The latest addition to the endless listen of stolen potential wiped out unnecessarily. Its a list that dates back more than 400 years, black men, black women, black children, the original sin of this country still stains our nation today. Its a local situation, but were also making it into a federal situation. Weeks like this we see it plainly that we are a country with an open wound, and none of us can turn away. None of us can be silent. Cant allow a situation like happened in minneapolis to descend further into flawless anarchy and chaos. What is happening and its so bad for the state and for that great city. Nothing about this will be easy or comfortable, but if we simply allow this wound to scab over once more without treating the underlying injury, well never truly heal. I understand the hurt. I understand the pain, people have really been through a lot. All right, the differing responses from joe biden and donald trump. Let me tell you about whats been going on. Im in minneapolis, but there have been protests across this country. Ill give you a flavor, in houston more than 200 people were arrested, reports of looting in buildings with broken glass, a woman was allegedly asked to leave the protest after taking out a rifle. A group of 60, 70 people shut down a highway, highway 59 for about half an hour. New york, the 88th precinct, protesters tossed rocks, bottles, and eggs at police. They set an empty nypd van on fire. 100, almost 100 people were arrested in new york, los angeles at 7 00 p. M. Their time last night, highway 101 in both directions was shut down and lapd declared all of downtown l. A. An Unlawful Assembly shutting it down. In san jose, windows were smashed and highway 101 was blocked by protesters there, some attacking cars. In washington, d. C. , the secret service ordered the white house locked down for about an hour while about 2,000 protesters were outside the gates. The crowd then marched to the Trump International hotel chanting no justice, no peace. Black lives matter and i cant breathe, which was the term that george floyd used on monday night before he died. Kansas city had 150 to 200 protesters, country club plaza, largely peaceful, but there were people with guns there. Atlanta was not largely peaceful. A police car was set on fire, cars were vandvandalized, offic were struck with projectiles. Cnns hlkeadquarters was broken into and vandalized, oakland had thousands of protesters. They were spray painting buildings. They stopped traffic. There was some tear gas there. Our colleague jake ward got involved in that. In seattle clashing and riots. In louisville, there was a photojournalist who had been hit by pepper bullets, dallas had protests. Chicago had about 200 people marching, so did portland, oregon, and thats not the complete list of whats going on. In the meantime, yasmin, the president is tweeting this morning mostly about the stuff in washington saying that if the protesters had gotten involved, they would have met with some im just looking up the tweet, but something about some very angry dogs. Most vicious dogs is what he said. Its interesting because yeah, and we have the tweet up on the screen, have been greeted with the most vicious dogs, the most ominous weapons i have ever seen. Thats when people would have been really badly hurt at least. Many secret Service Agents waiting for action. We put the young ones on the front lines. They love it. You think about yesterday, the president announcing hes going to be having a press conference, people anticipating he will be talking about the pandemic we have been dealing but also thinking its likely the president will address the nation, right, as we are in the middle of this major reaction across the country, across so many states as you beautifully laid out. In this country people are hurting, black, white, jewish, christian, muslim, people are hurting across this country, flooding into the streets. It could have been a lay up for the president to unite people in this country, and he didnt do it. He did not take that opportunity to unite people in this country, to talk about the systemic racism that has faced africans in this country for so long for so many years for centuries to talk about Police Brutality in this country. In fact, he completely avoided it and just talked about the fact that we are going to be cutting off our relationship, this country cutting off the relationship with the World Health Organization while we are in the middle of a pandemic, and yet, this country totally divided, totally in pain right now as we are seeing on our screens and seeing in our news feeds this morning. Yes, it is a painful these are painful days in america and painful nights being out there in these protests, there are a lot of people who are angry. I just got tweets from somebody to say make sure you make clear im a White American from florida and im angry about this. This isnt just africanamericans angry. This is about injustice. I want to bring in derrick johnson, president and ceo of the naacp. Hes joining us from jackson, mississippi. Thank you for being with us. One of the things ive seen you tweeting is that we are done dying, wearedonedying. And i guess i ask you, when you see protests like this and you see whats happened this week, and you see what happened with Ahmaud Arbery and you see what happened with Briana Taylor. What does