and i know a lot of you know we always give credit but allen youre the leader i appreciate the work with staff you kept me informed and any staff informed i want to say thank you to the commission Valley creamery was opened in 2006. The two pastry chefs who started it, chris hoover and walker who is sams wife, supplied all the pastries and bakeries for the market. They found a space on the block to do that and the ice cream kind of came as an afterthought. They realized the desire for ice cream and we now have lines around the corner. So, thats been a huge success. In 2008, sam started 18 reasons, which is our community and event space where we do five events a week all around the idea of bringling people closer to where the food comes from and closer to each other in that process. 18 reasons was started almost four years ago as an educational arm of their work. And we would have dinners and a few classes and we understood there what momentum that people wanted this type of engagement and education in a way that allowed for a more indepth conversation. We grew and now we offer i think we had nine, we have a series where adults learned home cooking and we did a teacher Training Workshop where San Francisco unified Public School teachers came and learned to use cooking for the core standards. We range all over the place. We really want everyone to feel like they can be included in the conversation. A lot of organizations i think which say were going to teach cooking or were going to teach gardening, or were going to get in the policy side of the food from conversation. We say all of that is connected and we want to provide a place that feels really Community Oriented where you can be interested in multiple of those things or one of those things and have an entree point to meet people. We want to build community and were using food as a means to that end. We have a wonderful organization to be involved with obviously coming from buy right where really everyone is treated very much like family. Coming into 18 reasons which even more Community Focused is such a treat. We have these events in the evening and we really try and bring people together. People come in in groups, meet friends that they didnt even know they had before. Our whole set up is focused on communal table. You can sit across from someone and start a conversation. Were excited about that. I never worked in catering or food service before. Its been really fun learning about where things are coming from, where things are served from. It is getting really popular. Shes a wonderful teacher and i think it is a Perfect Match for us. It is not about home cooking. Its really about how to facilitate your ease in the kitchen so you can just cook. I have always loved eating food. For me, i love that it brings me into contact with so many wonderful people. Ultimately all of my work that i do intersects at the place where food and community is. Classes or cooking dinner for someone or writing about food. It always come down to empowering people and giving them a wonderful experience. Good afternoon, commissioners while supervisor campos and mayor ed lee dont see eye to eye they agree our neighborhoods need more Affordable Housing thats why our offices Work Together on prevention for the avenue required a marketrate development more than the Main Development built the legislation the item before you is the residential unit of 25 unions or less to to turn the units into permanently Affordable Housing it gives Small Developers a fourth option for meeting their Affordable Housing obligations as you may know the opens o options to build onsite or objective to an Affordable Housing fund the Small Sites Program is in place for the last two years and has stabilized housing working with the Mayors Office of housing the District Line office has spotted one thousand units of Affordable Housing this legislation will allow more permanently Affordable Housing to come online we firmly believe that from the next generations of as follows will be able to live here to make sure the development benefits the neighborhood is constructed and in line of that we support the staffs recommendation to require that any fees collected for the small fund fees within the neighborhood where the project is located as opposed to so a mile radius the shareholders want the Affordable Housing to come online near the development for a mix of income levels are in the same neighborhood and the Small Developers want to point to the developments when theyre trying to built support within the neighborhoods for their projects that amendment allows us to address both those concerns we encourage you to recommend a second modifications to pay contingency between this legislation and prop b our citys inclusionary housing we suggest eligible principle are commodity of 24 rather than 25 units or less in prop c the city requires a different affordability between 10 and 24 units and a higher percentage for 25 and more units i want to thank the Mayors Office of housing, the planning Department Staff, the council on Community Housing organizations the residential Building Inspection Association and others for their work and input thank you. Good afternoon im fernandos speaking in support of the section 415 thank you supervisor campos office and thanks to the staff of the Mayors Office of housing and Community Development for working on this and 3406d relating small the uncontroversial piece of improvements to section 415 in 2009, 2008 worked with the Mayors Office of housing to deputy a Small Site Program in 2009 supervisor daily port this as part of inclusionary housing policy since then 2014 the Mayors Office rolled out the program and dozens of families have been saved from ellis act and what this piece of legislation will do this amendment is create a geographic proximate to how those fees can be used to preserve housing in the immediate proximity in the neighborhood the marketrate is happening we believe that using the Planning Department definition of neighborhoods and the map is appropriate way of defining neighborhoods and we think this is very important to link those impacts within that neighborhood we would last week to recommend one amendment as mentioned before by supervisor campos office to require this apply to the 10 to 24 unit building that aligns with our current prop c definition for inclusionary housing requirements and thank you very much and hope you support those amendments. At some point im a little bit embraced to talk about that ive been talking about it for some long at some point it gets frustrating im excited were finally here this process started over two years ago a working group that was conveyed by the mayor we worked with groups to put this program together the policy was rolled up into a larger more controversial piece of legislation and it got delayed it got stuck sat for over a year a long, long time recently, there was a project in the mission and in our conversation with those folks we say hey what about this can help the director of the organization the members from the community and supervisor campos offices a Mayors Office of housing and Community Development all got together and said lets get this done we got the coordination of the mayor and here it is as a stand alone presentation were excited as small bubldz we have two option do you in lui we write the check we see is units are not in the community and not occupied by the members of the community and staff may not be occupied by people that live in San Francisco and the timing is not lining up with the new projects in fact, that rarely liens up the second option to provide the unit onsite it is better but not guaranteeing that the occupant will live San Francisco or come from the community so the work done recently that may improve but hefg no guarantee so this for us provides a tangible benefit to the neighbors our projects will help with the crisis and it is important to note that when youre looking at this it is important to recognize and to compare the overlay what else is going on in San Francisco where are the real problem the tmc and the ellis act a two for one benefit the same building and people that are subsidy to that sort displacement is going to benefit here so in short were going to produce more units they will be for the people in the community, the unit will be in the Community Well preserve the existence fabric of the community and do that online at or about the same as the marketrate thank you commissioners good afternoon john Residential Builders id like to Exchange Supervisor campos and the mayor for bringing 24 forward this good piece of legislation 2, 3, 4 0er7b8gd out of the marries task force and we work hard on that with and fernando and tracey from the land trust got tied up in a piece of legislation and came to the commission but sat here as a result of that were working on a smaller project in the mission in august and to direct the meeting with the neighborhoods folks and the project sponsor and we discussed this item and tried to move it forward to the commission because it burglary be a great tool for neighborhoods stabilization to protect the neighborhoods so we work two supervisor campos to move forward so i do support the prop c change that is from originally written before prop c and 24 units or less support that and ask you to move forward today, i think that a very good way of preserving housing in the neighborhood and the Neighborhood Stabilization thank you.
