Whats the key for dpw to do the street repair and also the trimming of the canopy of the one or two of the trees. The canopies dont require the pruning at this time the property is setback from the sidewalk by 89 or so feet has a lot more room than the neighboring buildings we have the room of 14 feet of clearance required of the sidewalks for pedestrians regarding the sidewalk repair we have no funding right now that to repair the sidewalk until july 1st, the taller than the time for the tree one were looking at the next year or two to make repairs to that sidewalk. Still the sewer is the Property Owner responsibility but again not waiting to take away for informational purposes but could any Property Owner who is damaged by a city owned tree will they end up sue thing the. Currently we receive the sewer damage by a Property Owner up until a few years ago we are that accepting and acknowledging those claims and helping to reimburse those Property Owners to make repairs during the study for the urban forestry plan last year there was a lot of research by a con how other cities manage the sewer we were the only city reimbursing people for sewer the trees will damage the sewer line with a with a fault of crack then the tree will exudate that for sure and make that much worse we have a 60 are 80 years old terracotta they crack lake having a crack in the roof it starts with a kind of breach or fault with the sewer line so the last four or five years weve been denying claims for tree root sewer damage based on those statistics with that framework people can submit a claim and it will be denied unless physically damaging the sewer line but the damage is in the fine roots theyre getting to that and causing that. How quickly to find someone to cut it down once we not use the full length. Maybe a few weeks for quotes from contractors and schedule in another missouri and a half and so remove the tree and this is a stumble issue some contractors do both and others come back a week or to later and paving over this is straightforward just get a concrete contractor to pave once you get a permit it is appealable. Good evening my name is bill webb stony live with my wife at 1714 castro were here as the appellants in the case of building a deck next door our primary concerns are 3 fold the intrusiveness of this proposed deck will create you such as our the height existing to the property will be extended a loss of view as a result there is a innovation and will look into our property we are seriously concerns about the increase of potential for noise effecting our residences and we have a concern about any potential artificial lighting both of the breach of ours and the rontsz have made a number of claims but the argument the question is are the arguments of the respondents accurate and honest and fair as per their legal construction in violation of the Building Code which they abated but only after they were cited by and supervisory inspector for noncompliance that is teller resist it illustrates a seriously partner the misconduct in obtaining permits and not obtaining any permits and finally the question whether the permit were honestly and fairly obtained or did the responsibility get them by subterfuge unfortunately, the appellant the demonstrateable proof it shown in in their response to the appeal sorry in 2011 there was a process where they showed us documents and blueprints about building they remodeled this was primarily as we were told to provide a bedroom for their young daughter no time mentioned anything about a deck if we had of gotten known we say no objection to theyre building a bedroom for their daughter but at claim that they didnt know they were going to build a deck is not right it has to be none builds a flat deck on the back of a how did without the tension intention of doing something in the future. Thank you for your time tonight myself i my wife and i have moved into our home 12 years ago since then we stated committed to San Francisco our children attend Saint Gabriel weve become an integral part of community for several years on top of working of time and have bill the appellant over for diner on separate occasion when we moved into our small house wisp finally able to afford it we shared our plans with the folks the remodel followed the permitting requirements beyond the scope didnt include a roof deck we made the back of the house flat out of consideration for the neighborhoods to the north we live on a hill that slopes towards the north and the south is hard to come by have a huge tree on the appellants property that is in some of the pictures not the small lemon tree but blocks the sunlight, however, when it nora and i surveyed the project we realized the roof deck is whittier for a number of reasons the internal space will be modest and not allow for much Natural Light because of the orientation of the prompt second our backyard is small and didnt get much sunlight from the nature of the hill and exhibit a is our yard i i did not gardening we have a nice view the skyline and the bay looking at to the northeast exhibit c 7 the view in the option direction of appellants residences and more importantly that will increase the access to outside sunlight we thought that would be a relatively small addition and nora thought that required an overthecounter permit we asked the contractor to start the plans in parallel we realized we were mistaken we applied for the appropriate permit within to weeks after this we shared the plans with our neighborhood and the appellant and their landlord and heard they are concerns my wife and i proposed concerns for the compromise but the appellant articulated no interest in taken place a solution we are proposing any ideas weve made accommodations nevertheless, including reducing the size of planned deck that is small by in the standard and exhibit b a comparison of the submission versus the concession this also eliminated the solid for rated wall on the south side of originally planned roof deck and used the glass railing to reduce this as at a significant cost and careful to minimize the impact we documented in our belief we followed the policies and the neighbors were notified with the appellants address circled we are disappeared to read the allegation as the landlord email exhibit f clearly states otherwise the other mischaracterized in the appellants brief in our belief are unfortunate we wish to make the best possible home for our family in San Francisco and many of the other neighbors support us and documented in the letters of support please uphold the permit for a roof deck thank you. So i want to point out first of all when the remodel project the initial project was designed the reason for the flat roof were the current roof deck is promote the reason that was part of plan instead of a peaked roof to the sensitive to the downhill neighbor and lessen the impact on their Natural Light not designed with the idea that will be a roof deck in the nurture i future through this is a great place to put that the hows that nora and vince has is a modest 2000 square feet house the house has a ground level guest room rentcontrolled unit to a Business Traveler when we were were approached by the roof deck i recommended they do the full footprint possible they showed those plans to the neighbors and after february they decided to scale back that is coming in four and a half feet from the south Property Line the roof deck was modified to two hundred and 59 square feet was slung vince pointed out they willfully defines decided to go with the glass rail with less loss of light to the neighborhoods and as far as the privacy question we have two images one of which shows the view of the neighbors rear yard from them the master bedroom and the next image is the view like from the proposed roof deck that is looking into the same area and from my perspective not much of a difference at all what is proposed is consistent with