Thank you superintendant lee item c recognized and resolutions of commendations and were going to honor and recognize our National Board certified teachers tonight superintendant lee. clapping. thank you mraupt that was a happy occasion and we have a few localities to the precedes for the next 20 minutes id like to begin by asking our executive director brent to begin the subdivisi subdivision my name is brent the chief economic officer for the couth i have the distinction of leading off the remarks about this years cohort of National Certified teachers 9 folks they represent teachers that have achieved the recertification that have been with us sometime in the last 10 years and in the first time undergone this process the second time and one for the first time this year we do every single year celebrate and commend them in public first, i want to introduce the team we have in the district that support their work so if youll please stabbed as i call your name with the department of leadership. clapping. the teacher on special assignment and supporting the National Certification and sarah another teacher on special assignment. clapping. and they then not able to join us but an important member of the team carla not here but supports our candidates so thank you. clapping. every year we celebrate a null sifted board teachers an opportunity to remind the public that it represents the highest standard in our profession folks that achieved certification go through a rigorous program that lasts one year or longer and demonstrate against the National Practice standards that have a reflection and competence so all the candidates have demonstrated those skills in some cases twice over the course of a decade that is a great distinction and lines up with strategies in our own portfolio to recruit the best educators in our school were in the process right away right now of a redesign National Process and accumulated to see certified board teachers here every year and the redesign means the candidates have the opportunity to pursue certification over one, two or 3 years so we have sort of a hitch in the process we have a limited number of folks this year next year were expected one and 25 folks to show up for the certified teachers and 200 teachers right now that are pursuing a National Certification open a 1, 2, 3 and this year well have more informed a couple of developments i think are worth pointing out so for my of the teachers in the front roe right now for recertification 10 years ago it was often a solidarity process you may have been the only person in the school thinking of this certification and been over the course here in San Francisco many more educators recognize the value of the process for the perform growth and development and what is interesting the group of educators are pursue board certification and we have over thirty schools 3 or more teachers pursuing the certification together and better than a halfdozen schools with largo than six or seven it is about culture change that a distinction in the way the process is viewed by educators and generally by the field so my warmth congratulations for going through this process and in the second time and our certification for the teachers i congratulate you as well i think any Public Comment back to the superintendent thank you. Thank you, dr. Stevens. clapping. i did want to add a few boastful comments about our National Board certified teachers and also throughout our district just a few statistics if our district 200 and 52 National Certified board teachers higher than the National Percentage of board sifrtsd teachers as doctor stevens said two hundred plus candidates more higher concentration of our teachers are achieving this really difficult and very stenchly High Standard of teaching so of our current candidates 55 percent that are serving what we call the tier 2 and 3 schools serving relatively high concentration of underserved school and students were proud of that and this is an important and vital part of our overview criteria pathway from class room teachers theyre a critical element of our pathways for the teachers they serve as mentor to Student Teachers and new teachers as well as leader at the district and throughout our district level committees so the work i mentioned a little bit how odd we are by the lovely of effort that it takes to pursue and accomplish the certification to a little bit of a favor this portfolio requires many localities so they include rigorous tests deep analysis of students work, video recording of their practice, and articulation of the teachers choice and the rational for those choices lots of ways of deepening their practice and observing the students and giving feedback not for the faint of heart we have amp teachers in the district that are accomplishing that at this point im going to turn it over to sarah for the next part of the recognition. Thank you. Superintendent sfusd has long vault the certification process both as a professional very powerful professional learning experience and also as a maker of accomplished teaching mayor ed lee and i would like to acknowledge the folks that have support this for the 10 of 33 years serving San Francisco unified teachers and students. clapping. she has never wavered from her commitment to assuring the support for all students and all teachers and in certification in particular candidates support and also the firm belief and commitment to the growth continued growth and leadership of one Certified Civil Service is not the end of the party the start of the next party and deborah has a strong commitment to that thank you very much tonight we honor 6 of the 9 that successfully renewed they have demonstrated theyre ongoing commitment as serving students and their professions through the rigorous schedule process so ill call names