Saying anything is perfect, and yes, will some people be affected yes . Will some people be affected badly, yes. We have to get our country open. I call these people washiers, and im actually calling them the nation warriors, we cant keep our country closed down for years. But the white house is clearly not immune from coronavirus. The president has tested negative, but at least two people inside the white house have tested positive. This week we learned the president s personal l. A. Nbc news has confirmed that dr. Robert redfield is expected to selfquarantine for two weeks after exposure to one of those aids. Steven hahn has said he will selfquarantine as well. New polling suggests that the president s messaging on reopening does not quite match the mood of the country. The latest abc news poll shows 64 of americans think opening the country right now is not worth it. Because more lives will be lost. 34 say it is worth it to rekindle the economy. That breaks sharply along partisan lines. 92 of democrats oppose reopening now. Just 35 of republicans oppose reopening. Also barack obama held a Conference Call with exmembers of his administration yesterday. The former president said the partisanship starts at the top and it is hurting the fight to save lives. It would have been bad even with the best of governments. Its been an absolute chaotic disaster, when that mindset of whats in it for me, and to heck with everybody else. When that mindset is operationalized, in our government. Plenty for us to talk about tonight. Lets dive in with our first panel. Andy slavit is the acting director in the obama administration. Also joining us, three msnbc contributors. The former White House Health policy director also for the obama administration. Chief Public Affairs officer for moveon. Org. And Maria Teresa Kumar is the president and ceo of multitivo. Id like to get your reaction dr. Patel. Let me get your reaction to something the president said earlier this week. Oh, no, i agree, mr. President. Because ive heard the opposite. I heard they are loaded up with gowns now, initially we had nothing, we had empty cupboards, empty shelves, we had nothing. Because it wasnt put there by the last administration. He was responding to that woman in the blue scrubs who said she had heard of facilities that were not doing well on ppe. Dr. Patel, your thoughts on that . Sure, joshua, heres the truth, its really kind of obfuscating the facts when you try to Say Something about the Previous Administration and simply not taking responsibility. Health care workers, my own colleagues, theyre still going home and not having the protective gear to protect themselves, their own families and their own patients. Why would we be trying to make this up . Its simply a fact that if you are trying to take care of patients, you have to have the protective gear and honestly, weve had months since the president has talked about the defense production act. But as you saw from that footage, were still having a conversation about not having enough equipment and we simply do not have that equipment. Andy, what about you . It is worth noting in different prices we are hearing enough things about who has enough ppe. Mayor de blasio said were finally doing okay in terms of the ppe we have, and are building a pipeline for getting more in the future. What do you make of the president s comments. Happy mothers day to everybody. Lets start with my mom as well, but also all of you. Look, i think the president has yet to accept responsibility for anything that hasnt gone well, and yet to not try and swoop in and claim credit for things that arent going well. We all at this point in our lives know and are related to people who have been on the front line of the health care fight, and we know theyve had difficulty staying safe, staying protected. He wants to talk about us warriors and himself as a wartime president. The first thing you do as a wartime president is making sure why are troops are property equipped. Putting them on the front line and then correcting your front line soldiers in front of them isnt filling the country with a lot of confidence. We have to move past that, solve these problems, execute the plan we have to open the country. Lets do it safely. And i think the country will be much more confident in the president if he actually stuck to some of the things they need that they see in front of him. Let me move to you. I think andy was trying to upstage me by saying happy moeschs day before i could. I havent had a chance to say it to my mom. Now youre in trouble. I think were going to lose andys feed for the rest of this conversation. Your moms going to call you right now. You think she wont . I got my phone right here. As soon as she texts me, i will let you know. President trump said at that same oval office meeting, he wants to terminate obamacare. To the best of our knowledge, theres no new plan in place to do this. This did not come to pass despite repeated attempts. What about that comment. Is that a new policy focus . Is that an offhanded comment from the president . What do you glean from that. We do know that it is mired in the force, because hes trying to undo it, hes trying to pivot, trying to pivot to a policy that everyone realizes how much they need. Look, the health and wealth of this nation is on the line during this pandemic. And if you look at what other leaders arrange the world have been able to do to stave off massive deaths and economic downfalls, you look at singapore, south korea, who started with the pandemic just when we did. You look at