on the roof deck both in the city and in noah valley i want to and heres on image that shows a redlegged frog those red areas are approved roof decks have been built i think what is proposed. So in the appellants brief they made an accusation that the property is airbnbed on a regular case in your belief the whole house in 2015 was airbnb exactly two times but your architect said the depends room is occasionally rented. We have the remodel a really nice house and an expensive place to maintain we have this idea to experiment with renting the whole house to airbnb we did that in 2030 we do it exactly twice in the brief we rented 2 once without i want and had complaint from the the neighbors i think we mentioned in the brief we contact from vacation the folks that were there at our cost and the concession to the neighbors we never rentcontrolled unit the whole house ever again and have no interest we actually will never do that again what we have, however, is a small guest room down in the garage area that is sort of a unit where our family often stays after the holidays. The the subject property with the rh2 Zoning District give you a little bit of background in 2011 remodeled the permit was sought where the rear remodel was not requires a variance a neighborhood notification and the variance hearing in 2012 no, he discretionary review and no roof deck as other than stated by the permit holder the work under that permit and one restriction permit were completed in may of 2014 the subject permit another 2014 permit was filed in june of 2014 to add the roof deck initially as proposed staff reviewed it and it needed a variance in part what was shown on the plan the firewall i guess the side Property Line the project no longer requires a variance under the planning code if you have a noncomplying structures you can add did roof deck as long as the roof deck was on the comment the glass railing the transplant glass railing thats an important point so the code allows you to do a roof deck on the non complying part of building that is a small roof deck through a hatch and a spiral staircase through the master bedroom so the decks you know often they look at how they function by the access a deck that is dribble off a kitchen or does that access to a full stair those get more views through a master bedroom youll have no guarantee but wanted to make sure that the board is aware of that this permit did go through the required 10 day notice under the planning code is not required but our policies and procedures when we as a a deck on a noncomplying notice an occupant we received comments in opposition from the owners of the appellants property and noted their tenants were opposed to it staff advised them if very a opposition go file a discretionary review no discretionary review was filed and it was approved by our department and issues and on appeal before you and again, this is an nov hearing so everything is before you in terms of this permit application i think one in the permit holder belief this is the airbnb but the no vote hearing on the permit questions about the shortterm rentals they have proper authorization for a shortterm rental they got their permit in may of 2015 so early on. Thank you for that but have the ability to have the shortterm rentals on the property with that, it is code compliant and gone through the procedures im available to answer any questions. I have one i noticed on the plan a spiral staircase so the zika is assessable from the second year or from the first floor or both floors. The work that was done without the properly issued permit was there a notice of violation issued during that time. Good evening succumbing the subject property within an rh2 zones with the liberty hill that contribute to the the subject property it is 100 percent feet deep two dwelling units the based on the project history my understanding back in 2013 with the staff to discuss potential changes to the the subject property Environmental Review was submitted in 2014 with a certificate of preference and the Environmental Review was issued in january of 2015 and also had a hearing before the Historic Preservation commission on january 21st of 2015 at a time the hpc had concerns with the project i think there were a few minor comments with the front of the building but concerned with the rare and endangered continued the item to the april 15th hearing on february 18th the ar c a subcommittee of the Historic Preservation commission reviewed the project went to the Historic Preservation commission the full commission on april 15th and unanimously approved with a certificate of preference was granted in appeal of this decision and the neighborhood notification for section 311 was performed between july and august of 2015 thirty day notification period in which someone can file an discretionary review no discretionary review requests during that time the project requires a rear yard variance which i considered at a hearing in december of 2015 there was a public testimony in opposition to the project from the appellant concerns about how it will impact their cottage there was a variance issue for the project that discussion could be appealed but not appealed to this board we approved the site permit in march of 2016 and it was issued by the department of building inspection in october of last year, it was appealed to this board there have been extensive review and changes that were made to the project that were lead initially by the Historic Preservation commission it is a large project without a doubt looking at the section it can be deceiving because the architect is appropriated a good render that show us the relationship of the adjacent properties was reviewed by our preservation staff at the scrutinize the projects and those issues were raised with them and reviewed did not ultimately raise concerns given the changes to the project felt that did comply point secretary of interior standards the guidelines well looking at the the preservation for the standards of district and residential Design Guidelines and with all those down to be compliant and rear yard variance to the first wouldnt otherwise be allowed the extension and rear but requires that height 5 foot setback they choose to relocate with the adjacent property and not extended beyond them but to the appellants properties thats one of the factors of the variances a lot of discussion about the height as you may know measuring health what about challenging even obtain a level lot in the up sloping lot but letter of the law sloping i believe that the staff gave guidance to properly measure that i reviewed those plans with part of variance this is a very it was correctly noted the thirty foot limit the height limit per say if the planning code a rear yard limit so this is a variable provision but that is limited to the last under the code the last 10 feet under the averaging in this case 10 feet one inch that thirty feet applies to a small portions of that that is blow the thirty feet that will be covered under the variation that was issued the plans that were issued as part of variance. I feel comfortable with the application with the rear yard requirement so im available for any questions that the board may have. I understand there are challenges especially, when you have a nonconforming home in the rear we want to see what the percentage were. Can i have the overhead . So, i mean the variance is really to allow for this to be offset and against this adjacent property the two elements that that do be code compliant if it is centered. Depend that was reviewed by the plan checker so we had it from 24 of the march until 2016 and look at it and just a goodsized project and just from my own reading the brief whether 80s projects get underway what the excavations when they get before they start what is a california civil code 832 that needs to be addressed with the adjacent pertains to the appellant will be