hardest hit. dams have been breached, dozens of roads are closed, water lines ruptured leaving many residents without drinking water and the city's fire chief says there have been too many rescues to even count. for the latest we bring in jay gray live from columbia, south carolina. jay, very dangerous conditions down there. >> reporter: yes, they really are amy and it's going to continue for quite some time, along with the curfew there's a state of emergency in place here right now. there's been so much water so fast that many of the flood gauges along the congaree river behind me have either been damaged or washed away but you don't need a gauge to understand the water is still rising. floodwaters continue to rush across the carolinas, running through or over everything in their path. >> cars are submerged, cars washed up against the porch and everything, never seen anything like it. >> reporter: in many areas there's never been anything like this. rain for three days straight at times more than two inches an hour. >> the rising water collapsed bridges, overcome dams and destroyed roads, whole neighborhoods have found themselves underwater and precious lives have been lost. >> reporter: at least five people have died as a result of the storms, hundreds more -- >> the house is flooded and they can't stop it. requesting sandbags or assistance. >> reporter: -- pushed from their homes by a relentless current and rising waters. >> we have lost everything. what i got on my body is what we have, pretty much everybody down that hill there has lost everything this morning. our vehicles, our clothes, everything. >> reporter: as many scramble to higher ground, forecasters say at some point today the rain should finally begin to ease. the first responders and officials warn the problems will not. >> this challenge is not over and the danger to life and property does not end when the rain stops. >> reporter: still it will be a welcome sign for so many, anxious for the recover troy begin here. the congary river is already above flood level in many areas. including here in columbia. the rain is letting up right now. it's going to continue throughout the day but even so, the water is still climbing. a flood warning along the river has been extended through tuesday evening here. that's the latest live in columbia, amy, back to you. >> thank you so much. let's bring in nbc meteorologist bill carkarins. almost biblical in proportions. >> yes. the storm system itself sat there and lingered. still raining in the state right now. as far as some of the maps go the current radar in the region we finally ended a lot of the rain around columbia and charleston, light showers in orangeburg. torrential rains in myrtle beach. flood warnings and roads additionally being flooded throughout that region. this map is probably the one that i'm going to record this for myself. this goes over four days and it shows there's joaquin and shows this consistent flow of moisture being drawn from the south into south carolina, and the thunderstorms along with it, that's four days' worth offer represential rain so that's why we saw all the horrible problems there. as far as the pictures go it's not just one spot. that's what makes it so historic, columbia, charleston, georgetown, sumter, conway north myrtle beach. water was everywhere. i feel horrendous for a lot of people. lot of the houses prnt in flood areas. it's required if you're in a flood zone to get flood insurance. the people that don't have flood insurance their claims probably won't be heard from insurance companies. thousands of people with water all in their home. we'll continue to watch that heavy rain threat through the morning, as we go through the afternoon the rain tapers off and we're all done with this. lot of the big rivers are already peaking now and going down so we're heading in the right direction. >> bill karins thank you so much. doctors without borders is calling for an independent investigation after explosions which may have been caused by a u.s. air strike killing 22 people, including doctors and patients. the nonprofit is calling the attack on its facility in kunduz a war crime. nbc's john yang has the latest. >> reporter: doctors without borders awon donned the bombed kunduz hospital declaring it a total loss. >> there's no such thing as collateral damage. this is human beings, a tremendous loss of life, staff and patients. it's a disgusting event. >> reporter: firsthand accounts emerged of the horror of the hour-long bombardment. nurse at the hospital, he said "there are no words for how terrible it was. in the intensive care unit, six patients were burning in their beds." in an operating room "a patient was there on the operating table dead in the middle of the destruction." this man described how one of his sons was wounded in the chest. military officials tell nbc news an ac-130 gunship armed with multiple cannons like this one was over kunduz at the time. the pentagon said an air strike targeted taliban militants shooting at u.s. forces advising afghan troops. doctors without borders says no one reported any fighting in the compound before the attack. >> the main hospital building where our medical personnel were caring for patients was repeatedly and precisely hit. >> reporter: the charity says to avoid being targeted accidentally it gave the pentagon the hospital's precise gps coordinates. and a u.s. official