This was not a surprise to anyone thats been to the church. I have talked to many members of the church for the last 36 hours or so. We know that everyone was welcomed. Dylann roof was invited to sit next to the pastor and so welcoming was the church. Now he is back here and he is going make the First Court Appearance today at a bail hearing. He was brought back here less than 24 hours after he left the city devastated. He was wearing a bullet proof vest and at one point flashed a smile. Nearly 24 hours later dylann roof was brought back on a plan and jump suit and booked by the Charleston County sheriff after going into a bible study Police Police believe intend on killing blacks. Acts like this one have no place in our country or a civilized society. Were seeing video inside of the bible study hosted by the victim sanders. Check out the man on the right that appears to be roof. Nbc news has not verified the video that they got from sanders friend. This afternoon roof will have the first day in court for a bond hearing after a florist recognize it had car and the hair cut from the videos. It has nothing to do with me. The lord had me where i needed to be on 74. He had me watching the news and had me to see that. He did that. Police say that he did not exist wen when they stopped him. He has been arrested two before and convicted of trespassing and the drug kas is still pend zbllging. Trying to figure things out, but right now we do not have answers to that. They have been searching the computer and looking at the phone records and email records. At this point theres no sign that anyone else was involve in this plot and killing. That will be something that they will continue for the next several days. Now the big question is ultimately who will put him on trial . Its going to be in state court. He is in state custody nouchlt theres a discussion between state and federal prosecutors about where the evidence best fits federal or state law. Now, obviously South Carolina is a Death Penalty state. The governor says that if the evidence justifies that the state should seek the Death Penalty but in the federal system under the confluence of the hate crime and using a gun in commission, the federal government can seek the Death Penalty as well. One of the factors is what does the community want. Do they want to see them tried in their own courts or federal court . There are people out here that do not have racial hate in their heart, but something is wrong with people. They have been identified as such and we need to make sure that they get treatment because another incident like the may occur. Once she got the tag number the Police Responded with being there so quickly and then took him down. You did what most pop are surprised with and you continued to follow the suspect and obviously you just heard that he killed nine americans. Any fear as you were following him or were you acting on pure in instincts instincts . Well, i was scared. I was seen him the first time and thought that it was him. I am not no brave person here at all. I was scared but i felt like i needed to do this. I also knew that i had somebody looking out after me. I knew that he was watching me and who was in control of the whole situation. It was the lord up above, and he had his hand in the whole thing. I cannot imagine the fear that had to be in their hearts and they were there studying the word and trying to get closer to the lord and learn more of what he wants for their lives and they were shot and massacred, and they did not deserve that. Stayed to himself, reloweally low key. He was under the raradar. He reached out to him in the last five years and said he was really troubled by things he was saying. He wanted to be white with white and black with black, and he didnt believe what the black race was doing with the white race. Reporter pictures on social media showed roof sitting on the hood of a car with a Confederate Flag on the license plate and wore a jacket with apartheid south africa. He was a good student when he was younger, but while repeating ninth grade at this high school he dropped out and never returned. In february Police Arrested roof outside this Columbia Mall after security reported he had been going into stores asking employees how many people were working and what time they closed. When approached, police found a bottle of narcotics used to treat opium addiction and booked him for drug possession. That case is still pending, but now he is the subject of a church massacre. A woman who spoke to a survivor said one of the victims tried to talk to roof while he was reloading his gun. He just said i have to do it. He said, you rape our women and youve taken over our country, and you have to go. About 15 minutes after they had gotten a tip call from debbie difficults whodifficultlls who works at this flower shop behind me. She was traveling on the highway and noticed this suspect in the car behind her. She wasnt 100 sure it was him, but she thought it was. She called her boss here boss then called Police Police gave chase and thats when they made the arrest. Heres what debbie dills and the police chief had to say about those stunning events. When they approach the subject car, they obviously are going to approach like he is armed and dangerous. Obviously, we know what he just did. So he is going to we are going to treat him as if he was armed, and they did. I had seen the pictures of the car and the pictures of the suspect, and i paid more attention to him than i probably normally would for some reason. I dont know why then but i tell you now, i believe it was the lord. It was god helping me so i could do what i did today. Reporter really just an incredible story, jose. The police chief, you heard him there say they approached as if he were armed. The police chief tells me he did not have any weapons on his person. He was taken into custody without incident. And i asked if the suspect said anything to Police Officers and the police chief tells me that the only thing he said was to identify himself. Of course he was transported last night to charleston where he will face a judge a little bit later on today. Good morning to both. Michael, you were with the fbi. Is there anything about him not saying anything after stopped by police . I dont know that that means anything. He was outnumbered by quite a bit. It was many hours after the incident, so im sure he was extremely tired. Often people who talk about going