Wednesdays hearing on capitol hill. I think that the main focus right now is to have the president and his counsel who you know are given the same privileges as president nixon and president clinton had to participate and engage in this impeachment process, even to the point that if we have executive sessions on the Judiciary Committee, they are invited to participa participate, and we are certainly hoping that the president and his counsel will take advantage of that. This all comes as congress is getting ready to shape up a busy week of the investigation including the house Judiciary Committees first public hearing. One member of that committee who has participated in the past three impeachment probes is sharing why this one is different. Unlike some of the other proceedings, we got the best evidence at the very beginning. To do me a favor though phone call laid out really a this for that improper scenario where the foreign aid that was a law to be released was being held for a personal political reason. Meanwhile, some of the president s staunchest defenders are also speaking out this morning attacking the democrats process. Rounds one and two by Speaker Pelosi and the chairman schiff are as rigged as a carnival ring toss. Had they allowed the president to call his own witnesses . No. Have they allowed him to have his lawyer present . No. Have they offered him rebuttal evidence . No. Have they offered him to crossexamine the witnesses hand picked by Speaker Pelosi . No. And we have a week of deadlines and hearings, and walk us through what is happening there. Good to be with you, alex. It is a Beautiful Day here and bear with me with the poor imitation of beyonce as i deal with the wind. We will press through. This is a critical week, and it is a week where our viewers will want to know a sense of the timing because of the developments. What has been happening over the holiday is that the House Intelligence Committee has been preparing the report that is summarizing what it believes is the best of the evidence brought forward by the fact witnesses that we all watched in public display who brought their personal insights and knowledge and so forth about the events concerning the president s phone call with ukraine, the things that led up to it, and so forth, and so that report is going to be available tomorrow evening for members of the Intelligence Committee to review in the secret location, the secure locations related to that committee. Then on tuesday, when the full congress is back, they will gather that committee, the full committee for a vote to accept the report, and that will then move it over to the judiciary, and why this is important is that this is in effect a summary of the case against the president as assembled by the House Intelligence Committee and by the House Intelligence Committee democrats, because as the clips that you played leading into this, it did not include the evidence or the witnesses presented by the president , and now certainly, the republicans took part in those hearings and did some questioning, but they are not satisfied with that. When it is going to Judiciary Committee on wednesday, then we are in a new phase. Judiciary is the home base for impeachment Going Forward and they are going to begin with a hearing that deals with the academics who are knowledgeable on the constitutional grounds of impeachment and House Republicans are asking to expand those planned witness panels there to include the conservative academics as well as those who might be more on invited by the democrats who might have an opinion against the president. So that is going to be a sort of the civics lesson event wednesday. The president was invited to send his own counsel to this wednesday event. We have not yet received word what the White House Position on that will be, and then on friday, we will have the next big deadline for President Trump, and that is does he wish to send Legal Counsel, mount a defense, call his own witnesses, subject to approval by the democrats for the remainder of the impeachment inquiry in the Judiciary Committee. So there are key dates coming up. No surprise, this is in accord with the time line that the House Democrats have been trying to complete their work by christmas time which would then if there is a vote of impeachment, we have to take each step one at a time, and then it would go to the senate for a republicanled trial if there is again an impeached vote for the president. So that would be a whole new phase. So because of that new phase that would be coming down the line by the republicans, one could argue that the president is less inclined to participate in the house phase, but we dont know until they give us an answer on, that and chairman nadler is expecting a response from the white house for these two deadlines that he has set up to see if the white houses personal or official counsel will take part, and if they will try to request witnesses again, subject to the democrats approval. It is a week that is going to be busy and eventful, and of course, the president is going to be out of the country for a good chunk of it as he is heading to london for the nato summit. Alex. Charlie, you first here as i get your reaction on what we heard congressman zoe zoe laughlin san the beginning. Well, i am not sure. Because they it is a is about this one particular call. I think that having been immersed in watching these hearings unfold and reading the deposition transcripts when they were released over the past few weeks, which i know that you have as well, alex, it is really a broad Pressure Campaign that unfolded over the course of months, and in which that call was certainly a key moment, but it is the context of all of the other things that the white house and state Department Witnesses were talking about in may, june, july and august and september that makes it more piercing or more striking, and you know, that is like saying that trump went to the cameras on the south lawn and said that china should open up an investigation on the bidens, too, and case closed. It is really, it is the Broader Campaign that those scenes took place within that make it a more serious case. Okay. Fair assessment. I see where you are going with that. And so, laura, when asked about the scope of articles of impeachment, the congresswoman said that is not yet a foregone conclusion, and here is that. Well, i think that the evidence is being presented to us by the Intelligence Committee really focuses on the ukraine matter as well as the obstruction, so i am sure that is going to be, and if we do articles, and that is not a foregone conclusion, that would be the central thrust i would assume. In the constitution, treason, bribery or other high crimes and misdemeanors that is the cause for impeachment. The question is should that misconduct result in impeachment. Okay. So first off, laura, is there any doubt that Judiciary Committee will not draw articles of impeachment . I mean, is the congresswoman allowing for the process to play out . She is allow norg process to play out, and you cant predict with 100 certainty what is going to happen in congress, but everyone is pretty sure this is going to happen on wednesday. Okay. Are we getting a glimpse then of what to expect in wednesdays hearing as we talk about the language in the constitution and what amounts to an impeachable offense. Laura, you first and then charlie. That is the republicans and that is the line of what trump did and we certainly know that he did is not an impeachable action, and the democrats have been clear and unified across the board saying it is, and so everything on wednesday is going to come down to this same par tlooin arpa and so, talking about treason, and high crimes and misdemeanors and where does that break down, charlie, and the overall abuse of power is such a large umbrella, that it is the one main caveat that everyone is focused on. Well, it is not about treason, and we will put that aside. There is some discussion as to whether to understand what trump was doing as a solicitation of the bribe, and asking the president of ukraine to do something as a personal favor to benefit him personally and politically before he would undertake an official action that is releasing the aid before a visit to the white house that the president urgently needed. And so if it is an abuse of power generically or used it for personal gain and whether you call it bribery or extortion or abuse of power and maybe it is fitting under