notified that gymnasium a chance to review the excavation and relationship erection how it impacts their property as it is really nice when we get the rendering and the brief with we can see the section and that we can see into the rear yard the excavation for the retaining walls and indeed an impact to the appellants property again, it is San Francisco it is zero lot lines and needs to be addressed hopefully as the architect can address that i think he made a comment but definitely something that dbi need to be assured there will be an under pining to the adjacent property not just the appellants property but the deexcavation that is definitely something and the other thing on the windows on the Property Line on the cottage of the appellant those will be asked to be preserved and not in filled we had a couple of weeks ago youll have to weather those windows but not the case we want those preserved part of original construction on the cottage and serving a purpose no fences and i think another window in the. The living room and bathroom. Could be a bedroom but looks like this is not egress window but even so we would like to keep those in possible i dont think that effects the plans of permit holder to do anything with them but just to be clear. My name is lineupscy im speaking to the appeal of the expansion of the residents tworth i was one of the founder or the liberty hill in the 1980s the intent of the Historic Preservation commission to retain the historic neighborhood in the city at the time there were no threats ever monster homes and underground intrusions into the mall precious backyard the proposal to build and attach a concrete block two stories down and two stories up behind a humble victorian is unjudicial there is a huge december description to the cottages built on her lot in 1869 are the old guess so in the district mine is approximately 2000 square feet and the largest home on the block we referred to as the announce is next door to the planned monster under 4 thousand square feet it is the excavation is down and the Building Back on the lot that required a variance are permitted theyll set a danger precedent and subsidizing degrade the cherished homes around it forecast mr. Go mcbaselines project is a Speculative Development with a sponsor with highend projects around town in fact, two samples we called successful commissioner mar sized expansion of Historic Homes the one others liberty should be questioned it was one of his own renovations the current renovation to liberty have been sited as in violation of the Historic District by the Historic Preservation commission after all this time and all the numerous hearings weve attend about the appropriateness of his project i feel wonder why he cant call back and make them more amenable to the surrounding neighbors and bring goodwill back to the community thank you for your time today. It is a big project right next to my cottage and that i think should be taken into consideration theyre not that many cottages none those on the block im the only one and have to face to face big boxes of glass that are you were asking how far away i imagine 10 feet away from any entrance door that i think should be changed i mean, i feel you know i dont want to raise this addition but i think the additions could be downsized somewhere and lots of ways to downsize i feel that we all want to live there in peace and quiet and harmony and the main thing is to down sis this project. But as a note generally speaking architectural plans the reason why the photo copy has not changed they generally indicate garage spaces and other situations that is not living Square Footage. Yeah. Owner the project i wanted to address a couple of issues the fencing on the deems on her cottage i have no intention of putting up fences since this issue came up i happen to live in a two unit building in russian hill there are rear yard additions i but in a roof deck with full support that enhances the privacy of rear yard cottages because the roof deck is not under the only place to go is to the backyard and are sort of happening out our adjacent to the bake im not asking her to cover them up and one of the roof decks to appreciate the views of downtown San Francisco is that is looking in the opposite direction many of the privacy concerns are doable i dont have any interest under looking on her unit and her not looking at at mine and changed the programming in the rear so we dont have that problem shes a talented designer well have the issues with the neighborhood and jay their backyard im confident we can Work Together to do that i wanted to address that and shawn has a couple of answers on the issues that were raised. So theres about the lower unit how it is backed into the lower hill the existing lower unit is 6 hundred and 85 square feet the proposed lower unit is one thousand 19 square feet this is increased in size and the existing glazing for the lower united one hundred and 95 square feet that increases because were actually, the side of it is all opening to a side yard so there be sebe significant amounts increase not light and air to the lower unit it has within street facing window on 2way street and one street facing window on 20th street what the roof deck there be imagines of the roof deck in the neighborhood you guys have seen roof deck there are plenty of them there. Thank you i have a question for mr. Mcbain. Before i have a question for the architecture is there a condition in the permit to provide elevation homes monitoring. In terms of settlement. Okay. Mr. Mcbain. So ive heard Public Comment that youre a developer but also heard a comment from you directly . Our pencil residence. Under oath im asking you this our permanent residence. Yes. Okay rebuttal from the department mr. Sanchez. Scott sanchez Planning Department. Just a few points that the commissioners raised first commissioner lazarus you asked about the lower unit that extends beyond that adjacent building that considered below grade so permitted obstruction in the rear yard but at floor didnt extend as far as it come into the rear yard i think that lets see a question about the lower unit and the window and the project sponsor said that is lower in the ground the size of the unit the glazing will be increasing not considered a rose of a unit under 317 and not reducing the qualifies the united their priority in the required exposure so it didnt require any loss of units under the planning code and one of the public testimony is section 317 within the landmark it is governed before i the planning code that has more stringent planning code than 317 and will be closely monitored to make sure theres not a donations i couldnt find a 1976 survey for the building that is odd but also i mean a no landmark district and will supersede any survey those are combooidz for Historic Preservation but given it is a landmark district thats a more stringent. That was much later youre in 1985 he i believe the liberty hill district. 