about the project. includes 29 radio transseaver sites. voy radio communication across the 7 counties of operations. and operable with the partners standard radio systems. work beghan january of 2018 and completed in january of 23. the total budget is 15 million dollars includes 8 years of vendor maintenance. so, the site we are discussing today is in tracie not far from the highway 205 and 5 junction if are on your way to southern california you might see at this time corral site was selected because key radio coverage for water and power and maintenance crews in san joaquin and alameda counties. the agreement includes 5 year term with 4, 5 year extension options. 30 thousand a year. comports with the telecommunication lease rate guideline provides rent is 3 thousand dollars a month. treasure island and yerba buenaasm i'm joined by mayor's office of housing senior project manager as i understandy heavens to present on a loern request for gap lone of 14, 983 for total 39, 238 for construction of the apartments a project of china town community development center. before we get to the specific request i wanted provide an update for treasure island activities. >> the treasure island program is intended revitalize the former naval station treasure island the project will deliver 8,000 new homelessness. 27.twol be affordable. 300 acres of open spachls 500 hotel rooms. up to half a million square feet of commercial retail and office space tinlded be neighborhood serving and new utility infrastructure, technical improve am of the treasure island and sea level rise. infrastructure work began on in 2016 with demolition of former navy structures. new electric and water residence virus put in service. new fer pier is complete and ferry service began in march of this year. in the first 2 subphase areas, the new infrastructure including roadways with payment striping, signage and under ground u tillets are complete and expected by d. public works to bring that infrastructure to the board of supervisors for acceptance. in the third subphase the bvents first major phase. it is under going geo technical soil improvements. the puc also is expected to award the contract this spring to construct a new wastewater treatment plant on the island. there are an initial roadway projects developed and delivered by the county transportation authority. west bound freeway ramp in 2016. the i80 south gate interchange expected to be opened in the next couple of months the west side bridge improve am project will begin construction this spring. of some updates on our residential development progress. the bristol the first market rate building on yerba buena received the certificate of occupancy in may of this year and residents move in the june this includes 14 inclusionary affordable, 3 are in the process of purchased by residents of the island utilizing benefits provided by the island's houseings plan. apartments we are here to talk about today is our first 100% afford willable housing development begin may of 2020. this project is expected to receive the temporary certificate of occupancy from dbi in january with move ins starting in february. star view court closed the lone and began construction in june. we were here in april to the financing of that project and that will be our second 1 huh hub % affordable suitand the second construction on treasure lieshgs around. for all of our 100% affordable cites and provides a ground lease to the owner of the affordable development. in addition, there have been 5 additional residential start in 2022. and by the end of 2024 we anticipate that april 982 new market rate units will beingom line in ready for occupancy. of these units 30% are affordable or inclusionary units. 68% will be rental units and the other 32 for sale. the additional units expected to come on line 992025 and 2026. birch hand this over to as i understandy, i wanted let you confirm titas reports the request to china town cdc and title will put in a million dollars as part of the request one of the city sources in the over all gap loan. we are committed to fulfilling the affordable housing vision supervisor ronen and safai and chan. on behalf tida requesting the resolution before you is a loern requesting additional 14, 983,000 tot existing throne finance storm damaged units from the october 2021 atmospheric rainstorm and the delays caused repairing the units. with the increased amount the loan is now 39 penalty 3 million. and bob said, may is the first affordable housing and residential development to begin construction on treasure island. a bit about may -- may is 6 story development containing 104 affordable to veterans and homeless vet sxrans one on site staff unit. 65 units will be occupied by veteran house holds who are currently homeless. they will all have a project based veteran affordable operating subsidy and he filled by the feferals from department of veteran affairs. 39 units occupied with residents living on treasure island operated by plow shares and they are the general partners in the partnership that owns the property of the 33 of the 39 units occupied by veterans living on the island in roommate situations and have been waiting for years it occupy there. the 6 remaining units of the 39 swords is work to have them slated for occupancy because a temporary certificate is expected to be received january 31, 23. the fooinl financial history is that the board approved the original loan 24 million 255,000 in january of 2020. the mayor executed the longhorn on january 28 of 2020. the closed the construction financing in april of 2020. and that was specific low april 28. 