Iraq, an effort which is a show of force. It comes on the same day that pilots with the uae joined forces launching their own strikes against isis. We have all the details covered. Keir simmons is on the ground. We are following other big stories with iran. Keir, lets start with you. How significant is this Troop Movement this morning . Reporter jose good morning. Its clearly another move by the jordanians to show their force. Thousands of troops are being sent to the border to protect the border. As you mentioned, it comes as the uae says it has conducted its first major strikes against isis using its f16s from a base here in jordan. It comes together as the king of jordans push to try to unite nations in this region in a new push against the isis in iraq and syria. At the same time there are aspects pushing against this. Theres an interview this morning with syrias president assad in which he suggests there are some communications between his government and the allied forces arranged against isis and the deputy Prime Minister of iraq is saying he does nots believe that his forces are ready for a ground offensive. It could be a month before they are ready. Keir, thank you. While jordan prepares to step up the fight with isis the white house might be on the verge of expanding their efforts. President obama expected to ask for authorization as soon as tomorrow. Chris jansing is following this from the white house. This is what everybody is known for authorization of the use of military force. Its gloing to be interesting to see what the language is oen it. The white house has been working on this closely with capitol hill, maybe as closely as they have worked on any piece of legislation. Youll look for three things. The first one is what does it say about boots on the ground within thats going to be the biggest sticking point. People like nancy pelosi who say thats a nonstarter. Others on the right say we need to give the president the openended authorization that he might need. Maybe theres language somewhere in the middle that restricts boots on the ground for very specific purposes. Say if they needed to rescue u. S. Personnel on the ground. The second thing, how long will it last . Few people who voted thought it would still be used more than a decade later. So there maybe time restrictions here. Will there be geographic boundaries . Will it be limited to iraq and syria or could it go wherever isis goes . There are a lot of republicans who say this is an evolving threat and wherever isis shows its ugly head we need to be places like north africa. Those are going to be the three areas of language to look at very closely. Nobody thinks this is going to be an easy lift. The white house hopes because of the consultation they have done it will be a good starting point. What happens once congress does get its hands on the aumf . There have been the highest levels of this administration who have been involved in it from secretary kerry to susan rice and her deputy. They have spent a lot of time talking to those folks. The first thing you should look for is a hearing. Bob corker has been talking to the president about this. He rode on air force one to tennessee last month. Thats going to be the first time we get a sense of where this debate may be going. But again, i dont think anybody thinks this is going to be an easy lift or go quickly. That debate could quick for weeks or even months. Chris jansing, good to see you. Now to iran. Just a half hour from now a group of lawmakers will go behind closed doors to get the latest on Nuclear Negotiations with that country. Its a sign were getting close to crunch time. The dead line to reach a basic agreement. To curb the Nuclear Program comes next month. Its been pushed back many times in the past but president obama says not this time. The issues are sufficiently narrowed and clarified. Were at a point where they need to make a decision. Ali is our man in tehran. He joins me it morning. Do iranian officials think a deal can get done . Well, they certainly want a deal to get done. The highest authority in the land say he would go along with any agreement that could be made, but hes not for a bad deal. No agreement is better than a bad agreement. However, a remark to keep powerful hard line loyalists at bay said iranian nation will not accept any demands. They are setting themselves up for a deal to happen but hes making it clear that if a deal doesnt happen its not irans fault. They have made many concessions to the United States. If this deal wants to fall through, it would be the United States fault. The chief negotiator for iran says this is the make or break point. But he also said that if a deal didnt happen, its not the end of the world. Iran would find other ways to fight the sanctions that have been so debilitating to their economy. What do we know thats in the deal . Theres very Little Information on it right now. Reporter they have been careful not to let a lot of information out. The sticking points of this deal is the scope and scale of their enrichment program, the time line in which sanctions will be taken away and any time line for this deal. What the west wants to make sure that they do sign a deal on the dotted line with iran. It will take away any breakout ability they have. These were emails, many he exchanged personally with ordinary constituents who emailed him while he was governor. He still gives out the same email address. He mentions it in the book himself. I have seen him do this with random people he meets in the street. So hes trying to convey this idea hes very approachable, which is a strong contrast to some of the other candidates we have seen. The biggest one that republicans want you to think of is Hillary Clinton. The rnc is launching a clinton is hiding initiative to try to highlight her lack of public appearances. Shes not known for trading personal emails. Youre not running for president , but just about every republican who is running is headed there. How is someone like Chris Christie received there compared to jeb bush when he heads there next month . I was covering Chris Christie is trying to come back. Hes articulating his record in new jersey. He was trying to get away from the bridge episode that has hobbled his own political future. Chris christie in the past yelling at teachers at town Hall Meetings coraling with constituents, that wasnt there in iowa. Hes making a case for himself that he can be a new voice for the republican party. He can win in a blue state and be a sweptconservative. Every iowa voter i spoke to this weekend remain undecided. They are still skeptical about bush and christie. They want to see a conservative nominee. Alex some chaos in clinton world. It has to do with david brock. Hes an interest. Ing figure. Hes a former right wing journalist who spent the 90s looking for dirt on the clintons and is now one of their top defenders. He was also on