A 15yearold High School Student open fire on his classmates. The spree ended yesterday morning when he turned the gun on himself, but not before killing one of his classmates and critically wounding several others, and now there are reports he is related to some of the classmates he targeted. Theres a possible shooting. Moments before students sprinted out of the high school, Austin Taylor was in the cafeteria with a classmate. All of a sudden i saw him stand up and pull something out of his pocket, and at first i thought it was somebody making a really loud noise like with a bag, and then four more, and then i saw kids falling like they were dead. Tweets, dont go towards the cafeteria. Three dozen teens huddled in a room with their math teacher. The principal came on and said this is not a fire drill, we are in lockdown. Ambulances took the injured to a nearby hospital where 25 doctors responded to the hospital. Another person that was hospitalized with less serious injuries. We have one known suspect. High level law sources identified the suspect who shot himself after killing one other person, a female student. He is described by classmates as a popular freshman Football Player that had a fight recently involving a girl. I just saw a bunch of other kids running the same way i was, crying and freaking out. There was an ordinarily evacuation process, one the school has rehearsed. We have not heard anything yet, and everybody is calling. We just dont know. This is the worst shooting in the state since this summer. Later in our 12 00 hour, we will speak with one of the suspects uncles. Right now lets bring in an analyst and retired agent and hostage negotiator. We have seen the images over the past 24 hours since the shooting took place. What does the Police Investigation look like this morning . Yeah, well, it looks like, you know, they searched his house yesterday, and they are going to go for his computer, and they are looking to do what we talked about in these cases as a psychological autopsy. They are going to go back, you know, within the last couple months of his life and see if there is anything that could have been a reason to act this way, so they can pick that up on his computers and facebook, and his contacts with other people, interviews, and of course the firearm, you know, thats going to be traced, and a 15yearold cannot buy a handgun in the United States from a licensed dealer, and you have to be 21, but a parent can, you know, give it as a gift or something. All too often in School Shootings, what we see is the children get the gun from the home, the home of the parents, the uncle, the grandfather, its unsecured or the Parents Trust them there will never be a problem and then, of course, the pressures of young life, and we all experience them, and then they use the gun. I hate to say this, this is a scene of students walking out of their school, it has become all too familiar here in our country. You dont want to make schools seem like prisons but dont you think something has to be done to stop this. If so what can be done to stop this trend. As a nation we dont have the will to do it, for example, in the years that i went to School Shootingsing and in atf and enforcing the laws for decades, a lot of the guns do come from the home. So if you had every parent in america that has middle school and High School Children that have guns in the home, secure the guns so the children could not get the guns unless they were under your supervision to go target shooting and hunting or whatever you do. That would cut down. Theres a gun laying in the drawer somewhere in america that is going to be used in a School Shooting and ruin the lives of the students they kill and ruin the life of the person that left it in the drawer for their student they trusted would never do it. Thats tragedy all the time. Could we fix it . Yes. What does it take . 50 governors all on one night having the state of the state address to tell people to please secure the guns if you have young people in your home. We could cut down on it. Jim, classmates are describing the suspect as a popular student, and he was on the Football Team at one point and how does it change professionals in your field analyze the young people behind these types of shootings, since he doesnt fit the usual profile . Yeah, we talk so much about the usual profile. Its really kind of hard to say what that is. There ares pressures on people, adults and children, and as negotiators we always looked at indications of suicide, or Something Like that. So its hard to see, and sometimes its not as evident as you might think. Jim, thank you very much. Not to ebola and the fastmoving developments. In new jersey, a Health Care Worker is now in quarantine. She is just back from sierra leone, a ebola hot zone. Her symptom . A fever. And then nina pham is home. She got a big hug from the president. Her message now . I ask for my privacy and for my familys privacy to be respected as i return to texas and try to get back to a normal life and reunite with my dog, bentley. Inside the outbreak zone, promising news. Millions of vaccines could be ready by the end of 2015. New quarentine rules in new jersey and new york. They target medical workers. It means 21 days of isolation for anybody coming back from epidemic spots. Joining me now is sarah outside bellevue in new york city. What do we know about the new jersey case . Reporter well, good morning. We know that new jersey officials are anxiously awaiting the results of the ebola test in this possible new case. Now, this Health Care Worker being kept in isolation at University Hospital in newark after developing a fever, as you mentioned, she is among the first or is the first, rather, to fall under this new quarentine order in new york and new jersey that affects Health Care Workers who have had contact with ebola patients internationally. This, of course, after a 33yearold doctor tested positive for ebola a day after crisscrossing the city. The cdc is working to retrace his movements with the help of the nypds missing persons unit. So far his route is a restaurant and a Bowling Alley and a ride in the taxi and subway. They quarantined three of the contacts that are reportedly in good health, and the hospital not releasing too many specifics about his condition, other than to say he is stable and felt well