41 days after shelter in place working from home began and construction in may of 2020. next slide. so the resolution is about increasing the existing loan. and -- the new loan amount 39.2 million which is 373,000 per unit and city subsidy is and does exceed what is in the pipeline currently by 112,000. and this unit subsidy sesignificant the requests made before you is to do 2 things. first, pay off the general contractor in order to not incur mechanic liens against the development and not delay the project. and 2, your approval allows the silicon valley bank the construction left-hand laneder to continue to reunder write the loan the reason is because as i said, in october of 21, the completed units were damaged by a storm. the total cost to repair the units and financing cost related to the 6 and a half months construction delay, the units were being repaired is 35.8 million. at the time the river storm hit, their 4 lay are roof system was in the process of being installed. only 1-1/2 layers were completed at the time of the storm of 3 areas of the building, 2 stacks of corridors and a stack of units living units in the process of being framed on site. despite the complete permanent roof, various temporary protection measures including but plastic cladding on scaffold, existing tarping on roof sxf 3 framed areas and around the clock staff to remove water from the roof during the rainstorm, preliminary all areas sustained with those temporary measures severe damage. from the high vol um water during the high winds that occurred with the storm. it if approved, and after execution of the loan by the mayor, approximately 5 million of the disbursed money will in february throughout billing process the experience will use the funds to pay off the construction contract to prevent liens being held against the property and another 2 to 3 million will be for other construction related consultants and paid through the billing process. i want to say that the upon experiences have submitted 20 million in insurance requests or insurance payments to ask the insurance company to pay. they have received 16 million of that. they can ask for more. but the wait process happen system they have to do the work before they can ask for more monetch while that is in the loan is 28.5 that is an estimate and the sponsors will seek the full amount damage and so the loan is bifurcateed paying off some for the contractor in february and holding back 7.75 to cover costs due to financing. and ocd reviewed the bla report and agree to amend the resolution to provide a lever or memo by may 1 regarding the financial loan amount and actions ocd taken to mitigate the risks, identified in this project. and ocd with tida and treasure island and you seera are here and marketing on the project de began on vet republican's day. we like ma'am to the city's agreement with may apartments lp. increases the amendd and restated loan agreement approved by the board to increase the amount by 14.98 million dollars. and that will go to back fill, lost if anies as a result project delays. as well as cover new construction costs that are not covered by insurance. the agreement would forgive a million dollars bridge loan the existing loan agreement has being repaid to the city. we showed the budget of this the total project on page 5 of our report. you see that total costs gone up by 35.8 million dollars and there has been a loss of financing of 9.4 million dollars. so the insurance proceeds plus the city's lone here would conch those costs and loss of fungdz. the loan new loan amount is funded by 2019 general obligation bonds. we do have a recommendation here. to amend the resolution to request a report from ocd by may of 23 which is the expected completion of the project. regarding the final loan amount, and also any steps the department is taking or learn friday this event and how they will apply those lessons to manage these risks. otherwise we recommend approval. >> thank you. colleagues, questions? >> supervisor disappoint to hear what happened with the storm. disappointing to hear there were not other measures put in accomplice to anticipate but i think it is better that we have that conversation once process go forward. we want to have you all come back and have a conversation about lessons learnd and things we can do better so we are preserving this much needed housing money of and we are not public dollars and to condition to build more of the type of housings. how can we do better and sustainable and build a sustainable model for us to do so the reason i concur that the report is are honored be here and thank you for your time. i realize this meeting is upon centered around funding relate to the may project. however before we discuss funding i like to focus on vet republicans inform san francisco we have a diverse vet republican population. many dealing with complex conscience physical disabilities, mental illness and addiction. due to the issues and more, our veterans are struggling. they are struggling to survive. and daily they are subject to crime, food insecurity and homelessness. this is not okay. work hard to correct this reality. you may or may not know we serve 3,000 veterans a year. per 21 impact report we placed 550 veterans