Thankfully, and not surprisingly, they have been mostly peaceful. Curfews started here in new york an hour ago. That has not stopped the demonstrations, as you can see. Practically no big citys curfew has. In washington, many thousands of people spent the day marching down the newly renamed black lives matter plaza, one of the streets that leads to the white house. At times the protest was very lively. Parts of the crowd were even dancing. Meanwhile, in north carolina, they danced with the holy ghost at a Church Service for mr. Floyd. The memorial was in his hometown of raeford, north carolina. That was preceded by a public viewing. More Police Officers are coming under scrutiny for their actions during protests. In buffalo, new york, an elderly man remains in the hospital tonight after this happened. When he was pushed to the ground. Two officers are suspended as they face assault charges. Today President Trump repeated what has become a common refrain this week tweeting simply, quote, law and order, unquote. We begin in washington. And thats where we find nbcs Garrett Haake joining us live. How is the protest going tonight . Joshua, this is a different story. Could be a different planet from a week ago. The protests here today could only barely be described as protests. Its lively. It is jubilant. Its essentially a block Party Atmosphere out here. And i have to tell you, to the degree this remains a protest focused thing, weve really seen a shift from anger and frustration and exhaustion and frankly sadness the first couple of days to, what we are going to do about this . Todays protest has had a distinctly antitrump tone. A distinct focus on voting and on voting him out of his residence behind me, and building on symbolic successes like the painting of black lives matter on this street and the renaming of this plaza and saying, okay. What is the d. C. Mayor going to do about this . What are d. C. Police going to do to address the inequality in the district. But we are light years from where we were last saturday here just in terms of everything about how these protests are being conducted and about people in the district, how they feel about the death of george floyd and the future of policing in their city. Very briefly, garrett, just because its jubilant, i presume the protesters are not declaring victory yet, right . No, entirely not. Thats the point im sort of making is theres a transition from the anger over George Floyds death to trying to channel this. Trying to figure out, what do we want nationally . What do we want in d. C. D. C. Got a master class this week in what is it like to not be a state. From the clearing of Lafayette Square to the way the streets are policed after that, the d. C. Activist community is very awake right now to the opportunity presented to them, and theyre not letting their foot off the gas. Thats Garrett Haake joining us live from washington. Protesters in new york have been on the streets through much of the day. Nbc Senior National correspondent Chris Jansing joins us tonight from brooklyn. Chris, youre on the move again. Where are you and which way is the crowd going . Atlantic avenue away from manhattan. I couldnt almost believe what i was hearing from garrett. Different city. Exactly the same. Ive been on these streets for seven nights now. And very much filled with anger and hopelessness and just frustration the first couple of days. And then for the last couple of days there seemed to be this exhaustion. And people were wondering, are we going to be able to keep this up . Then today on a beautiful new york day, all five boroughs have either protest rallies or protest marches like this. I saw at least seven or eight of them, thousands and thousands and thousands of people. This is one that was in the barclays center, and it was called black women matter. Breonna taylor was at the center of it. But i think also at the center of all of them is this idea that we have now moved past mourning to action. Weve got to make sure that marching day after day after day doesnt turn out the way it has in the past with politicians saying, yes, things have to change, and then nothing changes. There was a little bit of an intense moment back there, and that moment was police were along the side, and the question was, after curfew, which was 8 00, two hours ago, would they try to stop these folks from marching . A young man walked up to them and said, we are peaceful, which is the argument protesters have been making all week, and which is true. Everyone i saw today, peaceful. Wearing masks. And the police just said, lets go. And if you can see behind, you can probably see the lights. The police are following along. How long they will let them go is another question. Joshua, theyve arrested about 2,000 people in new york. Only 40 yesterday. But the protests were minuscule compared to what we saw today. So well see what the police decide to do amid all the criticism that they have faced for what protesters, what civil rights activists and many members of the city council here believe is being far too aggressive with what have been peaceful protesters. Panel. Janelle ross with nbc blk, michael star hopkins, a veteran of the obama and Hillary Clinton campaigns, and jamelle hill. Staff writer with the atlantic and host of the podcast, jamelle hill is on fire. Good to see the three of you tonight. What is your sense of what they were talking about regarding the total shift in the protest to what happens now, what are we going to do, what is your