Snow, sleet and freezing rain. And more misery at the airports. More than 5,000 Flights Canceled since yesterday. Chicago digging out from a recordsetting 19 inches of snow as the boston area gets ready for another foot or more of snow on top of the more than 2 feet that fell from last weeks historic blizzard. We have it all covered on the rundown. Meteorologist bill karins is tracking the forecast. Nbcs tom costello is at laguardia and Kevin Tibbles is at chicagos ohare. Lets start with you. Punxsutawney phil saw his shadow. Yay. Apparently were in for six more weeks of this stuff. It seems like we are. It will take six weeks to melt whats on the ground in new england. 19 inches in chicago, ranks in their top five all time. In detroit, they ended up with about 16 inches of snowp this they had their single day highest snowfall in 40 years. What a storm. 2 continues this morning. Winter storm warning still going from cleveland to maine. Weve seen about 5 to 10 inches of snowfall across much of upstate new york. The lower Hudson Valley even northern new jersey is reporting between 5 to 10 inches of snow officially 3 inches fell in new york city. Now theyre getting sleet and theyll be in for sleet probably all morning long mixed in with freezing rain. That pink on the radar is that area of concern for sleet and freezing rain. Thats sneaking up in through southern portions of new england. Youll get snow there. By the time were all said and done, this doesnt include what fell in chicago and detroit. You will end up with the possibility of a foot to a foot and a half from Southern Maine to central portions of new england, including areas that did see the 3 feet of snow a week ago. Thankfully, the timing of the storm is pretty quick. By the time we get through about late afternoon, it ends in the Hudson Valley and clear out by midnight tonight, everyone is done by about midnight. I think the thing that will catch a lot of people with this storm, jose if theyre at work or school were at 35 degrees in new york city at 5 00 p. M. By the time we get to about midnight, the temperature drops down into the low 20s. Everything out there is going to be a hard rock. So a word to the wise clear it out now while you can. I swear i was just here a few days ago, oh, yeah i was on monday a week ago. Weve got 2,700 Flights Canceled nationwide today. Thats on top of 2,500 yesterday. Ill let Kevin Tibbles go into detail on whats happening in chicago this morning. Let me tell you whats happening at other major airports. New york city for example, 55 of Flights Canceled at newark airport. 33 canceled here at laguardia. By the way, weve got a lot of canceled red on the display screens here especially right now, flights into and out of laguardia right now for the most part are canceled. Well see what happens later in the day. And weve also got jfk right now with 6 . Make that 16 of Flights Canceled there. Weve also got 51 of Flights Canceled in boston and washington, d. C. Down in atlanta, really this is system wide detroit getting hit very hard as well today. The question will be how quickly they can dig out. This is not nearly the volume of snow we had last week at jfk and laguardia. It took them the better part of the day to get the snow up and out. Today we have about 4, 6 inches and we have rainy sleet on top of it. So they are open for business. We are expecting flights in and out of here but theres certainly going to be delays and cancellations rippling through the system. Chicago ohare and midway have been the most affected by that. Reporter well, fortunately im standing on the inside where a lot of people are getting a sunburn today from all of the flashing red lights that say canceled on the boards here. As you can see, people are still trying to get out of town. A lot of people had to sleep here in the airport overnight because of this 19 inches of snow that the areas got over the last couple of days. Schools are closed in the chicago area. The city still has 350 plows out, trying to clear the streets. A lot of streets here in chicago remain impassable this morning. Interestingly enough in toledo ohio, the mayor of toledo went out to check on the condition of his city last night and unfortunately we are reporting this morning he suffered a heart attack and remains in Critical Condition as a result. Here at ohare i just met with former chicago mayor richie daly who was trying to get home. He spent the night in cincinnati last night after being stranded on his way back to the city. He has a good job because hes no longer the mayor and does he not have to handle clearing the streets after all of this snow. As you know in chicago, if you dont get the streets cleaned and youre the mayor, your job is on the line. Back to you. Kevin tibbles, thank you so much. Now to the isis fight and the jordanian government redoubling its efforts to rescue a captured pilot from isis following the groups apparent murder of a japanese hostage over the weekend. We have a senior fellow at the council on foreign relations. Good to see you. Do you believe this jordanian pilot is still alive today . Its so hard to know. But what is pretty certain is that i think the effort to pale the jordanian people away from their government and make them rethink if their government should have been involved has failed. Youve seen the jordanian population rally behind this captured soldier and do everything they can to get him back and not shy away from the fact that they are in this fight against isis. Interesting article New York Times in the over the weekend, what isis has accomplished through this hostage standoff. What do you think . That is the real question. I mean they look like a monolith from the outside. This there has been a lot of discussion about