Well start with the news. President biden laid out a comprehensive strategy against coronavirus yesterday and called on congress to get behind the rescue plan that he intends to unveil soon, predicting the u. S. Death toll will likely reach 500,000 by next month. The president framed his plan as a wartime effort that demands a wartime strategy. Our National Plan launches a fullscale wartime effort to address the supply shortages by ramping up production and protective equipment, syringes, needles, you name it. And when i say wartime, people kind of look at me, like wartime . Well, as i said last night, 400,000 americans have died. Thats more than died in all of world war ii. 400,000. This is a wartime undertaking. Today im signing an executive action to use the defense production act and all other available authorities to direct all federal agencies and private industry to accelerate the making of everything it needs to protect, test, vaccinate, and take care of our people. I know these bold, practical steps will not come cheaply, but failing to do so will cost us so much more dearly. I look forward to working with members of both parties in the congress. Were in a national emergency, and its time we treat it like one. Together, with a National Plan, as the United States of america. As i said yesterday in my inaugural address, there are moments in history when more is asked of a particular generation, more is asked of us as americans than other times. We are in that moment now. Historys going to measure whether were up to the task. I believe we are. Certainly a change in tone as we all struggle still to contain this pandemic. And of course, the push to ramp up coronavirus vaccinations is hitting a roadblock as cities and states across the country report vaccine shortages. Some city leaders say theyre running out of doses within a few days of getting their weekly allocation, and it means tens of thousands of americans who have been able to make an appointment for the first dose have later seen that appointment canceled. In new york city, First Responder agencies are suspending new vaccinations because of supply concerns. Both the nypd and Fire Department have stopped giving first doses in an effort to ensure there are enough to cover second doses for those who have already had their first shot. Nbcs Gabe Gutierrez spoke with mayor bill de blasio. How frustrating has this process been . Gabe, its painful is the word i want to use, frustrating and painful. How soon before new york city runs out of vaccine . This week. Reporter mayor bill de blasio says at least 23,000 appointments have been rescheduled. The vaccine supply in america should have increased every single week. And we found that we hit a wall quickly. And right now, at least a dozen states are now reporting vaccine supply shortages. In ohio, republican government mike dewine wrote to the Biden Administration, pleading for more vaccines as the state struggles with high hospitalizations. And in california, Los Angeles County Officials Say they have most of the resources, like large Vaccine Centers and enough personnel to run them, but they just dont have the doses that they need. And in florida, the states surgeon general, citing a scarce supply, has issued a new directive, limiting vaccines to permanent and seasonal residents to cut down on socalled vaccine tourism. Yikes. And now back to politics. House and Senate Leaders have yet to agree on when to begin the impeachment trial the second impeachment trial of donald trump. Senate minority leader Mitch Mcconnell yesterday proposed that the trial begin in midfebruary. A spokesman for majority leader Chuck Schumer tells nbc news he is reviewing the proposal and plans to discuss it with mcconnell. Meanwhile, House Speaker nancy pelosi was asked about the timing for the trial and how the evidence compares with what we saw with the first impeachment. I do see a big difference between something that we all witnessed versus what information you might need to substantiate an article of impeachment based on, large part, on a call that the president made and described as perfect. It was perfectly unconstitutional. This is different. But again, its up to them to decide how we go forward, when we go forward. It will be soon. I dont think it will be long, but we must do it. Meanwhile, the former president has hired South Carolina Attorney Butch Bowers to defend him in the Upcoming Senate trial. According to a tweet from trump adviser jason miller. Joining us now, congressional reporter for politico, andrew desiderio. Andrew, good morning thank you so much for getting up early with us. Good morning. Lets talk through exactly what this means for the impeachment trial. It sounds like, based on my reporting, they want to give the president s defense team a couple of weeks here. Thats the logistical piece, but there are plenty of political calculations at play as well. Whats your understanding of where mcconnell, schumer, and the president s team stand and what they want to see happen in the next few weeks . Of course, well, you know, the longer we wait to hold this trial, the more the raw emotions of what happened on january 6th will tamp down a