In a letter to Speaker Pelosi just hours before the house passed a resolution urging pence to invoke the 25th, the Vice President wrote that such action is not in the best interests of the nation. And would set a, quote, terrible precedent. The house convenes at 9 00 a. M. Debate on the impeachment resolution set for 12 30. We expect a vote around 3 00 p. M. This afternoon. And just one House Republican, illinois adam kinzinger, voted in support of impeaching the president , however there are at least five republicans who have come out in support of todays vote to impeach the president. And this one is critical. Liz cheney, the number three republican in the house, says she will vote for impeachment. House Republican Leaders dont plan to encourage republican members to vote against impeachment and that is a change from the first time around when they did in fact urge members to vote against it. The white house believes that by the time the house votes this afternoon, there will be two dozen republicans who will ultimately come out in support of impeaching President Trump. That move by liz cheney, the new orleans importance of that, cannot be overstated especially in regards to our next story. On the senate side, the New York Times is reporting that Mitch Mcconnell has told associates that he believes President Trump committed impeachable offenses. People familiar with his thinking tell the times that mcconnell is pleased that dmgs democrats are moving to impeach trump believing that it will make it easier to purge him from the party. The New York Times Jonathan Martin who coauthored that report tweeted yesterday that Senate Report aide says he thinks that there are about 20 republicans give or take who were open to a conviction. And that was before they wrote this piece about mcconnell. Sources tell axios there is a better than 50 50 chance that mcconnell himself will vote to convict trump. A Top Republican said that the senate institutional loyalists are fomenting a counter revolution to trump. This is a really big deal. Joining you now, reporter for the Washington Post, eugene scott. I want to talk about Mitch Mcconnell in this context because he is of course a villain on the left, seen as an enabler of President Trump, but after what happened wednesday and after the president again didnt seem to condemn anything on wednesday when he spoke publicly to the press briefly yesterday, mcconnell sent this white smoke signal through the New York Times saying this sounds like a good plan. What do we know about how he came to that decision and the impact it will have in the senate . Well, we know Mitch Mcconnell while he didnt speak out against President Trumps desires to further investigate the Election Results and in fact said that the president should have the freedom to, you know, use every avenue that he has available, he was never fully on board as much as some of the other republican lawmakers were with the president s desire to stop the certification of the 2020 election. And so he has for a while suggested to people close to him and some of my colleagues that he was very much looking forward to being a leader of the Republican Party and what some would have believed was the posttrump era. But last weeks events sped that up combined with his own wifes desire and act to remove herself from the Trump Administration out of concern that the vision and direction of the president was taking the country or would take the country in a place that made it very difficult to unite and move forward. And so i think what Mitch Mcconnell is suggesting is that he knows that it is even more urgent at this current moment for america to move past this and that this could possibly be a way to do that. Mcconnell is 78 years old, he was just reelected. His next term, he will be 84 if he wants to run again. This is someone with a memoir titled the long game, that is clearly what he is thinking about right now in these days. And to that end, gene, the other piece of information that we learned from that times story was that mcconnell has been in touch with joe biden and they have discussed how to hold this trial while also moving joe bidens nominees. It seems like those two are on the same page potentially in terms of how this moves forward, pretty remarkable. And that is what biden campaigned on. You know, he got a lot of push back from the base of the Democratic Party regarding his belief that there were republicans in congress that he believed that he could work with because all signs showed that republicans in congress had no real desire to work with the democrats who were currently representing so many americans, but biden argued that he was different. And this could suggest that maybe he was more right than people believed he was. His high priority of course is responding to this pandemic, this economic crisis and just making good on so many of his pledges, but he has to remember even if he may want to move away from it, so Many Democrats are looking for justice or at least something regarding the last four years of the Trump Administration and biden cannot walk away from that completely. And of course a Senate Conviction would then allow a simple majority vote on preventing donald trump from ever Holding Office again. That is something that certainly democrats are interested in. Good morning to you. Thank you so much for being here. This metal detector situation is of course a huge cultural change in the u. S. Capitol where people typically have been able to move freely. I think it says a lot about where things are. But i really want to talk to you about Mitch Mcconnell because the story that the times published yesterday, and we should explain a little bit of the background to our viewers, when they pick a new pope, they send up white smoke. A New York Times story that details mcconnells thinking the way this one did is the equivalent of white smoke from team mcconnell. So the significance of it is really important, the fact that they put this out there. And it suggests that we may be moving forward to a conviction and a decision to bar President Trump from Holding Office ever again. What did you make of the events that unfolded late yesterday after the president make those remarks that we just played . Well, i think that you are right. This is a sign that Mitch Mcconnell is saying, umm, how can i benefit [ inaudible ] as mcconnell does. And i think it started with all of these corporations saying they will not give money to the House Republicans that voted to wanting to overturn the elections last wednesday which started this whole riot and frankly a new wave of domestic terrorism. So Mitch Mcconnell sees an opportunity here i think. He says all right, maybe the republicans in the house wont be able to gain any money, but if i stand up, my guys may have a chance of coming back in 2022. It also allows his members to take a vote of conscience, not that im saying that the senators have a conscience, but they do vote in their best interests