Well whats clear, peter, the reason we have our policy in place is that the resources of the United States government are not going to be used to make concessions to terrorists. Some republicans are already complaining, house chairman bob good lat said it does more harm than good. Theres more to it. The administration is also trying to address complaints from the families of some american hostages by creating a new team of people to help streamline communication between the government and those families. Chris jansing is the Senior Correspondent joins me from the white house. Tell me about this policy and what it will mean. Reporter well i think that does remain to be seen but at least on the surface, it means that families who want to raise money to try to negotiate for the return of their loved ones being held will be able to do that essentially. The white house will and the Intelligence Community will look the other way. The question of course this raises is, what does this mean for other americans who would be over there . As you well know jose a lot of families complained about the fact that they felt that not enough was being done although there were rescue attempts that were not successful. But what particularly galled some of the families was when the u. S. Militarys Bowe Bergdahl was released in exchange for five taliban hostages an they said what is the difference . The white house said thats about being left on the field of war. But these families pushed very hard for this to happen. As you can tell already in advance of the official release of it it is very controversial. Theres a second part of this that is the interagency hostage recovery fusion cell that is designed to answer some of the other complaints from Family Members that they were getting conflicting message or felt they werent being kept in the loop enough. There will be sort of a coordinating center that involves the state department and fbi and department of defense, cia among other organizations. Part of it will deal with the countries that may be able to intervene on behalf of the United States in getting a hostage release. But the other part of that is to have someone who coordinates with those families through what is an unimaginable situation. Chris i want to ask you about a developing story out of france, some allegations of spying. Tell me about that. Reporter yeah this is very interesting. Its another one of those wikileaks fallouts. France some of the u. S. Ambassador to their Foreign Ministry after reports that the past three french president s have been spied on i contacted the national the nsc and they said to me in part in a statement, were not targeting and will not target the communications of president hollande. Indeed as we have said previously we do not condone any foreign Intelligence Surveillance activities unless there is a purpose. Having said that when i asked what about to the central question, which is were there in the past communications that were spied upon from three president s they said they would have nothing more to say about this. I talked to a Senior Member of the House Intelligence Committee this morning or was in contact, who said to me look it probably after what happened with Angela Merkel doesnt come as a surprise. But doesnt mean they are going to be happy about it. It comes at a sensitive time at the end of the iranian negotiations for the Nuclear Program and of course france is a much needed ally for the United States to get the deal they want to get. Jose . Good morning, jose we talk about the Foreign Policy situation and the fact that the United States government does not pay ransom to hostages we heard it again from the white house spokesperson josh earnest yesterday and the u. S. Isnt alone. Several countries claim to have the same policy. Last year a New York Times investigation found al qaeda in its direct affiliates had taken in 125 million from kidnappers and ransom. Since 2008 the Treasury Department put the total higher at 160 million. Whos paying all of that money . Truth is many countries do pay ransoms to hostages hostage takers, even if they dont admit it. According to the times money is funneled through network as affiliated and labeled as Development Aid and other cases delivered by state owned companies or Third Party Nations of the 23 hostages kidnapped, 15 released for ransom citizens from france denmark, italy, switzerland and even peru. Seven have been executed. All but one of them from the United States or britain, two countries that have stuck very closely to the no ransom policy the eighth is the brit still being held. Even the u. S. Sometimes finds creative ways to get around the rules. For example, three american hikers seized by iran back in 2009 were eventually released when ohman stepped in to pay bail money. The concern now is that by allowing hostage families to offer ransom it will open the door for more kidnappings. But what the government is saying is that it will no longer make the decision for those families. So perhaps a step in the right direction for the families to be able to try to bring loved ones back home but its going to open a lot of questions as we heard from chris there. The fact is youre talking about 150 million probably plus