germany, they each country dealt with it completely differently, but theyve all staved off a crisis, that is when the leadership at the top matters so much, this president , the biggest challenge we have with him, we dont even know when he tells us the truth. Now you have all these states who are reliant on flimsy information about what is actually going to happen if theres another wave of covid, and theyre trying to do the best they can. We feel for those small businesses, for those workers that are living paycheck to paycheck, and its this absence of leadership from donald trump. If you look at how californias governing, gavin newsom is saying, were going to partially reopen, theyve been ahead of it. States are trying to make sure they dont go into bankruptcy as Mitch Mcconnell is encouraging people to do. And making sure that americans dont die. And this president s been so cavalier with the deaths of americans, that is really difficult for us to swallow that. Corinne, let me come to you with regard to the comments that president obama made. What do you make of those . Hes been pretty quiet about politics since leaving office. Well, president obama is absolutely correct, hes 100 . You have a president who is incredibly partisan, hes not a president for everyone. One thing that we are learning currently for many of us for a long time, three years, even, is that this president is ilequipped and unfit to lead. And heres the thing you have him in the beginning of the segment, you showed clips about how he wants to reopen the government. He has no plan. There is no plan to reopen to reopen the country or reopen the government. There is none. All he has is this adhoc open prayer that its going to work out imagimagically. In the white house itself they cant go back to work. You have the white house, the safest in the country and yet the top aides around donald trump are spreading the virus. Theyre supposed to have the best testing, the best Contact Tracing in the white house, but they cant even contain it themselves. We, the people, we did our job. We stayed in for two months in the hopes assuming that donald trump and his administration would have a plan. A plan for testing, a plan for Contact Tracing. They have nothing. Not only did they waste february and january and april and march. They really left us in the lurch for five months. And why . Because of this failure of the administration. So barack obama, president barack obama is 100 correct. It is the partisanship, it is Donald Trumps own kind of selfpreservation, he only cares about his political health. This is the situation that this country is in right now, and they have no plan, and it is a complete failure. And let me come back to you. The Washington Post reports that white house officials were encouraged to come to work and not selfquarantine for two weeks after traveling. Now the staff is being told to work from home as much as possible. That is probably safer for everyone. But what does that say about the administrations coronavirus efforts. Does it say anything to you . Well, it says to me that hes asking the country to do one thing. And hes doing another. Hes reportedly getting daily testing, and then he goes and tells the country that testing doesnt matter because apparently you can get a negative and negative and then get a positive. The truth is, that testing at its most basic level is meant to make americans feel safe. Its meant to help us understand consider whether or not we can do things, go places, be out in public and go back to work. With a solid testing plan and a Contact Tracing plan, we could open this country safely step by step, without it, what hes doing is saying, whats good enough for me, you cant have. Hes basically saying, go ahead, take that risk, and i think it has a little bit to do with the fact that he now perceives that many of the people dying are elderly people in nursing homes, in public housing, in jails, people in meat packing plants, people who are of color or who are sick. Once i think he made that realization and got the stock market to move back a little closer to where it was. His urgency changed. His urgency 340e6shed away from the public emergency that we all think it is, and moving toward getting the economy boosted in the eight states he needs to win in november. That is worth noting. The stock market has been going up. Its almost back where it was from october of last year, certainly wall Street Investors believe our economy is going to bounce back in one form or another. With regards to a vaccine, let me get your reaction to Something Else the president said yesterday. Listen. I feel about vaccines like i feel about tests. This is going to go away without a vaccine, and were not going to see it again hopefully after a period of time. What evidence have you seen that this is going to go away without a vaccine. I rely on what doctors say. Its not to say it will be gone this year or by the fall. The question is, will we need a vaccine . At some point it will probably go away by himself. I do not know of any are who have ever intumated that this virus would go away on its own. Viruses are by definition, opportunistic, they replicate until they cant any more. President trump has said im not a doctor, which is increasing li apparent. How much do you think when the president says things like this, that it even matters, that it even makes a difference . Weve learned to listen to doctors about doctory stuff, right . Yes, i certainly hope so, joshua, at the same time, apparently people are listening, because we have seen after he talked