enough to talk to several people on a cell phone. Meanwhile, crews in protective gear spent the last day deac deacon cleaning his apartment. And then catching ebola sitting next to somebody on the subway that doesnt have a fever, pretty much impossible. Thank you, sarah. Joining me now, a doctor. Nice to see you. In the city of 8 millionplus people, how do you begin to trace the contacts, and he went to the a Bowling Alley, and why cant people get ebola from the places he visited . In his case, he didnt have symptoms when he went to these places. Its confusing, because if he did not have symptoms, he was not contagious. So why are we tracing it . It gives mixed messages to the public. The way i would look at it is that in this case the public is safe, and the reason we are coming up with the different restrictions is so other people may not get infected in the future if somebody goes to the places. The risk is still low. You have to have contact bodily fluids, an exchange of bodily fluids, but we want to protect and reassure the public. Lets talk about nina phan there, and she was tested five times. Is that typical . People want to make sure that the person is safe, especially if they are going to be hugging the president. Lets talk about that for a second. How important was this picture. Do you think its going to help some of the fears out there . I think there are two Different Things to consider. I think she is safe and she is ebolafree, and she cant infect anybody with the virus, but for people who are afraid when they see the president kissing somebody, or there were nurses earlier or hugging somebody like nina pham, people are going to be afraid because if he develops allergy symptoms or flu symptoms, they may get concerned and remember these pictures. But i think that he did the right thing to reassure the majority of the public. Lets switch gears and talk about the policy debate now going on. What about the debate over quarentine. Why not just isolated people for 21 days before they leave the ebola zones and before coming to the u. S. . There are two ways of looking at it. Here in the u. S. , we dont want people to feel like prisoners. These are here yos coming back from risking their lives from saving others, and the monitoring, the self monitoring has not worked out. Spencer has not infected anybody but he has raised concerns. There has to be a clear guideline, whether the program should be here in the u. S. Or west africa is another question. In the u. S. , we have authority to do that, at newark and jfk, they can enforce this. In west africa, that would require International Cooperation of the west africa areas themselves. Do you think this type of quarantine, though, may, you know, encourage doctors not to go overseas or what kind of an effect it will have on the charities who need their help . Thats the negative connotation. Theres no ideal solution. But for everybody to come back to go through the process, to self monitor and tell us when they have symptoms, so i think the process is necessary, but how many people have 21 extradays they can tack on to whatever time off they are taking to go and volunteer. I think we will see a disincentive in terms of Health Care Workers going there. The quarantine, you are not just at home during that time period, you might not see your family and you could be isolated in terms of other social interactions as well, and that will be an issue. Ron, what is the latest . Reporter good morning. We now understand that that Health Care Worker has tested negative for ebola. She arrived at the airport yesterday showing no symptoms and later developed a fever, and she was taken in for evaluation, and the word is she has tested negative for ebola. Here in new york we are monitoring the situation with dr. Craig spencer, and he has been well enough to talk to friends and family from his isolation room from his cell phone. Officials in new york are doing everything they can to reassure and prevent a different kind of outbreak, panic. New yorkers who have not been exposed to a infected persons bodily fluids are not at risk. Reporter and returning to the busy airports, they face mandatory quarantine, 21 days, the time it takes for ebola to run its course. The cdc recommends those workers monitor themselves. Voluntary quarantine. No, its almost a oxymoron to me. Its a very serious situation to me. Places spencer has been, his apartment and a coffee shop and Bowling Alley has been sanitized and given clean bills of health, but some still worry about getting too close in places like the subways. You hold the guardrails, and you are not sure if somebody sneezed. I thought it was from bodily fluids. Bodily fluids means blood and vomit. As for the subway . We have good evidence it does not survive on surfaces for very long. The system is safe. We hope to get an update later today on the condition of dr. Spencer. So far the only states to impose the mandatory quarentines on Health Workers who have been in touch with ebola patients in west africa returning to the United States. Thank you. Now, joining me here in the studio, we saw you were talking about the issue of ebola. Can you have ebola symptoms and not be infectious, you know, like a fever or a lower level . No, what we understand and what some people have said is perhaps dr. Spencer should have isolated himself when he was feeling sluggish. People can have a subjective opinion about that. But contagion begins once you have a fever and other symptoms about the disease, and significant fatigue and obviously vomiting. The viral in your body is so low, the likelihood of exposing other people to this at the earliest stages of your own illness are very, very low. So, were getting ready to go into flu season. Lets compare the two a little bit. People will be afraid of both, and more of ebola. If you are next to somebody that has both, which one are you more likely to get . The flu. I am hoping people are protecting themselves from the flu and not falsely thinking they are protecting themselves from ebola. Certainly. New cdc rules go into affect after coming out of the hot zone in africa will be watched in 21 days, and the honor system will be key here . Well, the 150 people every day, e this will be give even cards and information and asked to monitor themselves and its more followup for these people being let into the