thats been generated by this industry, theres no family that can pay 5 million, 10 million at the drop of a hat. We saw that in the last kidnapping, there were asking for 100 million at one point for the jordanian pilot, right . This is kind of well what are families going to be able to do . In the case of the japanese hostage, isis demanded 200 million, and thats not even exexcluding the people that kidnapped in their own countries. A few tornadoes are possible most likely they would occur here near the quad cities or Northern Illinois and that line of storms will roll through chicago with damaging winds late tonight, maybe even after a lot of people are asleep. It could be a late night event and well do that again tomorrow from missouri all the way through areas of west virginia. The other story, jose and this will be possibly historic is this heat wave this weekend in the northwest. These temperatures are going to soar. We go in portland from 99 on friday, 102 in portland organize on saturday. Thats only topped by 107 in medford. In interior sections will be worse. Spokane expected to be 106. The hottest temperature ever recorded there is 108. They have a chance at that. This is like historic off the charts heat for this area of the country. If you listen to a lot of scholars who have been watching this case closely, probably unlikely because the one thing they say is what does he have to gain by speaking to victims, especially if hes not that the well spoken or thoughtful. Well have to wait and see. Such as theres anticipation in the air here in boston today, a lot of folks waiting to see if he will address the court. In terms of the order of things what theyll do the victims will go first, anywhere from 15 to 20 victims will make statements to the court first when they get underway here. Then they will go through procedural arguments back and forth between the defense and prosecution. The government then will have five to six minutes to sum up its thoughts on this prosecution of this case. And then Dzhokhar Tsarnaev will be given the opportunity to address the court if he so chooses and the judge will sentence him, in terms of the death penalty. Theres an automatic appeals process and it takes a long time, upwards of 10 to 15 years before we could see an execution in this case if all of those appeals go through to the culmination. Well have to wait and see how the process goes forward. This is going to be a long process of appeals. What the defense are trying to say to the jury before they got the case is if you want to hear from him no more sentence him to life in prison hell go out to colorado to super max, never to be heard from again, jose. Well of course go back to you once that hearing begins. Lets take you to South Carolina and new developments in a story thats been a top story for the past several days now. State lawmakers are agreeing to debate whether the Confederate Flag should still fly on statehouse grounds. That process could begin as early as next week. On tuesday, activists on both sides marched outside the capitol capitol. Meantime, there will be a solemn moment later today, the body of state senator clem meant ta pinckney will lie in state. The pressure is up on these lawmakers. Reporter it certainly is. Lawmakers are under pressure and other entities the citadel in charleston, the board of visitors has voted to remove the Confederate Flag from the chapel there. Back at the statehouse, lawmakers from both chambers voted overwhelmingly to vote later this summer on what to do with the confederate battle flag of Northern Virginia the flag that flies at the confederate memorial here at the statehouse what they will do about that flag. An autopsy report tied to the death of freddie gray while in custody has been leaked. Six officers pled not guilty to all charges. While the information leaked to the Baltimore Sun has not been made public or released to the media, it comes two days ahead of a deadline for releasing evidence in the case. Nbcs National Correspondent craig melvin has more. Reporter according to the autopsy report reviewed by Baltimore Sun but not independently verified by nbc news the state medical Examiners Office declared freddie grays death a homicide because officers failed to follow safety procedures through acts of omission. Baltimore sun obtained the autopsy report for freddie gray and say his death met the Legal Definition of an accident but acts of omission by officers involved such as failing to restraint him with a seat belt or rendering aid caused to become a homicide. Reporter according to the paper that obtained the report from an o none mus source, likely caused by a high impact injury to his head comparable to those seen in Shallow Water diving accidents. When the van accelerated, that caused him to hit the walls of the van. Reporter gray was arrested on april 12th following a foot chase by officers and suffered injuries in custody. Riots were sparked in baltimore. Six officers were charged in grays death and all have pled not guilty. The Defense Attorneys for officers released a statement saying in part neither the six officers nor any of their attorneys have a copy of the autopsy report nor have we ever seen it. Both the medical Examiners Office