it help to say were done dying because it seems to me africanamericans are not done dying. You know, our hashtag about dying was created as a result of the Ongoing Police violence, the reality that this pandemic has disproportionately impacted africanamericans. The growing inequity gap as we see it. In december of 2019, naacp, we issued a report about the inequities about the twin cities. In that report we said because africanamericans were 11 times more likely to be incarcerated, their income was two and a half types the Unemployment Rate was two and a half times greater than whites in that area, and there was multiple things we talked about that this area was a powder keg to explode at any given time. That was in december of 2019, and here we are today to really look at the inequities of this nation. You know, its interesting out of the 30 cities where were seeing protests last night, the protests in d. C. Really exemplifies whats taking place. They went to the white house, then they marched to trump tower. They understand that the inequities are policybased. The level of racial violence is germinating from the white house, and in 30 years since rodney king, nothing much has changed. It has been the same reality. We go through this cycle, senator booker said earlier, we go through this cycle. People are shocked at the image. Were frustrated. But there are no policy changes. There are no systematic approaches to close the gap to ensure that all americans are participating equally. Were done dying. Let me ask you let me ask you about the protests. Some of them are theyre all angry. Theyre all visceral, but some of them are more violent than others as you can see. Weve got destruction here of public property. Weve got fires. We had a lot of that stuff. We had people going into cnn. How do you think about that, and how should we be thinking about that . Ive been making a point of saying every night that ive been here that actually, most of the protesters are not involved in looting, fires, destruction of private property, but how do you think about those that are . Well, you know, naacp, we support peaceful protests, when injustice is at hand. Theres no systematic way to address the injustice. I truly believe that many of those violent acts, those riots are people impersonating righteous protesters creating the level of chaos, even in minneapolis. Theres a video of folks there that said, wait a minute, this is a Police Officer. He had a gas mask on, a hood with an umbrella. People are being provocative to try to create anger and violence. You have anarchists for the naacp, for the overwhelming majority of the africanamerican community, they are saying that this injustice thats taking place where you can commit murder in broad daylight, four Police Officers are the individuals involved with the murder, and it takes a protest and then things burning before a d. A. Charged one of them for third degree. Not first degree, not Second Degree. Third degree murder in broad daylight. Were done dying. We cannot sit back and continue to allow a white woman commit a racial violent act in central park and she still hasnt been charged with anything, arbery to be hunted like its deer season two individuals are charged. Were done dying. We have to do more as a society, black, white, and all of us together. And Kimberly Crenshaw joins me now. Kimberly is professor at columbia law scho Columbia Law School, the executive director, host of under the black light, its a webinar series. You wrote a piece the other day in which you talk about the names of these people, and remembering the names of these people, but particularly something that doesnt get as much attention, the names of africanamerican women who die in this way, including Briana Taylor who died at the hands of police. Yes, thank you for having me on. I think its important to recognize that much of the anger that were seeing here isnt just about the one death that we all saw on video, but also other deaths that have happened that havent really gotten the attention they deserve. Briana taylor was killed in her own home, in her own bed by a Botched Police raid over a month ago, and it hasnt really gotten the attention it has deserved. I could add countless numbers of other women, india kager killed when police were attempting to arrest her be f aoyfriend and k her and almost killed her child. The problem with much of the way that Police Interact with africanamericans isnt just what happens when theyre on the street, when theyre in public, but what often happens in their own homes, what happens to black women, often theyre killed in front of their children. Theyre killed when theyre supposed to be relying on the police for protection and safety. So one of the things that i think is happening now is slowly theres a realization that the same kind of system that allows for george floyd to be killed, the same system that allows for Ahmaud Arbery to basically be hunted down by a former cop and be killed, the same system that allows a black woman to be killed in her own bed is the same system that allows thousands of black people to be dying right now because of covid. So all of these ways in which black lives are shown to be expendable, all of this is fueling so much of the anger thats happening right now. I want to just put up a tweet that the president sat down a couple of days ago in