87 sorry. Were familiar with the liberty hypothetici believe val if you have any other questions talk about i do. A dispute over the elevation i mean a right way to do it and a not right way to do that. Given you know all the things i can go into the calculation on the down sloping easy to take the in front Property Line and carry that back an up sloping lot looking at what we count and dont count towards grade you know, i understand what their referencing the 60 in this case the issue around a retaining wall it does bans what we see lower the grade in these cases we generally look with the above grade is if we in what the appellant suggested if someone the a rvltd 3 feet is allowed that will be a new grade and the building is a take our were trying to find a way that will address those concerns certainly works against project sponsors many off the minded this is a fairway to calculate the height provision that prevents people from gain it nicole the defies logic if someone excavates for a patio they build up to the height provision and after the project it is excavated and now the building is noncompliant that is for the implication of law we are implementing that fairly. Weve had a couple like that. My other question on the calculation of Square Footage seems like a standard methodology what is included. What didnt get included. Do you have comments. The planning code has a eloquent definition thoover and over those are not have issue by fdr so not concerned with the Square Footage of a building per say doesnt trigger any Planning Department reminded but calculations in outside wall to outside wall and excluded mechanical phase of 0 below grade parking is complex under the planning code. It requires to apply to areas of what is proposed but the site permit package. Unfortunately, we didnt receive the full plans we have different depictions of floor areas but the planning code with the Building Code is different we try to incentivize features will i downtown uses on the underscore is not considered engross Square Footage area theyre a lot of definitions out there thank you. Joe duffy dbi just on the architect did make a comment about the required light and ventilation for the lower unit in my mind someone that dbi will looking for environment chapter 12 in the planning code i thank Community College so for bringing that up it is an important issue the monitoring point not something that the Building Code actually requires but we definitely recommend they do some data points before that he start so we see any settlement to be regulated regularly so no problems with the Neighboring Properties the architect didnt address the the excavation on the section 832 of the civil code will they comply and sometimes that happens the neighbors sometimes theyre forced to get their own engineer and get have them look at b. A. What it how it impacts their property it is unfair because someone is could go a project that dbi didnt encourage the property o project team to speak to the neighborhood about that and from the neighborhood have questions theyll come to dbi or consultant with an engineer sometimes the project sponsor will contemplate that or whatever there definitely needs to be a feeling that the building will be safe during the construction it is a big excavation and and the before the construction starts so we dont have problems with undermining of adjacent foundations due to the construction. So inspector duffy the to your last point caught any attention because of concerns of the earlier speakers from the public weve had in the last year had a couple big ones one was in jordan park and cal hallow you know they were significant changes to the Builders Foundation and it was either claimed or found that there was impact on the Neighbors Foundation which if were a neighbor would piss me off how do we protect the woman that spoke earlier that im significantly sympathetic and weve had exposure to other issues how proactively can this board add teeth can proactively this board making the findings one way or another if. We can condition the permit had data points of the foundation how can we sub or the that condition what should we be concerned with i want the public to hear this so were not back here again with someone claiming that you know all sorts of bad things are happened my house e highway is falling down. I appreciate youre asking the questions other cases are under construction those are revision and they z did exactly what i dont want to happen the Building CodeChapter Three 307 talks about protection of a giant property during construction and the civil code in section 8 percent 32 notification to the neighborhoods prior to the excavation to review what this excavation will and from the board wants to put that on there the Building Code takes care of of but youre right in the past weve had to start and the housing is done and the restriction is appealed to the board and not a good but here this project has not started you know there is a neighbors are right theyre concerned and there is ways to do it we center have to have ways to do it with the San Francisco zero lot lines you have to take care of the neighbors property before you take care of your own i tell them that you have to increase pine maybe writing and theres ways to freeze the soil i dont know what from the board wants to put and how would you verbalize that condition. Comply that the Building Code that speaks for itself. And condition were going to condition. And verbalize it is reiterate that whatever way you want but definitely if you want to put it in there at section 832 notification needs to be part of document Something Like that. That would be my a major concern so for me because it is a significant excavation personally i dont mind the excavation but if ill the neighbor ill be really very, very concerned about that excavation and. Anyone that doesnt do that theyre leaving themselves open to being in court. It doesnt matter where you can sue them or not if you dont want to happen in the friend if at any point it is a disaster and by the proper process but touch that it happens too many times we deal with that but prefer were discussing that prior to any work starting. I think that is an important for the developer and project sponsor and important for the neighbors to hear it as well so that he know their Voting Rights are protected and can be protected. The thing that liberty hill property the sites conditions are good and the geotech will be involved from the project team that will be, california monitoring and theirs site observation under special observations in the Building Code thats something we ask for in those types of project so the Building Code will address it under special directions as well. Does that hill most of it rock. I have not been up there any recognition that is pretty good soil conditions. Thank you inspector duffy commissioners, the matter is submitted. Anyone want to start. Sure i have been quiet all night you know normally i was prepared to hate this project because i like the prevention of neighborhood preservation of my city what that was mathematic to be we see a lot of projects which stretch the envelope and in my opinion kind of stretch the envelope to the point of disfigure time i thought the Property Owner was responsible in the way they approached the project i love the will the it progressive and that the pop outs are in the back in the insulting and they could have been a lot worse if youre looking at the glass half empty their cognizant of light and air was very good cognizant to shift the pop out in ways to protect the neighbor was positive but it didnt effect the facade in the front and therefore the integrity of street is very positive and you know ive heard if the da that it is right in line with the way things should be built and the variance was that was asked for was uphold not a blatant variance that again stretched that envelope to be discussed with the disfigure time so my biggest concern ive voiced before the protection of next door neighbor so their home is not undermined in a delicate construction situation go with a high degree of excavation. I completely concur with scomplig i his with the neighborhood but the rear yard has esteem challenges i believe as commissioner swig said the permit holder has attempted strongly to address a lot of the facility issues at the same time i also have the same concerns that commissioning has that would be significant amount of excavation i personally will feel for comfortable from the we conditioned the permit for additional monitor monitoring to provide regarding the engineering and excavation so the Neighboring Properties owners will feel comfortable working their foundation has not shifted and regarding the rear yard the permit holder has been gracious and saying hell not put a fence and further condition that to fencing or and or will not