Mayor the San Francisco play lawn bowling is in Golden Gate Park were sharing meadow for more information about the club including free lessons log welc did you know that many buildings in San Francisco are not bolted to the foundation on todays episode well learn how the option to bolt our foundation in an earthquake. Hi, everybody welcome to another episode of stay safe im the director of earthquake safety in the city and county of San Francisco im joined by a friend matt. Thank you thanks for being with us were in a garage but at the el cap center south of market in San Francisco what weve done a simulated the garage to show you what it is like to make the improvements and reduce the reflexes of earthquake were looking at Foundation Bolts what do they do. The Foundation Bolts are one of the strengthening system they hold the lowest piece of wood onto the foundation that prevents the allows from sliding during an earthquake that is a bolt over the original construction and these are typically put in along the foundation to secure the house to the Foundation One of the things well show you many types of bolts lets go outside and show the vufrdz were outside the epic center in downtown San Francisco well show 3 different types of bolts we have a e poxy anchor. It is a type of anchor that is adhesive and this is a rod well embed both the awe hey that embeds it into the foundation that will flip over a big square washer so it secured the mud sell to the foundation well need to big drill luckily we have peter from the company that will help us drill the first hole. So, now we have the hole drilled ill stick the bolt in and e postoffice box it. That wouldnt be a bad idea but the dust will prevent the e postoffice box from bonding we need to clean the hole out first. So, now we have properly cleaned hole whats the next step. The next step to use e postoffice box 2 consultants that mixes this together and get them into tubes and put a notice he will into the hole and put the e postoffice box slowly and have a hole with e postoffice box. Now it is important to worm or remember when you bolt our own foundation you have to go to 9 department of building inspection and get a permit before you start what should we look at next what i did next bolt. A couple of anchors that expand and we can try to next that will take a hole that hole is drilled slightly larger marathon the anchor size for the e postoffice box to flow around the anchor and at expansion is going into the hole the same dinning room well switch tamet so, now we have the second hole drilled what next. This is the anchor and this one has hard and Steel Threads that cuts their way into the concrete it is a ti ton anchor with the same large square so similar this didnt require e postoffice box. Thats correct you dont needed for the e postoffice box to adhere overnight it will stick more easily. And so, now it is good to go is that it. Thats it. The third anchor is a universal Foundation Plate when you dont have room above our foundation to drill from the top. So, now we have our Foundation Plate and the tightened screw a couple of ways to take care of a foundation whats the best. The best one depends on what your house is like and our contractors experience theyre sometimes considered the cadillac anchor and triplely instead of not witting for the e postoffice box this is essentially to use when you dont have the overhead for the foundation it really depends on the contractor and engineering what they prefer. Talking to a qualified professional and see what i want to thank our city administrator and her public works director for being here with the dpw street paving crew. Also, our Neighborhood Services as well. Derek, thank you for being here this morning. We are here to go to work. I know its a Political Year and everybodys talking about some big election that were going to have but, i think the real story is about the mostly the men today get where are the women . We have to deal with that get there we go. Where are your hardhats . Okay. Well, i was there is a men and women. Today is mostly men that are out here. At our neighborhood corridor and this is of coarse, one in many many neighborhoods across the city where we get a chance because our city is economically strong and thanks to our Capital Program that our city administrator is involved in. Thanks to their mind or from a public works that they want to be out here paving all of our streets. You know, one of the great people that in a city that is increasingly become very expensive for people is our own streets. If our streets can be paid everybody can use them whether you are a senior, whether you are a young person, whether a bicycle rider. When you take a ride share with you guide drive your own vehicle back and forth, everyone uses our streets. Thats a great equalizer and when we fix it up than every single neighborhood of the city benefits from this. This is sometimes what we were for to as shared prosperity of the city. In years past, when we did not have the resources in our Capital Program suffered, then our parks and our streets suffered first. I want to say that we just concluded next two years our Capital Program over four lap 411 million from our Capital Planning and he and our whole bunch of smart numbers people get in there and they crunch numbers and they say, hey, look, if we spend this amount than that apartment late dpw can say, you can get to that magic seven. Is every window with the magic 70 is . This a pci index that engineers know about. I plot the others and the engineer department and they will tell you thats how street levels are graded in cities like San Francisco. Its what they call a pci index. For over 30 years, we got close to this number 70 and now its within eyesight. I think if we are disciplined in making sure that our capital money sources are spent in paving all of our streets were to get to this magic number 70, which is something weve not a published in over 30 years of investment. That every year its been the streets come do we want to do that or do we want to do trees. People voted for the trees did that was parks and people voted for parks. That was Health Institutions and people voted for the Health Institutions. So we never got a story out there about how streets are so important to us and how maintaining them is a Great Service to every single neighborhood in the syndicate were finally able to do that and this is important and its part of our 10 year capital plan, but were funding the next two years at 411 million. Thats a significant amount. I know that those that are involved in our Capital Planning have something to smile about because its not just streets good streets is one of the key examples. Thats why we are here today. We are going to do more of the streets for the benefit of all of our neighborhoods, all across the city. Over the next two years. But in addition to streets, infrastructure is about all the other aspects assets that we have. For example, they dpw horizon particularly for engineers is outrageous. Third street grades. Christmas creek