advantage of it and were really glad to see that. And during the national we are part of the San Francisco museums for all program and were seeing low income families use this benefit as well. It allows for families on snap benefits, and then we also through the San Francisco museum for all program cal fresh, medical any of those Public Benefit programs allow you to bring your family free of and we do have various at the site. As somebody who got here on. I spent a lot of time on the anne jude a. I want to remind that all three gardens are available by the maoun line some require a mini walk but were well served by them. I will sa has had a significant impact. I would argue that the conservatory is the most heavily impacted. Were working with the rec and Park Department working on mt a or both long term and immediate solutions. Ive outlined some of the challenges here around events and deliveries and accessibility and so, some of these, some of these solutions we can implement right away without major insfa structure improvements. I expect that both the wreck and back to allow more ak sibl that and weddings and other functions at the con tory. But we want to be locused in terms of these numbers this challenge. Ill send by saying, bo tan this particular hasle,000 plans in our connections. And we are working to really take these three wonderful sites and then troens form them into stay tune there is a lot more to come and thank you for having us. We also have ted aoeg not who is our chief analyst, hes here for questions. So would you like to proceed with the last two and then go into questioning. Right. Laoxz like. I am presentation for both rec park and mta my colleague is here if you have any questions. Slides please. So just by way of reminder this golden park safety and Access Program that you approved is a project, project and policy solution to see improve safety accessible. Okay, ill keep going. You approved three yards from beginning at quaoe czar drive all the way to the highway in that includesle 0 of the roadways. The project and program also included a variety of interventions to support that work and that is what im going to give you an update on today. Through the chair can you have somebody send us the slides, i dont think we received them. Oh you did and you received an update. Denim denimca has them as well. My operations has a hard time getting them. Or, ill keep theyre very pretty but. Sock, as you recall, the program had four major categories of work, safety, equity and ak sect we are pleased to have been able to open the bench parking lot which was done before it has new wave the and this lot is lower to the front of the weve already ip saluted some immediate fixes to the subtle. We have worked to get the schedule online, improve the praoek see a little bit later in the presentation, well talk about what we have in store for the waout in there are last year we were able to bring back to the park a program that was a in partnership with borp and mta. We launched that program where folks can reserve their and were bringing this program to the highway to the weekend closures. And our equity bucket, weve continued the neighborhood subtle information. Sxwh it been incredibly successful. We had a nice anecdote woman with her baby, she had not been there since the king tut exhibit. She had so much money and en do ied dc that program has more to this this year to include summer and in the fall we return to Community Base organizations. We also celebrated this weekend, the restoration of 21 haze which connects the western edition and tenderloin to the and on start, i believe that was. And i believe were out reach on that program is beginning this fall. Conditioning on. Beginning with the program, we have instituted a taxi funds in front of the d young be dropped off by taxi directly in front of those we also have moved the tour bus zones as you may note they those have been followed to bulge we also worked to improve the dis to fiepd the fastest way, right . So we worked with them to make sure that they have daytoday directions and how to use a garage as a way to get through the mark. We also shared this. So they have chaired the easiest way to drop off to the institutions in the music concourse damager. I dont know if any of you are roller skaterses. We did place and added a sweet little mural on that. So check that out next time youre out on jfk. Beginning on august 15 the, we will be restoring the connection for vehicles from chain of lakes to sunset from folks traveling from ridge to sunset, thank you supervisor mar for helping us with this project. That should ease some of the concession that we see in that area. And that will open august 16th. We also golt. During this process that the delivery that the young were a little confusing for folks where those vehicles should go and where they were allowed. We worked to rationalize that with removing a lot of unnecessary signage and adding what are we calling them . Sinful markings to fa till. We have some up koj work in the same weighings, on the west side,ser after we complete the chain of lakes connection, we will begin the middle drive work which we talked about last time we were at the board which will access polo fields and we expect to see that completed in the fall. And were in contact with a new shuttle providers, thank you supervisor. Were in contact with a new subtle providers who can provide low four vehicles which was a key thing when we during the out reach. We also work with provide realtimetion and integrate that with all the and were also continuing to improve the shuttle stops. And then the assignments and assignments on the subtle. Shuttle. We were also grateful to receive the approval for our budget which included the significant capitol budget for accessibility improvement in the park including the frontage and serve in the park, especially around cocok meadow and conservatory of flowers. Finally as director cam behr mentioned were working with the young and academy with the partnership as well as Controllers Office and Mayors Office on addressing pricing management and debt issue around the garnl. Im sure youre aware that the mayor has introduced a measure and well be have been the week that mick bee and fine and we are committed to accountable and sharing this with you. We were at m. O. D, i think two weeks ago, sharing our updates and how a really productive hearing there. And i know well be back in fropt of you, before you know it, updating you on the continued progress. Thank you very much. Thank you, so much, i want to thank everyone for your presentations and for your incredible stewardship of our very important museums. I also want to applaud you to the contributions to the city of San Francisco. That is so important, and kes might the and we see attendance going up and thats because of your hard work. I cannot and those who visit our incredible city. And i want to thank too for efshs she should we have worked with them on the amendment when the jfk closure was passed. And i do know that they do we mine i dont know if colleagues you have some if im happy to differ to you and then i can go into mine . Thank you so much for this hearing, supervisor stephanie. I really appreciate the thoughtfulness that went into everyone present how the pandemic has affected everyone and the closure of jfk. So i had a couple of questions for ms. Madeline and also for mr. Campbell. Thank you so much for the report that you have done on this work. Im over there often, and one of the things that maybe i misunderstood, but i thought that some of the improvements to qfk were going to include sort of a colored lane for deliveries . So i thought it was more than just the sampling. A lot of other things that i heard constituents explain about is competition between pedestrians and bicycles. I thought that we had talked about that. And i observed it im on my bike but i do, spokes with electric bikes go very very fast and folks who are a little more slow that are pedestrians that cant present a conflict. Thank you speak to that. Absolutely, those are key issues that were working on theyre just on a little bit longer timeline. What i tried to do was what was imminent. Each one of the important things that were working on. Cameron is here from the mta and can talk about the best practices work that were doing on separating slower and faster vehicles as well as further rationalizing if you want more detail. But those are in the plan. Theyre just on a little bit lopger timeline because of the work involved. I would appreciate some clarification about the timeline, that will be helpful. Sure, heres cameron. Thank you. Keeping people away from slowing moving people sharing the same space together and thats all upcoming work. And the carpets . Yes, the young museum. That is something that we, we can do, we wanted to get the stencils in first. We have supply chain issues with the color of paint we have, plenty of white paint, we have red for trans lanes but this is a separate color and theyre not able to get it as quickly as we were able to put in the stencils. I understand the supply issue but you told me about the process but the timeline . How long are you thinking that this process would take . Well be working on it through the fall and into next year so were hoping to have some decisions made early 2023. Thank you so much. And just to add, were working to implement in the next six to eight weeks, changes to the 8th street entrance to the park which will include some of the Engineering Work that we did. Yes, im aware of that in the community is very grateful that is actually finally happening, thank you. Hello mr. Campbell, thank you so much. I understand about changing patterns and that the that youre Beautiful Museum is indoors. And im wondering if youre taken any of the incentive and steps that we heard from the academy of sciences in terms of, incentivizing and transportation to that the academy of sciences talked about that have proven so successful to them. We have not taken. Im curious to see what the museum is doing by means of other than car. So were interested, we can look into that. What i would say show, is very substantial percentage of our staff are commuting from around the bay, they dont live locally beinger especially our union