shower because they have not been able to spend month in a holings room and -- and we are leaving money on the table. hundreds of millions on the table with this 81% i will say 81% of foama money we could access. lit irrelevant makes no sense other than we can say to the public this we did not release anyone to the street. fiwere living on the street i rather have 3 mobs in a hotel and 30-day's notice then never get a notice in the hotel room. i have been saying the same from the beginning of this process. i upon cannot stop until someone makes sense. >> supervisor. swon that the kempton emptied 2 weeks ago not for monthses. it is going in the demobilization press now. >> we will keep it empty until assessment y. we will close it as quickly as we can. we go through after a building empties out of clients we have a process of cleaning and repair to return theiot last building this you decommissioned how long did it take? >> we hope to get it done within 30 days we don't always succeed. >> i don't know. >> which is the left one? do you know? >> to be honest we are demobilizing several at the mobile home. to you give you an idea a human year hotel can take 45 days. >> those are as you decommission them 100 room its it is not decommissioned until the last person leaves you could have rooms empty for months on end? >> correct? >> that we are piing for. why yes. we could have some rooms that are management. than i do empty are out fairly quickly when the team working on relocating clients empties a building. i don't know how many are on the sleep in the mission in front of home and small businesses. but we talked to constituents every day about it and all you do is just drive around the mission and every other block you see tents every where. those people could have got then a room that is most low paid for by the feds. if than i mote the covid factors the vast majority do. and could have been off the street for that time. it just and the reason n we do it so we say that we released no one to the streets. >> but. why supervisor. i do understand the argument you are making. if you look at the system as a whole, we have faced changing dead lineos fema funding. so up until recently we believed fema would be ending june 30. there were earlier dates before that. the room key money was meant to have ended last fiscal year. it got extend immediate this year. because the foama money got extended. the other federal sources have had dates that changed over the course of the pandemic as well. in managing a system, with funding this will run on the at some point we are always looking at what those expected and ends dates for funding are. it takes the folks who are doing the relocation of clients; an amount of time top management a building. it takes our facilities folks working with the holing time to get the buildings clean exclude repaired. and we have this lead time in fronts of us. and what we are trying to do here sell build a system that will continue to be funded when we see as the reasonable ends of the fund thanksgiving this case is during this fiscal year. i understand this left point we need time to clean and restore the hotel to its proper location we have litigation on going about that. i understand this last part. the crisis rate in the street system as bad as it has been. we don't have any options for people or places for them to go. and so when my constituents complain they do daily. daily conversations with our constituents about this they say, is there reprieve on the horizon. i say, not really. no. >> we have a few more beds coming on line. you know after of fighting and fighting i got 40 beds reserved in the new noncongregate for the mission and funding for small homeser small -- be cabins that we may or may not be able to build depending on the community process in the mission. what will not happen. and the meantime the mission is in crisis special there is you know and the department i know is trying but i just, we have to -- use every option at our disposal because people experiencing homeless know you know you do this w every day, are in bad shape and neighborhoods are in bad shape. and this feels to me. i'm thrilled you extending the 3 hotels. to 2023. i have been asking since you started this program. not guess the fema date let's wait until we know when funding runs out and warn everybody this go in if the fema monemends we will have to you will have to leave the hotel. if we have a unit available we will get you one if in the you have to return at this time streets. but we are giving reprieve to those suffering. i'm frustratedien when to tell my constituent there is it is in the a coherent plan to deal with street homelessness and you know. i don't know what to say. i the leave it there unless you want to say something else. i feel like this discourse i have been repeating over and over again for years on end just never results in any differents condition in my neighborhoods i represent and -- the city is suffering for it. supervisor, i everas a representative of the department on homelessness i share your sense of urgency and he frustration about the pace of change. in upon response to the statement about when do you tell constituents, there is hope on the horizon the department will opening almost a thouz academy shelter beds now and end of september we have 400 at 711 post the end of this mont and 400 at our navigation centers. it is beds will make a tremendous difference on the strept and will be excited to see that happen. >> okay. colleagues other questions. >> not really a question but statement the reason why i think we have seen an explosion in a revolving door is because many mystery people leave and come back example a lot