and this could potentially let them get there. I think between certain House Republicans and u. S. Senators republican, we are going to start to hear the words after a more careful review, and listening to the president s recent remarks, i have changed my mind. I think that will be a phrase we hear often through the next 24 hours. Yeah, ive already heard people telling me, well, you know, maybe we were behind him before the election but hes taken a dark turn since the leak. So they will have a skeptical eye on comments like that as they try to move forward here. But one person i want to talk about because frankly shes been more consistent in being willing to oppose donald trump is liz cheney. She is the number three House Republican obviously her father former Vice President , former secretary of defense, and she came out last night with a statement i would note after the story about mcconnell came out in the New York Times, but she came out with a statement saying im going to vote to impeach, this a breach of our constitution. And shes taken heat from others in her conference over her previous breaks with President Trump. What do you think cheneys decision means for her future and the party across the country in. I think that it is huge. Liz cheney is number three in leadership in the house. She also has a very famous last name that garners a lot of attention when she speaks out. She did break with the president when she spoke out against the russian bounties on our soldiers in afghanistan, as crazy as that seems. But she has consistently been playing a long game i think. And i think this was her moment. The fact that you have someone in leadership stepping up says a lot to those 64 members of the house of representatives that are republicans that voted to oppose overturning the election last wednesday or into thursday morning. This gives them a chance, and i think i know you reported up to two dozen. I think that we could see up to 30 Republican House members voting for impeachment. They want to go there, they know we have gone too far as a nation. She lived through a siege. I did really think that this could be a very, very important time in our history and for liz cheney. And it can really change her position in leadership from maybe number three to number one given where Kevin Mccarthy stands right now. We were reporting up to a dozen earlier in the day before cheney came out with this statement. I think youre right that we may see more. I would also just say, you know, we learned at the capitol siege what leadership is capable of. The leadership of donald trump led to that siege, to that insurrection, and one thing that we havent seen from others who perhaps opposed donald trump in private is public leadership, perhaps well see a little bit of it here now because i think more than ever, we know now Leadership Matters in a way that perhaps it even hasnt in other parts of our history. According to a memo reviewed by the Washington Post, an fbi office in virginia issued an internal warning a day before rioters stormed congress explaining that extremists were preparing to travel to washington and commit violence and, quote, war. It was drafted after online thread discussed specific calls for violence stating, quote, be ready to fight, Congress Needs to hear glass breaking, doors being kicked in and blood from their black lives matter and antifa soldiers being spilled, stop calling it a protest, go there ready for war. We get our president or we die. Nothing else will achieve this goal. That is terrifying. Three fbi sources familiar with the matter told nbc news that the agency never distributed a formal intelligence bulletin in part because of freedom of speech protections. And Law Enforcement officers around the country are dealing with the next round. Threats of violence on inauguration day. Federal prosecutors charged a suburban chicago man with threatening violence against joe biden, Kamala Harris and any democratic members of congress who are on the white house lawn on january 20th. The inauguration of course takes place on the west front of the capitol. There is a movement specifically aimed at the michigan and Minnesota State capitols. And they note the group has rallies planned around the country you on january 17th. Yahoo news first reported that the issue Office Issued a situational report december 29 ths that was based on collaborative sources warning of the planned marches. And others preparing for violence against government officials on the 20th are posting information on how you it make and conceal homemade guns and bombs using encrypted app telegram. Joining us now, former fbi special agent and msnbc contributor clint watts. Thank you to be with us this morning. I always really appreciate your insight and deep knowledge of what happened here. You know how the bureau handles these things. We just read a little bit from that post report that says they were warning there was going to be a war. Where do you think the failures were here . Why were these warnings not heeded . I think theres a couple combinations here that have happened because its washington, d. C. Ultimately washington, d. C. Is commanded by the commander in chief who was out giving a speech right in front of the capitol. So i think that really let the guard down of a lot of the Security Apparatus who could not imagine that the president , who often touts Blue Lives Matter would incite a mob to turn on the u. S. Capitol. The second part is the way we had to dance around with domestic terrorism in comparison to International Terrorism over the last few years. That free speech protection which you talked about really creates a buffer. If this were an international extremist, al qaeda, isis affiliated kind of movement, those reports would move out to state and locals. As soon as it becomes domestic extremist situation particularly with militia groups have overlapping membership with state and local Law Enforcement, for example, thats Something Else thats being looked into here, that becomes problematic and much more hard to disseminate that intelligence and help prep local officials. So actually thats exactly the next thing i wanted to ask you about, that idea that there are Law Enforcement who are part of these militias and were, of course, learning there have been suspensions among Capitol Police after those concerns that some people, there was one who was photographed taking a selfie with one of these people who had breeched the capitol. The biden team expressed concerns or reports concerns about the secret Service Details and where their loyalties may lie and how to handle that. How do we grapple with this problem of whether we can trust the people that are charged to protect our government . This is my big fear really moving forward and with these potential mobilizations up to and including on inauguration day, which is are there any weaknesses which we would call almost like an Insider Threat normally in state and local environment