about how he want a doctor, but he thought it might be wise to think about looking into ingesting in disinfectants, we saw an uptick of calls to poison call, patients calling in wondering if this was legitimate. This is another case of did he legitimizing science, and its from our commander in chief. I certainly hope the American Public does list ing to doctors. There is no journal, no scientist, no Public Health official that i know of that thinks we can wait this out and it will go away. Dozens and dozens of people developing and trying to work on a vaccine in an unprecedented way. It is counter to the facts as we know them. Thats becoming a theme with this administration. Karin, before we move on, where do you see the white house working in a bipartisan way to help with this pandemic. What looks the most promising to you . I think thats not promising at all. It doesnt seem like thats the direction donald trump wants to go. Hes made this very much political. Hes looking at the next five to six months, hes looking at november, hes looking at his reelection, and thats the focus. Thats why you see these red states, very red governors, states who are reopening, because he wants to be able to say to his constituency. The people he believes he needs to gin up, the economy is okay, that everything is where it needs to be. This has been a presidency thats been all about partisanship, thats been all about selfpreservation for donald trump. And unfortunately, that is where its going to be. Someone said earlier in the beginning, there was a little bit of concern, there was a little bit. You saw some reaction. There was some working with the democrats in congress. And once hes he realized how this is affecting people, he doesnt care any more. Its all about himself. And this is where we are, and its incredibly dangerous. Now were approaching 80,000 people in this country who have died from this virus. Thats peoples moms, dads, cousins, uncles, friends, aunts and they are dying. And this president could care less. We have to move on. But i think, joshua. Yes, briefly. It is the people who are dying that he seems to be completely not even not empathetic at all, its not his base, and the moment he learned it was not his base, he turned a blind eye. And yet its 80,000 people that are elderly or front line workers. 20 of the latinx worker was excludesed from the care act because they were living with an undocumented person or they were undocumented themselves. Its not all americans, hes not the president for everyone, hes the president for a few. We have much more to discuss in a moment, before we end this segment, i thought maria teresa, you might be interested to know my mother texted me twice. Ed first, i heard that and the second text reads my mothers day is every day. Thats my mom watching from south florida. Thats a smart mom. I may have given her too much power knowing when she texts something it could make television. That may be a one time thing. Thank you very much for talking to us. And for talking to my mother as well. Dr. Patel and karine, stick around. Even protective masks seem to be turning into this partisan symb symbol. How does that affect our efforts to save lives. President trump noticeably did not wear one while touring a mask factory in phoenix on tuesday. On wednesday, he said he was told it was not necessary to cover his face during that tour. We then learned the president had been telling his allies wearing a mask would send the wrong message and make him look ridiculous. Yesterday afternoon, two dozen House Republicans met with the president at the white house. None of them was wearing a mask. Protective measures to stop a pandemic should be above politics. These days, just about anything can be a symbol of whos with you and against you. Back with us, is phillip rucker, an msnbc panelist. Glad to have all of you with us. Lets get back to basics for a second. Weve said this over and over. What should the public know about face massings and why they matter, one last time . Sure, one more time. A nonmedical mask can protect others from you. So it is incredibly important. Its very low tech, and it has zero risks to you other than the inconvenience of putting it on and hopefully washing it every day. It is a way to again, joshua, protect others from you by containing any of your nose or mouth droplets. Thats it. To make this political just doesnt make any sense. Theres no need for it. You have new reporting out tonight about a shift in strategy inside the white house. Theyre moving from hour to hour mitigation to a longer term plan. What message are they hoping to send to the public . Joshua, theyre hoping to send to the public a message of confidence to try to make people feel like they can return to work, return to their communities. Return to restaurants and shopping malls and what have you in states that have begun to reopen, and they can do so safely even as the death toll climbs. We continue to have somewhere in the ballpark of 2,000 deaths a day, and that does not appear to be dropping off, and theres been a shift in thinking inside the white house, according to our reporting that thats going to be sort of a new reality here goingforward for the near term, and the president wants to try to shift the psychology of the American People about the pandemic to make people feel like those deaths are okay, and that the deaths are a part of the new normal and its safe to go back to work, and that is at odds with what the public polling tells us americans feel, which is afraid right now, and feel like the social distancing