Today im introducing an ordinance for the neighborhood crime Advisory Board and we will invite Community Leaders to join with City Department staff to identify priorities in Community Driven solutions. We will work with organizations to make sure that these crimes get prosecuted and when the times come we will make sure that they get to stand up in court and testify so we are working together with our Police Department and our leaders to make San Francisco is safer any for san franciscans to enjoy. Thank you i will be voting against this initiative against this grant i was seeking an amendment because mostly part of the funds for the region pay for the militarization of Police Departments in particular he there have been allegations of abuse within the Police Department and in oakland and other parts of the county and i do not feel that is the right pathway that we should be takingthat we should be using for dollars for Emergency Preparedness and that we have to make sure that our people on the ground in the community havethe resources to take care of themselves and we have this were that we are in that only exacerbates the violence that we are seeing in southwest asia and in europe and in our streets and in the United States. We cannot fight for peace by militarizing the world and we cannot fight for Nuclear Disarmament by increasing by millions of dollars in the next 30 years are nuclear arsenal. We cannot stop violence in ourmilitarizing our Police Department. And we have to create places in our state where guns are not being regulated effectively in our nation i cannot support this initiative because this is about wrong pathway for Emergency Preparedness in the nation and in the world. Ive been looking into mta and some issues with their transit and in the past i havegot to sponsor this particular item but i have to Say Something in light of what happened last week with the tragic death of miss harris who actually was taking a transit to a meeting and being hit by the same vehicle that drove her there and killed her. It made me question a lot about whether or not the mta who contracts with transdev whether they require any training for these drivers and transdev responded and to my surprise their training is actually very extensive. Is anyone familiar that is here at all . Thank you for the report. I am wondering whether or not these paratransit vehicles have gps . The paratransit vehicles are equipped with mobile Data Computers which are gps activated so we do collect the same kind of telematics information that you are talking about. They also have a drive cam which also collects vehicle an audible. And when there are g forces on the vehicle these collect the same as on the buses. Is there a way this can help us with our vision zero which is that all vehicles should have sensor detectors that would alarm a driver that they are about to hit something . Are these vehicles armed with that . There arent that that is something that we could look into. We do not own the vehicles. Their own by the mta but we can look into this with the vehicles. Item 35 is aan ordinance amending the administrative code to allow persons receiving tenantbased rental assistance under the federal housing opportunities for persons with aids hopwa program to be eligible for protections against rent increases. For longterm survivors of hiv. And for reasons that no one can remember these survivors are no longer covered under rent control. Hopwa recipients has we recently learned have no such protection. We saw that this hopwa recipient did not receive rent control and lo and behold no one why this was not in there. We workaids program as well as with other associations and we all agree that this will protect the hopwa recipients. Longterm survivors and those living with aids in the city including seniors. These residents of our city have been to hell and back. They have suffered with their health for so many years they have also many people in their lives to this epidemic and these are people who disproportionately are struggling with housing and people who if they lose their rent control housing they are really going to struggle to remain in the city and they will have to leave the city or become homeless and that is the last thing that we need to have. We need to support our residents living with hiv they deserve rent control just like others deserve rent control and deserve that stability and this legislation will provide them with the stability that they need. I have a dear friend and memorial for Carla Johnson who so many of you are here and have worked withand she was a devoted advocate for the city of San Francisco in a dedicated city employeefor 27 years and overallas leader of the Mayors Office on disability and the overall coordinator of the citys of americans with disabilities act carla worked tirelessly to advocate for disability rights in all major San Francisco initiatives. By working closely with Community Based group she worked with ada coordinators and city contractors and carla promoted complete access to our City Government for all san franciscans. Our office worked very closely with carla on number of issues a itregarding disability rights and disability rights and often times she was a champion in a clinical part of opening in the nations first adult lgbt center for the homeless and she guided us through all the changes that needed to happen so the shelter could be opened. She really went above and beyond what was required and she made sure that we had all the information on the guidance that we needed. She was also a very close partner with our legislation to mandate all gender restrooms that san franciscans need. Not only as a Disability Rights Movement but as a member of the Lgbt Community and she shared stories of being harasseddue to her gender expression and not it is the most thoughtful legislation in our country and how timely that we can proudly say that even thoughothers try to attack members lgb t of the community to access restrooms and she had a big heart and besides the work that we did here through City Government i often ran into car lot one verna hill and as i took winston my english bulldog to play she had her dog and there is something happening i guess in this country lately in terms of the loss of remarkable people. I cannot imagine a