that catch all. The democrats and the witnesses they call will be exploring those issues at great length. I suspect that the republicans are going to be disrupting the procedures saying this is unfair, and we should be calling hunter biden and the whistleblower, and this is all rigged and the president did nothing wrong, and et cetera, et cetera, and to use the lines that we have been hearing from the last few weeks. We will see if there is a lot of engagement from the right on these technical and legal policy issues or a show. And you bring up the witness point, and in fact, the Top Republican on the top Judiciary Committee congressman collins is asked if they will indeed subpoena witnesses to testify on the president s behalf, and this is what he said about that. Of course, we will. First and foremost, the person who needs to testify is adam schiff and he is the author of many things, and many of them false over the last years, but he is the author of the report and he has compared himself to the special counsel. And so you want to bring him into the committee and not just to present the report, but to take the questions from the democrats and be crossexamined if you will by the republicans . He needs to tos to be. He has put himself in that position and if not, i see that there is a question of his veracity of the report. And how does that play out . It is the republican message because they want to go after the whistleblower and hold them accountable, and now they want to investigate and question adam schiff. Adam schiff is doing his job and the head of the committee and doing his job and investigating trump for crimes that he actually did commit. And so it is a little bit absurd and deflection on the part of the republicans. And charlie, what about the president criticizing the proceedings in tweets yesterday noting that he would be in london that day. Is the white house hurting itself by not sending the representative or avoiding it . That is the question to ask. I am not sure that i want to be the one to say they are doing the right or the wrong thing. But descriptively going off to nato in london following the surprise visit to afghanistan to visit the troops in the first time of his presidency over thanksgiving is a playbook that we are seeing unfold echoing that of the clintons in 1998 and 1999 saying that i am reengaged with the Serious Business of the country, and this is a side show and circus, and so also, i predict that while in the past nato meetings have been a place for trump to be very disruptive and to attack americas allies as ripping us off and so forth, it may be to this nato meeting he is going to be towing the line and sounding more like a traditional president of the United States all towards the end of projecting gravitas and stability while this other thing is happening on the split screen. Is this because you think that the Prime Minister Boris Johnson has asked him to do that or because trump thinks it is the best play in the current playbook, charlie . What i mean, that is what he and his advisers may, and we will see, because trump is unpredictable, decide it is the best play in these circumstances for trump. And we are seeing hours delays from jfk to newark and laguardia and that is going to continue, and boston is seeing an hour delay. I expect the delays and the cancellations going into monday and a possible snowday for the kids headed to school. And now, headed to roadways completely shutdown and watching the local forecast and here with us, because we are seeing the road closures across pennsylvania, and i do expect us to make this into northern new england. Now, forecast totals have been up and down, and this is the final forecast and the next two days. By tuesday, this ism is going to be exiting as noreaster, but look at albany, 10 to 14 inches and over a foot of snow even for syracuse up to 8 to 12 inches. If you are hartford to the albany area, you can see the red dot here, and we are talking about a possibility of the bulk or squall could persist in that area, and alex, up to 24 inches. This could be a recordbreaking snow for the northeast. And what you are seeing on the current radar is just the bulk of this storm, but then it will be a big time surge between midnight and 7 00 a. And also, Barry Sanders spoke to members of a church congregation, and Pete Buttigieg is attending church in goldsboro, North Carolina, and that is where Shaq Brewster is for us. And the Church Services began at 10 15 and they wrapped up they spoke with mayor pete, and members of the congregation are going to have a discussion with him. What did you see . It seems that Church Service was let out moments ago, and mayor pete did not speak at the service, but we watched as he prayed along with the congregation, and clap and sung along to songs at times, and in a few minutes there are discussions of reverend barber who leads this Greenleaf Christian church in goldsboro, North Carolina, and there is going to be discussions of mayor pete with poverty which is an issue near and dear to the heart of reverend barber. I spoke to the reverend about this issue earlier today and how he says that this issue needs to be seen as an issue where the blacks and whites come together to address it. Listen to what he told me. Even in this community now, 60 of this people in this community happen to be white, and a majority of the people in the community, the poor are white. We refuse to play the division that is designed to keep black and white people and other folks from coming together to address the central issue, and that is poverty and injustice whether it comes to health care, ecological devastation. And this trip comes of course as mayor pete is surging in the polls, and not only when you are looking at the state polls of iowa and New Hampshire, but the National Polling coming at the expense of senator Elizabeth Warren and rooted in white young educated voters for mayor pete. That something that we will watch as he goes from North Carolina to South Carolina today and tomorrow and whether the support of africanamerican voters continues to grow. That is what has been restricting him in the polling numbers. Mayor pete is going to be having discussions here today and then going to be in north charleston, South Carolina with a fight for 15 town hall. He is focused on reaching all of the voters but right now about to have a discussion focused on poverty. And shaq, give me the tenor of things from reverend barber of things because he has not been critical of mayor pete even though he does not have a lot of support with the black community thus far, and talk about that. Right. You know, it is interesting early in the service, this service was not led by reverend barber and he did come on and speak it a little bit, but there was a guest pastor who gave the sermon today, but reverend barber did defend mayor pete. And he never mentioned mayor pete by name, but he said that the idea of the riff between the Africanamerican Community and the Gay Community is a misnomer, and that is not fair. There are no data or statistics that drive, that and that there is phobias in all communities, and that is something unfairly ascribed to africanamericans, and so there was the defense of mayor pete. And he made clear that he is inviting all of the candidates to the church. He does not want them to take over the service and speak, and that is why we did not have him come to the stage and speak, but he is asking them to come to experience the service with the worshippers here and interact and afterwards they will have a discussion. That is what you will see here. The big focus is on poverty, and he has been focused on that for a long time and he wants to bring together people of all ages and classes and address poverty which is very important to him. He is the chairman of the National Poor peoples campaign. And so what else is on tap there for mayor Pete Buttigieg . That is right. He is going to be doing a town hall later today, a fight for 15, and he is going to be talk about the minimum wage which is one of the key policy position, and he is supporting raising the minimum wage to 15, but this swing again and something from mayor pete is that in the past week he has become somewhat of a, and we have seen the poll numbers rise, and so as the poll numbers have risen, we are receiving the frontrunner and spotlight of attention, and he has had to defend some of the positions, but also aggressive in going after some of the other candidates