Tangible work and i guesstimated to put my thoughts out there. And hear what my colleagues had to say about the candidates we have 3 great candidates. I did not want to miss out on an opportunity to have an individual on the committee who could be an extraordinary educate to our city and atolysis thats will booker anybody here from the workforce staff here . Heres my question maybe i dont know if anyone can answer it. Theres supposed be 7 members on this committee i believe and i have some demographics breakdown it seems like theres 6 bodies so for you have 3 men and women 3 africanamericans and one kaukts thats 6 and even though its supposed to be a 7 member body are we missing a person is there a vacant seat . Oh, okay got it. Okay. Heres my thought. The person i do know is lilly wong ive seen here work and commitment to the community that shes one that will do the work and thats with the development and it would be nice to have a younger voice to sort of bridge the gap for young people trying to get jobs. The unfortunate i dont know dj and hes one of the instance ive heard consistently from my colleagues that residency waiver is a big deal here. So im torn especially with sxhooedz comments in terms of the jazzs ability to work with a Concern Community because he doesnt live in San Francisco it would be is a shame not to have that asset and the gentleman has shown he deals with the issues and its going to be a tough call for me. Im inclined to support the two that came because i dont know who mr. Brook take care is. Supervisor cowen any thoughts on this . Yes. I do have a few thoughts on this many thoughts. First like supervisor breed said im a personal policy i dont like to sport residency waiver requirement San Francisco has a lot of talent and we need to capital lists and a grow the young staent tlaebt to were growing our future leaders. Im going to be in favor of waivers. We did wave a residency requirement for one lady for the Childcare Committee because she recommended a very unique ethnic community. I agree with supervisor breed dj is one you see on the ground organizing its not only organizing with the Africanamerican Community but also the asian and Latino Community that benefit from the services that the Young Developers often develop. This is an orientation that has the capacity and proven track record to address and then mitigate barriers to entry when the comes to the workforce. Im comfortable with waving the residency requirement. Now whats interesting is that i do have some familiarity with doug parish and the work hes done specifically around the baby ymca mentoring africanamerican males in particular. What i dont have understanding is to ms. Lilly and the questions i was asking trying to get a better understanding. My policy my staff will meet with the person coming before committee we go over the questions and the challenge is never doug parish or willingly wong came to the office to reach out to us so i had more questions when it comes to workforce experience and development. I think ms. Wong is a talented woman but in terms of her match ration in the professional world she just by virtue of being a youthful woman has not had the experience or wasnt demonstrate in her questions what is her goal had i asked the same questions to mr. Parish i got tangible answers. So this question is critical because on the other questioning question that was critical well, mr. Parish is on the board thats a good measure to were going to see if he articulated his accomplishment. With that, said ill be willing to support doug parish and dj today. Or we could appoint one person because there is consensus around dj and i dont know lilly reached out to your Office Supervisor breed not that im aware of im happy to support the names you recommended to put forward. Oh, okay. So mr. Chair theres some consensus here to move forward mr. Parish and dj. Are theres not a full consensus here my can i add something. Part of the challenge here again is having 3 criminally talented people but im familiar with dj and his work and his ability to get one off our most challenging population employed. I care about most in the city were not continuously networking this population and we need the that you kind of experts that have a proven record what this population. With that, id make a motion to move doug parish or second supervisor cowens motion to move douglas parish to fulfill seat 3 and i guess we need to take those separately because of the residency waiver requirement thats correct. So im happy to move that forward with positive representations. This is only for seat 3. Yes. Without objection that motion passes. And then you want to make a motion to strike for the residency waiver yes. I want to make a motion for a residency motion for dionne j for seat 4 and appoint him to serve on the Workforce DevelopmentCommunity Advisory committee for a seat 4. I second that motion. Could i have a rules committee restraining order. Supervisor breed. Supervisor cowen. Supervisor yee. No. Okay. The motion passes. I also want to make a quick comment to ms. Wong there are also great opportunity to apply for this committee in the future. I know that we are paying attention to attention records addresses to making sure we have people that are exempted we dont want you to be discouraged and the next time i want to see you in this spot also want to let ms. Wong know that to continue to partner with some of the folks that are on this body to increase the Community Voice you articulated and theres still work for f that work to be done. You dont need a position or an elected job to bring about changed for the disenfranchised community you can roll up your sleeves so i echo supervisor breeds comments in result of today not to get discouraged and whether youll try to attempt to get on this committee and continue to work with the benefits with the workforce thats trying to do anyways. So theres a motion on the floor is there a second second. And again i did not support of the waiver but because of supervisor breeds comment in regards to the value of this particular person i will be supporting the motion also so was there a motion. We finished. We took care of the motion. The waiver a say was passed. I did them together and we did a role vote. Can i separate them. So id like to make a motion to resend the previous vote. Second. So the motion were going to vote on is the waiver. So are we passing the last motion to resend the vote first. Thank you wkts the vote is resented. So id like to make a motion for the residency waiver for mr. Brooker. Okay roll call. On the motion. Supervisor breed. Supervisor cowen. Supervisor yee. No. There are two is the motion passes. Id like to appoint him to seat 4. Okay second . Wkts the motion passes. Thank you. Thank you very much thank you very much for coming. Ms. Wong thank you very much for coming. Lets see madam clerk, item number 8 item number 8 hearings to appoint 6 members to the immigrant Rights Commission there are 8 seats and 6 applicant. Okay. We have the immigrant Affairs Office here. Good afternoon chair joe and supervisor breed and supervisor cowen. Its an honor to see you. I think were at an should not moment in the history of the immigrants Rights Commission we have a number of should not folks who are interested in joining the commission. The commission has been here for over 16 years and not as effective as it is now. In the past few years the commission has conducted over we have Public Safety and