sharing options would collectively go a long ways towards relieving the pressure on the currently overburdened commute options. i trust staff to oversee the developer agreement, to insure that each piece everyone's feet to the fire and that negotiations will result in the right balance and protection for all the residents in the wider community. thank you for your time. commissioner miguel: thank you. >> good evening. i've been a resident of parkmerced for 14 years. i want to thank you for having this year for us. i was not able to make it to the other meetings. secondly, for allowing us to do our comments first. like many people here, i have already read the plan, heard the top, knew what they were talking about, so we appreciate being able to say what we want to say. i have come to know this landlord, and being somewhat cynical about va -- fading concern for the community but very clearly in actions about being really just focused on trying to make the money. that is sort of the background. i live in the second story of a garden apartment. outside my window, i see hummingbirds, butterflies. i get life in my apartment all year round. i live in a community where we know each -- [inaudible] wanna hear the promises about rent control that i have not seen in writing, [inaudible] hawaii in addition, what nobody has mentioned yet is those apartments will no longer be rent-controlled apartments. lastly, i just wanted to mention, the amount of noise, the amount of disruption, [inaudible] i really urge you to reject this proposal. thank you very much. [applause] commissioner miguel: [inaudible] [reading names] >> [inaudible] i'm very concerned that something could take place. that earthquake was about 3% of what we are supposed to be getting in the next 20 or 30 years, a real massive earthquake. that is very concerned. three times the density in this area. many of my fellow residents have mentioned how does it is. it is very true. i have seen the increased amount of car traffic. just a major amount changes things. now, you have to be times the amount of density, three times the amount of residence or housing units. over the last 10, 15 years, i have seen more students come here. there used to be no students. because of the need to get more people to come in so they can make money and survive. [inaudible] that is concerning. one of the residents spoke about it early on this evening. those who are familiar with san francisco history know what happened to the fillmore. those residents in the district, those residents that live in the bayview and other areas -- it is a devastating thing. i have seen some of my friends i have known for many years. i went to lincoln high school. i'm from this city, and i love this city, and i love parkmerced. i do not want the ownership not to make money. they are a business. i understand that. they need to thrive, or that will be destructive to the whole community, but this would be even more impact full -- impactful if they go forward with the project. parkmerced is truly unique, beautiful, special. i live here because i actually love being here, and i would tell that to anyone, to spend time with it. i will show you things and places in the community, so thank you for allowing me to speak, and please take all of our suggestions under great consideration. thank you. commissioner miguel: thank you. [applause] >> good evening, commissioners. thank you for this opportunity. tonight, i'm speaking to you as a blessed cider, 20 years neighbor. i have followed this project for a long time and very much like it. i'm deeply interested and cared deeply about the outcome of how the west side of town is going to develop. i was a founding member of the lake merced task force that took on the issues of a declining lake because it is such a jewel out here. this project -- i cannot tell you how disappointed i am you have not been able to make the presentation because it really is one of the most innovative and far-reaching i have seen in a long time. because of its innovation around environmental issues. it fits in very well with the plan. my son will likely be at will or lincoln. we care about what happens out here, and i want to say also i'm sort of disappointed at the amount of fear that has been spread for this meeting. and on the conversation around and control. eliminating rent-controlled units is against the law. it cannot be done. rent-controlled housing is protected. it is sad when people are so afraid of the that it is their entire view without knowing anything about the project. to get an opportunity for this massive and investment in transportation infrastructure is a huge opportunity and should not be taken lightly and should not be squandered. this has a chance to change the traffic patterns, which are awful right now. 19th avenue -- everyone knows how bad it is. this is a way to start making changes. yes, change is coming, and it can be painful and scary, but this type of project represents changes that are being discussed in every city in the united states -- how to make density work. how to make transportation work. have to get people out of cars. the folks here did not get a chance to read about the attributes of the project being net zero water, net zero energy, and that is an extremely ambitious goal, and something wonderful that an idea like that could take hold in san francisco. i would hope that reason and information about the project would take precedence over fear and not knowing what it actually entails. this is going to add a lot of housing to san francisco, something it desperately needs and something especially worthwhile on the west side. do not be afraid of it. this is a great project. thank you. >> i'm a 51-year resident of parkmerced. i would suggest that the development project now is proposed by stellar management, who was the primary owner of the llc that owned the property, is really no longer the owner. it sold probably a majority interest off to this group called fortress back in new york, and i think the whole plan ought to be scrapped and started over again with the real owner of the property, not the former owner of the property. to get to the issue of traffic, which you were going to talk about, and god help us if you have presented your side of it first, we would be here until maybe two or three days from now listening to all the rest of this. we do not have that much time. traffic congestion will be massive when you increase the population of parkmerced. the primary egress of parkmerced is through this 19th and holloway intersection. everybody that wants to go north and consent of cisco, whether it is with portal or -- were the last gentlemen seems to have been from, or up 19th avenue, primarily goes out through that one intersection, and it is an absolute zoo. if you guys from the developer to put the street, through off of 19th avenue, you will have compounded what is a disaster into a multiple disaster. right now, the traffic mess at eucalyptus in front of the high school -- mercy high school, i guess is -- decongested that arises just from the streetcar moving into 19th avenue does a real mess daily. our by our it is a mess. taking the street car off of 19th avenue is only going to make things worse. it will not address the bulk of parkmerced. fix it a lot cheaper. get the bus to work right. do not put the streetcar in there. right now, parkmerced is relatively -- was, because i have been out here a long time -- relatively crime free. the minute you put the street, in their, you import a whole new group of people riding through there with a whole new opportunity to bring crime into the area. there is enough crime now. state college tells us not to walk alone at night. the students walk in pairs. it is dangerous for everybody. most of the time, the place is fog-ridden. when you go out there, all those commercial establishments are going to be there. there is not going to be anybody out there. the fall closes the place down almost every night. just a disaster waiting to happen. i put this presentation into the basket up there. thank you for your time and effort. commissioner miguel: thank you. [applause] >> good evening, commissioners. i'm here representing san francisco green party and grass- roots organization our city, which has 4000 supporters in the city, almost all of whom do both. both groups have come to full consensus that we are strongly opposed to this project as it stands, as it is written right now. to just flesh that out, i will start with the argument that was already well made on rent- controlled. you have heard the legal argument -- [inaudible] >> what i hope is that this shows they are concerned about the future. this is the idea of a nice village where they have everything together, in this village. this is very fragile. if you demolish this and put up the number of towers. the story is that scale. i hope you take that into consideration. and you save park merced for the residents. [applause] >> i am 25 years old, my roomate is 21. we've never thrown a wild party and never had the police called on us. we moved her for quiet, because it's safe, because we like the grass and trees. i also think this is an aging community. the buildings are wearing out. park merced has been attentive. i live in a garden apartment. if you asked me to take a new apartment with the same price, why would i say no? no jiggling on my toilet. why would i say no? the reason we are here is because we care about peace and quiet and the community. but we care about is the future of san francisco. this has to do with changing the infrastructure. we're working to put for the public transportation, to make certain that the residents are not affected by the construction. brown was not built in a day. i hope to raise a family in the kind of community that they are having. it is so willing to take a chance on the future. >> i am a resident of park merced. i did not appreciate not being listened -- not having -- not been able to listen to the presentation. how can anyone give an opinion without all the facts. i do not think that this is kind and mature not to allow for a different opinion. i wanted to put this out there. i wanted to say something about the architect. he has put in a lot of energy into this project. but he no longer lives here. i am not even certain what his state is in this anymore. i am for this project. i think that there will be benefits. there will be things that i will lose. i will lose my garden and my garden apartment. i think that
