A man tells nbc news about a decades old conversation he had with a friend who told him about sexual encounters he had with hastert. At the time his friend was a teen. The story echoes what jolene burge told. Her brother reinbolt died in 2005. The indictment says hastert paid 3. 5 million to individual a to conceal past misconduct. Individual a remains unidentified. Hastert is due in court for the first time tuesday. Dave gooututierrez has the new details. Reporter in an interview with abc news reinbolts sister said years after he graduationedgraduation ed graduated he said he had a sexual experience with Dennis Hastert. I said stevie when was your first sexual experience . And he said it was with Dennis Hastert. And i was stunned. He just looked at me and said who is ever going to believe me . Reporter her brother died of aids in 1995. Now another friend and classmate who asked us to conceal his identity tells abc news reinbolt confided in him. He told me they had been sexual and i was flabbergasted. Reporter he says he believes there was more than one sexual encounter. I said what do you mean . And he said we would do things sex hullually and sometimes it would start with massage. And it didnt go much further than that. Reporter reinbolts friend said he doesnt no who individual a is. The indictment says that someone agreed to pay hastert 3. 5 million to conceal past misconduct. Nbc news is told this conduct was of a sexual nature with a male student. But hastert is charged with lying to the fbi. The former state wrestling champion coached by hastert says he barely remembers reinbolt but he has a hard time believing hastert would sexually abuse a student. He was a great coach and great motivator. Reporter bernie frank says the allegations are stunning. This reminds you of the hypocrisy, especially among my republican candidates. He went before the speaker twice constitutional amendments to ban same sex marriage. Reporter hastert has not commented on the allegations. Neither as his attorney. Hes scheduled to make his First Court Appearance next week. Gabe gutierrez in new york thank you for that. The big question what could the sexual allegations have on the bank charge and what about the statute of limitations question . Developing now, hurricane blanca is off the coast of mexico and being called a major hurricane again. Reynolds wolf is here with that forecast. Good morning reynolds. Reporter good morning, alex. We are keeping a sharp eye on hurricane blanca. This went from a category 2 to category 3. Major hurricane with winds of 120 murpiles per hour moving northwest at 12 miles an hour. It is going to march this way to the north, but it is expected to weaken. Sheer loft could be a factor and the other is the water that will be cool to cause it to weaken. By monday winds at 35 miles per hour, but heavy surf conditions expected with heavy rain. Rough weather also expected for parts of the central and Northern Plains from fargo, to des moines to omaha and to north platte. Tomorrow well see it begin to migrate its way with the Severe Weather possibility into the great lakes and the ohio valley. Not out of the woods in terms of the rough stuff. Isolated tornadoes are possible. A really good chance for it to be hot in the Pacific Northwest with temperatures well above normal. President obama will have the eulogy about four hours from now. This comes a day after thousands paid their respects at a public viewing in the familys hometown of wilmington delaware. As you mentioned, this funeral will be the culmination of about two days of intense mourning here in wilmington and really a week of mourning across the state of delaware because the body is so entrenched in this. Well have three speakers here to speak about beau bidens life. A veteran will speak to beaus service in the military. Then president obama will speak to beau biden as the Public Servant and the man he got to know. And well hear from his brother and sister hunter and ashley biden, to talk about the family man beau was. We expect this to be emotional and this has dragged on the hearts of many in washington including the president himself. And we also expect there to be a packed house full of dignitaries. We understand that bill and Hillary Clinton will be here and also expect many senators as well as the governor of delaware to show face in that service. So its something that certainly will be emotional. And we can also say in terms of the town of wilmington you really feel it here in the air. It is cliche to say that but we are in the middle of this beautiful italian working class neighborhood with people on their porches. Their are solemn but very much thankful for all the things the buy dens bidens have done in delaware. And we expect it to be an emotional day with beautiful remembrances. I love that point that you say out of the neighborhood with respect. People have been sweeping their porches and putting out american flags to do their part to show how much they appreciate the biden family there. Thats a very touching thing. May i ask, do you know where beau biden will be buried ultimately . Reporter sure. Hes going to be buried in greenville, delaware. Thats the site of his home parish. And