bridge. They have to be maintained and put in a good state repair. Guess what . The largest population growth is happening in the southern part of our city and were needing to grant across those bridges a lot. Those are bridges that are constantly used for mission bay, for all of the development in the dogpatch and in the Hunters Point area. There also going to be of course, a ballpark and eventually [inaudible]. So, thats going to happen in the next couple of years. Those bridges will get repaired. In addition to that, there is something that we have not talked about in public a lot. Something a little more hidden in ourunderneath our streets, but something ive been dedicated to discussing with the port about and thats the infrastructure called rc wall. That seawall is goes all the way from the Fishermans Wharf area all the way down to the ballpark and onto your 50. That seawall is absolutely critical for everything that is from the water to the peers to the embarcadero roadway. If we dont keep that seawall up in good shape, the water eventually, will you road all the infrastructure underneath, which includes our wastewater, unclean water, all of the utilities, will all be subject to incredible incredible cost is not danger, in of course, the majority of our ports assets we lie on the seawall. Its about time we started talking about it because the seawall is over 100 years old and we have not made any very significant investments in the seawall. Thats another part of our infrastructure. Theres another part of our infrastructure that we dont talk about until theres flooding in the city. That is places like telegraph hill. You know, that very steep hill where i kind of look up and i get nervous and all those condominiums up on top and how steep that hillside and every year, every two years or three years, when the heavy rains come, you see a little bit of a you rose and i called the City Engineer or all call these private companies that dpw has oncology whats going on. They say, well, the earth is moving. Its sliding. We got to reinforce those cliff areas around the telegraph hill. Otherwise, thousands of homes will be in jeopardy. This is all part of infrastructure, all part of Capital Planning. When we do Capital Planning at 10 year stretches, we want to take care of infrastructure like these and we do it in a very land way. We do it in the way it does not shop the general fund every two years, and when we do this planning everything, all of our assets get touched. They get treated. In one year itll be these kinds of things like our streets and our hillsides and are bridges,. Another year it will be our parks. Another year it will be our cultural institutions that need to get a touch. You talk about parks. Again, thats an asset that everybody enjoys. Particularly, if youre a senior or families with children, more and more of our parks are being used with to keep them clean. Keep these assets not only clean but expanded, weupdated refreshed, and this is how i think our city is so successful with our residents. So, i want to say today, thank you dw for being out here. Particularly, the mostly men and some women that are going to be picking this street the right way and its going to last 50 years, right . Not to come up here for another 50 years. So when we do this, we do it right. Yes. Weve got to tell everybody when we do the streets, that the tell all the utilities were coming in because i dont than breaking into the street saying you do not tell us about it we notify everywhere. We have the residence and of course the residence of the happiest. They get to come out and drive on some smooth streets. They dont have to tell me at least this block, will be donated stories about how their transmissions not ruined and had to buy new tires. But we need this kind of treatment to get to this pci index we been longing for, where the grading of our streets by the federal highway administration, who funds part of this, by the state, will say that lets keep this kind of highlevel streets smoothness in our capacity, and every neighborhood will benefit from it and all the neighborhoods will be better as a result. It begins with good planning. Weve got all the people that will execute all this. And the more you were out here in the neighborhoods of getting things done or fixing our streets, or fixing on herschel corridor, again, with public works leadership, were putting additional pit stops were people need them, they dont need them in this neighborhood, but in other neighborhoods, were going to keep a Good Relationship with our neighbors and i hope that the neighbors will want us to finish this quickly and go on to the next streets. But, thank you to the men and women of pablos for your dedication,. Keep working hard to get this stuff done and then go on to the next week. Would you do all employee. By the way, the next two years of infrastructure work that i just talked about over 3400 jobs keeps everybody employed. That, again, we have such a low Unemployment Rate but i never want to ever forget that when i started people were screaming at me for more jobs. Now we get to employ more people. Does that feel better . With a lot of jobs . Yes. Our dignity to move forward with these really good jobs. I get, what effect our city administrator, public works director, art and Neighborhood Services and Capital Planning group for everything they do and thats keep on working and thats what our neighborhoods. Thank you. [applause] thank you mr. Made. Naomi kelly city administrator and have the honor to chair the 10 year capital plan. Its a 1. 6 6,000,000,000. 10 year plan that is transparent with a public process process. The plan that oversees our infrastructure over the next 10 years and helps us prioritize where to spend our money over the next 10 years and its creating more jobs. As the mayor mention. Our Unemployment Rate is down to about 3. 1 . Thank you, mr. Mayor are all the jobs youre creating in the city. One of the reasons that are Capital Planning process is so successful, started by the former former city administrator current mayor, ed lee 11 years ago and because of our longrange comprehensive planning where we are looking at projects, weve estimated how much the projects are going to be and when were going to complete it, then we make good on that promise. The voters and the residence of San Francisco have appreciated. We delivered on a sf general hospital. We delivered on time and on budget a Public Safety building. We are keeping our promises and we are delivering our promises to the voters and the residence of the city. Simply put, because of this good planning, arbitron ratings are high. They trust what we are doing in this 10 year longrange processor stopping flybynight ideas together. We are actually doing a lot of planning. So, i want to thank the department of public works in all the work they do. The clues behind us because as a resident in San Francisco in i enjoyed writing over smooth streets and i look forward to driving down the street very soon. Thank you. [applause] thank you all for coming out. I am probably