restrictions should be continuing. Why do you think that masks have become such a point of contention. Such a political flashpoint . Is it purely because of what the president has said, or something larger around this . Larger under pinning this . Heres the thing, i dont think theres a real debate around the masks. Its really just donald trump. I mean, all the experts every single expert has said like dr. Patel just laid out for us that wearing a mask helps slow down the spread of the virus. Its incredibly important to do so, but donald trump who rejects science, who rejects facts is on one side, and everybody else is on the other side. We should not be politicize this. It is we are in a way too dangerous moment right now to be politicize it, and its donald trump who is doing that. And it starts from the top. It really does. And it trickles down. And so im glad now that the secret service are going to be wearing masks. Because they need to slow down the spread. Look whats happening. Were seeing trump aids testing positive. And so it is donald trump who is causing this, this should not be politicized once again, and its really all him at this point. How do you see this, david jolly. He doesnt want to served the wrong message or look ridiculous. Is there more to it than that, or is this just what it seems at face value . I think there is more to it. Its not only an administration for the president and his administration not to wear masks, its a deceptive Public Health message hes sending to the American People. By not wearing a mask, hes projecting a sort of normalization that we dont need to, its not that bad. The deceptive part underlying this, is that the president and Vice President and his staff have access to testing every single day. They are in one of the safest environments you can imagine. The people hes projecting this message that maybe a mask is not necessary upon are not people who have access to testing. Its the people who are protesting in michigan, because they dont see the president wearing a mask, perhaps they dont need to either. I would say to the president , if he thinks hes projecting strength by not wearing a mask. The real strength of a man is projected through their character and leadership. Donald trump is lacking that at this moment, and the bottom line is, he is setting a dangerous and deceptive Public Health message for the American People. The Washington Post reported this week about prototypes of trump pence 2020 masks. He was delighted. The president s Campaign Manager tweeted out a photo of him with one on. What more do we know about this . And frankly how important do you see this in the context of Everything Else thats going on . Well, it just sort of is a marketing gimmick by the trump campaign. They are reporting that theyre going to be selling about 50,000 of them. They may not be selling them, they may be distributing them to supporters. The idea is to have people out in their communities if theyre wearing a mask to have the mask say trump pence 2020 keep america great. And use that as political granding for the president. It is ironic, because the president refuses to wear a mask. But nonetheless its an effort by his campaign to be entrepreneurial here and spread their campaign slogan. Before we paused, we mentioned the cdc director will be selfisolating after being exposed to one of those aids. We also learned that dr. Anthony fauci will follow a modified quarantine after low risk exposure to a white house aid. Hes expected to work mostly from home, but the current plan is for him to testify before the senate in person on tuesday, hence the modified quarantine. Dr. Patel, we appreciate you making time for us, thanks very much, everybody else please sit tight, we have much more to discuss. We will shift gears in a moment to jobs. A decade of gains, were wiped out in a month. What will all that mean come november. Thats just ahead stay close. You know whats good about this . And its testing the people on the front lines of this fight most of all. So abbott is getting new tests into their hands, delivering the critical results they need. And until this fight is over, we. Will. Never. Quit. Because they never quit. It seems the outbreak of coronavirus has made the white house a workplace that has to do some kwaur ing teening to protect some of its top names. We just learned that dr. Anthony fauci will be selfquarantining for about two weeks because he was exposed to one of the white house aides that has tested positive for coronavirus. We mentioned dr. Robert redfield who is the head of the cdc and dr. Steve ing hahn who is the head of the fda also came in contact with someone at the white house who was positive. We do not have any indication that they have tested positive also. We only know they are quarantining to be safe, because they came in contact with this person. All three of them are supposed to testify before the Senates Health labor and Pension Committee on tuesday. There had been some flack about dr. Fauci testifying before the house but not the senate. Dr. s hahn and redfield of the fda and cdc will be testifying before the senate on tuesday by Video Conference, so dr. Fauci will be on a modified quarantine. He may head into his office and Video Conference with the senate economy. We understand they will all still take part on their hearing tuesday. After having con in contact with an aide who did test positive for coronavirus. Lets talk about jobs, the Labor Department says more than 20 1 2 million americans lost their jobs last month. That sent the un employment rate to almost 15 . Thats the highest level since the great depression. It breaks the record after world war ii and wipes out the job gains we made since the great recession. Joe biden criticized how President Trump has handled this economic fallout. Its an skpek disaster. Worse than any weve seen in decades. Its all made worse because it didnt have to be this way. Were already seeing tell tale hallmarks of trump economics in the way that hes working through this crisis. I started to think of this as the corrupt recovery. Kareem jeanpierre and david johnly are back with us. Joining us is elise jordan, an msnbc political analyst. Elise, let me start with you, i wonder what this economic crisis means for President Trump going into the november election. I have had conversations with friends of mine who are convinced that this is it. President trump was the president of jobs, jobs, jobs, now we have been losing jobs, jobs, jobs. That is the nail in the coffin. Im not convinced, even for those democrats who voted for trump in 2016, im not quite convinced that this is the nail in the coffin. How do you see it, elise. I think its way too early to make any grandiose predictions. I get myself in trouble constantly by doing that but i do think that if you see this kind of hemorrhaging of the american workforce, if you see this kind of job loss continue over the coming months, it becomes very difficult for donald trump to run on the economy. Its going to be difficult already. But he is going to if he doesnt have any kind of reinvigoration and if the tide doesnt seem to turn at all, i dont see how donald trump can use that successfully against joe biden. And i felt that joe bidens ad the other day was quite persuasive, the corrupt that hes calling donald trump corrupt, hitting the kroengnyism, saying he bailed out his friends first. Thats an effective attack line for joe biden to pursue in this election. President trump has taken little to no blame or responsibility for this economic crisis, at least as he sees it, he was on fox and friends yesterday, talking about the april Unemployment Rate. Heres what he said. You know why . Its fully expected, theres no surprise. Everybody knows that, somebody said oh, look at this. Even the democrats arent blaming me for that. But what i can do is bring it back. Those jobs will all be back and theyll be back very soon. And next year were going to have a phenomenal year, people are ready to go, we have to get it open. Mr. President. People are ready to go. Both donald trump and joe biden have campaigned in various ways on their ability to connect with real people. Many of whom are really hurting right now. How do you see this factoring into the campaign. At least the immediate future . Well, clearly i think the state of the economy is going to determine this election in november, and it really depends on whether we see a quick recovery or as many economists increasingly believe were going to see a very very slow rebound that could take months or years to recover the jobs that were lost. It could take a very long time. One of the challenges for President Trump is that the job losses are not affecting all americans equally. In fact, its exacerbating the economic disparity in our country. People of color, people of lower wages, people in the Service Industry are the ones hurting right now, theyre the ones that lost their jobs and it just exacerbates the pain thats felt in a lot of the communities where he campaigninged. The kind of forgotten men and women as he likes to call them in 2016, many of them are the people who are now out of work. Yeah, lets follow on that phillip, in terms of who this hits the most. Particularly the Racial Disparities in this Unemployment Rate. There was a Washington Post poll that showed this week, black and hispanic americans are more likely to have been laid off. Weve talked a great deal about how africanamericans are the cornerstone for the democratic party, how black women are essential for the future of Democratic National politics for joe biden, how does this affect the way that both candidates deal with their campaigns . Including perhaps, and especially joe biden. Now i think this race has more questions of okay, we supported you in south carolina, thats why youre the nominee right now, now we absolutely need you, you better tell us what youre going to do for us, and tell us right now. I think yeah, i think thats right, i think this is an opportunity for joe bide in and his campaign to put out what it is theyre going to do for their base. As you laid out, one thing that covid did is just really laid to bare the Racial Disparity that many of us already knew existed. Its in the economy, the health care system, it goes on and on and on in housing, and thats what were seeing, when it comes to the economy coronavirus hit the earn tire world, but the u. S. Is in far worse condition than many other nations. And it is because of Donald Trumps illogical inconsistent response. And yes, donald trump and his you know, his team likes to blame the virus on why the economy is the way that it is. The virus did have an effect clearly on the economy. Were not blind here. But its his actions and inactions in many ways that leads us to where we are today. Heres the thing, going into november, donald trump owns this economy. He started off his reelection runs on the economy. And this is his. He owns this now, were talking about more than 30 Million People who are unemployed in the last 6 weeks. People are feeling that, theyre seeing that, when theyre not able to put food on their table. When theyre not