in supportive housing over 250 vet republicans and families in permanent housing. we secured va health care and disability compensation totalling 18.5 million. for over 470 veterans. we are pleaseed have found employment for 100 plus vet republicans in the bay area. now that i reviewed our challenges and successes we can return to our main topic that is the funning for the may project. by funds thanksgiving project our community partners will increase housing capacity and provide veterans with support. including but not limited to case management, medical and psychiatric care and. am service within san francisco. will i know we are asking for a lot of money however do not -- view it as a one time pay out. thank understand the need to get a fuller conversation but i have to bring to attention that people are dying. people are dieing on our streets and dying from over doses and people are dying from fentanyl and we have to do more and do it. faster. i ask city leaders to consider taking on this responsibility as we have nowhere tolls go. this is the best city in the wofrmd i love san francisco and love reason it has not because of the city's you decision to experiment with suck standard factory built construction. here are facts i think a lot of folk in thes audience are unaware of. this funding request is about 4 to 5 times the total upon amount sent to factory ls for the project. according to price sheets i had seen from 2019. promised pay per savings from out sourcing this work to san francisco was 3.6 million dollars. here we are tens of millions over budget of the memo that was provided by ocd does not mention all the building code violations that were uncovered because of the water damage. due to improper site management. plumbing, electric, h-vac. framing issues all within in the project in ways we need to be thankful that the general contractor the foresight of think it is awe some that we are building affordable housing for veteran its is important and need to do more. i applaud the board of supervisors for everything they are doing and the tida board on this issue. at the same time, what a disaster. okay. we are wasting money that could have gone to build more units for homeless vets. by reaching out in the city doing business with an entity like factory os on cho who is inept every job they touched has been a debocle. who in their right mind leaves units out in the rain to get mold and mildew and it is just -- i can't wrap my head around why a city would do business with a fact 3 has no clue. construction 101 a roof or make sure it is covered. now tell cost taxpayers 15 million dollars more when they could have done it correct in the first place. another thing, why are we building cheap are housing that is not up to code and mold and mildew for homeless vet republican are they not important. makes no sense the city should rethink are requesting approval of an amendment to one of their contracts. and that is what we referred to the peer to peer services program in contract. peer to peer support services for client driven service are a part of a wellness and recovery mental health system and is represents one of the state's mandated programming categories. in order to receive mental health services funding you are familiar with. the state funds enact in the 2005 by tax million arias a % tax. the state determines the funding categories. and gives the funds yesterday board approved the fiscal 22/23 update that highlighted peer to peer service component and ran and -- cover system our hub provider of services for d ph the amendment today for rams is the implementation of the annual update that was just approved this contract is seventy-four % state funding most is msh afunding 16% is federal grant funding and 10% is city general fund. the additional requested funding representatives funding for each of the 4 and a half aadditional years. the -- check this before i came. the official this is official low stable agency in fiscal 21-22 the city compliance monitoring team, which is a project or a process initiated by controller's office conducted their assessment for fiscal 21-22 there were no upon findings and d ph we review the audited financial statements for nonprofit contractors from fiscal 14-15 on 21 and the rated the low risk. financial low stable is cash reserves that meet the best practice standards and v made all the requirement in low risk. on the performance side the we do performance monitoring annually there are 4 components to the performance monitoring. but to the performance objectives they met all >> reporter:s in the year that was monitors except one in one of leave that to my colleagues to speak more but some of the types of objectives are -- as an example internship program they monitor and measure if the interim completed or graduated from the program and follow up after the graduation and see if that training helped. reduce staff -- stress levels for peers that are now in employment like fully employed if you have questions specific to measurables. >> who is otline? >> i believe jessica brown the director of over seeing and tracie who is the director of mhsa. >> may be we can hear from jessica and tracie i had a good conversation with the director and fully aware that the state requires pore to peer i'm supportive. i wanted to understand how it integrates to mental health sf. noted here the mhsa contract this we heard public services approved by the