hell be next to his mom and his sister. As you recall joe biden often tells that horrific story about how his first wife and kids were shopping for a Christmas Tree and were hit by a tractortrailer and his wife and daughter ended up passing away from that. Beau biden will go there back to his mom, that will happen later today with a private service there around the burial alex. An emotional day ahead for sure. Hackers working for the Chinese Government breached the Computer Service on the office of Personnel Management in december. Chinese officials deny any involvement. Neighborhoods in Northern Colorado are on edge over fear of a serial sniper on the loose. Three people have been shot and two of them are linked. The third is likely. A few mile ace way, a special needs man john jacoby was gunned down while riding his bike. The first homicide in the town of windsor in nearly a decade. Hes bleeding uncontrollably on the side of the road. Reporter and this week several miles from the attacks a third roadside shooting. 65yearold bill connole shot and killed late last night while walking near his home. The question is who is the socalled serial shooting and when or where will he or she strike next . Joining me now is msnbc analyst jim kavanaugh. Jim, would you classify this giving your experience knowing that two are linked in likely the third one is linked as well . Yes, alex i clearly would. And also there is another nine or so incidents reported to the police of windows shattering. They are not all going to be shots, probably some could be road debris but you have people reporting, they hear a pop and then their rear window in their car is shattered. Or their drivers side window is shattered, just like when cori was shot. So i think some of those window shatterings are probably the work of the shooter. So i think we have a real problem here. What are the challenges in putting this all together jim in because as i understand it theres a 15mile difference between the furthest shootings apart. So youve got 15 miles to deal with here. Yeah its big but also its not a huge metropolitan area. Its kind of a suburban rural area north of denver. Thats a plus for authorities for surveillance. They can you know lock it down a little easier than when in a bigger city. But i wouldnt be surprised to see this shooter, this killer take a trip and go outside of this zone where these shootings, if these three prove to be linked, then some of the window shatterings. Take a trip 100 miles out to try to throw things off. But hes very comfortable in this area and moving around this area. And notice the progression. Cori shot through the drivers window. Maybe the window shatterings hes trying to kill somebody in a car, and guess what cori survives and the other people involved, it doesnt work. Then he goes to the bicyclist, mr. Jacoby and then to mr. Connolly walking on the street late at night. Shooting at the cars doesnt work. He progresses because he wants to kill and now he doesnt have people in the envelope of the car that didnt work too good for him. So he moves on to people on foot or on bike. Jim, talk about the mindset of someone to become a serial shooter, the psychology, who does that . Well, you know deepseeded psychological problems of revenge, revenge of the sociopaths, theres so much work to be done. No matter how many Law Enforcements you have, you dont have enough. You think you have enough its not enough. If this guys tempo picks up you need a lot more help and you have to get in front of the killer. Get way ahead of him to be able to catch him. If that mr. Who has more leverage on this issue . And is it better to be more on the offensive in a situation like this rather than playing defense . Well, you know, i bet the latest poll said every american turning 18 to vote automatically has the option to opt out. And we would like to give every american 20 days of voting. Most americans would be okay with that. What is going on here more than anything is Hillary Clinton understands that in order to win the presidency and shore up the democratic nomination she has to make sure that she as much support from minorities. Currently looking at polling her numbers are lower than the president s in 2012. A big issue and concern for them is the Voting Rights. The ability to get to the polls. Theres a lot of places like ohio, florida, wisconsin texas and elsewhere where the states are rolling back early voting making it harder for people to show up. Thats a big concern. So what does she do . Go out to establish National Standards and the republican candidates pounce. Governor kasich of ohio has a good point. Ohio has 28 total days of voting ahead of the election. New york has much less than that. Arkansas claims they have 15. They perhaps have a point there. Christie raising the threat of voter fraud, all republicans say restricting the voting is trying to limit voter fraud. How much of there is it . Not that much. Thats the point shes making. It becomes an interesting wedge issue designed to bolster the basis of both parties. Well switch gears to talk about ben carsons campaign. Four officials have stepped down and up in of them have been replaced while two super pacs are actually