or state and local officials. As we know from some of the other reporting we have seen actual elected officials storming the capitol from different states. That phenomenon is occurring across the country, the biggest weakness would be certain state capitols which have already been contentious. We have seen this with michigan just a few months ago where you have someone an ardent series Trump Supporters choose trump over their loyalty to protect what theyve been assigned to. I think this is with the military over the next few years. Theres a lot of play up and this is really the consequence of President Trump politicizing the military, politicizing Law Enforcement over the last few years that will have a Ripple Effect for many years to come and will be a challenge for the Biden Administration particularly if we were to see protests break out again in 2021. You know, the Biden Administration also and clint, i know you talked about this as well the National Security community has also been affected by President Trump. He has denigrated them in many cases. Do you think that there is a problem within the National Security community as well . What does the biden team need to do to rebuild trust and what are you kind of seeing in terms of how theyre setting out to do here at the outset . Theyve made a lot of great selections so far. Im sure all of them will be very competent and cableable people. Most are known to the algtsys theyre going back to. Theres no real surprises there. The real challenge comes with how do you bring trust and unity from the institutions. Just think of President Trump and the way hes handled this and how much leadership turnover we have had at the department of homeland security, department of defense. If youre mid level management, youve been berated by the president , admonished and at the same time your boss may have turned over two or three times in a matter of months or years. So building that trust will mean building those relationships so they think these people will actually be around for a while and i can follow through with their policies without the revolving door coming back again in four years. I think thats whether its our allies overseas or even the strong institutional leaders kind of keeping their head down, theyre still in government, how much do i invest in somebody who rotates out in four years and get another trumptype administration back on top of me. Man, some pretty weighty questions to grapple with there. Clint watts, thank you for always bringing your analysis, expertise early this morning. Thank you. Joining with a look at axios a. M. , cofounder of axios, jim vandehei. I want to get to Mitch Mcconnell in a second. Just briefly whats your take on this concern about Law Enforcement and the military that clint was just walking through in terms of how trust is rebuilt. This is not something that weve really felt like we had to grapple with before that these Law Enforcement agents may not, you know, usually the loyalty is to the country and the office. Yeah. I think this is going to be a massive, many yearlong project. People dont have faith in almost any institution now including government, including media now, including Law Enforcement. Lots of suspicion about who was involved at what level. It will be months before we know all the details on this. And i think biden and others have a right to be suspicious in certain corners. Youre looking at tapes about what happened at the capitol and its clear some Capitol Police were supportive of this. So people have to investigate, figure it out and create rules so that this never happens again and i think a big part of that is the prosecutions that youre seeing. Yeah. You guys have some good reporting on faith in these institutions. But lets talk about mcconnell here, jim. Obviously you and i both know Jonathan Martin, the New York Times reporter who broke this story. This is being widely interpreted as mcconnells team sending a signal that, okay, i will go ahead and do this and of course afterward liz cheney put out that statement saying shes going to vote for impeachment. What does this mean . And what are your top line thoughts that after this all unfolded late last night . Yeah. People close to mcconnell took it a step further last night with mike allen and said theres a better than 50 50 chance he would vote not just to support the impeachment that he would vote to convict, oust the president of the United States from his party, from politics for good because he wouldnt be able to run for president again. And i think theres a lot of people in leadership who want trump gone forever more. The big debate is do you do it quickly via impeachment or removal or sort of let him undue himself which is sort of the mccarthy position. Theres a deep divide. While you have some Republican Leaders who want him gone, some publicly, some privately, a lot of the rank and file still love him, still are with him, and that is the squeeze that youre going to see the Republican Party in for many years to come. And i think the calculation for mcconnell, who often is thinking about the long game is hes better off taking the crap now by trying to do everything he can to get trump gone and not to be able to run again for president. Yeah. Literally the title of mcconnells memoir. To that point, jim, hes going if he can hold out the prospect that he might be president again, might regain the levers of power, hes not going to go away. Republicans have been going along with what hes had to say this entire time. I dont buy this idea that just going along with him again and hoping hell go quietly into the night is going to work. Im with you. I know theres a big debate about this. Were in the field right now with a poll. I think were going to find out that most republicans, 70, 80, 85 are still with donald trump at the rank and file level. And if he is able to run again, im with you. I think he will try to run again. And be very hard to defeat. Like Mitch Mcconnell has power in the senate. Most people dont know who he is and most rank and file republicans dont care. They hate the establishment. To be able to defeat somebody you have to have a counterforce, counterleader. Who is that leader . Who will stand up to donald trump on a regular basis other than Mitch Mcconnell that would have the sort of clout it would take to be able to push him back . I think thats one of the things going through mcconnells mind and by the way, liz cheneys mind. Pay a lot of attention to her. She is somebody who could be the next speaker of the house for republicans or party leader. Obviously her father has deep roots in the party. They have an ability to raise a lot of money, so it matters that the two of them have essentially unofficially tag teamed to try to take trump out. It matters so very much. And as republicans try to decide what to do, this is a chance for them to take donald trump off of the stage for the rest of time essentially. They can bar him from holding federal office.
