You got that setback on the third floor against the park of like 3 foot 7 where the master bedroom is. Im looking at page 3 of your plans in our package. Jes yes if that is extending ed to had walk in closet and that is adjusted and shortened to where the bedroom is, to give a sense what does that to do to the shadow . If you look at the shadow pattern and typically going cast toward the north and towards the east as the sun was sinking in the southwest. What you are talking about will reduce a nominal corner oof that shadow that may fall outside the baseline of the north side the tennis court. Im speculating, but looking at the shadow, the new shadow will take the shape the building. You with see that. What you are suggesting would cut the corner off that shadow. It would nt be an enormous impact. I dont think think there is net benefit to the public. That is a issue we are having. You can make minor changes but dont think they result in anything significant. Any third floor there will have a impact even your setback 15 feet from the front will have a impact. I should point out that the neighbors madethe rer line submitted a letter to planning where she fs in support of this as long as there were no living areas on the third floor expansion because she felt she had privacy concerns and as long as there are bedrooms oen the level she is satisfied with that. Right. I think and then you mentioned the possibility rh 2 district of adding a sectd second unit. Is that put on the ground floor . I dont center have the sheet numbers but if you look that ground level plans, the garage [inaudible] i can put it up on the screen for you. Ful a two car garage is part the added space. Ill clear up the volume question. Where is the conditioned unconditionedmaybe im missing that with all the figures on it. It is title page. All that data is there. It is normally there for you. It is in the electronic package page 9. Regardless, so we are expanding the garage, this is portion the unconditioned space and expand today had body of the house and trading off needed space for unneeded space to create the two car garage. With that in mind, the two cars park independently in this plan and if you look that remainder of this third level which was proposed as a bedroom, a bathroom and family room clearly it lends itself to being a one bedroom apartment with no changes and addition of a kitchen so it quite easy to contemplate adding a unit here. Okay. I think thats maybe where i am. If we allow the massing of this project to go forward in shadow to happenwe had the discussion of adding units to the city and increasing housing, i like to see a increase in rh 2 that bottom level becoming a unit. Weened end up with a two unit building. It is a inlaw unit. Or the flip side it stays a Single Family home but come up with a reduction to the shadow by reducing the size of that addition on the third floor and you using the ground floor space and integrating it as you do in the unit. I understand. I am curious about the politic squz legalities and would love to talk to you more about it at another time. Rh 2 district so it is a fairly substantial addition. A few of other commissionersto me that is the trade off. If there is shadow impact it is relatively small but happens at key times in key space, so i think it is significanti like to see a additional unit put in exchange for that and it is not just a extension of the existing home, fairly significant expansion that leads to the shadow or the flip side, additional mitigation by reducing the square foot age of the third floor addition, not necessarily any third floor addition that would reduce the shadow impact. You still have a shadow impact with the third floor. We are aware of the larger discussion aboutgent fiication thin city. That is qulie i made the comment that it a vecd second unit is possible and project sponsors are open to that discussion. Commissioner richards. There is a lot fwoeing on. There is Additional Units and reconfigering the living space. Public policy on the effect on the park, the time orphof day, the programming space. Reconfigure the unit because the neighbor is concerned about privacy and talk toog the folks thin park and potential redesignwhat i recommend is we table this item and have you go back and think about these and come back at your earliest convenience with options so we can sort and figure which is the best. Haney and if i commissioners would indulge me tonight i wanted to share some perspective as i take the roll of the interim superintendent for the first time officially in this Board Meeting tonight so this is an usually long comments on my part and i want to do it in two part and one is share some Broad Perspective and also some exciting reports about two events, one of which took place earlier this week last night and another one on saturday both at Mission High School as part of the africanamerican and Leadership Initiative and first i want to start by thanking audio is not clear and i want to thank superintendent carranza for his leadership and he has left an indelible imprint on the district and senior staff and on me as well and i want to say [inaudible] in his leadership over the four years as superintendent and the seven years he has been with us total he has given voice to our values and really he called on us to take action to change the life course for all of our students for the better and especially for those who are most vulnerable in our schools. I also want to thank all of the commissioners for your support and encouragement for me and over the last several weeks. I definitely needed to be pushed to step into this role and its meant a great deal to have your confidence and support and practical support in a lot of ways want. I was in a comfortable zone and superintendent for policy and operations for several years and my husband mark thinks i am crazy [inaudible] former job was a comfortable one but compared to what the last month of have felt like it feels like a comfortable memory and one that i am going to happily return to so i have to say being called upon to serve in this role has been extremely humbling. It is not something that i spent a lot of time thinking about or planning and its been frankly a little bit nerve racking and certainly humbling and at the same time i think [inaudible] with a clear eye and profound sense of responsibility. audio is not clear . There is little as i can as far as to say about the big picture how this experience is. I want to thank all of our Central Office colleagues, the superintendents Leadership Team, all of the department heads, all of the folks that we worked closely together for years. I want to thank the site leaders. I definitely feel your support in this time of transition. Our partners, parents, Community Organizations, community leaders, the mayor, elected officials, Philanthropic Partners, business partners, so many individuals and organizations have extended themselves so generously to support the district and the team and also me in particular, so it really does feel like were in this together and we all want the same thing. We want a Better Future for the students we serve and a more just society where everyone prospers from the collective well being so i definitely feel that. I want to comment on the big picture which to me is a profile [inaudible] which all of us most of us worked for quite a long time to develop together and this was a Community Wide effort, and to me the graduate profile is the center piece of vision 2025, and there are some copies for those in the audience who have not seen this document before. Theres copy of the graduate profile available for you so its a clear compelling and inspiring statement of the hopes that we have all for our students and a definition by which we measure our own success as educators. And in a nutshell we see in the profile a statement of all of our graduates and following. One, master of content knowledge, Critical Thinking skills and webcor state comp pentancies. Two [inaudible] audio is not clear three, global local and Digital Identity to engage in the 21st Century Global society that is interconnected and inclusive. Number 4, leadership empathy and collaboration and the ability to positively influence others. Number 5, creativity, the freedom and confidence and ability to express themselves and finally in no particular order but theyre all of equal importance. Last but not least a sense of purpose and self to see themselves filled with purpose and values. Thats what were committing to for all of our students so some wonder whether our school in our districts care about all students [inaudible] whether were only concerned with closing achievements rather than serving all students to get their highest potential. Although this is tough to hear this is feedback but i want to reassure you plan to challenge and inspire and support every child, not just some. What i find powerful about being 2025 and our graduate profile is we state an ambitious and high vision for all students if achieved will enable them to succeed in our increasingly complex world. Were making changes in Computer Science k12 to travel, increasing technology, Arts Education offered everyday for every student and school and expanded resources for career and College Readiness. At the same time however we know that students need different types of support to achieve this ambitious vision. In sfusd we study the work of uc berkeley work of Professor John a powell who wrote about Structural Racism and targeted generallism among other things. Here is a definition racism from the Aspen Institute paused to perpetuate inequity. Its not something that a few people or institutions choose to practice. Instead it is been a feature of the social economic and political systems in which we all exist. In San Francisco and in sfusd we see signs of Structural Racism all too often. More over this is a broader pattern of systemic oppression which we use the term in our district which is very good and empower to see, so the patterns include systemic oppression based on gender, language, immigration history, disabilities, sexual orientation, religion and class and many other aspect of identity and difference. We are not immune from this oppression just because we live in San Francisco and we have a special responsibility to combat it intentionally. Targeted universalism is one strategy we can pursue to do this. Heres professors definition of this. This is an approach that supports the needs of the particular while reminding us were all part of the same social fabric. Targeted universalism targets blanket universal that different groups are situated differently relative to the institutions and resources of society. It also rejects the claim of formal equality that would treat all people the say as a way of denying difference. In other words, because the Playing Field is not level we must act intentionally to support the most vulnerable and marginalized among us. Picture any student and every student at the center of our graduate profile and lets picture what it takes for us to deliver that promise to her or him. Its almost overwhelming to imagine and yet it is our responsibility. To that point i have to thank all of the incredibly hard working staff who work in our schools and our district in our departments. Thomas edison said and deputy superintendent gar arrow and i think he will like the quote vision without execution is hallucination. As grand as the vision is achieving it depends on the abilities, dedication hearts and minds of our teachers, paraprofessionals, site leaders social workers and counselors and facility staff, nutrition staff, District Office teams and all other sfusd employees. Our ability to support our students has been closely linked to how well we support our staff. We know this. Now, as cost of housing and cost of living run away from us we have to work harder to convey how much we appreciate and value our employees including by making it possible for them to stay in our district. The issue of funding is a challenge for our district and we help in this. Remember that the states funding formula doesnt care about cost of living and its the same for San Francisco as it is for bakersfield. Still we have to whatever we can while living within our means and also trying to make the budgetary pie bigger. My plea to every member of the know sfusd family is to remember even during tough times which might be ahead of us that were all in this together. We also need to thank and want to thank the many businesses, foundations, Community Organizations and individuals that are investing in and working in our schools. Many of you have been in our dug out thats a giants reference for years and others joined us during the supers tenure. We are grateful on to all of you and need you to stay engaged with us. I want to thank the guardians and students parents guardians and students of sfusd. You are the reason that we get up in the morning and often work until late at night. We know your lives are getting busier and more complicated. Thank you for keeping faith with us despite our challenges and yours. And although we work hard we know we dont have all the answers and we need your voices, ideas and passion to keep getting better. End of part one. So yesterday evening i had the pleasure of attending sfusd 17th historically black universities and colleges recruitment at Mission High School. It was maze. Over 150 people attended this event and colleges and universities. Official representatives recruited College Bound students on site during the event. Students had the opportunity to receive preliminary on the spot admissions scholarships and Financial Aid information and facetoface exposure with the historically black institutions in the United States. Last year four students received the maximum scholarship of 68,000 on the spot. I saw this happening to two of those four students. The evening was sponsored by the San Francisco alliance for black school educators. Thank you to Mission School for hosting and all the staff that attended and thank you to the africanamerican achievement and Leadership Team who supported the event as well. Second this saturday september 17 also at Mission High School from 930 to three p. M. And the Fourth Annual black career and College Readiness day and families can sign up after School Programs and resources as well as youth jobs plus paid internships. There are parent and teen workshops throughout the day and the event is free as part of sfusds africanamerican achievement Leadership Initiative and works in partnership with africanamerican families, Community Based organizations, Philanthropic Partners and the city of San Francisco to maximize resources and support for our africanamerican students. This event is also free and open to the public. The first 300 registered guests will be served a buff lay brunch