exactly what are you gaining by executing these hostages and by alienating local populations and people who are just wondering what is this savagerys point . I dont think that has to be only folks who are in western countries. I think many people are wondering what it is they are actually after other than obviously to have land and territory in a political state. What is it this tactic is supposed to be gaining them. I want to play part of an interview with president obama over the weekend for you. We are deploying all the assets that we can, working with all the Coalition Allies that we can to identify their locations. We are in very close contact with the family trying to keep them updated. Obviously this is something thats heartbreaking for families and our obligation is to make sure we can do anything we can to try to make sure any american citizen is rescued from this situation. What do we know about this American Woman . Well what we know is kidnapping for ransom has become a huge Terrorism Financing tool. And a lot of folks have known about this young woman being held for a while. And the family has worked very very hard to keep it as quiet as possible. Because no one wants to do anything to jepopardize her safety or security. Its a tragic fact that at the beginning there were a number of families that band together. Shes the only remaining american that we know of whos being held by isis. No one wants to jeopardize any effort to be able to get her out. The question is is any tactic going to change in this kidnapping versus the others. We havent heard, that whole standoff about the jordanian pilot was proof of life that jordan wanted apparently they never got it. So far, isis has not used the American Woman was a bargaining chip, at least publicly. No. You know i really think this comes down to the question of the question you asked earlier, what are they trying to gain. The conflict is going on. Theres a discussion about whether the u. S. And iraqi forces with u. S. Air support will go in to try to retake mosul. Isis has held every iraqi city its taken since this summer. According to a new poll of likely republican caucusgoers, its another governor, scott walker of ws witness whos leading the packed gop field. Jeb bush not even making the top five. First of all, this poll was taken before romneys friday announcement that he wouldnt make another run at the white house. Western romney is taken out of the mix, whos benefiting. It doesnt show much change at all. You end up seeing jeb bushs numbers go up just slightly. Same thing for Chris Christie. To me, the biggest story in that entire poll shows the Republican Party continues to be divided between your Establishment Republicans and grass roots base. The poll of likely iowa caucusgoers on the republican side, your most conservative people, right now you have folks like Scott Walker Mike huckabee and rand paul leading that. As you mentioned, to me one of the biggest indications in that entire poll. Jeb bush is in fifth or sixth place. Chris christie is in sixth or eighth place whether or not you include mitt romney or not. That is a concern to these republicans. Theyll be able to raise a tremendous amount of money in 2016. The question is can they win over some of the conservative voters . The reality also is that iowa really is not a true reflection as far as even in the gop field of how the rest of the states and the rest of the country in the gop side feel. Thats a very good point. And so it does kind of show that iowa is going to be that Battle Ground to really be the conservative standard bearer in 2016 for republicans. Weve seen in the past in Rick Santorum was able to win iowa in 2012. Mike huckabee won iowa in 2008. Either ended up getting the republican nomination but they ended up getting to the finals against the establishment republican. Thats why iowa is important. In some ways scott walker he has the ability to straddle both the conservative and establishment republican worlds. Of course, that is potential. Thats a very big if. President obama unveils his budget today for the 2016 fiscal year the 4 trillion proposal arrived on capitol hill last hour. Well hear from the president around noon. In short, the white house wants to raise taxes on the wealthiest americans and give more to the middle class with new spending and tax credits. Republicans are already criticizing the plan. They point out it doesnt balance the budget and adds nearly 6 trillion to the national deficit. Heres house budget chairman paul ryan on meet the press. What i think the president is trying to do here is to again, exploit envy economics. This top down redistribution doesnt work. Weve been doing it for six years. It may make for good politics, it doesnt make more good Economic Growth. Joining me now is the domestic Economic Policy director for the white house. Good to see you. Thank you for having me. Its expect the budge set too thick to rip up. Its a big budget. It puts in prints the president s proposals with respect to middleclass economics. This is what hes been talking about, making sure the working families have access to the things they need to be successful. Things like child care making Community College free things like access to paid sick days. Ability to pay for and save for retirement and to save for your childs college education. These are all things that make the middleclass stronger that make our work force stronger and will ultimately make our economy stronger in the 21st century. The plan is irresponsible, it doesnt balance the budget and adds trillions to the defer sit, what do you say to those who think that . It invests in the middle class, and needs to be the engine of our economic success in the 21st century. We all know the economy has