sense, if any, of any threads that are emerging from the protests about what might happen next . So i was in the protest in d. C. A week ago today. And at about 9 00 is when i started dodging tear gas and explosive devices being thrown back and forth between the police. Now to fast forward a week later and see people of all ages, all races coming together and making their voice heard, its the most beautiful thing i could have imagined, and its given me hope. And now the conversation has shifted. Now were talking about things like looking at the funding for police and the overmilitarization of police. This is the conversation we need to be having. Im so proud of americans for standing up, refusing to back down and making their voices heard. Jamelle, its clear, i think, that this time is a little different. Were taking a look at some pictures from, i believe, fredericksburg, virginia, where protesters are blocking one of the highways there. I think theres an article from the New York Times that id love to get your thoughts on. She wrote about the impact of covid19 kind of adding what she described as its own accelerant to the mix. How might this look if we were not going through a pandemic . It seems like covid19 exposed some of the issues and the inequalities that have also come up as a result of these protests. Well, not only exposed a lot of the inequity we have in our country but i think it also forced us to slow down and have time to think. Many of us are working from home. Were not distracted by other things. And now were finally forced to deal with a lot of the problems, a lot of the systemic issues, the oppression, the things that have been slowly and for hundreds of years eating at the core of this country. But we dont have anywhere to run. We cant use work as a distraction. We cant use sports as a distraction. We cant use a lot of things as distractions that constantly have us saying, well, maybe later. Not now. Now isnt the time. Well, considering were all in a crisis, a medical crisis, a Public Health crisis, there may be no other time better than this one. So i think thats why, right now, people are willing to sit in this a little bit, whereas in other various points where weve seen this kind of Police Brutality inflicted on black people, we have rushed to get past the discomfort. This time were literally living in it. And these images are from frederick, maryland, northwest of washington. Its an outer suburb of near the washington baltimore region. Janelle ross, let me ask you about the generational divide here. Do you notice a difference between the way that older people of color and younger people of color have responded to this moment . Either in the protests, in the advocacy, anything like that . I think to a degree, i think there is some degree of disagreement about the importance of how one protests and how those protests appear to others. And i think without wanting to overgeneralize, i think that there is some more pronounced concern among older people about making sure that protesters appear to be peaceable and respectful of authority and the sort of appearance of law and order. But that isnt to say that young people are not concerned about that at all. I dont think that there is so much of a massive divide between generations so much as there is, i think, a sense of longterm knowledge about how this country tends to respond and different notions because of Life Experience about what works. When you say different notions about what works, elaborate on that a little bit. I think that there are really, really strong feelings among people who were personally involved in the Civil Rights Movement in the mid part of the 20th century that nonviolent protest is the only way and the only method that has worked. And then i think for younger people who have were not personally alive to participate in the mid20th century Civil Rights Movement there is the stretch of history that theyve only read about but, of course, what came out of the Civil Rights Movement certainly were many policies that are really central to black life and welfare in america today. But also there were limitations in terms of what was accomplished. And i think that people who were not personally there and didnt have to put themselves personally on the line, its a little easier to step back and look at those things critically and maybe even sometimes criticize them. But again, i really dont want to overstate that because that is not something that i would say that i had a grand sense that there was some grand divide that had developed that has developed between older and younger black americans. I really dont think thats true. Plenty for us to discuss. Panel, stick around. Well keep an eye on the various protest images from across the country. We also want to head to los angeles. Its another night of protests across the country, including in phoenix where theyve been marching downtown this evening. Nearly two weeks after george floyd died in Police Custody in minneapolis. Theyre also marching again this evening in los angeles and thats where Jacob Soboroff is standing by. Jacob, the mood this weekend seems very different from what wed seen earlier in the week. What are protesters telling you . Joshua, i heard from Chris Jansing and from Garrett Haake about whats going on in new york and in washington, d. C. Same thing here in Southern California in los angeles. Its a much more festive atmosphere than its been over the course of the last 12 days. 11 or 12 days. And all you have to do