and the States Attorneys Office say they are not the source of the leak of the report. States attorney marilyn moes by released a statement, i strongly condemn anyone with access to trial evidence who has leaked information prior to the resolution of this case. The medical examiner concluded that grays most significant injury was to the lower left part of his head also noted was the possibility that grays neck injury occurred with him in a partially reclining position or as he was changing his position on the floor of the van. What is your reaction ahead of this trade bill today . I expect that the republicans and democrats i always knew there was never a secret there were enough votes between democrats and republicans to pass. I was here in 1993. I hate to tell people that i was here back 23 years ago, i saw it happen then when president clinton cobbled such a coalition. So i fully expected it shouldnt be a surprise to anybody. I wanted to vote for taa because i thought, im against the trade agreement but im for assistance. So heres my hope that we still have an opportunity to get the trade assistance that so many people will need in my district and throughout the country. Why are you so opposed to this . Because i think its not transparent. Because we dont get to amend it later on. You give somebody this authority and then they go and they negotiate and then you get an up and down vote later on. I think this should be a legislative process in which we get to see theres this and that. Remember in the house of representatives hosejose, my friend congressman ryan he did amend the bill. He took several measures from republican colleagues and amended the bill. Why cant we in the minority participate in the same process . Maybe our amendments wont be agreed to but we should be able to amend the process. The other thing is look the American Worker should be first and foremost in our mind and not facilitating an agreement thats going to let corporations move forward and profit even more. Congressman, in this spirit of bipartisan agreement that youre talking about, where does it leave other issues . Lets think, for example, something we have talked about, Immigration Reform. Youve been pushing for that for decades, not a lot of movement there, any possibility that on this issue this bipartisan spirit could transfer . Well the leadership will not allow a vote in the house of representatives. But you know, jose were making progress. I think youve probably noted that when there are republican measures to take away the work permit you see a dozen or so republicans vote with democrats to stop that. Thats happened on more than one occasion. On several occasions when really mean spirited attempts to even hurt more the immigrant community and their advances you see that there are republicans that are joining us. The other thing is look at jeb bush right now. One of the reasons i think hes probably doing best or better in the republicans had a pretty nice press conference out there. It was a Diverse Press conference. There were latinos, he spoke english and spanish and unafraid to speak both languages. And although he doesnt have my position on Immigration Reform you know, i dont like obamas executive actions. But guess what im going to eliminate those executive actions with Something Better. I think were winning Hillary Clinton in 2008 you remember we were kind of laughed a little bit. She got freaked out because somebody asked her about drivers license for undocumented immigrants and that was shocking. She didnt know what to do with drivers licenses, today shes saying not only will i give dreamers if im president , use my executive authority for dreamers but for their moms and dads and expand. You see, jose really were winning. There are elements of bipartisanship. If we could only get a vote i think you would see bipartisanship really reign. And congressman, on this issue of immigration, youre just back from a trip to the carnes Family Detention Center with a group of colleagues and your office shot this video, its shaky, you can see protests breaking out. What did you see there and what are your thoughts when you came back . Heartbreaking, jose. I had a 14yearold jonathan put his arms around me. I wanted to take him home with me jose. Its there are over 1,000 children jose a thousand and where the video is being shot over 1,000 children with their moms in that facility. I met with people who have been there a year. They have bonds of 10 15 20,000. They have already proven to a court that they have a credible fear and that means what happens is that at the very beginning, they didnt do anything wrong. I was recently in miami and i saw six refugees from cuba arrive in miami. I saw people line up with food with clothes, welcoming and within days they were in the midst of their Family Members and their communities. You know jose what we have to understand is, when theres a toe tal tear yan regime we get it. They abuse peoples human rights and their rights of expression and they jail them. Well guess what there are toe tal tear yan regimes run by drug traffickers and cartels. They are just as devastating to your freedom and your ability to prosper and be free as any totalarian regime. Yesterday an anchor