War in the white house after taking punishing criticism for saying the strategy to fight isis is a work in progress. According to multiple reports, hes looking at plans to post hundreds of u. S. Troops to a brandnew training hub right in between a pair of isis held cities, but the white house says its not a done deal yet and says a final decision wont come until after the president sits down with ash carter later today. Kristen welker is at the white house for us. Good morning. Jim, lets start with you. What is the plan they are discussing . Well first of all, some officials that weve talked to senior military and diplomatic officials are saying when the president says the strategy is a work in progress they say that he gets that mixed up with the plans are a work in progress that the strategy is still pretty much the same to train, equip and advise the Iraqi Military in terms of how to take on isis. Now, within that strategy there are still some uncertainties about exactly how to do that. We expect to hear later today that some 400 to 500 additional u. S. Forces to train, advise and equip the iraqis will be sent to a base already outside of ramadi and its much like the al Assad Air Base on the opposite side of ramadi. So they should be able to have it iraqi freshly trained and equipped iraqi forces on both sides of ramadi. But again, that training itself and equipping itself can take as long as six weeks, jose. Jim, were looking at the map as youre discussing and telling us about this plan or strategy whatever the words are, it seems as though these u. S. Troops will be going into areas pretty much surrounded by isis controlled cities. But the officials here point out, its not much different from some of the other areas where u. S. Troops are operating. At the al Assad Air Base for example, they still get almost daily mortar attacks over the fence that so far have not come anywhere close to the americans that are stationed there at that base in their train and equip roles. They dont see any additional threat to u. S. Troops quite frankly in this specific area. Bumt but a key to this plan and this part of the strategy and one they havent been able to accomplish yet, is to be able in this heavily sunni area to draw in more sunnis into the battle against isis. The sunnis are still very weary of the shia led government in baghdad and have been sitting on the sidelines. And everybody who is involved in the strategy said without the sunnis, the iraqis and the u. S. Strategy cannot prevail. And the president did talk about that in the News Conference he held in germany on monday. Kristen, whats the white house saying about this this morning . Reporter well jose exactly that. White house officials saying president obama signaled a shift in plans while meeting with World Leaders at the g7 in germany. And the Spokes Person says as the president has noted were considering a range of options to accelerate the training and equipping of Iraqi Security forces in order to support them in taking the fight to isil or isis. Those options include sending additional trainers to iraq, just as mik detailed. Now the precipitating event was the fall of ramadi that is a key city. It is the capital of the Anbar Province, about 70 miles away from baghdad. The Obama Administration has been widely criticizing for not having a robust enough strategy to defeat isis. And that only intensified once ramadi fell. This is in part a response to that. This announcement if and when it does come will likely quiet some of the critics but youll still have those like senator john mccain calling for a more robust response and troop presence including troops on the ground to call in air strikes. Again, president obama not expected to announce anything until he meets with his defense secretary Ashton Carter later today at 4 00 this afternoon. Kristen welker thank you very much. And now to the latest developments on the jail break in upstate new york. Police are still on the trail of escaped killers david sweat and richard matte. Today the search returns to dannamora. A tip regarding two males led police to willsboro new york. Hundreds of officers checked fields and farms and turned up nothing. They are piecing together events around the cape and they are questioning this woman, Joyce Mitchell, where both inmates worked. Her son defended her in an interview with nbcs stephanie gosk. She is not the kind of person thats going to risk her life or other peoples lives to let these guys escape from prison. If she was involved in anything you can rest assured theres a good reason and more into it than an relationship with an inmate. Nbcs john yang is live in dannamora. 