I see the human costs that graffiti considers and i hear from Property Owners who faithfully paint over graffiti i see that muni riders because the busses are at the yard being cleaned of vandalism. Ive seen the entire budget be spent simply on removing graffiti from the public art. Its important for us as a city to do something about it is a serious problem. Instead in developing this legislation i didnt want to follow a path by those who view every crime as a opportunity for yet a harsher punishment but instead weve researched the jurisdiction including new york and san diego to develop a plan that will provide Better Outcomes for graffiti offenders that there are many pieces of the puzzle. Two parts includes administrator fixes and elective fix or so we estimate over 90 percent of the graffiti in San Francisco are from serial offenders. Pursueing a criminal tag is really an effective you use of resources but the criminal courts have approved the inappropriate approval for the same tag theyve over taxed and the burden of beyond a rose bowl double is hard. Civil courts require a preponderance of evidence and recognition that a unique tag is the signature of a specific offender. So in short im confident the city will be better off as a result of moving forward on this and i landmark to having a discussion and supervisor farrell has said count me in but i want to mention as a former art director the most frult thing is when their murals get painted over or their criminalized because of people that are tagging buses not all artists are criminals but all artists shouldnt be penalized and they too want to so reform so were addressing those issues appropriate. I know were tired of hearing conversation about the drought but its an important conversation. I was just in d. C. And had a great opportunity to meet with senator Dianne Feinstein who talked about what we needed to do on a local level in regards for planning for the future that includes developing new areas for reserve so were collecting as much water as we can so when were experiencing a drought were not nerve about what the future holds for our state. So governor jerry brown issued a state of emergency and hetch hetchy watershed that provides water was at the 40 percent of its normal level and the snow backing pack was at the 32 percent weve asked customers to involuntarily reduce their water by 10 percent and particularly in San Francisco have exceeded dispensations. Earlier this month i urged the california legislator to fund 3 projects for San Francisco and that resolution passed the board on particular case 11 on one month prior; isnt that right Dianne Feinstein introduced the california emergency drought act. The act directs the epa to prioritize projects that can immediately provide water to the public 40 with Health Care Problems and for a range of water supply projects including ground water wells and others Conservation Technology are the act funds reduce the impact of the drought and could provide funding for the 3 projects so today, im interrogating a resolution to pass Dianne Feinstein act of 2013 and lastly i know this is a bit of a technical thing im introducing. The loose budget cycle you all supported in one stop which added additional revenue to make sure anonymous was this facility open and available to those who had challenges in seeking employment but they had the capacity to support various layers of folks who needed additional assistance when searching for a job opportunity. And so this is an extension of the lease and the location where theyve been quite successful but more importantly weve not gotten the more recently numbers for this location but from personal experience in Walking Around the community usually people are walking up to me and saying i need a job can you help me now theyre walking up and saying i jot a job because of the one stop im working with an organization some people are working in retail starnts and working out in the airport or the building trade all because were making sure that our job one stop in the western edition has the resources. You may remember last year the city reviewed our Work Force Programs because no one could tell us how much money we were spending. Our city spends close to 70 million for the work Group Program and we continue to have the oversight of the system. Currently, the individual departments set the programs and theres no citywide assessment of who needs the Work Force Program and no analysis of the systems. With no standardized data across the departments data are not strategicly used for money. Given were going to spend close to 70 million we need to do better in helping the san franciscans the workers were some san franciscans are doing better there is still a gap between those two struggle. This ordinance was done with the Workforce Development and other agencies which also compliments other efforts by mayors office. Our ordinance will remove the unworkable system and help with the initiatives in the 15 or to decide departments. It will create a citywide Workforce Committee to have a Strategic Plan and cooperating plans and expenditures and attracting perform measures. This is significant in that that will be the first plan ordinance it will escalate the nonprofit providers and increase the quality of their participation in the advisory group. As we work to make sure that all san franciscans can participate we want to make sure were investor our dollars wisely it will create a workforce strategy for the first time. Recently some major providers of longterm Care Insurance company a seeking to get the increases based on gender that shifts a greater than burden. From charring woman higher premiums its classified as Disability Insurance and therefrom not bound by the law. This leads to lost benefits and savings and almost 70 percent of women over the angel of 75 are witnessed or divorces and the rates could rise as much as 40 percent.