said the military takes every precaution to avoid civilian casualties, so how could this have happened? >> fighting in an urban area using smart munitions but human people calling them in results frequently in a tragedy. >> reporter: defense secretary ash carter spoke to reporters on his way to europe. >> this is a tragic loss of life. your hearts can only go out to innocent people who were caught up in this kind of violence. >> condolences and apologies aren't enough. we need to understand why this happened. >> and on the heels of last week's mass shooting in roseberg, oregon, authorities in northern california say they've stopped a plot among high school students that wanted to "shoot and kill" as many people as possible. four male students at somerville high school in tuolomee, california were arrested friday after police discovered a detailed plan to carry out a mass shooting at the school. according to the county sheriff he says the four students were in the process of securing weapons but the plot was foiled when fellow students overheard them discussing the plan and reported it to a teacher. >> their willingness to get involved and report what they saw prevented what well could have been another needless tragedy. the suspects' plans was very detailed in nature and included names of would-be victims, locations, methods, in which the plan was to be ka areried out. >> this all comes just days after last week's massacre at umpqua community college in oregon that left nine students and the gunman dead. today the campus will reopen but classes won't resume until next week and now disturbing new details are emerging about what played out in one of those classrooms before the gunman killed his victims, this account comes from the father of one of the survivors. >> she remembers another lady that was called to the front and the shooter says "if you will beg for your life, you will not die." lacy's hearing all of this. the lady began to beg for her life, and apparently wasn't good enough, he shot her and he called for another young man to come up front and said "you're the lucky one, you're going to live today." everything that you need to know about me and what i'm doing is my backpack there's a flash drive in there and it will give you all the information you need. she then heard another lady say to the shooter "i'm so sorry for what you've gone through. i'm so sorry tt you've been hurt" and he said and as lacy would say i quote "i bet you are but it's not good enough" and with that he shot her. >> and now the father of the shooter is speaking out as well over the weekend. he reacted to a police report that says his son brought six guns to the college and had seven more in the apartment where he lived. >> the only thing i would like to say, the question i would like to ask is, how on earth could he compile 13 guns? how can that happen? you know? they talk about gun laws, they talk about gun control. every time something like this happens, they talk about it and nothing is done. i'm not trying to say that that is the blame for what happened but if chris had not been able to get a hold of 13 guns it wouldn't have happened. >> officials say that all of the guns that mercer had purchased were purchased legally and that nothing from his past would have disqualified him from buying them. now let's shift to politics. donald trump's lead in the early nominating states is shrinking according to a new nbc news poll, ben carson cut trump's lead to five points among potential iowa caucus goers. carly fiorina in distant third at 8%. in new hampshire trump dropped seven points while carly fiorina has gained ten and yesterday on "meet the press" trump talked about how polling could potentially drive him from the race. >> i'm not a masochist and if i was dropping in the polls where i saw that i wasn't going to win, why would i continue? and it's funny maybe it's like not like me because it's the power positive of thinking and i'm a very positive person and positive thinker. the truth is i'm a realist. i'm doing great in the polls. i'm not saying anything, i'm leading everything. >> leading every poll. >> by a lot. >> in the republican primary. >> not only leading by -- >> the elections aren't there yet record-breaking weekend for senator bernie sanders, more than 20,000 people turning out to see sanders speak at the boston convention center on saturday. the boston globe reporting it's the largest rally for a presidential primary candidate in recent massachusetts history topping the 10,000 people barack obama drew to the boston common back in 2008 and it comes as our new nbc news/"wall street journal"/marist poll shows sanders lead over hillary clinton holding steady in new hampshire, still ahead by nine points in the first in the nation primary state. in iowa clinton leading sanders by 11 points 47-36. polls from both states showing it's vice president biden runs, it only helps senator sanders. turning to business, the man who chaired the u.s. central bank during the 2008 financial collapse now says more wall street executives should have gone to jail for their roles in the crisis. cnbc's jeff cutmore joins us live from london. jeff, ben bernanke is still defending the bailout. stickers saying "where's my bailout" he felt bad about that but at the end of the day no many executives did go to prison for what happened and the argument is well you don't go to prison for just