on telemundo, we had a mother and child that was released. Compared to what we had, it was a golden jail. But it was a jail nonetheless. A lot of these kids congressman, have been there. Theyve spent a significant portion of their life in detention. Look i met a 4yearold girl, she got there when she was 3. She spent a quarter of her life jose there is no reason in the United States of america we should let people lie when people are fleeing violence and abuse and fleeing a society that has no rules. You know what this is for profit. These jails are not run like other jails in the United States. These are for Profit Institutions which we the American Government pay. You know what you think they are going to give them the doctors they need . You think they are going to give them dentists and teachers and psychologists and the food . Or you think if youre a for profit and corporation, whats your bottom line making money. We should never allow people to make money on with our children. They are they are our responsibility. Public or private, the question we need to continue having in a further discussion is what purpose do these Detention Centers holds whether private or public . And that is the strongest tornado in the chicago area since the f5 in plain field 25 years ago. The strongest tornado in the area in 25 years. Fortunately between sublet and plainfield, about a dozen injuries none of them serious. You get a sense of how powerful the storms were that rolled through monday night. They had the Weather Channel on and everybody got to cover. So fortunately no serious injuries or if afatalities. Now were concerned with more Severe Weather and heavy rain. South and west of here that front that came through as a cold front that produced a tornado monday night and early Tuesday Morning is coming back as a warm front. We have a Flash Flood Watch for the chicagoland area kicking in this evening through thursday morning. We could have flash flooding and also the threat for Severe Weather including a few more tornadoes. Its all on the line this evening and overnight. Could be a loud night here in illinois. All of this will do is relieve the stress on the families. Matthew, when we look at whats going on in the middle east and look at iraq and syria and libya, does the situation do you get a sense the situation there versus the fight against isis is getting any better . No the situation is actually getting worse. Theres no unified ground force in iraq or syria to fight isis. Its a conflict that will go on a long time and hostages will continue to be taken. Its a problem without a solution. I think a lot of people coming on television and saying that the solution is as simple as more training or arming certain forces are really not being honest with the american public. We need to train forces and equip them but we have to realize that this is a very complicated fight and will take a very long time. As the president prepares to speak just after noon the plan is for the government to make policy but it doesnt help with families of hostages who want to help their loved ones. They say policy puts government before people. Shes asking if the government did enough to save her daughter. I think they wanted to but i think again of the policy and i dont think anyone had any idea this group would be as powerful as they were. Joining me now, msnbc chief Legal Correspondent ari albert and Mark Ginsberg. Gentlemen, good morning. Mark let me start with you. Is it a good idea to let families of loved ones get involved in these negotiations . Jose its really a tough call. Im torn myself between this because on one hand when the families get involved, the minute that you open up the negotiations the hostage demands start escalating. And these families i mean just think about it. Most of the people who are apprehended are not wealthy americans, these are people who have been working abroad for the government or as contractors or as journalists, and were talking astronomical amounts of money that these terrorist organizations are demanding. So the families are going to have to then start searching for help from the government. By definition it will involve the government. And ari, do you think everyone will be able to stay out of these negotiations, or do you expect them to play a role behind the scenes . The ambassador implies there are other things the government is probably going to have to do. According to the United States government, theyre not going to go deeper into the pay for hostage game. So what theyre saying in this new policy is weve been reporting on it, from what we know, they want to get out of what many people considered unfair threatening of families in the case where they wanted to try to do what anyone would do tore a for a loved one, right, including potentially raising funds and getting out of the way government constitutions for those individuals. We have not pheard the government paid off the money. We know pima paid over 25 million, all told to get pack these back these hostages. There are times when money is provided and the hostages are not returned. Youre not dealing with good faith actors here youre dealing with the worst of the worst. So there is no indication the u. S. Wants to go deep into