fighting with each other. What are you hearing from your colleagues covering this story . My buddies at the post broke this. And this story demonstrates more than anything is running for president can be very hard to do. Especially somebody like ben carson who has never been in politics before at all. Hes struggling here to keep his team together. To build one and then build a Network Across the country. Look this is the former neurosurgeon who purse into the scene over the last few years and has developed a strong following among conservatives, especially in places like iowa where some people think he could be a bit of a spoiler. The problem is as you said there are two super pacs now sort of fighting to be thement do mment dominant group outside helping him. If you have somebody like ben carson to come out of nowhere to draw the support of millions of people and raise a lot of money, it shows you there are people out there trying to profit off a guy like this. Because a campaign coordinates with the super pac creates a lot of confusion and siphons off that money. Whether ben carson becomes the First Casualty of this well see. But well demonstrate it is very hard to do this in 50 states to run for president. Listen, in terms of being hard to do this im sure you saw the New York Times article that came out thursday highlighting the 17 traffic citations that senator rubio and his wife received dating back to 1997. Yep. Is this fair . Is this a critical issue . Welcome to the nfl, alex this is the way it happens, all right . Look, lets go through every candidate thats got something. If this is all senator rubio has, he should be happy thats it. The fact that they are jumping on this and saying that its out of bounds look i mean this is whats been going on for the last few cycles. And criminal records are something that get brought forward. If its just speeding tickets, great, hell be fine. But there have been stories about his financial problems the fact that he just this week sold a house that he owned in tallahassee at a big loss. Concerns with credit cards he had used as a member of the Florida Republican party when he was the statehouse speaker. This is part of the process. The rubio team while they are happy write they sit in the polls, is incredibly insensitive to how hes portrayed across the country. We saw the reaction this week that embodies that. We are covering the case of Dennis Hastert. Another voice corroborating this case is told by the victims sister. He talks about a decades old encounter he had with a friend who had sexual encounters with Dennis Hastert. At the time the man was a teen. And the sister of the man making the allegation is the one coming forward with the story. The indictment says hastert paid 3. 5 million to individual a to conceal past misconduct. Individual a remains unidentified. Hastert is scheduled to make his First Court Appearance on tuesday. Lets go right to msnbcs adam reese in hasterts hometown of yorkville, illinois. With a good morning, what do we know about the allegations against hastert . Reporter alex, good morning to you. Very serious allegations of sex abuse against mr. Hastert. With three days to go before his arraignment in federal court, hes nowhere to be found and remains in hiding as the new revelations come to light from this sister and a friend of Steven Reinbolt a student here at yorkville high. They say he was abused by hastert for four years. He was on the wrestling team and hastert was the coach. In 1975 hastert wrote to a great righthand man. This came to light when he told his sister about the abuse and came out to her that he was gay. Gabe gutierrez spoke to the friend who asked to remain anonymous. Heres what he had to say. He started to talk about his relationship with Denny Hastert and told me that they had been sexual, and i was flabbergasted. I said what do you mean . And he said well, we would do things sexually and it would sometimes start with a massage. And we didnt go much further than that. Reporter now hastert was a father figure to him, not only on the wrestling team but also had an Explorers Club he ran. They would take trips to different location including to the bahamas. Reinbolt died in 1995 of aids. At his funeral, his sister approached him and said our secret does not die with my brother. Alex are there any sightings of mr. Hastert . Reporter not at all in yorkville or his town where he lives 20 minutes from here in plano. Last week we did see some cars come and go from his compound. One of the cars had a vanity plate that said speaker, but we werent able to identify anybody in the car. Alex . Okay. Adam reese, thank you for that. Well brapging in former prosecutor wendy, this lays out the Bank Regulations and the law in regard to money transfers. Why are they not going after sexual abuse allegations . A couple reasons. One is it is not technically covered by federal law, the act of being sexually violated unless it happens on federal property. Its a state crime or a state tort. So the state court has jurisdiction assuming the statute of limitations has not expired and theres some interesting questions about that. But under federal law, this is probably the only thing that