the most excited one of all. Everybody out here today get me along with my cruise because of the commitment that the mayor and city administrator have made towards improving our city. You heard from the mayor stabilizing telegraph hill. Fixing our bridges. Fixing our playgrounds. Our firehouses. All the things people want to the Capital Planning process, those are prioritized and does receive funding in the next two years. To seeyou will see the big difference. I think since the last two years under the mayors leadership, we have a better working relationship with city partners. The Public Utilities commission, the mta. Together, were working really hard to deliver the projects that make a difference for the people of San Francisco. We have some projects in the works and now and those are the result of some of the Capital Planning also. My cell street is being done. Potrero right there thereby the new hospital thats being done right up to ocean avenue is being done and coming soon, we have a lot more. We have second street. Second street is going to be an entire new design with nice bike pathways among nice sidewalks where people can walk, and really achieving the type of streetscape that offers twice the sky city like San Francisco should have. Today, were paving the street that was last week caved in 1989. The payment was given score was 1500 at the end of today this pavement score will be 100. 100. Thats what were doing. Were going all around the city and paving streets. This year, our goal was to pave 600 bucks and were already at 639. Weve exceeded the number of blocks that were plan. So im very very [applause] from public works, were very very appreciative for giving us all this work. I think that that city people San Francisco are appreciative, and lets go and do some painting and finish this block mayor. Thank you. Thank you very much and we have the hardhats . Hello. M. 7 and a half million renovation is part of the clean and safe Neighbors Park Fund which was on the ballot four years ago and look at how that Public Investment has transformed our neighborhood. The playground is unique in that it serves a number of age groups, unlike many of the other properties, it serves small children with the childrens play grounds and clubhouses that has basketball courts, it has an outdoor soccer field and so there were a lot of people that came to the table that had their wish list and we did our best to make sure that we kind of divided up spaces and made sure that we kept the old features of the playground but we were able to enhance all of those features. The playground and the soccer field and the tennis fields and it is such a key part of this neighborhood. We want kids to be here. We want families to be here and we want people to have athletic opportunities. We are given a real responsibility to insure that the publics money is used appropriately and that something really special comes of these projects. We generally have about an opportunity every 50 years to redo these spaces. And it is really, really rewarding to see children and families benefit, you know, from the change of culture, at each one of these properties and as a result of, what you see behind us, more kids are playing on our soccer fields than ever before. We have more girls playing sports than we have ever had before. [ applause ] fp and we are sending a strong message that San Francisco families are welcome and we want you to stay. This park is open. A great day and way to still go those wonderful dollars and a 5000 people look at art this man. Im often asked how did this extranet expansion happen. I think, basically, the new sf moma rows of two very fundamental questions. First, could we translate the passion that our community unquestionably shares for contemporary art in where the largest and most extraordinary and most innovative contemporary art using simple world. Second, we open our doors to make sf moma mean more to more people than ever before. I dont think theres any question that the staff and the board and the Extraordinary Community of this museum banter these questions with the most resounding yes. You are welcome to take as many pictures as you want and share them with your friends. I told him it is here in San Francisco. This new museum San Franciscos sf moma mobile below for to return d return again. Now, i like to introduce my other partner in the project from the president of museum, bob fisher. [applause] chuck, thanks. This project truly would not have happened without your vision and leadership, and im deeplyour whole family is deeply appreciative of what youve done for the community and for us. This is a museum bill for all of us today. And for the future of the bay area. Im so grateful to welcome you here today, and im deeply moved by the outpouring of support from her entire neighborhood as we celebrate today without on the go partners. Your book going up, center for the arts, the contemporary jewish museum, moab museum of the african diaspora, the Oakland Museum of california, the Asian Arts Museum in the Fine Arts Museum of San Francisco. Also, our community neighbors. Your book going a festival, the mexican museum, [inaudible] the childrens creativity museum, the California Historical society, wants to vision, the tenderloin division, and are nearby galleries. This area is truly becoming an arts center, not only in San Francisco, but for the world. [applause] and thanks to all those organizations for the partnerships as we stepped into this new moment here in soma. All these organizations champion innovation and criteria. The exchange of ideas and the development of imagination, which strengthens our bonds and creates opportunities for everyone. In the last seven or eight years, since we are working on this project, this area has completely transformed in i think accommodation of whats going on right here with the Business Community and with the arts and Cultural Community is going to have an everlasting bond and become one of the Great Centers in the world, right here. My parents don and doris fisher one to give back to the community where they live in raised their family and were so pleased the fisher collection will be part of sf moma for decades to come. My mom is here today with us and is so pleased with how this museum has turned out. I know my father would be equally pleased, some show without a couple things we couldve done better. [applause] its an honor to open up this museum on behalf of all the made this project possible. Including our own mayor lee locus move city by house number one to a better location and replace it with this richard sculpture by climbing out in a free gallery theyll be open to the public year round. Mayor lee thank you for everything you did to make this happen. Really, the city was incredibly supportive, positive, and easy to work with and i know you dont always hear that, but in this case, this has been a Remarkable Partnership with the city under your leadership. Thanks, very much like to invite you up on stage. Thanks. [applause] well, thank you bob and doris, the fisher