employees, very few of them live locally. So a lot of them are not coming along bus transit routes so they need to dependent on cars to get to the museum. Oh you know, we do have a regional transportation system, i wonder why that would be different for the employees at the academy. Okay, thank you so much. We can talk further and im definitely interested in support the museum. And i know were going to have a conversation later, thank you so much. Supervisor stephanie i had a few questions before turning it over to you. I want to thank everybody for your presentations and updates sort of about your current status i think it was all a great reminder of the wonderful and really and for me its a reminder to get to all of your museums in the gardens this summer, i just had a few questions more around the access issues and i guess maybe starting with ms. Madeline from k ek and park. I appreciate all the work that has been done so far to start to really ensure that there is equal access to the Golden Gate Park institutions and, so actually maybe starting with the shuttle improvement. It looks like that sort of on the accessibility commitments to and timeline. So in particularly, finding a new shuttle operator with low floor buses and adding new shuttle stops and so, i had a question. Have you been collecting data on the shuttle usage . And even with the initial improvements that were made and has lead to increase usage of the shuttle. I know before, the appearance were made and this year, shuttle was not particularly popular. So when were evening with the initial improvements has that helped increase shuttle and increase accessibility to the institutions. Wes, ye with seen a up take in the shuttle. The data is collected primarily by our drivers so its not automated, you have to take that into consideration. We also did a informal survey were planning for formal one for the fall. We saw a significant up take when we announced all the subtle changes. It has plateau you but its much more used in the previous shuttle. As to the question about the new contract, we were able to, were in contract with a new vendor and hope to have the new vehicles, new route and the additional amenities in place in october. So i think that will hopefully get another boost, one of the pieces that were working on for october is actually automated data collection. Does that answer the question, supervisor. . Yes, i appreciate that and i would request that quarterly reports if you can include whatever data you have on rider ship and usage, that would be helpful. Happy to do that. And then a few other questions around the shuttle. Soy brought this up before, in our officingers and i think even in some of the public hearings, have been the shuttle restored, what it was before it used to run all the way out to the great highway. And i think that, that would be really important expansion of the Shuttle Service to consider. At least on the weekend when the great highway, is open to pedestrians and bicyclist and we get thousands of people out in the great highway enjoying it. If they were able to have easy access to by shuttle to the jfk drive area, i think that, that yeah may also help to increase invitation to the attractions. Yes, i understand thats a priority and thats one thing that were discussing. So well keep you posted on that piece as well. Thanks. And for the subsidized parking. I know there is going to be some legislation or this Ballot Initiative and some additional work. Can you share more update on that . Its good that museums were all can you share an update for all to include parking and going beyond that . There was interest for myself and discounted parking for people with disability in the garage. Absolutely. So there are three prongs that we have been discussing with the controllers and institutions around the garage. They are pricing, management and debt. And on the pricing front as you know, you the supervisors allowed us to institute flexible pricing which will allow us to put all of those programs in place. We have had good conversation wz jason and fought about museums for all and free a d. A. Parking and how we would actually operationalize that because it does rely on the institutions doing some of that work for their patrons. That is in process. The management conversations are not going and as i mentioned, the debt conversation will be aided by the ballot measure. I think the strategic question that the group needs to reside and were meeting tomorrow is is do they move collectively. Its borth financial but also a comfort question for the questions getting in the game klar wise, the music concourse partnership. So those conversations are proceeding but there are some independencies that we need to sort through. Thank you, i dont really see this included in the accessibility commitments this issue around further reductions. So yes, thank you. My apologies for skipping over that piece. We have a rate proposal from the mta that reduces some rates and increases some rates including for special events and that sort of thing. That is one of the things that the institutions and the garage, those are you will projections so they are ground trucing, against their exhibits, special events in the coming year. And really making sure that everyone is comfortable with the financial projections. I dont know jason if you want to add any thoughts to that but were, is continuing to work on that with the museums and i think were close to to having some good understanding but im let him chime in because hes been closer to the conversations. Good, i dont know if its afternoon now, but certainly thank you for having us. Jason chief Financial Officer at the museums. So what is really positive about the work that were doing is nonprofit has really opened up the booked in records to sfmta to really look at the numbers closely. What is occurring is it seems pretty closer that the garage itself is operating very leanly, so thats one thing that became apparent. If you can get the cost down, you can get the parking rates down lower. So that was number 1. And with what is occurring is, that we really need to look at the debt which is why this budget, this referendum is potentially moving forward. So if we can get the debt down that would allow us to lower smft parking rates. In order to get the rates lower during the week, you have to raise them in the weekend. That is is not acceptable for us not only for us but all the local institution to see raise rates higher which in our mind makes it less ak iss ability. These are financial under pinning that we have to work through. You know, were all i think were on the same page about this. Its the finances that are a bit difficult at this moment. Thank you for the update, jason. I guess i would make a similar request in the quarter of your reports if you can include an update on this work to really, to look at how we are lower parking rates in the music concourse garage especially for lower income visitors and people with disabilities. Absolutely. Will do. Thank you. I just had some final questions around some of the concerns that were raised, i think i heard it from the fine arts museums and also the Asian Art Museum about security in your facilities and neighborhood safety issues and just wanted to understand that a little bit better. Whether thats really just a budgetary issue for staffing of security in your institutions or or is it broader . And also has this security needs and concerns increased during the pandemic . I think its twofold actually. Number 1, its not just a general budgetary issue to increase the number of head counts. City provides a total of four ftds about 65 are Security Officers so we need to get back to the level of around 75 to 77 which we had in more resent years. We had issues arounding covid extended leafs and general staffing challenges, we have been trying to navigate that closely with dhr and working very hard to try to bring new employees into the city system. Is really think its a budgetary issue. Thank you. One year deduction of security cars so ft issue. Issue is really environmental issue. Its about the situation of all. And that must be addressed coalition for Many Organizations to make it happen. I think all three need to be addressed, thank you for the question. Thank you, thank you for clarifying that. Supervisor stephanie. Thank you, chair, mar. And i want to followup on the security question since we were on that. I do understand that the city charter requires an mandate and that we have an obligation to provide for security and with the lack of positions and lack of security at the museums, im wondering on whether you feel were meeting that mandate and whether freezing positions and not filling them in the way that we should is violating the charter . Ill say that im quite concern thats a very important question to ask and i would like to have an expert. But i would like to point out, safety is most important first and for far most. Were the custodian. And ive been on this job for five years, and four years ago, i was told, the represented by asian Museum Second only to the land, county of San Francisco owns. But this only illustrates how important, as an all the museums equally important. So in order to make sure that we properly protect assets but also the safety and experience of visitors is why we were forced to only open five days and even among those five days, since i have a rotating closure, but we simply dont have enough time. To pay for some security colleagues sick, and did not have that level of staffing then we have to loaded. Its really really concerning. Safety and also experience. And as i said, use this moment when the culture is so important for our health, illegal health, mental health, for our community and in our case to really fight against anti hate through us and the culture playing a meaningful role i think your support is essential. Thank you. Thank you for the question. I would echo direct shus comments. We, the safety of the collections and the visitors to museum south side paramount but with the reduction of fulltime staff in resent years, we are really precovid were already stefpd in staffing the museums balancing the collections and exhibition programs and thats become an extreme situation in part because of covid. So