But theyre mourning once again, 82 iranians killed in this plane mishap. Talk about what youre seeing there today. Reporter hi, alex. Yes, there seems to be an overwhelming sense of grief, anger and injustice right now in iran after the authorities here admitted to shooting down that ukrainian jet liner by accident. The fairly large crowds have gathered outside two universities in tehran, chanting all sorts of slogans, chanting death to the liars, we want justice and some other pretty harsh words. So there is a very raw emotion here in iran. I dont think anybody suddenly expected the authorities to make that admission this morning. We have to remember for the last three days they have been vehemently denying that iranian missiles shot down that plane. They were saying its impossible. Yesterday the head of irans Civil Aviation said that a probe has to be carried out, but he can say with certainty that that jet was not shot down by a missile. And then all of a sudden, this morning, the top leaders of this country were making very contrite statements, giving their condolences about what happened. And i think thats upset a lot of people here that wasnt done on the first day. So again, extraordinary scenes here in iran. What i reported earlier seems to have gotten a little bigger right now. Again, unclear what direction these things are going to go. And in iran its a very unpredictable place and emotions run high here. But it has been an extraordinary 12 days for this country since that attack on the u. S. Embassy by iranianbacked militias, the threats going back and forth, the killing of soleimani, the attacks by the iranians on u. S. Assets. And then, dont forget, alex, yes, 176 people died on that ukrainian airliner, most of them iranians. But at Qassem Soleimanis funeral, 78 people were crushed to death in a stampede. So there is a lot of emotion running very high in this country. And again, the next few days are going to be uncertain here. Can i ask if theres anything specific that these protesters are calling for . You have to wonder what can they call for, but among the things you said they were chanting was stop with the lies. It would appear the government has stopped with the lies because they are taking cu culpability for this, all be it calling it human error and accidental. What do they want to see happen . Reporter well, a lot of people are saying they want to see a trial. That they want the people who were behind this have to answer to what theyve done, but theres also other very, very serious calls being made for removal of certain powers and things. So theres a theres a big melee going on outside right now. And its from quite a large crosssection of the population here. There are students, working class people, middle class people, and it doesnt seem to be quieting down for the moment, alex. So again, as i said, its unclear what direction things are going here, but emotions are running very high. You say its a melee, in fact, theres a lot of emotions running high in tehran for a lot of reasons. Thank you, ali. Well see you again. Lets go to the white house and kelly odonnell. We have the president offering a new explanation for the killing of the iranian general. Can you tell us what hes saying . Reporter a strange parallel where iran changed its story with respect to the airliner that went down. Here the administration is rolling out Additional Information about the justification used for the strike that killed that top iranian general, Qassem Soleimani, and set off this latest back and forth between the two nations. So what is different is that at first the administration was talking about an imminent threat, which is rooted in the law, for a president taking action without notifying congress. Sort of the idea being its the president s authority to strike quickly when there is an immediate danger and if it is a more protracted issue you involve congress so theres a debate about that going on and why imminent threat is so important. When lawmakers had their briefings they were frustrated, a bipartisan frustration for wanting more answers. So we have now seen the president has rolled out new comments over the last couple days in different events. Talking to the reporters at the white house, a rally in toledo, and a sitdown interview with fox news. To the president saying it included the Baghdad Embassy and then expanding that to say four embassies and military bases were considered at risk by plans that were in the works, the president says, by Qassem Soleimani and the iranian regime. Secretary of state mike pompeo also sort of ramped up his language to now publically say the same thing, but lawmakers, at least two senators so far, have said they were not told this information in a classified briefing where you think the most highest level information would be shared. To give you a sense how the president is talking about this, heres an excerpt from that interview with fox news where the president gave a more detailed response. Did he have large scale attacks planned for other embassies, and if those were planned, why cant we reveal that to the American People . Wouldnt that help your case. I can reveal, i believe it would have been four embassies and i think that probably baghdad already started. Baghdad certainly would have been the lead, but i think it would have been four embassies, could have been military bases, a lot of other things too, but it was imminent and all of a sudden he was