I mean, this is pretty much unprecedented. And on the waterlogged west coast, the Pineapple Express is dumping more rain on the region with some areas getting up to a foot of rain since friday. Both coasts suffered this weekend, now the west coast slowly improves. That in a second. The east the beginning of a historic brutal stretch for this region. In boston we surpassed our snowiest 30day period officially on record. Most snow their records go back 150 years. Never seen this much snow in 30 days. Over 62 inches still snowing. Moderate steady snow. Already at 12 inching with this storm alone. Probably add another 6 inches by the time it ends early tomorrow morning. Can sue you can see, its not just boston but that area of massachusetts and cape cod and all the way up into maine, easily hit the hardest. About official statement out of the Weather Service from bangor maine, 53 inches of snow on the ground. Thats 4 1 2 feet of snow on the ground tying the most snow ever on the ground at one period and no signs of that melting. Over the next five days boston lucky to get into the upper 20s. Another snowstorm is possible for coastal portions of massachusetts, and maine on thursday. Thats the next thing we have to watch, and then behind that a well advertised we call this crosspolar flow. Cold bitterly cold air, coming down from the north pole. On this map, the white shows where the coldest air is. Right now where it should be. Northern canada and up to the north, but as we go through this week, huge High Pressure builds in the gulf of alaska and that cold air makes a run at the great lakes in the east. One shot comes down into the northeast on friday. Windchills as low as negative 30. Thats dangerous category and then maybe an even colder air mass comes down. It looks like chicago, green bay on saturday and that covers up much of the east coast with it peaking in the northeast on sunday. So, jose you get the idea here. We are going to go from historic snow amounts, no melting, to bitterly cold air. I mean dangerous cold over the next couple days. Man, youre saying at least probably until sunday . Oh at least through sunday into monday. And some of the extended stuff takes this cold and snowy pattern right through almost the end of february. Really no signs of relief for that area. Yes, were here in front of the seaPort District, in front of a vacant lot here. One of two locations where city officials are dumping snow that theyre taking from the streets. Taking it here to temporarily store and then hopefully it will melt later on. Theres a grave amount of concern that theyre running out of locations to store this snow. Theyve rented out some industrial machines to melt the snow. Its in front of us here now and city officials told me this morning they have melted some 7,500 tons of snow already since yesterday morning. And so they will continue to do these efforts, but bostons mayor has already raised concerns that theyve blown through the 18 million budget for snow emergencies, and so right here is where you can see how high the snow is towering. Its practically a ski slope, and this is one of two locations, as i said and theyre really hoping that they will be able to melt the snow and cut through what they have already in time for the fresh layers to come down. Let the draft of a Peace Agreement that has come together with france and germany see if it can take root even though the argument on the other side is that such agreements have not worked in the past. America is uniquely positioned for this. Shes from east germany. She speaks fluent russian, that taken the lead on this doing shuttle diplomacy over the weekend, by some counts talked to Vladimir Putin about 40 times over the last year, and the message will essentially be lets wait. See if this can work. Lets not act hastily. Whats going on on the other side well you heard ash carter, the president s nominee for defense secretary, when he was before Committee Last week. Suggesting that the ukrainians should be armed. We also heard it from a Bipartisan Group of u. S. Senators recently just there over the weekend in munich. So theres a very difficult decision for the president to make, and as we often hear in these case without Officials Say hes not going to be rushed into it. Hes going to consider it very carefully and there is a press conference with both the president and Angela Merkel late this morning, jose. This isnt the only thing the president and the german chancellor will be talking about today. Right . Reporter no. I mean obviously, this will be probably the focus of this discussion and i would think the focus of the News Conference, but isis is also very much on their minds. Obviously, germany a key part of this coalition and just as Angela Merkel is uniquely qualified to lead these negotiations with Vladimir Putin, theres a large Muslim Population in germany. 