communitybased higher than the appellants windowsill but other than i believe it is the large house but been done pretty good and being as respectful as he can with this project. Is that a motion. Why not make the motion. So if im going to condition my motion i have to. Grant the appeal. Yeah. Grant the appeal on the boos after reviewing the project that the neighborhood conditions up the block or dont ask me, im the worst. Grants the appeal on the basis that the project meets all the requirements by condition it an additional monitoring or what well, i dont of a suggestion. Condition the property on that and as the department had suggested or said i think that is unfair that the adjoining neighbors need to pay for other monitoring the permit holder pay for monitoring for the project in regards to the foundation i dont know what the Technology Terminology we need to think of this to adhere to section 32 and provide all assurances to the neighbors of their efforts. So maybe to comply with section 832 im not sure of second part. The additional condition was that in the screening or fencing be no higher than windowsill. In consideration for the concerns for the neighborhood. Mr. Duffy you have a suggestion. Mr. Duffy. Commissioner fung will know the monitoring is separated from 832 and the section 832 just you want to do the monitoring for the settlement and throughout the project. Thats required but, but i mean on projects like this theyre data points and their checked regularly for any movement of properties we see that all over. It is a concern that is an steven excavatiextensive excava. But we have on this board sown the results of less care and so i think that that condition asserts that that board as a condition of the appeal wants care taken. Yeah. So thats why were doing it. But you have a well, im not sure we have to comply with civil code section 832 and an additional about monitoring not sure. How does that work. multiple voices . For the system for the two adjacent properties. Settlement quote please sorry were our lots okay. Lets do that. Yes. The adjoining lots. But im incredibly proud to be standing up here and being able to say that today, it could be storming outside, but as we tell other folks, the rain brings great things to come. [applause] ive had the privilege of knowing oshawa in many other ways and when i was in dpw or city administrator, we had a chance to Work Together in the district that very district, cleaning up talking about parks, about families, about housing them up about open space and from that years ago, i knew that oshawa had already formed a loving heart for this district the most of the people in it. He has demonstrated that by now coming forward and taking up the important position is a member of the board of supervisors did i want to say thank you to all of our Board Members, our elected officials for being here today. But you also know oshawa in many other roles. As a labor leader and i want to say thank you to all of the labor representatives are today. [applause] you are the heart of the city. In my discussions particularly, in the last few years, and even most recently as the housing crisis has been on on us as families have by both data and stories, have begun disappearing, coming under tremendous pressures, as we look to all of our districts to step up and step out on these challenges come out we find leaders. Leaders who are going to amass incredible years working with the labor, with people, with residences and particular, with families. Ashok has given thehis story. I am enthusiastic about it. Im excited about it because hes going to lend a very strong voice for families in San Francisco. That is absolutely needed. I know that begins with issues like housing but it will extend, everything from job creation to open space, to childcare, universal childcare for everybodyyes. [applause] i know that i will have it within him a strong ally and a leader not just for district 11 but for all of our city. It is monday through monday, 247 and if you want to, i will write unique with you to make sure our families are getting the best service that they can and hes cared about everybody. But in particular, i know oshawa has his heart working with families. [applause] i know that he will bring dignity. He will struggle he will we go fight. He will unite with all of us to make sure voices have not been heard will be heard and he will make sure that district 11 is never ever referred to as the forgotten district of people. [applause] i am excited. I will be excited when we walk those corridor and Outer Mission , when we observe either the vacancies were the storefronts that ought to have better visibility, when we get to mission and geneva we are committed to an even better job in making sure that is the safest vision zero intersection and all of our city. [applause] when we speak to families, i want all those families to know, that universal childcare objective, that is going to be real in San Francisco is a boschs leadership and people like those that are working in our buildings, as maintenance worker, you are can have a proud leader that you can depend on it will bring dignity to your jobs every single day. Yes, and to all the generations. [applause] so this is exciting for me as the mayor of the city and the privilege may. I want to thank the tenant governor for giving me a shot at this job and [applause] taking a risk in a deeply. Buried bureaucrat to come out to make sure were doing all the right things but also want to say to oshawa, who i think is going to represent the new generation of supervisors along with jeff and of course, our other elected supervisors, we are going to do great things in here and if washington wants to take us on, okay. Bring it on. Bring it on. [applause] so, ashok, congratulations to you, to our family, to what you stand for and i will stand with you and we will do great things together with all of the people in district 11 and the people of San Francisco. Congratulations. [applause] i would like to acknowledge folks that just came in. Not to let everybody know that you came in late but i just want to be able to acknowledge the laughing that you came. Im going to say, aye, and this is i, like this even be forced to repeat after me. [laughing] but the only thing you can do on your own is state your name. Im going to say, you state your name. During such time as i hold the position as a member of the Transportation Authority [laughing] [cheerring] and a member of the county board of supervisors, for the city and county of San Francisco. Well done mr. Supervisor. [applause] [cheerring] ashok, after lieut. Gov. , here you thought you were done just with swearing in. [laughing] we are going to ask you tosay a few remarks before mr. Safai [laughing] supervisor safai. Another big round of applause. [applause] all right. I will do my best to get out of the way of the main event, but its the spirit of the times we talked about in safai swearing itself evident to everybody in this room the headwinds coming our way here in San Francisco, in particular, and in the state of california quite notably. It requires the spirit of what mayor lee was saying, the spirit of what jeff was saying when he was sworn into the spirit of imagine what usher is going to say. Unity. Right . Going back together the that old african proverb, the member clique if you want to go fast, go alone but if you want to go far, go together. I think it is [applause] it is in that spirit of unity and reconciling, you know, all those interesting differences that define San Francisco politics, and has plenty of it in this room, trust me i have not forgotten [laughing] but at the end of the day there is something that i know unites every Single Person in this room at the same time and so i will just say this. As a resident, or former resident, i can believe i left this damn time i can afford it supervisor alioto [laughing] but as a proud this