gone. Reporter of course, soleimani has been replaced in the iranian structure. The white house says the u. S. Is safer after taking that action. Others challenge that and say perhaps it has exacerbated the tensions between the u. S. And iran with all the things weve seen as of late. Still to be answered is this dispute between members of congress and the administration about what they were told about what the specific threats were and the justifications for that immediate threat aspect that allowed the president to take action without notifying congress. Alex. A perfect set up as i have virginia congressman Jerry Connally with me. Welcome, sir, always good to see you. Great to be with you, alex. Kellys reporting there, in addition you heard the president said that iran had been targeting four american embassies before he ordered that air strike that killed general soleimani you were among the members of congress that had been briefed on that. Were you told that in the briefing you got . No. This sounds like a convenient after the fact rationale to justify an action that was not carefully vetted and was not, frankly, provided much of a rationale at the briefings. Its very suspicious to me to all of a sudden have a brand new rationale presented to members of congress. Remember who was at the briefing, the head of the cia, the National Director of intelligence, the defense secretary, the secretary of state, the chairman of the joint chiefs of staff, they had every opportunity to present that information if it existed. I think the real truth here is, it wasnt that we had intelligence so much as we had opportunity. And somebody decided, ultimately the president , to take advantage of the opportunity. That is to say, soleimani at baghdad airport, to take him out and justify it after the fact. Four embassies, though, congressman sounds pretty specific. Where might the president have gotten that information . I have no doubt that on an ongoing basis, a number of u. S. Facilities, including embassies, are targets, are potential targets of terrorists or even military foes. That doesnt mean theres an imminent threat. Remember, that is the word imminent threat, they have failed to provide any such evidence. As i said, count mesuspicious, i think this is after the fact rationalization to justify a mission that was fraught with danger. And were seeing it unfold before our eyes. I know you heard secretary of state mike pompeo when he got in an exchange with my colleague Peter Alexander about the information given to lawmakers on the issue. Listen to this, sir. We told them about the imminent threat, all the intelligence we briefed, that youve heard today, i ensure you in an unclassified setting we provide in the classified setting as well. To be clear you told them that embassies were to be targeted . Thats the imminent threat . Im not going to talk about the details that we shared in the classified setting. But those members of congress who want to access the same intelligence can see the same intelligence that will reflect what i described to you what the president said last night. That last point there, is that true . I also dont want to discuss content of a classified briefing. I can tell you what did not happen. What did not happen is what secretary pompeo just said. There was no evidence provided of an imminent threat. In fact, the conversation and the presentations focussed on what a malign actor soleimani had been in the past. Which was true. But what was so striking for a number of us, including some key republicans like senator mike lee of utah, was the absence of any evidence to justify the imminence of a threat that required this drastic action, the assassination of a foreign leader. We should say mike lee joining forces with rand paul in that assessment as well. Saying its among the worst briefings they have ever seen. The house just approved the resolution that the white house has to get congressional approval before a war with iran. Nancy pelosi saying this has teeth to it but its not binding on the president and does not need his snore. If he does not abide by this, can congress do anything about it . Weve seen a virtually lawless presidency in many respects. Flaunting the constitution, flaunting appropriations bills, flaunting laws passed by the congress to circumvent executive behavior and restore the balance of power between the ledge slay li legislative and executive branchs of government. When you ask will he abide by this, sadly probably not. That doesnt mean that congress should not assert itself. And if we had willing partners in a republican majority in the senate, i think there would be real teeth to this. They have yet to be heard from. But so far theyve been enablers rather than vigilant patriots protecting the constitution. I want to turn to impeachment with this caveat because it has to do with iran as well. According to a new report in the wall street journal the president told associates he was under pressure to deal with soleimani because of, what he believes, are important supporters in the senate during his impeachment trial. So do you believe he did this related to this impeachment . Normally i would give the benefit of the doubt to a president in a Foreign Policy action such as this. But frankly, we know that Donald Trumps behavior is erratic, its impulsive, its not thought through. Its surrounded by a bed of lies. The Washington Post count in his presidency is 15,000 and growing. So we have