been working well for people at the top. It needs to make sure we need to make sure its working well for people in the middle and people who are still working their way into the middle class. The president is investing in the things that will make us successful making sure our young people and our workers have the best possible education that we create the best educated work force in the world, that we make sure Higher Education is affordable that we make sure were investing in infrastructure to continue to attract the kind of businesses and jobs that will be the engine of Economic Growth in the 21st century. The president issic maing ininvestments in what will benefit us most. What about adding trillions to the deficit which is the criticism. The point here is to make sure were adding the resources that will continue to grow the economy. The president took very, very courageous steps that resulted in the economy coming roaring back. The goal here is to make sure that we continue to roar forward as we look into the 21st century. Hes putting forward an ambitious agenda to make sure we lead the world. These are the investments we should be making with the Strong Economy and make sure our prosperity is shared all across the country. I want to talk about immigration. The proposal accounts on 160 billion and a comprehensive immigration overhaul. What do you know that we dont know about what the republicans are likely to not do and why is that even in there . The conversation that the president very much wants to have builds on the Bipartisan Senate debate we had a year and a half ago. We had a bipartisan bill that has an effect of growing the economy. Whats happening right now and even this week is a debate in the congress about defunding the department of Homeland Security. Yes. Its important that we fund our agencies to make sure that they do their jobs. Its also important that we pass an Immigration Reform that again, fixes whats broken about our immigration system, moves this country forward economically but in the mean tim, the president took executive actions to make sure he does what he can to fix whats broken about our immigration system. I dont see anything happening in the house of representatives on Immigration Reform as far as comprehensive anything on immigration. I want to ask you about filing the doca and dopa the doca increase, you can start filing this month and dopa is coming in may or so . On february 18th the department of Homeland Security will begin accepting applications for the expanded deferred action program. And later on well be implementing the other pieces of the executive actions. Importantly, the Congressional Budget Office found that if congress were successful in its efforts to keep these executive aks from going forward, it would add 7 billion to the deficit. So, again, good for the country economically, even better for the country economically if we do the kinds of things that the president is proposing, like passing an Immigration Reform like his proposals to build infrastructure in this country, like making Community College free and expandinging ses to child care in this country. His eye is on strengthening the middle class. We Hope Congress will turn to that agenda as well. For the folks looking into this, it should have no cost to actually fill out the paperwork as we know there are a lot of people in the Hispanic Community that are taking advantage of people saying i could do this for a cost. The process, theres a cost to it but no cost to filing that paperwork. Thats right. There will be a fee that people pay to uscis in order to fund the aadjudication of their application but were encouraging people to go on to the uscis. Gov website to find out what they need in order to be able to apply successfully and get in touch with trusted community agencies. The bad news will come the day after where the temperatures will plummet even more. The storm began in the midwest. Its a farreaching storm affecting 100 Million People. A record was set in chicago, 18. S of snow . 24 hours. There was also a blackout in the midst of all this whiteout some 18,000 people lost power. 1300 flights have been canceled. Its going to get worse here today in boston. They are preparing for, again, as i mentioned, more than a foot of snow here in worcester, just last week. They had more than 30 inches. Reporter the government has been looking for proof of life some kind of evidence that the pilot remains safe and is alive in order for this deal to go ahead. The jordanian government reaffirmed its commitment it was willing to trade one of the suicide bombers it captured back in 2005, that isis has been demanding. They are prepared to release that woman in exchange for the pilot. One of the major holdups from the jordanian side is theres no evidence or proof of life that the pilot is safe. Once they receive that theyre willing to go ahead with a swap if you will in exchange for that pilot. The jordanian government is under pressure within its own country, some questioning the involvement in this campaign against isis. Nonetheless, the jordanian government said they will remain part of the coalition. So odd that the terrorist group would say theyre willing to give it up if they give them this suicide bomber wannabe in jordan, and silence when they ask for proof of life. It is very concerning. Reporter thats the challenge for the jordanian government. That swap involved the japanese hostage that was killed. That was something they wanted as well they wanted to release, secure the release of those two individuals, the pilot and journalist. The egyptian president issued a decree that allowed egypt to deport any foreign nationals serving prison time in their country, so long as they remain in prison once they go back. This is a very hopeful moment for other prisoners and others including an egyptian american and canadian egyptian journalist. Al jazeera has two other journalists that remain in prison, asking for their unconditional release. Were not hearing any more information about any results there. And isis is Still Holding an American Woman. What do we know about her, do we have any idea why they arent making a big deal about having her in captivity . They made it a big deal initially in august of 2013 when they first captured her, demanded 6. 