board. i understand that i wanted hear from jessica or tracie more about how the out come are measured in the peer based program. patients and cline's lives are improved and how this integrates to the over all strategy. they are waiting. >> are they there? to the vice chair i see tracie is on. yes. >> some of the peer specialists who testifyd and gone through the promise. thap is one example of how the peer services have filtered out in the greater behavioral health system. so ram is one of our providers we have others but as part of mhsa it is the state legislation that a percentage of our employees are focused on the pierce which are people with livid experience of mental health challenges and also their family members and so rams provides what we call -- complimentary services to our -- clinics in our behavioral healing clinics like take parents to appointments. taking from the bus and showing them how to pick up their medications. helping people with various quality of life. that are something that the clinician who might be assigned that case may have be able to do. in addition. just by sharing their individual experience like i was homeless in san francisco 30 years ago and have a lived experience of substance abuse and mental health and sharing our experience and with the clinic system and things going on we can help people move toward what is identified wellness and recovery. we have various ways of measuring that. everything from you know our regular out come. how many patient showing up. appointments and to moving from various stations from out patient treatments from stepping out from our full service partnerships to out patient treatment. it is penetrated through our health system. >> great. and then in terms of how you track your patients in -- monitor their success or client's. what are the tracking and monitoring for individual clines or of patients that are served through this contract. >> it dependses which section of the programming we are talking about but we -- some of our clients who have longer term health issues have a longer term relationship. so one of the sets that we work with is people who live in board and care facilities. they attend the wellness center. they may have a longer term relationship. there will is access survase. quality of life surveys. you know seeing people improved throughout service and in addition to that, there is knowledge of where community health promise are available. getting different forms of client feedback and we have our individual program manager who is go out and talk to the -- i do every year i do a sort of a meet and greet with clients they have an opportunity to provide feedback what they would like to see in our system of care or service provision and with mental health services act. we have a sense of community and program and planning process the folk who is participate are a big part of that. >> is there a data base system fundsd that says this wellness in the streets or out patient, peer counseling, are they tracking the people as they come in. recording and monitoring the services and how well they are doing and progressing with this. i will have to get become to you what data our evaluation teach gathers around tracking of the out come. that is one thing i don't have in front of me. >> that's -- and ghaen is not directored at you. mrs. hilton, over all one of the biggest things i had a problem with is the size of the contracts that we hand out. we get the information that d ph estimates that rams services 1172 unduplicated clients. we are get thanksgiving money annually or bianual or however often. and serve the cloinlts. we serve the patients. i have gone your center this is is pritted by 360. i seen the number of different programs you are runrun and my biggest concern is we want to make it low barrier and people feel comfortable as they participate. but how are we measuring success? how are we following the individual to ensure and what i often get the response that i got here which is you know -- don't do that in that form or have a system. everything is different. we can't track. it is millions of dollars that is frank low what the office coordinated care supposed to do. but -- i don't know it does this yet. >> that's what you are shooting for >> that always has been. >> that's is a problem. she is getting staffed up and thanks for all the pushing and helping moving along. hiring that section is getting under way. i trito use the opportunity as large contracts in in to reemphasize the point this is something had is missing in delivery system. it is a great program i appreciate ms. hilton your response today and your own lived and personal experience. thank you for sharing that with us. i am concerned of the thing i said and so, if we are not tracking and month torand not able to you know it feels like we are doing the same and getting a lot of the same outcome. this is not meant to -- diminish the service that they are providing. and i will just i don't know what you think but -- may be ask the doctor to come in office of coordinated care to come in and talk about the different funding sources and programs and contracts and measure their progress. will i mean do that in a public setting because -- i feel frustrated we are asked to approve the large contracts and not makes the progress. part is because this is the way we have done it and feel comfortable. we feel comfortable provide thanksgiving work with