and its really good. So this past weekend we hold our three day leadership retreat training and it went super well. We went two hours from San Francisco to sonoma and our Student Advisory Council got to bond with each other and build relationships most important break down our groups within schools so different schools were talking to each other and returning and new students and it definitely went well. We want to thank salvador and ms. [inaudible] from being our chaperons and spending the day with a lot of young people and for supporting and promoting giving us the opportunity to go camping. Its not always that San Francisco students get to do this often but it went really well. So did anyone feel the earthquake yesterday . The fcc recently partnered with the San Francisco department of Emergency Management so they spoke to us about coordinating with the fcc in developing a Natural Disaster program that is student and Family Friendly and then we formed our Council Committees yesterday so one of the committees we formed was the health committee. Some of the projects theyre working on year include fellow students Heart Project which hosts holiday gift drives for students in San Francisco. The teams tackling tobacco leadership and make sure back and doing awareness videos as well as [inaudible] garden project and the sfusd sfpd memorandum of understanding project. In addition we had the special city and School District committees so the projects included under this category are the vote 16 initiative,out commissioners ambassadors project and a partnership and children our families partnership. Finally for me we have the budget and Legal Committee which members on this committee serve on the lcap and the [inaudible] lastly we have the social justice and Curriculum Committee and bringing undocumented immigrants i am taking a lead and improving resources and for undocumented students in sfusd. Second cultural Awareness Education program which is being aware about the students background in that having more of a safe environment for them. Lastly student dress code project with commissioner murase on making the dress code less gender strict and president haney commented on that. Second were talking about immigrant parents to vote act. We had the discussion yesterday and about the Student Council meeting and now just a little fact that we have for you guys that more than three children attending sfusd have an immigrant parent. Our Student Voice is to provide support to sf resident who is are legally voting age and whose families in the School Community to vote in elections in education regardless whether the Family Member is a u. S. Citizen. Really that is our opinion about it was that we really are looking forward to this because a lot of the students it is the right for us for education but its important for parents like other citizens to say what kind of education and who is leading the education of the students so were looking forward for this. We have a couple more. So we learned about the sfusd youth work internship and will share the information with their classmates so it provides High School Students with real Office Experience and mentors so students will lead the internship terns tern skill sets and confidence level so if youre interesting in having a mentor talk to salvador lopez or the fcc. Almost done. [inaudible] political campaigning yesterday. We had guest commissioner fewer and general counsel. We had a conversation about student rights and our current we discuss our current policy on freedom of speech and expression and it went really well. I am the coordinator for the parent Advisory Council and the role of the parent Advisory Council is to present parent voices and perspectives to help inform the board discussions and Decision Making process. This evening reports is very brief since we dont meet over the summer and were just Getting Started with our work. Typically we invite the superintendent of schools to the first meeting to hear about the districts Top Priorities and any changes happening in the district to help inform our work and setting our own priorities. With superintendent Richard Carranza announcing his depart our members had a lot of questions and reaching out to me wondering about the process and had questions what is the process for recruiting and choosing a new superintendent . Will parents and families be part of that process . And what other structural changes are happening in the district that they know about this year . We want to thank superintendent leigh for coming to the pac meeting and joining us and answering questions and providing an outline about the search for a new superintendent including presenting a general time frame as well as the boards process to draft requests for qualifications for a Superintendent Search firm. We look forward to hearing more about this process as it develops and in particular pac members are interested to hear about the Community Engagement piece. We had the first meeting on august 24 and during this meeting we also looked at student achievement data also looking at our student demographics, patterns and trends to set our priorities for the year. We will be continuing this. Tomorrow we have the next pac meeting. We will continue setting our priorities and defining our project teams for the year. We also will be tomorrow at our meeting were having dr. Cashin from the Assessment Office of achievement come to present on the companion documents that go with the new Standard Base report cards being implemented this season so pac can give feedback on those documents and so we want to welcome her to the meeting tomorrow. Another area that were going to continue this year is collaborating with the Accountability Task force. These were presented in an earlier Board Meeting in august. They went to the rules committee in august on august 17, and the rules Committee Recommended some changes to the proposed policies which we have done and we are bringing them back for adoption tonight. A couple of things i wanted just to say that i am glad this as part of the policy review were doing this and having these three distinct policies that we can follow and i want to i just want to read a couple of things from the first one and point out that we actually should follow these more closely than we do in my opinion. So it says in the first one under all of petition the board shall approve the charter petition if consistent with sound educational practice and the board shall give preference to schools providing comprehensive learning experiences for academically low achieving students by standards by the California Department of Public Health and further. Department of education and the board should ensure that the charter has adequate processes and measures to hold the School Accountable for the charter and i could read a few things from the denial list of denial issues that were supposed to look at but i am really doing this just to point out they think we by the way i think everybody else in the state too has gotten complacent by saying it meets the low standards and approve or dont think about that in monitoring or consideration of revocation that we dont do that. We think its an Automatic Process and in reading these in preparation for tonight it occurred to me that we kind of never talk about those things when a charter petition or renewal comes before us and most are renewals and dont actually say so. What do we mean by a sound educational practice and how does this comply with that . I dont think we take our responsibility in this area as seriously as we should. Thats really my only comment and i just want to thank the staff as part of the policy review carefully reviewing our policies and bringing them up to dea. D i think its very important. Thank you. So a couple of things. During a review of a new charter petition or a review of a renewal of existing charter we look at those criteria and present the evidence to you as to whether or not they meet the criteria. If we receive evidence during the term of a charter that any of those things are occurring then its our responsibility to present that evidence to you and then you would make a finding for revocation and we have to go through that process which is outlined in the last policy on revocation and then the last thing is under our current lcff lcap rubric the Charter Schools present to us every year their lcap and their budget and we have to review that and make sure theyre making progress according to what they said they would do in their charter petition so for example we have the lcaps for this current year that were presented in july and we are reviewing those right now, and so the aim is to give you a report of the progress that theyre making or not making in that regard. I have one quick question mr. Davis. I notice under all of a petition and grant a charter for a specified term not to exceed five years per the education code. Are we able it to grant a charter for less than five years so the may board in renewal or whether its a new charter may we have the option to grant a renewal for two years or three years . So yes in the case of a new charter as you just read. It could be up to five years but in the case of a renewal unless you fwiend that it shouldnt be renewed a renewal has to be for five years. And i know you all i think you all know this but if its about an individual person make sure you dont say anybodys name. I think you know that but just a reminder. My name is michelleling and i am actually representing another parent who couldnt make it this evening. Her name is anna wong and this is regarding a concern that we have at our school about a particular teacher. As you can see could all of sfk stand up quickly. This concerns us deeply and we wanted to show you how much this concerns us. Thank you. On behalf of the anna wong this is her letter my name is anna wong and my son is a 4th grader and i want to share my concerns in his classroom. Some of the incidents i have learned include but not limited to the following. My son told me his teacher told the class they cannot explore and eat expired food from the emergency kits from earthquakes during the first week of school and they ated food. My son receives little lesson time in class and told to read and play games. My son receives little or no homework assignments and no spelling list. I have to resort of asking other parents in their classes to share work with my son. A parent from my sons classroom because their teacher was not there and the new teacher was not prepared. Finally there are some serious concerns with this teacher may pose a teacher to himself and worse to the children. There are longterm psychological impact on my son and the children witnessing this. While it is a start to have another teacher and a social worker in the classroom to ensure the safety of children it is not enough. My sons class need a full time teacher to teach and inspire them to learn. It is said that education is the key to success of life and teachers make an last being impact on class and they deserve i positive impact in their lives and i hope the Lasting Impact is a positive one and not leave the children with fearful and uncertainty in the learning environment. On the first day of school i drank expired water from 2009 and my friend ate expired food. Our teacher said try it. Be adverntious. On friday he talked us to for an hour about behavior and did it again on monday. My teacher call the police during class just to scare us. Today i had nine pages of math. Some was hard because he never taught us how to do it. He yells in class a lot. We spend many days having free play, an hour or more and we make these. We dont feel safe in his class. Isnt your duty to make sure we have a safe class where we can learn . Dont we deserve an education . Dont you care about our lives . Lives. [applause]. Hi. I am andrew adams and one of the parntsdzs and i was at the same forum a few weeks ago raising the same issue and concerns with the teacher. There have been some changes since then and as alluded we have two credential teachers in the classroom. All of the parents have been offered counseling for their children to handle stress and as we can see the other aspect is learning is still continuing not to happen so the fact were being offered you know there is a second teacher in the class. Were being offered effectively counseling for the students and the district knows this is a problem and my question is what will it take to resolve this problem because we can see its having tremendous impact certainly on my child and all the parents here. Were here for a reason and deeply concerned and need you to act and act quickly. Were four weeks into the session and the children are struggling and i am repeating what i said. We need your help and address the core problem which is this teacher. We appreciate the addition of a second teacher and counseling but youre not solving the problem. Youre simply im not sure what were resolving but we need it fixed and need it fixed quickly. Thank you. [applause] my name is jennifer trip and the mom of two students at Francis Scott key. My daughter is getting a great education and my son is subject to abuse and retaliation everyday and the teacher encouraged them to lie to the parents and asked them what the religion is and stories of over weight and unattractive people and encouraged violence and made them afraid and called the police one day and didnt show up one day and left them with mow plan and failed to respond to the parents about concerns in the class and failed to speak us when approached he failed up hold the staff responds in the sfusd handout and because of that every one of the rights in the handbook are being violated. You see a lot of parent and students here and theyre disaired and will retaliate against the children if they show up in tv. Superintendent leigh gave us a talk about action and without all of the stories are true and happening and theyre crazy but its true so what we need tonight is action. We need resolution and we need it now for these students and for these families. [applause] hi. My name is savan pang and a parent of this particular classroom. I will keep it short and simple in the words of my daughter she says please save this classroom. Its falling apart and we need you to act now and dont fail the kids. It hurts me everyday to see her shes not interested. There is no love for school. Shes a great child. Shes never caused trouble. Shes a great kid and to see her struggle it breaks my heart so were asking for your help. Please dont disappoint the children. Thank you. [applause] my name is charlie and i am in the fourth grade in room 218 at Francis Scott key. I really want to like everything about school but now thats hard. I want a teacher that will teach that will teach and care. I dont want to be scared of my teacher. All i want to do