is look around. Its almost like a partylike atmosphere out here on the streets. I just said hi to you. Tell me your name. Gina. How many times have you come out over the course of the last week . This is my first time out. First time out. So based on what you saw on television over the course of the last week or so and what youre seeing here, what was your expectation versus the reality today . I knew things had calmed down a lot after the arrest of the other three officers. So, you know, the everyone is, i think, just trying to keep the momentum going. And, you know, things are just a lot calmer. More peaceful. How do you feel being out here today . We really came out to really absorb some of the great energy and like to really show our support for the incredible amount of diversity thats come out to support the black live matter because for so long, we felt like we were on our own in the struggle. And when something would happen, you know, it would it just felt like we were on the fight for our own and everyone else would look the other way. And now to see this compared to a few years ago, its just incredible. Do you believe its one thing to see everybody on the street. Its another thing to move from a moment like this to a Real Movement for change. Do you think its coming . Do you feel like its going to come . We have a really long road ahead. Its an uphill battle. You know, this country is just i mean, racism is embedded very deeply into the fabric of this country. So it really is going to take everyone to fight that and, you know, really win with love. Where are we going to go from here . As weve been talking about in the city of los angeles, there say concrete action item. Its what to do with 100 to 150 million. The city says its going to take from the lapd, the headquarters of which is right here in this building. This is Police Headquarters in downtown l. A. , and put it into city services. Other services that would affect specifically the Africanamerican Community but also communities of color throughout this city. Thats the next phase in the process, but if you talk to the organizers of black lives matter or many of the other groups in this coalition, whether its ktown for all or the sunrise movement, environmental justice, everybody is going to want a piece and most of them say thats not nearly enough. So a lot of work to do. Youre seeing people put to work right now and theyll continue to. That is for sure. Thats nbcs Jacob Soboroff joining us just north of Downtown Los Angeles on the north edge of downtown. Some Police Departments are taking a closer look at their policies and regulations. L. A. Is one of them. A number are even making some changes. As we mentioned, l. A. Mayor Eric Garcetti announced he plans to cut the budget for the lapd by more than 100 million. In minneapolis, Police Officers are forbidden from using chokeholds or strangleholds. Officers now have a duty to intervene and report any use of unauthorized force. In seattle, they are going back to restricting tear gas deployment only to the s. W. A. T. Team, not to other officers. A civilian Oversight Group will issue recommendations to improve seattles crowd control procedures within 30 days. And in denver, a federal judge issued a temporary restraining order limiting how Denver Police use projectiles and chemicals to break up crowds. Among other things, a captain or other highranking supervisor must witness a specific act of violence or property destruction that justifies using force. Joining us now is andrea richie, a Police Misconduct activist and attorney. Were also joined by Alyssa Richardson, an assistant professor of journalism at uscs school of communication and journalism. Shes also the author of bearing witness while black africanamericans, smart phones and the new protest journalism. Good to see you both. How do you view changes like these . Theyll change how protesters deal with police in some cities. Then again, the ones we mentioned are temporary. A review period. A restraining order. What do you make of them on balance . I think they clearly show that policymakers and officials are feeling the pressure of the sustained protests and the scope of the protests. And i think theyre far from enough. We have been in a period of policy change now for decades. There have been commission after commission after commission, inquiry after inquiry, investigation after investigation. I myself testified in front of the president s task force on 21st century policing. I think weve reached a point where we recognize those policies are not effecting change. There was a no chokehold policy in place in new york city at the time eric garner was choked to death. The chokehold as defined in the Minneapolis Police Department Policy only talks about putting pressure on the front of the neck and in floyds George Floyds case, the pressure was on the back of the neck and thats what killed him. At this point, the expectation that a change in policy or a temporary reduction in one kind of use of force. I note in seattle theyre still allowed to use pepper spray and flashbang grenades. Is actually not going to make a difference and i think thats why those policy changes are quite minor and out of step with the demands being made by dozens on the ground, including the folks in l. A. We just heard from. And by the movement for black lives nationally to actually defund the police and reduce the opportunities for police to come into contact with people and use a chokehold. As we keep an eye on these images