washed away. >> for the latest we go to nbc's dave wagner in columbia, south carolina. dave, what's the latest on these dam breaches across the state? >> well, good morning to you, jonathan. the very latest is so far 18 dams have been breached statewide. another nine in the middle. and we are here in the midlands in columbia here. and they've also done some of these controlled breaches to try to relieve some of the pressure. here's part of the concern. in this area where i'm standing, this bridge has been closed, this road has been closed, this is a major thoroughfare through the city of columbia right here. the reason is there is so much water to the north of here, this goes across dills creek. dills creek is right behind me right now, and dills creek is deadly rising, and as more water comes from the north to the south there will be even more water in this area. that veally the major concern. we've seen some of the headlines, flood worries rising, flood fears rising. we've seen a lot of fear in this area. it has been a dangerous few days. 11 people in south carolina are dead. another two up in north carolina. and really, people have been forced to flee at a moment's notice, because of these breached dams, jonathan. >> dave, what about the drinking water? i know residents have been told to boil water? >> they have. 40,000 people are without clean water this morning here. the city of columbia, most folks have been told, their water is not safe to drink. so, they're boiling it. that's really a problem. there are many people, thousands more, without power, as well. so it is say very tough time for people. the good news, jonathan, is the sun is going to come out today. the first time in a long time. but that will certainly shine a bright spotlight on all the problems we've seen here over the past few days. >> dave wagner, thanks very much. now the latest on that missing cargo ship that officials believe sank in the bermuda triangle during hurricane joaquin. the coast guard released this video of the lifeboat partially submerged in water off the coast of the bahamas. one body was found in a survival suit sunday amid a debris field stretching 225 square miles. 33 people were on board, including 28 americans. and 5 polish nationals. officials say they're now focused on searching for people in the water, and not the ship. let's turn overseas to a volatile situation in afghanistan. "the washington post" is citing senior u.s. officials who say president obama is seriously weighing a proposal to keep as many as 5,000 u.s. troops in afghanistan beyond 2016. the paper reports that the plan was developed before the taliban initially took control kunduz in september. and it comes as new details emerge about an airstrike that hit a hospital in that city over the weekend. the pentagon now says it was afghan forces and not u.s. troops who requested the strike, and that u.s. forces were not under direct fire. doctors without borders, meanwhile, claims it was a war crime, regardless of who asked for it. here's nbc news chief foreign correspondent richard engel. >> reporter: even in war, this should never happen. the only trauma hospital in kunduz repeatedly attacked early saturday by u.s. air power. at least 22 killed, including doctors and patients. six reportedly burned in their beds. but did the u.s. know it was targeting a hospital? doctors without borders, which runs the hospital, says it did. and calls it a war crime. >> hospitals and patients during war should be safe places where care can be given, and this has been violated. >> reporter: survivors were transferred to other hospitals. the pentagon first said american troops had been in danger. but changed its story. saying afghan forces were under fire. >> they were taking fire from enemy positions. and asked for air support from u.s. forces. an airstrike was then called to eliminate the taliban threat and several civilians were accidentally struck. >> afghan officials say taliban fighters were firing from the hospital. doctors without borders denies that. >> this hospital is a fenced hospital, like all other hospitals, guarded by guards. the only people inside the hospital are patients, caretakers, and staff. >> reporter: doctors without borders says it had given the u.s. military the coordinates for the hospital, and during the airstrike, even pleaded for the bombing to stop. calls it says went unheeded. >> that was nbc's richard engel reporting. to presidential politics, hillary clinton's campaign is targeting the house benghazi committee in advance of her public testimony later this month. her campaign has cut its first national ad using republican house majority leader kevin mccarthy's comments about the political benefit from the inquiry into the terrorist attack. >> the republicans finally admit it. >> republican kevin mccarthy saying the committee investigating benghazi and clinton's e-mails was created to destroy her candidacy. >> everybody thought hillary clinton was unbeatable, right? but we put together a benghazi special committee. what are her numbers today? >> republicans have spent millions attacking hillary, because she's fighting for everything they oppose. from affordable health care to equal pay. she'll never stop fighting for you. and the republicans know it. >> clinton also campaigned in new hampshire yesterday, holding a town hall event in which she went right after republicans on issues like benghazi, the economy, and perhaps most pointedly, guns. >> -- mr. trump was asked about it, and you know, things happen in the world. bush said yes, stuff happens. no, that's an admission of defeat and surrender to a problem that is killing 33,000 americans. it's time for us to say, wait a minute, we're better than this. our country is better than this. when the nra was on one of their, you know, tirades, and ca calling -- and firearms enforcers jack-booted thugs, president george h.w. bush resigned as an nra member and said, no -- ideally what i would love to see is gun owners, responsible gun owners, hunters, form a different organization [ inaudible ] >> and it just so happened that republican candidate carly fiorina was campaigning in manhattan -- manchester, new hampshire, yesterday, as well, presenting a stark contrast to clinton on gun control. >> usually, if you go back and look at the facts, all of the solutions that some democrats will propose, hillary clinton is out proposing something today, if you go back and look at what they propose, it turns out they wouldn't have stopped many, many of these mass murders. so, let's enforce the laws we have, and let's uphold the rights and liberties that we have. >> carly fiorina has impressed voters with a pair of solid debate performances, and her promise to use her skills as an executive to fix a broken washington. but a recent report by "the washington post" found that her first campaign, her failed 2010 bid for the senate, had one huge problem. money management. nbc's hallie jackson has