kinder, nice or gentler human being than Carla Johnson. I feel blessed that i had the privilege in the honor to get to know her and to work with her. I know that she left the world a better place because of the work that she did but beyond that because of the love and dignity that she showed every single human being. Before i move on to the next item i know there are a couple my colleagues that want to say a couple words about Carla Johnson. I know supervisor kim wanted to say a few things as well. Supervisor kim and if anyone else wants to speak please put your name im sorry supervisor cohen. Supervisor kim. I just want to recognize Anna Rosenberg who wrote this on behalf of her partner. Carla jean johnson, with her strength dedication and striking good looks passed away in the arms of her partner in anna cubaberg she was a partner public works and she was a Deputy Director of the director of disability and she is personally built in spect it and develop so much of San Franciscoher presence is felt all over the city literally actually in our sidewalks. Her many achievements at many levels of government i will mention a few she was able tomake the first legislation for all places of public accommodation be accessible. She had accessibility performance standards of Digital Communication and self replication. Carla worked endlessly to advocate the idea that this included not only buildings but governments and programs in every part of the government. Carla advocated Disability Access in many of the buildings and hotels and Disability Access at many of the playgrounds. Her partner anna said that one of her favorite jobs in the city was volunteering to officiate for samesex marriages in in the city. Is as if she lived to be 112. She had no regrets. She appreciated the dedicated people she got to meet and collaborate with. On behalf of her partner anna she was grateful and she got to wear many hats for the city. She got to be remembered first and foremost as a carpenter and roof storing the beauty of old victorians. Carla johnson will be committed wearing jeans and tshirt and cowboy boots and i wanted to add my own words to her partners words and i thank carla so much not just for her leadership but forher strength and her compassion. Whether it be from our sidewalk programs to our shelters many of our homeless are homeless because of physical disabilities or other disabilities and carla took on an Important Role as a department lead and she felt that her voice and her advocacy was the most important thing every day and not protecting her job and that issomething that is so difficult and challenging to do and i just really want to respect and remember carla mostly about her heart. She really truly cared about so many members of our community and city and it is with immense love apart from this that i wish her and her family our condolences and carla ,rest in power. Thank you. Supervisor cohen. Thank you. It is so hard to believe were talking about car lie in a past tense in the last few years i had the privilege of working with carla on the bayview opera house. She was a true advocate of the Disability Community and i know everyone that worked with her enjoyed working with her and collaborating with her. She was a strong believer that all of our New Buildings and projects should be accessible to everyone which has made such an incredible impact on our city and in our residents lives. As you know, we will be holding a service for carlotta in july which she wanted to be used as a fundraiser to close the gap for the bayview opera house. When i heard this news i was so touched. I was so touched. It just reminded me that carla was truly a Public Servant all the way up until the end she was thinking of others above herself. So carla will truly be missed and i joined all of you enclosing todays meeting in her memory that will truly live on and im grateful that we all had an opportunity i think about a month ago to recognize and present an award to her when she was still with us and she had not but you need to hear our thoughts and our experiences that we have shared working with carla, i want to thank anna, is she here today . No but she is watching on sfgtv. Carla will be loved and she will live on not only in our hearts but in the streets and the sidewalks in the bathrooms of this great city that she loved. Thank you. I will try not to be redundant to what my colleagues have said but as i think of carla in her jeans and her cowboy boots i think it really represents carla in the way that she is in it is such a Warm Community that we live in and i know San Francisco and vernal heights is such a wonderful place to live in she was only 56 when she passed and ive learned so much from her. She gave me new eyes to see and feel the world to do my part to try to help to empower people as we worked on the 25th anniversary of the ada she help me understand how law and policy was created not disconnected from social movements and sometimes people take direct actions with building takeovers and others a g policy and ball to approve the lives that follow them she also taught me that dignity of the people with disabilities as were fighting for equal rights for people to gain employment and to remove the barriers and treat people with dignity as they advocate for jobs and economic livelihood for themselves and as we close i will just say thank you and my condolences to her family and friends and all of the people who carla had touched in their lives including me. Thank you and with that colleagues truly we have lost a true champion and someone who has done an amazing job in the city and county of San Francisco and gave so much of herself to so many amazing projects including the place where i served at the executive director at the arts complex and she will be missed and colleagues without objection i would like to adjourn the Board Meeting on behalf of every member of the supervisors. I would like to talk about the tragedy that began in orlando and i would like to let you know there are numbers of people in the Lgbt Community to ask that we remember the victims in some fashion and draft a resolution and we look forward to working with supervisor wiener or anyone who is interested in this to create a plaque in San Francisco to remember the 49 49 victims that lost their lives in