the board of another key super pac. He resigned abruptly accusing him of orchestrating a political hit job against his own organizations. That was yesterday, but within 12 hours of that story coming out, they were already heading towards a quick reconciliation. But for people who lived during the 2008 Hillary Clinton campaign, this is a concern about a return to the bad old days. Jeb bush proving emails never die, but neither do tweets. From his tech adviser who had offensive tweets in the past. He says the governor believes the comments were inappropriate. Hes a great talent in the tech world and were excited to have him on board to rise. What happened here . Well this is the nature of president ial politics. Theres a high standards for everything right now. That means even hires who arent in. The public eye are scrutinized. Its all his tweets. There were some that were pretty offensive about women. This is a sensitive issue because the tech world has a frat boy reputation. This doesnt help. It feeds into that. Just to be clear, this is a young guy. The only truly awful tweets about women most people are referring to were in 2009, the year he graduated college. I have a feeling there are a lot of president s who if if they had twitter when they were around 20 we may have some similar stories and some explaining to do. But he tried to put the matter to rest with one last tweet saying i deleted old jokes i made years ago i no longer find funny or appropriate learning maturing. Thats the end of that for now. They arent the ones who have to head to iowa. What are iowans saying about Hillary Clinton . I went to a ready for war event in ames, iowa on sunday. You get the sense that democrats in iowa want to see a real race. Theres a lot of respect for Hillary Clinton. Shes still the favorite of a majority of democrats in iowa. Shes way ahead in the polls. But they are interested in Martin Omalley Bernie Sanders, hes going to be here later this month. They see all this action on the republican side and they say what happened to the democratic race . While she was there there was apparently somebody else there that has measles and we were notified that this happened. Right now, the kids are at home under quarantine and were waiting to 21 days after their exposure for them to start showing signs of measles. So doctor because i just feel for you. Here we come back to the situation. Theres a parent that brought their kid into the Doctors Office because they had meezasles. Does it mean the kid was not vaccinated . Its so important that we get information out and what we as parents can do to protect your child and ours. I do not have any information about the patient that exposed my children. Over 90 of the people exposed, if they are unimmunized, contract it versus if you are immiezed, its a very, very small number that actually can get it. Well, unfshtly we have had a lot of practice a few years back. Were coping. We get almost six feet of snow in the last 16 days. Cities open the main thorough fairs are cleared. The secondary roads, were going to have to go back to the next and clear some of the intersections. We have been doing that. They have been out working 20hour shifts. Where are you putting all the snow . We are pushing it. We do have a piece of property that we do transport snow to. The governor brought an Emergency Management team in and we cleared snow last week and hopefully well get more funding. The governor declared a state of emergency and hopefully there will be some federal funds coming in to help clear. About dl 4 million for snow removal. Were probably well over that now. So we do have some issues. We have to clear the snow. We picked up the garbage every day. Well continue to do so. So the city is wide open. By the time we get to sunday, that dips all the way down through georgia and single digit windchills as far south as savannah. This is going to be two storms with a close call for boston. A fascinating interview with the leader of syria. Hes ols appeared on western tv a couple times. But in an interview with the bbc, assad defends himself and his government against accusations that his own forces have killed thousands of civilians in nearly four years of war. Human rights watch this year has said that forces by Bashar Al Assad have deliberately attacked civilians using weapons notoriously barrel bombs. Its childish. If somebody was against his people the great powers in the west and survive how . If you kill the Syrian People to support you, as you have the public support it means you are defending the people. Thats common sense. The Washington Bureau chief in washington, good to see you, how are you . Good morning, jose. What did you hear from these interviews with the leader of syria . You know, when i was reading it i kept thinking of words like delusional surreal, evil. This man has been killing his people on mass for the last four years using chemical weapons. He was making fun of the acquisition that hes been throwing barrel bombs, which have been documented repeatedly. We have seen photographs of this. We have seen the effects of the dead bodies and saying we dont have barrels and pots and pans. Its beyond cruel. Hes enjoying it. Hes getting away with murder. Now the United States essentially is leaving him alone to his own devises. Theres a tremendous misunderstanding when people think they can go after isis without going. After assad, who has been the very magnet that brought these brutes to syria in the first place. Its so important what youre talking about. Its good we put a focus on whats going on in syria because this is not a se mant call discussion that some leader is having with a journalist. This is a person where theres actually blood, suffering, dreams that are destroyed and not by the thousands, but by the hundreds of thousands and the amount of people that have had to be displaced have left that country, their lives shattered forever. This is a gentleman who seems convinced that his people love him. When you live in denial you have to admit that. You have to say that to yourself. He probably believes it. Thats the tragedy of it. But also as you mentioned, onethird of syrians have been displaced in the last four years because of his actions. Millions have flooded lebanon and jordan and other places making these countries much weaker. Leaving assad in place means that the whole Eastern Mediterranean could collapse literally and everybody in the world would be forced to pick up the pieces. Thats why if he remains in power for the next six months or another year, i dont know what will happen to the whole Eastern Mediterranean. Thats why going after isis and ignoring assad is a strategic blunder. Assad said hes getting information from the u. S. About airstrikes in syria. Is that true . Absolutely its true. I have officials that have corroborated that. The tragedy is that you hear from american officials. One reason