reason to be more than skeptical about his motives in any set of circumstances and his willingness to tell the truth about his own behavior. So sadly, im not willing to give the benefit of the doubt to this president and it wouldnt surprise me at all the Political Considerations were involved in this very momentous decision, just as they were in the notorious phone call he had with the new president of ukraine, president zelensky in trying to get political dirt on a political opponent. Lets talk about House Speaker nancy pelosi who is expected to send the articles to the senate this week. Several days ago, she was facing pressure to send over the articles, but by the end of the week those senators were walking it back a bit. It was the same story for a member of the house, congressman adam smith saying he misspoke after saying nancy pelosi should send over the articles. What happened to make everyone fall suddenly in line . I dont know what was in the minds of individual members of the senate, who addressed this issue. I can only speak for myself. I think its reflective of a majority of my colleagues in the democratic caucus, that is to say what nancy did was quiet shrewd. It shed light on what mcconnell is doing in the senate. His refusal to consider witnesses, to have a bipartisan set of rules of engagement for proceeding on the impeachment trial, his statements that seem to compromise any possibility of imparti impartiality, even though hes about to take an oath to be impartial, in asserting hes closely coordinating with the white house on the impeachment trial. All of that is reason to be concerned, and i think speaker pelosi, in taking a pause over the holiday break, allowed the public and the media to focus on those issues. Indeed. After the hurricane it took puerto ricos power plant a year or so to get back online and now it may have to go off line for further repairs. What can you tell us about the power situation right now . How many dont have power or may have to go without it Going Forward . The earthquake on tuesday triggered a blackout. An islandwide blackout. That was mostly restored. However, the southern part of the island is so, so, so affected that the power plant there that contributes about a quarter of the power that the island needs, that one, its going to be shut down. So its officials were saying that it would take a year to repair. So what theyre doing is that theyre essentially maxinging out the other power plants in terms of capacity of producing energy. I think there was a lull in the activity after that iranian strike on u. S. Bases. But when you look at the pictures coming out of tehran, you see the protests. Certainly its a sign of instability. What happens in iran unfortunately for the region, the gulf, doesnt stay there. I think people are nervous again that people are in the streets. Certainly i think there was a surprise at the beginning that the iranians sort of made this admission when you look at the revolutionary guard, this is not an organization thats known for its transparency so when huh details about for example commanders on the ground thinking it was an incoming american rocket. They said 10 seconds to make that decision and they shot down that passenger plane. The initial reaction in the region was great were seeing some transparency but now there seems to be a lot of trepidation, especially when you put it in the broader context of u. S. Troops flowing in the region, the persian gulf being on state of alert, the sultan of oman died last night. This was a man who was the go between between the iranians and americans. So this does seem like a region thats again at a heightened state of alert, alex. Not quite 80 years old is what i read about that. Cal, thanks for keeping a temperature on all things there. Lots of discussion on whether or not this attack on soleimani was warranted. In your experience, do you believe there was a plausible threat and if there was, did it justify striking soleimani . My gut sense when i heard that news a week or so ago now was a sense of justice as someone who has served in iraq had colleagues killed by iranian backed militia. The Second Thought was preparing for the consequences and the aftermath. An act of selfthe administration should stay within that justification and go through the things that soleimani has done and had the capability to do. The shifting explanations and four embassies and this, it adds to the dimension this may not have been properly gamed out. The two point gs you make, the first one i think everybody can be in unanimous agreement about. The second one, though, there is the reporting that both president s bush, george w, and president obama had the ability to target general soleimani, and chose not to. Is that accurate . And was the threat that prompted last weeks attack different than what happened during those administrations . I was in the bush white house. Important to remember we had 160,000 troops in iraq, we were fighting the shia militia groups tooth and nail and we were never able to stop the rockets and roadside bomb attacks. It was a horrible situation. It wasnt until a political arrangement in 2011 the attacks stopped. We were not attacked by these highend iranian backed groups until october of last year, just a few months when those started up ago. So it was a long interim period. I cant speak of any deliberations whether to target him. But that was the sequence, we were in the surge, iraq, massive