24 hours ago you were surrounded by fog and the search was made more difficult. How is it today . The last 24 hours . Reporter the weather has cleared. The fog has lifted physically but i dont think thats improved the visibility on where these two guys are in any way. The state police say they are going to go canvassing door to door here in dannamora again today and stress this is not because of any new lead new tip here but they are just circling back trying to go back over their steps to try to figure out if they can find any more clues about the steps of these two escaped killers. Weve also learned a little more about Joyce Mitchell. Weve learned that when she on the day of the on saturday, the day these two men were discovered missing, she had what investigators are describing to us as a case of nerves. Checked herself into the hospital, was treated and released. But that the fact that she actually called in sick that morning investigators say led them quickly to connect the two, that she worked in the tailor shop where both sweat and matt also worked. They decided they wanted to look at her more for a possible connection. We should stress again, shes been questioned and shes not under arrest. Shes not been charged. Shes not in custody. But they continue to look at the people inside the prison to try to figure out what sort of help. In terms of the search that lead in willsboro was one of the hundreds of leads they got. They took it seriously enough that they sent all of those searchers down. What it was was that a driver said that he saw two men on the road walking on the road in a driving rain and when he spotted them, they ducked into the woods. That triggered that search came up empty handed. Once again today they are circling back here to dannaemora, it suggests they dont have any strong leads right now. John yang thank you very much. Whats it like on the inside . What are the odds of getting out like these two guys did . How likely is it that this was an inside job . Obviously its an inside job, even more so than the lady they are talking about. They had to no the schematics of that prison. Some way somebody had to either make a mistake or give them the information. How did they know where the pipe is going outside to what drain, where its going to come out, where are they going to meet . Does this lady really know the schematics or back end of the prison . I doubt it. Youll find out either somebody made more mistakes or somebody else is in on it. Who would have to be in on it . Were just speculating now, but it seems its pretty clear that these two guys alone didnt go into prison with schematics with power tools and with a schedule how to get out. But who would have that information and how do you get it to these two guys . Why these two guys do you think . Well, you know in prison its a whole culture in and of itself. They have a cms, the work where they would fix the plumbing and electrical stuff and do woodworking and whatever is needed in the prison. Either they worked in that department and if they are on the honored dorms, most of those people get jobs like that where they go with a job to various parts of the prison to fix plumbing or something of that nature. I watched that a lot when i was away in atlanta, another old facility. That struck me as being easier to get out so to speak. An older facility doesnt have the technology whether its underground sensors or stuff of that nature in those cat at a combs and prisons, so many passageways, thats where youll finds these people. Talk to me about how much communication do you have when you are in a maximum security prison with the outside world . Because theyve been out now, what was it, zatsaturday night and were already middle of the week. How is it youre able to communicate . How much communication do you have with the outside world and how able are you to discuss issues like have a car pick me up outside the man hole cover . They get phone calls and all of those phone calls are monitored. Im sure they are checking their phone records and stuff of that nature. Other than that the only way to really speak privately so to speak is in a visit. And they would get a visit. Im sure they are checking visitors logs and phone calls. Other than that if a cell phone was smuggled in which is quite often in prison, cell phones do get smuggled in by other guards or even through visits and pass through, even thoer they are checked, it does get through. If they have a cell phone, then its a whole different ball game, they could have been communicating with someone up until the time they left. If they did that i dont think theyll find them where they are looking. They would have had had an alternate plan. Im looking to see how they find these people. We all are. Casebolt resigned late yesterday after this video surfaced showing him throwing the teenage girl to the ground and pulling his weapon on other people. Officers were initially responding to a report of fights and disturbance friday at the Community Pool party in the suburb north of dallas. Mckinney police chief spoke to reporters last night. I want to say to our community that the actions of casebolt as seen on the video of the disturbance at the Community Pool are indefensible. Our policies our training and our practice do not support his actions. He came into the call out of control. As the video shows, was out of control during the incident. They want there were people expressing to us that they are concerned that he could just move on to another Police Department. There will be a press Conference Today by one group called the next Generation Action Network that plans to hold a News Conference here today at noon calling for more action against former officer casebolt. The mother of a man struck with batons by police is commanding they make changes to police protocol. This is video. His mother spoke to city council saying her son