generation speaking with six generation kids, we count on you. We count on you, o we count on you the board of supervisors could be count on you mayor lee. Become on all of you in this room at this remarkably significant moment in our history to do exactly what ed lee. Said. Step in, stepping, be authentic, be bold at the problem and challenges will be big. Dont be ideological in terms of our approach could be open to argument could be interested and evidence but step up to this extraordinary moment and challenge that defines, i think, our time. I could not be more proud of this guy. Ive seen himit has been 10 damages and even running for this office. It is unbelievable. [applause] i will close with this. You know, from the Housing Authority to the work is done at the ecw, the work is done it on lcd, there are few people that are more compared to truly hit the ground running to represent this extraordinary district. Youve got a great fighter in oshawa safai. Congratulations district 11. [applause] okay. I guess ive got to say something. [laughing] well, you know first of all, the moment is kind of surreal because usually on the outside looking in. Im usually the person that was behind the scenes working with her were a whole bunch of you to elect all bunch of you. [laughing] i keep on thinking, and i was thinking this because of the subject close race, i cannot figure out score to get a phone call saying, we actually found another 500 votes. The laughing sorry, you lost by 73 vote. [laughing] but that cannot happen because i actually they certify the election. [applause] [cheerring]. So you know, today is the day that i think you give thanks first, first and foremost, your blessings and my mind a storm is assigned as others have referenced my to sign of what is to come. That there is going to be some change and i think that with our new board and a lot of the folks that are sitting here, there is going to be change. Mr. Mayor and i think we are ready to do this collectively. But i truly believe that the people that we meet in our lives are often ones that help to shape our destiny and 19 years agoi try not to get emotionalbut 19yearold zero met this young woman on the first day of graduate school and we talked about our funny names, strange things, whatever you want to call them we talked about football. Here we are, 19 years later in the woman is my wife [cheerring] [applause]. And the reason that im standing here todaylets not be lets not question that at all. Be glad when she is my best friend. My partner. And what i like to call my inhouse counsel. [laughing] because she is an attorney, by the way. [laughing] you know, truly married some of that smarter than me and someone that is a strong woman in her own right. So, there you go. [applause] because from my perspective, the voters of district 11 did not just elect me. Elected our family. I am a husband and a father, first and i will carry that with me every day that i do my duties and act as a supervisor good im a father to soul and roomy and a husband [applause] i told him he could come on stage once though. [laughing] you had that opportunity, we meet. But that i am a husband to yet zero and i believe our family truly represents and reflects the image of district 11 working families. A lot of times people asking what i think working families means and everyone has their own definition. But martin knows what im talking about. Working families means deciding whos the top of the kids in the morning. Who is going to pick them up after school. Was there to do the grocery shopping. Who is going to make dinner. I get a call every day at 4 55 pm. What are we having for dinner tonight . I said, i better get on it. [laughing] who is going to stay home with the kids are sick . Who is going on there filtered squeak who is doing their homework . Who is putting them to bed . And the way that i acted on the campaign is the way im going to be a supervisor. There was never a night that i do not say, sorry i have to go home is time to put my kids to bed. All most every morning i dropped him off on my way to work in on their way to school. My wifes looking at me like, dont exaggerate, now. [laughing] i see that look on her face. But you have my kids afterwards if im telling the truth. [laughing] but oftentimes, working families also are the working men and women and a lot of the working labor leaders are in this room today and im so proud from the bottom of my heart that i so much support from labor so can we give it up for all the labor in the house today please . [applause] and you know, referencing back to the campaign, the campaign is what really sets the tone of how youre going to be a supervisor. How you conduct yourself on the campaign it has run your campaign is how you will be as supervisor. If you sit back and let other people dictate to you that was can happen when youre on the board. But if you set the tone and you fight and you fight hard, right ms. Breed, if you fight hard people note your benefit when you get to the board. I was very very fortunate. We had 04 11,000 votes, with the most number of votes in the history of district 11 did so im very very proud of that. [applause] over 28,000 people cast their ballots for us and in the end we bond one by 413 votes. At the end of the day it was a hardfought campaign that started on the doorstep of mr. Roberto mendes could i started october 2 2015 we do not stop until 8 pm, november 8. Right ms. Colleen olsen. We do not stop. We went all the way to the end. [applause] i feel like i talk to my friend scott weiner and he taught me you go all way to the finish line dont stop short knock on every single door and thats what we did. We knocked on 7000i knocked on 7000 words per sums up my campaign not on a lot more than that but at the end of the day people set and theyve referenced it. This wasnt a Oneyear Campaign were a twoyear campaign. They said youve been running for the last eight or 10 years according to the Lieutenant Governor in what i would say to that is, you are right. [laughing] you are absolutely right. Thats why im standing here in front of you today. [applause] but i learned from my mistakes in 2008 and was hard work, perseverance, and listening that at the end of the day propelled us to victory. I listen to 7000 people personally on their doorstep. Its one the most humbling experiences of my life to sit on someones door one on one, and listen to their concerns, their frustrations, their dreams and their vision for the neighborhood. At the end of the day, no one knows better what they want than their neighbor. Thats how you really get the heartbeat of the campaign get that you really get the heartbeat of your distant. Because at the end of the day people want to come and tell you, this is what your voters want. This is what your district wants. At consultants and surveys and polls, i have my own call. My pole was 7000 households door to door. So let me tell you what the folks in district 11 are asking for. And i listen to those working families could they want better parking. They want slower traffic. I told the sea i only met with the mta mr. Medved i said, they were talking about purchasing new vehicles and i said, how many times at the board of supervisors rejected one of your contracts . And there was 15 of them i do not know his meeting with 15 people. They all looked at one another and said, never. I said, okay great. Electric about what i want to talk about. I said, i want to talk about parking good i want to talk about slowing traffic down. I want to talk about what it means to have service on time and reliable treat this guys name i think his name was henry or chuck it i cant a member but i have his email and all thei said you were not targeted investments because the head of parking. Thats what the folks at district 11 are asking for. I do know my friend Muhamed Dooley is in the room but i want to give a special thanks to mr. Nuru. [applause] i