which he said these thugs are dishonoring the memory of george floyd, and i wont let them happen. Spoke to Governor Tim Walz and told him the military is with them. When the looting starts, the shooting starts. Twitter had a problem with that suggesting it was inciting violence. I want to get your take on that tweet from the president of the United States in spons to trespe looting and violence on the street. Well, of course, this goes back and it really shows the fingerprints that are on this moment. This is a quote that comes from the efforts of southern officials to use the police to maintain segregation in the case of the Civil Rights Movement. This is giving us a sense, clear as possible about the fact that this is a president that is not interested in this moment in passing this down. Hes reaching back into the darkest periods of our history to lift it up in the same way that he said, you know, there are good people among the white nationalists. This is him saying as the president im reaching back into this history in which the state stood behind segregation and effectively used the threat of death to try to sustain it. This is no accident, and i think that once this chapter may finally be written, we will see this is precisely the kind of play that those on the far right were hoping for. Its precisely the kind of play that this president gambling will put him back into the white house. Kimberly, thank you for joining me. There are hundreds and hundreds of individuals and africanamericans that have lost their lives over the last decade because of Police Brutality. We have to continue to look at these lives, to look at these faces, to know these people and to understand their experiences and what they face at the hands of Police Brutality as we are having this entire conversation, ali. So as states are continuing their reopening efforts, some cities across the country are seeing a sharp rise in new coronavirus cases. Chattanooga, tennessee, being one of them, considered one of the top five cities with the highest increase of daily cases in just the last two weeks. Chattanooga is struggling to reopen while keeping the number of new cases low. The citys status has even caused alarm in the travel industry with United Airlines weighing a decision to cancel routes to chattanooga. Joining me the mayor of that city, andy burke. Gorng good morning to you, and thanks so much for joining us this morning. At the start of the month, you actually spoke to nbc news and said this of your plans to reopen, and i quote, it fails to a account for the growing number of positive cases across the state and especially in southeast tennessee. It goes against the warnings of Public Health experts and doctors. It lacks the groundwork we need to ensure that Restaurant Owners and managers understand the responsibilities and have the supplies, you said, they need to ep c keep people safe. Youre a few weeks past that with cases on the rise in your city. Do you think you can rebuild the foundation and move forward while youre dealing with all of this . This is extremely tough, and what were seeing right now is a huge rise in cases. A couple of months ago, forbes said that chattanooga was scheduled to be the number one city for job growth in the country this year, now were getting publicity for a different reason. We really have to get back to these Public Health experts, hearing what theyre saying, and making sure that employees and Community Members are safe. So mayor, what does that look like to you, then, to get back to those Public Health experts . And how can you guarantee that the citizens of your city will listen . Well, weve got to make the message extremely clear. Were looking at some of our transportation data. Its showing that essentially the traffic in many parts of our city is back to where it was before covid started. For us, that means weve got to tell Business Owners you must be responsible when employees are there breathing the same air, working in confined spaces, it breeds coronavirus. When were seeing so many people Walking Around without masks, its dangerous, and for each and every one of us the ultimate sign of respect for each other is to wear a mask, to be safe, and weve just got to change the trajectory of our community right now. So mayor, i hear what youre saying, right . Saying that you must be held responsible, social distancing, masks, so on and so forth, but are you willing to go so far if you continue to see a rise in cases, especially a after we take a look back at the memorial day weekend as people were flooding into the streets across the country enjoying the spring weather, are you willing to go so far as to institute some sort of fine or something or penalties if, in fact, people arent following instructions . Well, one of the things that happened as a result of our reopening is much of the power that i had before the reopening was taken away by the state. In fact, we were one of the first cities to shut down in the south. Were the fourth largest county in tennessee, and as of may 1, we only had 1. 