to properly staff the museums really trying to address this rethinking of our audience right side and being as accessible as possible and truly serving the communities so we have an expanded program. But with that, comes expanded staffing needs. And instead were having to close down wings, all sections of the museums which is frustrated to visitors coming locally. There is also the engineers in comparison to city buildings. We have a lower count of engineers. Thank you, when were talking about safety of the collection, i mean the fact that you mentioned something about the insurance and i had a question on that. I wonder if you can elaborate on the experience and who sets the values and how it can be addressed and how youre dealing with the management with that. Obviously these collections have to be properly ensured. With one of the largest civic collections in the country , we have not done a resent order but the value must be in the range of 6, 7 billion dollars divided between the two institutions. I dont think that the insurance valuations have been upgraded for many years despite the con sti two al increase in the value of art and on going expansion of the collections over the years. Can i ask jason to address this a little bit. All right, just add a little bit more context. We work with Risk Management on our insurance and providers, theyre aware that we need to increase overtime. Its typically the same issue and i think getting more support from the board and the Mayors Office to really prioritize that, would make it very important difference in terms of increasing overall art insurance overtime. And thats really what were looking for. I know that the Risk Management is in favor of it. And ms. Maun, i do have a questions for you updated signage that we talked about in the april hearing. I continue to hear from the museums and from a lot of people that go to Golden Gate Park that the way finding is not what they would like it to be. Im wondering what is the plan for updating the signage . And when can we expect new signage to be installed and is there a plan that we can actually see . So this is one of our longer Term Initiative and i apologize i dont have spreadsheet in front of it but i will followup with the specific dates that we expect to institute that will be part period of time report. We are working on some temporary way finding signage including the garage, and particularly focused on vehicles now that that section of the road is closed. The longer term process, i know i sound like such a bureaucrat but it takes a while to get feedback and then implement. If i remember correctly, i think were looking at late 23 or early 24 for that to really go into place. Again i apologize we dont have specific dates. Its in progress but these things do take time. Theyre are best practices and signage standards, its cit alley important to try to limit the number of words on the sign and particularly considering how many different languages are spoken by visitors. There is a lot of work that goes into creating a good program. We do have, i believe its 200,000 in this years budget that were working on on both the planning and execution on that. Thank you for that. If you can just provide anything, on paper or anything you have. Yes. And i appreciate the installation of the taxi stance and im wondering, whether or not youve been working with uber and lyft to ensure that they have the same direction in terms of where to go within the park. I know thats something that i heard about, leading up to the april hearings if they can just have that same expectation that this is where we go and drop off. I dont know what the status of that is . Yes, so our colleagues have worked directly with them to provide the directions of how to drop off in the garage for both uber and lyft. As you know, the city does not regulate them the way they regulate taxis which is the way theyre designated for the yellow taxis. But the mta has worked directly with both uber and lyft to provide that information to drivers. And have gotten feedback that it is beginning to to be implemented and working. Yes. And cameron if you have more on that. So not just within the garage the music concourse as well . Are you working on that . Yes, yes. My apologies. So they have been made aware that they can enter the if theyre coming from the north side of the park, enter through the garage and do the drop off in the music concourse or at the base of the elevators for folks to access the institutions. From the southside of the park, obviously you can just come in and do the music concourse drop off. So they have the directions and they have been programmed into the apps that the drivers use for those destinations. Okay. And im wondering how are we measuring and reporting on access improvement for the Disability Community . Well, we are the way we have been looking at the program so far and we can refine this as we go forward. There were over 30 interventions that we have presented. Were tracking implement in terms of the timeline essentially. Implemented by 2024, so we have been looking at sort of a binary question of have we done them online or have we not. If there are other refinement by initiatives we can do that. We have observed the ada parking to be about 50 full on week days and about 75 on weekends once it was implemented. I think we can do sub measures to let you know their ethicacy. I think a lot of that is going to be answered in november possibly. Or in rules next week, well be there with a presentation. Not that im campaigning but i just dont think we need to go into the garage. I have a question for you chief economist ted aegan many of us are very concerned about our economic recovery coming out of the pandemic and we know prepandemic nearly half of our revenue came from midmashlgt and downtown. Today most companies have permanent work from home and activity downtown has declined. There is report that 6500 workers have been laid off and when you look at the culture institutions im wondering from your perspective what role do you see these institutions in the coming years . Good morning, ted aegan Controllers Office. Responsibility in response to your question, i think the institutions shared the fact that before the pandemic beinger these were the most visited i object constitutions in San Francisco and were anchors of the citys Tourism Industry. This is true while other sectors have far more people employed than before the pandemic. So these institutions and their survival have been vital to the economic vie deserity to the city. I think there are two trends with their value. The first is some of the other legs of the tourism are not likely to cover as quickly particularly conventions and people coming to Office Meetings in the city. If people are working at home theyre not going to do as well business travel. So were going to rely more and more on Leisure Travel and cost competitiveness of our cultural institutions and other things that attract leisure tourist to San Francisco is going to be more and more vital to the Tourism Industry which as i mentioned we need to recover. And i think the other other trend that started during the pandemic that is important is the shift in transportation. During the week to downtown San Francisco, bart traffic is 25 to 30 of what it was before. And even on the weekends, its 350 of what it was before. Where as vehicle traffic over the bridge to San Francisco is about 90 of normal. Weve seen a recovery of vehicle traffic and people being comfortable going around by car that were not seeing recovery in transit in nearly the same extent. So i think that the city Tourism Industry is going to hinge on leisure base activities, culture institutions and large institutions like the museums are vital components of that. And the both the staff and the customers at least for their future are going to rely more on cars and lesson transit for getting around. Thank you so much for that. This is for mr. Taun in terms of obligation in the maintenance needs including the employees responsible for that. Im wondering, it sounds like we have not fully funded this ever. I think you said around 7 Million Dollars and the cost is around 13 million. Im wop did he goer if you can expand on that and how are the cost made up on that . Thank you, and you are correct. So if the city budget goes through, well receive approximately 7. 4 Million Dollars total this year for the next two years in this budget cycle. The full cost is 13 million. Were budgeted to have 12 city engineers. Were short two, and weve been given back one. So were still one short. 28,000 from clawed to the smallest pigmy fish. We very much want that restore and put in that request to have that. Yeah, that is key and our ability to maintain the citys live collection which are live animals is on having these engineers. Were vigilant, we have been outsourcing, we dont like doing that but we need to make sure that everything is covered. We have to keep all the life support systems going. Thank you thats very informative. Thank you supervisor stephanie. And i did have one more question, the gardens of Golden Gate Park and that is creating more access to the flowers which has been the most impacted. Thats going to be more open up to drop offs but is there a plan to create a better area for drop offs and pickups for people with disabilities . Yes, the challenges and i may ask stephanie to step in. The challenges that we see are threefold. Loaded for events, access for seniors and people with mobility and disabilities. The accessible route is rather long. So there is one but to get there from the shuttle stop or if you park on the jfk, its a rather long route. To address that issue, that is going to be a longer term process that were working on with the gardens of Golden Gate Park and our capitol team. For and there are, temporary interventions that were working on with particularly for group visits there. That volve dropping off closer to the conservatory. For the event loading, and deliveries, as you noted weve opened up part of conservatory west there. Were experimenting with extending the part of the opening particularly for event load in. And then stephanie, i dont know if you want to add anything else to that . I guess the answer to your question is, that we