renewed people if you can stand when you hear your name and when all names are called come over and receive a pin i hope that mr. Walton and superintendant lee my name is johnny i have two kids in the district and my name is dennis i have two kids also in the district. The role of the oh, sorry can you hear me per dennis i have two children registered with the San Francisco Unified School District the role of the Parent Advisory Council is so represent parents voices and perspectives to to the policy discussions and discussed this provides an update on activists in the pacs recently packed members attend a ad hoc meeting to talk about the challenges by the current assignment related to special Education Services and meddled Lingual Programs they raised questions about the District Program for the intersection of the program while those questions were addressed that evening the pac would like to revisit some of them with the board at this time many of the facility issues that emerged at ad hoc mentioned concerns for the students that are underserved and impacted by the our district gap in achievement and opportunities such as africanamerican and latino children and those with i p for example, the data shows the students are limited assess to the language pathways and pac members want to know what we do to support with i p to participate in language pathways especially, since disproportionate numbers of africanamerican and latinos get i p we recognize that several challenges are identified sculpt of unintended consequences created by the assignment system and the district it contempt to interrupting the system and structure that portals the invasion found in the school, however, it is not always long time how the system shifts to approve to this point the data has demonstrated for years that africanamerican and latino students does not turn in their enrollment applications on time for the first round of school offers and yet the efforts to interrupt this trend are not obvious pac members latino what concrete actions support the strategies is the district addressing for support for the africanamerican and latinos to participate in the first rounds of enrollment applications to shift that historical pattern we know those families dont participate in the first round of the enrollment the chances of africanamerican and latino students gaining language pathways is further compromised into the high demand that is available this Ripple Effect a contributing factor to the shockingly low numbers of africanamerican students enrolled if pathway programs across the district one and 3 to be exact through kindergarten and 12 grades pac members wonder what are we are doing to specifically increase the africanamerican participation during the Immersion Language Program over the years the pac has heard in our Community Conversations that School Community struggle to bridge across the differences as students ethnicity and social economic background and Home Language specifically in schools where there is a dual educational pathways that is exhausted the segregation to be more pronounced during the pac conversations on Racial Equity we learned the community are receptive to generally have conversations about cultural differences as a moenz means to work towards unite many of the principles need tools and coaching to address School Cultural and climate issues the pac made concrete recommendations on this matter and still want to know what is the support and tools our School Leaders and Community Getting to engage dialogue and focus ton bridging across cultural differences particularly in schools where the dual emerging programs to disrupt the isolation as we begin to explore the trade offs the pac is curious about how the solution to Student Assignment challenges might inform better discussion and what are the budget implications if any for resourcing some of the efforts the pac will continue to follow the conversations only Student Assignment as it moves forward. In november the pac shared with the board of Education One of our priorities this year which to say alleviate sfusd concerns about transportation bans what we learned last year during our children and el cap stakeholders the talking pac that aware the committee met to talk about the budget and services awhile pack members were not able to attend we listened to the recording pac was glad to hear commissioner murase talk about the families from Treasure Island last year the pac shared their concerns about how the Yellow Bus Service from the id like to the Million Dollars limit their crisis for Student Assignment and furthermore, the families felt without transportation that is difficult to participate in the afterSchool Programs and extra circular activities in the words of parent we need assess when the programs close we see the impacts kids need to a participate in the School Programs but cant without transportation that is easy to disconnect when they dont participate in addition during the el cap should read cabin parent urged the staff to work with the department to address the Transportation Needs especially for students that are struggling such foster placed outside the city and students that are absent and students in multiple schools traveling in transportation as transportation get underway the pac urges them to address the Transportation Options for families on Treasure Island and the impact on schools and participate and afterSchool Programs activists consider creating pickups and drop off with the yellow bus routed to increase the ridership work, work with the increasing number of schools heard by school tripers and further expanding the muni bus lines hours and assessing the need for increased number of bus lines to meet the hours beyond the 10 identified the pac ports commissioner nortons requests for the committee