Trumps refusal to comply with a peaceful transfer of power will have broad implications including how the nation addresses the surge in the coronavirus pandemic. This morning dr. Anthony fauci told cnns jake tapper its about passing the baton. As you know, ive been through multiple transitions now, having served six president s for 36 years, and its very clear that that transition process that we go through, the time, the period measured in several weeks to months, is really important in a smooth handingover of the information as well as its almost like passing the baton in a race. You dont want to stop and then give it to somebody. I want to essentially keep going. Thats what transition is. So it certainly would make things more smooth if we could do that. Nbc news political reporter ali havevitali is standing by i wilmington, delaware. Good evening, ali. Is the Biden Campaign losing patience with this nonsense from the president . How long will they keep entertaining trumps refusal to concede . Reporter hey, jason. Its not so much the lack of concession as it is the lack of letter of ascertainment from the General Services administration. The concession is just words. It doesnt have to come. There are no legal implications to it. Certainly its american tradition and it upholds the tenets of democracy. But this is not a Transition Team that is holding their breath waiting for donald trump to concede. Instead, the thing theyre really looking to get this week is the letter that officializes their transition and would effectively put them out of the bureaucratic limbo theyre currently in, because right now theyre a transition that cannot actually speak with any of the agencies, staff, or people who are currently in government because they have not been officially recognized by this otherwise obscure Government Agency that controls the flow of information and also the flow of resources, things like office space, email addresses, money for the transition to function with, all of those are the real hangups for this biden transition right now. And you heard it if that bite from Anthony Fauci right now. The reason you have a transition is because time is the one resource you cannot get back. In this instance, as the biden transition is clearly trying to center their Pandemic Response and prepare to take office after what could be a very dark winter, were only seeing these cases continue to spike, what theyre trying to do is plan and prepare for that. And they have a blockade in the way right now, preventing them from doing that. Think about this, they cannot actually talk to Anthony Fauci and his staff right now. Its something that fauci even reiterated this morning as he was doing the sunday shows, that those conversations would be really helpful. So the one Silver Lining that i have heard amidst all of this, certainly there is some foottapping from democrats here in wilmington who are working on the transition, but otherwise weve seen them sort of keep a calm exterior, at least publicly, letting this process play out as it is. Theyre not yet filing lawsuits or anything like that. The Silver Lining, though, that ive heard from people is that at least this is a group of people who have been in government before. For joe biden, a former Vice President , of course it was only four years ago that he was in the white house. So people around him and he himself know how to typically works. Hes familiar with accessing classified information. The same goes for Kamala Harris because of her role on the Senate Intelligence committee. A lot of these people are people who have been there before. The added wrinkle is now theyre trying to assume government in the midst of an ongoing pandemic. Tomorrow we expect to hear from joe biden and Kamala Harris both. Theyll be getting briefed on the state of the economy and then giving remarks on how to bring the economy back in the long term. But they have always inextricably linked bringing back the economy is tackling the pandemic. What im listening for is if they actually start to apply pressure from the top that now is the time for the General Services administration to issue that letter and get things going. Listen, feel inadequate here next to three people with doctorates. But i will say this, i think hes starting to recognize the reality, as it is. And the people around him are suggesting that he needs to move on. I think thats quite obvious, that everybody around him recognizes hes not won the presidency, has no chance, but this is all, as i put it last week in playbook and got a considerable amount of flack for it, this is all Performance Art. Its Performance Art that has huge impact, but i would say the president is moving closer to a place of accepting the victory even in a psychic sense. I dont imagine hell give some speech saying its been a great four years for me, ill see you in another four years. But i do think thats going to slowly kind of recede from this defensive posture, perhaps, and maybe im a little bit too hopeful, but i do think over the next couple of days youll see somebody more accepting of the results. Dr. Difrancesco soto, the trump Team Announced that Rudy Giuliani will be taking over the fight. They havent found their jim baker. This is more like my cousin vinnie. Is this an admission on the part of the Trump Administration that they know this is all over . It is. And i want to echo what jake said, this is all Performance Art, kabuki theater, but its theater with a pick up. Lets go back to who donald trump really is. He is a salesman. If we go back to the trump steaks to the trump water, the trump board game, trump university, you can go on and on. When i see him holding out, its a bit of pet all anul a bit of pet all anuant all pets a kid who doesnt want to give it up, but he wants to stoke the anger of his base because those 70 million trump voters will turn into 70 million prospective consumers. So i see almost a twopronged approach. Its not wanting to let go, but a little further down the line as well. You know what, its frozen, let it go, mr. Trump. Dr. Greer, this morning bidens incoming chief of staff ron klain played down trumps reluctance to concede. But should the biden