out of frederick, maryland, rolling protests throughout the day, let me note this tidbit from vox. They have been looking at the way that activists have affected the National Media landscape. The way that news organizations like ours are covering events like this. And among other things, the article asserts incidents of violence arent increasing. We just hear about them more. Do you see the shift in coverage, the evolution in coverage, as a good thing . Absolutely, joshua. One of the things i love to study is the impact that africanamerican witnesses have made throughout history and how that impact is being accelerated. In the book i talk about three overlapping eras of domestic terror against black people from slavery, which has led to lynching which then led to what we have now, Police Brutality. In each of those eras weve had black witnesses use the technology of their days to bear witness to what they saw. Its only fitting last month idb wells, one of the foremost witnessing to lynching in her day posthumously won a pulitzer prize. In her lifetime, she was never able to see antilynching legislation pass. So as we talk about policy and the impact that witnesses black witnesses have had, weve always moved the needle forward using journalism as the key tool to do that. The shift that i see right now, though, is that citizen journalists on the ground are highlighting things we may not have known before. For instance, many of these are peaceful protests and that the violence is agitated, in fact, by police. Thats not something we would have seen here in l. A. Where im based during 1992, during coverage of the rodney king uprisings that were here. As recently as 2014, its not what was reported in ferguson. The media have come an incredibly long way in showing these protests run the gamut and that most people out here in 50 states in more than 20 Different Countries are peacefully protesting what has needed to change for a very long time. Frederick, maryland, is one of the many cities in the d. C. Baltimore Area where protests are taking place. Apparently they were protesting in the pouring rain yesterday in frederick. One of many protests across the country demanding justice after the death of george floyd. Seems the protesters have a street closed off and police are trying to prevent them from coming any further. There had been highway closures in this area. I70 had been closed off by protesters at one point in a previous demonstration. So well keep an eye on this. As far as we know, this is still peaceful. Certainly the police have not moved in on the demonstrators but well keep an eye on it and dip back in as needed. She wanted to become a nurse. She was about to turn 27. Yesterday, in fact. But in louisville, Breonna Taylor is being honored not with a party but with a vigil. Louisville Police Killed ms. Taylor in march, shooting her during a noknock raid executing a search warrant. Cal perry is in louisville now. How does it look tonight . Joshua, peaceful protests continue here. They were violent earlier in the week. I wanted to show you a memorial normally for firefighters but its become a touchstone for protests around the country because you were just discussing some of the changes made. And protesters are putting a green postit note the changes around the country. Minneapolis considers defunding police. First black woman elected mayor in ferguson. Chokeholds out in places in california. Portland, oregon. Streets in d. C. Renamed black lives matter plaza. Not just the cities where all the protests are taking place but some of the changes that have taken place in the last nine days. For Breonna Taylor, that investigation is still in the hands of the fbi. One of the things theyre trying to determine, not just the action that police took but how they got to her apartment. How they were able to get a warrant to go on that noknock raid. They entered without announcing who they were. Her boyfriend thought they were being broken into. He fired at the police. They turned fire hitting her eight times. She died in that apartment. If the person they were looking for was already in custody, how did they get that warrant . These are the kind of problems this city says that it deals with on a daily basis. Deeper than just how police are behaving on the streets. People say theres a real corruption within the police force in the way they are making those decisions. Hopefully there will be some kind of movement on that investigation. The fbi has not given any indication how long it will take. The three officers involved are still on some kind of administrative leave. People here were very happy to see the police chief fired but again, they want something further or that investigation. The differencemaker here, and i think its been the think its been the differenc emaker around the country, is the National Guard and the police have withdrawn. They are no longer on the scene. No more snipers on the rooftops. No more drones or helicopters and thats made all the difference. Theyve also gotten rid of the curfew so people here are staying. They say theyll remain peaceful. Thank you, cal. Thats nbcs cal perry reporting from louisville, kentucky. The issues underlying Breonna Taylors death are nothing new. Nor are the issues reflected in this weeks unemployment report, one that on its face looks like entirely good news. According to the labor department, the economy gained 2. 5 million jobs last month. That put the National Jobless Rate at 13. 