suffers from a Mental Illness and having a breakdown when Police Responded to calls that he was screaming, running into traffic, and shoving her. He wasnt trying to hurt me. He was fighting his demons that day, whatever it was he was seeing. I was asking for the Police Department to come and help him so we can get him to medical attention. Police say he was high on drugs and began violently resisting and attacking officers when they arrived at the scene. They say when tasers had no effect they had to use batons. Remains behind bars on suspicion with assault on a Deadly Weapon resisting arrest and violating parole. Joining me now is 33 year Law Enforcement vet van, Neil Franklin and director of Law Enforcement against prohibition focusing on current drug policies. Thank you for being with me this morning. Thanks for having me. First to this arrest in california the police chief has launched an internal investigation. Whats your reaction to this . Well i definitely have a problem with it. You know as head of training for the two largest Police Departments here in the state of maryland at one time the Maryland State Police and Baltimore City one of the things that we teach when it comes to arrest and control, when you have a number of officers on the scene, number one, theres no reason to be striking. And we corrections does a very good job at this. When they have three or four officers who need to subdue an inmate most correctional departments do not strike people. You teach on how to take down someone, how to gain control, despite their mental stability, despite the fact they are on drugs. If you teach this technique how to gain control of the limbs, you can subdue someone and handcuff them. We also dont do enough in our Police Departments with training for Mental Illness. Lets talk about this. Lets say youre an officer and get called to the scene and in this case it was four or five get called and say tlsz someone violently acting against someone else. You go and try to subdue him and he doesnt in any way react. If someone doesnt react to being tasered, odds are that you feel that this person is not going to be subdued easily. What do you do . Well when its just one or two of you and you have that type of result someone whos not responding to a taser and hopefully the taser was appropriately deployed if they are not responding its a different scenario. Sometimes you have to do what you need to do but be able to articulate your reasons for your actions, whether its striking whatever that response is. When you have four or five officers on the scene like youve seen in the video when the guy is on the ground youve got to be taught the proper techniques for subduing someone. Your job is to take that person into custody, to control them as soon as possible. And im watching this one officer with this baton strike again and again and again. That in my mind and in my opinion, thats not appropriate when you have that number of officers on the scene also put officers at risk. Lets talk about the case in texas. Police officer at the center of that Pool Party Incident has resigned. Police chief says that he was out of control and was resigning essentially that was his only option here. Thats a good thing. What do you think when you see this . First of all, i doubt if this is the first type of occurrence for this Police Officer. I believe that this has been a problem with Police Officers, its a shame he was a supervisor also. But lets back up to even before when he was physically trying to control that young lady and subdue her. Take a look at his language. Listen to his language. How hes addressing those children. Hes using profanity running around. He brought excitement to that situation. His job is to bring calm reserve. Unfortunately were not talking about the one Police Officer that you see at the beginning of the video whos calmly talking to these kids thanking them. And talking to them in a manner where they are gathering around him and they are listening to him. But then all of a sudden you see this officer come running through the scene along with another officer then he returns back and telling other kids to get to the ground slamming them to the ground. Thats not appropriate. Thats not what we teach generally in Law Enforcement on how to deal with this type of situation. Bring calm learn how to talk to people, learn how to interact with people to deescalate the scenario. Neill franklin we appreciate your time. Thanks for having me. Joining me now is democratic congressman Chris Van Hollen of maryland. Good to be with you, jose. What are critics like yourself going to do to try to stop this from passing. I oppose fast track, that means that congress only gets to vote up or down on a trade agreement without the opportunity to make any changes. You cant amend it if its on fast track. Because i have lots of concerns with the current Trans Pacific partnership agreement, including its failure to deal with things like currency manipulation, because of problems with in vietnam and the ability to have independent trade unions because of a host of other problems, i dont want to see it go through Congress Without an opportunity to change it. Thats why many of us will be opposing whats called fast truck because we think congress has a responsibility