camp be getting more aggressive at this point . Its been a couple of weeks, we know whats going on. I think joe biden comes from the obama school of nodr dshno obama. I dont think they feel like they have to start sending out Smoke Signals just yet. As jake said, theyre people who have been Public Servants before, they know what theyre doing. I tend to lean more away from fresno and more towards teddy prendergast, let it go. Just because the president tweets he wont concede, it doesnt matter. We have to stop saying if joe biden. Joe biden will be the 46th president of the united states, is he the president elect. Luckily there are still enough bureaucrats and people within his orbit that know what to do. Its going to take a little longer. Sadly the American People might be at risk because of coronavirus and as dr. Fauci said, you know, the slow transition is slow handoff. But i dont think were at danger zone level red just yet, because the president , even though he says, you know, hes not conceding, business is still moving forward. Now, if we get to next week and we still have not had that paperwork signed and started transferring money, then i think the biden camp needs to get a lot more aggressive. I think right now theyre on pace. Jumping off what dr. Greer just said, what is the impact of this slow transition . What is generally occurring in our government now that has been slowed down because we cant get through a clear transition . I will say this, though, what everyone said is right, but i think that most people who are working for biden, many of the people in senior roles, ron klain, just on down the line, have experience in government. So while they might not be getting top level briefings, they might not be getting some information they would otherwise get in a more, lets call it, hospitable circumstance, they are ready in the broad sense to take over the government. So i think thats important to keep in mind, that they are both familiar with this government and familiar with government as they believe it should work. But listen, getting money from the gsa is a big thing. Getting secure phone lines is a big thing. So those things need to happen, and i assume they will happen in the coming week, or thats at least what the Trump Administration tells me. But theres no doubt that this is slowing the process down. So dr. Defrancesco soto, i want you to listen to this from dr. Fauci. When is the last time the president has attended a White House CoronavirusTask Force Meeting . You know, it was months ago. But, you know, when we have our Task Force Meeting, its run, as you know, by Vice President pence. And the Vice President then translates that to the president himself. But the last time the president was physically at a Task Force Meeting was several months ago. So i want you to put on your professor hat here. You basically have a student who has skipped class for the last several months. What impact do you think thats going to have on any kind of Covid Response for the next 50something days in the Trump Administration . The key to the Covid Response is really about logistics at this point. Because we know President Trump is not going to put a mask mandate in order. That ship has sailed. But what we do need right now, and ron klain talked about this on meet the press and it was really powerful, because the fact is, god willing, the vaccine is coming, but how do you distribute that vaccine . And the fact that President Trump checked out and it also seems pence is not all there, he may be physically there but hes not engaged. So how is this Administration Working with hhs to then figure out the distribution . Because the cavalry is coming but at the end of the day, how do we maximize that cavalry, that vaccine thats coming . For me, its the inner workings, Political Science boring part of the executive branch. But thats what really affects our lives and what is going to save us from the coronavirus killing millions more americans. So i think the devil is in the details here of the logistics of how we distribute the vaccine. Dr. Greer, what should we make of yesterdays million maga march . I know there were nice people on both sides. Once the proud boys showed up, vanilla ices forever 21 version of the altright, things seemed to be getting really violent. It seemed more like a call to violence than a political rally. What are your thoughts about this and what america should do Going Forward with obviously a force of people who are not going to disappear even after joe biden becomes president . Right. I think the response from the president is resounding. The fact that he refuses to condemn them and has continuously refused to condemn them. Its really concerning because if you listen to some of the chants that they were saying about there needs to be bloodshed, this is our country, we will fight to the death, this is our new civil war, all they need is for the president to continue to encourage them. The police to continue to support them and treat them as though theyre the victims. Obviously it wasnt a huge success, i find it so interesting that the Blue Lives Matter movement and the million maga march are sort of weak knockoffs of really powerful black movements. Its like, get your own, even, language before you begin. Its concerning especially since we know there have been several reports about the infiltration of White Supremacists in Police Departments across the country. As we see these people somewhat galvanized but also sometimes supported by Police Officers who refuse to use the same tactics they consistently use against innocent black protesters or black lives matter protesters. So its quite a frightening moment and i do know that the next 66 days will be very interesting for our country as we move forward in our peaceful transition. Bidens Transition Team is growing increasingly frustrated as the situation drags on. President trumps former chief of staff john kelly told politico the transition slowdown is causing a National Security risk. Former president barack obama also weighed in. Theres damage in this because what happens is the peaceful transfer of power, the notion that any of us who attain an elected