is learn. [applause] my name is molly. My parents michelle and brian talked to you about a month ago how i was feeling unsafe about going to school. I love school but now i am afraid to g i miss having a nice teacher and learning fun things. You can see most of my class is here and we want to show you how we feel. [applause] i am reading this for albert who cannot be here. My name is alert and my son is a fourth grader in sfk. I have been a sfusd teacher for over 30 years i find the behavior of my sons teacher unacceptable and detrimental to the welfare of the children in the classroom. As a teacher it is our duty to provide moral support and inspire our children to learn. I have not seen either in my sons classroom. My son comes home with little or no homework and does not receive graded papers. I see a lack of concern in my sons academic and social progress. I always see a lack of interest in my sons academic learning. My son told me his teacher said it was okay to eat the food from the emergency kit from last year and he ate the food from the kit. This posed a risk of harm to the children and a lack of good judgment on part of this teacher. My son also told me his teacher called the police on himself and asked to be taken away in handcuff. This is completely unacceptable. And caused confusion and fear for the children and longterm impact on their perception towards teachers in general the teacher told the class he got beat up by bullies and someone else he was beaten up by the police and his friends are leaving to be home schooled and he is confused and sad. We have a professional duty to ensure the physical safety of students and provide a classroom environment in which students can learn and feel physically and emotionally secure. I am very concerned that my son is not getting that from his class. I believe this teachers behavior poses a risk for physical safety and negative longterm psychological harm for my son and classmates who are witnessing the bizarre and unacceptable behaviors from their teacher. I strongly urge you and the principal at sfk to collaborate and work out a plan quickly and provide a full time teacher to teach and inspire our children to learn. Thank you for your time and i would like to read something for myself. Dear superintendent leigh and the board of education i appreciate your e reply to the email and that another teacher and social worker have been assigned to ensure safety and additional support. It is really a bandaide over a very serious problem. The primary teacher is still there and this will not solve the issues nor does it ensure safety as you heard yourself from the testimony from parents and students. There is a problem not of our own doing. The district knowingly assigned this teacher to sfk. We have been asked to document all that has gone on. We have done so in spite of our own busy schedules. We of course supporting our children in this fourth grade class in ways that we shouldnt be doing. This is a problem that the district must solve. Our children are paying the price and yet it seems that the district is playing it safe in order to protect the system. The solution that the district come up with thus far can go on for months and we cannot wait months. We as parents are frustrated and angry. We want the district to take action now and replace the teacher. What are you waiting for . [applause] my name is david williams. I have been a paraprofessional and a substitute teacher for 30 years for the School District. I have been an enthusiastic teacher of the school Radio Station which celebrated its 75th birthday however i have major objection to the way this station doesnt serve the school. Beyond having sir, i have we dont get action from the station. Sir, i didnt call your name. All right. I gave it to the lady. I gave her the slip. Do i need to do anything else . She has to give it to me. I didnt anybody in line. I call them up in groups. Okay. Do you want on to say anything about [inaudible] so all i will say to the parents, the families that are here from fran Francis Scott key and i suspect many were on the email that i sent yesterday in response to some of the concerns, and we cant go into a tremendous amount of detail but i want to assure everyone we are taking we are very closely attuned to the situation in room 218. It has our full attention and we are working as i said in my email very purposefully to address that situation so i think i must leave it at that but in the meantime we do understand the concerns and appreciate you communicating them to us. One of the core values at sfusd isut social justice and states that we stand with those most vulnerable in the community and as a bilingual teacher this is strong to my heart. With a breaking heart i am addressing this progressive board and opportunity to stop oppression as spoke about. As forced out and [inaudible] transfer a family is being torn apart. One brother was accepted who is in my class and older brother with severe iecht ep was denied and by doing this all childrens education in the family is being disrupted. Their oldest daughter a sfusd graduate is now in the first year of university of california berkeley on a scholarship ride. This is the family we strive for and bilingual family and family of color and family striving for the best and committed to all of the students education. Were tearing them apart their form of income and daily life. Why are they getting pushed out . They have been in the district for 16 years. After hiring a lawyer and appealing to the district twice i stand here tonight to fight that fight that no one is taking a stand for with them. By pushing out students with severe autism who do not speak after being in one district for their entire life is traumatic to say the least. We have other options. We have an agreement with other School Districts and this specific district and more over we have no legal agreement to deny this based on residency. Their community is in the city and income is in the city and in the district for their entire lives. Why was this student not allowed to stay . It because he has autism . Because hes bilingual . A student of color . Please i beg you please think about this decision that was being made and think if you can have a role in stopping the systemic oppression. You can make the decision to revert the appeal and let the student stay in the district. They deserve that right. Thank you. Good evening. My name is ricardo lopez. Im going to do it in spanish. [speaking spanish] good evening. My son has autism. My other son goes to sanchez as his teacher mentioned. My other daughter graduated. [speaking spanish] my other son was denied School Attendance here. We were told to take him to daly city. I work in San Francisco. My wife works in San Francisco. The person that helped take care of him after school has also quit. [speaking spanish] now were in a difficult situation if hes not allowed to attend school one of us is going to have to quit our job. My son requires double the attention of a normal child. [speaking spanish] [applause] and i ask you to make the right decision. Thank you. Hello my name is andrea james and a social worker and here to advocate for mr. Lopez and family. His sefnlgth grade son was denied and his other son was approved this. Is a San Francisco family, a mission family. Parents working hard in the city raising bilingual children pushing them to get every possibility and they should. As a social worker i am proud and excited to work with the family but now i am fade were going to lose them and potentially for causing harm denying opportunity and negatively impacting their education. The lopez family like many hard working San Francisco families is being priced out and displaced and if we the district arent intentional for strategies for maintaining families we are encouraging gentrification and Structural Racism to use your ard words and i am hopeful and denied twice and the next appeal is going before the board. I believe the progressive board that believes in the students and families. Agenda states access and equity making social justice a reality and this is my kind of board because this is say social justice issue. A low income latino student with a disability is denied access to education in a district where hes lived and learned for eight years. This denial services will disrupt the education, his brothers education and potential income. The younger son a general Education Student was approved and the special Education Student was declined and the reason was lack of resources. This means that the education will cost more money but we have the capacity and the resources. We have been providing them for eight years. Social justice means we will continue to provide those resources. Discontinuing services to a low income latino student with a disability is unjust. Its denying access. Its in fact inequitable. I am hopeful that the board will address the social justice by approving the permit otherwise i am confused what social justice means or confused what the San Francisco unified School District really stands for when its limiting access for a student it claims its submitted to supporting. Please show we care about all students. Lets act intentional and support the family and approve the permit on the 20th. Thank you very much. Thank you. In support of proposition n noncitizen voting in School Board Elections whereas about 280,000 immigrants live in San Francisco accounting for 35 of the population and 54 of children in San Francisco have at least one immigrant parent and 34 of households are headed by immigrant and whereas 27. 3 percent, 16,000 of all sfusd students are designated as english learns and one indication of the San Francisco population in San Francisco schools and whereas from 1776 to to this date listed and could voted in elections and municipalities passed legislation in franchising noncitizen and include maryland municipalities, chicago, illinois, cambridge and amherst, massachusetts and neighboring legislation is required for implementation and whereas noncitizen voting is common practice in other nations and 23 countries allowing some form of noncitizen voting including belize, canada, done mark and pain and the United Kingdom and those that want to be citizens face bureaucratic changes waiting ten years to go through the process and whereas this waiting time for noncitizen parents last the tenure of in Public Schools and noncitizen parents children are themselves citizens participate in participation in the democratic process and noncitizen suffers emotional and social inequities and ignore their interests and contribute to San Francisco by paying taxes and purchasing goods and services and working in every sector of the economy and whereas noncitizen residents contribute to the social and cultural vitality of San Francisco by sending their children to schools developing and participating in the life of their communities through religious and Community Groups and whereas noncitizen are not eligible to register to vote although existing San Francisco residents 18 years or older United States citizens or not in print of or parole for felony conviction are eligible to vote and the board of education of of the sfusd and whereas the San Francisco board of supervisors 101 support supervisor mars proposal to amend the charter of city and county of San Francisco to authorize San Francisco residents who are not United States citizens but the parents or legal guardians or caregivers of children in San Francisco vote for the board of education and. The last census shows that latinos are a majority that is becoming a minority that is becoming a majority and i am a citizen and my children are citizens and i want to give them my total support. Studies show if parents are involved in their education they will have more success. [speaking spanish] and lastly i wanted to ask that you give us a chance that you approve proposition n thats already been approved in other cities such as new york. Its had an impact and changed education. It means more parents will participate and they will have a chance to see about their childs education and so our goal is that to place emphasis on our childs education. Thank you very much. Hello my name is joshua park. I am a sophomore at Lowell High School. I am a youth commissioner this year for district 4 and i of working on vote 16 which is known on prop f for a year with student delegate eng so one thing i wanted to talk about is i guess the timing of this issue and i think that the timing of this issue is something thats interesting to look at. On the largest ballot i believe in the city or States History on the same ballot that prop f is put on the same ballot that prop n is put on i think its interesting to see how these different groups of people are really organizing out there and fighting for their Voting Rights so on behalf of myself i would like to encourage you guys to support this. I definitely want to thank all of the families and parents for testifying in support of prop n i will keep this brief and i support this proposition and anyone with children and within this district should have a voice and a voice is going to be as a result of them having an opportunity to vote and this is one step closer towards that voice so i support proposition n. I think that it is really important for those people who in particular are so dependent on our Public Education to actually have a voice in the governance of this district and so i know that this board of supervisors actually passed this overwhelming. I think that i would hope it would pass over and expand to actually other municipal local elections but i think that these parents have been waiting a long time to have a real voice in their childrens education and i am a Firm Believer that i think if this is passed they will be so much some of the most persistent, most thoughtful voters and i think they will then again be more engaged in their childrens education. I think that this is the first step actually and i hope that this city will actually expand this so that they will vote in other elections. I know there has been a struggle and a fight be able to vote in this country. It shouldnt be so hard. I think this is a no brainer. I think government should be a democracy and this is a step toward a very true democracy so i urge my fellow commissioners to vote for this. Commissioner ms. Wynns. Yes, i want to say i am definitely in favor of this. I hope when it passes we can work with the city to make sure it can actually be implemented. I am interested i was really interested and appreciate the reference to other cities where they have done parent voting in School Board Elections and unfortunately those efforts have been kind of squashed in recent years based on mayoral take overs and we have the opportunity here to make this Something Real for the parents in our School