family, everything that youve done and are doing and being part of this incredible, incredible global center. I want to say, again, chuck, mr. Schwab, i know what a love this represents to you and helen over six years of loving work to raise the funds for this, to work in concert with everyone to form the chain that would have the outcome that we are seeing today. Ladies and gentlemen, and try to keep my mouth shut this all morning ive been given legal brief tour by mr. Schwab and my mouth has been open all morning long. Youve got to know how beautiful this place is in charlotte, you and george, we again have you another icon to welcome our councils, generals, as they come through and international visitors. Im sure theyre already wondering how can i get into my sf moma whake my visit here. I just want to say that this represents our cities values something i know of, certainly, have inherited the responsibilities to keep alive and keep it working for everyone. The incredible access that has been described. I know of lieut. Gov. , whos down with his kids today. They are looking forward to this. And i know you and i have shared a lot of discussion out being a global city and making sure that we do locally that kind of access to all of our kids, our teachers, the connection to a new Architectural Design curriculum, with theschool. The teachers dont just be thrilled to bring their kids in here every single weekday and weekend. I am just thrilled with the way this museum has been such an open, welcome opportunity for everyone. And so, on behalf of the city and county of San Francisco, to the entire team of people who put together and make sure not just that the physical building gets open, that the art will inspire us, that we embrace both the creativeness and innovation that it reflects, but also that it touches our historic ties of having a brandnew fire station at the same time, its done so well. I know our chief is so proud of that station because is a modern station. Isnt this the way we do things here . Yes. Yes, something we celebrate. [applause] i know full well whats going through his mind about how this adds to the beauty and history in the creativeness this city has good it such a welcome to everyone here on behalf of the city and county him and think everyone, deeply, for their commitment, their contributions, the money goes a long way. Its not just the physical building. Everybody has figured out to allow this gift keep on giving, to accelerate all the other programs that we have. And so, in addition to all of this, tonight, not only in celebration you will see city hall in red. [applause] thank you, again for this gift have to now a great opportunity to invite up here a dear dear friend of mine, someone i keep learning from every single day, and of course she is our congresswoman. She is our democratic leader, but she is so much more than that. Just a friend for everybody in our city. Congresswoman democratic leader, nancy pelosi. [applause] thank you very much mr. Mayor for your kind words. Thank you for your leadership to be so much a part of making all this happened. Thank you mr. Mayer for focusing on the children are striving to increase in the schools which is so important to the life of our city. I want to join you and acknowledging our two mayors, tenant gov. Newsom and willie brown supervisor janet kim. Thank you because the pleasure to join the official tammy of San Francisco to be at this opening and also to see so many families of San Francisco who are here for the 21 years ago when San Francisco sf moma ipo which is speaking that day after the same families to help that happen and now an ever widening circle of friends. Of course, well deeply in debt to chuck schwab for his incredible leadership. His commitment to excellence in everything he does good we all blessed by your leadership, [applause] to the fisher family, what a remarkable thing. Doris, its all beautiful. Its a beautiful good i agree with bob, john wouldve had some other little thing going. But you to all the fisher family, thank you so much. To neilare we blessed to have him . Isnt he just wonderful . [applause] i saw the opera house and ballet in oslo how beautiful and now how beautiful this is good we are so honored that your cultural minister is with us today and counsel general. Let me just say this. The mayor talked about how important this is for the city and what an important date this is for the city and it is indeed, but the important day for our country as well. President kennedy said the life of the art are very close to the core purpose of our nation. This is true and even our founders recognized that way back when. John adams, just about four years after nation was established, you go to abigail and he said to her i must study war and politics so that our children can study agriculture and commerce, other subjects, so that their children have the liberty to study music and art and painting and porcelain and tapestry. He went on. But that was about our countrys commitment to make i think giving more opportunity to future generations. That is the core of america. But even at that time our founders john adams saw that more opportunity in the arts with central to our country. So, here we are on this day. This great day where San Francisco once again continues to affirm its leadership in arts and culture. Much as in the nation but the world. I love what i heard what chuck said, chairman schwab said in his remarks about the children, the mayor as well. The opening of this building in San Francisco sf moma has made a commitment to children so that they as john adams would have loved to hear, can have access and be exposed to the beautiful worldclass art. The incredible collection of doris and john fisher and her family being central to it. Those children will see freedom of expression and learn to appreciate it around them and inside of them. That freedom of expression is also manifested in our city by having so many artists. Greg, with so many artists in San Francisco in fact San Francisco is the city that gets more grants from the National Endowment for the arts than any city except new york but there 10 times bigger than we are. But that Free Expression in our ty is just a continuation of the value that we placed, and i cant help but thinking of the poet shelley said the greatest force for moral good is imagination. Imagination. To see things in other ways. Here we are, this living temple of imagination. An inspiration for all of us to be creative in our lives, in our work, for our country, for our children. A champion of all of that creativity and inspiration is a great director, neilglad the privilege pleasure to bring him back up. [applause] congressman congresswomansorry, what beautiful an absolute inspiring words. Thank you so much that i like now to do is invite chuck and bob, mayor, craig, up to the podium. We dont cut with interior sf moma. We do things a little bit differently. Okay. Whats up with open this museum. [drumroll] [loud celebratory music i love teaching. It is such an exhilarating experience when