that massacre. We have been approached bylgbq activist who would like to see that happen i know in response to this weve gotten a lot of comments from not only the lgbq community but also those involved with the pride festival and i know that the Police Commissioner and 30 stated that this is a time for us to be diligent and i would like to give to give the number 4155755544 and if you see anything please call and report it and i would also like tostart with a moment of silence for the victims and i know that its been a very difficult few days for me not only as a gay man but as a latino man to see the tragedy that took place and then as a gay latino man to see the names of the pictures of the people who perished in so many members of my community and i want to thank my colleagues for all of your words, your condolences and then for coming together and i want to thank supervisor wiener for working to make that happen and i think it was a beautiful thing to see the city and county of San Francisco come together and be united here in front of the mayor and here in front of other elected officials in here with other members of the community that were impacted and the one thing that i was really struck by was how everyone that i had spoken to about this crisis with guns and hatred keeps going back to how we are not gonna let people use this tragedy to divide us and especially to scapegoat this community. So colleagues i would simply ask that just like we closed in the member he as an entire grouped of the great Carla Johnson that we also adjourn as a group in memory of all the members that perished in this tragedy and i would ask that at you would join me in that you each have a list of the name of the 49 victims that we divided among the supervisors and i would simply ask that we read those names so the names of these individuals i have read and that people hear them in the city and county of San Francisco and we thought we would do it by district order one through 11 so with that i will ask supervisor mar to begin the process. Paul terrel henry 41, Peter Gonzalez cruise this legislation inspired by our civil grand jury and the Ethics Commission and by doing so would inspire the tax patent dollars and the collective confidence of our taxpaying government. The City Employees failing to employee their duties and the gross waste of city resources in the citys conflict of interest in ethics and lobbying and Campaign Laws have been violated in these activities need to come to light. The person reporting them should not suffer retaliation for doing so. Our laws should encourage people to report such abuse and protect them while they do. Unfortunately, and it is in its 2015 reports the San Francisco protection ordinance is in need of change. The city grand jury found the opposite. That existing city law is failing to provide adequate protection for the whistle blowers. The Ethics Commission carefully reviewed and approved them as law i was happy to bring them before the board of supervisors today. Our legislation will strengthen law by number one, expanding the types of complaints that can constitute improper governmental activities to also include gross waste fraud and abuse of city resources. Number two it will expand protections including city contractors and those filing a complaint at any city county or federal agencies and not just a department which they work. Employees are asked to speak up in their own department but are allowed to Say Something to another agency and they deserve equal protection. Number three of this legislation increases penalties from a maximum of 5000 to a maximum of 10,000 with those who are been to be retaliated against a whistle blower. And number four that we call the the retaliating incident against a whistleblower and what clarifies what kinds of regulatory actions are covered under the ordinance protections this includes negative actions regarding an appointment and promotion and transfer and reassignments in performance evaluation and suspension and termination and other disciplinary action. To reinforce confidentiality protections the legislation creates new sanctions for knowing the disclosure of a whistleblowers identity and it also encourages investigation into a whistleblowers investigation and also clarifying the Gold Standard used to assess evidence and it what stage of that standard applies. These changes in concert with the extensive regulations the commission has already adopted will vastly improve the citys whistleblower protection and investigations and foster a fairer, more responsive government. The civil grand jury first raised these issues in the Ethics Commission responded and now we have the opportunity to make them all. Weve an important opportunity to fix what is broken in the city for far too long. I want to thank the civil grand jury members who work so hard volunteering their time to make the city better and to hold the city accountable. Thank you to the Ethics Commission and to the director leanne and to our deputy City Attorney anders shane and to our chief of staff Conor Johnson and im proud to be introducing this ordinance today and i ask you to join me in support of it. I was waiting to announce an event this weekend but before i got confirmation of that i want to add my words to the memorial today of the 50 men and women that died in orlando on saturday night. I want to thank supervisor david campos for introducing this on behalf of the board and it was the first time that i saw 50 names and its incredibly moving we talk about numbers you can gloss over what this means but seeing each namereminds you of the family and friends that each human beings had. I think that one other thing that i would just say is that something that struck me so much about this incident is that we dont often think of nightclubs as a any new type of secret space and a lot of times people escaped to these nightlife venues as a place to be free and when you talk about the freedom to love it is clubs where you can create the space to flirt with whoever you want to flirt with her to dance with whoever you want to dance with and to love you want to loveand its in those very spaces that this freedom to love and ess knowing so many of those in the nightlife business that organize and djs here in San Francisco specific communities