little bit. And democrats know that. At the same time, those same democrats really do want to focus on President Bidens impeachment or excuse me, President Bidens cabinet nominations, as well as his very ambitious legislative agenda, for example, on Coronavirus Relief that you heard him talk about so much earlier. Theres only so much he can do Via Executive actions. He does need congress. And democrats really do want to focus on that first and foremost at the beginning of joe bidens presidency here, rather than focusing on an elongated trial into the former president. Now, republicans, on the other hand, i think first and foremost, are making this argument here that an impeachment trial of a former president is unconstitutional. Now, that is a disputed legal claim. Federal courts have consistently deferred to congress to set its own rules and procedures for things like impeachment trials, because as the constitution states, the senate has the, quote, sole power to try all impeachments. But that is sort of the procedural argument that republicans are getting behind at this point. And giving them a twohour delay to start this trial allows them to strategize better and come up with how they want to handle this and how, specifically, Mitch Mcconnell guides his conference through what is going to be a very tricky period. Theres a lot of crosswinds going on here. I mean, andrew, in terms of how joe biden everyone saw this morning, we started off with him talking about how he wants to work with members in both parties to do this big Coronavirus Relief deal. And weve talked a lot about how biden, himself, is a man of the senate. He has a relationship with Mitch Mcconnell, has a relationship with Chuck Schumer, and may be able to get things done, but were stuck right now. The senate still hasnt figured out how its going to govern itself in a 5050 split. Schumer and mcconnell are still fighting over that very basic thing, to the point that they havent even been able to assign these new committee chairmen. I mean, it looks pretty ridiculous. It seems to me that its a sign that the divisions and that relationship between schumer and mcconnell is still in a pretty tough place, and that could really make it a lot harder for biden to get some of these promises, this commitment to do big, bipartisan things, to actually follow through on it. Exactly right. And you know, whats interesting is that even though democrats control the senate right now, republicans still control all of the committees, because they have yet to organize the committees, and you know, handle the committee assignments, particularly for the new senators, so theres still a majority of republicans on every committee right now, which is really starting to stall the cabinet confirmation process. You know, its really difficult to sort this all out when democrats are controlling what happens on the floor but republicans are controlling what happens in committee and allowing for these objections by members for example, senator josh hawley is objecting to swift consideration of alejandro mayorkas, the nominee to lead the department of homeland security. Thats really something that cant be worked out until you get an organizing resolution to effectively set up the senate. Now, on bidens covid19 relief plan, you know, thats a nonstarter for senate republicans. They told us yesterday that, look, this cannot get 60 votes in the senate. Now, democrats could deploy these partisan procedural tactics known as budget reconciliation in order to pass a covid19 relief plan with just a simple majority. That would be 51 votes. But even some republican moderates, like susan collins, for example, are saying that, you know, they dont necessarily see a need at this point for another covid19 relief plan. So, you know, well have to see what happens on that front. Yeah. Bottom line, big picture here, there are a lot of toxic divisions that still exist. And even though we are turning the page, those divisions are going to be tough to overcome as we get further and further into this here. It was, of course, already postponed for a year, but the city is now entering a state of emergency after a new spike in cases of the coronavirus. Japan has doubled down on its commitment to host the games this year and theyve denied rumors of any possible cancellation. A japanese government spokesman tells reuters there was no truth to a report in the times uk that the government privately concluded the Tokyo Olympics would have to be canceled because of the pandemic. Meanwhile, the president of the International Olympic committee reaffirmed during an interview with kyodo news yesterday his commitment to holding the event this year, saying, there is no plan b for the tokyo games. President bidens pick for defense secretary lloyd austin is on way to confirmation after legislation was passed to confirm his appointment. It will be bidens first measure signed into law and exempts general austin from the sevenyear rule that protects civilian leadership of the military. The senate and the house both passed the measure easily, and senator john cornyn confirmed the confirmation vote would occur today. General austin will be the first black