and he has radio adds up in South Carolina right now, and he is going to be releasing Television Ads tuesday when the first ads will air and part of the 2 million ad buy that the Campaign Aides and advisers tell us that he is launching in South Carolina. But he is becoming more aggressive towards the other candidates. Last week in a Television Ad we saw mayor pete go after Elizabeth Warren and Bernie Sanders for the college for all saying that the plans for free college and free tuition, and what you have with those are working class families paying for the College Education of wealthy americans. And that is something that he is against. He has gone after them for health care as well. And so you are seeing the candidate becoming more aggressive as he is rising in the polls to make a name and show the aggression and the passion on the campaign trail. And adam schiff is going to lay out the case for impeachment, and then after that, it moves to the Judiciary Committee with the first public hearing scheduled wednesday. Joining me is Natasha Bertrand from politico and msnbc contributor and zint na cynthia former prosecutor. And natasha, there is a lot happening this week, and i wanted to start with the report from chairman schiff, and what do you expect to see in the report . It is going to be a distillation of everything that we have heard in the impeachment hearings, and the gist of it is going to be that the president abused the power of his office in order to get the ukrainians to interfere with the 2020 election for his own personal and political gain, and that is the ultimate takeaway is going to be from the report, and chairman nadler of the Judiciary Committee is reporting from a draft of the report that said as much. So we will see an outline really of the hundreds of hours of closed door testimony and open testimony and thousands of pages of transcripts that have been released over the last month that is going to be distilled into a report sent to the Judiciary Committee as part of a pre for mall process. No doubt it is going to be along party lines to the Judiciary Committee, but it is going to give the committee a base of which to formulate the articles of impeachment, and holding the hearings this week, and then move into a final vote to the senate. And the template. And cynthia, what are the articles that you think that the Judiciary Committee will be considering, of course, the articles of impeachment. I am for keeping it Bumper Sticker simple, abuse of power, and that trump did trade these arms for return of dirty tricks, and the evidence that they have to support that, and most importantly, his own phone call that he keeps releasing and says is perfect, because it is prima fascia evidence that is what he did and the refusing to produce witnesses or documents and refusing every subpoena request that the congress has. I would keep it as simple as possible. And then really look for ward does that does that include obstruction . The one that you are saying the last point . Well, it could. You could do it either way, and include the obstruction. There is a lot of discussion of the obstruction of volume two of the Mueller Report is included. But i am not for pulling in the Mueller Report, and that is a political decision and not my lane, but the general gut is when the you are trying a case to the American People, and that is what is happening here, it is best to keep it simple as possible and not because they are simple tons, but because there is so much information even involved in this transaction where he was forcing the ukrainians to do his bidding in order to get there, and the arms they needed. They had to do his political bidding there. Is enough information in that where it is overly confusing and start over and bring in the obstruction from the Mueller Report, and not the mention much of the information requires witnesses that are coming from the white house and the don mcgahn testimony, and suddenly back in Court Dealing with the Supreme Court issues and don mcgahn and is he is going to testify, and blah, blah with the immunity and keep it as simple as possible and to ukraine. I would like to see how big the report is physically for the members of the Intel Committee to look through during the day between monday night when they access it and then getting it through tuesday. Natasha, lets play what congressman doug collins said on fox when he was asked whether the republicans will subpoena witnesses to testify on the president s behalf, and listen to what he said. Of course, we are going to testify, and the first and foremost person who needs to testify is adam schiff. He is the author and the author of many thing, and a lot of them found to be false, but he is the author of the report. He has compared himself in the past to the special counsel. So you want to bring him in before the committee and not the present the report, but to take the questions from the democrats and to be crossexamined if you will by the republicans . He needs to be, because he has put himself in the position. If he chooses not to, then i question his veracity of what he is putting in the report. What are the odds that the judiciary is going to call in the chair of the intelligence as a witness to testify . Very unlikely, because the democrats obviously control the house Judiciary Committee, and while it would not necessarily be a terrible thing for the democrats and adam schiff to testify and he would be a good witness for them, it would set an unusual precedent, right. I think that is something that they are trying to avoid, especially because he may have been leading the impeachment proceedings and involved in setting them up, and involved in how in the staff involved early on with the whistleblower, and getting the whistleblower counsel, et cetera, but ultimately what we have the raw transcripts and the raw testimony of all of the people who have participated over the last few months to a year in this wideranging ukraine scandal. So having schiff coming in to testify about the other peoples testimony here does not make much sense. Do you think that the july 25th transcript of the phone call is the best evidence that the judiciary has. Do you agree with that . Well, it is the most important evidence. It is the president s essential confession that what he did was that he refused to give them the arms until they did him a dirty trick political favor. That is the core of this, this constitutional problem. That is why nancy pelosi and adam schiff were forced to go forward in this constitutional process, and yes, it is the most important, but i also think that all of the supporting testimony of the witnesses which show that everybody knew what the deal was. They had to get this, and they had to get this announcement on cnn or some Cable Television that they were going to have an investigation. They didnt have to have the investigation, but they had to have the announcement so that the president could use it to beat joe biden with in the election coming up in 2020. They had to have that if they wanted to have those important arms that they needed to protect their country. And the best evidence of that is the call. And as Ambassador Gordon Sondland said, everyone was in on it. Everybody was in on it. Everybody was. And thank you, ladies. You came back now, to 2020 politics in a field of democratic contenders growing to historic proportions, but even as more candidates joined the primary race, the establishment may be looking for somebody from the outside to deliver the big blow to President Trump and that potential savior according to Politico Magazine is former president barack obama. And joining me is two alums of the obama white house. The former obama personnel management, and jesse is a former speechwriter and so, welcome to you both. I wanted to start with you, jesse. What Politico Magazine is saying how plausible is this scenario to you, and what role do you see president obama playing . Well, it doesnt seem plausible that he is going to put the hand on the scale too heavily. This is me reading the tea leave, because it is not his style. He is the type of leader to make people think and make people think about unity first and make people come together, and he is not somebody who is likely to draw lines in the sand. Okay. What about kalila, president obama warning the candidates against adopting policies that are too far left and the average american does not think that we have to completely tear down the system and