spaces for people to be who they want to be an even with a heavier heart i acknowledge not only the terror but the incredible violation that someone must feel to have someone enter a space like that where people feel like they are really building the safe communities in the safe spaces. Io, i do want to thank supervisor campos and weiner and i just want to thank supervisor campos and i know that the Latino Community is planning a visual this weekend and we would ask that we would attempt solidarity. There are so many things that are being said in this country today against our Latino Community and against immigrants and i think it is hard to really untie what has happened this weekend in the crosssection of a fear that is taking place in this country and its more important that we as elected leaders stand together against this type of hate and the rest i submit. I have some copies of the revised ordinance as well as revise legislative judges that i would ask the clerk of the court and the staff to help with and as you will see there are a number of changes that are being made and i just want to begin by thanking Jeff Kaczynski who will be heading the new Department One homelessness and the changes that i am circulating and i will ask jeff just say a few words and he can speak on them if he wants to in one thing we are incorporating one his suggestion and we are being made on the spirit of making sure that he has as he takes over this new role is the flexibility that he needs to be as successful and effective as possible. Colleagues, i want to begin by thanking folks who have worked with this on me and i want to thank specifically supervisors avalos and mar on there are cosponsorships. And this legislation is advocating the safety of Homeless People on the streets of San Francisco and Homeless People in San Francisco are suffering in the residence in the city and county of San Francisco are suffering and especially in a place like district 9 ucr neighborhoods bearing an undue share of the brunt and as you have seen encampments have become commonplace in many of these neighborhoods whether it is division street or vernal heights but this legislation does is it requires the city to build Navigation Centers using effective and humane methods to address one key part of the homeless crisis and it complements other efforts in the form of shelters and incentives we defined Navigation Centers and legislations based on what works in our districts and entry shelters through Case Management and social Service Programs and we know that this helps moving Homeless People off the streets and out of encampments and into housing. Or transitional housing that eventually leads to permanent housing. This allows other services to Homeless People in including health and employment managementthese also allow people to bring their belongings and their pets and family members with them. And Jeff Kaczynski to address our goals. While supporting our citys overall strategy to end homelessness. Again, i have circulated the amendments and i would like to just note some of the highlights that this legislation does. Number one, it adds capacity to our shelter system by creating six new Navigation Systems in San Francisco over the next six years. Some will be new sites that we will become Navigation Centers and one will become a shelter for youth. We are beginning the important work of bringing our shelters into the 21st century and i want to thank pres. Breed and others who have made important suggestions on this point in the goal here is to ensure that we have a system that is low barrier and that we are providing the resources and support for people to be successful. We are incorporating processes of how people enter these Navigation Centers and exit these Navigation Centers and this will also ensure that we focus on the goal of identifying longterm housing for people that are homeless. Housing at the end of the day is the key. I want to thank again my cosponsors supervisor avalos and supervisor marand i want to thank hesba who have given us an analysis on how we can make this Navigation Center better and so there is no taking away resources from the system. I want to thank Jennifer Frieden back jackie jenksand alexander wise from the San Francisco challenge and laura thomas and i want to thank all of the people who have worked over the years to make the Navigation Centers successful including our former colleague dusty i see Julie Ledbetter in the audience and i want to thank episcopal services. And i want to thank you and ask Jeff Kaczynski to say a few words because we would like his valuable input and we would like to move forward collectively as we move forward and like most of you i am committed to making jeff as successful as he can be in his new role and i know that me as a board will work with the right with the mayor to make this work and with that i would like to ask jeff to say a few words. Really what i have found is that it really matches up quite well with the direction for the department that has been set by mayor lee it is an acknowledgment of the success of the first Navigation Center as well as the people of San Franciscos frustration with the growing street population and the need to address Navigation Centers andthe legislation by supervisor compos is not changed is all the only changes in my mind were primarily administrative and more flexibility to fit this in with our current planning process with the department as well as to match up with the budget that has been presented with the mayor and a little bit of flexibility as we are to open up six new Navigation Centers in the next two years and i appreciate everyone on the board of supervisors who helped to participate in this project and think this is a great example in the spirit of coming together and i hope this will continue at this new department gets launched. Thank you and with that i would like to introduce supervisor farrell thank youmdm. Pres. And further over the past few years we have been working to reduce homelessness in our city and we had some concerns of the original proposal shifted us away from that and the one existence has been successful thanks to the support of a lot of people in this room but they are just a version of our existing shelters but just much much better in the housing