u. S. Secretary of defense. Meanwhile, President Bidens pick for transportation secretary, pete buttigieg, sailed through his Senate Confirmation hearing yesterday, appearing to gain bipartisan support. A vote on his confirmation is expected next week. Meanwhile, the u. S. Capitol police say theyre investigating a report that republican congressman andy harris tried to bring a gun onto the house floor. During a vote yesterday, Police Stopped harris at security. A security official present tells nbc news he saw the firearm on harris and told his superiors. New metal detectors were ordered by House Speaker nancy pelosi after the deadly riot at the capitol, and theyve become a flashpoint among some republican members and have at times created tension with police. The capitol official added that house members are allowed to carry firearms in the halls and on capitol grounds, including the capitol building, but not on the floor, adding that ammo has to be separately compartmentalized. Less than a day into President Bidens newly minted administration, republican lawmakers already started tearing into his priorities. Watch. I was disappointed to see, within hours of assuming office, the new administration was more interested in helping Illegal Immigrants than helping our own citizens, more interested in virtue signals to the climate activists than supporting the Union Workers who are building the keystone pipeline, and more interested in impeasing the w. H. O. Than getting to the bottom of how china released this virus to the world in the first place. In fact, just this week, a Panel Established by the w. H. O. , itself, said the organization failed to act quickly at the start of the pandemic. Instead of demanding leadership change and reforms, unfortunately, its the wrong signal that the Biden Administration is rewarding failure. These are the wrong priorities at the wrong time. Senate republicans also openly chastised the president S Immigration outlook with senator marco rubio calling a path to citizenship for undocumented immigrants a nonstarter. That is, of course, a switch for him from the last time this issue was presented. Meanwhile, a group of Senate Democrats filed an ethics complaint calling for a probe into republican senators josh hawley and ted cruz. Theyre asking for the Ethics Committee to investigate how the senators objections to the Electoral College votes may have contributed to inciting the violent capitol riot. Yesterday, hawley released a statement that called the complaint, quote, a flagrant abuse of the Senate Ethics process and a flagrant attempt to exact partisan revenge. And a spokesperson for cruz accused the democrats of, quote, playing political games by filing frivolous ethics complaints. Hawley and cruz both voted to reject electoral votes, even after the violence at the capitol disrupted the counting process. They have denied any wrongdoing and maintain that they were trying to protect the integrity of the election. Not what actually happened. And republican congresswoman liz cheney was the most prominent voice in the house to vote for trumps second impeachment. Now the former president s allies in the house are trying to punish her politically. On wednesday, wyoming state senator Anthony Bouchard announced he planned a primary challenge against cheney in the Midterm Election cycle. And politico reports a majority of House Republicans would support a secret ballot to remove cheney from her leadership role, according to sources involved in the effort. Despite her vote for impeachment, House Minority leader Kevin Mccarthy made it clear that cheney should retain her role as gop conference chair. Liz cheney to remain as conference chair or no . Yes. So, there you go. Joining us now, republican strategist and msnbc contributor susan del percio. Susan, lets start right there with liz cheney and what that broader fight means here. Support from Kevin Mccarthy for her will matter. There is backlash inside the House Republican conference, but she also was one of the few to stand up and say, its really important that we do this, that we send a signal that it is not, in fact, acceptable to encourage the kind of behavior that we saw on january 6th, that ultimately resulted in the death of a u. S. Capitol Police Officer and many injuries to others. What is her future in the Republican Party . Whats the future for anyone who is rejecting President Trump on his way out here . Well, specifically for liz cheney, i think her future is still strong. Its still looking forward, because, frankly, Kevin Mccarthy, the minority leader, needs her in order to raise any hopes of raising any money whatsoever. She is one of ten republicans that did the principled thing, and they knew that voting for impeachment was the right thing. There are you know, you talk about a secret ballot there are a lot of republicans who knew what the right thing was and didnt do it. So, i think that theres a lot of people who have a great deal of respect to liz cheney. And i think when it comes to the idea of having a primary, she says, bring it on, because why not . If she cant get reelected doing whats right, whats the point . And you heard from nine other republicans