had a lot of jobs and work for a bridge under mayor ed lee when he was city head of dpw award for mayor newsom worked at the Housing Authority did i work for a lot of people but also work for muhamed nuru. That was the best job that i ever had in the city and county of San Francisco get it was the hardest job. We were the hardest working people and if i could clone that man make him run 78 permit this to be running on also. Lets give it up for muhamed nuru. [applause] thats my way of saying, we want a little bit more attention from dpw. [laughing] we want them cleaner and greener streets. [laughing] i made a pledge and im going to talk to the mayor and already talk to muhamed about this. We want eight to plant a minimum of 500 trees a year every year that him in office. [applause] we want to see our neighborhood be cleaner. But still cleaner and greener more updated parks and rec and at the end of the day theres a few other things. You know we have the highest rate of empty storefronts and vacancies in the entires. We want to attract more businesses. We want to go storefronts built that means working with some of the artists around the city, michelson get we want to get them to come occupy those storefronts, create space and get some activity and foot traffic on the corridor. Lastly, i will say universal childcare, the mayor, definitely mention that that something we campaigned on and we campaigned on Affordable Housing for working people. Workforce housing. [applause] you know him ive had a lot of the folks in the trades come up to me and theyre saying, we are getting to the point where they say, if we cant live in it were not going to build it. If we cant live in it we are not going to build it. Because its not right that they are building housing that they cant even living in this circuit we have to have Workforce Housing did we have to housing for the working families. Because if you took district 11 out of San Francisco, we really would be a tale of two cities. We really would be the wealthy and the extremely poor. The reason our district is what it is is because we have the highest rate of Owner Occupied homes. We have the most diverse city did we have the most children under the age of 18 people aging in place. We are a very different but yet similar part of San Francisco. We need to recreate that. The only way you can do that is if youre building housing for working people. So that is good to be one of my biggest agendas when im on the board of supervisors and i will fight for that every single day. [applause] there with make a good i wait a long time for this moment so i have quite a bit to say today but i promise i will wrap it up in the next 5 min. [laughing] so these are my marching orders. This is my agenda. Its very clear. You know i think its clean what we are going to and fight for every single day. But given our new reality at the national level, with our new president , we must all come together as a city and put aside our differences to ensure San Francisco remains a refuge for immigrants and people of all stripes and colors. This is not a time to back away but yet its a time to lean in and lead on the national level. President reed and i were at the reception for our new sen. , harris and she said better than anyone can say. People around the country are looking to us to be a model for the nation. They are looking and waiting to hear what we have to say. We have to lead on this issue. We have to fight for immigrants could we have to fight for people of color. We have to fight for folks that dont have a voice. So while the rest of the nation is watching us, we have to lead on the issues that are important. But i would like to reflect on something that what i would say what of our great president s had to say and was a true leader and knows president john f. Kennedy. He said that at a graduation at American University commanded so true to this day. If we cannot and our differences, at least we can make the world safer for diverse city. For in the final analysis, our most basic common link is that we all inhabit this small planet. We all breathe the same air. We all cherish our childrens future. And we are all mortal. Could you know what, that is absolutely put those words matter more today than they ever have and we are pessimistic, we are in as president reed said, we are going to fight and we are going to stand up to the National Agenda thats one thats going to attack us at all different levels. While these leaders here today that ive worked with them proud to say that this report i pledged to work with you to fight this because we do need to be a true leader in this regard. [applause] you know, all the elected officials and other folks that are in this room, im not going to go through every single one of you and thank you all over. I asked olga to recognize you and every single one of you supported me one way or another and i truly appreciate that from the bottom of my heart. I would like to call out in particular, just a couple because i think that it helps to shape and as i said the people that you need an open the door for you and being the ones that hope to shape your future. I started at the Housing Authority good i started either Great Fortune with my friend, i think, the city and london, with doing opendoor day with mayor willie brown and no one wanted to do that because he would have meetings at 7 am. So i was like, i will go. [laughing] quite often, 67 of the people were members of the Housing Authority and so to sit in that room and to watch one of the great politicians, probably of the last century, that is not only probably when the most intelligent but when the most savvy leaders that we have and often times, they dont the two dont come together in one person. A lot of time someone is smart to a lot of times someone is savvy but never the same together. I had the Great Fortune of learning from him. It was after that time that i went to go work on supervisor newsoms campaign for mayor and then had the Great Fortune of working for him and it is from the Lieutenant Governor that i learned the value in idea and what it means to be focused on numbers and numbers matter. Numbers dictate the ultimate outcome. And importantly, this is very importantpolicy ideas can come from anywhere if you listen. Its not the smartest person in the room or the person that thinks they are the smartest person in the room were the most educated but if you listen, you will get ideas. When i was doorknocking one of the women said to me, she was just in there and she said in a wide we have all these empty storefronts ice and him are sweet but you allowed to come in for free init. We will clean them up and we will activatenow that might be someone mightve done it other places but was awake in the passion she said it could i said you know what thats a great idea we will do that. Thats an example of what it means to listen and i learned that from our lieut. Gov. , mayor newsom at the time and i appreciate him taking a shot on the giving my first shot in city hall in the 31yearold that thought he knew a lot. Didnt list and is vastly good idea that he may be the Deputy Director of community development. So ill never forget that and appreciate that. [applause] then, also, mayor lee at the time who was the head of the apartment of public works, and then went on to become our city administrator and our mayor, thank you for giving me were endorsing and supporting me and supporting me during the campaign and embracing our ideas and i waiting for me to be supervisor to take on childcare, to take on Affordable Housing, to take on the things that the people of district 11 care about. I believe i was the only nonincome and that you endorse so i appreciate that and i really look forward to working with you. [applause] as i said, not going to thank every single one of you all over again, but i will say sen. Leno, in particular, is always endorse me every time ive