remake it. Do you think that the Progressive Agenda does not reflect the majority of americans that stand with trump or has the white house changed since he left office . A little bit of both. The country is certainly adopting an aggressive stance with the urgency to move for ward and that is not what i believe president obama is saying. I think that he is telling folks to be conscious of the both and. You need to win the election, and quite frankly, i think that he is clear and the rest of us are clear that the American Public wants to hear about the issues and the path forward in the democratic plan. And though, can he still influence the democratic vote or has the Democratic Party moved on from the obama era . Well, you know, power doesnt cede itself willingly, and people are trying to make it an okay boomer situation, and it is not. We have millennials who have been picking up the baton from the establishment, and you have some elders who have a clear urgency in the progressive path they would like to see take place. I do think that the Democratic Party has seen a shift in terms of peoples willingness to get involved themselves and place demands and accountability on the elected officials, and so the party needs to move with the people. And frankly, barack obama is the ultimate emcee. He knows how the move the crowd when it is time. When it is time he will get out there and rally the troops. I know when you said okay, boomer, and the snark behind that is really funny every time i hear it. And now, jesse, the article in politico says that almost everyone except for andrew yang and tul si gabbert have lined u to gain his advice and support. But you dont think that he will do that by super tuesday and not with the early primaries and caucuses, but super tuesday and how about that date . Well, i think that he is a i have enou savvy enough to kno that he is going to judge the narrative to make us think. I am biased. I moderate my chugging of the co co koolaid when i can. But i should say that whatever is necessary for the nominee to do is that he proved the electability, and he proved the electability to the base of the Democratic Party, but he did not stop there. He went on the try to also weave in inspiration, weave in justice and language of equity to encourage those who are not likely to vote. For me the base of the biden support are the people who want him to do well, because he is looking like somebody who could win. They want him to do well, but the base is not the people who think that he is doing well. They are waiting for him to add the inspiration to the one drum that he is beating which says that i will win, and i am a fan of the Vice President , but we have to mo on from tve on to th of the drum. We know buttigieg has been leading the polls in iowa and he has the clear politics polling average in New Hampshire right now. Does warren with her roots in neighboring New Hampshire, does that help keep her overall again, im citing one poll there in the granite state. Alex, youre stirring the pot. Youre starting the expectations game about Elizabeth Warren and Bernie Sanders. I think if i if you put a gun to my head and said, pick them, i would say, pete and warren are and bernie are one, two, three in some combination, and in New Hampshire its warren, sanders. Warren on the despite her problems the last couple of weeks regarding paying for medicare for all, she has, i think, an easier expectation game in the sense she does not have to win either state. She can just do a solid two or even three as a opposed to bernie has to win New Hampshire or if the Vice President were to come three and three or worse now that biden leads the field in South Carolina. Do you expect some moderate republicans to cross the line and support biden in the open primary there . Its completely possible. If i was making that decision, if i was biden or buttigieg, id be playing also in New Hampshire for that open primary. Wherever theres an open primary, i think there is an opportunity for more moderate democrats to come in and that that dont typically vote in a primary. Plus, you have moderate republicans who are disgusted with donald trump and may want to try and pick a winner. But the big thing, i think, in these early states were going to see a bigger turnout than we typically do in president ial primaries if 2018, 2017 are any indication, and 2019. I think that works more thats better news for more moderate candidates. Okay. I want to go back to Bernie Sanders and the prospect of him winning nevada with you. The fact is that he lost that state to Hillary Clinton back in 2016. So, this time around, does he have a better chance at winning it . I think he does. And i really hope bernie supporters are watching me now because im going to be rather positive and i can make up for two years of being negative. Bernie is making a lot of inroads in places he didnt four years ago. One is with latino voters. Not that he has any kind of overwhelming lead and i dont believe hispanic voters historically vote as a bloc or shift around like that i bloc, but, you know, bernie basically was a very, very, very close second in iowa in 2016. He walloped hillary in New Hampshire. And, you know, there is a way to put together a path through the first four where bernie does very well. Especially since, one, hes got more cash than anybody and hes raking in money faster than anyone. Also, expectations again. I mean, you just dont hear that much about bernie anymore for some good reasons. Hes polling, you know, certainly a lot less than four years ago but its a jump ball. You know, hes a tall guy. Okay. One more point with you, susan, with the axios report that also says Mike Bloomberg is banking that the race will play along these lines. I know that youve worked with bloomberg before. Why would he benefit if the nominee is chosen in july . Whats the political strategy behind this . I dont know what their strategy is, but it looks like their path is to come in, run a national campaign, look like the person to best take on trump going into july if its a brokered convention, which its looking more and more like it will if the scenario of the four first candidates go to different states. Bloomberg has an obscene amount of money but the other candidates have enough money to play through super tuesday competitively. Thats going to change the calculus more so than normal. But you go into a convention and if donald trump i mean, excuse me, if you have Mike Bloomberg holding 15 , 20 of the delegates, thats a big number and he could be a kingmaker there, or queenmaker. Were here at this moment right now because the president decided to pressure a Foreign Government to target an american citizen for political gain. Cant they allow the president to call his own witnesses . No. The people who could have come forward and, perhaps, given a more benign explanation were prevented from doing so by the president. He did nothing improper theres nothing here the president did wrong. What you hear from donald j. Trump is the blunt talk of a manhattan businessman. He says what he means. He means what he says. I have been extremely troubled and disappointed by the behavior of my colleagues on the other side of the aisle. From the battles over impeachment and for the white house, plus todays stormy weather, we have it all covered for you with our team of reporters and analysts. Lets start with the impeachment inquiry moving on to its next phase. The next deadline five hours from now. The president must decide by 6 00 p. M. Eastern whether or not to send his attorneys to this weeks judiciary hearing. Then tomorrow Intel Committee members will see a draft of the report. Tuesday the inIntelligence Committee will vote on that report. Wednesday that Judiciary Committee hearing will be held. On friday, the white house deadline for whether to participate in the impeachment proceedings. Msnbc White House Correspondent Kelly Odonnell following the president in florida. Kelly, another week of deadlines and hearings. Walk us through all that is happening. Reporter beginning tonight, alex, with the decision the president needs to make whether hell send Legal Counsel, personal or white house, to wednesdays hearing. And tomorrow for members of the House Intelligence Committee who were participants in the hearing that had all of those public fact witnesses we watched over a twoweek period, theyll have a chance to, in private, read the draft report assembled by the committee that effectively lays