this game themselves. After vociferous and widespread criticism of these families who are stuck in such a terrible position, your heart goes out to them as well as analysts they want to leave some space on what they choose to do and not feel like theyre caught between isis being a threat to their family on one side and a u. S. Prisoner on the other. They said bergdahl was an american soldier, but when youre dealing with a group like isis, there are no real front lines. Does that distinction hold up . I dont think so, jose and i think you and ari have it absolutely right. The problem is this is a policy that has been screaming for clarification. Heres an example of where the state department has warned families that they would be prosecuted if they tried to negotiate with terrorists for ransom, and then the white house has said to families, go ahead. But heres a perfect illustration, as you said with isis. Isis is going to demand these ransom ransoms be paid not just by individual families but also by governments, and theyve extracted huge amounts as a result of governments requiring that they pay these ransoms. And ari, the government have also been following a group of people that communicate with families. Thats also something thats going to make a difference. Yeah that can make a big difference. There have been reports of Family Members hearing complicating things from different parts of the government which makes sense. The state department, which is following due did i ploemplomacy may have a different agenda than just following the laws domestically, yet you would want a reliable form of contact. The other piece of that, jose, is these families are looking at a situation that the u. S. Has not historically confronted a great deal. We have other types of conflicts and threats, but look isis is a fairly new phenomenon and a lot of previous terrorism focused around killing americans, not trying to take them hostage abroad. So the government is adjusting that. Theyre calling it this czar or socalled fusion cell the goal is a positive one, to get these families better realtime information at the very least. Right now nearly 400,000 people are still without power after violent storms went through the area last night. Southern new jersey and pennsylvania were hit the hardest. This time were leaving the east coast and heading back to the midwest. From sioux falls to omaha, but especially this area is the best chance well see a squall. A line of thunderstorms yesterday rolling right through that region really strong winds later today. Thats where the damage risk is really high. It does include chicago. 10 00, maybe 11 00 p. M. We could still watch these storms going to indiana. A major event for that area of the country. The other issue. Theyve had a ton of rain in this area of the country, including illinois, including iowa. We have flash flood Warnings Issued for this area. Already seen heavy rain this morning, then well get thunderstorms later. Our computer has estimated anywhere from 4 to 5 inches isolated near the quad cities and the Illinois River where we already have flood warnings. That would be bad news and tomorrow, jose well also watch Severe Weather for 1900 people cincinnati louisville all included. We went from a tornado season in the lower part of our country and now this is the peak of our weather season for the northern half, jose. It doesnt look like it should be too bad. The manhunt for two convicted killers in upstate new york intensified this morning as we learn new details about how the pair escaped from a maximum security prison. Its going to sound strange to you, but it has to do with ground beef. Prison worker Joyce Mitchell told police she smuggled tools into the prison by em bedding them in ground beef then gene palmer, security guard, would take that beef to the inmates. Palmer is on administrative leave but he has not been charged with anything. Joyce mitchell has pleaded not guilty to supplying the escapees with tools. She gene palmer said he did not know the meat contained those tools. Right now hundreds of officers are scouring an area near the prison after dna was found in a remote cabin over the weekend. We have former profiler vince van zandt. Clint, you look great. The question here is where is the beef . I think thats the question that the two inmates asked, and Joyce Mitchell, as you say, answered with the beef. Whats going on . I mean the District Attorney says its not uncommon for prisoners to have hot plates in their cells or other cooking items and grill up ground meat or other items. Part of this drives you and i crazy. This drives us a little crazy. We say, wait a minute arent you supposed to be in prison . Youre two killers. The flip side is how do you manipulate how do you manage people that are in prison for life, have nothing to lose they dont care if you add a hundred years on their sentence but you say, okay lets do the keurig. They say if you guys dont do anything terrible we will give you q uas icivilian privileges in your cell. Well let you cook in your room. Pretty soon theyll be selling hamburgers out the window of the prison when you drive by in your own personal car. Its now meat and stick. Is this something you think theyll be changing