Saying if you could find a solution now, repeal obamacare straight up, but dont let this take effect for a year and use the momentum to get a real deal done. We should do repeal with a delay, lets be clear, i dont want to see anybody thrown off the coverage they have now. A delay so we can we can get straight to work, and i think the president could call on the senate to cancel our august and democrats frankly need to stop pretending that obamacare is working. Garrett hake is with us. While the rest of us having sitting around for a deal to be made that didnt happen on friday, something that is happened. The cbo has two new versions of the bit. Thats what im hearing. This is part and parcel of mcconnells efforts and try to find some form the calculus to get to 50 votes. My understanding of what the cbo is looking at is two different updated versions, one that includes a new amendment from senator ted cruz and mike league, two of the more conservative members. Its to allow insurance provider to sell plans that are not compliance with the aca, that dont necessarily have all the essential benefit that were guaranteed in marks, so long as they also sell a plan that is compliant. The idea is they would let people who are younger, healthier, who maybe dont want to spend ago much on a plan, buy into a system at a lower level, so you still get more people getting insured. This is one of two options, a plan that include that is amendment and a plan that disabilities. And that sort of lines up with what were hearing from the white house here. Legislative Affairs Director mark shot was out on some of the tv shows saying the white house is open to working with mcconnell. They like this idea of the cruz amendment, but theyre not going to rule out supporting splitting this entire effort up and having repeal done first with a long runway until it goes into effect and then a replacement plan. Inch dean heller voted no that repeat effort, and if a replacement part is too difficult, lets take care of the first step. If you repeal it. It could be more bipartisan. Thats at least the Trump White House and allies like about this, they can do the repeal part, keep a big part of the promise to its voters, and then maybe include the democratic votes as they try to get to the replace part. There was a young man who said he was born with cancer in both eyes. It was predicted he would not live nearly as long as he has. It was because of medicaid he has survived and able to thrive. What we have to do is realize that people out there really need this health care and 50 votes are not as nearly important as the millions who need the health care that we can provide in the richest country in the world. We can do it if we would butt only recognize that preexist conditions have been to be covered, that we have to make sure there are no caps on coverage and make sure everyone gets couldnt when they need it. Are you prepared to consider options . Many republicans are saying if we let this go, it will become a singlepayer system. Railroad prepared yourself to look at other options . Of course i am i voted for the Affordable Care act, because it was an option available to us. I would prefer something else, but i dont get my preferences. I was born into a world that didnt cater to me. I have not always had my way. Ive had to compromise. I am where i am because im willing to compromise and im still willing to do this. I think we both have to compromise, mean both sides. We cannot require capitulation of one side and call it compromise. Each side has to get something to give something. I want to ask about a different topic, the voter integrity commission, sending letters to secretaries of state asking for a lot of voter information, much of which is not public. A number of secretaries of state have rejected this. I dont have the tweet in front of me, but a number of states have refused to provide a whats your take on this . Well, my take is that the president is eager to do much more to chase voter fraud that, according to most studies is nonexistent in the United States than it is to deal with the russian intrusion into our elections. D. , i had to send back to the state of louisiana, where i was born to get my birth certificate. I have to pay for that birth certificate. While it was a bit of money for me, for a good many people in this country, it is a lot of money and a lot of time to go through that effort. So i could vote, but not many people have the money i have, and not a lot of people are living where i live in life, and i recognize this. You heard a lot of the conversations this hour. What is your sense of what our next logical step is with health care as things stand . Were not sure theres going to be a deal that the senate can get on either side of this to move forward with. I think the reason were in a situation we are in is because we have a bill that the senate is consideration that is not only politically not accomplishing what folks needed to accomplish, but its become massively unpopular to the point ofb yond politics. Generally speaking, democrats and centrist republicans are going to be focused on steps to increase coverage for more people, and more conservative and right leaning folks already focused on how to reduce costs. We have a big that does neither. I think thats why were having such a difficult time. It needs accomplishes either of the