There are a number of agencies that have taken steps to increase the enrollment and the life septembercy is between 42 and 52 without homes and we need to do more. In terms of veterans certainly hits home to me my father additional many veterans are placed at an increased risk for homelessness and drugs and alcohol are the main cause. The veterans are more likely to live on our streets compared to nonveterans veterans report fewer episodes of nonhomelessness and 63 percent live on the streets fulltime. We see a reduction in the homeless assistance and we need to continue to do better so thank you to the speakers and would like to invite up hope to mr. Duffey to kickoff the hearing. Thank you, mr. As the chairman indicating indicated the citizens are a growing population within the Homeless Population and the board will have more medical supports in terms of making a connection and making an intervention and supervisor kim has worked with Barbara Gaza Garcia through the Public Health department and also connect we have to be fluid and respond creatively so congress recognizes some citizens are not moving into the veterans housing but be ableing to respond well connect more citizens. Im pleased to share i received an email from our 311 team talking about the using the 311 for the last allocation of homeless beds but the Homeless Agency has been recognized with a Public Technology award as one of the best e government consortiums to make those changes we feel are dramatically important for the citizens and disabled not to be part of an allocation of 90 daybeds thats an example of recognizing the issues. And h s h has helped with the Housing Authority and many of the cases we work with individuals that are homeless. I want to touch on veterans i think this is one of the areas i go out and talk i think we can show with more investment and with the participation of the federal government were able to have a much, much stronger impact and the numbers well over, you know, close to 25 reproduction in the last two years if in the veterans population and youll hear from our partners the city over the past two years with the inception of the hope office weve been active and catalytic combination of federal and local agencies and nonprofits that really is responding to the difficult Housing Market and to the and a half of the homelessness and we certainly are grateful for what obama and theyve set up a goal to end homelessness it was taking 2 hundred and 83 days from the time a veteran moved into housing everything from the unit inspectors that is something that the Housing Authority was taking 4 to 6 weeks to schedule and for many private sectors we were not willing to wait. The va shared one instance one veteran was rejected in apartments throughout the city and he went back into shelter and as a result of us working together and meeting on a weekly basis we were able to streamline and get it done in 24 hours and to insure we were 0 doing the most to advance the veterans into housing. One out of every 5 africanamerican veterans in the United States is homeless we know how disproportionate the effects are we need more strong programs and joyce will be presenting and joined by mistakenly and mistakenly has been a Steering Wheel leader of the homeless for heros effort she serves as a staff corridor and her connections is really been pivotal in this success of our overall efforts i cant say enough about the va and hud theyre no longer two dimeal entities but people weve learned to respect and understand the obstacles they have to overcame in terms of the bureaucracy but the va has been proactive and willing to be initiative active and hud has been responsive one of the things in the department of real estate think when vouchers its enforceable for San Francisco had theyre absolutely no where within the realm of what is take place in the Real Estate Market weve been aggressive and tied up a building at the 2524 Mission Street and had 34 units of housing for Homeless Veterans its required going beyond the vouchers and required that the va help to cover through peer support 24 desk operations that the city scramble and the city had money to support this building but those buildings require subsidy and it recognizes from this be market its difficult to school bus of vouchers and if were going to eliminate the chronic homelessness. The San Francisco Housing Association has a virtual Security Deposit theyll provide up to one thousand dollars thats available once an individual moves out of the apartment it helps to streamline and move veterans in ive gotten to speak to the small Property Owner Property Organization and the aspects of the section 8 theyve been reticent to participate and made it difficult and weve had to be more creative it is may or may not thinking. I know that ah a were going to pilot programs to look at people that are homeless the allocating and this is an important part in addition to hud and the va and the Human Services agency and the plowshares the Housing Authority gets a lot of criticism but nicole tour lead point of contact with Barbara Smith theyve been incredibly focused focused in helping us to audio identify on the case by case basis and im excited to hear from our partners thank you, mr. We have veterans common to our left and in so moved, commissioners, that item passes district and Mary Helen Rogers to your right in supervisor london breeds district veterans common is dedicated to 73 unit in the building and Mary Helen Rogers how many units. A hundred units 20 set aside for homeless citizens. So as what is referenced earlier in the 2015 count approximately one hundred and 70 veterans were identified which is a reduction from the 2011 Homeless Count. 17 percent of the Homeless Count and survey responded said they were 55 and ageold and 3 percent of approximately one hundred and unnecessary were age 60 plus. Lets talk about the seniors in our Adult Emergency starts the veterans are identified in the in take process into changes so we dont do a monthly or daily cut because shelters are always moving by a person can answer the question whether or not theyre a veteran so lets look at 2012 through 2014 and the consistent between individuals 60 to 99 years of age has been consistent. In 2012 it was 15. 42 percent and 2013 it was 14 with the 67 percent and january through april of this year were at the 15. 