are trying some experimenting with some temporary solution to see settle on a longer term intervention for all three of those pieces. We are our most resent change is allow groups that come in buses whether its school tours or folks who have disabilities to have a closer drop off to the conservatory. So its a work in progress. And the nice thing to work so closely is that we can experiment with different solution sxz see how they work before permanent. Does that answer the question. Yeah, maybe one more specific question is conservatory west the best solution that youre working on to ensure access to conservatory of flowers for people and people with mobility challenges. You can make all of these reforms and all of these improvements, this is not really benefit seniors and disabled. Now basically everyone who had access to the park who lived in the city is a taxpayer. Therefore all corridors and dry lakes should be open to everyone. The point is to make compromises that are beneficial to everyone. Im wondering about the pricing in the garage. This is ex orbident. You should not be punished to trying to patronize the park. And how safe are the suggesting going to be . There are rouge elements of bicyclist who endanger pedestrians and this is especially detrimental to seniors and disabled. So these are m of smi concerns. Also, when you closed jfk drive as well as the great highway, are you creating greater detention in the city . And im wondering if greater congestion does not also contribute to fatalities of pedestrians. These are some of the concerns that i have. Im delighted that the measure is going to be put on the ballot for jfk drive and the great highway, thats good. But basically you have to serve everyone and not just a privileged few. Within ten minutes walking distance of every resident. So basically, your whole meeting is to fix the mess you made by closing jfk and even the great highway. You closed it overnight and suddenly there is traffic everywhere, complete mess, channel lakes, the tourist are unhappy, nobody wauntsds to come here anymore because of the mess you made. Now we have all of these big meetings, were going to fix that and this and were going to do this and fix that. You fixed nothing but spend money. The taxpayers of San Francisco are tired of this. Thats why we didnt give you the 400 million you wanted from maoun. In fact, muni should separate. You start something without any for thought. You just close the roads and now were having all of these meetings, spending millions of dollars. Oh were going to provide a shuttle will it fit a family. Thats why nobody is using the shuttles, your surveys are all ascued. See how many people are right there. None of you even look out the windows when why dont you go out and see what is going on. When you go to the park, why do you want to go on asphalt, what do you want with the trails there . I want to recognize that folks who are talking about cars in terns of economic recovery are nothing less than climate artist. I also want to recognize that a super creeply that a highly funded Museum Opened to a crowd. Funded by republican donor, not only will the Campaign Take away safe place for streets and commute on a flat and face group. But also cost millions of dollars to put our waste water facilities at risk just to open one street. I saw buses full of seniors being dropped off in front of the museum. The museums looked packed. People can get, does not seem to be that people cant get it. We supported a message so many in this project because we believe in the project would provide spaces in our park. I want to base their tee staff for all the supervisors for this program and their continued commitment to supporting ak iss ability Safety Improvement along the promenade. There is more work to be done. I encourage to hear about the new settle contract that is going to bring more vehicles to the parking shuttle. Its great to see the city moving forward there. Another item from the presentation that stood out to me was the Botanical Garden, indicating that people are finding ways to get to the park to visit these key tractions, despite moving thousands of spaces. Seems like its going to be very helpful for addressing smft museum. So looking forward to see that come to fruition too. I would like to see the museum focus on engaging on the community and investing on the programming. We know from the data shared guy, the Parks Department that there are lots of people coming to visit the park who never came before. So instead of continuing this division in the city, it would be really great to see the young, the academy ball of these parka tractions, programming that will bring these people in and activate the spaces. Between all the shuttle improvements and considered adjustment are making to their plans is really great to see the prom ned and investing in more access and Safety Improvement. Im speaking on my own behalf today. There are opportunity issues to be covered in the two minutes that im allowed. So i want to highlight a few things that jumped up in a meet ing. I want to thank you for this hearing. I think its great to start vetting these issues and its clear to me that youre committed to improving access to jfk drive. Just a couple of thousands, im concerned about the access as well as the d gardens. I hope that its communicated sooner rather than later. The other item is ada parking behind the band show is only available to people with ada blue cards. But the reality is, that there are a lot of seniors who need more easier access to jfk drive to the museum. I dont know how you can mitigate that but i hope you Pay Attention to the fact as important it is for ada parking, its just as important to for seniors to have easy parking access. And finally there is no drop off point despite the fact that there is a drop off. Ill be following this up with a letter and thank you again for this hearing. Clerk thank you for your comments. Im sitting here watching all of your comments and im just really grateful, i know its a lot of work and i know its not a easy. And i can hear some of the push back. The reason i want to call in is two specific things. One person said, the tourist dont want to come here anymore. And i can just tell you from personal experience, not only do the tourist want to come here, my friends when they come visit, where they want to go is great highway and jfk on bay wheels bikes. Thats where we spend our time. Dozens of friends that have come, that is what we do. So not only, do they want to come here, these are destinations, these spaces that youre working to create. And nen number two, the people that are, that are opposed to these spaces and it sounds like the museum is one of them. Nobody that loves these spaces is anti access. We believe these spaces are and can be ex asable to everyone. And thats what the work is going on this meeting is about. Its obviously that thats what we want. And then one antidotal thing. I want d young to see what it looks. When people are dropping off the people in the front constantly. Its pretty accessible to me. Hi, my name is michael im in district 8 resident. I live in stan i dont know street right across the park. And i use the entire length from jfk down to middle drive and mlk on a pretty good basis. Im ultra marathon, im a Long Distance runner, and im afraid of cars running which threatens more than you know in the road. And i have knee problem and when the knees give out, im able to use the shuttle to get home. Im grateful for the shuttle and i hope that the further improvements can keep moving ahead. Grateful for the supervisors on this call for supporting this program and for the rec and park going full steam ahead for the improve pment. Seems like the parking lot behind the bench is always grating great use. I see people in the shuttle all the time. I have a couple of specifics that can be modified. The plans for car active on mlk drive between chains and sunset. I appreciate the use of k rail and soft tip. But they will need a couple of extra posts, youre going to get drivers and somebody is going to be bodily threatened, trying to get to the car free area. I hope the fan can force the cars to turn or else youre going to get people speeding and injuring pedestrians. So a few Little Things but overall, really impressed with the program so far. Colleagues this hearing today is a followup to a hearing that we had in january in this committee that really looked at how the city was or what is not planning adequately planning to meet the housing in support of service of our rapidly aging population. The hearing in january, i think was very comprehensive and enlightening and it showed that we have i lot of important programs and straj tees to address this specific housing and Service Needs of people with disable. But they are silos and there is a lack of comprehensive strategy to really ensure that we as a city, you know are able to have the full continuum of housing types with services for our seniors and people can disabilities from independent living all the way to Skilled Nursing care. The cases at laguna hospital really highlights in addressing these issues and thank you supervisor milgaard for all of your leadership on that. Since the january hearing, there is been a few positive developments as we grapple with these issues. One is through the budget process, we were able to make some important new investments to address specific Housing Needs particularly of our most vulnerable and people with disabilities. The budget includes four Million Dollars for the senior operating subsidy for very low income seniors to be able to afford Affordable Housing in our city so thanks to the mayor for supporting that and also, it inincludes ten Million Dollars for sro repairs to ensure that people with disabilities and older adults are able to have that better accessibility in their homes. And i did want to mention it, there is also funding in the budget through the back and also through the accommodation of addbac and the certificate of participation to create a new affordable Residential Care facility for the Elderly Program that im excited to move forward this year. And then finally i did want to highlight an add back that is related to this and thats to create a new planner 3 position in the