out hardened up going out like lambs. Thats just the nature of the business. Interesting that he wasnt carrying a weapon when he was stopped. You know we dont know what the situation was yet, but certainly there is a possibility that somebody had evidence of a crime with them they would want to get rid of that evidence before too long. And paul as a former federal prosecutor what will be done with his confession including what our sources are telling us saying roof said he almost didnt go through with it because everybody was so nice to him. The District Attorney will certainly try to get it oppressed. It would be interesting to know whether he was given the miranda warnings. In the boston bombings they gave him a lot of questions. It would be interesting to know if this man was in a conspiracy if there were other targets, but in that case the miranda warnings might not have been given. The most important thing now is whether this will be a federal prosecution or a state prosecution, and if its going to be hate crimes. If its a federal case will they make it a terror case like they did the boston bomber. And there is the possibility that under a federal case it could become a Death Penalty case. It certainly would be very probable in South Carolina. And the thing thats really interesting about that is that a lot of members of the faithbased community, especially africanamericans, are opposed to the Death Penalty. So i want to see whether they consult the families of the victims and where the victims are on this very important issue. Interesting. They have not confirmed the video, that was gotten by sanders friend. How would that help the situation . Its just one piece of evidence and it would have to be authenticated, but this investigation is going to go into a lot of different areas. Obviously the first issue is whether this was a larger conspiracy whether there were others involved or others who knew about what was going to happen and didnt go to Law Enforcement to try to stop it. Reporter what we have learned is dylann roofs problems with the law according to records didnt start until earlier this year. In february records showed he was arrested at a mall here in columbia. Others say he was a High School Dropout who was a quiet kid, often had black friends. Others described him as a drug abuser a stoner as they would say it who had problems in that regard and who also was starting to carry a gun. So the story builds up to charleston. Were still trying foil in theto fill in the holes, jose. Were talking to people trying to figure out what happened in those two months leading up to when he made the decision to go to charleston and open fire on the people in that church. Basically were asking the question why, and we dont have all the answers yet. Mark potter thank you very much. I want to bring in retired chief inspector and commander with the u. S. Marshal service and kevin coffey. Mel craig melvin reports that this 21yearold confessed to the crimes shortly after being taken into custody. Tell me about the standings on that. Does it matter . It certainly matters because a confession is the best possible evidence you have. Im sure they dotted all their is and crossed their ts, even without the confession. They have witnesses, they have so much evidence. But the confession could be important in terms of getting insight into why he did it and frankly, insight into whether there are federal charges that could be charged here as surely as the murders. His motivation was he attempting to terrorize the community, was he attempting to in effect attack a churchobserving group in their exercise of religion . Those could lead to other federal crimes. Lenny, its about 27 hours since roofs capture. Whats your take on where he was located . I think Law Enforcement did a great job. They had his photo out there pretty quickly. They were able to zoom in and get a good shot of that license plate. Im surprised he was still in that car 250 miles away. The big question is where was he going . Debbie believed the citizen debbie is the one who spotted him. Right. She certainly probably saved other lives and certainly needs a big pat on the back absolutely. Are you at all surprised he wasnt caught with any weapon on him . It is surprising. I mean was he looking to get caught . Im not sure what his mindset was at that point being that far away heading north. Where was he going . Thats a big question. But, again, im glad it went down without incident. Law enforcement reacted very rapidly. Bulletins were put out to be on the lookout. It went down without incident thats for sure. And there are two possibilities, two possible venues. We could be talking federal, we could be talking state. What are the differences between the two and who decides that . Its going to be decided between the authorities. Theyre going to agree. This isnt going to be a turf war. The state has traditional murder crimes that theyre already charging. And if the objective is to get him on death row, that is legally the simplest way to do it, charge him with firstdegree murder overwhelming evidence. The state . The state. The feds have hate crime jurisdiction they have other possible federal crimes they could charge some of which do bring a Death Penalty. But there are other things they have to prove beyond a reasonable doubt. They may be able to do it, but at the end of the day, the objective is to get justice efficiently and get him on death row. The state prosecutors may be the first to act on that. One of the things that was brought up is should authorities confer and talk to the victims families and see if they believe that this should be a Death Penalty case versus a life in prison case . I think thats vitally important, not in terms of whether aitsits a Death Penalty case, but there may be a strong feeling to see this prosecuted as a hate crime. That brings vindication and a sense of protection with the otherwise terrifying idea that people, because of their race are subject to random murders. And lenny, just to be very clear, there was a weapon in the car found, but he was not carrying it himself. And i guess in these cases and we were talking about that as well earlier. These are people who feel very brave and very willing to attack innocent people but he didnt have it on him when he was stopped. Thats right. I believe the weapon was in the vehicle. Yeah, im surprised it wasnt on him. Thank god it wasnt because Law Enforcement, when they