two important aims that help policy generally on tries to solve. Let me ask you this, though. When i study health care around the world and the rich countries, 34 out of 35 with the exception of the United States that have a form of yul health care, there are a number of way toss skin this cat. They dont all have to be singlepayer system, but the once thing they have in common is they offered similar outcomes for substantially lower costs, sometimes up to 60 lower per individual. Is there something to that . Think. I think theres two things that are done in other systems that arent done routinely in the United States. I think we all need to learn a lesson from. One is other countries generally speaking invest 2 to 1 in social programs to health care. In other words they invest in nutrition, housing, they invest . All the things that keep People Safety and healthy, mentality health, so forth. We in the United States are 1 to 2. We underinvest and people get sick and we have a much more expensive system. The other thing is most health care systems, two thirds is primary care, Preventative Care and so forth. The third is when they get sick. Again were flipped. We only invest a third in primary care and two thirds when people get sick. When we take a bill that just cuts 35 over the next two decades for care for the largest part of our population, that will exacerbate problems, not make it better. We cant figure out a wray thats nod idea logically that can result in better primary care without actually increasing the amount we spend per individual in the United States. Its as high as it is anywhere in the world. Yeah, i think states can do a job with this, and i think we came close in nevada to having a medicate for all buyin option. Im sure over the next couple years well soo it latch on. I think were seeing a sentiment across the country for people to want to take a step in that direction more broadly. So particularly if this bit were to pass, i think you would be in a situation where there would be a fairly strong reaction. Way back to february when the treasury secretary made a rather bold prediction about tax reform by the august resicess, yeah, thats not happening, but cutting taxes is sure to become a huge point of contention. Strangely in the last few weeks traditional red states like kansas, South Carolina and tennessee, have all been raising taxes leaving some people to wonder just how deep the potential tax cuts are going to be. Im joined Jeremy Peters who just wrote how low can taxes go . Jeremy good to see you. Thanks forring with about you. Hi, ali. Kansas was the site of an experiment to lower taxes to prove to people that trickledown, kansas tried it, louisiana tried it. In both cases it didnt work and theyve had to reverse course. Thats exactly right. This is held many by Sam Brownback as what conservative governance could do. What conservatives to could do, and he even said that President Trump and the Republican Congress should follow suit. In one of the most extraordinary setbacks that we have seen in recent years, these tax cuts were largely repealed a few months ago. What you have right now, not only that, a situation in tennessee and in South Carolina where conservatives are agreeing to raise taxes, in some cases like South Carolina rejecting a series of tax cuts that were supposed to go along with the tax increases. Theres only so far you can go, only so much you can cut. When i talk to art laugher or grover norquist, they say the cuts werent pure enough, not deep enough. So their point is, no, no, the idea that if you lower taxes on people, they will take the money they save and spend it in a way thats stimulating to the economy is still correct, nobody has just done it the right way. Maybe, but if you look at where tax rates were when republicans and president reagan cut them in the 80s youre looking at rates that were approaching 70 . When you go from 70 to 45 or 40, thats huge. Huge. Thats a big piece of money youll saving, that youll buy a car or washing machine in a way thats very different from 36 to 35 or whatever. Absolutely. Now, theres just not that much more blood you can draw from the stone. A lot of economists would argue. It willy some of the people i interviewed for my piece, club one of reagans top economic advisers is saying that largely what the individual income tax cuts that supplyside economists wanted to see in place back then, its all been accomplished. You cant really do all that much more with cutting individual income tax rates today. I think that thats going to be a tough realization for a lot of republicans as they approach tax reform on capitol hill in the weeksal. Let me ask you this, jeremy. Americans dont want to pay the taxes they pay, right . Theres a sense that we pay high taxes, people say that all the time. Are we suggesting this is as low as we can go . Or are there ways in which the americans pay to their state and government can be lower over time . I think they will go lower. With republicans control of both houses, of congress and the white house, i think youll likely get some type of cut. I think the question is not that. Its what is the economic benefit from that at this point, and right now youre having a lot of economists say that the benefit will not be that great, and indeed it may come at a steep cost, a cost to the deficit. Thats right. It will have to