6 million ransom knowing full well the United States has a very strict policy not to negotiate and give money to isis. One of the things they asked for at the time and i am going back now was the release of another woman whos in jail so it is very similar in the sense of trying to at least for propaganda purpose pretend to be interested in these women who are in jail as part of the negotiation. So we know that she is one of the last american hostages i think she might be the last american hostage, but she is not the only woman. They also have an undisclosed number four or five International Red cross employees. Theres another woman among them. So they still have hostages but this might be the last american hostage. And i want to play part of what president obama said on cnn about isis. What i do insist on is that we maintain proper perspective and that we do not provide a victory to these terrorist networks by overinflating their importance and suggesting in some fashion that they are an existential threat to the United States or the world order. Are we overinflating their importance . I certainly dont think it is a question of inflating the importance of isis given that because of its social media, it has been the Fastest Growing terrorist group, it has been able to attract people from all around the world, from china to latin america and europe it is definitely a challenge, but it is not and never has been an existential threat to the United States, thats something we need to remember. My worry has always been that this issue has become partisan and politicized, and i think that the president is doing the best job he can. But we need to take into account the fact that a handful of people that isis is holding, this is just for propaganda. We managed to kill 6,000 of their leaders and take backhoe ban ee. The plan takes aim at what the white house calls income inequality raising tax on the richest americans. Republicans say it is the trickle down economics that slowed the recovery. Kelly odonnell is on capitol hill. Good morning. The Budget Proposal just the opening bid in what could be a bidding war . Reporter very much an opening bid, jose. This is one of washingtons traditions where the budget bound in multiple volumes comes to capitol hill as the opening salvo from the administration to layout its proposals over a ten year budget. Everyone understands it is a first swing. Republicans that control both chambers of congress and Purse Strings for the country have a lot to say about it. There are differences. The president s ideas are about trying to provide some tax relief for the middle class, taxing upper income earners and corporations looking at how to put taxes on u. S. Company profits that stay overseas. And also looking at how to increase infrastructure spending, something a lot of people are talking about. How can we repair highways bridges and roads and find the money to do that. Republicans are concerned about the fact this will not balance itself over the ten years. It is not a budget that does that. It increases spending. And youve heard that term one of the strangest terms that become part of our language sequestration in the last few years, the budget caps to limit spending. The president wants to roll that back. Plenty of republicans want to see that done when it comes to defense and National Security spending because we hear the chiefs of the different Armed Services coming up and telling us that there are real problems with how the pentagon can move forward without budget relief. So there are different priorities and it will be a long battle to resolve some kind of budget. Jose . Kelly odonnell, thanks so much. How is that responsible economics as the white house calls this plan . Well actually the budget deficit should be measured as share of the economy because the economy is growing, except in recessions. As the economy gets laerj, more people depend on Services Infrastructure and middle class ideas. As a share of gdp, the budget deficit is stabilized at 2. 5 . Thats actually pretty good. It also means that debt that stock of all accumulated budget deficits over the years begins to slowly come down this budget as well as share of gdp. And the economy has been growing, but this term the last quarter was slower than many expected. Well yes, but if you look at it the way i do which is the way i think you should look at it instead of looking at quarterly bips and bops if you smooth things out, looking year over year at the numbers, you see the economy is growing at trend. Gdp is growing around 2. 