District and the children in San Francisco so this is the third time this has been on the ballot, the third time i supported it enthusiast wale and i am happying it passes and hoping it passes and work with the city to make social justice a reality its happen. I want to voice support for this resolution. I firmly believe that all families should have a say in their education so more proactive families mean successful student and students support this. Yeah. I want to echo what everyone has said. [speaking spanish]. I want to thank the Family Members that came and its brave to come and show theyre active and its no lie. We have undocumented parents and Community Members and theyre part of the community so why shouldnt they have saying what should be done as this is their city too and i am personally coming from immigrant parents and i understand that and i think just yesterday a student approached me and said hey my mom fell on work and undocumented and not going to the doctor and scared something will happen to her and this is for a week and speaks strongly to me if parents are able to make choice for the students scared to get support and what their needs and speaks strongly to me and in support of this resolution i request to be added as coauthor. One, San Francisco is of course a sanctuary city and residents can access city service and secondly its a path to expanding our democracy and important that people are part of the government and final ree r finally we have a broken system for those to becomes citizens and unfair those on the wait list to deny voting in our elections so i thank the authors for bringing this forward and i will support it. We were at the Board Meeting and members there and actually turned the vote there which i was proud of and made them think differently who we serve and the reason we want our parents to select someone they feel would be representing them as parents so you know im actually i didnt have to dropped ened coder . I will support this resolution and were supporting it it would be great to have our names on the resolution if you allow us, authors. So im going to just last and everybody expressed my feelings well and i will support this. Great. So we will cover a couple of components overview of the program as well as some of the rationale as to this partnership and just to give a little bit of context digital promise is a National Nonprofit organization that was authorized by congress back in 2008, and last year San Francisco was accepted into the league of Innovative School it is so were part of a National Community of districts and School Leaders who are working towards improving Student Outcomes by leveraging technology, and working around advocacy work as well as Building Models for systemic transformation of teaching and learning leveraging technology. So with that we will give a brief update as to the connection to the alignment with our vision 2025 and i will kick it over to Brent Stephens. Good evening commissioners. Im the chief academic officer for the district. Commissioners youre familiar with the slide that is on the presented on the screen and that is the coming out of vision 2025 there are many aspects of the big shifts that call for a beeper and reimagined use Much Technology of schools. Include path ways and reimagine time and place, blended learning motivation and mastery and tasks so they were thoughts large in our mind as we had the opportunity to apply for work through digital promise to create one to one learning environments in three of our middle schools. And then youre familiar as discussed many times here in the board room that we have challenge in front of us to close the Digital Learning gap and we have identified three aspects of that gap that are important to resolve in schools and always available access to technology and the internet, the teaching of Digital Literacy and responsibility and conceiving of powerful using of technology so teachers and students are reimagining the types of learning possible given the enabling technology. And through our partnership with Digital Learning thank you. And through the partnership with Digital Learning we have the opportunity to access additional grants and professional learning and coaching around innovative useds and leveraging of technology to support Student Learning and thats where the Verizon Innovative Schools Program came to our attention and so as weve said in thinking around our partnership with digital promise how its also grounded both in our vision 2025 but our Strategic Plan and our district plan so we will highlight a couple of components of the program to provide Background Information. As dr. Stephens mentioned the partnership a provides for it is technology for planning and design support implementation support around building one to one learning environments in three of our middle schoolts. The partnership with verizon came out of president o bams vision and this is the three Year Anniversary of that and bring Internet Access and learning tools to the country and the president asked for the private sector to partner in this effort and the innovative learning Schools Program was verizons commitment to this initiative. This is the program is in its third year so we have the opportunity to learn from other districts and schools that have gone before us so we get their best practices and lessons and apply those here within sfusd. This is a district wide collaboration between Technology Curriculum instruction, sfusd our schools as well as lead. We have been partners in the effort and were working with three middle schools and the schools have a motto its three schools but one team because we are able to build a cohort of schools working in concert together around a coherent plan and really looking how we can develop a scalable model not just for the three schools but we can apply to other schools and apply across the district as we think about how we Leverage Technology strategically and somewhat connected we do have other schools that have gone one to one and so this year through the Learning Academy structure we created a learning axd around one to one so the five current schools are able to share resources learn from each other and plan together. So very quickly the program has a number of important features that includes professional learning for educators and includes the school wide license through Common Sense Media for Digital Literacy certification. It also would support the creation of Student TechnologyLeadership Teams provide common planning team, professional development for teachers in all three schools and done through the partnership in collaboration with all of the departments that chief dodd mentioned and includes monthly stem or steam activities that are technology enriched and Rigorous Research component to the project so in terms of implementation we are just launching the work. Its been going on through spring and summer and closing in on the days that the devices are deployed at schools seso we have been working through the issues and providing free net in the to the families involved. Ipads are coming and tested and configured. We have been involved in teacher pd and several days in the summer and ongoing Early Release planning that happens and continues in the wee encoder dropped there is investment over 3 million. In addition to the technology thats provided as well as the Internet Access, the Program Provides funding for a full time Instructional Technology coach that is site based at each school and were covering the cost of that through the district, through the school as well as through digital promise as well as a story teller so the importance of this is that were learning from other schools and districts and were sharing our story so there is documented monthly stories that come out from each of the schools so can share what we learned not only in the cohort but broadly. We have dedicated support from digital promise and a professional learning manager who works with us and our schools closely. As mentioned professional learning. Theres additional common planning time through five release days as well as other professional learning opportunities and membership of this National Community. So our requests tonight, the specific requests tonight is for acceptance of cases so in addition to providing the ipads there are protective cases for students that a will help with security of the device and mobility and there is a logo on the case in regard to the Program Verizon innovative learning and a picture on the slide i have a sample for you if you would like to see it so we have been working closely with digital promise and verizon regarding the policies and have worked with them actually to make adjustments based on our feedback changing modifying the footprint of the verizon logo as well as a redesign that focuses more on the program versus the organization but were down to our last number of items with respect to the cases and tote bags that are provided to students that they can when they take the device with them as well as signage resulted to the events and launch dates that we mentioned earlier so with that i will turn it back over to our interim superintendent. So just to comment a little bit on this broader conversation about visibility from Corporate Partners so we do understand that there are concerns, very valid concerns about the this is the reason why the board of education long ago passed its policy on this topic so we understand the issues and we certainly want to be selective and dris criminating about the exposure that our students receive for logos and branding. We also do recall the discussion that the board had in i believe its august meeting second meeting in august about developing a process and perhaps more clear criteria and guidelines on this general topic and we think its a good idea for the staff and the commissioners to engage in that discussion perhaps in the rules committee. I think that a specific suggestion made at your meeting in august, and in the meantime we do have some opportunities and this is a very exciting and promising one we think and we want to take anything that comes along that does have such high potential for enhancing the learning of our students as it comes and look at these issues and situationos a case by case basis very selectively, very intentionally and to as has been done in this case work with the partner to manage any of the concerns about visibility and branding so we think weve done a good job in this case. Actually if i can just add one non sequitur. This is a little bit of a sketch but i wanted to introduce on the issue of partnerships and opportunity it is working with other institutions i did want to introduce our newest colleague don days rousseau in the back and the new chief development officer. [applause] were excited about don joining us in general and also for this, his first board of education meeting so with that president haney were through with staff. We now own your tuesday nights by the way. Congratulations on that and whatever committees we have. [laughter] i have one Public Comment on this. Good evening. I am lita blank president of united etd kaitdors of San Francisco. So i tread cautiously because this is a big opportunity, 3 million worth of computer of devices, training, pd time and we know from the middle schools there is a lot that theyre excited about and the families and students are excited about. But im going to rain on the parade and ask you to pause. I guess you had the discussions amongst yourself and for those listening parents and students and educators and why is verizon donating 3,000 ipads to the students. I am guessing they request the waiver so you can have a temporary display of banners and the inconspicuous display on the covers. What will it say . Tax the rich pass prop [inaudible] i dont think so. Verizon has some interest, true interest in providing Digital Access to our students and promoting professional development for our educators but like any other Big Corporation its over riding interest is guaranteeing profits for the shareholders. With the free tablets lets get real and buying the loyalty of our communities and 12, 13, 14 year old children the same way that sugar coated cereals buy the loyal of two year olds and product placement, product place. I wouldnt sleep easily if i was voting for this tonight. Its a slippery slope. I was told by one of the educators when they got their pd last spring and instructed by the verizon instructor they were to tell the kids not to take out your tablets, take out the verizon tablets. If they want to make the donation why does the logo have to be on there . There . It has to do with spreads the Corporate Image and i have serious issues with this and raises questions about Corporate Public partnerships. I want the Story Tellers oopt a story teller and the kids or pr for verizon. Be careful because theyre the kids and our future. Were a public School District. Were not a school front for verizon. Thank you. [applause] commissioner mendoza mc donnal and commissioner fewer. So i have a few questions just about the program itself. First i want to thank you. As you know i am a big supporter of helping ways to find ways for our schools to get digital commitment that weve made. Notice my tshirt. And so i appreciate all that youre doing. You know in particular ms. To ensure were finding every crack and crevice to make this happen and so i guess my questions are mostly around the commitments that verizon has made and through the president s connect Ed Initiative so i know there were many Tech Companies that have contributed to the connect ed and i am just curious why verizon stands out . Was that because they gave the most . Or what was the kind of piece to that . Do you want me to keep asking and then you can answer them at once . Is that easier . So i am wondering about that part. I am wondering i imagine there was some proper bidding that happened to select verizon to be the holder of this particular piece versus comcast or at t or anyone else that may come around and say oh is that all we have to do in order to get into our schools . And then while i am on that note we do use other organizations who have not asked us to you know kind of brand you know the gmail we use or who provides the broadband or anything like that so i am curious if we have to identify rise . So is it mandatory to have the logo . Could we put on there digital promise instead of verizon innovative learning . Are there other things we could put on there that doesnt speak to a commercial group . And then the other one other thing that i want us to think about is so i have some concerns just around theft when we have bags that say Verizon Digital you know whatever, and thinking so when the kids are walking with the bag down the street they know there is a device in the bag and have we thought about