Planning Department that can really focus on better coordinating the work for around housing and services for seniors and people with disabilities across departments and work towards a more comprehensive set of strategies to address these issues. So for the hearing today, actually the final and most significant update is that our budget and legislative office was able to complete their analysis and produce a very comprehensive report with a set of 39 policy options. So i waunlt to thank fred and terry in the office for all of your work on this. This hearing today, i really wanted to just have it an opportunity for fred and terry to present or summarize their key findings for all of their work in their report. We just received the report, you know, this morning or most of us did. I think the department as well. I know there is been communications over the last month but it was not finalized until this morning. Soy intend to continue this hearing so we can have further discussion sxz really get into more specific components of it. But today i restaurant just allow to present their key findings. And then were going to have a brief update from the report from the Planning Department on the planning for this new planner 3 staff position and how theyre going to help coordinate over the coming year. So colleagues, unless you have any questions, ill turn it over to fred and terry from the b las office. Thank you supervisor milgaard. We have some slides and if we can they can be popped up. Im here with terry who was the analyst on this analyst. To analyze options for housing for seniors and people can disabilities. And supervisor moore asked us to assess activities and other jurisdictions if that will help us more to the current system. So we, we started before we looked elsewhere with our own back yard. So we wanted to know what exactly the city was doing inhousing and support sevensers for seniors and people with disabilities. I way we structure this report is we, we looked at the continuum of life for seniors and people with disabilities. And most are living in their homes now. And they may be able to stay there for sometime. But thats where the majority of seniors and people with disabilities live. But life can change and as one gets older, needs change. So we looked at it for each, major segments i guess of life after certain age which can include the need for more support services for healthcare and personal reasons. And then on top of that, we have the context of very expensive city and housing and how that fits into the mix. If we go to the first slide, just kind of a quick overview here, San Franciscoians over the age. They have projected growth, its projected to grow faster than that of the total population and will squaou older, more people over the age of 85 over the next 20 years. And that is significant because after that age, Additional Services and supports are often needed than they have been prior to that. The census reports San Francisco yafns with disabilities, that is people of all ages. About half of those people is 65 and older so there is overlap between the two populations. And state projects, there are not as many projections by age for people can disabilities but we did find some projections by the state legislative analyst that the population of seniors will grow between 2015 and 2016 by 178 percent are much faster than the senior population as a whole. The next slide. I will not go through all the numbers but it shows with all the detail and break out of different age segments and how theyre growing. You can see that between 2022, the current year, and 2042, that the forecast is for 79,461 more senior to increase from 164,000 to 24 3000 so its a big jump, 48 . And again a higher proportion will be almost a quarter will be, sorry 22 will be over the age of 85. The next slide brings another dimension and this is about income, approximately 25 of seniors over 65 have incomes below 150 below the poverty level. And all San Franciscoians is 15 . So its poorer segment of the population. And people can disability, 30 of those age 18 to 64 live in poverty in contrast of their peers without disability. And for senior head households, about 33 about 34 have are living at 30 below 30 of the area median particular. So back to the idea as people age, most people in their homes and with survey show, reported on the next slide, is that most people over the age of 50, want to stay in their homes, want to stay in their community. 77 of the respondents to an aarp survey that they had desire to remain in their communities. So this raises the question, as we start in the point is the city supporting that . Are there programs to make that possible . And particularly as needs change where more support services may be needed as people age. We identified 16 programs, most operated by the city but some state operated some privately, operated, that provide services that assist in aging in place. And they call into three categories, they are detailed in our report but just for today, ill say that they kind of are divided into a bucket of in Home Personal Care where there is assistance with every day tasks. Piem going into institutions or helping them after theyve been in them and coming back home and making that possible. There is another group of these programs and services that provide subsidies that provide low interest loans so that peoples homes can be modified so its possible to continue to live in them as one physical needs may change. Stairs are a good example. Many people in San Francisco have stairs and that becomes difficult as seniors age. With a low income and fixed income that can be difficult. On the next slide, just summarize some of our conclusions about the programs. You mentioned there is a lot of silos, that happens to be the case. The number struck us as low and with a lot of repetition and purpose. Avoiding is common to many of them but some particular segments of the population. We thought what the city needs is Performance Measures and goals for all of these programs. And i dont want to say the individual departments dont have them. They do for the most part but they may be for their specific program. So our view is that there should be these kind of measures and goals, city wide and that these programs can be looked at for how they connect, how they may be serving the pop layings or the same populations may be served by different programs throughout the city. And furthermore to come up with an assessment of are these programs enough . If a program is serving a few hundred people . What is the actual need and i think most of the staff tell us they have more wait list. Generally the story seems to be that the programs are not enough. But what we dont know is how many people are out there or how big should these be. And then, getting into the performance measure side, interest r they preventing institutionalizations or preventing the need for Affordable Housing in the facility. While we have Affordable Housing and more being built and we can use more, its extremely costly. And sometimes these interventions while they may have a high price tag, theyre probably not going to be as much as building a new unit of the housing. Extent the system can be looked at a little more holistically and the relationships between some of the intervention programs in terms of reducing cost and reducing the needs for Additional Services. I think that would be beneficial and the board of supervisors in making determinations where funding should be emphasized. On the next slide, we have 39 recommendations in the report, i will not go through all of them. Here are some related to the current programs. Theyre in place and some of our review of other jurisdictions. One is expanding and for home modification. We found in some cities in europe that censors have been installed in seniors homes to detect when they have fallen or to detect if there are dangerous gases being released into their home. Things like that can be reported on to a support organization that can check in on them. We found other cities that hire utility discounts than we do in San Francisco. Or rent freezes, San Francisco offers a rent freezes in rent control apartments. Increasing the ability of tenant base subsidy. We have a number of Subsidy Program in place but there are opportunities for more to take housing more affordable, including the housing that people are already in. Medical rules are changing next year which will make it easier for people to qualify. Also as the criteria changes next year, that more can get on the program and benefit not only for the obvious Services Offer buzz a lot of waiver programs that can support people in assisted living or providing other services in home that staount for assisted living. And that expand the program for more plexable spending. Programs that stood out to us in particular, where the Community Living hundred both are very flexible. So they have a group of clients and they determine what the needs are based on the disciplinary approach and they they may provide funding for somebody to be in the funding,. And i think Flexible Funding and being able to assess the needs can be very beneficial and can be spent more perhaps the existing programs that are more singular in purposes. And a move is necessary maybe for health or personal, we reviewed into market house rate housing. We included market housing because there are a lot of middle income seniors and people with disabilities who have assets who make them unqualified for public subsidy. They dont qualify for medical or other kinds of support, but they may not have enough means to purchase the new house. Its the over housed syndrome where say a senior couple has lived in a house for nearly 30 years and they raised a family. The property taxes go up when they make the move so many stay put. And there is not a lot of new housing built that is targeted to that segment of the population. Income backet is a different story. What we recommended is education on proposition 18. There is a situation that allows a person make a move and transfer their current property tax which may be based from a 20 or 30 years ago and take that to their new residence. And we included there are some opportunities such as expanding locations where Senior Housing is permitted. Senior housing is capitalized because it has a number of designation, the Housing Units being we also suggested allowing greater density for market rate Senior Housing. So it can be built for rights. And then we suggested waving impact fees for market rate Senior Housing. Again for the same purpose to build for seniors that may include living wing or a memory care wing. So they can serve greater needs and free up housing now that over house inventory i was describing. On the next slide talking Affordable Housing which is of course a big piece of the story. In San Francisco through the Mayors Office constructs through housing. There are thousands of units that they have built. Units of new Affordable Housing. But only 484 were dedicated to seniors. Obviously the needs for the rest of the population as well but its a small number relative to the population. 