out the case against the president. So, monday reading of the report. Tuesday the full committee will be asked to vote on that report. And it is expected to outline the allegations of abuse of power that stem from the things weve been talking about. The president s phone call with ukraine, the buildup in the months ahead, evidence that was presented through witness testimony like the Smear Campaign against the former ukraine ambassador. Those sorts of things, the conversations that were overheard between the president and one of his ambassadors. Those sort of things fashioning together into a report that the committee then must review and vote on. Because the committee is stacked with democrats, by nature of democrats being in control, one would expect that report would be accepted and passed as democrats have authored this report. So, thats monday and tuesday. And then on wednesday we see the shift to the Judiciary Committee, which will be the next sort of home base for impeachment. As they begin a public hearing where the president , if he chooses to have Legal Counsel present, could participate. This will be examining the constitutional ground for impeachment with academic witnesses. Not fact witnesses. Not people who would have been party to any of the actual events here, but academic experts who would know about the constitutional support for what does rise to the level of impeachment, what not does not. House republicans would like to have more of a voice in that hearing on wednesday. Thats still to be determined. And then by friday, the last big deadline, and one thats really sweeping, this again from the Judiciary Committee, democrats asking the president if he wants to try to offer witnesses or have Legal Counsel present or have a defense case in the Judiciary Committee. They need to let him know by friday, covering all things Going Forward. So, these are consequential days ahead. It tees up for democrats, a plan for their schedule to try to resolve impeachment in the house by the end of this year. So, there are some questions that need to be answered as early as today. Some unknowns about what witnesses, if any, republicans might bring forward and then democrats and republican lawmakers getting a chance to see the draft report itself, which will be very critical in outlining the case against the president. What do you think is different about these upcoming proceedings in terms of what democrats hope to achieve . So, this is what i see is the most crucial stretch for House Democrats, particularly speaker nancy pelosi. We never thought she would end up here. Here now, this is when democrats have the last chance to really make the case to the public that what the president was alleged to do in this ukraine scandal that just keeps moving ahead truly does rise to the level of impeachment. Its a very crucial test for democrats because we saw Public Opinion did not dramatically change over the two public hearings from the House Intelligence Committee. And that was with these fact witnesses, the people with the most direct knowledge, and in a lot of cases had damning evidence against the president. The support for impeachment plateaued at 47 or 57 in various polls taken over the time. So, this is the last chance for democrats to try to get that Public Opinion to budge. So, democrats are really you know, this is the most serious thing they have undertaken. Theres a lot of pressure and you really feel the weight of the moment on capitol hill. How are democrats going to do that . Do they see an opening now that they didnt see before . So, what democrats are trying to figure out is how do you convince the American Public that what the president has done this time rises to a different level . They have seen three years of the president shirking norms across his presidency. People are numb to what has been going on and thats what democrats are worried about. Maybe people dont realize that what he did in trying to pressure a foreign power to investigate his political rivals which now theres a lot of evidence that thats exactly what happened, and so democrats are worried that the public might not see that this is something that is not normal. What theyre going to be doing with these academic witnesses, just outlining the threats they see to the presidency, how it goes beyond what has happened before, comparing this to the nixon impeachment, i think that will be a crucial comparison. They wont be talking about bill clinton. It will be Richard Nixon. Id like to play what congresswoman zoe y lofgren, sh participated in nixon and clinton impeachments. I wanted to let the process play out. You know, if weve got it wrong, it doesnt look like we do, but i would welcome an opportunity to reach a different conclusion about the president s misconduct. It would be wonderful if there were some benign explanation. Im struggling to think what it would be at this point, but we have to at least allow for that possibility. But if the president s behavior is as it appears so far, that is a very serious matter. Look, this is a lawmaker who speaks from experience. I mean, she wants this all to play out and she is alluding to the severity of what impeachment is. Tell me what you think you are looking for on wednesday, what she would be looking for on wednesday. Im not asking you to get inside her head, but overall. What democrats are going to be looking for on wednesday, how Judiciary Committee democrats are looking for the witnesses to outline to the American Public, what exactly does impeachment mean . Theres not a lot of people who really remember the ins and outs of what this process entails, what it says about what a president can or cannot do, the limits of president ial power. What we heard from congresswoman lofgren, one of the most senior democrats in this process, theres a very careful message that democrats are trying to put forward. So, the polling that theyve done, that the internal caucus has done among independents in particular shows that people dont want democrats to come into this process as if they have a set conclusion. So, democrats want to proceed very cautiously here. They dont want to lean one way or another into saying whether or not an Impeachment Vote is going to happen. If you ask anyone on capitol hill if they think the president will be impeecacheimpeached, th carefully not say that because theyre waiting to see if democrats decide to go forward. Thats straight down from leadership being instructed to its members. Do you know how republicans will proceed on wednesday or do a repeat of the playbook from the intel hearings, which is focus on the process instead of the facts . Doug collins is the top democrat on Judiciary Committee. Hes a fierce defender of President Trump and trying to get a senate seat in georgia. The spot slight on him and he knows it. We heard doug collins on the sunday shows saying they want to bring in adam schiff. Theyre preparing a strategy that is going to be scorched earth. They want to really take down the democratic playbook here. They want to make adam schiff into the boogie man. They dont want to be forced to defend trump on substance. Theyve shown that is difficult to do. We saw that in House Intelligence Committee hearings. Now the Judiciary Committee will be relying much more on process. Theyll be trying to pick issues with the way adam schiff has been conducting things. Im sure theyll be finding ways to pick apart whatever gerry nadler is saying at these hearings. We should be looking for them to nitpick, what the Committee Members and witnesses are saying. I dont expect a lot of substance in this hearing from republicans on wednesday. Thanks so much. Thanks. Another big story this hour, on the 2020 trail, mayor Pete Buttigieg visiting a North Carolina church, trying to repair relations with africanamerican voters. Hes meeting with rev rebd William Barber to talk about poverty. Joining me is Shaq Brewster. Mayor pete took to the front of the church about an hour ago. Tell me how its going with this discussion. Reporter yeah, he first started by coming to Greenleaf Christian church. He was just attending service. We saw him interact with worshippers, prayed along with worshippers, sung along and clapped with them. He also did take communion and then he started with this discussion. Theyre having a discussion with reverend William Barber, whose focus has been on poverty. Hes in front of the congregation right now. I actually want to play for you a little sound of mayor pete. Hes