5 . Thats the largest in the European Union. They expect that to go up and obviously after what happened in paris, there is a lot of concern about the threat of isis. So that will probably be the other key topic. There are others including trade, but you can bet they will be very brief in their conversations that these are the top two conversations we expect them to have jose. What is your sense of how president obamas going to navigate the International Pressure from people like merkel to keep the conflict contained and the domestic pressure to get tougher on russia . Well i think hes going to listen carefully to Angela Merkel. If he breaks away from her he jumps in and arms the ukrainians and john mccain and others would like him to do that could well drive a wedge deep inside nato and for the president to really begin thinking about arming the ukrainians with lethal weapons requires him also to think about what happens if russia escalates not only there but elsewhere . What else is the United States prepared and willing to do . He has to have those questions answered before he would think about it. I think the president wants to buy time to think about it and not rush into action because hes got enough conflict in enough parts of his plate that it is overwhelming at the moment. This is another case where senator mccain, senator graham and others are calling for quick action and the president is saying, lets study. I want to read you part of what Angela Merkel said over the weekend about the possibility the u. S. Sends weapons to ukraine. She wrote, the problem is i cant see any situation in which an improved equipment of the Ukrainian Army leads to a situation where president putin is so impressed he will lose the military as far as militarily. Does she make a good point . A very good point. The costs that Vladimir Putin is paying for what hes doing in ukraine are very very small. You could say that his economy is imploding. As both with sanctions and the combined effect of cheap oil, but that hasnt deterred him from the rather low level of costs it can take to continue to keep ukraine destabilized and the world distracted by this. Hes negotiating with this and what needs to happen a large, strategic discussion. What does russia want what do we want from russia . Can we come to a deal . Hell keep doing this no matter how many arms we flood into ukraine. Unless were fully engaged, very disastrous for the world, but theres not a point he loses and ukrainians automatically win. Get trite our justice correspondent Pete Williams following the story joining me this morning. Pete, good morning. Whatted . Reporter okay. Lets look at the sequence of events here. A federal judge a couple weeks ago said alabamas ban on samesex marriages was unconstitutional. The state asked a federal Appeals Court to put a stay on that. It declined. The state went to the u. S. Supreme court said look this judges order goes into effect february 9th, today. Will you please act before then . And just within the last couple of minutes the Supreme Court apparently by a vote of 72 declined to grant that stay. Now, theres a dissent here. Justices Clarence Thomas and antonin scalia. Thomas said this is a strange thing for the court to do. We ought to be more respectful for the states. Yes, he says i know the u. S. Supreme courts going to take up this whole issue of samesex marriage. Quote, this acquiescence may well be seen as the senate of the corporate intended resolution of that question. Thats an interesting little line from Clarence Thomas predicting that the Supreme Court might be prepared to say that samesex marriage has to take place nationwide. In any event things are very dicey down in alabama, because the state Supreme Court justice down there roy moore, has said that state judges cant issue samesex marriage licenses that the federal judges ruling striking down the ban on samesex marriage is an interesting legal precedent but doesnt directly affect what happens in alabama. Advocates of samesex marriage said any state official whose refuse to grant licenses now could be legally liable themselves. Pete williams in washington. Thank you. You bet. Of course, well get reaction to this decision in alabama from the president of g. L. A. D. Later in the hour. Their command and control facilities have been attacked interrupting their command and control. Everything including the governing process in iraq itself is moving in the right direction. But the man in charge of the fight, marine general john allen, would say only that this is a far tougher fight than the one we faced in years past. Isil is as an entirely different level than al qaeda was. Are they harder to find now . They have adapted . They have and we expected that would be the case. You dont see the long convoys with flags flying in broad daylight, but we have also adapted our targeting process. Nbcs keir simmons at an air base in jordan near the town of azaraq. How is jordan working with the United States as this battle intensified . Reporter jordan has been taking the lead over the last few days. This is one of the f16 fighters theyve been using to target isis. This is a 2000pound bomb the kind of bomb they have been dropping on those isis targets that the secretary of state was talking about there. Targeting fuel depots ammo depots targeting the isis fighters themselves. One military leader says here that he believes that these f16 f16s have managed to kill 7,000 isis fighters. So they do think here in jord than they arejordan they are having a real effect. Because of what happened to the campaign, theyve stepped up this campaign. He was flying one of these f 16 16s, captured by isis and killed in that horrible way, burned to death. What appears to have happened it had a real effect galvanizing