260 units will be rehabilitated during that time. Does not add to the net inventory. In the portfolio, its not those that were built over the last fourperiod. And then in addition Additional Units that are not des i go pated, but theyre affordable and seniors live in them with other partners. More seniors being served than 5,595. But were not keeping up with population and there is a great need and a great wait list for these units as well. Supportive Housing Units set aside for older adults. On the next page, there is a charge here using this projections of for the next 20 years, to 2042, what we would need to keep up the same ratio of affordable union units of population. And 883 units compared to the 5595, that are deed restricted. So thats more average 135 units for seniors a year. And the last five years, we did 81, its an increase and thats just to keep up. Its not necessarily addressing the existing wait list. On the next slide, we talk about some options for Affordable Housing, as i mentioned, its extremely expensive. Sites are scarce. Its a challenging undertaking. Come back to the city and a good chunk has been allocated to the Community Development. Development impact fees are down with construction. Federal funds come in every year. But the bonds are what really provide a big i am po tuesday and a big injection of cash to construct. Has to balance that interest against all other capitol needs of the city. There are two large issuances in the last five years and that has helped significantly. It provided hundreds of millions of which 1 to was dedicated to seniors. How many units should we built. We can go by the wait list and we know there are commands and we know the problems in general. How many seniors and what is the projectory for their needs over the next 20 years. The new assessment that is going to be done, that was was just legislated. I think that is that will be extremely useful towards this end and maybe can be expanded some to include setting goals and Performance Measures. And to see the link between those and the need for Affordable Housing units will be extremely helpful for determining what to be funding level and the goals that should be per seed by the city. New issuance, the city debt right now, is debt is capped by city capacity is 1. 2 percent. That policy can be changed. Its not a law but it would take agreement by the capitol Planning Board of supervisors so thats something to consider. Maybe on the temporary basis to bump it issue to have more Funds Available to ram up production of Affordable Housing. Another idea is to declare eye housing emergency to allow for ex pa dated processing for housing to increase inventory at least on a temporary basis. They do usually have a higher Interest Rate and they do take funding from the general fund. Reducing Construction Cost would help to bring the number down from the 700,000. Anything that can help Us Developers would tell us would help. But also, we saw an example with construction being used on the permanent Supportive Housing. So that seems promising and something to consider. And engaging with a new bay area housing agency, the new organization that will be issuing debt for housing, bonds in the coming year or so on a bay area and can provide a new source of funding. On the next slide, issue on Skilled Nursing another step in the projectory of senior life that some will need and some will not. What we found, costly, 500 for semi private room is typical and 14,000 a month for private room. But its mostly covered by medical, people qualify for medical, if they dont, its costly proposition and many spend down their resources until they become medical eligible. Here on this chart, we have a similar chart showing what it would take. So we have right now, 264,000 nursing facility beds to keep up with this adjusted by population we would need to add, we would need to get 3360 and have about 1900 more over the next 20 years, 2000 more excuse me. On the next slide. Le if we talk about assisted living. But its mostly not covered by medical and those on ssi dont have enough funding to cover the cost. So thats a problem. But, and also by the way, adult residential facility beds thats declined in San Francisco and that serves other adults with disability. More people who need those are going out of county. On the other side, there are some costs that cover. But still would not serve the population as a whole. Where we have beds in residential facilities for the elderly. To adjust we need a lolt more. But for policy options, we go to the medical waiver. This is for making it more available. Programs like the Community Fund and department of Public Health has a Subsidy Program for assisted living. I mentioned the pace program which is run by unlock and institution program. Its not a city program but it has Flexible Funding as well. So some of it is used to pay for assisted living because its not covered by medical. City run residential for elderly is another idea. Supervisor mar mentioned in the budget this year there is a new one that will be funded. Explore ssi payments is another option. And places where assisted living facilities could be constructed. Finally, we found a program in Washington State that is Long Term CareInsurance Plan ha has been started by state and will be man tated program so that workers need to put a small percentage of their earnings in this fund and then they have to certain amount of years will have Funds Available to use for Long Term Care in a flexible way as they see fit. That may be assisted living or services but they will have a certain amount. Statistics, low income have no retirement assets. The approximately 3 out of 4 americans over 65 will need some sort of Long Term Care in their life. So generally, people are very ill prepared for that stage of their life and the state funded plans seem like a promising opportunity. It will go into affect next year. Thats an idea, the state of singapore also has a program like that. The state of california has created a task force and looking for options for creating a state fund so one way the city can go is to collaborate with state and participate in the effort taking off. Or another option is the city creating its on Long Term Care plan and operating itself for city workers. That is it, terry are both here, to respond a lot of questions. There is a lot of questions in the report. Thank you so much fred and terry on this report. Its very comprehensive and look forward to getting into detail. And colleagues, i intend to continue this hearing so we can really engage more with the departments on specifically the policy options that have been recommended. I did have one just general question, around the mythology for the so i think its helpful that you came up. You were able to come up with a projection of a number of new units needed for some key categories of housing and Supportive Housing. And then assisted living and then Skilled Nursing, beds or units, 1096, its helpful to have those numbers. But i was wondering if this may be underestimated because it seems like the mythology is based on what the existing number are in the categories. Its my sense that what we have in termds of Affordable House and Skilled Nursing is not adequate. That is good part of the point of the of the op see options, what should that number be. Yes, i think thats generally right. Because its saying, were starting from the current state. But probably the need is greater than that. So i had a question, is there any way that you can kind of update im sure it can be done. The challenge is getting a lot of information about the population, seniors and people can disabilities. And how many need to go to skilled facility. It can be done and it may take some combination. We know 4 of the seniors move for example. Where do they go and some of them are going to Affordable Housing units but not necessarily. We can start with those assumptions and start breaking it down to how does that translate to need . How many are going to market rate housing. A long answer to your question. Yes it can be done and it would take some thought and resources. Great, i would like to followup with you with that and possible mremental analysis. Colleagues if its okay, im going to invite emery about how the Planning Department is going to plan for this new position. Thank you very much, chair mar. Anne roger, i would like to start off with some of our own appreciation for this ambitious report that we received from the analyst. I feel it will help inform the next phase of the work. And im happy for the department, in allowing to take this position and advance Senior Housing. Seems like there is some additional work assessment. So we can get other source sxz work with budget analyst and agencies on additional refinement of needs assessment. We would like to work towards the direction and establishing the priorities and then kind of con jaoel that together so that we have, what you call the beginning is an integrated strategy for how the city can have this program in a coordinated way that is readable to the public. I think its a wonderful overlay for implementation for what were about to do to make sure that the city has all of the Housing Needs addressed again. Thank you for calling this hearing and i understand that were going to get into it more deeply when weve had more time to digest this very robust report, thank you so much to the b la. I did have a question for ms. Rogers. One flt things that was brought was about folks having, you know, big bedroom raises where they raised a bunch of kids but because they have a low tax basis and very low options they stay in place. I want to name that and prioritize it, because its not all equal. Geographically, we dont all have the same issues. In district 7, we have a very large senior population, folks who love their communities deeply. Yes, its comfortable to live in your home you grew up but nor do they have build anything else. So people can rent in place and thats not easy and we dont make it easy. I want to make sure that we address the disparity of this, dynamic, its not like there is a lot of folks in china town. Even though china seniors have other very acute different needs as well. I want to make sure that if were talking about this as a Housing Element issue that were coming up with solutions to the needs of the folks who live in the communities. There are two projects, which are in process in d4. Neither is for seniors. That being said, there is a single nofa for two projects. 