getting a big bailout check like the big corporations have gotten. This is where we are, he owns all of this. Before i let you all go, with all of this said, what do you think is the strongest part of President Trumps reelection strategy right now. With everything said, where do you think he still might have an ace in the hole . Donald trump, if he can maintain his current support that doesnt seem to ever leave him no matter what, thats his strongest asset right now. And that he feels no compunction about lying and he will continue to ohio lie about the facts of this terrible pandemic about the human toll. Glad to have had you all with us tonight. Governor jay inslee has extended it until the end of the month. Joining us now, camilla jayapal. How is seattle doing right now in. Its tough. Its tough across the country and for the reasons youve been covering. The deaths, the tolls on Public Health and the unemployment numbers. This is devastating for tens of millions of people, 15 is the reported Unemployment Rate, but we think its actually closer to 22 to 25 according to the economists with all the people that arent being counted. Im talking to people every day, and i believe that our priority along with the testing and the treatment and the Contact Tracing is to take the economic pressure off. We need to be stopping the mass unemployment and the layoffs, keeping workers with their paychecks in their jobs, connected to their health benefits, and helping businesses to not close down. Thats what im hearing, and thats the work that im focused on doing right now, this level of devastation you said highest Unemployment Rate since the great depression, and you look at the disproportionate burden, you know, 19 Unemployment Rate for the latino community, 17 for the black community. Somebody called it a she session today because 55 of those who are affected are women. So we have a job to do here to respond to the scale of this crisis, and the response needs to meet that scale of the crisis. Theres a bill you are working on with regard to this, i want to make time for that in the brief time we have, i would like to get your Quick Reaction to these protests. Can you empathize with the folks in this crowd today who are f l feeling economically stretched, who came to the State Capitol for that reason 1234. Yeah, thats exactly the reason i think we need to pass a paycheck guarantee act. Because we need to lift that economic pressure. If you dont do that, josh wash what you do is you actually pit Public Health against peoples economic needs. Against their pocketbook, and they should be one in the same. Job number one is to beat the virus, to do that, we have to keep people home, if we are going to keep people home, we need to make sure they can pay their rent and put food on the table. Thats a lot of what you are seeing out there, people saying, we cant make our bills, we have to have the ability to continue to live our lives, and so i think thats what im focused on right now, how do we stop mass unemployment, how do we keep money in peoples pockets, and how do we make sure the businesses dont close. This paycheck guarantee act would replace the paycheck protection act. Whats the biggest way that the pga would be better than the ppp, before we go . Well, it prevents mass unemployment. It actually has the federal government go directly to the business, it preserves that relationship between workers and businesses and it says we will guarantee your paychecks and we will also keep you with your benefits and the business also gets an operating cost on top of it. So its all businesses. Regardless of the size of business, because if were protecting paychecks, wepaychec be protecting paychecks for everyone. And it does not use banks to try to get money to people. Thats just an extra layer. Why not go straight from the federal government to the business and stop mass unemployment . And keep it going until the economy reaches a certain level. Its what most countries around the world have done. Not just European Countries but, also, singapore, malaysia, south korea, and we can do that, too. Stop mass unemployment. Keep paychecks coming. Keep workers with their benefit. The coronavirus pandemic can feel like an epic battle. But we have won epic battles before, including one we commemorated yesterday. Its been 75 years since ve day, victory in europe day. Thats what the nazis unconditionally surrendered to allied forces. World war ii taught us some lessons that might just help us defeat covid19. Science and innovation were key to winning from Robert Oppenheimers atomic bomb. The uk just decoded the last nazi transmission sent as british troops closed in. It read, in part, quote, closing down forever, all the best, goodbye. We fought world war ii as a nation, working in factories. Buying war bonds, collecting scrap iron, or just not wasting food. Just about everyone did something, and we kept at it until the war was over. Then, we began rebuilding the world and rethinking it. Organizations, like the united nations, were founded to try and prevent more global bloodshed. And ve day was a huge celebration. Prime minister Winston Churchill even had his government make sure that there was enough beer to go around. History is a great teacher. Will we remember what world war ii taught us . Will we join with other nations to improve the world . Will we let our hearts lead us to this fight, and let our minds lead us through it . Will we carry this burden together no matter how inconvenient or uncomfortable . Or is cheering healthcare worke workers the best we can do .