3 . Thats down more than a point from april. But black unemployment continued to rise. President trump did not mention that during a press conference yesterday. He also ignored questions about it from yamiche alcindor, literally waiving them off. The National Rate may be wrong. This months unemployment report notes an error with the classification of some of the data. Without that classification error, the rate would be about three points higher. Jamell and janelle and michael are all back with me. How much they might be a sign of whats to come as the country recovers from the pandemic . I think theres still some concern, not about how wall street is doing. Wall street is going to be fine. But about how main street is doing and whether that recovery might lag if it comes. Well, it proves the old adage that when White America gets the flu, black america gets pneumonia. Youre correct. We know wall street is going to be okay. The bankers are going to be okay. Once again, we have to ask whether black america, whether main street america, is going to be forgotten. Like they have been throughout history. When you look at the Unemployment Rate among africanamericans, its usually double what it is among White Americans. Access to education, access to Small Business loans are virtually nonexistent. So we need to have a system thats built to not only protect us, but work for us instead of against us. For far too long weve seen a government thats been a hindrance to upward mobility for africanamericans instead of one thats helping lift all ties. Yeah, i was going to ask you about that because President Trump has frequently called his policies a boom to black workers. Heres a quick supercut of some of the things he said. Now they thought the number would be a loss of 9 million jobs. And it was a gain of almost 3 million jobs. Nobody has ever seen anything like that. The numbers are great. This leads us on to a long period of growth. Well have the greatest well go back to having the greatest economy anywhere in the world. Nothing close. And i think were going to have a very good upcoming few months. Black unemployment went up by 0. 1 . Asian americans, unemployment went up by 0. 5 . How is that a victory . You are something. How is that a victory . Thank you very much. That was him literally waving that question off. Lets set aside the notion hes been better for africanamericans than any other president. I think thats debatable, at best. But if we focus just on jobs, how do you see the president s record . I see him as often taking credit for things that had nothing to do with him. Often lying and misrepresenting the facts. And even when the jobs report and the employment rate was in a healthy place, there were a lot of deeper looks into what that exactly meant. I mean, having a job and being able to afford the basics, food, shelter, those are two totally different things. And what you were finding is that people were having to have multiple jobs just to provide for the basic necessities. And, you know, as michael just mentioned, we already know that when something terrible strikes america, its going to be even worse in the black community. And now that you have a lot of smaller businesses that have been forced to close, maybe permanently, for good, because of covid19, because you have had a lot of people who have been laid off, and especially in professions that tend to have a high number of africanamericans, black and brown people, period, then we already know that this jobs report or anything that donald trump has done in his administration, that we have to take everything with a grain of salt because hes often allergic to the facts and often only takes the bits and pieces that make him look make his record look rosier than it deserves to be. Janell ross, how do you see these issues connecting policywise. Law enforcement and black unemployment. Do you get the sense that elected leaders are generally addressing them as interconnected or does the link seem to be less clear for policymakers . I dont think that ive heard anyone make a link between those two things. I think theres clearly a relationship in the sense that Public Policy does shape peoples lives, but i dont think ive heard anybody make a connection between Police Conduct and black unemployment or black the black American Economic situation. What is clear without question is that the pandemic, before our current moment of crisis, made abundantly clear to perhaps people who had not been paying attention to this is that workers of color are concentrated in a select set of industries. Most of them towards the bottom of the economy where people who, as one of your earlier guests said, are really barely earning enough to get by or having to work two, sometimes three jobs. Black americans are overrepresented among the number of people who are working two jobs or more in this country. And that was before the pandemic. And because they are concentrated in Industries Like hotels, restaurants, service industries. They have been particularly hard hit either by having to continue to go to work and being called essential workers, but their health perhaps not being looked after. Or losing their jobs completely because businesses have gone under. So if there is going to be any policy attention paid, there probably needs to be or perhaps could be some discussion about some real attention paid to that group of workers. Certainly the protesters are just really quickly as we heard from many of the reporters on the ground. We have to pause for a minute. Stick around. Much