We will start with the news. President trump was impeached for a second time yesterday, one week after the riot he was charged with inciting and one week before he leaves office. The final vote was 232197. And unlike the first impeachment, which had no republican support, ten members of the president s own party voted to impeach, making it the most bipartisan impeachment in u. S. History. The aps Jonathan Lemire writes this his place in the history books rewritten. President trump endured his second impeachment largely alone and silent. For more than four years, trump has dominated the National Discourse like no one before him, yet, when his legacy was set in stone on wednesday, he was stunningly left on the sidelines. Trump now stands with no equal. The only president to be charged twice with a high crime or misdemeanor, a new quota for a term defined by a deepening of our nations divides, his failures during the worst pandemic in a century and his refusal to accept defeat at the ballot box. Before signing that single article of impeachment, House Speaker nancy pelosi spoke from the same lectern that was stolen from her office during last weeks attack. Today, in a bipartisan way, the house demonstrated that no one is above the law, not even the president of the united states, that donald trump is a clear and present danger to our country and that, once again, we honored our oath of office to protect and defend the constitution of the united states, so help us god. And after that Impeachment Vote yesterday, Senate Majority leader Mitch Mcconnell said in a statement that there is no chance the senate could have a trial before Trump Leaves Office on january 20th. He wrote in part, quote, even if the senate process were to begin this week and moved promptly, no final verdict would be reached until after President Trump had left office. This is not a decision i am making. It is a fact. In a note to gop colleagues yesterday, mcconnell said hes undecided about whether hell vote to convict trump. He said, quote, while the press has been full of speculation, i have not made a final decision on how i will vote, and i intend to listen to the legal arguments when they are presented to the senate. According to the New York Times, President Trump watched the impeachment debate in the house periodically yesterday and told advisers he was furious with mcconnell and felt blindsided by him. Okay. Meanwhile, House Minority leader kevin mccarthy, who has voiced opposition to impeaching trump, publicly rebuked the president when he spoke on the house floor yesterday. Watch. The president bears responsibility for wednesdays attack on congress by mob rioters. He should have immediately denounced the mob when he saw what was unfolding. These facts require immediate action by President Trump. Accept his share of responsibility, quell the brewing unrest, and ensure president elect biden is able to successfully begin his term. Instead of impeachment, mccarthy has argued for the president to be censured for his actions leading up to last weeks riot and in the aftermath of the violence. Democrats have dismissed that move as insufficient. Joining us now, the cofounder of punch bowl news, john bresnahan. Brez, welcome back. Great to have you. Lets walk through what happens next here politically. Mcconnell sent up that white smoke in the New York Times, kind of like the vatican. Then he released just a portion of the email he sent to his gop colleagues yesterday. What reporting do you guys have this morning about where he is on this and what it means in terms of whether there are 17 republicans to potentially convict the president . Well, we talked to a couple of gop senators yesterday, and theres some confusion about where mcconnell is. There was clearly, as you mentioned, there was a New York Times story saying he was pleased that trump was impeached, and that looked like, well, mcconnell is, you know, ready to, you know, vote to convict, and hell bring other republican senators with him. Then they released this statement yesterday saying, whoa, you know, mcconnell is you know, he hasnt made up his mind, hes got to look at what the evidence presented is, and you know, hell decide then. So, i think theres confusion on the republican side. I have one senator told me, you know, everybodys watching. No one knows where mitchs is and everyones watching what hes doing. So, theres some confusion. Hell get together with his members next week and i think make his position clearer. But he is, of course, the key to this entire impeachment trial in the senate and whether trump will ultimately be convicted and then whatever sanctions the senate takes against him. So, brez, i talked to a couple sources yesterday and i kind of was left with conflicting impressions about what people think. One source told us, okay, if mcconnell votes to convict, people will follow, there will be the 17 votes. Someone else said to me, well, even if he does, i cant count to 17. Whats your sense of how he would affect just how many people i mean, i guess what im saying is lets dig a little deeper to what you were explaining. How do you think his influence matters in this particular case . I mean, its pretty unprecedented. And obviously, democrats are going to be controlling the senate at that point. Well, yeah. You raise a huge point here. If mcconnell does vote to convict, how many votes does he bring with him . You know, we are going through this in our punch bowl a. M. Well have something at 6 00 a. M. On this. You know, theres a couple of key groups here. One is the republicans up for reelection in 2022 and 2024. I mean, does a roy blunt of missouri or a rob portman of ohio, do they vote to convict, you know, if theyre running for reelection in what are red states . I think there is also there is, you know, there is genuine anger at the president for his actions, but i do think theres a group of republicans who say, look, he didnt get to present his case at all in the house. You know, he had no he wasnt allowed any witnesses, there was no his lawyers werent allowed there. He wasnt allowed to offer any evidence. I think there are some