5 about what you would expect. That 5 in the Third Quarter was a bit of anomaly. On average, we have a steady reliable recovery. Not break neck speed, but moving along. Tells americans they can have it all, but can they . I wouldnt characterize the budget that way at all. I think one of the things youre going to hear is a lot of people saying we dont like some of the tax increases that are targeting those at the top of the scale. One of them in particular i think would strike many people as a fair one. Thats called step up capital, which basically means that were going to now tax inheritances of the very rich which are currently passed along tax free to their heirs when they die, most dont think thats fair. They did not feel confident about getting the ball to Marshawn Lynch or having him get to the end zone. The second concern was the amount of time left on the clock, if they scored too soon would have given the patriots enough time perhaps to come back. So those are the two calculations made. But again, i mean you would be hard pressed to find a lot of folks out there this morning, Chris Collins worth with the call put it best he said he couldnt figure it out. No one else has been able to figure it out except for pete carroll. Different game in the second half, right . Reporter by the end of the first half Russell Wilson had had more interceptions in the previous game than completions in this game and he was looking awful. All of a sudden second half rolls around wilson seems to be catching fire had a touchdown pass, 1414 at the half. Not sure what pete carroll said at the half. Come out they have momentum on their side and it petered away toward the end there. A couple of things we know to be true. Russell wilson will be back with the seahawks next year it is highly likely he will become the highest paid quarterback in the history of the nfl. Their defense should be largely intact. It is an extraordinary engagement and interest from a fan level. I think every single one of the early indicators are they went to record levels. Nfl media alone saw 40 increase. I am still kind of in the midst of my career so i just love the game, i love playing, i love representing our team. All the guys work really hard. It is a big commitment a lot of players make to play this game and a lot of sacrifices, a lot of support from a lot of people that love you and support you, so probably the most gratifying thing is to win a game and then to celebrate with your teammates and your loved ones. On the other end of this two times in the last seven years, being ahead late in the game with a chance to win it and not closing it out. But im glad we had the opportunity to do it. Like i said it took a lot of coach talked all week how it would take all 60 minutes and it certainly did. I made a few stupid throws to kind of get our team in a hole and we lost points on the first drive. Gave them a touchdown there to start the Third Quarter. That wasnt the way we talked about the game going. But i thought we did great playing, coaches worked so hard to get us players prepared. We had two great weeks of practice and it paid off. It shows up in the biggest games. We had a lot of clutch performers on our team. We dealt with a lot of adversity, you know from start of the year through the end. It is great to be able to finish it out. Tom, you win three times in four years, then go ten years without winning. Does it give you a greater appreciation how tough the process is to win one of these things . Absolutely. I was a young kid when we won the first three. I know in 04 after we beat the eagles i was like god, i am ready for this to be over off season start, and just because we had experienced it. And obviously with some perspective to that game it is a hard thing to get here and hard thing to win a game. Playing against the other best team. You know obviously one play here one play there, things change. We have been on the other end of that, too. I am proud we got a chance to really finish it out. Some guys made just huge plays at the end, made a phenomenal catch to get to the 5 yard line. March shawn had a great run to get there, and he had been doing it to me in practice all season. Nice to see him pick somebody else off. I am just happy for him. Tom, congratulations. After that kansas city game could you ever imagine that we would be here in this scenario and what did it take to turn the season around . Yeah after that particular game, you know i dont think you think that far in advance, and we focused on the process of building our team. I think so much of what made our team special is the discipline the hard work the situational football. You know, coach grinds us pretty hard every day and expectations are high every day. You know you just cant go out there, run around break a sweat, think youre doing anything. You have to get the work done and youve got to do it the right way. I know we didnt start the year great but you know 2 and 2 is not bad, all things considered. And i thought we had a lot of belief in one another, belief we had a great Training Camp great off season. We went into those games believing we could win, it didnt turn out that way, but you know thats life. And youve got to fight through it. Nobody could have changed what we were doing except the guys in the locker room. We believed in one another. That was the most important thing and like i said we got a lot of support from family and friends along the way and, you know here we are. Were you concerned he would be able to come back especially that he missed couple games with concussions earlier in the season was that ever a concern of yours . He took a big hit. Obviously they ruled him down but it was a huge hit and you know hes for a guy who started as a college quarterback, went to Junior College in san mateo where i grew up grew up in the same area, just to see what he has accomplished in his career to go from punt start as punt returner for the team tried to work his way up the depth chart, got an opportunity last year took advantage of it and really put the work in over the course of his entire career so you know, it speaks to him and his work ethic, his upbringing his character, what he is all about, so it is just a phenomenal player. Played obviously the game of his life and biggest game of his career, so had a great time last night celebrating, talking about it. Its great to see it. Im real proud of him.