introducing himself and then talking about his issue of poverty. Listen to what he had to say. Welcome him again. Thank you. [ applause ] well, thank you, first of all, bishop for the opportunity to be here. Thank you for welcoming us earlier to worship with you. Im an admirer of your ministry, your work. I met your mother recently, so im admirer of your work, having met mother barber earlier today. So thankful for the opportunity for us to discuss issues of moral urgency that are at stake in this election i believe that i am here to make myself useful. That i am part of this political process to make myself useful, but also that i was put on this earth in order to make myself useful to others. These are the values that i was caught by my parents. These are the values im taught by my faith. And one of the reasons i was so electrified when i first heard you speak years ago in philadelphia, mentioning cautioning against the voices that say, as i believe you said, so little about what god says so much and so much about what god says so little, is it made me take stock of what i hear about when im sitting in the pew on sunday. And the scripture that says that when we think of the prisoner, were supposed to imagine ourselves as though we are imprisoned with them. And the scripture that says well be judged based on whether we welcome the stranger. And the scripture that says that whoever oppresses the poor taunts their maker. And trying to fit those moral teachings to the world were living in. These are lessons that i learned in the streets of my own city as well. Where i was trusted at the age of 29, eight years ago, to take the leadership of the Mayors Office in south bend. A community that is low income, that is diverse, that was shrinking, that was hurting, that had been described as dying. And took steps together in a community that even after i had become mayor was still educating me every day about what was needed and what we could do together. And we invested in neighborhoods that hadnt seen investment in a long time. And found places reporter that was mayor pete at the beginning of his remarks. He gave a fiveminute introduction and went into his policies and disparities. He talked about poverty, which is the focus of this conversation theyre having now. We know this is going to shift into a question and answer session between reverend barber and mayor pete beguttigieg. He started out and interacted with wob shrshippers and now ha a discussion with the worshippers. Hes surging in the polls in iowa and New Hampshire and a poll last week showing mayor pete taking a lead nationally. Hell be in North Carolina today, moving onto South Carolina a little bit later today, focusing then on africanamerican voters and outreach of a group of voters that has been limiting the surge weve seen for mayor pete. Right now hes talking about faith and poverty. Later well see him talk about other issues as he continues his swing in the south. Okay. Shaq, thank you for that clip there. Hes a very powerful speaker, thats for sure. Thats one of his strengths, no doubt. Shaq brewster, thank you so much. Joining me now, washington correspondent at San Francisco chronicle. I want to get your take on all of this. You have buttigieg, whos been struggling with africanamerican voters, which is certainly critical to winning the nomination. Is he on the right track now . Do you think he can galvanize more support . I think key to the question of where mayor Pete Buttigieg goes from here is probably wrapped up in the question of what happens to Vice President joe biden. Theres certainly an argument theyre competing for similar voters. If youre talking about which candidate has the most support among africanamerican voters, which we all know is the heart of the democratic electorate, thats Vice President joe biden. So, you know, its possible that, perhaps, Pete Buttigieg could peel off some of that support but he would have to do that to make a credible inroad with africanamerican voters. Theres an open question as to whether those voters sort of perceive Pete Buttigieg as learning as he goes. He mentioned his leadership in south bend where he is the mayor, but theres a mixed track record there when it comes to race relations. There hasnt been a ton of scrutiny on that record in terms of the national conversation, but i think if that scrutiny comes up and people take a good look at that record, theres a mixed bag and a lot to unpack for voters looking to that record to sort of see what they see in the mayor. You know, he also does speak powerfully. He speaks very comfortably in terms of the lang of scripture and religiosity. You bring up joe biden who is on this eightday bus tour throughout iowa. Recent polls suggest his standing there has slipped in recent months. Certainly compared to mayor buttigieg taking the lead. What do you think is behind that . Do you think his campaign is worried . I mean, i think any campaign if theyre not Building Momentum should probably be a little bit concerned. And certainly the indication of planning a bus trip and going to iowa and making this investment certainly indicates they feel like theres a little bit of investment that needs to be made. From the beginning of this campaign, so many of the other campaigns are predicated on the notion that at some point the joe biden support would crumble because it was all name recognition and it was all sort of nostalgia for the past and some other candidate would be able to dislodge him or hed put his foot in his mouth. That was the thinking behind so many of these other candidates. We havent seen a crumbling yet but we havent seen him Building Momentum. Staying in this plateaued, maybe sinking a little bit, spot isnt exactly a strong position for him to be in. At the same time, we dont see the cratering. So, hes going to keep investing in the campaign trail and well have to see if one of the other candidates can actually dislodge him as opposed to just sort of waiting for that position to falter on its own. I know youve been writing about senator Kamala Harris, who was on the campaign trail yesterday, following several negative headlines following her campaign. She didnt address that. She has discussed the challenges to her, the fact that shes a woman, in addition a woman of color and her ability, her fitness for being a president because of that. Again, those are some of the critics that come at her. But shes certainly fighting on, why do you think she is falling behind . Is it, as she stated in a Campaign Stop yesterday, shes a woman, a woman of color, or is there more to it . I think theres always more to it than that. We sort of saw her if youre looking at her polling at this point, we sort of saw her peak right after that first debate when she came out strong and seemed really credible. And then things started to slip. Theres an open question, ive heard perhaps voters who dont necessarily feel like shes connecting with them. They dont necessarily where she is authentically. You know, these are also things these are sometimes coded criticisms that do come up of women. So, sometimes its hard to sort of separate where the criticisms are sort of genuinely what they seem to be or theres some sort of way a voter is saying, i cant really put my finger on it, but shes just not right for me, which can often be an implicit sexist perception which is hard to deal with. Whatever the exact sort of source of all this is or the mix of it is, clearly at some level shes want connecting with voters in a way she needs to get them on board with her. And if that continues, if she cannot get out of low Single Digits and show some life in her campaign, its going to be a very difficult path. Im not saying shes going to drop out before the first votes are cast, but its extremely unlikely she would catch fire and start ascending again. Thank you for the conversation. Good to see you. Back then you had a president in Richard Nixon who was paranoid and he delegated to some people to go break into the headquarters and get into a file cabinet to get dirt on a political opponent. Thats basically what this president has done on a global basis. Senator Amy Klobuchar there drawing similarities between the current impeachment inquiry in President Trump and the watergate scandal. Shes not the only one. One former assistant of watergate wrote this letter to the editor of the Chicago Tribune that President Trumps actions are far worse than president nixons. Jill weinbanks is joining me here. Im curious