be paid for somehow. How that is, republicans have yet to explain. After laughers and steven moore, two of the economists who consulted with kansas, have helped President Trump devise his policy . They said the same thing back in kansas that Steve Mnuchin is saying now, these tax cuts would pay for themselves. That was not the case in kansas. If your tax rate tunnel stimulate growth, you end up with a bigger deficit, that becomes a problem especially for states that cant go into that deficits. It is a tough fight but iraqis says they are winning it. Tlnl still a bit more to clear before all of mosul is free from isis control. Theres still people here, still some civilians. A lot of the 1i68ance have previously level, but many of them were trapped. They were so close to isis fighters they were effectively hostages, now as the iraqis are advancing, its opening the way for some of the civilians to leave the area. This is not an american fight. The iraqis have 100,000 forces surrounding, occupying that city of every branch. They have really good ground war fighters now. You say now, because a few years they cut and ran. Thats why isis got the territory. Its a different better trained other theyre tough. Theyre going to defeat them within the next few day. That will be it for isis in iraq form the militia forces and the iraqi army, theyre determined not to push to the iraqi syrian border. They may actually cross it since isis eliminated it. Theyre determined to get rid of isis entirely. At the best the border was berms and fences. And when isis took over, theres no border. You would be hardpressed to find it. Malcolm, let me ask you this one thing does the end of isis having territorial space, and they still have a lot in syria, but thats coming to an end as well. When thats gone, does it have a material effect on terrorism if isis doesnt have physical land over which to govern . Thats difficult to project. Isis as a command post, as a Central Organization will be eliminated in iraq and syria, but isis has been transitioning over the last year into another form, what we call a ghost caliphate. And with that youre still going to have terrorism, but youre talking about a group that will cease to exist as ma inforce body. It wasnt so long ago that i was talking to you about how they were parrying and fending off what they considered to be their own trump style right wing populist insurgencies within their open country. Since then, thats no longer been the case. Angela merkel, you were just talking about, she expects to win big come september. At least remain in her position. And Emmanuel Macron has managed to get a huge majority in the parliament. Were talking about two Global Leaders who have taken up the mantra of the barack obama liberal elite that donald trump and so many of his followers are constantly maligning. There were a couple of small examples in the netherlands and austria where they were pushed back but they werent big countries until it happened in france. Everybody was wondering what will happen in france. France has had a very horrible history with right wing governments so they stepped back from that. But it is an interesting point you make. That there is a essential of empow empowerments in these democracies when dealing with donald trump. Does it help them in the end . This is still a President Trump who has been tepid in his commitmentes to nato which is what these youre penal countries are so concerned about. He scolded them very publicly about how they werent living up to their commitments for defense with nato. Were talking about a 2 of gdp that is supposed to go to defense spending. Donald trump publicly scolded they will for not doing that. In the last couple months, all of these Emmanuel Macron and lank merkel, they have really learned that there are political points to be gained by publicly beating up on donald trump. As garrett mentioned, we can expect Angela Merkel to come down on donald trump. And Emmanuel Macron has been on twitter in an antitrump posture and appealed to the American People and climate scientists. And said if climate scientists didnt feel welcome in america, they should come to france. This is the talk that the american president would do in speaking to the people of third world dictatorships. President s in general, this president goes overseas, he sometimes enjoys it more than when hes here. He gets to enjoy the agenda little more. He likes to do so in a position of strength. This health care loss, the ability the inability to have a bill by friday that the cbo could look at and find a real bill, a real agreement wlaflt is the white house going to try to get done in the three days preceding the first meeting to try to make President Trump look like hes there talking on other World Leaders from a position of strength . Poland has been a steadfast nato ally, theyre a major presence in afghanistan and we expect to hear the president go and praise the polish people and thank them for their role in americas are dual roles over the past decade. Maybe they were scolding last time but this is what we would like the see. We would like the see france and germany step up and he is expected to get a warm welcome. The he president feeds off the reaction he gets from crowds and from people react to him positively. That will be a big part of this trim. He is expected to get a welcome in poland.