as a whole and the pack building that transportation is a critical area that impacts the sfusd students and families and id like to say that pac is recruiting members for 20172018 applications with available on the website in spanish and chinese at the www. Good evening intern superintendant lee and board commissioners today they sat down with the District Representative against a true a labor of love on valentines day negotiating the terms of the next contract in these challenging times when the Public Education is under attack when many of the students feel threatened by the Trump Administration it is critical that sfusd find its way to stabilize the schools by offering a substantial raise to all the nurses and librarians to all the educators that love the work who show up to do the work in the class rooms regardless of conditions and digging into their pocket and consulting as napa and la jolla and they do it everyday the time is now to turn the situation around we learned last week the district has vacancies for the next school year that is one out of every 7 teachers that is a crisis for the children we teach and a crisis for users and time to turn it around we got off to a good start looking at the budget but our el cap the parcel tax passes it is the first step we expect did district to continue to look under every rock to go towards side stabilization of our schools and bring our creative efforts to the disabled we know were counting on you and collective goodwill of our 6200 members to apply to get the means to keep our educators in the unauthorized unit or community i want to let you know from our Facebook Page youll see what love means to them thank you. clapping. hello so my name is dan it at the im a math teacher and coach anothers Washington High School and before that a paraprofessional for 2 and a half years at maurnld i love my job advertised a lot of work i often put in 11 hour days and get paid a fraction of friends that work in the private sector when i made the decision to become a teacher he accepted that reality i get to do everyday work with young minds and a lot of problem solving skills theyll use for the rest of their lives and then go outside and teach athletics like sports manship and get to help the athletics we focus so we can work towards earn the credits and going off to college however, unfortunately San Francisco is becoming more and more expensive and i know i myself am in a position i am priced out of my situation if that happens the reality i might have to move out of city means ill have to give up coaching and loss those young men or might have to move out of city and look for the jobs in other practices and loss 7 and a half years of my life and unfortunately i know my situation is not unique so im hoping as the negotiations that San Francisco Unified School District can offer us the living wage so myself and colleagues can decade ourselves to developing the young minds and characters this great city produces at the full year. Thank you, thank you. clapping. good evening members of the board some of i know ive been a 6 grade english teacher for 6 years i love our students and family our staff our school before it was renovated and that makes it harder to rush out of the building to start the second commute i feel like im abandoning my desired as i lock my classroom door i have to move out of San Francisco in 2015 in order to afford rent and my sustainability loans i have a commute between one and a half to 3 hours per day i used to spend to those with my students my students could come to me completing applications and help are assist anything they knew ill check if about the families and students that work in the skoovpdz knew id make myself available the oldest students help their young sisters and brothers at least not there for them i dont make enough money to that move back to inform nor to been pretty much properties with the help my only choice to think about the unthinkable working towards a masters degree im afraid i can not afford to be the teacher in the San Francisco Unified School District the teacher teacher for some of the vulnerable families that the students love and as negotiations there are hundreds of memo me it is not thousand and parent in my position we really want to be here thank you. clapping. good evening, commissioners superintendent and student delegates so 27 years ago this holiday valentines day was renamed in my house hearts giving day my daughter called it is fitting for today because of our first day of negotiations so we just heard from 2 of our members two teachers who have spoken of giving from their heart and souls and from their minds because they love working with the students weve heard we might losses them because of not being able to afford being in the city thats why it is so important for the Unified School District to continue the commitment weve heard about to give our educators and our union a way they can keep them here in San Francisco the high turnover we see as a result of the affordability crisis in San Francisco the long consultants that people stay at school will not help to support the students and not enable our educators to give the students from their hearts as we want to every month we can to the school board so you can see the faces and hear the voices of people that do the work well talk about the importance the or especially in the perilous times of making our schools stable, save and supportive for the immigrant families, for so many of the students that frankly have been tearing down for being who they are as mr. Walton mentioned we have a gyn campaign go to the united educators of San Francisco youll see People Holding up signs to show what love means to them and their students thank you. clapping. calling names . Good evening my name is margaret ive been a