this policy . I think theyre going to have to. The issue becomes, what can we give these guys to motivate Good Behavior versus who cares what we do you cant do anything to us . And i think thats every prison in the country has to think about that. You know, what can we do to keep these guys in line and what can we offer them other than killing each other . Clint, so now were, you know, two weeks plus into this and they spotted at least one of them or what they thought was one running from the cabin. These guys still not caught. Theyre still not caught. You know what weve learned, jose is even though television you know looks like you can process dna in 45 minutes, it used to be it could take a week to two weeks. If you have dna like they found in the cabin, and if you have the dna of the offender like both of these guys you can make that match today, jose in 90 minutes. If you have everything in place, you can make it in 90 minutes. Where are they . It looks like theyre still together because of the symbiotic relationship. You sleep tonight and ill sleep in the morning and well cover each other, and now theyre running together. The question is because theyre on the run, where are they going . Jose, quick analogy. This weekend i was moving koi fish from one pond to another. We were in the pond trying to get them. We were in a small pond and the fish were still going to the left, to the right, going between our legs trying to get away. These guys, in that same way, are so close to being caught just like the fish i was dealing with this weekend, but even though Law Enforcement has got the net out there, these guys are still able, hour after hour day after day, to slip by. Were following breaking news in boston where were getting the first details inside the courtroom oz convicted boston bomber Dzhokhar Tsarnaev is sentenced to death for his role in the 2013 attack. Families of loved ones of those who died are giving their victim impact statements right now. We could hear from dzhokhar himself. What new details have you learned . Reporter hey, jose good morning. You can see the courthouse behind me. It looks like it will be an emotional day inside that courtroom. The judge is allowing the victims to speak directly to Dzhokhar Tsarnaev. Usually the court likes to have victims only speaking to the court and refrain from speaking to the criminal. But in this case it looks like judge otoole is going to let them get up close and personal. The fourth was the m. I. T. Officer. They will go first, those who have lost loved ones then well hear from those injured in the bombing, were expecting 14 or 15 of those, and the last ones to get up will be those who have lost limbs, 17 amputees in all. It will be a very long day for folks to get in front of Dzhokhar Tsarnaev. They talked about losing their angel, mrs. Campbell spoke directly to mr. Tsarnaev saying they took away her angel from her, and one of chris campbells friends got up and said he showed no remorse at all during the case himself. He did, in fact turn to look at the campbells when they were addressing him. So at least at this point he is showing some engagement with the victims. Well see as this afternoon goes along whether he will continue to comport himself in that fashion. I believe we have some pictures outside the courthouse in front of the courthouse. This is not a popular decision necessarily, this death sentence in massachusetts. There are about 19 people protesting this death sentence. Here in massachusetts, the death sentence was apparently abolished a long time ago. The last time they executed someone in this state was back in 1947 so 177 years ago. Most people think this was the right decision, to sentence him to death. More on the president s shift on dealing with hostage takers. Ill speak to chief correspondent Andrea Mitchell, next. What were the biggest issues they needed addressed . These families said first of all there was no central person that their fbi handlers told them perhaps inaccurately that they were not permitted to pay ransom privately, that they could be prkdosecuted if they d that there was not good communication between all the agencies. This was a review of the process, possibly. Launched in december after all the headings, to try to resolve some of that. There was a lot of negative publicity, a lot of anger from the families directed at the white house. What is going to be announced today, which is supposedly adjustments along the margin is not satisfying some of the families, as far as i can gather from my initial contact with them because they are not going to get a Single Person a single czar, if you will to be in charge of all of this to be coordinating on their behalf. And theres also some question being raised in reporting from reuters, from mark on reuters who has been covering this as well, that whats being announced by the president is not new at all. In 2002 there was a directive from former president george w. Bush who at the time permitted informal dealings by the fbi and other officials with terror groups and payments payments through middle men, for instance, so they couldnt be a kutsd of accused of paying off terrorists but if it were to save a life those payments could be made. So its not at