Signaled that all of californias beaches would close. That frustrated some local officials and drew criticism from republicans who accused newsom of playing politics. Lets begin in Orange County with Steve Patterson in laguna beach. The mood today has been pretty heated at times, what is it like now . Certainly noise very, i can tell. Reporter this is one of those times. The passion continues, the vitriole continues. This protest was in the hundreds. Some stillover when people tried to push their way on to the beach. I want to start off by saying, this has been relatively peaceful. Protesters have been respectful. Weve seen a lot of cars pass by and honking support. Its been a lot smaller than some of the protests weve seen, but still there were quite a few people here, a lot of people were angry at gavin newsom before all this starts. This is obviously a conservative bastian of Orange County for quite some time. You can hear the frustration and the passion. As this continued, as the stay at home order continued, there was more frustration that built up when he issued the order to close oc beaches specifically signaling out Orange County. That frustrated a lot of people, we spoke to a few protesters about why they were so frustrated about specifically that, listen to this. There was no reason not to begin phasing in an opening. The initial order was that all beaches in the state be closed. That was revised overnight to be only Orange County. He seems to have an issue with Orange County, because he was unhappy with what happened in newport beach. Now, if his if what hes saying is the virus doesnt travel in other beaches only either county beaches, this man needs to really look at science. Again, the protests continue this evening, this is a far cry from what it was this afternoon, there are hundreds of people on both sides of the street still very passionate contingent here, protesting what they see as blocking their rights and really, if you see some of the signs, some of the patriotism, its as much a trump rally as it is an antigavin newsom rally. They want gavin newsom to open the state as soon as possible. Thats Steve Patterson in laguna beach, california. Lets talk politics for a moment. Specifically the Sexual Assault allegation against joe biden the apparent democratic nominee has denied claims he sexually assaulted a senate staffer. Heres what he told al sharpton. You did an extensive interview with Mika Brzezinski around the allegations made by miss reade. The only thing joe biden did was dig himself a deeper hole and it says, but there cannot be one set of rules and another set for everyone else, do you want to respond to them saying that about your interview with mika . No, i dont want to respond to them. Its not true. Im saying unequivocally it never happened. Women have a right to be heard, and the press should rigorously investigate the claims like these. In the end, in every case, the truth is what matters, in this case, the truth is, these claims are false. The accuser tara reade worked as an aide for biden in the 90s. She claimed he harassed and inappropriately touched her. Then those claims got more serious. She claims she was sexually assaulted in the spring of 1993, she filed a complaint with the senate when it originally happened. Today in a text message, reade added she filed a complaint on harassment and retaliation. We have reached out to more than a dozen people who worked for biden when the alleged assault occurred. Four declined to comment, none said they recalled any complaints about bidens behavior. Joining us now are Phillip Rucker and an msnbc political analyst. Nbc senior politics beth fuoy and andrew desidario. Beth, let me start with you, what do you think the Biden Campaign needs to do now . A lot of democrats were frustrated it took him several days to step forward and speak for himself on this serious allegation. It had been left to ears including a number of the women who may be on the list for vp, to speak out on his behalf. Elizabeth warren, nancy pelosi needed to do that as well. He needed to speak out for himself. As he did on morning joe and with the rev. Hes denying that anything that tara reade is alleging ever happened. Hes repeating that all the time. He said its unequivocal, did not happen, did not happen. Shes continuing to make those claims, shes giving interviews to various other news organizations, she gave an interview with the Associated Press today, there was discussion she would be on fox news this weekend. And that is not going to happen. So its a question of reporters vetting what she is telling us. And judging against the conversations that we are having with others in joe bidens orbit, its not something that the Biden Campaign wants to be dealing with at this point, and certainly with this serious charge. But hes been quite equivocal, were hearing from the folks who vetted him for the Vice President cy in 2008. It never came up then, one would think it would when you go through a deep vet when you run for Vice President. Its an uncomfortable spot for the Vice President right now, and probably wont go away any time soon. Hes saying it didnt happen. What about the timing of these allegations, i cant help thinking about that highly cringe worthy debate moment when Elizabeth Warren went after Michael Bloomberg about nondisclosure agreements and he totally fumbled that answer. This changes dramatically the dynamic of both campaigns leading up to the election. Not that it puts joe biden on the back foot, but its not where he wants to end up. Well, it has joe biden on his back foot today, well see how this goes in the days to come, biden has made himself available for lengthy interviews now, on the topic, and i assume their plan is going to continue to address this as long as there are questions. And thats important thats by the way, not the way that President Trump handled all the claims against him. I suspect goingforward, there are going to be other issues that come into play in this election. Obviously the pandemic, the economy, major major issues that are affecting all americans and on with most strategists and both parties i talk to, think the election in november will be determined. Lets turn back to that major issue, this week we learned that the white house will not allow dr. Anthony fauci to testify before the House Appropriations committee. He will be allowed to testify before the Senate Health committee. How and why do you think this happened . Well, look, what the white house is saying, is that the house of representatives, House Democrats specifically did not give them enough guidance in terms of what specifically he would be asked about, and what this hearing would focus on. We can assume we know what this is going to be focused on, especially as members of the or as a member of the Coronavirus Task force at the white house. On the senate side, he has agreed to testify before the Senates Health care, that wont come until may 12th, which is the tuesday after this coming tuesday. So this seems to be a good Old Fashioned dispute between House Democrats and a republican controlled white house, you heard what the white house said today, you heard what House Democrats are saying about the white house blocking him from testifying. So its a one of those good Old Fashioned spats between House Democrats and the Trump White House over the past few months. Let me come back to you, the Coronavirus Task force briefings have changed recently after the president commented about using uv light or disinfectant to treat covid19 patients. There are reports of the president getting some guidance from some of his going from some of his best Approval Ratings yet, to getting guidance for his aids that these briefings are not helping. How do you think these briefings may change goingforward . Weve seen them change. Those 5 00 briefings that happened for weeks and would sometimes go on for two hours at a time, disappeared as of last week, we saw the president come out and address different crowds during the week in different rooms in the white house. Talking to Business Leaders and others who he wanted to just make a birch, hes now trying to speak about the reopening of the economy primarily, and not so much focus on the Health Aspects of the pandemic. Its clear the white house has made a decision, that those monday through friday briefings were not helping, they were hurting him. He was seeing very poor numbers in the battleground states, pennsylvania, michigan, arizona even where joe biden was leading President Trump. The dynamic had to shift. Theyre trying Something Else right now. On friday they sent out the new press secretary to make the case for the president to reporters in that White House Briefing room. Theyre switching up the messaging right now. The underlining facts remain the same. The pandemic is not going away any time soon, and the death toll is rising. I think beth is right there, we are reporting in the white house post that battleground poll shows by the rnc. It shows him losing to joe biden, 48 to 45 across 17 different battleground states, the more troubling is a testic is that the vast majority of americans dont think the country is headed in the right direction now, and trump loses to biden on a range of character traits. Whos honest, whos fighting for people like you and so forth. Its a troubling hole the president s in, his advisers know it, and its the reason theyve made so many changes this past week to change the Public Perception in this leadership. I assume were going to see that goingforward. The president scheduled to travel to arizona, his first time outside the white house other than his visit to is that hospital ship. Andrew the Senate Returns to capitol hill on monday, last night, health and Human Services secretary alex azar announced rapid coronavirus testing would be made available for senators and staff. This coming after the senate was only able to test members and staff who got sick. In response, nancy pelosi and Mitch Mcconnell issued this bipartisan Statement Today declining aczars offer and for us to focus on getting tests to front line facilities instead. What more are you hearing about congress returning to d. C. Because its been an open question as to how they were going to vote, and with social distancing being in place and having the crowd 500 members of congress in one place. Thats exactly right. The senate is coming back on monday. But the house wont come back until the following monday. We saw that rare joint Pelosi Mcconnell statement. I dont think ive seen one before, at least not in recent memory saying, thanks but no thanks to this offer from the white house for about 1,000 of these rapid covid19 tests. Politically, its probably a smart move what they did. Declining this offer and saying, look, these precious tests are better used on for the front line workers and for americans at large rather than us, members of congress. Of course there are Major Public Health concerns, ive talked to lawmakers and aids over the past few weeks, who are concerned about going back to the capital and essentially resuming business as usual. Voting on nominations, Holding Committee hearings, things like that, its going to be a difficult week for senators in particular to adjust to. And there are certainly new logistical and operational restraints that will come along with that, that everybodys going to have to get used to, and its going to start with a group of 100 senators, two thirds of whom are over the age of 60, which is that most vulnerable age range for the coronavirus. Phillip rucker of the washington post. Glad to have had all of you with us, thanks very much. North Korean Leader kim jongun was rumored to be gravely ill or dead, now we are getting new evidence that hes alive, we think. President trump tweeted hes glad to see hes back and well. But the president declined again to address kims health. Id rather not comment on it yet, kim jongun, well have something to say about it at the appropriate time. Kim had not been seen for nearly three weeks, and that fueled speculation about his health. This video comes from the north korean government. It supposedly shows kim touring a fertilizer factory. U. Its Opening Weekend in 21 states, including texas. Theyre beginning to ease restrictions on stay at home orders. This new reality is rethinking how to bring customers in and keep the virus out. Mr. Moore good evening. How are you doing today josh. Im well. I want to get your sense of this executive order. South carolinas governor signed an order to reopen restaurants that have outdoor seating, what do you make of that . I want to first say that this pandemic, this coronavirus, covid19 has wreaked havoc on the health of our community, but also the economics of our community as well about and so as you know, im a chef and an owner of a catering company, its been devastating for my industry, i think that eventually we do need to