country, and what new york state governor and new jersey state governor have done is not in line with cdc recommendations, and they have taken their own local authority, and legally they have the right to do, but its not the cdcs recommendation. How hard is it going to be to monitor the excessive vaccines in an environment like west africa . Two ways to see if its working. One to check the blood to see if those have made antibodies to it, and thats subjective and information we can get information from quicker, but in the bigger term, it will take longer and you want to see the outbreak is being contained and slowed down, and the vaccines, the first people who are going to be getting the vaccines are the Health Care Workers, because we know they are obviously infected and it will detour people from going over to help and they can pass it on to other people. But before its available for the population of west africa as a whole, that is sort of the next phase. The first phase is getting an appropriate vaccine for Health Care Workers. Both the situation in canada, and here in new york, you have individuals that have converted to islam, and they have taken an interest in this radical violent ideology, and then you combine that with what appears to be a state of some Mental Illness on both sides, and its a very volatile combination. Lets turn to the situation in ottawa. How do the authorities begin to determine whether this is a criminal act, or as you mention, perhaps a lone wolf driven by ideology terrorism. Was this part of a terrorism plot or was this person actinging alone . It appears there is still a lot of investigation to be done in canada. There has been reports that the person had some connection to another individual in canada with terrorism links, and they have been connected through the internet. He was trying to travel to syria, apparently, and he had a weapon, and given his criminal record he should not have been allowed to buy a gun, so where did he get that . Was that somebody helping him with the attack, or did he find it or get it on the black market, and thats yet to be determined. He tried to renew a passport and then left when officials asked questions and his demeanor was described as inappropriate and the red flags, were they overlooked by authorities . I dont know if they were overlooked. What happens is you get into the no phapbz land that is very difficult for authorities, and authorities may have enough information to be concerned. They may not want to issue a passport. They may have some inclination the person may want to travel to support isis or another group, but yet they dont have enough to actually lock somebody up and detain him, because they have not broken any laws. You are stuck in the situation, and what do you do . Follow them 24 7 . Thats resource intensive. And joining me now, msnbc contributor, steven clemens, who is also the washington editor at large. What do you make of the reports that isis allegedly used chemical weapons . Is that possible . Do you think its realistic . I think its very possible and very worrisome. Isis has showed itself to be nimble, using whatever they can get their hands on in their campaign. I think in these attacks bg the problem with chemical weapons is its much harder than the other kinds of chemical weapons to chlorine gas, so they have to find other circumstantial evidence. There were suspicions the syrian governor was using chlorine gas against his own people and the french got involved and that was hard to document. Its disconcerting they have it, and it is hard if this was a month ago to come in and validate it. Its a signature of isis that they are trying to experiment with lots of weaponry and develop a sophistication in using it against everybody, which is quite worrisome. And how do we prevent Something Like this from happening again . Has it been an embarrassment for the u. S. . At that time, kobani was under a real threat of falling imminently, and we had the turks watching on a hillside and at that point not willing to allow other kurdish fighters to come in and help, and it was a gestured design to not only enhance the fighters in kobani and give them supplies, but to trigger and send a message in the region. The loss of one package, i think, as the pentagon has said, its not insignificant but not overly significant, either. Just how well armed are they . Will this be a tipping point, the fact that they have so many weapons this their arsenal . Its a huge deal, as they take more and more territory, as they attack military bases that iraqi forces have abandoned, they are come into huge weapons cashes that we and other countries have helped to outfit. Theres a worrisome piece in the beast, where they talk about many are frustrated with the United States for not helping with assad, some are joining up with isis, and the most worrisome thing about the chlorine gas we are not talking about, other terrorists groups flirted with the ideas of dirty bombs or looking at other forms of weapons of mass destruction. It may be reckless to speculate that might be the course, but its very important that we begin to think about the kind of commanders and systems integration. The protests will continue after a indictment or nonindictment is announced. The Community Whether you leak this information each day, each week, thats not going to help the situation n. My opinion, its going to make people more angry. John, i want to get your opinion about the Amnesty International report. Do you think what it says about the ferguson Police Department will bring about some change. I hope so. I have to commend Amnesty Internationals leadership for putting that together. Ive had a chance to look at it. Many of that information is accurate. Thats very true. Many people on the ground have witnessed that and it is certainly believable. I certainly Hope Networks like yours will continue to cover whats in it to raise concern about whats taking place not just in ferguson but the whole community. Has the Police Department reached out to you or other Community Activists . There has been some conversation with different groups regarding preparation, regarding keeping the peace. Regarding promoting people and not for violence that get out of hand. I certainly think Law Enforcement needs to reach out to more groups to prepare them for whatever happens.