more. >> reporter: in the five years since losing her california senate race, carly fiorina wrote a book, led several charities, and bought a house. what she didn't do? immediately pay her half million dollar campaign debt, leaving people like joyce shumate hanging. her husband, a strategist had died just before the election. but his last paycheck, $30,000, only arrived this january. >> well, we had several conversations after the election about the campaign debt, and she acknowledged it was there. and i think she just needed some time to sort through the best way to address it. >> reporter: fiorina firing back at the story. first reported by "the washington post." >> all of our debt is paid off, everyone was paid in full. so, once again, "the washington post" doesn't va lot of credibility here. >> reporter: fiorina finally cleared her old debt this year. her campaign pointing out it took hillary clinton four years to pay off her debt. it's not unusual to take awhile to settle up. took mitt romney three years, john kerry nearly two, newt gingrich still owes money but it's fiorina now lighting up the polls, facing a more intense spotlight about her failed 2010 senate run. >> it was a fight worth having. this race i intend to win. >> reporter: fiorina defeated then by barbara boxer and her expensive attack ad campaign. >> she laid off 30,000 workers. >> reporter: a race still making headlines today. for fiorina's rivals that blue state battle, possibly a blueprint for how to win now. >> okay here comes a fun story. donald trump continues to focus his attention on senator marco rubio. sending the florida senator's washington campaign office what they describe as a quote, care package. the republican front-runner's campaign confirms the delivery of a case of trump ice natural spring water, with trump's face pictured on every bottle. along with two make america great again towels, and a note reading, since you're always sweating, we thought you could use some water. enjoy! rubio famously paused his 2013 state of the union response to reach for a drink -- reach for and drink from a bottle of water. something he has made light of in campaign videos, and the last debate. >> most important preparation for a big game or big speech? >> well, it basically means that you're opening up to a lot more trade. that you're opening up to make it easier for consumers to gain access to goods from abroad and vice versa, as well. it is a big deal because it's the first and largest free trade agreement in a generation. again, it opens markets for u.s. goods and services, as well. it establishes rules of international commerce, too. so it is very much a two-way street. but it's something they've been working on for a very long time. they still need final ratification as you indicate, as well, from congress next year. president obama quickly turned toward selling this deal on capitol hill. it's going to be tough to push through, and not just in the u.s. you're also looking at elsewhere where they had to endure some very tough compromises, and they could face some harsh competition when push comes to shove. like the canadians. in australia they've seen some opposition. in new zealand, as well. bp, a very big story, they're to pay a $20 billion sum in fines for the 2010 oil spill. it was a deadly gulf of mexico oil spill which happened around five years ago. the largest corporate settlement of its kind now seen in u.s. history. they previously set aside around $44 billion to cover the criminal and civil penalties. the total pretax charges, though, now standing around $54 billion. the stock rose somewhere in the region of 3% yesterday stateside with investors seemingly relieved that the sum wasn't worse. that the liabilities, they could have been a lot worse than what we saw. and finally, i also want to mention gunmaker stocks. higher with hillary clinton urging tougher gun laws now. you saw the lakes of smith & wesson, ruger for example both rising with comments from ms. clinton leading to concerns that gun restrictions, they could become as yesterday talking about how gun sale loopholes could be closed. wanting to hold sellers more accountable for how the weapons are used. we saw people rushing in to buy these gun stocks ahead of these tougher restrictions. it's possible they could be coming. president obama also outlining similar measures he would want to push through, as well. >> a lot of business news there. thank you 73 time now for sports. we begin with the nfl and the seahawks hosting the lions on monday night football. to seattle, boy are the seahawks glad to have cam chancellor back in their secondary. the safety made a game saving play when he knocked the ball out of the arms of detroit receiver calvin johnson, short of the goal line with less than two minutes to play in the fourth quarter. a touchdown would have given the lions the lead. but the loose ball was batted out of the back of the end zone, and ruled a touch back. turning possession over to seattle. they hang on for the 13-10 victory. but the play doesn't come without controversy. the nfl's vice president of officiating said after the game that the seahawks should have been penalized for illegally batting the ball. >> you can't bat the ball in any direction in the end zone, either end zone, so wright batted the football. that is a foul for an illegal bat. the back judge on the play didn't feel it was an overt act so he didn't throw the fact. in looking at the replays it did look like a bat. so the enforcement would be basically we'd go back to the spot of the fumble and detroit would keep the football. >> the lions drop to 0-4 on the season after the controversial finish. now to a coaching shake-up in miami. after a 27-14 division loss to the jets in london on sunday, and dropping to a 1-3 start to the season, the dolphins have fired head coach joe philbin. the team announced tight end's coach dan campbell will take over as the new interim head coach. major league baseball, after a disappointing season that began with sky high expectations, the washington nationals have fired reigning n.l. manager of the year matt williams. williams led the team to an n.l. east title just last year. the nats will joy good-bye to pitcher jordan zimmerman who racked up 70 wins and two all-star appearances over seven seasons. the soon-to-be free agent issued a farewell statement through his agent thanking fans for their support. and the mlb playoffs begin tonight with the yankees hosting the astros in the american league wild card game. the one-game playoff will decide who advances to face the royals in the a.l. division series. the yanks will have to do without starting pitcher cc sabathia this postseason. the 35-year-old veteran has checked himself in a rehab facility to get treatment for alcohol addiction. sabathia remained positive in his announcement on facebook and instagram, that included this picture of a dog, with the caption, just trying to get my blank together. bill?