to try to make it better in those areas where we think its very deficient. Congressman, isnt that pretty much what the president is asking for iran for example, fast track on that. Doesnt the president have the authority, constitutionally and legally, to do these kinds of things and number two, what is it thats specifically youre opposed to in the tpp . Well the president does not have the authority with respect to a trade agreement to have it go through fast track unless Congress Acts which is of course why hes asking congress to act. So one of my biggest concerns with the tpp is its failure to address the issue of currency manipulation. When governments manipulate their currency it makes their products artificially cheaper in the United States and makes them more competitive, unfairly competitive with u. S. Products and also makes it unfair to u. S. Exporters who are trying to sell our products overseas when other nations manipulate their currency. Japan is one of the parties to the tpp. Its engaged in currency manipulation in the past and so we should have protections against that kind of thing. There are other provisions that relate to the ability of unions oversea to organize. There are issues that relate to the potential to undermine some of u. S. Consumer Protection Laws and in other words corporations that could File Lawsuits under the tpp authority to undo american law. Those are really serious problems. And so thats why i would oppose having this thing go through on fast track because theres no opportunity to change those issues to fix those problems. Congressman, lets switch to the news this morning on the fight against isis, the white house is considering sending new military advisers to the region. As you heard president obama say this week theres no complete strategy for fighting isis. What do you think the u. S. Needs to do to change this . A couple of things im very concerned about Mission Creep in iraq. I have strongly supported the president s effort to arm and equip the iraqi forces both the iraqi army and Kurdish Forces and supported the president s efforts to provide air power and air support, both in iraq and to help the syrian kurds and others in syria. But putting more u. S. Troops on the ground and putting them in harms way is something that would give me grave, grave concern. So as i understand it the details of this plan have not yet been presented to the president. We do need to do everything we can to halt any advance of isis. That is what our military training and equipment is for. But again, i have grave concerns about anything i see as Mission Creep that puts u. S. Forces in greater harms way than they are today. This is a fight where the iraqi forces have got to take on responsibility and we cant have a situation where the United States is once again, you know putting people on the ground in combat situations. Thank you for being with me. Appreciate it. Thank you. Let me bring in Christopher Dickey and jonathan altar. Where does the president stand with members of his own party . You know i think everybody, including the president is worried about the possibility of Mission Creep and about the possibility that putting a few hundred or few thousand more american soldiers on the ground in iraq will lead to something disastrous that will look like vietnam or iraq in the past or afghanistan. I dont think the president is going to do that. But hes got to make the decisions and the congress can basically sit on the sidelines and say we dont think this is a good idea. We have were second guessing this and that. I think the president is committed to not occupying iraq again and keeping the number of troops as low as possible but on other hand cant have a situation where isis is running over the entire country before theres any chance to train up an effective force to combat it. Jonathan youve written a biography of president obama and followed his presidency very closely. Lets talk about his legacy. Is this a president who has been concerned about the use of force, so much so that in the case of for example whats happening in iraq hes simply doing what he feels is the minimum needed, or do you think hes become a hawk . I think its more the former that he sees winding down two wars in afghanistan and iraq as part of his legacy. And its very important to him that he make good on that promise from 2008 that he get United StatesGround Forces out of those countries. So now because when new threats present themselves president s must respond, hes in a tight spot. He needs to rach et up some with advisers but not get what congressman van hollen called Mission Creep, where we have 3,000 troops there now. They are talking about sending another 450 advisers. If that then gets racheted up again in a few months then hes pulled once more into the quagmire. Thats what he wants to avoid. He really does not want to leave office with the United States engaged in hostilities once again in iraq. The problem is that the iraqi army is incompetent, it always has been and it continues to show on the battlefield, why it needs american help. So thats the trap that the president is in. And jonathan i mean quickly, if he does send these extra troops in to iraq when he does get out of office it will actually have meant that hes