on the backend. I really want to thank supervisor campos for the changes he introduced. I was briefed on them earlier. This seems to be a necessary component of our Navigation Centers and a very happy to see the changes in the city composed a plan to how we will help the individuals on the streets. Without new revenue for housing the residents will continue to feel the pain points and an additional to the changes we can have a better resource and i think it is a huge step in the right direction from our citys perspective and im really excited about that and that is very good with the collaboration with mr. Kaczynski and i think hes off to the races with as tough as that is. This continues to be a team effort of homelessness here in San Francisco and i want to thank everyone involved in this issue and i look forward to supporting your. Thank you supervisor farrell. I really dont like the design of this park we have children and we have dogs and this is nothing but concrete the newest playground to god place playground to god pl. , god park is five blocks in the other department i propose that we keep the trees in that park and that we turn the upper portion of that lot into Community Gardens in the lower part into basketball courts. As well as an overall Maintenance Cost of the facility that is being created. What this map here does not show is that from east to west on this lot is a 64 foot change in grade so for the city to install what is proposed hereit is going to cost significantly more and maybe thats why we keep having contractors back out. Thank you. clapping. im also proud today to announce that starting today, well see a new Prep Campaign that will celebrate prep as a way to reduce the risk of hiv by more than 90 terrace to working closely to make sure we eliminate contribution and remember the stigma is the code word for description and homophobia so thank you, thank you and thank you. clapping. help us get to zero thank you so much thank you. clapping. thank you barbara for really those moving words about orlando i think for a lot of us we woke up and saw those headlines it was like just an absolute punch to the gut to i think we can all remember for those who dont go out as much what it means to be in a gay bar or number those are our community sacrifices and ways that it is not outside of Lgbt Community for generations of our Community Members those are at times the only places where you can guess and be who you are and build community and in fact as were hearing from the extraordinarily hearing stories about the people that were killed in the club and their family members not knowing they were lgbt our lgbt night life no ones in 2016 to play that Community Building and Community Strengthening role and have that scared space stloiltd this go unbelievably horrible massacre is a violation i cant articulate and i think that we owe it to the people that were killed and the people injured to the family families the influence that we should continue to fight to end violation or violence with what is happening every single day and commit to that in terms of the matter at hand i want to thank the mayor for his continued support of the People Living with history and people at risked for the advisory we took office the same month we were hit with the First Federal ryan white and the mayor didnt blink my colleagues didnt bring we continued year after year to really backfill the failure of the federal government clapping. and you know, i came of age as a gay man in 1987 when we were living in the era of fear an association of death and sickness with sex when we didnt no effective treatment the terror of getting tested to wait two weeks will i be positive or dead in a few months and going through that and generations of lgbt people you know having that trauma and the progress weve made over the years is incredible and this cause of San Francisco the because of our communitybased organizations our Community Advocates this city as time and g time again set the standards created the template and nooshd and the rest of the country and world has followed we need to continue to do that and we are continuing to do that with our getting to zero effort ive been proud to work with the department on the getting to zero and again, a template that others replicate and those infections to make sure that People Living with the advisor are healthy and eliminating them and ii know well be successful about a year and a half ago in december of 2014 i announced that i am on preparing that was it was a little bit scary i want to thank the San Francisco aids foundation and uflg for helping me through that process it was a positive response i think that people fundamentally get it we have a tool that so dramatically reduces the risk of infection we need to promote and invest and make sure that people can assess no matter how wealthy i didnt or poor and should have insurance access to powerful prevention tool one our consultant communities are are voices including loud voices that are trying stigma its prep and we have to continue to push back and make sure that the word is out there this matters and will safe lives thank you to everyone and lets keep on fighting to i understand hiv infections. clapping. thank you, supervisor and let me say again, all of you who are im about the to swear in letting me give a personal thank you this is not easy work i know that when our faced with the need to change peoples behavior when our faced with discriminates with stigma when our trying to get informed about the facts it is not easy to do all of that in the faced of things that are going on that sometimes we dont have control over i want to first thank everyone that is stepping up to be on the hiv council without you, we couldnt find a way to get to zero on infections and prevent this deadly disease from increasing the disaster reduce effect please theyre your jobs seriously and also live proudly talk to people continue giving them the encouragement that they need to have in order to do the right thing to save their own lives or their friends or families lives with that, if i can ask all the members of hiv Planning Council to please stand up and raise your hand and yell your names out i repeated. repeated. foreign and domestic. repeated. and that i will bear true faith and allegiance.