the feds can use to go after him in a little bit like the al capone case. If you cant get him for the right crime, see to get him for a moneybased offense. Look its not insignificant that the payoff if you will the payoff for silence occurred. And the inpropriety of the expenditure of the funds is worth federal intervention. This is respective of the underlying charge. So its good to have the federal government involved in all their resources because at the end of the day when the charges come to light and the facts are told in the federal courtroom, we are going to hear about not only the money but also the underlying sexual abuse. So you said that the statute of limitations angle is interesting right now. If someone does come forward with these allegations, can the speaker be prosecuted the former speaker . Reporter well, unlikely under state law with regard to criminal charges with the big caveat that when the defendant leaves the state, often the clock stops running. So if theres an argument here that there was a period of time when mr. Hastert was not residing in illinois for example, then the clock, if it did stop would only start running again when he returned to the state. Thats a big exception. I think the criminal charges are probably too old by this point. A set of lawsuits on the other hand give a lot more flexibility to the plaintiff. Often the question is did they reasonable know or should have known they were injured by his abuse and what day did they have that awareness . Thats when the clock starts running for civil liability purposes. So hes more than likely to be sued successfully with regard to the limitation period than he is to be prosecuted in criminal court. Okay. So wendy, you know we are hearing from the sister and friend of Steven Reinbolt. Hes not identified as the individual a in the indictment. And the mans sister joleen burge told msnbc about her reaction when her brother first told her about the abuse. Listen to that. I asked him, stevie when was your first same sex experience . He just looked at me and said it was with Dennis Hastert. And i just i know i was stunned. I said why didnt you ever tell anybody, stevie . I mean he was your teacher, why didnt you ever tell anybody . And he just looked at me and said, who is ever going to believe me . In this town who is ever going to believe me . And this happened more than once . Mmhmm. How hard is it to get justice . Alex i hate to say an answer to that question. Because i prefer to inspire victims to come forward. The fact that the legal system can be tough is in part related to the fact that not enough victims come forward. Its going to become an easier system to deal with if more victims speak out, demand justice and in a sense rise up and say, youre not going to be able to cause new harm to me simply because i dared to speak out. That said we have a very ugly reality in this country when it comes to sex abuse, especially, of children. If a child does speak up and its a person of influence, its really easy to intimidate that person, often their family either with cash threats, theres they are so easy to coerce to silence. Obviously, the problem is that then we wrongly look at a person like Dennis Hastert and think, oh, hes not the type. Hes not the type. Yes, he is the type. Not only who committed this horrific series of offenses at least allegedly at this point, but also who is so disrespectful of the victims that he thinks he should and so arrogant he should be able to write a check and cover it all up. I think that part of it is just so galling to me. You know you dont get to rape or abuse children just because you have enough money to write a check to keep it quiet. Thats a big problem in this country. Okay, wendy, thank you very much. Well ask you to stay right where you are and ask you about the duggar case coming up and the two daughters speaking out last night about the abuse allegations against their older brother. Also ben carson. Youre missing a couple people jeb bush and Chris Christie but this is definitely a big weekend here in iowa especially with the straw poll which is usually a big event of the summer. Potentially not as significant as in years past. I mentioned freshman senator, how much clout does senator erjoni ernst have there . She knows many of these candidates well already because a lot came in to help her win election to the senate in 2014. A lot of sources close to her say rubio was somebody who came in at a key moment earlier than some of the others and is somebody that she hit it off with according to people who are close to senator ernst. But at this point theres no indication whether or not shell ultimately endorse in this caucus cycle. Shes in washington conducting herself more closely to how Hillary Clinton did when first the senator from new york. She focused a lot of local issues and havent stepped out too far in the national spotlight. This is one of her first ones since the election. In fact isnt mark rubio hosting a roost and ride in ames where you are, just before you ride . Reporter this is a meet and greet with iowa voters and we came here to get a sense of how voters react to rubio as one of his earlier trips to iowa since announcing.