we cannot hit assad is we are afraid of the iranian reaction in iraq which could come in the form of ieds. Iran today is calling the shots in four capitals in baghdad, damascus beirut and yemen. That is the tragedy. We are sharing the fight against isis with iran we are sharing the iraqi air space with iranian fighters and the air space with syrian fighters. We bomb assad, isis, assad bomb. The other rebels. Thats the reality of it. The tragedy of syrias nefarious work in places like lebanon, where they have been behind possibly killing the Prime Minister its just a horrible situation. I want to talk to you about jordan. They are sending thousands of troops to the border with iraq. Do you think something could be happening there that could have an impact on the whole middle east . I think essentially this is a smart precautionary measure. They are concerned about infiltration. People forget there has been clashes between the Jordanian Army and isis people before just like in the south. So jordan is under tremendous pressure. Theres almost a million refugees there. They have tough economic situation. Thats why jordan deserves the support of the states and the world organizations and the United States to keep it afloat economically, to employ and deal effective militarily with the rising tide of isis. Jordan has been doing the right thing in the last after the heinous killing of the jordanian pilot. Jordan on its own cannot do it. The jordans are doing today is not sustainable unless it is part of a regional approach. Im happy they sent f16s to jordan to help. But essentially the United States and its allies and european allies should revisit the whole strategy and really go after isis. Were not choosing strategic bombing. Its not enough. We are deterring them and containing them at best. We are not doing what is needed to destroy them as the president keeps saying. This happens as isis and other terrorist groups are gaining more footholds in areas in the past they werent in. What a pleasure to see you. Thanks for being with me. After meeting with the german chancellor at the white house, president obama says the u. S. Is considering providing lethal defensive weapons to ukraine, something germany opposes. Lets bring in William Taylor good to see you. Lets talk about this split between president obama and chancellor merkel. How significant is it . Not very significant. They both agree that this is not going to end on the battlefield. This is not the point of lethal weapons that the president is considering. They agree that in order to bring putin to the table, they need to put pressure on him. So the pressure has been pretty intense from the economic sanctions. There the europeans and americans and germans in the lead there have been united. So theres not a major disagreement on how to proceed. Thats to get putin to negotiating table and to pull back. It seems as though putin acts on his own terms in his own time. Its difficult to forsee anything that the west could do to force what hes not willing to do after these painful sanctions. Hes still doing what he wants to do. He is, so therefore, the price must go up. The price can be paid in economic sanctions that could be harsher and deeper and broader, but also in terms of being able to push back enabling the ukrainians to push back on the russian military, that is invading their country in ukraine. Do you think it would be a good idea to provide defensive weapons . What kind of impact would that have . I think that would have an impact on mr. Putin. He would have to recognize that the west, in particular the americans and other europeans as well are supporting ukraine in the fight to push back on him and to bring him to the table. I do think lethal weapons that are able to demonstrate and show mr. Putin that the more he puts military forces in the more russian soldiers are going to be killed. Msnbc exclusive, ari melber talked with the man looking to break the constant cycle of corruption in new york city politics. Ari joins me this morning, how are you. Good. Good morning to you, jose. I sat down with the top federal prosecutor in new york his first interview since he indicted new york speaker Shelly Silver on corruption charges. We talked about money and politics prosecuting terrorists Insider Trading and his push for prison reform. I also asked him about his review of that Anticorruption Commission that you mentioned Governor Cuomo did disband it and basically he took issue with some of the governors statements. Here is that part of the interview. The commission was disbanded in nine months it was expected to be empowered to investigate corruption and bring Corruption Cases for a longer period of time. Thats just by way of background. Now, when anything happens with respect to corruption and a commission is shut down or a commission is established for particular reasons, it is natural for people to ask questions about it so theres nothing wrong with asking questions about it. Asking questions, many people have been asking Governor Cuomos office questions about it. He said he cannot comment on the topic because you said a public dialogue is not helpful to the investigation. Is that correct or do any rules prevent him commenting on the corruption investigation . People are able to exercise their public role in the way they see fit, theyre allowed to exercise their First Amendment rights. I think it is a different thing to say that people shouldnt be talking to potential witnesses in a case when prosecutors and fbi agents and other investigators are looking at something, but i dont think i or anyone else said to any particular person you shouldnt be talking about how he or she made decisions publicly. You didnt say that. I want to be clear. He said as i believe the u. S. Attorney has made it clear that ongoing public dialogue is not helpful to his investigation, we will have no additional comment on the matter. Well, first of all, i dont think thats true because i have heard comments that have been attributed to the governor so how he wants to interpret what he can and cannot say is up to him and you can direct those questions elsewhere. More broadly, you have said the problem in new yorks political culture, something people relate to around the country is three men in a room making decisions for everybody else. When youre done here whos going to be left in that room . I dont know. And membership of the room seems to be changing it changed last week when a new Assembly Speaker was put in power. I was speaking out of frustration as a citizen. I think a lot of people expressed the same frustration. When you have all of the decisions that are so important to the people of the state being made almost by fee at by three people in a room it makes you wonder what kind of decisions are being made. Imagine if the same level of decisions were made by just the president and john boehner and now Mitch Mcconnell