42 gary and 2550. There was a single bidder on this nofa. When the project was asked why the 2515 irving was not seen yor housing, the response was that they, presumably stated that 25 would be Senior Housing and they didnt want two Senior Housing. Last year when the director was a guest, he was asked why the 131643 project was accepted by the neighbors and that the 2550 irving neighbors had on going issues with their projects sponsored. And his response was that he was not familiar with the project. This is despite the fact that village three days, 2550, his response to the 5 question was a non answer was to giving away a mortgage thank you. Thank you for your comments. We need an office where when the seniors apply, they get what they waunlt within 6 months or 9 months. We have the Economic Development and housing, workforce, i know anne rogers for a long time, i know that she does good work and we need somebody like ler to create a model where the seniors go to and we have now a lot of seniors over 140,000, but we also have 4 2000 homes that are vacant. What would it take to expand them . We also have things that we know work like senior operating subsidies. We need a counterpart, operating subsidy. We knew disability housing coming up. So we could subsidy some of these units to make them affordable with people with disabilities who will living on ssi. That should be a we really look forward to work with you to continue this work. D, that one. Yes, i was not sure if it was the correct one. Thank you so much. Good afternoon, supervisor clerks and colleagues and community and those who are present and those tuning virtually. Im julia sabori, i was the culture district manager during the three years during the launch and lift. Next slide please. So todays presentation im going to go over the Culture Program and provide a brief framework and raquel is going to go in the filipino strategy. We would like to begin with acknowledgment of first people. So the San Francisco and united by the bay have been the sacred ground for new ideas and innovation. The Cultural District Program is one in the quilt of San Francisco history and legacy of progressive change making. This program in partnership with oewd the Arts Commission aims to provide a platform for historically marginized and oppressed communities for writing the wrongs of the past and pushing forward for agenda for Self Determination and healing. Next slide please. So just a bit of context, it was passed in may of 2018. Formerly recognized cultural neighborhood and built on a program that had been in place for a couple of years. Revenue via prop e which was passed by the voter and those funds are managed by most. It mandates the city and community to submit a chest report to the board of supervisors which is why were here today. And each a vision and presents a snap chat of the district. Next slide please. So i often say that this program operates in three time zones, responding to the present and planning for the future. It a heavy load for the community as well city. But its an honor to do this work. Aimed at addressing displacement by preserving and amplifying historical areas and communities. We have 6 primary policy buckets, that is outlined within the culture legislation. And that helps with our framework of the chess report and strategies raquel will be describing, next slide. A slide with way too much text on it is a bit more back grounds, were base initiative and we use an inter developmental approach and we use a cola ra tiff framework. Next slide please. So the chess report, why were here today, it is legislative mandated document. Its coauthorized by the community and city. Or having community participate or instead of the community knocking on doors trying to get city departments to align. We have taken the approach to work tolgt, be intentional and make sure that there is feasibility and alignment across strategies with the per view and scope of the departments. It serves as a culture legacy document, so it allows the community to tell their their story of being in San Francisco and allows a framework for coordination. Next slide please. Hundreds take processes, it often takes one to two years to make sure that we have seen yozer and youth and no no lingual and everybody engaged. And they gather data and content for the report and we take a number of months to have city and Community Meet together and thats the strategies youll see in this report. Next slide. This program and the chess report signal that the city and community are would bering together to have a shared vision. Proposals are not brand new. They build upon previous and current work already under way. The aspect is that is new that is the city agreed on what is feasible and what are the priority knowing that there are limited resources. So i will now transition to my colleague raquel. Good afternoon, chair, supervisor doersy who is joining us online. I know its been a long day but i want to thank you for the support of our vulnerable communities. Im very excited to be able to present on behalf of the filpina, as i spaent years to during that time, i was also raising three kids who went to school at bes car mikele. And i could not have done it without the support of the filpinas village. In my role is as director of filipino im grateful that were able to bring together our experience in protections communities, center land use and serving our community who are facing the brunt of development and displacement. Despite all the massive changes in the city and communities and the communities have gone through in the last 20 years, we still have many communities fighting to stay in the city. Have many experience working with and many times against city hall to protect our community and fight for equity and resources and thats why this chess is so such a mild stone document as it represents a new approach with the city working in two partnership with our community to address past harms to recognize the hitch history and work towards more equitable for economic recovery for our city. And now if we can transition over to the deck and i will go pretty quickly. Next slide please. So first i want to acknowledge our chess report consultant, our coordinator ron who is the chess consultant and david our chess land analyst who is also with us today. Next slide. It took us a whole year to complete our chess process. Because this was during the pandemic, we realized we want to leave part of our community out. As well as conduct the language to seniors who didnt have online access. Next slide please. Focus and then the tail end was sharing the draft to Community Members and the city. And we just wanted to share the list of organizations who all participate in the process. Its a truly a collaborative from the Community End as well as the Community End. Next slide, i want to jump ahead and jump into our strategy. Next slide, we have the 6bucket area. Mick development and land use and cultural competency. Next slide. So the first preservation is about lifting the heritage and culture. We have many seniors in our neighborhood but also many children and these are our cultures and bearers. Next slide please. Some of those is to develop the legacy which we hope to work with the Public Library on and as well as expanding culture both in community as well as in the schools. And expanding programs for youth especiallily to address economic disparity. Next slide. One of our key areas of work is tenant protection around anti displacement and housing readiness. Next slide. Because our community has been severely hit by the first and second boost, its important to contain buildings alongside that strategy to build capacity and culture competence for south of the market. As we speak we have several families facing imminent displacement because theyre being pushed out by the landlord who want to sell to the highest bidder. As well as Supportive Housing for those chronickly unhoused. Next slide. Another important area of work for us is to increase the visibility of our community through public part and urban design. As you know, south market is going through immense changes and represents an opportunity to increase cultural markers for the community. Next slide. Some of the strategy is for these organizations and working with the grants to be able to do that. Next slide please. As well as working with very city departments to improve maintenance and you know, especially neighborhood cleaning and public safety. Last but not least to develop a cultural conserve tore. Its okay, another area working with oewd and the two areas of work is to support Small Businesses and also to help residents get steam sustaining jobs. Next job please. So as we know, faced small challenges. Next slide please. Small businesses as well as different Cultural Organizations and we want to strengthen to sustain Community Workers. Our Community Workers are the heart of our community so we want to make sure that were able to sustain them and we dont lose them to the private or public sector. Next slide please. Extra Strategic Planning as the city turns over, were able to hire filipino worker that will provide not just excellent city service but also the access