actually had to in the last month of his presidency increase the number of american troops in that area that he wants so badly to be out of. Except you have to compare it to the tens and thousands of troops that were there when he took office. I think he wont compare it to what it was in 2015 hell compare when he leaves office to where things were in 2008. And so hell still be able to say that he wound down the war but if isis continues to make advances in ramadi which they just took only 70 miles from baghdad. If they continue to progress on the battlefield, the president for historians will look like he didnt complete the job in iraq. And that wont serve him well in history. So he really i think wants to see if he can thread the needle here, get the Iraqi Forces Trained without getting more of our guys killed. Inside the federal courtroom he whispered yes when he understood the terms of his bond. They includes sur rind dering his passports, removing all firearms from the home and submitting dna samples sfwl i assume the defense is going to be its my money, im entitled to withdraw if i like or use it for any lawful purpose. It may be distaste full but not unlawful. It claims he made 15 withdrawals of 50,000 and 106 cash withdrawals of less than 10,000 each all to fay an unidentified individual a. Federal Law Enforcement officials tell nbc news the money was to cover up past Sexual Misconduct with a male student. That allegation still rocking the illinois town where he was a teacher and wrestling coach for 16 years. Im not happy with him being charged and im not happy if he did what he did. Honestly i hope it isnt none of it is true. Reporter no comment from the former House Speaker or high profile attorney as they left court. In a sign of how prevalent hastert was in politics the judge randomly assigned to the case disclosed he donated twice to hasterts campaign. Judge thomas dur kin made those donations more than ten years ago but is he said he had no doubt he could be impartial but would remove himself from the case unless both sides, the defense and prosecution agreed to let him stay on. Yeah youre absolutely right, jose. People that were on the train, eight killed 200 injured, still dont have the answer of why that train was going double the smeed limit it was supposed to be going this is not a turn that is unknown to people as you say. Right, and this is a turn where youre supposed to slow down because its very dangerous. Fascinating report by the ntsb. We learned, as we sort of allude to do in the opening, but i think its important. There is a lot of speculation about the engineer and what he was doing with his cell phone. After this weekslong investigation, the ntsb was able to determine that there was no data being moved on that cell phone, and so as of right now, they believe it to be truthful when the engineer said that he was not on his phone in any capacity. We learned that it was not connected to the wifi on the train and that he allowed them to go and access his phone by giving them the password. The question now that will remain is was it on Airplane Mode which is something that amtrak licensed conductors do when they are operated and trained. We dont know the answer to that. But so far it seems at least from the initial offering of the ntsb report that the cell phone was not the cause of this accident. Such an odd thing, because, you know you would think if you were distracted it was probably you know as youre saying phone calls, texts, looking up things on the internet, but none of those things appear to have been in play. Luke lets talk about another hearing were closely watching on capitol hill this morning involving house secretary sylviea burwell. Whats going on there . Every year the gop has been empowered in the house since they came in in 2011. They usually brought before a committee the health and Human Services director to talk about obamacare, the health care law, and usually they get pretty pointed with their questions because most republicans do not like this law. Expect her to face a lot of questions about what obamacare has done to certain premium spikes, what its meant for the job market and whatnot. Obviously shes going to have a full defense of the measure, something we saw president obama do recently. But whats really interesting about this hearing, jose is it comes ahead of what is going to be a monumental Supreme Court decision keith versus burwell, so i expect there to be some questions about that. Not to sort of prognosticate what the Supreme Court is going to do but at least release questions about what the next steps would be. There is a new admission on capitol hill that i think is being underreported. If, in fact the Supreme Court guts this law, now the fact the gop is in charge of both chambers, a lot of democrats will say hey, all these people are going to lose their subsidies overnight, what are you going to do . Most republicans i spoke to they actually do not want to be in that position. So while they might publicly cheer the law being done in private, they say, oh gosh then we have to own it we have to do something. It will be fascinating to see how that plays out through this hearing, jose. Luke thank you very much. If it werent a day filled with breaking news, luke id like to