i think people wouldnt tolerate it very long. One wonders why it is tolerated so much in new york state. And you spoke with him about what it is taking to protect new york from terror threats like for example, from groups like isis. Thats right, jose. As top federal prosecutor in new york he handles all those cases just like Rudy Giuliani and jim comey who now runs the fbi. He says they continue to keep close watch with the fbi on potential threats, including al qaeda, and he has jailed several convicted members of al qaeda who sought to attack u. S. Interests here and abroad. I did ask him directly about isis. We will play that in our broadcast tomorrow. But what was interesting about that was he did not take the opportunity, i will say this to cast isis as a current threat on par with al qaeda in new york although he said he takes of course all potential threats seriously. Big developments in the fight with isis as the white house prepares to request new authorization, jordan is sending troops to its border with iraq. At the same time f16s from the tiny nation of United Arab Emirates launched their first strikes against isis targets this morning. Richard engel, nbcs chief Foreign Correspondent following it all, joins us from istanbul turkey. Good morning. Tell me what you make of new developments. Reporter well i think we are seeing a little bit more of the same frankly. Jordan is making a big play at home to show its people that it is taking the war against isis seriously after its pilot was brutally executed. The uae is joining in the fight, which is something we had seen before but had been something delayed. So more air strikes certainly are a problem for isis but it is not the kind of problem that isis is going to find as an existential challenge. And seems like jordan is kind of the lead in fighting isis at least for now, right . Reporter no, i think the u. S. Is still in the lead but the reason i keep looking down at my phone is i think we have a developing story right now. You know that American Woman, Kayla Mueller, who isis claimed a couple days ago had been killed. Im just reading now, it says for Immediate Release that there has been a statement from her family confirming that she has died. If you dont mind let me read it to you. Says from prescott arizona. Carl and marsha mueller, parents of Kayla Jean Mueller together with kaylas brother eric and his family today released the following statement. And it says quote, we are heartbroken to share that we have received confirmation that Kayla Jean Mueller has lost her life. So this is obviously a Terrible Development for the family to learn and to announce. She had been held by isis since august, 2013 a humanitarian worker, 26 years old who was living here and working here in turkey then decided that she wanted to expand her work helping Syrian Refugees traveling into syria. She was volunteering at a hospital in aleppo province then was kidnapped by isis. Isis hadnt made a lot of statements. We had known very little about her situation. The family had been keeping it close under wraps until a few days ago isis put out a series of photographs claiming that kayla had been killed by a Coalition Air strike and the family had been very cautious expressing hope she was still alive until moments ago this statement from the family saying we are sad to announce we have confirmation of her death. What a tragedy, richard, that this confirmation comes this morning. We had as you said heard so little about any communication that the family had with isis so little about proof of life even before isis claimed she died in one of these jordanian bombings. It is just so Little Information to go on such a tragedy as this news breaks this morning on the rundown. She was last heard from alive by her family some time ago. Been a long time since they had proof she was alive, right, richard . Reporter there had been some private communications between the family through intermediaries with isis. There had been talk perhaps of a ransom. Isis as you know has been very keen to ransom western hostages in the past especially european hostages. They had been getting between 3 and 5 Million Euros per european hostage. And thats been an important source of cash for isis. When they have found americans or british residents, they have been executing them because the u. K. And the United States are unwilling to pay ransoms to isis, but we hadnt heard about her, which gave some hope that perhaps some sort of deal a prisoner swap a ransom some sort of arrangement could be made, and that was one of the reasons that the family was so insistent that the media remain silent about her case. Frankly we and other news organizations have known her name and status for a long time but at the familys request, had been keeping that discrete. And then when isis put out a few days ago this release saying she had been killed by an air strike, obviously things escalated. The family agreed to release her name and just a few minutes ago saying in fact she had been killed. There may be more to this statement, if you will allow me to look here. The statement coming from the family saying kayla was a compassionate and devoted humanitarian, she dedicated the whole of her young life to helping those in need of freedom, justice and peace. In a letter to her father on his birthday in 2011 kayla wrote, quote, i find god in the suffering eyes reflected in mine. If this is how you are revealed to me this is how i will forever seek you. So the family putting out a carefully worded very emotional statement not only confirming that they have information that she, in fact lost her life in syria but also painting a picture of her character as someone who was dedicated to humanitarian works who found her, according to the statement, spiritual fulfillment in the eyes of those she was helping. Stay with me. I want to bring in a Senior Analyst with life point global partners. Thank you for being with us on a sad and tragic moment. Indeed. When we learn and confirmation, the white house also confirming that she has died. Tell me about why in this case it was handled in a different way by isis. In the past they put out proof of life videos, they had actually hostages saying their lives are in danger unless theres this or this or this. In her case very Little Information. Look, there may have been secret talks, underground, under the table between the family intermediaries and isis trying to negotiate possible ransom. The other point of that is that isis did not explain to the International Community why it kept miss mueller hostage, but i believe i think ransom was the goal here. It did not succeed with other american hostages. The United States refused to negotiate the release, and i feel that isis felt it has leverage with this lady over the american journalists. And i want to read because part of the release the family put out a little while ago includes