5 of the statewide cases. Now we are seeing one of the sharpest rises, and so we have to get back more towards what we were doing before and to see those numbers coming down, but the place the people who are most vulnerable, the employees who are working every day, thats where were seeing the spread, and so weve got to understand that this is what happens when businesses are reopening and they dont have the protocols in place to keep everybody safe. All right, mayor of chattanooga, appreciate you joining us this morning. We wish you luck, you and your city as well. Thank you so much. We want to go back now to ali velshi standing on the ground for us in minneapolis. We cannot stress this enough as we are covering what is happening across this country with regard to reactions to the treatment of george floyd amongst so many other africanamericans that have faced Police Brutality in the history of this country, we are also dealing with a pandemic. And it is such an interesting time for us as journalists to be covering such huge stories for our lifetime that will affect the future of this country. And my producer Stephanie Cargill and i have been discussing the your rd thidea ts not a whole lot of social distancing in these protests. People are in very close quarters. This is the result of four nights of protesting, and there are a lot of people saying if arrests had been made or not even arrests, but if there had been some sense that the wheels of justice were in motion starting on monday night after George Floyds death, maybe, maybe some of this could have been avoided. When we come back, im going to have that conversation with the head of the urban league as our coverage of the unrest in minnesota and across the country continues. Thats mike freeman, hes the Hennepin County attorney who has for the last few days been delivering some of the most unsatisfying press conferences, which have really been riling the crowds in the streets of minneapolis. I want to go to marc morial now, the president and ceo of the National Urban league, marc, the frustration that im hearing from people on the street is some version of youve got to be kidding me. We had video of this thing. It is out. Msnbc has put out an 11 minute time line which shows every angle of the video that there is, and yet, you have this guy, mike freeman, saying even yesterday we have now been able to put together the evidence that we need even as late as yesterday afternoon, he said this on friday, we did not have all that we needed. This is by far the fastest weve ever charged a Police Officer. That may be a fantastic record for him, marc. For the people of minnesota, they were wondering what took so long. This is probably the fastest that hes had a complete body of Video Evidence showing the interaction between mr. Floyd and the police literally from beginning to end. I think we expect and believe that there should have been a first degree murder charge brought and that the other three officers who were complicit in mr. Floyds death should have also been charged. I dont understand the reason for the delay in charging those three officers. In addition to that, ali, theres a sense of suspicion around this medical examiners report, which seems to try to open the window to suggest that the officers were not responsible for the death of mr. Floyd. That medical examiners report, i was glad to hear ben crump last evening say that hes going to get an independent, if you will, autopsy done on mr. Floyd so that it can be very clear. We cannot remember a case where we had videotape evidence of almost the entire interaction between mr. Floyd and the police up until the time he literally died in the hands of the police. Given that, the county attorney, the district attorney, the prosecutor had all the evidence for the most part, that he needed at the very beginning to bring to do an arrest of the three officer the four officers, and then quickly bring charges. Weve got keep a close eye on this prosecutors office, his conduct in the case. I remember the prosecutor in ferguson who seemed to go to Great Lengths to try to exonerate the officers, and of course he was defeated at the polls by the people of that area right at the moment he had to run for reelection. Were showing some of the video of the total interaction, and again, msnbc, go to the site, we have broken this all down, all the surveillance footage, all of that, but its important to understand that the charging complaint mark says that the officer chauvin had his knee on george floyd for 2 minutes and 53 seconds after he was unresponsive, so ive been telling ps. Its quite possible george floyd was dead by that time. He had his knee on his neck for 8 minutes and 46 seconds during which george floyd said multiple times audible to the video, i cant breathe, and there are a lot of people here who are saying if that isnt enough and thats what a lot of protesters, including those who were looting and engaging in violence, they were saying to me. Why am i following these rules . Because no one else seems to be following the rules when it comes to the lives of black people. If thats not enough, if all of this video is not enough, there are still three Police Officers not charged. This is a case, ali of international outrage, and what we saw is in 2020 in the United States of america, in a constitutional democracy, we saw what was in essence a lynching where a man was choked to death and when you look at the videotape, i see no instance where mr. Floyd appears to have resisted, pushed back, caused any problem in his apprehension, for what . The possibility of a counterfeit 20 bill and this man loses his life. See, the outrage comes from