effect. Uae planes have come in to support jordan on this very base, and that seems to have been a real misstep for isis if you can describe it that way, that has turned the tables on them. The question now of course is whether there will be some kind of a ground offensive, what forces might be involved in that. The u. S. John kerry clear it wont involve u. S. Boots on the ground, what are they though planning to back up this air power and try to push isis out of that territory that its been holding . And i just want to take advantage of the fact youre in a pretty unusual place. Has there been a lot of movement there throughout the day . Reporter there have been. To be honest weve been here two days and we have seen many many flights take off both jordanian and u. S. F16s, u. S. F22s coming in to land here. Uae fwlaens gathering. This appears to be increaseingly an aaron central for the air battle, if you like, while that said, as i mention, in the end it may come down to Ground Forces and that may well be down to the iraqis, and there are lots of questions about that, jose, because after all it was the iraqi army that withdrew when isis pushed into mosul and into that part of iraq. Whats happening in alabama . A great day. The heart of the south is moving forward in a rapid way and half of the 14 states left to go are in the south. So its great to see one of the biggest ones moving forward. You know your organization is releasing new data on the state of gay rights. You found people are in some cases uncomfortable or very uncomfortable when it comes to same sex weddings and lgbt persons in general. What did you find . I think the highlight is weve come a long way. Twothirds of americans are comfortable, but there is a third that are still uncomfortable. And thats where the hard work starts. Thats building an acceptance across america for the lgbt people. How do you do that . Well i think its by dialoguing about it by visibility. Weve been very successful in this movement creating visibility and showing lgbt people and also about engaging our allies. Bringing the people who are nonlgbt along with us to support us. And they have a lot of power, obviously, in this country and a lot of numbers in this country. So really engaging and empowering them to help us along the way. And for example, on this situation in alabama today, that that do you think it certainly brings up a discourse on it. I mean people are talking about it. Yeah. I think, you know were talking about the south. Were talking about this is very progressive, i think, for the south. Especially for alabama. Theyre not the last state to come to the table. And so i think its really positive in a lot of ways. I think the discourse is kind of sad, because today should be the happiest day for so many couples in alabama, but instead its got this dark cloud over ter with the discourse, but nonetheless i think that building acceptance changing hearts and minds, is the job that g. L. A. D. Is doing in the south and its working. When can tums to the transgender community, the poll finds more than half of people would be uncomfortable to find out their child was getting a transgender person. What prizesurprises you about that . I think the Transgender Movement in our community is building visibility. Its been a phenomenal last year in 2014 and im seeing more and more in 2015 and visibility is critical for gaining acceptance and understanding, and so im really inspired that as we continue to build the visibility that youll see those numbers start to come down. Eddie ray routh charged with capital murder of his friend chris kyle at a shooting range in 2013. A small texas town is consumed by this big trial that is now under way. Jury selection is under way. Theyve called in about 800 potential jurors. Theyve got the number down to about 260 right now. You know one of the ripple effects of the storm is once the roads are clear, sidewalks are safe to walk on, what do you do with excess snow. City officials are less concerned about the individual storm, more worried how this will impact the already record breaking snow theyve seen the past few weeks. Thats why we are here in the sea Port District of boston, one of two snow farms where theyre storing snow trucking it in from the streets, bringing it here to temporarily hold and eventually melt. There are two locations, they have this industrial melt machine that effectively melts the snow. 150 tons of it in about an hour. City officials tell me they have melted some 7500 tons of snow in the past day alone. And thats only expected to continue. These numbers are expected to balloon through tuesday. Not clear how many were launched by jordanian planes but jordan has launched nearly 60 air strikes less than a week since isis released a video of their pilot being burned to death. Jordan is saying it has significantly intensified its air campaign and that it is more and more engaged in this fight. The question is how much impact they are. On meet the press, secretary kerry said they have been effective pinpointing and hitting isis leadership that much of the infrastructure has been destroyed. Is there any evidence of that in this battle . Reporter some. Secretary kerry said 22 of territory that isis held has been taken away. He also said that many top leaders from isis have been