this letter they received from her while she was still in captivity. Were going to of course have more on this throughout the program, and here on msnbc, but among the things she says in this letter is if you are receiving this letter it means that i am still detained but my cell mates have been released. I asked them to contact you and send you this letter. She goes on about how important it is to have god. I remember mom always telling me all in all in the end the only one you really have is god. I have come to a place in experience where in every sense of the word i have surrendered myself to our creator because literally there is no one else. Talk to me about why isis would deal with her case differently, why isis would continue the suffering of an innocent family for months on end, threatening if any information is released they would kill her, and why is it that in her case this happened the way it did . Look i think isis in the case of hostages, we talked about ransom besides ransom kidnapping western hostages aims at having western countries that refuse to negotiate kneel to its will to submit. Tried to do with the jordanian pilot and the journalists. They look at miss mueller as an object they could use against the United States in this kind of situation, that it could finally make the United States kneel to the will and that it could pressure the family to add more pressure on the u. S. Government to finally negotiate with it. The other part of that is a lot of people speculated because she was a lady that isis would refuse to put her on camera thats not the case isis just wanted to use her as leverage. I want to go back to richard in istanbul with more information. Richard . Reporter you mentioned that the white house has in fact confirmed her death. I just received a statement from the white house from the president. It is with profound sadness we have learned of the death of Kayla Jean Mueller. On behalf of the American People michelle and i convey our deepest condolences to her family her parents, and to all those that loved kayla deeply. At this time of unimaginable suffering, the country shares in their grief. The final graph of the paragraph of the statement from kaylas family is really quite revealing in this time of incredible pain for them. It says our hearts are breaking for our only daughter but we will continue on in peace, dignity and love for her. We will remain heartbroken also for the families of other captives who did not make it home safely. So the family goes on to say in lieu of flowers, theyre asking for donations be made to charities like the ones that kayla was working for, like the one that she gave her life working for. Richard, stay with me. I want to go to senator bob casey with us this morning. Senator, thanks for being with me. I want to start this conversation with you with your reaction to this horrible tragedy of this American Family and theyre learning today their daughter was indeed killed. Jose it is horrific. And we as so many will today offer condolences to the family. This is the nightmare scenario for any family especially when you have an individual like kayla who gave her life and dedicated herself to humanitarian causes in the most dangerous places in the world. We are deeply saddened and we should also at the same time reassert renew our commitment to the fight against isis. This is going to be a long tough fight, and we have to remain committed to it. Senator, i think it is important to focus back on exactly why she died. It doesnt have anything to do with jordan doesnt have anything to do with bombings it has everything to do with a terrorist group that seized her, has been torturing her family and causing this pain to continue, and this is just one family thats dealing with something that isis has been carrying out for months now to millions, i should say at least tens of thousands of people effected one way or another, by isis. Absolutely. And they just within the last couple of days used her as a pawn used her captivity as a pawn in a really evil attempt to try to persuade people around the world. So it just is another reminder theyll stop at nothing, even taking the only daughter of a family. We really are in mourning and will continue to be with her family. How do you handle Something Like this a situation like this. The president is asking for authorization for war and it is a group that doesnt have a Standing Army they do have a lot of land, but they can hide easily. How do you deal how do you fight a group like this senator . I think, jose we have in place now the outlines of a strategy and obviously some of that has played out. You have 60 countries allied together, 60 nation coalition, jordan, and news from uae that theyre even more committed than before, the jordanians are fighting very hard now. I think you have outlines of it. This is going to be a different kind of fight. It wont be exactly the same kind of strategy than we put against al qaeda, for example, because to a certain extent or should say to a large extent this is an organization that is a terrorist group and they have a fighting force, and they capture territory, and theyre a criminal syndicate at the same time that can raise money and sustain themselves. This has to be this broader strategy has to be employed and it is not going to be not going to get it right the next few weeks or months we have to continue to focus on this. It is one of the main reasons we have to have debate in senate and house about use of force and how to do it in the context of isis not in the context of 2001 or 2003. Senator, thank you so much for being with me today. Appreciate your time. Want to go back to istanbul and Richard Engel has more on the breaking news this morning. Richard . Reporter u. S. Officials say they cannot confirm exactly how or significantly when Kayla Mueller died. This is important because it raises the question isis story line, doesnt raise the question that shes no longer with us but it questions how isis says she died. According to isis this woman, the aid worker was captured in august, 2013 near aleppo she was in their custody until last friday, and thats when isis claims because of intensified air strikes that she died one of the Jordanian Air strikes around the city of aleppo struck a building where she was being held and she died. What u. S. Officials are saying now is they dont know exactly when or how she died so it is very possible that she died at an earlier time that isis is trying to pin the blame on jordan. I have spoken to several syrian activists, including those with connections inthat question isis claims of events. They dont think isis is telling the truth, they think she could have died under other circumstances, perhaps killed at an earlier time died of some other cause, and that they are trying to make a link to her death and the u. S. Led coalition. Jordanian air strikes were carried out in close