office, whether its dog catcher or president , are servant of tcertificatservants. Its a temporary job. Were not above the rules, were not above the law. Thats the essence of our democracy. Joining me now is democratic congresswoman from california, barbara lee. Good evening. How concerned are you about this peaceful transition of power or the lack thereof that weve seen for the last week and a half . Nice to be with you. Im concerned but i think were going to get through this. I worked in the National Foreign policy world for many years as a former member of the Foreign Affairs committee, now the vice chair of the subcommittee that funds our international operations. We go abroad quite frequently to monitor elections, to make sure theyre fair and free elections everywhere in the world. We go abroad to talk about democracy promotion and why its essential that dictators do not run countries, why democracy is the preferred way to lead. And so here we have now a president who is acting like a strongman. And im concerned about what this says to the world in terms of how we conduct our peaceful transfer of power. As i said, were going to get through this, but boy, what it is saying to the rest of the world is very scary and is dangerous, and this is a real, i think, National Security crisis that well get through. But im concerned about the rest of the world and how theyre perceiving how we work through our democracy and our fair and free election. Congresswoman, pivoting to your home state of california, the state has now seen well over a million cases of the coronavirus. Anyone traveling to the state will now be asked to quarantine for 14 days. Do you think this new round of restrictions is going to be enough to stem the spread in california . You know, this is a grim moment. Its a grim statistic. And i have to say that our governor is doing everything he can to make sure that we, as Speaker Pelosi says, crush this virus. What he needs, though, and what we need throughout the country is a National Testing plan. And so were trying to work to get our covid relief proposal, legislation, through the senate so we can provide that National Testing and Contact Tracing strategy. You know, in the bill, we have about 75 billion for testing, tracing, and Contact Tracing, and isolation, and referral to health services. And we have in the bill its targeted to medically underserved community, which are mainly black and brown communities where the rates are disproportionately high. Black and brown people are dying disproportionately in california and throughout the country, and weve got to target resources and weve got to have those resources for nonprofits so that we can hire people from our communities to deliver these Public Health messages. And so in this bill, thats why its so important that my state continues to focus on doing what we can do at the state level. But know that like all states, they need a federal partner, they need federal leadership. And we are fighting like you would not believe to get this heroes bill done in the senate. I want to play you a clip of president elect joe bidens chief of staff discussing relief negotiations. The president elect had a conversation with speaker poeloi and leader schumer on friday and they talked about the need to take urgent action. A lot of things will have to wait until joe biden gets president but this is not one of them. Getting help to people, getting help to state and local governments, obviously we need urgent help to individuals, but were going to see layoffs of police, the firefighters, of teachers, in the next month in a lot of states and localities unless these local governments get the aid they need. Bottom line, congresswoman, how hopeful are you that well have a solution before the end of the year . I have to be hopeful, because too many people are dying and too many people are getting this virus. And let me tell you, our state and local workers, we have funding in this h. E. R. O. E. S. Act to make sure theyre not fired or laid off because these are essential workers. Theyre on the front lines. Theyre delivering the services that are needed to deal with this pandemic. So weve got to have the funding for state and local governments. Also let me say we have to move forward to make sure our eviction moratoriums are funded in the way they should be funded. In the bill, people need economic assistance. We know we have to address the health and economic impacts. They need that additional unemployment compensation. They need that direct assistance. They have been more food. They need to be able to protect their children in schools. Schools need help. So this is a health and economic crisis of enormous proportions. We have to be optimistic and we have to work each and every day to make sure this happens. Im asking everybody to get on their republican senators and call mitch. Their constituents are dying also. This is not a democratic or republican or independent issue. This is an American Issue and too many people are dying. This is a national emergency. Congresswoman, thank you for that. I cant let you go without asking, with senator harris now ascending to the white house as Vice President , there will be a new senator that has to be appointed from california. Your name has been bandied about. Are you interested in that position . What is the situation as it stands with covid testing and covid control, not just at your university but universities around the state of ohio . Thank you so much for having me here. Here particularly at central state university, we have test of all of our students. When they came here, we wanted them to be tested on campus as well as we had the local Health Department as well as our National Guard to help us in terms of doing free testing for all students and making it optional also for faculty and staff. However, when you look across the country, you will see that testing is going on. Some of it is making sure that all students are tested. And some are just doing testing as need be. However, when students go home, at some institutions, those students are being tested prior to going home as well as when they come back to the university. And thats basically what were