all clear what the president is announcing today is new or nearly as much as what the families are demanding. And no family has ever been prosecuted for dealing with terrorists who kidnapped their Family Member. But it did cause them concern. When they were told by fbi handlers handlers, according to them, and i was talking to them in realtime as they were going through this painful process and still hoping their sons and in one case daughter were still alive, they were saying we are told we cant even make that payment if we can raise the money. So thats what one of the big impediments was. Andrea tell me about this spy scandal with france. It couldnt come at a worst time. Right. The french including wikileaks, are now being accused of spying on the president and his two predecessors. There is outrage being expressed in france. Theyve called in ambassador jim hartley to be criticized and scolded at the French Ministry today, and there is sort of a very loosely, or i should say, carefully worded loose denial from the white house today on behalf of the Intelligence Agency saying that we dont spy on our allies we dont spy on World Leaders or normal citizens and we dont use surveillance unless there is a compelling National Security interest. So thats hardly a denial. It only also reflects a denial regarding the Current French president , not his two predecessors. And in terms of the timing as you just said were going into the critical week of negotiations of the six allies and iran. John kerry, i will be traveling with him on friday going into these talks. France has been a critical player sometimes not in sync with the u. S. And now kerry is going to be locked into a room for days and days and nights trying to work with the frerchlnch, and the french frankly, are ticked off. Andrea mitchell a perfect way to define it. I think this was done that come the 30th before others arent released, there is something of an excuse for this administration to fall back on. I think, jose there is not only a conversation about the Confederate Flag in South Carolina as a result of the death of these nine but there is a conversation in louisiana, mississippi, alabama, many Southern States not only about the flag but about the vestiges and statues to all civil war participants. So i think there will be a continuing conversation about the symbols. But as we see with Hillary Clinton and as we see with many many others the door the opportunity, the chance for us to really not only talk but to think and to act on how we build bridges in this nation how we promote tolerance in this nation, and how we deal with the underlying issues of whether its jobs or education or the criminal Justice System or the Voting Rights act, the Voting Rights act advancement bill is going to be introduced, as i expect, today, so there is going to be a continued conversation about how we go forward as a nation how we build bridges as a nation how we deal with these pressing challenges as a nation. But where do you draw the line between respecting in some way our history with the good and the bad and not continuing it in the present and the future . I think when you talk about civil war badges, emblems and monuments, its important to understand that the confederacy, the succession from the union and the war, to break away from the United States of america was, one, not successful, but two, it was an act of rebellion. And the idea that the Confederate States of america stood for anything other than at its essential core the promotion of and maintenance of human bondage and slavery, we need to reeducate people. When i look at the Confederate Flag i see torture, i see mayhem, i see hatred i see violence as many do and that the same is true to have statues to lee and bearegard in public spaces. Put them in a Public Museum where people can voluntarily go up they want to learn about that period get an appreciation about that period. I think that is so critical as we face the future. Now, 150 years later, there is all of a sudden an awakening because we understand the idealogy of hate was embraced and promoted by this young man, and we as a nation have to get beyond that. And i think taking a flag down is a step in that direction. And that young man to which you refer also was shown, you know, burning it isthe American Flag, spitting on the American Flag as well. Mark, i think we can agree that a state is part of the United States. So if youre going to have flags representing where you are, you have a flag representing the country, and if the flag is of your state, your state. This is a flag of another country, essentially, that lost. You are absolutely on point, jose. And thats why the National Urban league has encouraged and has launched an online effort a campaign if you will, with a petition that we ought to be one nation and one flag. One nation and one flag. And we ought to celebrate that flag and we ought to celebrate it as a Unifying Force in 20 of america. And each states independent and individualized flags of course are appropriate, but that is the logic, that were one nation one flag. We ought to unify and embrace that symbol, and the vestiges of the civil war belong if you will, in museums that study that period and analyze those times.