people began to feel their own creativity. This really is a place where all people can come and take a class and fill part of the community. This is very enriching as an artist. A lot of folks take these classes and take their digital imagery and turn it into negatives. There are not many black and white darkrooms available anymore. That is a really big draw. This is a signature piece. This is the bill largest darkroom in the u. S. There are a lot of people that want to get into that dark room. I think it is the heart of this place. You feel it when you come in. The people who just started taking pictures, so this is really an intersection for many generations of photographers and this is a great place to learn because if you need people from different areas and also everyone who works here is working in photography. We get to build the community here. This is different. First of all, this is a great location. It is in a lesspopulated area. Of lot of people come here just so that they can participate in this program. It is a great opportunity for people who have a little bit of photographic experience. The people have a lot, they can really come together and share a love and a passion. We offer everything from traditional black and white darkrooms to learning how to process your first roll of film. We offer classes and workshops in digital camera, digital printing. We offer classes basically in the shooting, ton the town at night, treasure island. There is a wa for the programs exploring everyone who would like to spend the day on this program. Hello, my name is jennifer. My name is simone. We are going on a field trip to take pictures up the hill. Cmon, cmon, cmon. Actually, i have been here a lot. I have never looked closely enough to see evything. Now, i get to take pictures. We want to try to get them to be more creative with it. We let them to be free with them but at the same time, we give them a little bit of direction. You can focus in here. That was cool. If you see that . Behind the city, behind the houses, behind those hills. The see any more hills . These kids are wonderful. They get to explore, they get to see different things. We let them explore a little bit. They get their best. If their parents ever ask, we can learn they can say that they learned about the depth of field or the rule of thirds or that the shadows can give a good contrast. Some of the things they come up with are fantastic. That is what were trying to encourage. These kids can bring up the creativity and also the love for photography. A lot of people come into my classes and they dont feel like they really are creative and through the process of working and showing them and giving them some tips and ideas. This is kind of the best kept secret. You should come on and take a class. We have orientations on most saturdays. This is a really wonderful location and is the real jewel to the community. Ready to develop your photography skills . The Harvey Milk Photo Center focuses on adult classes. And saturday workshops expose youth and adults to photography classes. Good rning, everyone. And want to thank supervisor wiener our castro merchant and residents all of our agencies for being here this morning of course, this is a scheduled presentation of our neighborhood fix it programs that we want to announce before i begin i want to say that ill be here briefly because another trample has occurred in our city been an officerinvolved shooting in the bayview i have to getack b to the office and Pay Attention and get all the facts but every incident in our city regarding an officerinvolved shooting is a tragedy and one were from the mist of reforms for the Police Department making sure that everybody is safe but whatever an incident of on officerinvolved shooting we want to make sure that that we understand and whether or not it fits both our reforms and why on officer will be required to use his or her weapon in heir circumstance i know your communities of San FranciscoEveryone Wants to better understand to move on the santa sanctity of life the most important policy in the Police Department so i simultaneously right now chief suhr that providing information to the people there in the bayview on what happened i dont have all the circumstances by do know that involved an individual that was in a stolen vehicle but at the same time whether or not it required the use of deadly force is something we need to look at very, very specifically with the promise that our police dent is improving its poliesnd should take life only when other lives are in danger and tts where the circumstances have to be reviewed specifically ufb im upset about that because i take all the officerinvolved shooting very sorrowful on behalf of everyone in the city and want everyone to know that that the purpose of this gathering today is to really keep our neighborhoods safe and clean with the tremendus amount of involvement we have and i dont want to ever loss it theme to make sure the city is safe and clean for everybody so let me spend a moment only simply thanking all the people hear our officers and muni, our pit stop monitor and volunteers as well as our departments 311, public works, Public UtilitiesCommission Commission the Homeless Outreach teams that are working with the Merchants Association with the cb d and castro all the groups that supervisor wiener and i have been lucky to go work within others past are beginning to come together on at least this immediate treatment of 5 neighborhood corridors in the city corridors that will we believe not only needs this immediate almost eco implies that Mohammed Nuru if dpw calls it we come in and try to fix things whether or not broken signs or faded out crosswalks or damaged things on the streets that dont work or anything that might make residents visitors, merchants and others feel unsafe in their neighborhoods needs to be fixed the assembly will be better coordinate under if program ive directed all the parks including the rec and Park Department and departments we nominated working together to make sure that we fix thats why the fix it teams are announced under the directorship of sandra a very veteran, if you will, within our Public Works Department and have my authority as the mayor to coordinate the departments and get them at a maintenance level when we fix things to maintain them great places like the castro where i often go or Mission Geneva or chinatown or fillmore all going to be part of these initial 5 neighborhoods in the next 3 years with the budget we have planning and hopefully gets approved in working with the board will be over 6 million to public works to make sure they do their job in cleaning but all the other departments that have access to the streets will collaborate in fixing the platform at the 311 calling center where we have a lot of people logan in but not know if, in fact, things are fixed sometimes they are and sometimes needs refixing thats the announcement today, i wanted to again thank the two pit stops monitor herman and another individual you delayed you were doing our job people call