coordination with u. S. Military it was the u. S. Military that chose the targeting list for air strikes. What isis is trying to say is it was the u. S. Military by choosing targets, that killed this american hostage, and what u. S. Officials are now saying is yes, unfortunately they can confirm she was killed. Apparently the family received some sort of communication from isis providing information that only they would have that confirmed that she had, in fact been killed, but they have not been able to provide convincing evidence she was killed in the way that isis says she was killed. And richard, i want to use your vast experience on this. It just seems that their explanation of what happened doesnt make sense frankly because you have a hostage being killed in a building that is bombed and they this terrorist group says that the only person killed was the american hostage so the building was abandoned, but one hostage, theres no one to guard, no one to have infrastructure . It doesnt seem to make any sense. Reporter they also didnt produce any photographs which is unusual for a group like isis which doesnt shy away from putting grisly images online. They do have a particular sensitivity about women, this is after all a deranged Islamic Fundamentalist Group using its own very hard line interpretation of medieval islamic law, so people thought they were being skeptical about talking about kayla because she was a woman. There was talk maybe she had been married off, there had been lots of rumors about what her fate was. When they came out and said yes, shes dead and she died in a Coalition Air strike but were not going to give you any more proof other than our word and a couple of pictures of a destroyed building many activists like you were suggesting were saying it didnt add up to them. This is the same Group Negotiating with jordan to release a prisoner they had when they still had the pilot alive who was already dead and had been burned. Richard, stay with us. I want to go to the white house. Kris jansing is there. Reporter good morning, few things and picking up on the conversation you had with richard friday when the statement was first made by isis claiming this completely unverifiable method of death for this young woman. White house officials told me that it would probably any verification would not happen that day, would take several days, depends where intelligence resources were on the ground. These are complicated matters obviously and tremendous sensitivity with the parents who as you know after that put out a statement and were pleading for her safe return in the most poignant possible terms. Theres a group of people at the white house as you probably know who are in Constant Contact with the families of anyone any american held hostage. The details of exactly how that works arent completely public and in fact theres been some criticism of it, and it has been under review but apparently the mueller family felt very much informed and cared for, if thats the proper term by people at the white house, as much as you can be kept up to date on exactly what the situation is. And i think as you mentioned earlier, the white house has put out a pretty long statement. This is something that has been very close in the minds of many senior staff officials, and the president has said of him as well, as the president said in a statement kayla represents whats best about america and expressed her deep pride in the freedoms that we americans enjoy and that so many others strive for around the world. Of course she worked in a womans shelter, hiv clinic literally traveled around the world to turkey to work with Syrian Refugees to work with palestinian people. The white house statement goes further to say isil another name for isis is a hateful and abhorrent terrorist group whose actions stand in stark contrast to the spirit of people like kayla. On the president s schedule today there is no availability so it is unlikely if not unlikely at least not scheduled that we would hear from him today, there is a press briefing with josh earnest at 12 30 eastern time. Perhaps we will get more information then. Kris, want to take you to something richard just told us minutes ago, and i am going to read from it as well u. S. Officials say they cannot confirm cause of kaylas death or when she died but the family did receive a message from the captors with Additional Information the u. S. Was able to authenticate. The family was informed and the white house and family coordinated statements today. Just wondering, there must have been some information in that communication that really was convincing to the family that their daughter was indeed dead. We dont know, however, what that is because publicly we all know the only thing we know is from the family and what theyre releasing now. Reporter and obviously convincing to u. S. Officials who have been investigating this and have been using their own intelligence resources throughout the time she has been held by isis. And so obviously the president , the white house would not be putting out this statement if there was not pretty irrefutable evidence about what happened here. This also comes we should say, and i think we heard this from bob casey a little bit, at a time when the United States is looking at what to do about an authorization for use of military force. On friday i asked a Senior Administration official if it does indeed turn out that isis has taken the life of another american, how does it change the u. S. Strategy and the suggestion at that point was that the United States is already leading this coalition, that this coalition is determined to strike at isis and degrade and eventually destroy them, but you have to believe that certainly from an emotional standpoint it does have some impact as these discussions go on jose. Kris thank you very much. I was just reading here part of the familys release today, they released this copy of an unpublished letter she wrote in spring of 2014. You read this it breaks your heart into what this woman was feeling and how she was so clear about what she wanted in her life. Says do not fear for me. Andrea mitchell my colleague, stands by with more on this breaking news story. We do have confirmation andrea that she is dead no more information than that right now. Well i talked to officials and clearly they have the proof, they wont or cant say when she died or how she died. Theyre being very noninformative lets say about whether or not she could have died in that Jordanian Air strike as isis claimed. They said there was no military action near where they last thought she was, and no proof she had died but now isis has clearly provided proof. This came in a communication to the family. Then authenticated by u. S. Officials. So theres clear proof of death that led to the coordinated statement by the family and by the president , and as you, i am still going through this