approached that car, it was a felony car stop so that wouldnt have ended good. And so 2 00 p. M. Eastern time thats the first hearing hell have . What does that mean . It will be very important. Theyll discuss the charges and bond. Hes obviously not getting out on bond. Counsel will discuss only the preliminaries. This is the beginning of what will be a very long process. How long will that process take normally . Growing concern in south florida and many parts of the country, a new synthetic drug called flakka. I got a chance to ride along with the Crime Suppression Team in deerfield beach. Actually, this is for the browards Sheriffs Office to see how bad its gotten. The sheriff says its gotten so bad he cant even keep track of the number who have died from the drug as he tries to fight this in the community. During talks of warning the community, i gifr them statistics but the statistics have changed now. Over memorial weekend, there was 18 deaths. Just that weekend . Over three days there was 18 deaths. I try to keep track. There are so many we cant keep track of how many people are dying right here in Broward County from this drug. During that stop in the ridealong, we spoke to a woman who since has been arrested on charges of possession of that deadly drug. And developing this morning, were hearing from some president ial candidates for the First Time Since the charleston shooting. Many of the candidates expressing their grief and shock of the massacre. There is not liking to be a lot of specific calls on the republican side for reform mainly because the number one thing that people often bring up is gun control of some kind perhaps an expansion of background checks. Thats obviously a nonstarter on the republican side. Sometimes theres talk vaguely of Mental Health initiatives, but usually its just to say this is unknowable and sort of move on. In fact rand paul said much of the same thing in his own speech. He talked about a sickness of the soul in america that needed to be redeemed through faith, through community but not through government. He specifically said not through government. So i think its pretty unlikely youll see this become a template for policy discussion on the 2016 trail, at least on the republican side. Mark the last time guns were even on the radar of americans was about a year ago when a poll found just 8 of voters thought it was the most important issue . Thats below the environment, way below the economy, way below health care. This is really not an issue, apparently, that americans think is at the top of their list of concerning issues. And when you just look at political will oftentimes you find that the gun lobby, the National Rifle association, is so much more powerful than the organizations that they would have at gun control. That if people are really fed up about this they do believe guns are a problem when it comes to this type of violence that americans actually have to get organized and mobilized and they need to be able to take action and thats how you bring about political change. And benji, Something Else has bubld up bubbled up in the wake of the shooting as the Confederate Flag and u. S. Flags have been lowered, but the Confederate Flag that flies on capitol grounds, he said its time to review that decision. What are you hearing . This is a topic ive heard raised on the ground at charleston. I was just talking to mourners at the makeshift memorial behind me at the emanuel church. One man told me he had moved to South Carolina about 10 years ago, and he said he was long disturbed by the prevalence of not just the Confederate Flag and the state flag but also on license plates on bumper stickers. There has been at least one alleged photo of the shooter with a Confederate Flag license plate of some kind. And he was hoping this might open up some kind of discussion about it. Now, the governor has defended the continued use of the state flag in the past saying that the state has shown its impasses by electing the first black senator since reelection of tim scott, and he himself is a native american but its unlikely to be renewed right now. There has been some conservative voices saying this is the time republicans need to step up and acknowledge there is no redeeming quality to the history of the confederacy. It was founded virtually entirely on the preservation of slavery. The state flag in many of these Southern States was changed back to a confederate flakg in response to the civil rights movements in the 50s and 60s that was reflective of jim crow at the time. So you can see this removed whether or not people like it. To a national picture, mark there has to be a discussion of race. We talked so much about it in different aspects and different manifestations of it this is another case of just extreme its causing us to have this discussion when people are dying. Its just it just doesnt seem to be part of the National Discourse from politicians until Something Like this happens. Well its one of the ironies in the age of obama. The country has come so far in electing and then reelecting its nations first africanamerican president , but there are still so many unresolved issues when it comes to race and there has often been a hesitancy of president obama going in and talking about race directly because, after all hes president of the United States just not of africanamericans. And there is an expectation of some folks whether you end up having a president Hillary Clinton or president jeb bush or someone like that that sometimes you can actually even sometimes have a little bit more forceful discussion on race because there isnt such big expectations but certainly one of the very big ironies in all of this. Were outside Emanuel Ame Church in South Carolina where this morning a memorial is growing for the nine People Killed wednesday night in the massacre within those walls. Also in the last hour Charleston Police announced that the gunman dylann roof, will be charnld charged with nine counts of murder. Sources now tell nbc news that roof confessed to carrying out the massacre and this chilling thought revealed. He told police, quote, that he almost didnt want to go through with it because everyone was being so nice to him. But he ultimately decided he had to go through with what he called his mission. Roof will make his First Court Appearance this afternoon. This morning South Carolina governor nicki haley says she believes roof should get the Death Penalty.