out for help recently you were there in preventing a robbery from happening thank you for those who step up to help others this is what the teamwork is an embracement of a team to keep the corridors we value to be kept clean and safe and more liveable but to keep up oftentimes im also sometimes do it ill come in with a parachute of people to do something we leave and great moment how about next week and the week after how to keep this up this is what the fix it teams are doing make sure that the Public HealthDepartment Outreach workers are here part of team we have challenges on our streets with certain individuals who make take the opportunity and not using the pit stops and make sure that everybody is feeling safe i thought want to make that announcement and make sure you know that i wanted to celebrate but keep it going for the merchants that oftentimes are facing other challenges about the corridors for not only their driving but for all the residents and so forth but with that, i need to get back not only to the office but the ongoing conversations with the police chief and the Community Advocates that are concerned about the officerinvolved shooting hope you understand that it is a serious thing for the city i take it seriously we will have today or the next few days a clarification of what has happened and a response to it but thrill tell you it is very uneasy and tragedy to have an individual die on officerinvolved shooting and we just need to make sure quarry doing all the right thing to prevent that from happening thank you very much. inaudible . Well, you know again, i think well have to ask a lot of questions excluding that and are the officers following the protocol what were the circumstances that led up to it were trying to con stringent a circumstance in which an officer uses his or her gun that lethal force had not been at the center of attention for so many months i have internal listed if on ever shooting that happened and make sure that everybody is following the protocols in circumstances was that officers life challenged in any way were other peoples lives champed in any way those circumstances have to be looked at i need every single officer who carries a gun and authorized to use it only do that has a late result this and many other questions will be under review. Hes at the top ill be meeting to see what occurred obviously i have to hold the chief accountable and especially, when an officerinvolved shooting is the circumstance. Thank you. Thank you. Sandra im the fix it director justice wanted to thank mayor ed lee for his leadership the neighborhood promise is important to our mayor and city im grateful the mayor has trusted me to execute this initiate for the visits and residents im planning to work act a team with all the city agencies to get it done so im looking forward to working with everyone but today, im honored to be joined by a strong neighborhood advocate not only in this neighborhood but citywide please welcome supervisor wiener. clapping. can question get this taller . Ill get the tall ignite mike so first of all, i wanted to really recognize herman and dashaun those are dpw employees that are pit stop workers that help to keep your neighborhoods clean up and our Public Restrooms clean and usable thou for your work and they disrupted a robbery at the chevron we have approval of the minutes inform thank y thank you. Your heroic effort. clapping. and he really wanted want to thank mayor ed lee for this upcoming budget to really help to improve our neighborhood and increase cleaning and your ability to ronald to graffiti and broken street lights all the things that degrade the quality of life in a neighborhood it is incredibly important well also be able to step up the citys response in terms of entering departmental work to try to contribution people out of the homeless encampments into shuttle and housing and having that entering departmental with the Outreach Team with the police and department of public works and all people to get people off the streets we know those encampments that are inhuman for people in them are really unhealthy and unsafe for right down the street an 16th street a resounding occurring problem and need to keep our neighborhoods clean and people safe and grateful that the mayor and i hope the board will keep our commitment to the people of San Francisco to restaff our Police Department our Police Department staffing collapsed just as the city was growing sixth weve been aggressively Funding Police academy scomplaz to restaff the department so we have more beat officers keeping our neighborhood safe and officers with Traffic Enforcement people need to feel safe to the mayor is proposing 7 police mainstreamed classes might be close to a record and working hard to make sure that the budget weve passed actually includes the 78 Police Academy a classes towards the full staffing and have the Police Officers we need to have a city that is safe r safe for everyone i want to thank all the departments i know youll do amazing work in executing in in a humane way that keeps our neighborhood safe and clean thank you very much. clapping. thank you supervisor wiener 311 is the citys nonemergency number here today from 311 our 311 director nancy and morning everyone. clapping. im excited about this program again, a way of helping customers get things done and 311 is really our easy way to connect to government we can connect you by phone or web, by using our mobile aps a technology in particular has become really in high demand as of april of 2016 we actually saw 60 percent of our requests coming in through web or mobile that sewer placed phone calls so it shows the demand of technology for our customers we are introducing our new website which is my sf 311. Org my sf 311. Org we want to make sure that people can easily log in requests and create accounts and actually text the history of requests and they can submit requests in a single contributor page if you have facebook or google link to that you dont have to be remembering more passwords and 311 is our partner with all of the departments within the city so this is the best way of making sure you report our issues and we can provide very robust reporting that will assist sandra in getting things done a reminder of that. Thank you nancy the strange and enduring character of our neighborhood lies in the community synonym that know that more than i had a local retained and local Business Owner and after school merchant president dan. Thank you were grateful to the mayornd the dartments r coming out and do some spit shining in the neighborhood and it is appreciated so thank you all and thanks to those guys that did a bang up job for the neighborhood. clapping. okay. That concludes the neighborho promise announcements thank you, i want to thank our city administrator and her public works director for being here with the dpw street paving crew. Is every window with the magic 70 is this a pci index that engineers know about. I plot the others and the engineer department and they will tell you thats how street levels