letter. This is the handwritten letter i dont know if kris showed this but this is the letter. We have it on screen now. You have it also which she handed off to other hostages presumably the french who got out in april, and it was the french hostage who said he had been a cell mate of hers and was then interviewed and he after being released gave information to the family and to u. S. Officials who were then planning the possibility of a rescue mission, which did take place over july 4th weekend and failed missed them by presumably a day or two, we are told found one or two strands of her hair knowing she had been there in that cell prior to the special forces going in. They of course found it empty. Isis has always been one step ahead of the u. S. Government and rescuers and anyone trying to find these hostages. Three were executed as we know. We dont at this point know how kayla died. The family has been working closely with the white house and did acknowledge yesterday while denying they had resisted rescue efforts, there was a report yesterday they did not want a rescue mission. They did acknowledge all they asked for was warning, a heads up from the white house, if there were going to be a rescue mission. So that was a disagreement with some of the reporting yesterday. But again, the heart breaking letter from her. She says i cant ask for forgiveness because no forgiveness could be given for having put you through this. I miss all of you as if it had been a decade of forced separation, as we know in the end it was about 18 months. I have had many long hours to think of the things i will do with lex, her brother, our first family camping trip first meeting at the airport. All of those memories that she had, and then she obviously had a great sense of mission and religious feeling, and she concludes with please be patient, give your pain to god. I know you would want to remain strong, that is exactly what i am doing, do not fear for me continue to pray as i will, and be gods will we will be together soon. She said there was a lot of fight left in her, and surely there was. And andrea continuing to read the letter which really just breaks your heart, you know she says i do not want the negotiations for my release to be your duty. If there is any other option take it even if it takes more time. I have been shown darkness light, have learned even in prison one can be free. I am grateful. I have come to see that there is good in every situation, sometimes we just have to look for it. What an extraordinary person kayla was. S. Hostage, says she has died. It was confirmed by the white house. Isis apparently sent a message to the family providing proof of kaylas death. A statement from the white house reads it is with profound sadness we learned of the death of Kayla Jean Mueller. On behalf of the American People, michelle and i convey our deepest condolences to kaylas family her parents, marsha and carl and her brother eric and his family and all those who loved kayla dearly. Richard, i will start with you. This is a tragic situation you brought us on the broadcast this morning. It had been so long before people could hear about her condition. A lot of this held secret, why. Reporter a lot of it held secret by the family. Kayla who had been based in turkey spent some of her earlier years working on other human projects, came here began to be involved trying to help victims of the war in syria. There are now over 200,000 People Killed in that war. She became engrossed with the subject, became decided that was going to be her passion. She went into syria with we are told two other people. She was kidnapped while volunteering at a hospital in aleppo province. This was in august 2013. She was taken by isis and then after that we heard almost nothing from her or about her. Journalists who have been looking into her case eventually found her name and found she was missing, but at the familys request, the International News media has been silent about the case. The family was expressing hope that perhaps this was a false claim, then a short while ago, 40 minutes ago now, the family issued this statement clearly coordinated with the white house. Also releasing a letter that kayla had written, handwritten note written in captivity, begging her parents for forgiveness for having put them through this horrible ordeal. Richard, stay with me. Want to go to keir simmons in ayman, jordan. The situation in jordan continues to develop as we speak this morning. This is such a tragedy that effects so many people. Just, you know what do you do . What do you say when a family like this is grieving when they get apparently confirmation that their daughter is dead. It is heart breaking in fact a couple months ago i was there in turkey where richard is spending time with Syrian Refugees families and children the kind of desperate people that she was there to try and help and traveled to the region to try and help and it says so much about who she was that she wanted to go there and help those it will compound the sense of loss. Here theyre already grieving over loss of pilot who was horrifically killed by isis. They will share in the grieving what we are seeing is extraordinary build up in the coalition against isis partly in response to that horrific death of the jordanian pilot. Saw the uaef16s bombing positions today, getting back safely. There are reports that the jordanians sent thousands of troops to the border. Sources tell nbc news to support that border to make sure that border is safe. There is a sense of a building push against isis and talk of possible ground offensive. I have to say the iraqi Prime Minister iraqi deputy Prime Minister says he doesnt believe their forces are ready for that yet. So there will be a sense of shock and also because we spoke a few days to the Jordanian Air force commander, he at that time told us he believed it was isis lies that she was killed in an air strike by the Jordanian Air strikes. We dont know how she did die. We dont know if thats the case. That was the claim by isis. But lets be clear, many many people will be making the point in hours and days to come that however she died isis bears responsibility for this. And thats key. Stay with me kier. Taking off on what he was saying last friday isis made a claim that included what happened to kayla. Tell us about that. Isis claimed the Jordanian Air strike launched on this specific site in rubbing awe, showing a partially dajds building, saying that in that compound she was held and was regrettably killed. I believe it was the to put strain on the jordanian government and United States to show the u. S. Coalition is not organized, that theres not trust, that collaboration is not there. After the jordanian government vowed to continue in the u. S. Led coalition to target isis intensifying the campaign there. The jordanian government launched over 50 air strikes on various isis