senators like tom cotton of arkansas who are saying, you know, we cant impeach a president whos left office, you know, thats not our constitutional right. So, theres i think theres different factions within the Republican Senate republican conference. I, too, have a hard time getting to 17, to be honest. I think it could be close. Theres some senators who would vote if theyre leaving office, but you know, well have to see how that all plays out. Yeah, well, and i think the question, too, what do we learn about what happened at the capitol . What more do we learn about that, if that scares people further in the weeks to come. Also, what happens between now and the inauguration . Unfortunately, we have to consider those questions as well. John bresnahan, thank you very much. Appreciate your reporting. Hope to see you again soon. Congressional democrats are calling into investigations as to whether some members of congress were complicit in the mob attack on the capitol. This is terrifying. After seeing groups of people in the building the day before the assault. It was so odd to see them that my chief of staff called the sergeantatarms to say, what is going on . And he reiterated, the only way these people could have gotten into the capitol complex was with a member or that members staff. And we now know that those violent groups that attacked the capitol complex had inside knowledge of the capitol grounds. Hmm. Led by new jersey democrat and former navy pilot mikie sherrill, more than 30 lawmakers have written a letter to the acting house and Senate Sergeants at arms and the Capitol Police, requesting answers about the Public Access to the capitol on january 5th. A reminder, the capitol has been closed to the public since march because of the coronavirus pandemic. The New York Times reports, the Capitol Police said it was opening a potentially wideranging inquiry into Security Breaches connected to the siege. The Government Accountability office, a nonpartisan federal watchdog agency, said that it would look into what role, if any, members of congress may have played in inciting the mob of trump supporters. According to the times, colorado democrat jason crow, who is a former army officer, initiated the request for the gsa investigation, and he was later joined by 107 of his colleagues. It follows the emergence of video appearing to show keller among those inside the building after it was stormed. According to a criminal complaint, keller is charged with obstructing Law Enforcement, knowingly entering a restricted building, and disorderly conduct. And while keller has not publicly commented about his alleged participation at the capitol, before charges were filed, the ceo of the u. S. Olympic and Paralympic Committee released a statement condemning the rioters, saying the organization will determine whether any action should be taken. Meanwhile, a statement from usa swimming reminds its members, quote, mr. Kellers actions in no way represent the values or mission of usa swimming. Local and federal Officials Say at least 20,000 members of the National Guard are expected to arrive in the nations capital. Meanwhile, as lawmakers arrive for the Impeachment Vote, they found hundreds of troops in the capitol. I was there for this yesterday. It was a really stunning sight. They were carrying semiautomatic weapons and sleeping on the marble floors, some near the statues of former president s. House Speaker Nancy Pelosi thanked troops outside of the capitol yesterday, presenting them with her challenge coin. And the Senate Historians office tells nbc news that troops sleeping overnight at the capitol is extremely rare. It did not happen during world war ii, but there is at least it actually did happen once briefly during world war ii, and there is one documented instance of it happening during the riots of 1968. One week after the deadly insurrection that engulfed the u. S. Capitol, President Trump finally condemned the violence and urged his supporters not to riot again. Trump released the taped comments on the official white house twitter account yesterday after the platform banned his personal page. The press was not invited to the oval office remarks, which made no mention of his newly minted second impeachment. I unequivocally condemn the violence that we saw last week. Violence and vandalism have absolutely no place in our country and no place in our movement. No true supporter of mine could ever endorse political violence. No true supporter of mine could ever disrespect Law Enforcement or our Great American flag. There has been reporting that additional demonstrations are being planned in the coming days, both here in washington and across the country. I have been briefed by the u. S. Secret service on the potential threats. I cannot emphasize that there must be no violence, no lawbreaking, and no vandalism of any kind. So, according to the New York Times, trump had to be convinced by his advisers, lawyers, and the Vice President that speaking out against the violence was the right thing to do. We will see if he holds that line for the next week. Its never been more important. President elect joe biden, meanwhile, is calling on the senate to hold the president accountable for last weeks capitol riots while also moving forward on other important legislation coming into the new administration. In a Statement Released last night, biden writes, quote, today the members of the house of representatives exercised the power granted to them under our constitution and voted to impeach and hold the president accountable. It was a bipartisan vote, cast by members who followed the constitution and their conscience. The process continues to the senate. I hope that the Senate Leadership will find a way to deal with their Constitutional Responsibilities on impeachment while also working on the other urgent business of this nation. I want to start there with what biden is going to be dealing with here. Mitch mcconnell basically made abundantly clear yesterday that this trial is going to consume the first weeks of the Biden Administration, and it will take some cooperation between him and Chuck