3 percent. So the percentage of the seniors has remained consistent we set aside senior beds weve identified 12 beds that are managed by the Mission Resource center they identify individuals in emergency of short Time Services and they can directly enter them into the system and have 90 daybeds for the individuals whom those 3 agencies feel they need stabilization in their lives at that point. So veterans in our adult shelter we dont track them but we have a contract through e Pill Community services with the Va Administration there are thirty beds directly to ah a and they corridor with the outreaching of those clients the va is responsible for placing those individuals in shelters by the they coordinate to link them to Veterans Benefits Services Including housing placement. Lets look at our Senior Housing and seniors in housing. Seniors of any anchorage housed through the protocol but there are 4 buildings with housing unit plastic for seniors the howard hotel is the only dedication in the tenderloin area we have the house in the western edition mary hell con rogers in the western edition and mary go is going to talk about park view stares but a total of did and 4 unit specifically for the seniors and it comes from the Adult Emergency system and the sf hot team. Ellis act eviction prevention we currently have a contract with the tenderloin housing client and Asian Pacific islander organization they target the low and moderate disabled folks facing eviction under the ellis act. And some of the services they provide are legal representation with 4r7b9d lawyers and representatives provide the services to the nonbilingual spanish and anothers as well as English Speaking clients. One particular program that we have under the homeless Prevention Funds is the San Francisco chronicle sharing funds. All funds are raced through private donations year round but the fundraising is in november and december and stories dpaefrnd featured in the chronicle of people helped by the season of sharing. So residents who are 60 years and old and a disabled vet can receive services in the he benefits of the Security Deposits and critical family needs which are medical apparatus not covered by insurance and delineate utility bills and beds for those who are mowing out of homelessness into permanent housing it this fund is over 4 million a year for the season of sharing. I want to introduce megan who is our staff on the homeless corresponding board responsible for our king i didnt grant megan is going to talk about the coordinating assessment and our program with the 25 Cities Initiative of which San Francisco is one of the 25 cities great. So tests a new practice how people are placed into homeless stoplights shelters and to insure the most vulnerable and longed term need folks are placed into Housing First and then the temporary rental assistance and low Cost Services folks are then placed. So thinking about the federal goals first federally funded homeless Grant Programs are required to parking lot like the housing programs in the emergency solution and Grant Programs are required to participate in San Francisco our Largest Investments are in the former shelter care and the other protocols. There must be prioritization to referrals this is the principle youll explain to the homeless to people understand how their assessing housing and people who are turned away understand. This is meaning all veterans with children will be treated the same whether or not it theyre working with the Salvation Army and similarly every homeless family will be treated the same not a family of 5 vs. Is an individual veteran. Throughout the federally funded Grant Program by 2017 we have changes so were going to start a pilot in San Francisco in july of 2014 now our local goals San Francisco has struggled with the longterm homelessness so our pilot for the continuum of care program to reduce the length of homelessness in San Francisco were housing the vulnerable first and getting folks what folks call the right dosage support housing and folks with more moderate needs have the low cost intervention so your using resources wisely. Its important to say about the coordinated assessment that will not create for beds but well continue to have a majority of folks who wont have a bed immediately available well not interview every he Homeless People in San Francisco they feel there be ready to be housed thats not true. We have a highlevel of client choice and improve the data on how long is takes folks to get into housing and others information. Lets talk about the Veterans Initiative the va and the Housing Council open homelessness and hud have called together 25 cities with the largest concentrations of homelessness. Theyve asked those cities who have been through the partnerships that was mentioned hud is at the table and the va the veterans fairs Supportive Housing program and to think about the coordinated saementd for veterans and the developers are being provided tied and other veterans are being reached out to using the veteran program. San francisco has taken them up on the challenge and will be kicking this off specifically for veterans to reduce the chronic homeless inlaws on june 5, 2014. The structure of the two pilots will be slightly different. As i mentioned the veterans is very focused on using be vulnerability as to which veterans will be place first especially because we have many experience with programs we want to reduce the length of homelessness and not focusing only on vulnerability. Lets talk about prioritization they will be scored its in our packet the vulnerable tool. This is a tested tool thats promoted by one hundred expert and San Francisco will conduct a register week it will be scheduled at the end of june and it will be social workers and other experts on Homeless Veterans and volunteers taking to the streets where the veteran congregate and scoring them on the tool and coming up with a range of list when when is this going to start. Late july or early august this is speed originated process. Great. That work will gone and our vulnerable vets where they are and the most vulnerable will be prioritized for all our properties this talks about the opportunity to house the veterans on kearny that will be one hundred and 6 new are supportive beds for homeless vets those will be filed with our most vulnerable veterans who live on the streets and in shelters so thats fantastic. The continuum of adults will not be focused on one property there this will be in the portfolios there will be 8 in a month and when a new property opens obviously a lot more units will be available. We have the team to provide the shelter for years theyve be leading the way to reiterate this is based on the Data Information to start. They will be prioritizing those people in placing them into the unit targeting the target population population and reaching out to them for the vacancies. Thats a lot to process. Im going to briefly talk about the services that department of aging Adult Services provides a department that focuses with the tasks of serving seniors with all ages. The central door and the one stop shop for seniors we provide information assistance for adults with disability that need access to long term facilities. And this is for all san franciscans who are housed who are at risk the losing homes that we refer to our case managed housing addiction preventions and its been food for congregate meal sites and legal and medical and Mental Health services thats only a list of some services we give information on. Besides giving information about services in the community we are also a central door for a lot of the services at the dos and were tasked with trying to keep people in the community and providing Long Term Services and supports to those big programs are in Home Support Services and home delivered meals we do the applications as well as Adult Protected Services investigating abuse or selfnegligent we provide referrals for whats called the Community Living fund locally funded initiative that helped to provide instituti institutiontion primarily with the hospital. We provide transitional care for people coming out of hospitals that needs the Case Management from preventing them from returning to the hospital. Some of the services in dos