have the same problems >> the same addictions. one thing this we have been trying to do not necessary low with hsh but we hope to is a sober environment. i like to give you the opportunity to talk about drug use and alcohol use in the facilities and how it is dealt with. it is a problem that recycles itself and people ends up become on the streets and in and out of emergency rooms. we have tried in lower knob hill of to expand the number of sober living environments. so -- i understand that you have your existing contracts. in accomplice for those winding down can you tuck about how drug and alcohol use is dwaelt within the cites? and talk about the 3 sites that will be extended to the end until 12-31-23. >> sure i can take that question. i gallons the first thing is that illegal drug use is not sanctioned in the hotels or any other hsh funded cites. in the sips smoke nothing rooms is presented. and anyone found to manufacturing or producing the substance in a room would be subject to immediate exit from the site. having said this, all of the hsh funded residential settings whether permanent supportive housing operate under a housing first and no harm reduction philosophy. when substance use is ensournts evercountered it is addressed through engagement reduce behaviors harmful to the individual and the other resident in it is building. can i interrupt you. how many people die in the the sip hotels the last 2 years. i don't have that exact number but there certainly have been over dose deaths. >> i think from the hsh tracking board that i have 91? upon >> that sounds like the right ballpark. >> do you know how many were over doses. >> 91. >> keep would have to get that informing from the medical examiner's office y. my point is i knowledged everunderstand the there was de feo is housing first don't want anyone kicked on the street. i know there are mottleless to refer people to sober environments and i understand harm reduction in the larger sense we got away from options and one of the option system a clean and sober environment this is when i heard over and over from the recovery communities. that's who i have been working with the last year envelope to help establish the cites that we have. i say it is important as you go forward not necessary low the once wound down but being extended to understand how you are dealing with a substance abuse in the facilities. how you deal with over doses and what the over all management plan is to ensure that we are not recycling people back on the streets and in the allowing people to die in city run and managed facilities. that is an important thing and long-term, in i think it it is important that hsh are look to expand the opportunity to do sober environments. >> thank you, supervisor. i agree with everything you said. we have done a lot of work with the department of public health and with community based organizations to bring services and hrm reduction service in sip hotels that is work we will continue. suggestion this we look at diversifying portfolio for sewning living environments is good. >> i have a site that is ready i will follow up with your leadership there is someone red to sell long-term lease and ready to prit that with the department. in this manner so we will follow up. >> thank you. supervisor. >> thank you. >> thank you. >> can we open up for public comment. shelters there are reasons the big reason citizen staffing model is different. if you envision a large shelter than i have a view of the room in individual rooms people in own rooms behind closed doors we need staff on each hotel and conduct individual room wellness checks. can is this men of the largest shelters are city owned there is no leasing costs as with the 3 hotels. and i guess this is helpful the final question is around -- looking ahead for the shelter and transitional housing that will include some hotels the 3 years is there i fourth the 3 funds through the end of the fitsical year. we are hoping 2 permanent shelter cites later this mont at 711 post the other at baldwin hotel this is per of our permanent portfolio. and there will be congregate shelters. yes , sir and navigation centerses we have one tiny cabin site and a second the board fund in the the budget. >> and how do you decide -- the relative mix in the portfolio. i'm curious about the hotel the hotels since that's when we are considering today. why i great question. supervisor and part of what the department will look at in the next few months we construct the strategic planning press is how much of each type do we need to meet the need on the streets and what is the mix of shelter, cabin and permanent house and prevention. the 2 noncongregate shelters poiseed open this mont was do you to the pandemic. and he got a lot of positive feedback and saw positive results for guests housed there. positive health and housing stability. and so we are incorporating that model for first time in permanent portfolio as we move forward the right mix will be generated in part by plan and an element of opportunity what site is available and building is visible and when does a site lend itself to. is. i money i know it is on your radar and you were aware butment to know the strategy because if we are going to continue to operate these we will get people autopsy the streets we can't let address that. the efforts include paying for 24/7 security. linking hotel guests to behavioral health services. taking measures installing a fence around the parking lot next to the sip helling this is were owen over taken boy drug dealers and a new contract out of supportive housing to provide street ambassador who is principle the areas and sites to create improved sense of neighborhood safety.