know how you get from one side of the capitol to the other between 10 00 and 10 01 in the morning. Thats for another time. Sprint mirks, my friend. Sprint. In Iraq Coalition ir airstrikes havent stopped isis from taking over the country. The u. S. Is considering sending troops into anbar itself to train more troops. Its likely to be a conversation with the president later this afternoon. Jim joins me this morning. Jim, what kind of impact could this plan have on the battlefield . U. S. Officials tell us they expect the white house to announce later today that somewhere between 400 and 500 additional military forces willing sent to iraq to the Anbar Province specifically to an air base just southeast of romadi, not to engage in any kind of combat activity but to continue that train, equip and assist rule that some 3,000 soldiers in that region have been embarking on for less than a year now. And the reason being that the iraqi forces in that region havent had the kind of training that the u. S. Military has provided some of the other iraqi forces throughout iraq. They need to expand the program. But officials here advise this is not going to be a game changer. This will not decide whether the isis will be put on the run, and its aimed primarily at ramadi because it was a huge psychological, and quite frankly, tactical victory when isis, less than a thousand isis fighters were able to seize ramadi from 7,000 iraqi forces. That is an incident which really created quite a serious setback in the overall u. S. Strategy at iraq. Because if the Iraqi Military is not willing or capable of the fight, then the u. S. Might as well pick up and go home. And jim, when we look at the map of where the United States will be considering sending these additional troops, it looks like theyre surrounded by the black flags of isis. But the fact is jim, and i want your knowledge on this there arent a lot of really safe places in iraq unless you go into the kurdish areas. Thats cannotly rightexactly right, but here its about as safe as youre going to be. The air base already in the Anbar Province has been protecting American Forces now for about six or seven months. They get the occasional mortar over the fence, but so far the u. S. Forces in that Training Base at alanbar, they have not been threatened. And they feel confident that the air base where these forces will be located will provide them that same level of protection. And if i may add, not only will they be training and advising and equipping the shia forces provided by the iraqi government, they are going to attempt to recruit sunni forces into that mix there in the Anbar Province. Because everybody recognizes without sunnis involved in this fight against isis whatever strategy you put together will never succeed. Jim miklaszewski always a pleasure. Lets talk about the search for two escaped convicts in new york state that have now been on the loose for 36 hours. Can you believe that . Its not just the locals that are nervous. We spoke to an attempted murderer who testified against one of them in court. We did not divulge his name because he fears for his safety. There is no telling what kind of revenge he will want to exact on people. Theres no telling what is in his mind. This is a very psychotic individual. And its somebody that definitely has no regard for human life. Meanwhile, investigators have been questioning prison worker Joyce Mitchell someone theyre calling a person of interest. On the day of the escape mitchell wasnt at work. She had checked into a hospital. Her son told Msnbc Stephanie mosk his mother never would have been involved. When youre in a situation where other family members might be a friend you do a lot of things you dontto defend it. There is a search activity going on at the wooded area at the other end of the prison. As you say, this is part of what the new York State Police and department of corrections calls going over the ground theyve already plowed sort of retracing their steps, making sure they havent missed anything. They stress that this is not based on any new lead any new tip, any new information. Now, there was a new lead a new tip that sent investigators down to willsborough new york yesterday. The driver saw two men walking along the road yesterday morning in heavy rain. When they were spotted, they dukd ducked into the woods. They thought that was serious enough to go into the woods and go searching, but they came up empty. This may well be turning from a hot pursuit, a manhunt, to what Law Enforcement officials who are not involved in this particular case but have experience in these sorts of cases, say would be a more traditional fugitive search fugitive case going back over old ground seeing who they talked to communicated with and phone calls in phone calls from the prison. Seeing who came to visit them. Trying to see connections and build leads that way. Meanwhile, as you say, the prison worker who is a person of interest her son is defending her, and officials stress that she is not in custody, shes not under arrest and that they are saying being very careful to say they are looking at what kind of help may have been given to the prisoners inside. Jose . John yang thank you very much. Jessica Jessica Jesse mckinley has been covering this for the