more for us to discuss as we take a live look at the protests both in phoenix and in washington, d. C. , on what is now known as black lives matter plaza, where people are marching and making their voices heard, despite the pandemic. What about social justice in the age of coronavirus . Try not to shout because that will spread the respiratory droplets even further. This is an important issue. Its a health issue and a social justice issue. We saw pictures of you out protesting. If you have been at one of these protests, i want to strongly urge you to get tested. It has been a real concern that people have gathered in close proximity. Doctor, one of the other concerns, i think, is that people might get this false sense of security about immunity. This idea of herd immunity. We dont yet know, i think, whether or not being exposed to coronavirus once confers immunity on you. It would be like the flu where every season its a little different. Youre right. As ive said before to you many times, this is a novel virus, right . We really just discovered this in november of last year. Theres so much more that we need to learn. Unlike, say, influenza. And one of the pieces of data the injury is still out is whether getting an infection confers immunity. We dont think thats the case. Thats why its doubly important that if you are around other people if you are congregating as these protesters are to try to practice Preventative Health measures and, like the mayor said, we recommend selfquarantining after you are in a protest situation and then, yes, get tested. But my concern is a lot of the im inspired by seeing so many young people at these protests but the data shows its not the young people who are going to get severely sick and die. Theyll get infected and my concern is theyll expose older relatives, families, neighbors and those are the ones who are going to get severely sick and die. It was a stunning apology by Roger Goodell because i think people really need to understand how dug in that he and the nfl owners have been on this issue. This was the same league that has effectively blackballed Colin Kaepernick, you know, from playing professional football. And so, for him to come out and apologize, and realize i can only give him so much credit for doing something he was, frankly, dragged to do. But, nevertheless, its still, i guess, some kind of step. But despite what he said, the fact remains, the person who deserves the apology is Colin Kaepernick. The person who should be in the National Football league is Colin Kaepernick. So until they rectify that situation, its hard to completely accept this apology from Roger Goodell. As you have noted, the nfl has struggled with social justice advocacy. And players who wanted to be more vocal. Drew brees, quarterback for the saints, has apologized for saying both in the past and recently that he solidly opposes disrespecting the american flag. My guess is part of this is the league evolving. Part of this is the league protecting its bottom line because i dont think Roger Goodell would have made this statement, if he thought that team owners would have been upset by it. Well, thats kind of tough to say because the nfl teams, they operate as 32 individual countries. And, even though Roger Goodell, in not supporting kaepernick as much. As he could have, hes been a little bit softer than some of the owners, realize that the political relationships some of the owners have are a little bit closer, a lot of them are trump supporters. Many of them gave to his campaign. And none of them notice none of them have made a statement, now, you could interpret that as maybe they have left it to Roger Goodell. But i dont see it that way. I still they are as dug in as they were before and perhaps theyre not saying anything because, frankly, they dont want to answer the question about why Colin Kaepernick isnt in the National Football league. Where do you think this goes from here . We learned tonight the university of iowa has put its football strength and conditioning coach chris doyle on leave after the players accused him of raciallymotivated mistreatment. Doyle is the highestpaid strength coach in football. His salary is about 800,000. But what is your sense about where sports might be going, from here, in terms of dealing with these social issues . I think youre going to see a lot of athletes, collegiate, as well as professional, who feel very empowered in this moment. They know right now, while public support, at least for the moment, tends seems to be very much in favor or very much engaged in this fight against racism. And so i think you are going to hear a lot more of those stories. Sports has been living under this under a particular myth of meritocracy. You hear it all the time where they talk so much about the best man always winning or the best woman always winning and people have this fallacy that sports is, somehow, impervious to some of the things that happen in the rest of our society. Racism, sexism, misogyny, homophobia. These things all happen in sports. So now, while everyone is taking a hardcore look at inequality, i think you will see more athletes really voice some of the trauma they have been dealing with on teams. Just being, either, a professional or collegiate athlete. And so this is a real awakening, you know, for sports because we tend to forget there have been a lot of very racial incidents that have happened in sports. And so this is the time where i think youll youll see a certain reckoning in sports. Jemele hill.