why you think this president s actions are worse than Richard Nixons . Thank you, alex. Its clearly worse because it involves using an ally of ours to help a foreign power that is our adversary. And it is using the very levers of power of the president to accomplish something for his own personal benefit. And that is really a threat to democracy. It is also a threat to our National Security and to the world order, to interNational Security. Because it helps russia and it hurts us, it hurts ukraine, our ally, just as the withdrawal of troops from syria hurts our ally, the kurds. This is a pattern that is developing on the part of President Trump. And because of its threat to democracy, Amy Klobuchar is exactly correct. This is exactly what was intended when the constitution was framed. Our framers in federalist 65, alexander hamilton, echoed much of what James Madison said, and said that while it may not be the perfect solution, impeachment is the solution by the congress and that is how we need to proceed. Its not perfect but in the case of a threat to our own security, we cant wait for the next election. We do not have a system Like Parliament where you can call a new election at any time. We have to wait. And the other reason i think action must be taken is because otherwise future president s are going to be impowered to think they can also do the same thing. That they have the power to go ahead and violate the law and not be held accountable. And this one there is bribery i would actually call it extortion, which is a more serious crime than even bribery. And we cant allow future president s to proceed thinking that they will also be unaccountable. Points well taken, all of them. Lets look at the Intel Committee, which is going to vote for chairman schiffs impeachment report on tuesday vote on it, i should say. From what weve seen and read from Intel Committee hearings, do you think they have enough solid evidence for this report . Oh, theres no question about the evidence that has been presented. Im hoping the intel report will be basically the opening argument for a trial. That it will, in a clear and concise way, summarize what led up to the phone call because its not the phone call by itself, although the phone call presents clear evidence, much like the smoking gun tape against Richard Nixon. The shocking thing about this is donald trump didnt learn the lesson of watergate, which is if the president hadnt allowed the june 23rd tape to be released, he might still have survived. He might not have been impeached or had the vote in the committee anyway for impeachment and the clear evidence he would have not only been impeached by the full house but would have been convicted by the senate. Nixon released that tape and in the same way, donald trump released the memo of his conversation, which is great evidence of his role in this, his direct involvement. But then you add to it all of the corroboration that we heard over the last few weeks in the Intel Committee of his involvement in the leadup to this. It was a long and protracted conspiracy to develop a phoney amount of evidence. Donald trump didnt care if an investigation was done. He just wanted to make sure it got announced to throw enough dirt around that it would hurt someone he considered to be a prime opponent of his for election. And when the president interferes in our elections, that is a threat to democracy. Given that americans are essentially split down the middle, jill, and the fact that impeachment is a political process not a legal one, what do those on the committees have to do to help shape the american interpretation of all of this to sway them towards supporting impeachment . First of all, i think the audience for this is a very narrow audience because the trump supporters, the people who view only fox news, will not pay any attention to this. Lindsey graham has already said hes not going to pay any attention to this. Theres no amount of evidence that could persuade limb to go ahead with this. So, if you ignore the facts, nothing else matters. But there is a group of independent voters, conservative democrats and moderate or liberal republicans who believe in certain republican premises, but are disgusted with the behavior of the president , for whom the actual facts will matter. So, i would say, number one, we need a full and complete narrative of what the evidence is and im hoping there will be a timeline laid out so we see the money that was supposed to go to ukraine was voted by the congress, when it should have been released, what happened about why it wasnt released and what happened that caused it to be released, which is they got caught withholding it for political purposes. I wanted to see all of that laid out. But i also want to see a fair and openminded presentation of that evidence and i want to see it aimed at the people who may be persuaded to Pay Attention to what is wrong and why it matters to us as americans. Why it should matter to all of us as voters and why it should matter to members of congress in the hopes there may be some who will say, i really cant answer the facts. You will notice that in the hearing so far the republicans have not laid a hand on any single fact. Theyve converted. They havent paid attention to the facts. They talked about process. Do you find people to be for or against it and does Public Opinion matter to democrats in general . Well, i think it does matter. Its great to be with you. But we have a constitutional responsibility and that comes first and foremost. We know the president has shirked his responsibility, breached the public trust, thinks hes above the law. We have to fulfill our responsibility. And i think the evidence is pretty clear, the defense is missing. We need to move forward with this impeachment process. Informed to our constituents but recognizes we have a big constitutional duty. I want to get to what former republican congressman charlie dent has said about his colleagues. This goes right to your point and that is theyre privately fuming about President Trump, his behavior, antics, if you will. Lets take a listen to charlie dent right now. Heres that. I think my former colleagues are in a situation where they understand their base pressure but theres no question having spoken to many of them privately theyre absolutely disgusted and exhausted by the president s behavior. They resent being put in this position all the time. So based on what charlie dent just said, do you find that your colleagues in the house are echoing those sentiments, your republican colleagues in the house . Some of them are, alex, but as outrageous as President Trumps conduct is, even more troubling is the fact that so many of my republican colleagues are the enablers for that conduct. Over the last three years weve seen him push for a little more power and a little more power. The real nevertrumpers are the people who never find any error in his judgment, never find any objectionable conduct and never have to say theyre sorry. We are surrounded by those kind of republicans, the kind they say they want adam schiff to be their first witness instead of calling the president s chief of staff or National Security adviser or his Vice President or his secretary of state or any of the many minions who surround him in the white house. If they had one person who could come forward with evidence showing this president is innocent of high crimes and misdemeanors, they would bring that person, but to date they havent and theyve offered no indication they really plan to put up a defense only a diversion, of which this president certainly is the master of diversion. Look, theres been a lot of diversion when it comes to getting legislation passed. Do voters ask you about issues they want to see get done in congress apart from impeachment . They do, indeed. A wide range of issues. And all of those are bills we passed months ago, put on Mitch Mcconnells desk. He wont even permit the senate to debate them. As for international trade, the agreement with mexico and canada, i would like to see that approved. I view it a little differently. Its true its on Nancy Pelosis desk, but the trade ambassador has known for months the steps he needed to take to assure that this didnt advantage Major Pharmaceutical Companies and handcuff the congress in responding to high drug prices. And to ensure were not in a race downward on working standards that we have real enforcement for the provisions that were negotiated in this