killed. The problem is that we have seen with al qaeda in the past you take away the leadership and they can quickly be replaced. Isis still holds the vast majority of territory it held before. The moment youre focused on one area, trying to defeat the terrorists, theres a possibility of emergence elsewhere. I think for me whats disconcerting is that if youve got groups previously that were affiliated to al qaeda and the Larger Network that are in pakistan, afghanistan, africa that are now squaring allegiance to yids this allows isis to project its power well beyond iraq and syria, and give the impression it is a more powerful organization. But also it will allow it to recruit a lot more people in those countries because these groups that were previously connected to al qaeda will now be a funnel allowing people to go from africa to isis. And jeb bush barely beat out paul in a New Hampshire poll. Shows immigration and common core resonating with New Hampshire voters. 41 say allowing undocumented immigrants to stay is a deal killer supporting push. 20 say common core is a deal killer. Can bush run . General Election Campaign strategy in New Hampshire . Remember these early polls are mainly driven by name identification. People see that bush name, it is familiar. You have a slice of the electorate gravitate toward that. If jeb bush wins the nomination he probably needs to win New Hampshire. His brother wasnt able to but jeb bush also probably has problems on issues you cite common core immigration in iowa so New Hampshire is going to be where he plants his flag but as you pointed out, rand paul although he had a tough week last week still has a high favorability rating with New Hampshire voters. I think youll see jeb bush rand paul and Scott Walker Chris Christie two other governors competing. And let me play what ted cruise had to say about jeb bush. Jeb bush is a good man, a good governor i respect him. If he chooses to run, certainly looks like he is going to he is going to have to make the case to republican primary voters concerning his record concerning certainly his support for common core concerning his policies on immigration. I think we will have a debate on that. Seems those two issues are the ones everyone will be focused on visavis bush. Thats right, jose. Theres no mystery what primary lines of attack will be from other candidates especially more conservative Tea Party Candidates like ted cruz. It is immigration and common Core Education standards. Now, worth noting that bush tried to approach this by not shieg away from his positions. He has been making it clear he wants to run unapologetically on his record when it comes to immigration, education. It will be a fascinating test. But we will see how it goes. The new orleans inspector general, five Police Officers in special victims unit routinely failed to investigate allegations of assault for years. He runs a newly formed taskforce, reinvestigating hundreds of Sexual Assault cases that were improperly dismissed or simply ignored. We dont want them victimized again by a Police Investigator not conducting their interview properly or sometimes misinterpreting things that happened. Last year the independent monitor found something strange. The number of reports of Forcible Rape in new orleans were 43 lower than in cities with comparable crime rates. A closer look found napd misclassified 46 of the offenses to anything but Forcible Rape. The more we heard from victims, the more people came forward and said these things are happening to me. Reporter in the wake of the investigation,er in cofounded a victim advocacy group. You were out drinking at a bar. They were being blamed by the officers explicitly blamed in some regards for what happened to them and then suddenly being blamed as well by some of the other officers during the interview process where the officers say things like you were allegedly raped. Reporter evidence showed five special victims detectives had not been investigating rape reports at all or left no proof they had. In three years, only 14 of the cases the detectives were assigned to had any documented investigative efforts at all. Those officers have been reassigned while under investigation. They could face criminal charges. Some city leaders say thats not enough. Any heads rolled due to this . Im sorry . Has anyone been terminated due to this . Have any heads rolled due to this . What are some barriers victims face in reporting rape . It is a relief to say the police dont blame them dont focus on somehow discrediting them. Prostitutes can be Sexual Assaulted, College Students under age drinking can be Sexual Assaulted. Reporter they arent just logistical, theyre emotional and psychological. Given the nature of the investigation, many of them are upset about having to go over the same information they have gone over maybe two or three years ago. Reporter one of the things mentioned by the advocates is it is a good sign when rape reporting goes up but the police want reports of crimes to go down. How do you reconcile that. We talk about reducing crime. I am not saying we want Sexual Assaults to occur, but we want the public and want victims of Sexual Assault to feel confident enough if they are Sexual Assaulted that they can come forward, they can work with us and we will get the investigation right.