are graded in cities like San Francisco. Its what they call a pci index. For over 30 years, we got close to this number 70 and now its within eyesight. I think if we are disciplined in making sure that our capital money soues are spent in paving all of our streets were to get to this magic number 70, which is something weve not a published in over 30 years of investment. Something a little more hidden in ourunderneath our streets, but something ive been dedicated to ding iscuss with theort about and thats the infrastructure called rc wall. Theres another part of our infrtureastruchat we dont talk about until theres flooding in the city. That is places like telegraph hill. You know, that very steep hill where i kind of look up and i get nervous and all those condominiums up on top and how steep that hillside and every year, every two years or three years, when the heavy rains come, you see a little bit of a you rose and i called the City Engineerr all call these private companies that dpw has oncology whats going on. Another yeart will be our parks. Another year it will be our cultural institutions that need to get a touch. You talk about parks. Again, thats an asset that everybody enjoys. Particularly, if youre a senior or families with children, more and more of our parks are being used with to keep them clean. Keep these assets not only clean but expanded, weupdaterefreshed, and this is how i think our city is so successful with our residents. So, i want to say today, thank you dw for being out here. Particularly, the mostly men and some women that are going to be picking this street the right way and its going to last 50 years, right . Not to come up here for another 50 years. So when we do this, we do it right. Yes. Weve got to tell everybody when we do the streets, that the tell all the utilities were coming in because i dont than breaking into the street saying you do not tell us about it we notify evre. And the more you were out here in the neighborhoods of getting things done or fixing our streets, or fixing on herschel corridor, again, with public works leadership, were putting additional pit stops were people need them, they dont need them in this neighborhood, but in other neighborhoods, were goingo keep a Good Relationship with our neighbors and i hope that the neighbors will want us to finish this quickly and go on to the next streets. Potrero right there thereby the n hospital thats being done right up to ocean avenue is being done and coming soon, we have a lot more. We have second street. Second street is going to ben entire new design with nice bike pathways among nice sidewalks where people can walk, and really achieving the type of streetscape that offers twice the sky city like San Francisco should have. It generated over 9 billion in San Francisco 35 percent of viz 2rs coming to San Francisco are coming to maus coney. 2500 jobs will be created. If we didnt do the expansion we would luce 200 million in taxes a year. The conventions they are talking about going other cities with ample [inaudible] and exhibit space and not come to San Francisco. There is a lot of [inaudible] we are at a point now where our [inaudible] two halve oz the mos connie and think what we desire is one space. We are adding space about 200,000 space. We are connecting the two existing north and south exhibition halls that excavate under Howard Street to increase the largest exhibition space to 1 contig ws space over 500,000 square feet. The spot im standing in will be inside the lobby. The building will be pushed out to Howard Street and connected north and south above and under ground. When you go on the north our south side you enter into a hall that is divided into major ways this is Public Private partnership. The Hotel Industry [inaudible] splitting it up of the building. Since we have a north and south Howard Street it [inaudible] to make [inaudible] improving the bridges to make them more accessible so go over Howard Street [inaudible] developed to look at several different proposals for a light [inaudible] to work with that bridge and the selection of the [inaudible] he is on what i think is a beautiful piece that is very animated. You will be able to see it as [inaudible] cross the bridge and can see it as a resident of San Francisco looking up. There is a second bridge and this bridge replacing an existing bridge over Howard Street that links yerba buena gardens to a childrens playground. Make a much larger public space as well as aplaza space that brings you up to that in a visible way. We worked on the playground to make it safe and invited and added more open space the area will be connected with the neighborhood. [inaudible] much better space for everyone. Why is such a fundamental part [inaudible] could be thought of as columns and beams [inaudible] the areas that you walk to check in prior to [inaudible] all those activities [inaudible] opposed to [inaudible] we thought of ways to bring light into these occupied spaces including skylights and [inaudible] highest level of [inaudible] recycled steel. The concrete is [inaudible] we will be harvesting all the rain water and storm water and reusing it. Our idea is disconnect the ground water system from the [inaudible] and reuse the water and save and preserve and use it for [inaudible] and use it for other irrigation uses. We have excess water to fill up [inaudible] there will be limited traffic impact during construction there is a 8 month period where we have to take a lane of traffic out from Howard Street so we can expand the tunnel. Having [inaudible] this is a [inaudible] worked with the residential, the merchants in the neighborhood, the non profits to make sure this is a vibrant area. A great day and way to still go those wonderful dollars and a 5000 people look at art this man. Im often asked how did this extranet expansion happen. First, could we translate the passion that our community unquestionably shares for contemporary art in where the largest and most extraordinary and most innovative contemporary art using simple world. Second, we open our doors to make sf moma mean more to more people than ever before. Im sure theyre already wondering how can i get into my sf moma when i make my visit here. I just want to say that this represents our cities values something i know of, certainly, have inherited the responsibilities to keep alive and keep it working for everyone. The incredible access that has been described. I know of lieut. Gov. , whos down with his kids today. They are looking forward to this. And i know you and i have shared a lot of discussion about being a global city and making sure that we do locally that kind of access to all of our kids, our teachers, the connection to a new Architectural Design curriculum, with theschool. Everybody ha gift keep on giving, to accelerate all the other programs that we have. But that Free Expression in our city is just a continuation of the value that we placed, and i cant help but thinking of the poet shelley said the greatest force for moral good is imagination. [drumroll] [loud celebratory music hi