territory, but did not launch air strike on raqaa, which refutes claims of isis. I want to show you life as you were speaking. We showed pictures that you all through flashpoint partners got as you have been searching. These are isis provided photos of the place they say was bombed by juror dane yans. Difficult to know who is bombing you, right . Number two, said this occurred friday. Photos were time stamped thursday. Is that correct . Thats correct. Tell us so theres discrepancy there. If the bombing happened friday and she was the only human being in the whole building thats also difficult to believe, the only person in this building they said she was killed during a bombing on friday what do the pictures say . First and foremost theres no way she was the only person in the compound. Isis doesnt just leave prisoners in the compounds and leave them without being guarded, without any other hostages likely isis still has more hostages. The point of this is that there is also a time difference of seven hours between the u. S. Eastern time and syrian time but the last part of this is that isis demonstrated before lack of understanding how the coalition is working. Sometimes couldnt differentiate between Coalition Led air strike and air strike from the syrian regime. Many different ways sometimes they label u. S. Led coalition in the same way they label the syrian air force, so you know the air strike could have taken place on that site. Kayla could have been killed in that site but isis might not have been able to know which air force was the one that launched the air strike and it capitalized on that to blame the jordanian government and try to create mistrust between jordan and the United States. As you have been saying this morning, theres a long statement put out by the white house today talking about Kayla Mueller and the person she is and the life of service that she lived. I think if you read what she has done in the time since she graduated college at 26 she had done more to make the world a better place than many of us ever will. It is with great humility that you read this. A lot of people at the white house as they considered this on a daytoday basis, the president himself has said previously that these are the kinds of things that he is updated on on almost a daily basis, if not a daily basis. We also know that theres contact thats made between folks here at the white house that has started from the time she was taken, very regular contact, and of course that would have been certainly much more frequent since friday when isis made these claims that indeed kayla had been killed. I want to read for you just a little bit of the statement put out by the white house because i think it talks about really what has been lost here. Kayla represents what is best about america and expressed her deep pride in the freedoms that we americans enjoy and that so many others strive for around the world. She said this is a quote from her, here we are, free to speak out without fear of being killed blessed to be protected by the same law we are subjected to free to see our families as we please free to cross borders, free to disagree. We have many people to thank for these freedoms and i see it as an injustice not to use them to the fullest. The white house calling isil a hateful, abhorrent terrorist group. This is the same terrorist Group Negotiating with jordan as they were trying to get a prisoner thats been held there released saying they had the pilot when they had killed him weeks before. This is a group that apparently now has showed some proof of death for the mueller family enough for them to feel their daughter is indeed dead. A group thats shown no compassion in any of the dealings with these individuals or for that fact governments involving any of the hostages it has had in the past several months. I think it is going to be very interesting in the coming days and hours to learn exactly, a, what proof of confirmation they provided the family, and more importantly whether or not that claim, to substantiate claim made it was a result of Jordanian Aircraft air strike was the result of that killing. These are important questions Going Forward that may shed more about the organization how they operate, and how they have been holding and dealing with some of the hostages. There are other westerners being held by isis one we saw recently in videotape, i think it will raise questions whether or not many of the hostages are held in the same area whether or not theyre held in different parts of the country, and if so what does that tell you about the organization its Decision Making how the hostages are being treated, and who is making the ultimate decision about the hostages and their fate. As ayman was saying the allegation was by isis that kayla had been killed as a result of the air raids, stepped up air raids that have been conducted from a base here in jordan. When i spoke to commander of the Jordanian Air force, described it as lies adamant, and that claim has not been confirmed since isis made that allegation. I have to say, we spent a good deal of time on that base watching the way the pilots worked. We were really impressed with the pilots and their professionalism and we saw how we arrived there, one occasion at 5 00 in the morning. They gathered had their briefing they had a breakfast and got ready, got their equipment on and then were told youre not flying today because of whatever reason but the point being that they were being strategic, careful about the way they carried out their bombing campaign. That was the impression we were given. At the same time, and by the way, too, the jordanian commander toeltd us that where they were bombing was not where isis claimed kayla was being held. At the same time, of course we dont know because it is always possible that an air strike that was aimed at tackling and targeting isis also left kayla badly wounded, that is possible because in the end jordan arent responsible for where isis was holding her, so that will be crucial, but there will be a sense of shared pain from here about this terrible news. We begin with breaking news. The family of Kayla Mueller, the American Woman held by isis now says they have received confirmation from isis that she is dead. Her parents released a statement saying in part we are heartbroken to share we received confirmation that Kayla Jean Mueller has lost her life. Kayla was a compassionate and devoted humanitarian, she dedicated the whole of her young life to helping those in need of freedom, justice and peace. The white house has also responded in a statement from president obama saying in part it is with profound sadness we learned of the death of Kayla Jean Mueller. On behalf of the American People, michelle and i convey our deepest condolences to kaylas family, her parents, marsha and carl, and her brother eric and his family, and all those who loved kayla dearly.