to our residents. Next slide please. Another key area is development south market has traditionally been an area that has benefited. So a couple of strategies that we have identified is to expand and strengthen the as increase steward ship of land building and space, and spaces and weve had some success doing that as well as the mission garage. Next slide please. We also want to ensure that historic and on going displacement of the Filipino Community are part of the Action Planning for racial and social equity. Until, but since then, there is still a lot of work to be done to improve Language Access especially on the city side. Next slide please. So a couple of strategies is to adopt the recommendations from report that was produced that would improve Language Access in the city as well as to develop a barangi center that can serve as a hub where families and residents can come to get wrap around services as well as interpretation and Translation Services on demand. Next slide please. We also want to invest in the in partnership with the city and we saw that especially during the pandemic. And last but not least we wanted to develop a Community Health report. I know that was a lot, 22 strategies but happy to answer any questions about any of them. Thank you supervisors. I want to thank for her mroe ducing this report and being a partner with us. We can close out the power point. Today i is a special day and i want to honor the Community Since 10, we did it were here. I want to extend a kind hand to the other 8 culture districts who are in the throws of their Community Engagement process. We will be seeing japan chess report very soon. Its been an honor to work with these districts. San francisco might be small but mighty. Each chess report including this one, urges us to plan as a ski. The city and Community Members will not always agree but we can always move forward and do better. Its been an honor to work and work with its community and coordinate with the city stakeholders. Thank you. Thank you for all of your leadership and the cultural district strategy overall and some supporting not just filipino but the other aid, so thank you. Thanks for all of your leadership and community on some of the fill pi na and this chess report. But for years and decades of struggle in the south market within the Filipino Community, i think its really appropriate that filipino is the First District with the chess report just given that you know the community is really on the frontline and against gentrification and communication. I appreciate all the work that went into this report. I have one question, raquel. I know a lot of stuff on the report, i know the community and some of the filpinas has been engaging with these strategies for years, or decades, Affordable Housing, Economic Development, arts and culture, its been a important part of Filipino Community and south of the market for a long time. For this, the process in creating the report, i was curious what new strategies or ideas came out of the process . Thats a good question, at the same time, i think what is new is really getting more of a commitment. But there are, lots of actually, innovative things for example, the mutual aid mutual support association for filipino services thats new and part is part of the district to really incubate andmany have taken a active role in mentoring Small Businesses and wanting to give that time. Were really trying to take on especially in the tied of black lives matter where its finally okay to actually question the longstanding cultural monuments that stand for more. Were able to talk with the city on more appropriate way. So public art that representative the people and struggle and triumph of our community thats something that we really need a lot of support from the city to make it happen. Yeah, that sounds great. Ive been so impressed by the impact and the work so far and look forward to seeing more impact and inspiring work, you know. So one final question, actually do you feel like through the process of creating the chess report and the partnership between the community and the city, on this report that its really meaningful strengthened the relationship with city departments and do you expect that that will increase to support from the city for their community . I bo say so, a lot have been practicing with the departments. So we really appreciate having that earlier and rafa who is here. Its not easy and i think what is great as we do it in practice, we have great individual in the city in the staff. There is a lot of institutional racism that we still have to confront in a thorough way to be able to be successful in a lot of these strategies. I have a question after the adoption of this report. The completion of it and then adoption of it. Yes, so the legislation mandates that we come back in three years to revisit where we are in the needle of achieving the strategies and then update it and create new strategies. So there is this motion forward instead of stagnation of where we continuously progress forward. Our city teams of departments coming together to create even more finite benchmark to reach achievement of those strategies. And then also. Deepening the commitment to collaboration with other partner departments, because we have four leaders planning Arts Commission and o. C. D and now we need to bring additional departments to the table and understand how culture districts work and how theyre working to achieve. What is inshyinger its taken so long to write this because of sew vieed. Many are inaction to departments have stepped up, communities advocated for the funding and resourced and im excited to do an update. I definitely see action and progress for sure. We caelted the first chess test as a model, for this, we are so excited that the culture District Program has adopted that and really done some amazing work to really come together. Julia has been a great leader for us. By having this chess adopted, this city is behind us. Im happy to be standing here. Speaker good afternoon, supervisors, and my colleagues, my filipino colleagues, my name is anne and i moved to San Francisco in 1971 when the taibous corpus was suspended in the philippines, it was not the best of times but we were saved. San francisco was our safe haven, i ended up going to high school here, getting merit Achievement Award getting a scholarship with willie brown signature many many years ago. Im here everything has been said about the report its been phenomenal. There is one ask, you know, the mayor i am so humbled its a dreamers dream. What i ask of you is to please keep it safe so we can sleep and dream. The chess report needs legs, we are legs. Clerk we are timing everybody at two minutes, i do apologize for cutting you off. Im here in support and ask the board of supervisors to adopt this resolution. Im a board member for Community WorkersService Providers volunteers, advisory group, ive worked as a Public Servant and nonprofit advocate for nearly 25 years. And making lifelong connections within the community. This is important because we need to preserve and pass on our filipino history and culture to empower the next generation of bright dedicated and en still pride in our en entire community. I benefited myself and i want to have the same and even more greater opportunities to have for our young people to help motivate and support them. I guess supervisor is here somewhere. My name is jose and im chairman of the board for San FranciscoFilipino Chamber of commerce. As it was then and as it is today. Making our community a better one. Were being bombarded with so many challenges but were here today representing a real diverse tapestry of interest. We are proud of our relationship and proud still of the important work that they have done. With ded kailted leadership from raquel and her entire team fairness, to give our leaders of our city, the greatest confidence working with some of pi fipinases on initiatives and programs for the preservation of communities. One fundamental goal is to increase funding for Language Access and cultural programming in the filipino culture. We provide programming encourages the community to practice Healthy Behaviors while empowering them to be aware of social Health Equity issues happening around them. In 2020, released a report called, this report takes a closer look at chronic disease among filipinos in San Francisco and their recommendation to see deal with those economic neighborhood and environmental factors that contribute to health inequities. Chronic diseases such as hypertension and cardiovascular diseases and over rate, this report is out, more work and effort is needed to make the recommendations a reality. In addition, there is still a lack of health data that focuses on the community regarding mental health. I am facts of displacement and environmental harm. That is the Health Report in San Francisco is very crucial. Adopt this resolution. I serve as a lead consultant for the summer filipino report and this was truly a labor of love from the community. Our survey stories from residents regarding how they have coped with the affects of traffic. Its crucial that we have city support towards mitigating the disaster affects. Reducing traffic is not just the way to reduce Carbon Emissions its also the way to protect the health and safety fm these efforts are reflected in strategies. These are stills that i still use as a artist and mentor to junior organizations. As an artist my most resent collaboration, and l. A. Mural is a mural called fiscal rise which is about black and asian solidarity through the era, beginning with the urban to the fight for the International Hotel. And as a Community Organizer i worked with the district and many other organization to see bring street to soma after being told that it was not possible. I will not working with these stakeholders to make streets safer in the neighborhood as outlines in some of the key strategies in the report. And as a report before you today, its a key component to ensuring that somebody thrive and continues to be a home away from home for members of our community. Preservation is a huge leaders in the community specifically for youth and as i say in ethics study, to know history is no know self. It would be empowering design.