who basically said the same thing. Its too important. And Kevin Mccarthys in a very difficult situation. You know, the republican side as we know, its fractured, but that qanon side is getting crazier by the day. People fighting to have weapons on the floor is absurd. So, he can either go with the looney tunes or he can try and actually get some things done and deliver for his constituents and the constituents of his party members. I mean, and hes clearly he seems to have already flipflopped on saying, you know, when he made that speech on the floor, when they were impeaching him, he said, the president bears responsibility. And then at that press conference yesterday, he seemed to say the complete opposite of that. So, its pretty confusing. Susan, lets talk for a second about the senate trial. We all know privately there are plenty of republicans who would prefer to tell donald trump to never, ever come back to washington and bar him from running for office again, but the problem is, they would have to sacrifice themselves and vote to do that when this trial actually unfolds. Do you think there are enough . I mean, our reporting is that its looking increasingly unlikely. And as they drag this timeline out, it becomes harder and harder to find that magic number of 17 votes. Where do you think they land on this in the end . I think its going to be very hard to find the 17. At first, i didnt think so. If you would have asked me about a week ago. But it is getting drawn out. Republicans are concerned about, of course, their primaries. They have made a bet that all they can do is attack President Biden, and they will use they will keep using that platform of attacking versus doing the right thing. I think it will be very difficult. It doesnt mean that impeachment shouldnt happen i mean, the trial shouldnt happen. Its very important to get all of these people, all of these republicans on the record, because their vote will come back to haunt them, if they vote against convicting the president. And so, it is for hope of the Republican Party going forward, it may be in eight years, still needs to have some people of conviction, and those who do not have it should be held accountable. I mean, he endangered all of their lives, and yet, here we may be with this vote. Susan del percio, thank you, as always. Love having you here on way too early. That is President Biden criticizing the trump administrations rollout of the vaccine. President biden plans to administer 100 million vaccine doses in 100 days. According to a Washington Post tally, the average number of vaccines administered over the last week was about 936,000. Yesterday, that number was just over a million. The New York Times reports the nations vaccine supply in the first three months of the year is expected to substantially exceed whats needed to meet the administrations goal. Heres how biden responded yesterday when he was asked if his goal was ambitious enough. When i announced it, you all said its not possible. Come on. Give me a break, man. The president , meanwhile, is expected to take action today aimed at providing economic relief, and that includes more Food Assistance for those in need, delivering direct payments more efficiently to those who havent received them, and providing Unemployment Insurance to workers who refuse employment that would jeopardize their health. The administration stresses that this action is not a substitute for the type of comprehensive legislation that the president plans to unveil soon. And this is, of course, the first time weve had a chance to chat in the new Biden Administration, just two days old at this point. Id like to get your take on how things are unfolding so far, because the reality is, we still are grappling with a lot of the divisions that we were facing before. Congressman andy harris reportedly trying to carry a gun onto the house floor yesterday and republicans already saying that they dont want to get on board with President Bidens Coronavirus Relief plan. Where do we go from here . So, weve got to look at the glass as half full and half empty. We had a day yesterday that there werent a lot of public insults of each other. There were some differences of opinion. You could feel the Blood Pressure of republicans and democrats lower, even though you were in a capitol that i still find it very disconcerting, though i want to thank every man and woman who has been there defending us, keeping that capitol safe for the last few days. But theres Just National guard everywhere. And i hope were treating them right. Their sleeping arrangements desperately need something. But i do think that there is a conviction and a need that weve got to Work Together and were going to have to find some ways to compromise. I, myself, ended up, i have concerns about the first vote that i had to make. I think it was very important that democrats be united and that we support joe biden on his nomination for the pentagon secretary, secretary of defense, but im also worried after just seeing the president , who very much wanted to take over the military and use it for a potential coup, what we were doing. Many of us and i mean many of us you would have been