the fact that weve had a long, in the last decade, from Trayvon Martin to michael brown, to sandra bland, to tamir rice, to eric garner where there has been zero accountability for those officers that violated the Constitutional Rights of black men and women in america. And this is it. This Justice System has got to respond in this case, and as a nation, we have got to reform the Police Culture across the land, or this situation will happen again. Look, i dont you cant just mouth that you abhor violence without trying to get a sense of whats driving, particularly our young people, to this notion that theyve got to do something dramatic in order to catch the attention of the people in power in this country. Yeah. And while i abhor it, we have to understand that this has been building for years. Its compounded by the policies of the trump administration. Its compounded by the fact that we have Ahmaud Arbery and Briana Taylor happen in such a close time frame. Yeah, i dont want to justify any of the violence or any of whats going on, but the message that i was hearing very clearly from some of the protesters is that the concept of accountability does not exist for those who bring harm or death to africanamericans. So why am i following those rules . Arguing that thats the right way to think about it, but it is a way that some people are thinking about it. Marc, thank you, as always, sorry, go ahead. Again, i think theres a way of articulating and emphasizing with the view without sympathizing with it. Without saying any of this is acceptable. These are peoples private businesses, this is private property. This is taxpayer cost that has been ruined, but the concept of there is no accountability for anyone who does something bad to me, so why do i have to achieve that same accountability to society . It is something that is worth people getting their heads around, that the grief and the confusion is great out here. Yeah, nobodys condoning the violence. As you pointed out yesterday on the air, ali. Residents are scared. Theyre in the middle of these protes protests. Nonetheless, marc morial makes a good point, we need to understand what is driving these protesters in minneapolis and across the country, what was driving protesters in ferguson, what was driving protesters and people that marched during the Civil Rights Movement in atlanta, and with that i want to go to atlanta. Ali, ill come back to you in a bit. Tensions comentinuing to build across this nation as people begin to protest in solidarity over the killing of george floyd by a Minneapolis Police officer. Protesters in atlanta began protesting outside of the citys iconic cnn headquarters. Things turned chaotic last night as demonstrators began throwing rocks and breaking lobby windows as riot police stood outside the building there. Blayne alexander is joining me live from atlanta. Good morning to you, and thank you so much for joining us this morning. Appreciate it. You have across the country as we have been covering over the last 90 minutes or so protests last night, intense people express their frustrations as well. Talk us through what you have along with what people are ing saying to you. Reporter yasmin, good morning to you. So were here in downtown atlanta. This really has been the site of so much of what we saw, destruction last night, before we get into that destruction, though, i want to show you a ril b little bit of whats happening here behind me. This is an uplifting moment, this is the omni hotel adjacent to the cnn center. You see the broken glass. You see the destruction. You see so much of this lobby area thats been busted out. Right now youre seeing something else, these are volunteers who live in atlanta who tell me they saw what happened to the city last night. They got up, they brought their brooms. They brought their garbage bags, their gloves and masks, and they wanted to come out here and help out and clean up the city. This is something that were seeing here in this area, something that were seeing around downtown atlanta. Just for a quick second, i want us to hear from one of those volunteers. This is michael with his two little girls, his sweet girls. Michael, good morning to you. Good morning. You told me youre a lifelong atlantan and you were really hurt by what happened. Why did you come out . We saw there was a lot of property damage. I wanted to show my kids the right thing to do. This is my city. This is atlanta, this is where i call home. Were going to wake up and were going to start cleaning up. We started with two or three of us, and look at this whole crowd i got. Absolutely, michael, thank you so much. Thank you for your efforts. Yasmin, i really think thats one thing thats very, very important to highlight in all of that, but certainly for the better part of about eight or nine hours last night, we watched a gathering of hundreds, more than a thousand people filling the streets, what went from a very peaceful gathering, people who were walking downtown, walked over less than a mile away to the state capital, protested there for a little bit and came back. All of that was very peaceful. Then we started to see a shift as the sun went down, as people returned to the original spot. Thats when we saw things get heated. Thats when we saw more confrontations between protesters and police. You know, really the turning point, yasmin, i