new york times. Jesse, what have you been hearing and what are the police finding . She has not been arrested nor has she been charged for this. In an investigation like this they are casting somewhat of a wide net and they are going to talk to employees inside the prison both civilian and uniformed. But i think the point of interest here is that they seem to believe very firmly that there must have been help outside as well as from inside in pulling off the escape. The question then becomes have they had help since they emerged emerged . The fact is if they did get help from the outside, there is a good probability that it wasnt just one person just by the nature of what they had to do. I mean they had to have schematics of the plan of the whole prison they had to have some power tools and information, communication. It seems like they did a lot. Well they certainly did a lot getting out. It will remain a question whether they did have schematics or whether they had detailed plans. What we do know is they certainly got out of their cells and they certainly needed equipment to do that. As its been reported repeatedly now, there was construction going on in the prison there may have been a haphazard employee who left some sort of grinder behind that these guys managed to get their hands on. Once again, there is a myriad of theories here as to how exactly they got out. But the more pressing issue, i think, for state authorities and federal authorities at this point is trying to find them. And that operation is continuing all around us at all times. I just 15 minutes ago saw a group that the United StatesLeague Officers headed out again today to get a sense of where this guy is. Its painstaking work. They have to go house to house in some instances. This is a very rural agricultural area where there is a lot of empty areas and barns, and they have to go in each of those and make sure theyre not hiding out. Two buses have collided inside the tunnel that goes from new jersey to new york. The Port Authority source tells our station in new york that at least 15 people were hurt. You see the center tube there . This is normally heading into new york. It depends on traffic and the flow, but they normally have at the rush hour times they have traffic going in two tubes, one coming out. Now theres only one, and its being diverted to the right part because those two buses collided inside the tunnel the center tube there, so theres about a 30minute delay now going into the city of new york because of this incident. As i say, according to the nbc station in new york 15 people were injured as two buses collided in the center tube of the lincoln tunnel. Were going to keep monitoring this for you and let you know how that works out. I want to go now to the Administration Report the strategy in iraq, and what that might mean for the 2016 campaign. Details of the plan by a number of advisers have not been published yet. Were expecting more this afternoon after the meeting between the president and his press secretary. Heres what jeb bush said this morning in germany. I think our advisers if thats what they are, ought to be embedded in the military. It helps us with our intelligence gathering. It certainly helps with the morale and the ability to train the troops. Right now there has been a prohibition of that. But this is welcome news if this is a commitment from a Strategic Point of view to take out isis. Joining necessary now, gentlemen, good morning. David, well start with you. Its pretty big applauding out of the white house even though this is to be confirmed. Its sort of a hawkish stance on the scale of hawkishness and thats something jeb bush will ascribe to. Its interesting, youre seeing the republican candidates move to a more hawkish stance and it was really two or three years ago prior to this isis emerging rand paul was once at the top of the field of the republican party, and i think this helps explain why hes not anymore. Youve had john kasich, the ohio governor, already come out and say he would put boots on the ground to combat isis. Youve seen Governor Scott walker on recent weeks saying he wouldnt take it off the table. So i think youre seeing increasing hawkishness on the republican side. The interesting thing is going to be the Hillary Clinton question. I think its a very difficult question for her given her 2003 war vote that she is still paying penance for. Will she still be as hawkish as the Obama Administration wants to be at this point . What is the general feeling among democrats, if you can, i guess, generalize if there is a generalized feeling about it about the potential of sending additional troops into iraq . Yeah jose well in general, democratic voters are very skeptical about getting back in iraq. There were people in february who found republicans were twice as likely as democrats to say we should send more troops to iraq. Only 22 of democrats were in favor of that. The big concern of sending more troops to isis is that we would get embedded deeper in another war. Hillary clinton has been stuck in the past on these kinds of policy questions. Shell wait until the white house does something and then say she comes out and supports them. She was, of course secretary of state under obama. But it could open potential for