the service providers. we feel we are should be a major priority based on the conscience of when we see on the street and the need of people that are mental health crisis in the staechl i see the expression on my colleague's famous he is exhausted. frustrated. trying to push and not for saying you are not trying but we need i don't feel the urgency. when i saw this today i said well, what are we doing? what is the measure of success. questions. so i recommend we have a holistic conversation about how all of these things fit together and whether we should be considering a change in the system of bring the large contracts through budget and finance the way the department of public health has always donefulir agree. feel disconnected from conversations we have about the future and progress of mental health sf, i can say that this is also the mayor's priorities to see that we implement serious mental health reforms and help people on the streets we are doing the things out lined but where we are and how we use this budget process or other processes to drive the goals forward is something we need to come back to you. it doesn't feel like a priority. i'm not saying the mayor does in the care about it but it does not feel like a priority. i'm trying to be fair based on the circumstances in the contracts. ip don't want to waste time. but i would say it might be helpful to have a large are conversation, chair. make may be look at the way in which we dot contracts. because -- we had a goal. ail goal was -- stunt in the some ways by covid we have to move dwland and have to really we have to double down and think about how we are doing temperature that sell my point. >> i will just chime in here. because i do this all the time to say that we would have that hearing and director countribles will talk about the 4 parts of upon mental sf what she is doing for each part. how they are connected and who we are hiring and who is taking a long time to hire what is happening and it still will not feel like a system that works. so i honest low i got to the point i'm like, i don't know where the visionary leadership is because it is not felt t. is not felt by the board or by our residents and not by our patients or on the streets. this administration constantly come up with new sexy press releases about their new program instead of sticking with the goal of the i said this ad nauseam. so many times at the board of supervisor when is this come uppism know we will have a new press release with a new program. it is just the debocle the tenderloin center. it is honestly schizophrenic. in this administration in terms of trying to create a system that works. now i gone and visited you know reasonable emergency services. most of the time because the emergency department. not because there is not space it is like emergency services they are requiring that there is a covid clearance before anyone gets to sike emergency service. when you start to scratch a bit at this you will hear a lot of talk and nothing will feel different. you will try to fix one thing to make something better and then it is like its -- i'm at my wit's end. i honestly we work on this every week and the 2 of us look at each other, i don't know what to do anymore. tried to do everything in our power to fix this system. and -- there is not the will or the capability in the administration. that's how i feel and br you will hear a lot of talk, though. a lot of talk. and a lot of details that will confuse you. >> have we had that conversation on the record reasonable. >> you know how many hearings. >> i know you have. i know you have. when was the reasonable. >> not recently. we can have another but i have little faith tell be to any meaningful change. i will you know, just say that there are absolutely zero plans to implement or opening statement mental health sf center the behavioral health center at 1380 howard. that is supposed to be the interim, there is in the a sign out front. you would have no idea that it served. if you were upon mentally ill and needed services you would not know there is a center at 1380 howard. looks like a random building nobody knows exists. it is not the 24 hour full service emergency center that mental health sf upon demand be created years ago. there is notteen plans. the -- what do you daul crisis diversion. crisis diversion we have a 13 bed or 20 bed urgent care that is full all the time of psyche emergency on diversion all the time. where is the straight emergency team, which you know supposed low is now taking 77. we got the reports. upon 77% of the calls. what happens with those calls? they are month loyal i look at their monthly update and i laugh. i'm like they are take 77% of the calls what else? we get upon every month the drfks of the people they serve. a 911 call or on site. we get information about whether or not the office coordinated care followedum. but you have no idea what happens and if you ask we don't know who the head of office of coordinated care is. they just talk but it does not work. you know and if you if you ask people the other thing that is frustrating is if you ask the doctors at psyche emergency services they actual the system is working better than before and mental health sf had a huge impact. i'm like wow you don't feel that on the streets. can't feel at all. kwleen to do. but the psyche emergency the crisis diversion center, 2 years before we can think about if it is perfectly