think an image that so many of us have seen over the past few hours was a police car that ultimately went up in flames. Our crew, weve kind of been picking several spots to stay in during the midst of all the chaos last night. We saw the smoke go up first, then the flames after that. Thats one example of the destruction weve seen throughout the city of atlanta. Within more thing to point out, the mayor of atlanta made a very impassioned plea. She said youre not honoring dr. Kings legacy by acting in this way. I was going to talk about that. Ive stayed at that omni hotel. I used to work at those cnn headquarters years ago. I know that area incredibly well. As you mentioned, an important point, the Historical Context of all of this, atlanta being the birthplace of the Civil Rights Movement, but a while away from there, as you well know, is the home of where Martin Luther king jr. Was born and where everything first sprouted up and took place. We appreciate your reporting on this, nbc ease blayne alexander in atlanta for us, thank you so much. Appreciate it. So third degree murder and manslaughter charges for the officer who held his knee on George Floyds neck for nearly nine minutes until his death. How did prosecutors land on these charges . Welcome back, everybody. So we have some breaking news at this hour, at the top of hour at the 10 00 a. M. Hour eastern time, we are awaiting a press conference from the governor of minnesota, tim walz, so when we get that, we will bring that to you. The fired officer at the center of the george floyd case being charged with third degree murder and Second Degree manslaughter. County attorney mike freeman emphasized that those charges were the fastest ever brought against a Police Officer. Watch this. This is by far the fastest weve ever charged a Police Officer, okay . Normally these cases can take nine months to a year. We have to charge these cases very carefully because we have a difficult burden to prove. Freemans statement came just hours after Minnesota Attorney general Keith Ellison emphasized that the slow process was for prosecutors to make sure they had a, quote, airtight case. Now, members of George Floyds family and their attorney have taken issue with the charges against chauvin releasing a statement calling for a revision of these charges. Heres what it reads. The arrest of former minneapolis officer Derek Chauvin for the most brutal killing of george floyd is a welcome but overdue step on the road to justice. We expected a first degree murder charge. We want a first degree murder charge, we want to see the other officers arrested. Remember, there were three more. We call on authorities to revise the charges to reflect the true culpability of this officer. Now, with me to break down these charges, cynthia alksne, shes a former federal prosecutor in the Civil Rights Division at the Justice Department and an msnbc legal analyst. I want to read something for you from the New York Times that they wrote in a story today that chauvin was charged with the third degree murder because, quote, this, third degree murder does not require an intent to kill, according to the minnesota statute, only that the perpetrator caused someones death in a dangerous act, quote, without regard for human life. Second degree manslaughter requires prosecutors to prove that mr. Chauvin was so negligent as to create a, quote, unreasonable risk and consciously took the chance that his actions would cause mr. Floyd to be severely harmed or die. Cynthia, do you think this is a decision the city made to have as ellison put, an airtight case . Yes, i do. Now, theres a chance that when the evidence is, as you dig deeper and deeper, that the case could be superseded and you could change the charges, but i think its important to be honest with people. That may not happen. They may never see a first degree murder, a third degree murder, its something acting with such a depraved heart that someone died, thats a very serious case that carries 25 years in jail. We need to be honest with people, part of the rage is that they feel like theyre lied to, and they have been lied to, and so i think its important that people understand that this may it may be a third degree case and that is a serious case. But heres the thing and again, to reiterate no, go ahead, go ahead. People are acquitted. The goal is to convict, and what happens in these cases, whether people want to admit it or not, is, Police Officers are charged, communities are upset. Everybody goes through this wrenching thing, and then Police Officers are acquitted. Thats not the goal. The goal is to charge the case and to get a conviction and send this man to jail, and that requires getting the body cam footage. It requires getting a new autopsy because theres something funny about this autopsy. It requires finding out about these 17 priors this Police Officer has. What do we know about him and his record and his racial ani s animus. It requires finding out if its really true if these two men, the victim and the defendant worked in the same bar for years together, what was their relationship . That might very well make the difference between a third degree and first degree charge. There is a lot of work to do in order to actually get a conviction, and that is the goal of these prosecutors, and we need to give them time to do it. Yeah, you make a good point.