combat operations against the groups and from 2011 until a few months ago, there werent any attacks by the shia militia groups what changed to warrant those missile attacks . We had a number of things. The maximum pressure policy on iran is inflicting massive economic pain. So beginning may of last year, the iranians made a decision in tehran to push back against that. You sarttarted to see the attac against Gulf Shipping in the gulf. And you saw it against the iran facilities in saudi arabia. And after that you started to see the rocket attacks again in iraq. Given an american was killed, i think the administration was correct to respond. When i used to deal with this, we sent messages to the iranians all the time. If you ever attack us, we will respond at a time and place of our choosing. So that was really no surprise. I think the iranians miscalculated in the assault on our embassy. I think that was a huge miscalculation and everything spiralled from there. The thing about where we are right now. Were still on this escalation ladder, kind of suspended though. We may have taken a couple rungs down after the events of the last 96 hours but the policy hasnt changed and i think the iranians will try to continue to act through proxy groups to provoke us. This is still a matter of high risk we sent almost 20,000 additional military personnel to the region in may. Im hoping out of this horrific, awful plane crash and the shocking acknowledgement by the revolutionary guards corp. Taking responsibility for this, i think its an opportunity for the u. S. To express condolences, terrible loss of life, acknowledge we shot down an iranian civilian airliner, essentially to irans narrative against us, in 1988, its an avenue to deescalate. And maybe even lift the travel ban. The iranian people are our allies, theyre not the enemy. But im not confident the administration will do any of that. What youre indicating is iranian aggression is in hibernation, is that how you see it . Maybe not hibernation. The attacks they started in the gulf in may, they never took credit for those. These are classic deniable iranian attacks. And that sort of thing i think will continue to go on. We are in a position now where if something happens, another spark, well be back up the es ka la a ladder. Right now its all pressure with no diplomacy. Itll be great to open a diplomatic channel but thats going to require give and take. You have to give one sometimes to get to the table. So i hope the administration would think about how to create that package put some achievable objectives on the table. But so far they really show no indication of doing that. And hes willing to shift major policy positions. For instance, he now says nato should get involved in iraq. Where before he said nato was useless because it serves his transactional purposes. I dont want to say definitively, but you can guess by my examples i think he would fall in that direction. What do you think about this danielle . The president is basically saying the wall street journal made it up and its false news. The president lives as well as he breathes. According to the Washington Post hes lied over 15,000 times so i dont know why anyone would believe anything that comes out of his mouth. But to ricks point, donald trump only ever has donald trump in mind. He is never thinking about the security of the nation. He is never thinking about the american public. He is thinking about himself and what he can do in order to distract people from the fact that he was impeached in the house and that he has a trial coming up. So anything that donald trump can do to protect donald trump he will do. If that means risking our National Security, if that means making us less safe around the world, then he will do that, if it means saving his own neck. This is what art of the deal author told my colleague ari melber last night. The humiliation he associates already with having been impeached is incredibly preoccupying to him and dominates his consciousness for the vast majority of every waking day. Come part meantization can be good up to a point. Does he have that skill . Zero. Zero. How much do you think impeachment weighs on this president and his actions. I think impeachment has rented space in Donald Trumps head and he cannot shake it out. I think people would have come out with anger, but if they had been more transparent early on, rather than wait more than 48 hours to accept responsibility for this, i think thats a problem. The fact their currency is devalued, the way that medicine is difficult to obtain, the way inflation has gone through the roof. All those things have made them extremely on edge. Then you have this threat of war. Obviously the protests in december were more about the economy and people suffering under the stress of the economy. Then the killing of soleimani was oh, my god, were now going to get into war with the united states. And a lot of iranians, at least, went through the iran iraq war eight year war in the 1980s, remember how bad it was. What do you anticipate with the fact the president says were going to impose more sanctions on iran . I dont know how you can sanction more on iran. Its already a crisis point for the iranian government in terms of how its going to continue to manage its budgets. I dont know what sanctions mean. Sanctioning industry and individuals. I think its rhetoric at the end of the day. Iran is already in trouble, financially in trouble.