agreement. Congressman theres much more work we can do at the same time. I want to ask you, you brought up Climate Change. I know youre there and youre very passionate about that. The conference change council will be held in madrid. But im looking at the headline for an article that says, climate emergency, world may have crossed tipping points. It says the window for action is pretty short. Can we look at public sentiment, tell me how much you think it matters and how much there is a potential for change. Well, i think it has to matter. In is, obviously, a political rather than a legal process. And so the reality is in that poll that numbers havent moved in a month after weve seen two weeks of what i think is very compelling factual testimony. Theres a couple other things in that poll that are good news for the democrats. One, by north of well north of 50, people do believe President Trump did something wrong. Two by north of 50 they think the democrats are discharging their responsibilities correctly. And the president s approval number is still way down in the low 40s. So, i dont think heading into the reelection is this good news for President Trump. I think the democrats are disappointed the factual witnesses didnt move the needle. Frankly, because people are in their information bubbles and both sides have hardened over the last few weeks, i dont know that anything will move the needle. We have obstruction from the white house. We probably wont have any new facts on the table. But when you get to the senate you start to open up interesting political possibilities for democrats. You have five vulnerable republican senators who are going to be in the hot seat and theyre going to have to decide, are they going to vote to basically enable and continue abuse of power and corruption or not and theyll be between a rock and a hard place in these states where independent voters we dont know, how is this playing with swing, subu suburban women . Probably not good. If it were a completely partisan vote, that wouldnt push the president out of office. Thats exactly right. I dont think the president is going out of office. And Mitch Mcconnell has in mind a kind of a almost jury nullification. I dont think theres much chance of getting removal and i dont think thats the goal here. I think these swing senators are really in the hot seat. David, i think youre very interesting because you voted in support of impeachment of president bill clinton and you even wrote last year you didnt think democrats should impeach President Trump. You dont feel that way now. Whats changed for you . I think a couple things changed. One was just the reality on the ground. Once the whistleblower complaint came out. I think the democrats, and i was one of them, resisted this impeachment move, but we were handed with a situation on the ground with the fact, a transcript the white house released, where the goods were there. You didnt have much of a choice. I argued earlier the politics were fraught for the democrats and i based that on my own experience back in the clinton years where this did come back and bite the republicans a little bit. But then i think once the whistleblower account came out, i think two things shifted. One, the facts shifted but, two, i think the politics shifted. I dont think democrats should regret having moved in this direction. Its the right thing to do and it will be the right thing politically. How do you see that . I see him as being quite the threat. Pete buttigieg is surging in iowa. He has eclipsed joe biden. Thats why you see the no malarkey tour taking off. Joe biden has placed a lot of his eggs in the South Carolina basket. Me being someone based in South Carolina in 2008 in the early primary season, i know how important South Carolina is and is going to be this goround in 2020, but its also important that joe biden has a strong showing in iowa. Thats part of the reason why you see him now getting down to the ground, trying to meet voters where they are in iowa, placing time to shake sxhanhand do retail politics in advance of the caucus. With this closed primary in iowa, jonathan, which voters do you think joe biden needs to focus on and court during this eightday bus tour . This is day two today. There are a fair number of union parties in the Democratic Party in iowa. Hell go after those. He has the support of the firefighters and some other unions. He has a lot of official endorsements more than any other candidates. So will of those local officials have their own organizations that hell tap into. The tom vilsack from the former governor and agriculture secretary he remains popular, doesnt he . He does, as does his wife. Biden is not without some assets here. Its an expectations game, alex. Everybody is kind of counting joe biden out now. If he finishes a strong second in iowa, set himself up well for South Carolina and super tuesday and he doesnt, you k w know, that necessarily have to like storm through the primaries. His problem is his burn rate is not good. He doesnt have much money. And so he could face a problem where if hes say battling Mike Bloomberg on super tuesday, bloomberg is dramatically outspending him like 501 or something on television in those super tuesday states which are not retail. So this is retail politics. He needs better message. Hes not drawing big crowds. A lot of Younger Voters dont feel comfortable with him but hes still in the hunt at least for second place in iowa. Okay. Amy just this last hour, we heard joe biden comment on his son and the debunked ukraine conspiracy theory. Take a listen to this. My son said in an interview, he said although he didnt do anything wrong, he had bad judgment because it allowed folks like trump to try and change the focus. We should be focusing on number one. What did he do . Im not going to let anybody take their eye off the ball. This is about donald trump and his, and his corrupt behavior. As you watch him here, amy, do you think this is the kind of thing that could hurt biden because he comments on it or does it strengthen him to show hes a formidable opponent. The california senator was weighing in on her electability yesterday in response to some negative headlines surrounding her Campaign Last week. Take a watch on this. This whole conversation about electability. Heres how it goes. Well, i dont know if america is ready for a woman. A woman of kocolor. To be president of the United States. This is not the first time ive heard this conversation. In fact, ive heard this conversation in every campaign i have and now heres the operative word. Won. A good point. Shes won the campaigns before. What is your reaction elena to how her campaign is being covered . I actually do think that this is very much the black woman tax where there are seemingly rac l racially and gender neutral approaches to things that women and black women in particular have to confront. That i think that the media taking hits at her taking attacks at her for having a, a messy campaign is specifically just because she is a woman and shes an africanamerican woman and she is vulnerable because of that and that the media has somewhat anointed the next nominee to be a white male. Campaigns are messy. That is just the function of campaigns. As you get closer to the early primary season, that is when people are let go. That is when people are layered. They may not be fired, but there will be someone placed over them to take the campaign in a new u direction. So there are criticisms that can be launched at Harris Campaign but just because shes had to let people go, i dont think that should be the focal point. So jonathan, how does the communication staff change this narrative . First of all, to revisit that because these articles were not just saying that people were let go. That happened a while ago. Its that her Campaign Officials are at war with each other. And the crowd is is at war with the baltimore crowd. The person whos ruppi inrunnin the campaign has lost the confidence of the candidate. People are leaking internal memos. This has nothing to do frankly with her being an africanamerican woman. You know you dont see this problem in the campaigns of other africanamericans or other women. She is having Serious Problems running her campaign. Keeping everybody on the same page. If you have hired somebody who is willing to be so disloyal that they are not just talking to reporters, but leaking memos, you got a real problem in your campaign and youre going to pay for it in the polls.