run for office. So everyone ive been involved in is always endorsing sort, some not going ask you for an endorsement for another four years. You know, we have Tremendous Energy in our district. We have tremendous folks that have amazing ideas get their neighborhood leaders could they remain part of my campaign. Im not to call you all out because i miss somebody good to hear about it later on just want to say thank you to all the different neighborhood associations. Michael dukakis who could not be here today could he married my wife and i in a Guiding Light for us and our family. I have to tell you, im not kidding you the best advice in the world im a better than a political consultant worth everybody,no, wait it was free. He gave it to me for free. He said, go knock on every door. And he just saying it go knock on every door. He would hear that and use 800 and knock on the door. Like mark farrell on a knock on every door and offered him there will go knock on every door. Because its a burden and its timeconsuming and put some on your family and but we did we not done 7000 doors and have to think on that him for being there for me. My godmother loretto vdot for believing in me and providing guidance. Every step of the way and almost a daily basis, i met loretto when i was start off as an intern in the white house. In our president bill clinton. I have to say, one of the smartest political minds, smartest people ive ever had the Great Fortune of knowing and i color my godmother now. She is my godmother and her family britney and bryant and john always been there for me every step of the way. Never last book not least, please everybody i know we can a lot to labor but give one more big big round of applause to our janitors were taking me under their wing for the past eight years. [applause] and for my sister, and friends, olga miranda, for bringing me into the Labor Movement and about morale is, a special thanks to the teamsters and all the different locals of the joint council 350, 665, 826 2785, and is olga said the firefighters are fighting for me the Police Officers for fighting for me and all my brothers and sisters in the Building Trades for being there with me every step of the way. Ilwu and uh w, i could keep going on and object of cw i mean its amazing the kind of support that we had in every little bit helps. Im just going to end with this. A couple people that shape my life that are not here today i like to end in their honor. The soto, boys godfather. Open somebody doors for me before people even knew who i was in the city. My grandmother and grandfather, ed and state, jerk were not with us but she did me and my mother who made me a man that i am today, thank you so much for always being there with me every step of the way. [applause] and all my family members my brothers and sisters you know theres a lot of people today to honestly, instead they got the flu and their home of throwing up and i believe in 1015 times over and over again people are not line but my brother could not be here today that he is sick at home and my brotherinlaw growl and agnes and all my family, everyone that has helped to make this reality, i just went to say, thank you from the bottom of my heart. Im honored to be your supervisor. I am now im committed to begin and lets make this district 11 shone. Thank you so much. More and more citys high San Francisco is committing to dislocate to end all traffic death that means improving safety for people walking and driving and safety on our streets is everyones responsibility people can make mistakes but not result in injury or death all traffic collisions are preventable as drivers you play a large role that will give you the tools to drive safely on streets a recent survey asks hundreds of drivers about save city introduce driving what did they say watch for distracted behavior and slow down and be patient and check for people before you turn the facts about city driving shows how important to be alert most collisions happen in good weather allowance even at 25 mileperhour it takes a vehicle 85 feet to stop this is almost 7 car lengths slowing down makes collisions less savior when a person is hit by a passerby vehicle 25 minor the chance of death is 25 percent 40 percent that increases inform 85 percent slowing down didnt cost much time driving behind a person takes 9 extra semiautomatic and stopping at the yellow light takes only 30 seconds by hitting someone costs you hours and weeks of our time and maybe a life take a deep breath and take youre time cities Cross America are being safely for walking and driving some streets are confusing heres what you need to know all intersection kroukz of novelist marked some are marked to make them more visible other crosswalks and intersections are raised to the level of sidewalk to actress as speed bump and people are maybe crossing be cautious and watch for people when you approach any intersection advanced limit lines and pedestrian yield signs show drivers where people walk and stop behind the lines at stop signs and for people crossing bulb outs where the sidewalks extends into the street make that tease easy to see pedestrians and remember to slow down whether making reasons and watch for people on sidewalk estimations extensions that maybe closer than you expect and bicyclists may motive to the left to get around bulb outs this gives people a head start allowing pedestrians to enter the crosswalk before transfer starts moving makes them more visible pedestrian scrimmage and stop the vehicles in all directions allow people to cross including department of building inspection scrambles are paired with no light restriction and rapid beacons you turn bright whether the pedestrians are there or the center is activated precede slowly as you approach the beacons especially, if their activated a Pedestrian Crossing light turns yellow before turning sold red back to flash red procedure after making a full stop as long as the sidewalk is empty and, of course, stop whenever the light is red traffic circles reduce conflicts you must stop at the strewn and precede around the raise your right hand of the circle watch for people in crosswalks and people in bikes coming around the circle arrows indicate where people with bikes share the intersections and people have ride to people on bikes have the right to use the lane whether or not in the sharing bike lanes are for people protected by parks e. R. Parked cars and stay out of separated bike lanes unless an emergency dashed bike lanes are a shared zone four for vehicles to change lanes slow bike lanes allow the circles their unusually sprayed before me from other traffic some bike lanes are built to the level higher than the street but lower than the sidewalk they provide a safe separated space sponsor cyclists are around vehicles the box areas are marked with the stencil at intersections act as advanced limit lines for people to garter at a red light this increases the 1r0ir7b9 to drivers people will ride past stopped vehicles at the fronltd of the intersection give them room and stop short of limit line behind the bike without objection and cross only after the green light and people cleared the bike box bicycle traffic lights allow people on bikes to proceed while vehicles are stopped be unaware aware of those bike San FranciscoGeneral Hospital but stay alert and only skrans when the vehicle is cleared the intersection lets take a quiz to see what all of learned here we go number one when do month collisions happen did you say in daytime youre correct question two if an intersection is not marched is it still a crosswalk yes did you get it right great job one more before we go on whats one of the best things to do to avoid collisions . You can it take a breath Pay Attention and slow down city streets are crowded and chaotic so seeing everyone every single everything is difficult heres a test how many times did the white team pass the ball .