teacher in Elementary School for 2 two years and 15 of those years have been at grattan Elementary School im here tonight with the unique perspective as not only a colleague of phil but of his wife and i find it fitting im here on valentines day to speak about the love of my life im here to representing my School Community, my students, the teachers and the parent who continue to urge you to let phil come back to grattan clapping. ive been married for over 20 years to mr. Phil we were married and grattan Elementary School and i was also the person to encourage him 17 years ago to take that job at grattan. clapping. my husband is so wellfitted for what he does not only because of his spirit and his i think 58ness he was a child with severe learning district and coming to grattan he helped to spark interest in learning in so many of the students out liars before not only a bee keep program after school. Thank you very much. clapping. good evening mr. Phillip im sorry. Im samantha im here on behalf of grattan and mr. Phillip is a role model at grattan Elementary School and all the things weve said made a great impact over and over how the kids at drop off he meets and what famous what day that impact is something that as soon as they get out of the car to how to blow our nosey creates active minds and hostage prejudicial and walk on the moon and computer computer computer thats what they third grader learns about from mr. Phillip were so far behind in the technology and now grattan if have a computer teacher this fall was touch for my family i was sick he was the main reason my kid had had a smile she left my house with a heavy heart and by the time she got out of car mr. Phillip got her smiling gradually is a lower school this is inferior i cannot me we deserve a Public Education. clapping. were with excellent teachers like mr. Phillip and the rest of faculty we pay our taxes and raise the money you cant provide for us we dont pay 20 to 30,000 that my friend was as definition of privilege 40 in San Francisco i stand here with a heavy heart knowing that you may not do this as a protocol im asking you to bring mr. Phillip back to grattan. clapping. good evening and thank you. Im david im the father of a first grader at grattan Elementary School i would to talk transparency those are things are that are lacking from the were hopefully to see from the Unified School District this is what we know we know that mr. Phillip was suspended he disappeared from the School Without warning and rinse stated well make the assumption any investigation he possessed no risk to the school are anyone there and the third thing we know that was noticed a month later to transfer him out of grattan to another school it was a treat he wouldnt be going to another school and this is from secondhand information and people find out what is going on but the one thing we really dont know is why hes been transpired no treat with support of teachers and he if release he had strong support before he side now and a strong support from grattan ive described the real reason we dont know you havent told us this lacks transparency and honesty is Housing Stock our attaches they dont know when sdroir disappear be honest and not give us performa to our emails and presentation and we are parents and teachers and taxpayers and voters and we desire communication that is difficult for us to give us the benefit of the dough and the benefit of our children were left to make our own summaries why this is happened we would like to have communication from honesty and have mr. Phillip back in our school thank you very much. clapping. good evening everyone im in third grade and like to talk about mr. If at any point today i dont think that mr. Phillip should go away at grattan i also think he shouldnt go away if he likes the school then shouldnt go away from this is what i wanted to talk about but i didnt do it for mr. Good evening my name is a alison im here to represent the families of the Tenderloin Community school we have learned recently the district is considering a significant increase in our class size next school year and ask you to reconsider in just a matter of a couple of days we found out on thursday and as a matter of a few days we managed to gather selfrighteous from over one and 25 parents and letters from parents and teachers and Community Members to retain the current cap on smaller class size our tap on smaller class size allows the sfusd teachers to give attention to the english learned that speak a range of one dozen languages but students having trauma from immigration and poverty and homeless and parental incarceration one notes a smaller class size is a improved teacher students relationship and a calmer quieter and more supportive social environment that students experiencing trauma and another teacher says that has Better Health for herself she wrote that is vital this preventing burn out we ask you approve the smaller class size at the tenderloin as the number theyve been for the last few years thank you. Item l discuss of other educational issues, there is none tonight. Item m the consent calendar remove for the second reading and action, there is none tonight. Tonight item n voted on the consent calendar moved and seconded by the but first two items that were severed and one removed by commissioner Vice President mendosamcdonnell. So make that 3 items so well start with commissioner Vice President mendosamcdonnell item. Roll call vote on discussions calendar and ms. Eng ms. Zaragoza mr. Cook means ms. Mendozamcdonnell dr. Murase ms. Norton mr. Sanchez and multiple 7 is. Thank you well take commissioner Vice President mendosamcdonnell item first. Thank you mr. Walton i pulled item this is a retroactive resolution the comment for the reason why this was late because because it says as of