stunned at the thoughtfulness of republicans and democrats who talked about it, talked it through, talked about it with each other, how do we make sure people dont see this as a precedent, since its been done twice in a row . And both are very, very good people. I talk to people that know them. We gave him the first vote. What i saw in the first day alone was the thoughtfulness. What do we do . Whats the right thing to do . And when we moved into covid im not going to give names, but you know, as i started to go over the vote yesterday, one of the republican women that never wears a mask had a mask and made a point of saying, hey, how are you . So, you know, life doesnt you dont snap things overnight, but even if we can talk more, exchange ideas, try to figure it out, its a new day. Heres hoping we can hang on to that spirit here, because, certainly, people who are all out there struggling with covid desperately, desperately need this all to work. Lets talk a little bit, though, about the impeachment trial, which is on the horizon here. The House Speaker, nancy pelosi, still hasnt sent that article over to the senate because theyre still negotiating on the timing. Can you take us behind the scenes a little bit here . It sounds like mcconnell wants to delay it for a couple of weeks. Do you think that democrats will be open to doing that . What are the political calculations that each side are grappling with right now . Well, im going to tell you, i think that there are very few players here. I think were all talking about the going to happen, our opinions or perhaps when do you think that it could go, but a lot of new things happen each day. Senator mcconnell did not make his feelings known until yesterday that he wanted President Trump to have time to prepare for his trial. What does that do to the case . People are concerned do people forget about what happened . Im one of those people that if you were in the capitol and you are talking to i dont care if youre a republican or a democrat, you were staff, you were a policeman. The policeman you have no idea what that day did to them. Some of them really thought they were going to die, but also took the moral responsibility of defending us. Thats not leaving anyones memories. The witnesses to what this impeachment is about live up there every single day and are fearful of what could happen. And every single day we get more videotape, the fbi finds out more information, there is more data. I am someone that initially said we need to get this done, and i do think everybody thinks we need to get this done. They cant drag out for months. I think he needs to be held accountable for what was one of the worst attacks on our government in the history of this country, where people that were encouraged, came to the capitol wanting to destroy our nations, really, one of the most visible symbols of our nations democracy. They wanted to harm our national security. They wanted to stop an electoral certification process, and they wanted to kill members of congress. Now, you tell me, do you not hold that accountable . But i also want to get on with joe bidens agenda, because as you just said, there are a whole lot of people that are hurting and scared, and its getting worse. So, we ought to do both. More ceremony pens for the president. These are focused on economic relief. And you know you mentioned earlier this is not meant to be a replacement. When you talk to officials they still talk about the need for this 2 trillion in stimulus. It will be his third day in office, not even a full day. Two and a half days in, and he will be signing more executive orders. I will run through them briefly. The first one is kind of asking the departments of veterans affairs, agriculture, as well as treasury to consider doing things to up the amount of assistance, take Food Assistance, nutrition. White house officials think there is another 15 they can bump up for families really struggling. On the labor side, they want to make it very clear workers dont have to go back to work if they feel like their health is in danger. They shouldnt be denied Unemployment Insurance. These are almost technical, but tonally they are setting what the Biden Administration wants to signal. That is they are committed to providing relief to americans, and they will take every avenue they probably can to get to that destination. Kasie . Hans, we have seen governing this way after it was hard for obama found out hard to work with congress. Arent there limitations here . While on the one hand they can say and they can underscore priorities with these orders, they cant go as far as actually making law. I think thats a very fair point. Its a point they internalize and understand from inside the Biden Administration. They saw limitations during obama. There are two main limitations. One, the next administration can undo it on their day one. There is no way the changes will be durable, lasting. You need to get the senate and the house along. In some cases you need 60 votes. It is more substantial when you have two branches of government and agree on something, this is the United States policy. This is what were glowing to do for nutritional assistance.