the safety concerns when were blasting out what our kids are carrying down the street . So if you wouldnt mind addressing some of those i would appreciate it. Thank you very much. So in terms of the connect Ed Initiative i believe since its inception three years ago there have been a number lots of companies and organizations that have signed on to the commitment all with various types of programs. Some in cases software or Capacity Building. It various. I believe there has been about 10 billion of commitments. In terms of the Verizon Program i think one of the reasons why it stands out is that it looks at the whole School Transformation so it isnt tackling one piece of the puzzle. Its tackling the access to technology, access to the internet, professional learning, Capacity Building for educators and planning and Implementation Department so that whole comprehensive program versus what might be a piece of the program in other cases. In terms why verizon as i said this is verizons commitment to kekts connect ed and they partnered with digital promise so they direct the program. Our interaction the majority are with digital promise. As i mentioned the professional learning manager that we work with on a regular basis is from digital promise but the funding and the infrastructure for this program is through verizon which is why its called the verizon innovative learning Schools Program. In terms of the cases and are we able to place Something Else on the cases the cases were donated as part of the program. We did look into alternative case options and its about 68,000dollar for the number of devices and to have the same type of case that provides for students to hold it in their hand or set it up with a stand so they can use it kind of in multimodal ways and so that was in conversation working with both digital promise and verizon the change in the logo i wasnt necessarily part of all the conversations but wanting it to be around the name of the program and includes the word verizon. In terms of the tote bags the expectation is the students wouldnt be carrying the devices so to clarify what i shared. That would be given out with the devices but were working closely with the schools and around safety and security that its in your backpack and stays there as youre moving to and from school. A lot of the focus and the planning around Early Release in addition to the lesson planning and what happens day one and day three and day ten through the process is around the responsible use of technology, digital citizenship so since the beginning of school all schools have been going through a scope and sequence around digital citizenship and responsible use of technology and the care and security and safety of the technology as well so the bag provide side an extra. Were not expecting students to be carrying the bags around on a regular basis. So these are branded and in our hands and the question is do we want to use them and 68,000 out right to buy them and we did with many of the cases that we put on many devices that we received from other grants. Is that other grants right. Like cell phones for example so we bought cases for all of right [inaudible] and school buys them. Right and they have nothing on them so it would cost us 68,000 to do all of them and we cant take out of the grant . No. So its not required for us to use these particular covers as part of the grant so if we didnt use these they wouldnt take the grant away from us . Not to my knowledge they wouldnt take the grant away from us. Right. So i would need to go back. We have been of in conversation with digital promises and go back to discuss alternative options. I have been in conversations with them about bringing this to the board for approval that it isnt a guarantee that the limited waiver is accepted and we would work on the alternative is which is for the district to then purchase replacement cases. Okay thank you. Thank you. Thank you. So i understand the need for us to move forward in our technology and i think broadband and all that stuff i mean its great, great program. However, this is what happens when a state under funds Public Education and we become desperate and it is just immoral that really in california were like the seventh largest economy in the world. Second time i said that today and we are close to mississippi in per pupil funding. This is ridiculous. I think this is what happens when we under Fund Education and desperate to educate the students in the 21st century and even discussing this. I think this crosses the line and direct marketing to the students. [applause] wow thanks. I think this is exactly why we have this policy. I mean to put the warriors insignia on a Basketball Court is different than this. This is to each individual student with a logo and bag and signage. I think it is a slippery slope. I think we want a fire wall around our students and that this is direct marketing to our students so if theyre willing to give us the ipads and we dont have to take the covers we dont have to taikt tote bags or take their signage in any event then i would say sure lets take the ipads because weve had partnerships with other organizations that have given us ipads and they have not branded their names on every single piece we give to our students. This is a slippery slope and i think that it is crossing a line. It is actually direct marketing to our students and if we cross this line then what next . And do we know that students and families are also vulnerable to marketing . This is a very smart marketing. Quite frankly what theyre giving us is 3 million over two years. That is nothing compared to the proceeds that could be possibly generated from Something Like this for Something Like this. I would expect 20 million. Because thats what theyre projecting when they roll it out in the district and every student. I cause us because i know were desperate. I approve the budget every year. I know we dont have money but are we this desperate. I cant support this tonight. I think this crosses a line and i dont blame staff because i think were all desperate for our students to be successful and we are desperate to close the Digital Divide that happens with our students, but if i would say i am happy to take the money out of the budget and buy the cases and dont put rises logo on the cases and take the i lad for the students and 68,000 for 3 million to support a good deal to me. I think we could look at this and where the 68,000 can come from. Its not a huge amount of money in comparison to 3 million we can be getting and i would love to think that companies are doing this out of the goodness of their hearts or because they want to see children 90 of color and many in free and reduced lunch successful but i think this is marketing and i cant support this tonight. Although i dont blame staff and i dont blame any in the district. I really blame prop 13 or yeah, and i blame yeah, i think we just under fund Public Education. Thats how desperate we have become but i have to caution us. Were better than this and i think were bigger than this too. Thanks. Vice president walton. Thank you president haney. I think this is one of those cases where were putting the catch 22. I definitely agree with ms. Blank and her statements earlier and the slippery slope and you know its hard for me on one hand. I definitely when i ran for office we would leverage all resources to get the best education for all of our students and a donation like this of course is something hard to step away from and walk away from but also on the flip side if you listen to what commissioner fewer said just in terms one, this is definitely the states fault because we do under Fund Education and we have tremendous amount of resources in the state of california that could be prioritized for our students and unfortunately thats not the case. The one thing i did a little bit of math here because i thought about the 3 Million Investment and thought about 3,000 ipads at 500 and 1. 5 million or around 300 depend 300 dethe price and and the investment to provide covers and cases for ipads is something that i think will be money well spent if we have to make a commitment to locate 68,000dollar to provide that protection and if verizon is telling us that they will not purchase the ipads or purchase the devices because we will not allow them to advertise using their protectors then thats another fight and battle and conversation that we need to v i dont know what kind of latitude we have going back to the table. It does concern me with the bags themselves. A protective case is one thing but a bag and a banner i think its a little over kill. I wonder what other room for negotiations and opportunities we have to go back to the table and say we definitely appreciate the donation. We will take it and we will find a way to make an investment in terms of findings the best way to protect them because again if were talking about a 3 Million Investment, 68,000 from the district, as far as i am concerned is money well spent. Its something we could and should prioritize but its hard for me to set this precedent because once we do that that is exactly what were doing is setting a precedent. As soon as we approve the court as soon as we approve the [inaudible] to go i had somebody from comcast right away approach me about something and you know it was like pandora box that was opened so that is really my concern about this because of course we need the donation. Of course we need the devices. Of course its a hard decision for me when i say no were going to deny 3,000 laptops and professional development et cetera that goes along with it but at the end of the day we cant set that precedent and not allow not just verizon but other corporations to be predatory in the practices so my hope is there is latd tude for Something Else and i am in favor to purchase our own protectors for the devices but as it stands right now i am not comfortable in moving forward on this one. Student delegate eng. Talking about this brought to mind something that happened at my middle school and presidio middle school. I remember eighth grader it is getting ipads. But i dont remember them having branding. Was that some type of program that was sponsored by sfusd or some other outside organization donating them if you could answer that . That was through our partnership with sales force which was actually foundational for us to be able to move in terms of going one to one at schools because we had a Strong Foundation in place with a number of middle schools so apple device comes with branding on it, but there was probably additional cases. The cases itself didnt have branding or logo on it. [inaudible] sorry. Thank you. Can you clarify a question would only middle school get this and only the three named [inaudible] hoover and roosevelt middle schools are getting it or theyre only middle schools testing it and after if the students will get the devices are they keeping them or just for school will they have to bring them back and since it is verizon devices its only the device or the information of the student like be owned by verizon . Thank you for your questions. So the program does focus on middle schools so middle schools across the country are eligible to apply. This is the third year of the program. Districts though do have the opportunity to apply as part of another cohort of schools so we potentially could apply for more schools to participate this upcoming year so its an annual process. In terms of information is owned by students and so it is not owned by verizon. We have agreements in place with the software and applications that we use to ensure the confidentiality of our student data and i think you asked one other question that i am not recalling [inaudible] do they get to keep the devices . Devices belong to the district. The student gets to keep the device for the duration at the school. Theyre able to take the device outside of school though so it bridges the gap between access at home or outside of school and thats the idea of being able to open up the classroom beyond the school day for students and be able to access learning in other places as well. That isnt always accessible. This is a follow up question. I dont know if you can answer it here or one that sfusd will implement but for students that damage the item what are the consequences and have to pay and most are low income and what happens if something what happens to this . Great question so that is part of the preparation around responsible use thats taking place up front for students. The program builds in some buffers for replacement some damage happen and theyre under warranty, but you know similar to other property if theres negligence that will be handled in accordance with school and district policies so if theres excuse me, so if there is you know any instance like that that its handled within district policies around replacement of devices but were having those conversations with schools as well and given the cost of the device and recognizing the economic challenges of our families not looking at full replacement costs so were building in additional measures to be able to provide replacement devices for students. Commissioner murase. I was just going to follow up on what you said so i am wondering i didnt hear if its damaged by students i have broken my ipad, so i just want to hear students are not responsible to pay for the damages or would they . I didnt hear that, so thank you. So that is were currently in discussion about that right now. We are exploring the possibility of similar to a textbook so as district property if there is a fee if a book is not returned or damaged but recognizing and looking at the components of this program and our desire for it to be successful were putting other measures in place buffered and devices and working with students and responsibility and warranty if something breaks on them to be able to repair them. So chief dodd the answer is no students will not be charged. Is that correct . I cant say that with a definitive answer now because were still talking about what that process will be but were right now thinking and looking at it nerm terms how we handle other property and a it could be a theft. Commissioner murase. First i want thank staff. This is an Important Initiative and i think staff anticipated the questions about this and worked with verizon to reduce the footprint of the logo. I am sure they wanted it much more prominent. I have less objections about the banner. I think we have partnered with other private companies forship scholarships and acknowledged them in the barner. And covers in the bags i am on the fence about but where i have an objection is conveyed earlier about the labor partner about verizons professional developing asking our teachers to become sales people for verizon. I think that is not acceptable and in your conversations