december 2016 cb e and an orientation didnt need recertificate for a professional agreement for the i p plan but the fund it is going to listened im not clear on the there are not if their inspired why are we paying them i need an explanation please chief is out of district but barbara can explain predict. The reason that came up so it was there is status transition they did not to be an mp a we had agreements with family made with those services that supplied so in order to actually go forward with our promises we had to convert them to a professional Service Agreement we wrote it as a retrofit were in a condition we had those comments not a retroactive but to contract. So the limited ballot is still a provider that we recognize and there are going to continue to do do service theyre just switching their status im sure clear what what is different from they were before to who they are now. Theyve not changed ultimately but how they stand with the department of ed not a Nonpublic Agency that is a different contract. So theyre providing the same service not as a theyre not an mta. That would be helpful maybe a little bit more clear next time it looks like theyre no longer a eligible serve provider. So hopefully it will not come up again. Just to fairness to staff until we have the agreement we didnt release theyre a certificate but swifrpd over to the psa status on the contract. Thank you ms. Eng and ms. Zaragoza mr. Cook mr. Haney ms. Mendozamcdonnell crumbing ms. Norton mr. Sanchez mr. Walton 7 is. Thank you and now items one 72 b3 and one 72 b4 on page 60 and 71 mr. Goldman that looks like good evening commissioners earlier we were talking about the one hundred and 28 appeals we were spent last year and now in the future what is on the agenda two items tonight one is for the board of education to authors the 2016 prop a facility bond and the district to issue the first series of bonds madam clerk, any announcements . Of one and 80 million of the 744 million 200 and 50 million total issuance and second resolution before you is to authorize a refinancing of bonds from previous issuance the sole purpose to pay off the bonds faster and take advantage of good Interest Rates and save the taxpayers money so with with that, i can read the resolution if you like it is rather or the action that is a rather lengthy resolution but items 2 c page 60 is the resolution authorizing the issuance and sale of bonds from the San Francisco Unified School District in an in the amount not to exceed one and 80 million by public or negotiated sale pro subscribing the sale bonds and authorizes the delivery of an official notice of sale there is a couple other sentence i dont think theyre necessary the second resolution which is on page 71 oh, we can do them one at a time or vote whatever you like okay. The Education Code requires that financing resolutions are approved by a roll call vote. Yes. Im assuming that. Well vote on 14 b first. Roll call vote. Ms. Eng ms. Zaragoza. Mr. Cook mr. Haney ms. Thank you commissioner Vice President mendosamcdonnell report if Ad Hoc Committee on Student Assignments dr. Murase. The Ad Hoc Committee committee met on january 31st we had informational item on special education and multiple Lingual Programs and so staff gave a power point presentation on middle school feeders multi lingual pathways one of the first that those tops were brought together at the same time one of the real shocking things we learned at the meeting out of 5 hundred students that receive fees for bio literacy like 4 years of language one was africanamerican and that really hit me personal like a ton of bricks we have a system that is systematically excludes africanamerican kids from assessing Foreign Languages we have leave work to do in terms of how to create better access to the programs by introducing more introductory language programs that was a robust discussion about special education assessing our language programs as well so im hoping we can continue that very violent discussion thank you. Thank you commissioner murase report if budget and Business Services commissioner norton and they met on february 1st, we heard commissioner murase and commissioner wynns resolution about the green memorial we passed forward to you with a positive recommendation were going to hear for more and more about has a negligible impact of implementation we heard the chapter the Committee Gave that a positive recommendations and heard an interesting presentation on the Transportation Department and you heard some things in the past report that were highlighted from that report i think that the biggest sort of how the transportation has ballooned in costs over the past years and big reason in transporting students to nonPublic Schools fewer located within San Francisco so thats definitely something that weve been watching and continue to be of concern and i did suggest that we have a cow at some thats right looking at the transportation policy and i know when youre looking to hire hire a transportation planner that would be helpful and he actually think that may, in fact, have happened half fund by mta is that in the works i think maybe anyway i support that i think the committee supported that and heard a great presentation from the colleague on the governors budget that was released shows revenues are slowing we need to be aware of that that will effect our budget in house here and the staff with is really starting to doing scenario planning i thought the presentation was great i recommend i think yall got a copy i recommend you look at that that owls where we may need to make trade offs to understand what the trade offs are i believe thats it the next meeting the Budget Committee on march first on 6 00 p. M. Commissioner norton. Commissioner sanchez report from rules and policies and legislation.