meet the schedule tell open in 2 years. no plans for upon mental healing service center. all i can say is i don't know hato do anymore. >> well, um -- i didn't know i was going to get that response. i looked to everything i philidelphia i visit everything i have meetings about everything and i can't answer, obviously all of that i wanted say the person on the street i work instead same building south of market, 25 years. i live in the city and i called street xriesz and they came right away from my house. but i walk outside and i seat same people in trauma that you do. at 1380 howard where i workup stairs, every morning for 25 year even when i was working during covid, i get coffee at the cafe and that cafe is a training program to vocational training program. i have met so many people as they graduate they go to star bucks and trader joes but that i can see. this program peer programming i can see it working. >> i don't think if you didn't have the mhsa program and the peer certificate training program you would not be able to have a peer sitoth street crisis response team or the sort program as a peer member. they probably would not have that trained expertise that's over the years. there is some. i want to say i see it and i know this program works. but the -- the frustration is we have so many amazing programs i don't argue with you in the slightest. the president trump mentioned almost all of rams programs are extraordinary. and they are changing lives every day. so this is not a criticism of the promise. what mental health sf was supposed to do and failed to do was take all of the programs that don't work in any sort of coordinated system, so that you could answer the questions this supervisor safai asked. and instead of telling individual success stories of which there are thousands you say this is how the system works. if a person needs and here is the other thing they will ask, how does someone enter the system. we are trying to create -- there is any entry as possible. by saying you could enter through any mechanism it is like they don't answer the question. they will tell you this they want there to be no barrier to entrance. but instead of saying like we know that general hospital is the only will level one trauma center in the area. everyone knows if you get into a car accident or hit by you know on your bike and hit by a car. everyone knows can you believe sent top general hospital and receive the best care in the bay area. that's what the mental health sf is supposed to being. if puapproximate [inaudible] if you are having a crisis. loved one on the street and you found them. you ton go to the mental health service center and they can tell thank you is what happens next and this sdmm of the and then involved in this. that was what mental health sf you read it reads beautiful low. you know all the years later. and erin pierson wrote it with me. rsd beautifully temperature is not even close to being implement exclude every time you ask for a plan for it to be implemented you hear a lot of words and you cannot you feel no confidence that it is actually going to turn in a system that functions. we continue to have you know dozens of amazing programs like the ones we'll support today that will continue to do their amazing work but don't have a system of care within which to work that is making lasting change on the streets. i would say one thing that would be helpful because what i hear what you are saying today is a lot of this work done by you and your staff alone. as it should be you were leading on t. might be helpful to get an up in upon even if it is frustrating for you. so we can see what the with supervisor's ronen leadership to reform mental health sf part of the conversation that as we continue this conversation what i really would like to see is to make sure we loop in someone like the bla that you know really with the fresh eye like supervisor ronen said, to look at the performance monitoring and really the audit. can weed provide a threshold including deliveries. and allow we have not objectd and independent offers that help verify to help d ph and say whether you are making progress or not. with supervisor ronen's office and say what are we trying to see and in a separate conversation not on mental health sf we had this conversation in at this with this body at budget mittee with the doctor is that you know we talked about fentanyl death reduction and the success and how much money we are spending on it. we talked about wellness center and the strategy it is a central space or break down to neighborhoods. is it a performance threshold when we say we think death by 15% in the year by 2025. how much money are we spend with that reduction of felony %. those other requests this body and the help from the budget and legislative analyst can determine. i don't agree with supervisor ronen that mental health sf is in the working i think as a concept and how they written it up. like being having cooperation perhaps like we can measure the performance of the program. i understand the frustration and yet not being having the backup to deliver am i hope with budget and legislative analyst to analyze and bridging that gapful thank you and thank you for always working them all to you. and i am just convinced at this point that we don't have the power to fully implement this law. room 200 does and it has never been a priority. i am ask the budget analyst to report