everybody, we down here at the ep is a center which is our pop up space down here in San Francisco where we operate a store front to educate the policy from the home owner who has center which is our pop up space down here in San Francisco where we operate a store front to educate the policy from the home owner who has never done anything in the house to the most advanced structure engineers we have working around here. We were going to here from kelly to talk a little bit about San Francisco. How are you doing kelly . Very well, thank you for having us here. In front of us, we have a typical soft story building. When i see this, i think this is some of the most beautiful architecture our city has. A lot of people dont know these are problematic buildings. Why dont you tell us about some of the risks he we have in these buildings . Soft stories are vulnerable in past earthquakes and the northridge earthquake to this type of building and character of building. When we talk about the soft story, what were talking about is generally a ground story that has less wall or other pwraeugs to resist the lateral forces that might be imposed by the earthquake. So were looking for something that is particularly weak or soft in this ground story. Now, this is a wonderful example of what some of the residential buildings that are soft stories in San Francisco look like. And the 1 thing that i would point out here is that the upper force of this building have residential units. They have not only a fair amount of wall around the exterior of the building but they also have very extensive walls in the interior and bathrooms and bedrooms and corridors and everything that has a certificate amount of brazing yea its significantly less country srabl in those stories. Now very often, we get even a garage or storage or sometimes commercial occupancy in this ground story. That very often not only has a whole lot less perimeter wall but it often has little or no wall on the interior. That wall is the earthquake bracing and so he see very significant bracing in the top floor and very little on the bottom. When the earthquake comes and hits, it tries to push that ground floor over and theres very little that keeps it from moving and degrading and eventually paoerblly keeping it from a collapse occurring. So we know theyre vulnerable because of this ground story collapsing is this only a problem we see in sentence france . San francisco . No, this is certainly a national problem. More acute in western but more up to california, washington, moving out into other states. This kind of building exist and this kind of building is vulnerable. When youre involved with the community safety, this is a different way of thinking about these types of things. We had a Community Group of over 100 people involved and upper 1 of them. Tell us about how that conversation went. Why did we decide as a city or a community to start fixing these types of buildings . There were a lot of aspects that were considered well beyond just the engineering answer that these are vulnerable. And that effort brought in a lot of people from different aspects of the community that looked at the importance of these buildings to the Housing Stock and the possible ramifications of losing this houbgs in the case of an earthquake. The financial implications, the historic preserve vacation s implication as you mentioned, these are very handsome looking buildings that are importance to the tourist city ask which make San Francisco something that people are interested from outside in coming and visiting. Its such animation story when you think about the 10 years that the community spent talking about this seurb but we actually did something about it. Now we have an order unanimouses put in place to protect 100,000 residents in San Francisco and retrospective in 2020. So on behalf of residents and employees in San Francisco, we want to say thank you for the work youve done in pushing this forward and making people more aware of these issues. And it was a fantastic community effort. So in an earth quake, what happens in these kinds of buildings . What happens when an earthquake comes along is it moves the ground both horizontally and vertically. Its mostly the horizontal that were worried about. It starts moving the Building Back and forth and pushing on it. When you see im pushing on it, the upper stiff of the wall stay straight up but the lower floors, they actually collapse just like i did there. Luckily, we can put this building right back up where it came from so its a lot easier. Now kelly, obviously these arent real frame walls here but when you talk about buildings, what makes the property for stiff . The easiest and most costeffective type of bracing you can put in is either put in a brand new wall or to potentially go in and strengthen a wall thats already there where you dont need to have an opening is where you maybe have a garage door or access to commercial space, you might go to a steel frame or other types of bracing systems that provides the strength and stiff if necessary but at the same time, allows continued use of that area. But some combination of walls or frames or other tools that are in the tool kit that can bring the building up to the strength thats required in order to remove the vulnerability from the building so that when ground shaking comes, it in fact is a whole lot more resistant and less vulnerable. Ideally, this story down here would be made as strong and stiff as the floors above. If im a property owner, what is the first thing i should do . The first thing you should do is find professional that can come in and help you evaluate your building in order to, 1, figure out that indeed it does need to be retro fitted and 2, give you some idea of what that retro fit might look like. And third, evaluation and design to help you determine the retro fit requirement. Well kelly, i cant thank you enough for being here today. Thank you so much for your wealth of information on how we can take care of our soft story problem in San Francisco. And you the viewer, if you have any questions, please feel free to visit our website i want to thank our city administrator and her public works director for being here with the dpw street paving crew. So, i ammichael welcome you to the new sf moma. What a morning it is. We ordered up some sunshine and im sure its on its way. So, stay one. I want to offer first of all, a special shout out to some of our performers this morning who been keeping us warm with her good work in the San FranciscoHigh School Jazz allstars. Were welcoming 5000 friends either old friends, back to the museum or new friends of the new sf moma. Were going to be thrilled, just thrilled, to see the galleries filled with the rest we share our passion for contemporary art. We could not be more pleased you joined us here this morning to welcome you to the new museum. But that Free Expression in our city is just a continuation of the value that we placed, and i cant help but thinking of the poet shelley said the greatest force for moral good is imagination.