with verizon i hope you will emphasize that we do not want to have any of the content of the professional development to be ascribed to a corporate sponsor and not that is acceptable and finally i worry about granting exceptions, waivers and i would prefer that this issue be taken up in rules committee and then by the full board so we a well thought out policy because i can see how you know sort of opening the door in one instance can lead to others expecting the same kind of treatment, and i would like us to have the opportunity to fully discuss the implications of this decision so i am not prepared to take a vote on this at this time but i hope it will come back with i would like to know what the trade offs are if we dont agree for example the covers and bag piece of the proposal. Superintendent leigh. Yes thank you. President haney so based on this discussion i think it might be helpful for us to press a little bit on the specific content and our next steps so chief dodd if you could just speak to whether or not which elements of the requested action could be in your view expulsio pulled back and important for the initiative to continue and perhaps that could form a modification to the requested action. Sure. Thank you. So in terms of items that we could look at pulling back on i would say with respect to the tote bags. Thats sort of nice to have but not core to the program. In terms of the cases, yes, there would be a cost to the district. I do have concerns from a timing perspective. We are getting ready to roll out devices to students starting at the end of the month. Its a two week process given the number of students and the way the schools strukts uferred roll out date so it doesnt happen at oneself and we have to go back and see what is possible as well as alternatives account we use the same cases. But cover the logo in some way so that i think there is more Work Research that needs to happen there. In terms of the signage for it is event and the banner i know that is a priority for the program and thats really for the launch date. I mean we will have some activities for students, some stem related activities that we talked about and in their signage on the tables and bottom cornerrer it does say the verizon innovative learning, the logo that is on the cases, so that would be that would definitely be more challenging and based on my interactions and conversations could jeopardize the ability to launch when we scheduled to launch. So it sounds like we have more things to figure out. You know i agree with the selt sentiments by the board. There is a reason why they really want the logo on there why theyre fighting for it and i think thats the exact reason we have this policy so i share those other than cans. I also wanted shared the concerns. Maybe the point around the concern about some other aspects in which verizon may be driving the conversation how the pd looks and just making sure that we have a good handle on that. I am sort of surprised to hear that and makes bring up more questions how much is driven by them and how much control they have versus we have . You know i wonder if that how that strikes you that the concern brought up that there may be other ways in which verizon influences the way the pd comes down or that thing and that was a concern shared by the board and also another question i had i know you mentioned im not sure if i heard this correctly but some of the costs associated with this are coming from other sources so when you say 3 million over two years thats the Partnership Includes that. Thats not all in investment from some of that money is coming from us, correct . Or some aspects of this we are actually putting up so i wonder if you could break down more what our investment is as a district and where that money is coming from and maybe you said that and i missed it. Sure. So in terms of verizons role in the professional learning i was completely agree in terms of comments or that is shared at pd events or any of the meetings so that will most definitely be addressed. But the professional development and the planning thats coming from us so we have a dedicated project manager that is a staff manager of sfusd. We have on site Instructional Technology coaches who are sfusd employees. We work with a Digital Learning professional manager to help us in terms of framing the core components. Theres kind of a scope and sequence to successful roll outs in terms of planning and that initial focus on digital citizenship and curriculum design so shes up helping with that. Again shes with digital promise but those facilitating the professional development and schools its us and curriculum and instruction and our student Family Engagement office as well as our own Staff Members and in school leads. Our principals are very much involved and were in a weekly planning meeting with them. Our lead office and the superintendents are integral to this work. The 3 million that is coming from the program youre right we have investments as well so were subsidizing the cost of the Instructional Technology coach. The Program Provides 25,000 for that annual salary. The Technology Department out of our budget as well as from schools are covering the rest of that cost as well and so there are other costs that weve had put in place around insuring the web and consent filtering and while the devices leave campus with Internet Access its filtered by sfusd so there isnt appropriate to in access to inappropriate content and i dont have the amount but a sizable amount from the district and again on the point of the Story Tellers theyre our educators and students who are developing the stories coming out of the schools. Great thank you and just one thing i to say and let the commissioners know what the conversation that weve had and i think we want to move on, but another quick thing i want to point out i know apple has become really ubiquitous is in our lives and ipad and we use it and say it lot and in the presentation and all over the place so as we think about the different ways in which our brands are being communicated i would also say we want to include apple in that. So where we are on this commissioners all have expressed concern about the exception and the seak of the case of verizon being placed as a brand on the case that is provided to all of the students who participate and were going to look at other options to address this and explore whether theres a way we can do this without having the brand displayed in that way, so that was i think the consensus that was communicated from all the Board Members so we would be at a place now were not prepared to grant this exemption and we will have to bring it back and i think for chief dodd if you feel like you have a sense of where the board is or some of the concerns that were brought up and can take it from here and bring it back to us and does that give you enough to work with in terms where we are and some of the questions and concerns . Superintendent leigh and commissioner fewer. So please correct me if i am wrong melissa but i believe that the issue of the visibility on the cases and bags we could overcome in terms of our agreement to participate in the initiative, yes or no . I would say yes to the tote bags. The cases are i would say its in the middle ground. You know as i am clearly hearing the perspectives of the board and i understand where youre coming from and i appreciate the comments with respect to what were collectively looking to accomplish in terms of access to Digital Learning tools and opportunities for our students but we have work to do in terms what other options might be. A concern of mine is in terms of delaying of the deployment and what impact that will have on it so between now and when we have been working with the schools on roll out were up against we do have time constraints there so in my head i am thinking about all the creative options that might be available to us but we need to go back to digital promise and verizon with respect to the cases. So all that said with respect to the timing and the content of action tonight again correct me if i am wrong chief dodd but it seems like the most appropriate action for us to withdraw that element of what were asking the board to approve based on the discussion, and we do believe or understand that with the plans set for a roll out and event that there are more stringent requirements is our understanding that there are some displays that are shown at that event so that would be a one time occasion so frankly as staff we feel a lower level of concern about that then about the actual materials, so we have we do think we need to provide that component to participate in the initiative and so i dont know whether in the view of the commissioners whether that should be take the form of a modification to this requested action or whether an action is not needed if its specifically related to the banners, and i just want to point out too as has been said before this is not the only time for better or worse there have been other events that have on which displays have been visible so this all speaks i think to the importance of having this clarification in general on this topic and were faced with an opportunity as i said right now we need to sort through, but i think this whole discussion speaks to the importance of us clarifying where the board would like the district to be and the pros and cons in the broader context. Thank you. Commissioner fewer and then commissioner wynn. So i wanted to tell the commissioners for the first part of the discussion that commissioner Mendoza Mcdonnell asked a question if we take the product and buy the cases and its the cost is 68,000 to the district so i wanted you know that is the cost of replacing the cases and i think we had a general sort of feeling amongst the board in the discussion and correct me if i am paraphrasing incorrectly that we had serious concerns about the branding that was on the cases that of the event and also the tote bags. So chief dodd i think it would be really hard for us right now to vote on it and approve without seeing the signage and what youre talking about. I would say because i see a picture of the case but i dont see a picture of the signage and the tote bags either so its hard to imagine how big [inaudible] [off mic] hard to get the signage but i dont know if it matters but i did bring the bag. Then i am wondering so when you go back to verizon i just have to say im shocked evening at this theyre giving us 20,000 a year for local story teller and 25,000 a year and we would have to supplement with our own money to have this person because there is no one for 20,000 or 25,000 for a full time Instructional Technology learning coach. I mean that is probably a position that is 100,000 and i just think when i am looking i am looking at my rise bill and really i probably paid them over 25,000 for my cell phone and children, and i just i guess i just want to say that chief dodd i hope you will go back and get a good deal for us and i cant emphasize enough how important it is that we own our own curriculum. We have had partnerships with pearson which is a Publishing Company and that sat uneasy with me also but i think we when we have an opportunity to create a curriculum for our students from the ground up which were doing now then i think its important that we own it. Its important that it reflects our values as a district and the students and families that were serving and its actually the trust of the families. They trust us to do that and i think that so what youre hearing tonight isnt a reflection on any staff member. Its just a reflection on actually our promise to students and families and i think that when i hear these comments also about verizon saying its a verizon whatever thing i do have issues with ti think that we have to be extra cautious. We just have to look at with a fine tooth comb. Our standard is very high here but actually our students are fabulous and i think our students are so wonderful that we should have a really High Standard of this so i think personally i just want to say i know were sending you back to them and it is a hard message to give to them when this is so much money and so much product but i would have to say even at this point if they were to say im sorry like you got to do this or were not going to give it to you i would have to walk away from it. I think i feel that strongly about it i think you might see other members that feel that strongly about it too but thank you for bringing it to us so we have this valuable and healthy discussion around it, and i think its opened our eyes where the line is drawn so if they would like to give a sample of the signage what theyre proposing it would be easier for us to come to a conclusion on it but i think you heard very clearly tonight some of the concerns that the majority of the board has. Sorry to i had to duck out for a bit and i have heard a little from everybody but from commissioner murase raised and i appreciate that so i share some of the concerns. I am a little i appreciated what commissioner haney said how you know apple is a product too and actually were using someone elses money and the logo is embedded in the product and if we buy our own cases for these i pasd they too will have some Companies Name that manufactures it somewhere on the product and its not that i am not concerned. I am concerned about this. I appreciate its relatively modelingest and the name of the program is on there but i am concerned about somebody telling teaches to identify these as verizon ipads, verizon supplied. I dont want us to tell any staff person that its part of their job to promote a commercial enterprise even if they are making a significant donation to the School District. In fact it makes me think one of the things to put on the list to discuss what is appropriate with interactions with private donors so i appreciate our willing to, and i i didnt know about know the bags until this evening so i myself carry around tote bags from conferences with peoples logos on them although im not a child in a Public School being told that this is i mean nobody is influencing me what to bee giving me a bag and thats the difference and the use of commercial and promotion of these products in a Public School. Were an Education Institution and the messages that we give to our students as part of their Educational Program have what we hope is their most respected institution that influences their lives and so i share those concerns. I am glad were postponing action on this because i think we have work to do but mostly the work is general about how were going to interact with our partners who are donors to our School District but who are also commercial companies. We have to not been in a position to have gotten a significant donations from Companies Like this in the past so we havent yet learned how to