federal immigration and thats for protecting community. The commission is also issued several major reports on expensive glths reform and recently held a meeting on the court instructs the jury closer. So today, the commission is recognized for a vicinities for the citys underserved community. This is due in large part because of the partnership with my office. The commissioners that come to meeting they listen to the community, they do all even though heavy lifting on behalf of their fellow commissioners theyre a diverse co he was group they demonstrate respect for each others difference. We need knowledge of commissioners and who want to serve and are there for all the people. In short i needed exempted individual. I hope youll reappoint the 6 commissioners because we have a lot of work to do i need their work and expertise. There are some applicants here that are expressive. There are 5 vacancy due in early june 2014 which is a better time to make the changes. Please advance the animates of 6 culminate for the considerations. If you have any questions, well be happy to answer them ms. Wong you said there are 5 vacancy and thats in june or july . Yes. How do you know that. There are 11 board appointed seats and for you mayoral arrest theres one commission for a mayoral thats been open for a year. The 11 board appointed seats 6 are up today for consideration and the remaining 5 are this coming june and the reason theres a 6 month gap those are up this june but because of the budget here etc. , it doesnt get scheduled until later in the year is there any reason why theres one vacancy. From the Mayoral Office there are 4 mayoral seats to the call of the chair, 13, fourteen and 15. Is there any reason were not bringing that forgot. Its a mayoral possibility u appointment is didnt go to the rules committee. Ill give you the name of the persons name from the africanamerican Advocacy Network is clementine. And shes should not but were waiting for a response from the Mayors Office any other questions. Thank you. So well call the applicants in the order they appear on the agenda. If youre here kathleen . Hi, k5g9 less than thank you good afternoon its an honor to reply to the commission. I served on the commission for a little bit over 2 years. Im not an immigrant im a fourth generation san franciscan and lived most of my life in district 8 and a raise my kids here and work as a culture anthropologists my expertise is sense s. P. C. A. Ship in the united states. Thats been a tremendous opportunity to sit on the commission to understand the issue that ive been focusing envoy been the impact of state and federal policy around immigration and the opportunity for leadership outside the city on immigrant policy and to you put forward and prioritize the leadership were actively and engaged in San Francisco weve done tremendous work in the area of womens leadership and embattling Domestic Violence and winning the rights of labor protection for the workers and most recently, the due process law ordinance that the board of supervisors passed and guaranteeing respect for immigrant rights in the judicial and the separation of judicial enforcement at the local level. For me personally, i want to the opportunity. I wanted to continue to serve and learn and would be happy to do so if youre willing to reappoint me do you have any questions of ms. Coal . Seeing none, thank you, ms. Coal. Phil . Good afternoon i have a little bit of a cold. First of all, its a privilege to address you guys and apply for this position. Im obviously asking you to appoint me to one of the empty seats. Im an immigrant i think i can bring my experience. Secondly for about 6 years i was a Union Organizer i worked pretty closely with gun points from all over the years whether its asia or african. Im halfway through law school i can Research Policy and procures and i think my personal professional academic background should be recently to what the committee does. I understand this is an important appointment so ive done some homework. I met with one of our staff and supervisors. Ive also reached out to all the commissioners. Attended one of the meetings ive actually had a long conversation with 3 of them. I asked about everything they do on the commission and gave them my background and all 3 supervisors thought id be great. Ive reached tout out to the African Network and met with the 3 leaders. They said this was the first time someone reached out to them. We talked and were to meet again. I met with the leader of the r0shd organization and this is the first time he said someone sat down with him. The asian law calling your attention caucus i met p with ms. Chan. Ive known hearing her for a couple of years. I reached out to maria and shes the executive director of justice cause she have happy someone reached out to her. Roberto hernandez is one of the leaders who recently received a naacp community award. Him and i spoke and he was excited i reached out to him we are going to sit down and talk about immigration issues. Ive reached to other organizations radio african and kitchen sittings its a restaurants. I havent had a chance to sit down and talk with them thats one way to 4i6. Ive got to go. Finally, i know im not a policy walk i knew someone at the gotten school and they have is a program there if you have good opportunities to provide advance policies so ive been communicating with them hoping to get someone to work with me. I i know the Current Commission has done wonderful work ive read some of the things theyve done. Im excited about having the opportunity. Like i said, i wouldnt have applied if i didnt think i could bring something to the commission and i did my homework so you guys low be proud to appoint if you have any questions, well be happy to answer them any questions. Thank you very much. Question supervisor cowen come back, come back. One question. One of the things thats interesting that people come here and want to be 30i7b9 and sometimes tha in their remarks they daily what they hope to accomplish im curious if 30i7b9d what are some of the things youll be working on i have thought about that i know the work of the commission is pretty stuff. I i know its complicated stuff. I know theyre working on the implementation of obamacare. In addition, like i said, im working with the Goldman School ill probably be there six months doing the research what are the immigration things in San Francisco and what has the board done in the past. I think ill follow a longterm goal. To answer your question while im building and working on something specific id like to implement you say youre a student now. Right. Whats the plan to manage our time. I know they meet on monday at 1 oclock. Im halfway you done so the workload is not an issue. I spoke in my conversation that was one of the questions how much time do you do in precipitate work. I was told the meetings dont last more than an hour mayor ed lee and maybe take a couple of hours of prep time are tell you pktd any other commissions youd be interested in. One of the questions i answered was i felt i had the rezit skills and references and i dont want to half step anything i want to hit the ground running as fast as i can if i thought there were other commissions but this is the one i actually can come in and do some work. Do you live in San Francisco. I do. Thank you. I have no questions. Thank you very much. The next speaker please. Good afternoon chair yee and supervisor breed and supervisor cowen.