doing here at central state university. When students do return, they all will be tested. And we will continue to have the optional test for faculty and staff as well. And during the first week of class, for central state university, we will all be virtual. And so that we can get the testing done. And if you look across the country, we see that happening at many colleges and universities. So dr. Patel, im faculty at morgan state university, and weve been virtual all semester. A lot of colleges thought that reopening was a risk, and even coming back from holidays, especially with so many cases surging across the country, do you think that colleges in general have handled this well . Are they being given the resources by State Government or the federal government to handle covid testing or is too much being put on individual president s . Jason, thanks for having me. Simply put, colleges and universities are doing the best they can. Central state, as you heard, is doing one of the best surveillance strategies, using tests very regularly and probably being really disciplined with the students. If you fall out of the testing rhythm or break the rules, im sure theres some real stiff penalties. Having said all that, jason, nobody is doing enough to support schools, universities, colleges of any kind, no matter how large they are. But in particular, jason, the smaller, more rural schools such as central state, are especially being hit harder and disproportionate to the rest of the country. Dr. Thomas, Governor Mike Dewine of ohio has warned a lot of colleges may not even come back in january depending on how the next few weeks go with the coronavirus. What could be the impact on that on an hbcu like yours or on a lot of schools across the country, if theyre forced to stop inperson classes halfway through the school year . Well, if you have those Classes Online and not in person, that affects the in terms of the general revenue, in terms of room, board, as well. And then some fees that we will not receive as a university. Were very pleased that the c. A. R. E. S. Act did help us a great deal in terms of reimburs reimbursing our students when it came to room and board and some fees. Governor dewine has been very supportive of Higher Education in the state of ohio and weve met with him on a number of occasions. He did say that the ohio institutions are doing well when it comes to practicing safety on campus. However, the challenge is, when you go offcampus, when students go to large gatherings or when they go to the bars and those kind of things, but we have prohibited that at central state university, making sure that when they do go offcampus, theyre in small gatherings, because thats when you bring the virus back to the campus and affect other students, as well as faculty and staff. So weve been very diligent about the processes we have put in place here at central state. Dr. Patel, look, i live near a college campus, its like herding cats, right . What are best practices for a university Going Forward when it comes to dealing with students . Should they have oncampus testing . Should they require that students bring testing back after the holidays . Whats the best practices that youve seen, what are some new practices that can be implemented in this new surge . So new practices, as you heard, central state having a week of virtual kind of after a holiday period, thats one example. Second, to have regular testing. Some universities, jason, as often as every three days, if you can find a way to make testing affordable and scaleable at a university level. Its reinforcing what testing does. It only tests you in that very moment. As you heard from the good doctor, anything you do outside the test, that behavior can also put you and others at risk. So i think its the education about how this virus is transmitted and what behaviors outside of the testing window can actually promote the spread of the coronavirus. Those are probably the three best examples. Dr. Thomas, real quick, were running up against the close here, scale of one to ten, how concerned are you about students coming back after the holidays . Well, i think, like any president , i would say ten. Were concerned because there is an uptick, not just here in ohio, but there is an uptick with the coronavirus across the nation. And if we do not get a handle on this, were going to have some serious challenges when students return back during the spring semester. So i would say a ten. Gotcha. Dr. Jack thomas and dr. Any time we can show our children themselves, anywhere, in leadership, in our government, it gives them an idea of what they can become. And being able to see someone who looks like her, who looks like him, is going to really help them and help other children to know how far they can go in this world. I was talking to my mom last night about, you know, how shes feeling about the election. And my fiance is black, im indian. So my mom was like, watching kamala rise to the vp seat, feels like shes watching one of our grandchildren entering the white house. Its a great feeling to know a woman has reached that point in our government. I think it will do a lot for girls and women everywhere. I think its very empowering and just im very happy. So its actually a Vice President , not just a first lady or Something Like that. Im hoping that in the future there will be a black woman as president , not Vice President , not first lady, just president. This is four astronauts, a full nasa mission. It is marking the changeover from nasa turning to the private sector to carry astronauts onto the space station. Spacex has proven its technology. This was another big provable moment tonight. Boeing is the other provider who will actually also carry astronauts to the space station, as nasa now focuses on going long and deep. It wants to go back to the moon and eventually it wants to go to mars. Things could not have been better tonight at the Kennedy Space center as this falcon 9 rocket lifted off with 1. 7 Million Pounds of thrust and on top of that rocket, the spaceship that the astronauts have dubbed resilience, in a nod to a very difficult world that were living through right now in 2020.