do those things. I will say even though i dont see the signage i am less concerned about it for an event than the ongoing interaction of the companys products and its branding messages for our students and families on a regular basis. I think that you know weve had other events where we recognize private donors and i think were all able ton the difference between an event and sort of ongoing promotion which i have more concern about so i appreciate that we have a little more time to consider this. Thank you. Commissioner northon. I will not take up the boards time with my comments on this. I want to apologize to everybody i was not here but i actually really want to commend all of you for obviously having a thoughtful discussion about this. I agree completely where we ended up and thank you for willing to defend a principle and important one although its hard. It feels easier to say we should do this because you know this would have a benefit to our students so i appreciate the board and i am sorry ms. Dodd if this puts you in a difficult position but i have faith in you that you will get a good deal and thank you. We appreciate you. Thank you. Well thank you for your work. Oh okay. Yes we appreciate you as well superintendent leigh. Yes and likewise so i hate to belabor labor the issue but we feel a need to clarify about the next steps. Because we were hoping certainly to move forward with the roll out and as weve talked about we are cautiously opted optimistic that the issue about the materials can be resolved but if were going to have this event and start distributing the devices, cases without logos that we do need to proceed or be prepared to proceed with some limited signage on the day of the event itself, and so i would ask i dont know to whom its a question to you president haney or the board as a whole. I propose two options and one that you take the view those circumstances does not require a waiver of the board policy 1325 or that we modify the requested action to only refer to the day of signage and that would be our recommendation as staff for us to proceed with that exception in that case. So i see two people that want to ask a question but general counsel could we take that position and basically saying that we dont believe that this requires the policy to be waived or is that i mean obviously this was brought to us because some element of this whether it was both of those two things or just the case required waiving the policy. How exactly would you so this is the boards policy and nobody can interpret it better than the board so if the majority of the board is giving direction that you do not require a waive erfor temporary signage than staff will take that action. So youre saying were not break the law. Thats what i am saying. We are the law, judge and jury. Okay. Commissioner men dozal mcdonnell and then commissioner murase. Thank you. I heard this idea also if the log oi piece isnt going to affect the grant then we do want to think about you know about providing our own cases and it sounded like we would be able to find the funding to do that and many of us will help you to identify that funding to make that happen in which case it seemed like the event piece is like any other event which is you know were posting something and thats what the program is called and we do it and then the sign comes down is what i would like which is very comfortable to me and its not like anything that we do differently in terms of other, vents. Its the day to day constant seeing and the approach to teachers how they should be what they should be calling is the biggest concerns from all of us but if you could confirm its not going to be impacting the grant and the district would like to we want to be consistent with our device covers which i think is fair to say particularly because all three of the schools participate in the mayors middle grades leadership so they already have devices so what would distinguish one device from either . We want to keep to consistent and reasons that are fair in addition how we feel about the exposure that the kids are getting but i would like to move forward without dealing with logos if thats comfortable for the rest of the team. Commissioner murase. Thank you. I would like to reinforce that position just stated from from jill wynns. I wouldnt like to consider this waiver because i think we to have the Company Discussion with this before we grant waivers so i dont see a problem with event teasm rear banner and hope that my colleagues feel the same way. As our vips and cpac folks come up to the dais before you this evening they are bringing recommendations for new appointments and reappointments to some cases to the child referred as the cpac but before we get into those names of those individuals i thought it would be we thought it would be an opportune time to recognize the fact that theres actually been changes in leadership in a couple of our key partners in this work, both the office of early care and education and first five San Francisco have recently had changes in their leadership and thought this might be kind of a good moment to recognize our partners that many members of the board are familiar with this but for the benefit of the broader public wanted take the moment since were on the topic of Early Education so if you could recognize thank you for being here this evening. September jerad and the director of the office of early office of early care and education. She reserved as director paused as well as director of policy and planning for the San Francisco department of children youth and families. The office of early care and education is a key stakeholder. I wanted okay with the board afford to make a statement of introduction. Thank you president haney commissioners, superintendent leigh. Thats kind of fun to say. I know the citys children are all our children, it is office. I wanted speak about the charge and its about partnership and working with you. The citys children is all of our children and to do three things and align the resources and money. The money alone doesnt matter but makes a difference when talking about quality education and support the work force. Its the educators and the caregivers and the support of they have, the training the professional development that matters. The third is build a system that is coherent easy that puts the kids and families at center and holds ourselves accountable for what we do. The office is new. We have yet to fulfill our whole charge whether its the depth of partnership and accountability or the way we work especially with all learning settings and parents and caregivers as well as child care homes and the center so when children come to school formally whether prek, tk or kindergarten they have the support and skills to be successful so we have a big mission and a lot of growth to do and appetite for deepening partnerships and accountability with all of you and partners here. Its an interesting charge. I was a member of cpac in the past like many of us were. The child Care Planning and Advisory Council my colleagues will talk about how the theyre housed in our office and alignment and appointing half of the council is a huge value to us and remind you of the responsibility and holding with us and with that i will give it back to us. And effective july 1 ingrid assumed the position of executive director at first five San Francisco transitioning from the previous position in the department. She also has a recognized long standing career overseeing social service supports working in the areas of early ed and Health Support and for latino families and Mission District and prior to first five and leading the Pioneering Initiative for San Francisco county and thank you for being here this evening. [speaking spanish] and i say that literally. [laughter] well, i am a proud alumni of sfusd so this for me is very familiar, and you know coming to this work is really something very personal. One, because im a san franciscan. Two, pass alumni. Three, because now i have my Third GenerationFamily Member being my granddaughter at San Francisco unified so i have a lot of skin in the game in terms of Early Education experiences for all children but really looking at it in a very personal way, and so at first five we focus on birth to five. Its very much in alignment with the School District. Its in alignment with everyone else who is at this table and our partnerships have really have developed a really long standing way of not only looking at how children enter kindergarten but its our role and our responsibility so when they approve in kindergarten theyre ready so with the partnership in district since 2007 we have been able to do the kinder Readiness Assessment and we have great data to share and the data that we use to support professional development to support quality in Early Education to support access to quality Early Education and hopefully at one point and time during the school year you may invite us to come back as first five to provide you that full range of data which is actually very, very interesting. But it is a pleasure to be able to be here even at this late hour so thank you very much. I am glad youre here and i see a lot of familiar faces. Thats it. Thank you both. We will continue working in partnership. We were reviewing readiness data this afternoon together so we will continue to work closely aligned ways with that. I do want to turn it over to our cpac coordinator who is here as well as our cpac chair and our very own executive director for early ed as well so thank you sandy and tony for being here tonight. Good evening commissioners, president haney, and superintendent leigh. Im the new cpac coordinator started in july so there is new leadership in the field but none of us new to the work itself. I spent 16 years working in children and Youth Development in a variety of organizations so i am honored to have this position and bring that provider hat to the table and to the conversation. Thank you for having us tonight. Its exciting to have everyone up here and the recurring theme we appreciate you and partnerships i think are the two words i heard a lot and that rings true to me. I think you know our partnerships with sfusd with all of the Key Stakeholders in the community is critical especially right now and as were gaining momentum and really having some great data tok look at. This is the start of the five year cycle for the needs assessment. Every council does this and this is another push. I am sure you have seen the 2012 data and critical to seeing where we are at now and where were going and all children have access to quality care and Early Education and i am turn it over to the chair of cpac and give background on the work that we do and the people presented to you for appointment this evening. Good evening. I am pleased to be here and thank you. So i am i executive director of Childrens Council child resource Referral Organization in San Francisco. I am also the chair of cpac. So i have the role of covering the formal requests that we have so california educational code section mandatings each county appoint a local child Care Planning council for responsibility for doing assessments and local priorities and developing policies and strategies that address the need and cpac is can frans child Care Planning and Advisory Council. By ordinance and bylaws we have 25 members half appointed by the board of education and half by the board of supervisors and one joint point. Point appointment we have five appointments in each of the categories leaded. Members serve up to three year terms. Today were requesting for appointment or reappointment of all individuals and include all groups that i just went over. The appointmentees have diverse backgrounds and range of professional and personal importance that will allow cpac to fulfill its mission. The slate of nominees was developed with an open call for nominations and careful review of our executive committee and the sfusd chief of Early Education. So with are bringing forward 12 names so there are eight new appointments. They are Vanessa Harlin parent consumer, sara kickskilday executive director of the San FranciscoChild Care Providers Association who would be is being pointed as a discretionary member. Winnie kong a parent and a Family Child Care provider but occupying a consumer seat. Lisa lee is a Public Agency representative. Laura moye Deputy Director i think the Child Department youth and families and another representative and joint appointment with the board of supervisors. Sheila norman from city college in a discretionary seat. Sonia valenzuela for support for families with disabilities is a Community Representative and Ashley Williams from San Francisco state would be a Community Representative. Those read eight new appointments. There are four refoiments. Jane evans a nurse from the department of Public Health. She would be a Public Agency arrangement. Sharon howell from Community Care licensing would be a Public Agency representative. Elaine merriweather from united educators a Community Representative and Monica Walters executive director of Children Services is a provider representative so we ask you to approve those appointments and also want to say thank you. We value our partnership with sfusd and thank you for consideration of these appointments. Appointment and i turn it over to you. And going to be pointed but shes appointed by the board of supervisors. So nurjy is appointed in this process and by the board of supervisors. Yes, and we have this very although in the distant past and i didnt know that responsibility had been designated to a staff person so we were surprised when we got lists of those appointed. What do you mean appointed and we were involved in the discussions and took us a few years to sort it out and what say good way for us to more specifically embrace our responsibility and actually participate more in this appointment process and i am very pleased that were actually doing that we actually look at bios that we scrutinize the people that we appoint that we make sure we take your recommendations but we have been able to express our opinion who we wanted representative and how we want to be represented and i think this is a good example of our deepening and make highly functioning the Partnership Arrangements we have with the city and county whether by choice or law and i am very pleased to see this and this is far Better Process than anything we had in the past so i thank you all for that thank you very much and of course i am supportive of this. Commissioner. Thank you. I just want to this looks like such a great team and i am excited to not only work on this side and the city side as well so were really excited this continues to happen. I worked closely with carla around making sure we are a lot more engaged. For many years just getting as commissioner wynn stated a list and didnt know who they were and never met with our folks. We never knew how we wanted to be represented. I am glad that we are participating in this very differently and that you know weve had many conversations around who we should be thinking about, what are the whats the balance in both diversity and knowledge and skill set and the one thing i would ask and i dont know if this is something you can start making start happen but with our appointments having an opportunity to meet with them or have them report back to us or do something that continues to keep us engaged. We dont want just to be engaged at the point piece. We do points to either of appointments to councils and commissions and they represented us well but theyre giving feektd on feedback on things coming up so i would like to understand what the cpac is up to and how we can participate in it and even if there are policies that could be supported by the board based on what theyre working on and i would love to see that so really glad were continuing to participate. You know i know as a School District early ed is critical and important to us and we want to continue to be partners so looking at the new list is exciting and so that would be the only missing piece for me they would love to try to solidify Going Forward and then we can continue to have really great dialogue so thank you all and our apologies for the late night. In support of the California HealthCare Research and prevention tobacco tax act of 2016 and smoke is the leading preventable death in california and nationally and 90 of smokers begin as teens and millions get hooked every year and half will die on smoking related illness and for every 10 increase in the cost of cigarettes it drops [inaudible] and rig retroactive paused through medical to treat smoking diseases and proposition 56 will reduce smoking rates and longterm Health Care Costs and will increase the tax on a pack of cigarettes from california up to 2. 