Schumer to do anything else. Do you think that theyre capable of starting off and taking care of the incredibly urgent business that this country has to deal with, while dispensing with this impeachment situation . Well, i think, essentially, they have to figure out how to do that, that that is their job. Now, certainly, with Chuck Schumer being in control of the calendar and the democrats being in control of that chamber by that slim, almost nonexistent majority, that will make it a little easier when it comes to things like scheduling. So, we will have to see. Perhaps part of the day the floor will be devoted to the trial while other times members will be allowed to do things like hold votes on confirmation on key on bidens administration, on his cabinet members and other people who need that work. And of course, joe biden can also appoint people temporarily as acting heads of these agencies just to get up and rolling. But its going to be a busy time in congress, as you said, with the new administration getting what needs to be done another Coronavirus Relief package, for example, or any congressional aid thats necessary to stand up and further help the vaccine distribution. So its a lot on their plate, but theyre going to have to figure out how to, as we say, walk and chew gum at the same time. So, kimberly, what do you think mcconnells sort of long game plan here is with this . I mean, he said yesterday and you know, ive spoken with sources who say the very Real Security concerns over the next week are a reason to not rush this process or accelerate it ahead of the inauguration. But that said, i mean, Chuck Schumer has made the point that he and mcconnell could call the senate back, if both of them agreed and they really wanted to, and hes not doing that. What are the political consequences of making sure that this doesnt start until the Biden Administration is getting under way . Well, it seems clear that the longer that the senate waits, the more it loses the momentum that we have seen build in the house, including in the republican caucus, where there were ten republicans yesterday who voted in favor of impeachment. That made it the most bipartisan impeachment in this nations history. And as that push continues, if Mitch Mcconnell wants to protect members of his caucus who do not want to vote to convict, delaying, obviously, would help that. Mitch mcconnell also said he, himself, is still making up his own mind. You know very well that Mitch Mcconnell likes to keep folks like us waiting to know what exactly he will do. And that seems to be part of the strategy here as well. But you know, there are planes that go to washington, d. C. , every day. The senate could convene today. It could convene tomorrow. To get this thing started. It is all under his control as of now for the next week, and he is choosing to exercise his control by putting this off. All right. Patches, a calico, was brought in as a stray to a Santa Barbara shelter last month and a microchip scan revealed her identity. Patches owner, jessica gower, unfortunately, died after a torrential rainstorm sent debris rushing through the hillside neighborhood of montecito on january 9th, 2018. And the shelter says patches was found less than a quarter mile from where her home once stood. Members of the Freedom Caucus want wyoming congresswoman liz cheney to resign from her post as chair of the House Republican conference. Bloomberg reports that three members of the 44member caucus we think its about 44 members began circulating a petition yesterday to force a special meeting to vote on a resolution for her resignation. Only 42 members of the house gop are required to sign the petition in order to hold the meeting, but a majority would need to vote to adopt it. And that vote could take place by secret ballot. Cheney responded to the effort with the following statement about her vote to impeach the president quote, im not going anywhere. This is a vote of conscience. Its one where there are different views in our conference, but our nation is facing an unprecedented, since the civil war, constitutional crisis. Thats what we need to be focused on. Thats where our efforts and attention need to be. Joining us now, longtime capitol hill aide who served in the offices of the last two republican House Speakers. He is a current partner at the Strategic Communications firm seven letter. Brendan buck, good morning to you. Thank you so much for being here. Lets talk about liz cheney. What did she put it explain to us from the perspective of someone who understands the politics here inside the republican conference in the house what exactly was it that she did when she stood up yesterday and she voted to impeach this president . And what does her future look like . Well, i think the most important thing to keep in mind and really, to respect is that i dont think she was doing anything with politics in mind, because ill be very honest, this is not good politics for her internally in the house. I think she just literally thought that the president should be impeached and didnt care about anything else. Now shes obviously facing blowback, and that is quite to be expected. But i dont think she is in any real danger. And heres why. First of all, shes someone who is not going to be pushed around, and you saw in her statement the way that she said shes not going anywhere. But i think there were a lot of House Republican members who admire what she did. I think there are we had ten vote for impeachment. I think there were probably at least ten times that who wish they could have done that, if they were able to, but they know that their local politics back home wont allow them. So, i think she earned a lot of respect from people. And you actually heard a few members who voted against impeachment say that they had more respect for her now than they did before. Yeah, that stood out to me as well. Pretty remarkable. So, brendan, where do we go from here . And what do you think the ten, the ten who were willing to go public and i agree with you. My reporting suggested it would have been more like 50 if this had been a secret ballot, or 