Margaret OmalleyBernie Sanders to once again talk about the war vote and put some distance between themselves and herself and the white house. Bush is also responding to the white house shakeup naming a new campaign manager. Lets listen to this. Im confident that the team in place will do their job and i have to do my job as well. I dont read the polls. Its fun to see them when youre winning, not so much fun when youre not. It doesnt really matter though. Its june, for crying out loud so we have a long way to go. That long way to go includes a campaign a very large group of people. Is this campaign in a good place, david . Theres actually a New Hampshire poll out there that shows him ahead with the largest lead hes ever had in any poll this year. So its very difficult sometimes to figure out the health of these campaigns. I think this is an indication that he wasnt happy with the sort of Media Coverage he was getting and the response that his campaign had or his precampaign, i should say. He hasnt formally announced yet. We know hes probably going to do this next week. But republicans are crediting him with doing it now and not waiting and making a decisive you know staffing change right now. The pope has been criticized for not having a heavier stance against putin in the past because he didnt want to hurt his relations with the orthodox but lets see if this time he will have stronger words for putin. What do you think the pope is trying to accomplish with his visit . The first and most important thing is being seen with pope francis at a time when the west for good reason i would say, is trying to isolate him is already helpful to putin from the start. Its highly suggested they could find some Common Ground on the situation of christians in the middle east. The vatican has not been in favor, its really been against western intervention in syria. They have that in common. But then there is ukraine. The pope has not spoken out against the russian meddling in ukraine, and i think the pope is hoping to keep the vaticans position where it is on that. But the pope also has to listen i think, to the Catholic Church in ukraine. Catholics are a minority but an important minority in ukraine, and theyve sided with kiev over moscow. So we will see if the pope moves at all on that front. In general, the vaticans Foreign Policy is a mixture of values and practicinggmatism. Developing across colorado the Movie Theater shooting is resuming right now after the judge released three jurors yesterday when learning one was exposed to news sites of the case and telling two others. After that he released the two others. There are three of you missing, weve lost three jurors. Please dont speculate about that. It has a great impact and i think the judge made a mistake. I think he should have ex kudcused one juror, not three jurors the one who had the information about the defense seeking a mistrial and not being denied. Obviously that juror, jose had been watching Television News clips about the trial. But to excuse the other two jurors who simply were the recipients of that information, i think, was flawed. Youve got to covet, as a judge, these jurors much like your own kids. You need them at the end of the day. How difficult is it for a jury to completely avoid seeing or hearing about the very public trial in todays world of social media . Absolutely. Thats a great point. And i think what the judge should have done is he should have brought in the three jurors he ended up excusing and questioned them outside the presence of everybody else with a Court Reporter to find out exactly what happened, to make every effort to keep these jurors because the Massive Media attention on this case makes it next to impossible to not even discuss the case. And, jose another quick point. I think the judge also made another mistake. He should have told the remaining jurors why those three jurors were excused so they werent left to speculate. It almost prop gated more speculation. I want to ask you about a case in california. A man struck several times in the head by police while under arrest. They hit him with batons only have tasers failed they say. Whats your reaction to this . Looking at your video, its obvious this young man is not posing an immediate threat of harm to the Police Officers. To be hitting him with a baton and tasering him look hes down. There are several Police Officers already on top of him, and i think this is another example of a pattern and practice of many Police Officers nationwide using excessive force. The ntsb just released a new report on last months deadly amtrak derail finding. The engineer was not on his phone at the time of the crash. That finding is based on detailed examination of the engineers phone data and cell phone transmission from may 12. The ntsb says no calls or text or Data Transmission was found while he was operating the train. He always maintained his phone was in his bag prior to the accident that left eight people dead and more than 200 others injured. Investigators are still looking at a wide range of evidence to determine if the cause was due to a mechanical malfunction or human error. Now, officials already determined the train was going 106 Miles Per Hour on a curve with a 60mileanhour speed limit when it crashed.