87 and equivalent taxes on other Tobacco Products and two landmar ecigs and programs through grants administered by the California Department of Education Research on tobacco related diseases cancer heart and lung disease and increasing residency programs in medical schools and this act is supported by the state superintendent of public instruction. The American Cancer Society and Lung Association and the california medical and dental association and the Hospital Association and the Service EmployeesInternational Union and that the district supports proposition 56. This act of 2016 and urges californians to vote yes in the lives of students. We have one speaker who has been waiting patiently. Good evening. Thank you so much for taking this resolution president haney and good evening to the commissioners and superintendent. I am a pediatrician here in San Francisco and have been for the past 19 years and i am here representing many physicians who arent here this evening at your meeting both the California Medical Association as well as the San Francisco medical society and also the American Academy of pediatrics in california to ask for support of this proposition 56 which 56 tobacco tax act and user fee on Tobacco Products including ecigarettes containing nicotine and the resolution supported by physicians as well as health care advocate, educators and others the tobacco tax is in the existing programs and research and cure for cancer and other illnesses by cancer and these products. Sadly as a physician and my colleagues witness the costly toll everyday in the hospitals and medical offices. Cancer and other diseases kill more people than Car Accidents murder alcohol and Illegal Drugs and aids combined and would raise the tobacco tax which is among the lowest in the country to dollars 87 and the heart is temperature. And saves lives by getting people to quit or never start and the only people that pay are those that smoke and as i hope we see dwindling dollars as a result of this because we are successful in creating less smokers in the state and if you dont smoke you dont pay so currently california taxpayers pay 3. 5 billion dollars annually to treat these diseases through medical. Majority of the revenue generated will go directly into medical which is under funded Public Program and providing health care to third californians and half of the children are on the program and triple funding for tobacco prevention which is why i am here before you tonight and also Research Programs and double the funding for school based tobacco prevention education in classrooms. Prop 56 will prevent a new generation of kids from taking up this deadly habit. Despite years of progress and the dangers of smoking nearly 17,000 kids get hooked on smoking each year and 1 3 will die from related illnesses. Illnesses ecigs are with various flavors and a lot of misinformation about them. Teens are price sensitive and this will help them with this. This will triple the taxes and double the school base efforts. Big tobacco pledged to fight this with everything they v they have spent 56 million on it and no special interest has spent more on measures in california since big tobacco and spent 192 in political contributions. You already heard who is supporting and all of the groups previously mentioned and seiu and blue shield and many others and the ask the school board to vote us for prop 56 and save lives and reduce peen and youth smoking. Probably relatively non controversial [laughter] well, no just to say that some of you know that as a teenager i start the smoking when i was [inaudible] [off mic] when i was i think 13 years old and i didnt quit until i was almost 30 and it is much to my chagrin and shame they shocked that i smoked that long and i hope no one starts and anything we can do to stop anyone from smoking is a good thing so i am strongly supportive. Great. All right. Well i think everything about this has been said. I think this is very much in line with the positions we have taken and the leadership weve had with the district and board on this issue and good for the kids and of course we are happy to support it. Theres nothing about drama on k al w. Nothing about sports. They dont announce the scores that happen. They dont any Reading Program that they talk b i have a librarian that i talk to everyday. I am sure she would be great on the radio and so much of the schools that could be on the station and yet dollar is nothing besides this little meeting which i am support of still having but on the station itself its complete black out. As an example passed november 11 i went to the vets parade and it moved to Fishermans Wharf and the ro tc there, the contingents of the school and the veterans and tourists was there and everybody was except the Radio Station and that is something radio can do really well but has no concern with what the students do or my colleagues and i really dont understand that policy and i wish that somebody or maybe i dont know how to frame it but maybe they could form a committee of people who are interested in changing the station so its an inclusive station for the students most of all and for the employees. I am in support of the proposition 57 the Public Safety rehabilitation act of 2016 and with the california ballot and help replace the over Costly Alliance on [inaudible] and focused on rehabilitation for youth offenders and can try someone 14 years of age without review and sentence to adult terms and people were around the age of 18 and young as 14 at the time of the crime and whereas its critical that children receive different treatment than adults in the system in a way that recognizes the real physical and physiological differences and the capacity of young person to change and mature and Research Shows placing youth in the adult system return to prison at higher rates than the juvenile system and face lifelong consequences to followlies felonies on the record and denied education and Rehabilitation Services while facing exposure to longer sentences and harsher conditions and the jails and prisons populations exploded and increasing the incarcerate rate by five times and which spends billions which takes away critical funds from education and there should be a formal hearing before a judge and full assessment of the persons circumstances and the crime and how theyre different from adults before making a decision whether they should be charged as an adult and presumption youth remain in Juvenile Court and this would say which youth sent to the adult system and judges rather than prosecutors and this offers an opportunity to end mass incarceration in california and has disproportionality effect on youth and support proposition 57 and encourages the passage in november. I know you guys think this is kind of this is my thing, right, because it is but its important to me because its really about putting forward an item and having the budget to go along with it and i think ive had many actually [inaudible] the retroactive [inaudible] have significantly gone down since we have been you know identifying they should be thinking about this stuff ahead of time or is it really necessary to submit late when we could be better prepared so i just want to say a couple of things about this in particular because its education outside and many of our schools have these programs it seems to me and if you look at the schools theyre all schools that have education outside every single year that we should be better prepared to approve them earlier and that the funding commitment for most of these sound like theyre coming from the ptas and not giving the money to the schools after the summer but making sure that is communicated to them that these need to be done ahead of time and that it has the potential of jeopardizing the approval of these dollars going to the consultant so thats the point i really wanted to make on that because it seems like a particular organization in many of our school it is that should know better, and the explanations were actually out of the five were different for three of them, so you know one was school work started and we on summer vacation. Other is funding need to be secured and deposited prior and the other one was submitted in june but the code was incorrect so we know its possible to be submitted in june before school ends and then these are all starting on august 15 and its now september. Its our third Board Meeting so i just it just doesnt seem like a good enough excuse to me to be this late. Yes thank you. So commissioner just to share a little bit of information on that which you might have noticed that some of the k resos for the late meetings looked different than others so to explain that there are some divisions that are using the automated k reso Management System, krms i am looking at mr. Steel and theyre towards well, i guess theyre interspersed but the k resolutions and we are migrate to this system but were not finished yet and mr. Steel did you want to add anything to that . Yes the system is primarily done by [inaudible] sfusd now and to school right now and piloting and we should be moving towards that as the year progresses. And i believe the Department Upon of technology is using the online system. Yes they are. Thank you and the other item was k31 so this one has exactly the reason that flips me out which is Budget Allocation not available in time and then the Data Services july is july 1 which is in the summer but the program itself seems to be supporting 350 students of Spring Valley for online s tmap and why did it have why are it starting in july when thats during the summer and is this the school wide thing or what is the deal on this . And weve started the program without having funding for it, so you know again i just dont want to get stuck with a program that we have implemented with no budget attached to it so i just thed to understand this one a little better and why did this have to start in july . Thank you commissioner mendoza as superintendent wong makes his way up for explanation on that one youre observations are rather valid. You will notice array of our soups are given there given the other sites come from different cohorts and you can see theyre doing their penance at this late hour. At least once a hour. You never know when i will pull them. At the minimum the information should be consistent. Youre correct. Many of the partners were depended on pta funds however we could have anticipated and make the resolutions appear much sooner and many of us are using the electronic Management System already. I am one of the approvers already but assistant superintendent wong can offer an explanation on the contract. Certainly and commissioners i wish i had better answers for you and for this k reso i have to say its purely oversight from the principal that i had a conversation with hernandez a her as well and something we wished she would have submitted earlier. In terms of the reason given i dont think it was a valid reason because the funding was available at that time and she could have submitted the k reso at earlier time and the map program was something that the School Community was able to provide access to the families that they can use this program in the summer. Thats the reason started on july 1 rather than the first day of school and these are the programs theyre using for the last three years and this the one year she forgot to submit it in time. Ee there was no really excuses on this part so theyre going to have to you know delay the program this year and resubmit and start the program at a later time. Okay. What you just said theyre not going to be able to do the program now but it seems to me its started. Its started and there was a problem which i mentioned to the principal that we couldnt possibly continue without approval from the board. Right, but the funding has been identified. The funding has been identified from title i. Im not asking for this to be pulled and reestablished next year. All i am saying especially if the funding is already identified. My concern is when the funding isnt identified and we commit to contracts prior to funding being identified and if youre saying she didnt submitted it on time. Correct. Then i dont want you to not do the program. Its great if you approve this but like i said its a mistake that the prince pr principal made. And the allocation i want you to reiterate to the principals lets make sure there is funding in place prior to submitting these things. Yes. Because it doesnt bode well for us either when were doing a lot of Different Things to raise money or to you know make sure that were balanced and those types of things so i want to make sure thats happening and the explanation piece i dont know if you noticed but i let a few go by because the explanation makes sense or i know that there was a tie up for whatever reason and so if the retro and for those reasons come up.