60, even. But is it enough . We were looking at that number as a way to tell us, okay, what kind of push would there then be in the senate to convict . What do you think what happened how do you think what happened yesterday in the house affects whether Senate Republicans are going to be willing to convict this president after the trial . Yeah, its a really steep hill to climb. You know, Mitch Mcconnell was obviously putting out vibes that he was interested in conviction, and there was a lot of talk about how, you know, he could get people there. But counting the 17 over there is really hard. And if you dont think that you have it, if youre not absolutely certain that you have those 17 or 18 you need to convict, you might as well not make the attempt, because what youre doing is asking vote 12 or vote 13 to really walk a political plank. So, i think what hes going to do is look around, talk to his members, have a lot of close conversations. You know, he knows where the votes are. And if he feels like hes in that range, that he could actually convict, hell go for it. If he realizes theyre three, four, five votes short, i imagine hes probably going to pivot and walk away, because really, for any of these senators, it is a really tough vote and every one of them is inviting a primary, and he doesnt want his members being replaced by the type of trump members you see in the house these days. So, quickly, brendan, how could events of the next week impact this political calculation youre talking about, if the president , for example, were to do something again like he did on wednesday . Yeah, i actually think the president s behavior over the next six days will have a big impact. If he puts out statements like he did last night and basically just calls for calm and no violence and goes away quietly, i can that potentially could take some of the wind out of the sails of the Impeachment Movement and make it easier for people to say, hes gone, lets move on. There are events that are outside his control. If there are violent events god forbid across the country or in washington again, it would stir things up. I think there is something to the idea that he is in a bit of control of what happens. If he keeps his mouth shut, doesnt stir up more controversy, there will be enough republicans who are willing to let this go and just move on. A lot is up to him. And the stakes could not be higher. We are literally talking about peoples lives. A Capitol Police officer was killed last wednesday. Thank you always for your sharp analysis of this. We really appreciate it. Good morning. You guys are looking at this split in the Republican Party. I want to dig in to some of these numbers to you. Why are we continuing to see republicans nervous even after their own building was violently taken over. Its trumps party. New polling from axios paints very stark pictures exactly what you just described, trumps holdover the party. Even after lying over the election, the even after inciting the riots, being impeached twice, the majority of republicans dont blame him for what happened last week. They want him to be the nominee to run again in 2024. That speaks to what brendan was talking about earlier the hold he has politically over the party itself and why it is so difficult for the house and senate to break with him. There is a little bit of a split in the party between what we call trump republicans and establishment republicans. There are more trump republicans. There are about 60 of the party versus only a third who are weary of the president. They are 100 all in. That speaks very much to the political calculus they are facing when they think of breaking with the president in the future or now. Nick, how do this pull this together after trump . It is very important if they are thinking about how to hold onto power and get things done. But the differences and the schisms are so deep. How does it stay one single party . Remember, the numbers are very stark. This is exactly what the house members were facing against. Why a majority of republicans think he should run in 2024. He holds sway unlike any other republican politician. If you want to keep the Republican Party together, keeping it or together under trump. You start to see the cracks in the house. When he leaves office, we face other civil penalty, when he doesnt have the bully pulpit anymore. Is that when folks will move away from him. 2024 will start quickly. A lot of politicians like to ride on President Trumps shadow. Will any of them be able to make that sort of move . Thats what a lot of republicans are looking at. We still have an impeachment trial coming. It will be sent to the senate next week. The senate will have to figure out what to do with that. Mitch mcconnell will have to make a political calculation on that. There is a lot of talk whether there is a separate vote barring him from office. If the senate moves ahead, it might solve a lot of problems if trump cant run again in 2024. A lot of them want trump not to run in 2024. There is overhanging all of this. There is one place where you did find unity in the polling, unfortunately, the number of people that believe america is falling apart. That speaks for itself. The one stark polling, the vast majority, independents as well, think america is screwed. Speaking about the riots, the political partisanship. There is not a lot of positive. The pandemic overshadows. That is one of the most negative numbers i have seen in years. It speaks to the place were in as a nation, kasie. Indeed, we are. We have had a front row seat. And as we look ahead here to the consequential next week, we cant overstate how important President Trump behavior is over the next six days in terms of whether he is convicted in this impeachment trial. So much is up to him. There also, though, is a lot thats not up to him. If the violence he has already incited plays out the way it did on wednesday. If his supporters are not calmed, that could be out of his control and you could see incredible backlash not just politically but obviously personally, emotionally across the country as we grapple with so much of this.
