Im here to tell you a bit d about the freedom project at the Public Defenders Office the part of the office that has received the state grant we are here to talk about. Our finance manager jan lee is here on teams to answer technical questions that might come up. This item is considered retroactive we have already received appropriation authority through the aao process. This resolution since meet the grantos need for formal acceptance bypass the board. Line attorney for 15 years and 5 years supervisoring the line attorneys handling felony case. I seen things overnight last 23 years. Perhaps the most rewarding work i have done admit past 3 years. Once we started the freedom project. In 2019 the board gave funding to look in post conviction case. What the freedom project was. And to identify people who are eligible resentencing in one form or another. Overnight last 4 years the state legislator has expanded opportunity for people serving long prison terms to either show that their conviction was unjust or that they are so far from the person they were at the time of the conduct, that further imprisonment no longer serves its purposes. The legislator strengthened the laws based on a large benefitted research. Showing that many folk in prison dont represent a serious risk anymore. And that their imprisonment some degree more harm than good to communities. We show that long sentences dont serve the deterrents goal we might hoped they would. Have hoped they would. And also that 75 of crime victims support reducing sentences for folk who is are now deemed to be low risk and many of the folk in our prisons are of an age where we than criminal conduct is reduced. We show that it would will am reduces after age 40 and more after age 50. Thankful locality legislator did not only pass the lus creating opportunities it also appropriated money to the cause. Last year 50 Million Dollars was allocated state wide to public defenders and other offices in every county. Around the state. That includes the 1. 2 million that has been given to us for this first year and expected to come for 2 additional years. 3 year total. And it will going to the Public Defenders Office and to the bar association. It is san fran bar association. The public defender hiring a lawyer, paralegal, 2 social work and ares the money to support the work through hiring of experts and equipment and things that our clients need when they do come out of prison. Currently, there are 600 people serving prison time from commitments in sentences from San Francisco. Of those folks 56 are serving life sentence. And just under 50 are age 55 or older. Many of the people we represent are folks in 50s and 60s and some in 70s. Who are convicted as minors or young adults in the 70ss and 80s 90s. These are folk who iss children are in their 30s and 40s and have no memory of their parents except in prison. Grand kids have never seen them in person. Yet suffer generational trauma come with having a parent who grew up with incars ritted parent. In 3 year the freedom picture helped 66 people find a path to freedom. And i want to emphasize our work does not end when we see client come out of prison. Social workers help people plan for reent reand well for them every step of the way to sfil fill in the shameful gaps that exist. Folks come out of prison with no identification. No medical. No other benefits. No case manager to help them navigate. They come out with a parole agent who is more interested in seems more interested in watching for problems that than in ensuring there are not any. Our commitment is to review each of these case individually in order to assess whether they qualify urn the new laws passed. Our commitment is to each family to bring their mom home and dad home and grand ma or grandz dad and our commitment to San Francisco ensure we do our part to undot damage that mas incarceration done to our communities. But now the rest of the workers are organizing to join the union and fight to improve working conscience. They have been met with bullying, harassment and unfair labor practices. So you know that some of you may or may not know represents 30 nonprofit in San Francisco. Our members fought and won strong contracts attract and retain talented workers. We our members work including tenderloin housing clinic. Project open hand, home rise, institute on aging, conread house, Charity Cattle like charities, hyde street clinic. Over the last few months 1021 made concerning allegations regarding Felton Institute to the National Labor Relations Board and to members of the board of supervisors. However, it is not clear yet union has chosen it raise concern in tho this form and the not grievance process or negotiations or infurthermoral low with management or any of the other numerous opportunities there zb have been to community inform response to the hearing felton invested many hours meeting with each board of supervisor to astain concerns. Despite financial limitations a electronicallyed the fact the majorities of felton funding come from budget allocations of the city and county of San Francisco over the last 5 years we increased all employee wages by over 25 . Last year alone employees received 8 to 10 increases agency wide. With regards to prop c compensation increases. When Union Negotiations wrap union staff will also receive their retroactive increase it july first. Feltons goal is get the deserved and much needed increases to our educators who have been waiting a language time to receive them. Given the public nature of the informational moring we are reiterating publicly we have not interrogates, cohearsed, questioned, surveilled, pressured, disciplined, terminated or threatened discipline any employee engage in the Union Organization activities t. Is important to note this if has not requested recognition as the booringing representative of any group of employees other than those that it representatives and made no representation to if he wanton about majority support among the groups of employees. I have been with felton for 5 years special here to share my experience. On august 9 of 22 i experienced intimidation, harassment by our coo. That day we had staff developmentidate teachers from other centers came and payment in the trainings. One day prior to our supervisor in the afternoon told us we had to wear a felton uniform this was never the case when children are not in session we do free dress. Knowing we had a rally i brought my union shirt with me. Prior to training i was outside of the building wearing my union shirt. I was propped by the first time telling mow it wear nile felton shirt i will make sure i have it once i enter the building. As i centered i took off my union shirt and paymented on the trainings in the morning. When it hit lunch i put my union shirt on and went out and paymented with in our Union Activities. 8 minutes prior i wents in the build to use the strom and propped a second time. And asked me to take my shirt off. I heard the moment i did not responds she said ana take your shirt off. I said i heard you. I go up the stairs and noticed she was following me. I went to the top and took my union shirt off and noticed she behind me. I continue its take my shirt off and walked the training hall and she was not there at this moment i felt singled out harassd and followed. The following day august 10, i was propped by my supervisor telling me that she wanted to have a meeting with me. I asked for myune representative. So many times many of us clients were standing outside in the rain by december nothing was done. They had to get bisd while we were serving medication out at franklin and bush. Most private conversations with people buzz they could not be bothered do it fast enough. When i left a year later, they still had not done temperature questioned a cost of living raise after a year did not receive it. And then i can say during covid our case loads were the same our transportation to clients houses and safety really expanded. We were told our supervisors working 50 and 60 hours a week. This past spring was at the summer jam on september ninth i directly witnessed intim idation and disrespect of felton staff specific low felton upper leadership toune members exercising their rites to Union Activity. The p is a public space. They tried call the police on Union Members and Union Supporters for participating in our summer gentlemen. I thought it was shameful a public low supported institution would treat workers that way. In alignment with feltons mission they are rooted in equality i like to reminds the institute that equity starts at home and with your employees and the way you treat employees directly core lites to how they perform their jobs. They are performing essential functions for their communities. Offer them that same support that you say you do. And i think we need to focus on the work that is important and i have been at companies where i was not heard and felt like i was not treated correct low so i left.