start reopening the economy, i think really what the challenge is right now is that we the governor made a decision to reopen the restaurants on yesterday and then today less than 24 hours now the patio can be open. What needs to happen, ive had several conversations with a number of independent Restaurant Owners and what i was hoping would have happened is that we would have done a better job of communicating with independent restaurants and restaurants as a whole of best practices. I had a conversation today of owners of restaurants who stayed open the entire time doing to go, and theres a level of frustration that here we are opening up the patio, they dont feel they have enough guidance on the problem ways of doing it. You have said youre the only state house member as i understand it, with a culinary degree. You said you lost a lot of money but youre busier than ever. Elaborate on that . So look, the 98, 99 of what my normal business is, we have an agreement with hudson, which is inside the charleston and myrtle beach airport, people arent traveling, on average, its about 12,000 People Per Day traveling in and out of the airport in the charleston, South Carolina people, now that number is down to 100. Right now that business is almost to a standstill, what weve been doing is partnering up with some amazing partners here in the area throughout South Carolina. People like attorney m. L. Ramsdale and jamie harrison, and weve been feeding essential workers like Grocery Store attendants and Health Care Workers and sanitation workers. Weve fed over the past two or three weeks, over 600 essential workers. The states Restaurant Association pushed for the outdoor seating measure. They want Indoor Seating by may 18th. Is that possible . How do you see it . I think it is possible but what i i had a conversation earlier today with our health care department, and im i let them know look, we need clearer specific guidelines for specific restaurants to reopen. Also i think what has to happen, we as elected officials and leaders need to go on a campaign of making sure people feel comfortable and safe to start gathering in restaurants. And until we can do that, i think theres going to be a challenge, look, we can open up and say as were ready to go by the 18th, but if consumers and our constituents dont have confidence that its safe to do so, a lot of restaurants are going to struggle to open, and a lot of them will it may be their down fall. We have video of you providing meals for hospital workers, front line caregivers. Youve been doing this for teachers. What kind of responses have you been getting . Its been overwhelming. Its been overwhelming, the response weve been getting from the community. So many people, a local attorney here in the area. Were going to be partnering with him. So many Sherry Butler whos a Real Estate Agent here in the area, were going to be partnering with her. Howards barber shop, where i had my campaign office, were going to be teaming with them to do stuff in the goose creek area. Its been overwhelming the tremendous amount of support. It goes so far when you can give a person a sandwich or a cookie or anything to say, look, thank you, thank you, thank you so much for your service. I want to make sure i say this. Although were showing our appreciation doing that, we need to do a lot more than that. Were working on bills to show more appreciation for our workers. Thats j. A. Were checking in on some of the dozens of states easing their stay at home restrictions. Restaurants, malls and movie theaters began reopening. Theyre only allowing a quarter of their capacities inside. Texas state officials reported nearly 1300 new cases, the second highest single day increase there. Its the third day in a row that texas has recorded more than 1,000 new cases. The state has more than 30,000 confirmed cases and nearly 900 deaths. Priscilla thompson joins us now from houston. What kinds of precautions are these businesses taking as they try to reopen . Joshua, as representative j. A. Moore mentioned, most businesses arent going to reopen unless they know they can keep customers safe, customers arent going to want to walkthrough those doors if they dont feel safe. You have restaurants that are implementing things like reservation only systems. Theyre putting in pay stations at each table so that eliminates that final interaction between the customer and waitress. Markers are being put on the ground to denote how far people need to stand in order not to be in the way of shoppers. Limiting the amount of people that can get on elevators. In texas, were seeing Something Else, there are some businesses that have decided not to reopen, there are a number of malls in the area continuing to offer curbside service, the same with restaurants offering pickup to go. Even though museums and churches have the option to reopen. A number of them say theyre not ready to do that just yet. What are residents the younger generation, they didnt even identify with safety, respect. A life. So thats the problem. I dont want to leave here. I hope people believe this. You heard from that gentleman here, hes a resident of sunny side which is a neighborhood im in right now in houston, its one of the areas that has been most impacted by the virus and he was telling me it doesnt matter if youre young or old. No one should be going out at this time. He lives within 100 feet of this mobil testing site in his neighborhood. Hes told me hes seen the hundreds of cars here to get tested. What about easing restrict n restrictions in. I think people appreciate the option of being able to run into a store. Theyre not ready to go out there just yet. A woman needed to buy a pair of shoes, she popped into a store. She wasnt in the mall browsing and perusing. I think thats a lot of what were seeing here as folks are grappling with what the reopening of the economy means, its going to take some time for people to feel comfortable to go back out in the way they used to. Just because they open up the stores does not mean customers will show up. Thats Priscilla Thompson reporting from houston. This week has raised new medical questions about how we can defeat coronavirus. Its good to see you. Were in the same room. Miracle. Amen. A vast building and now thankfully there is more 2457b me and the floor director. I am so happy. Let me talk about this analysis from cnbc. They analyze the daily covid 19 reports. The u. S. Had more than 2900 deaths in 24 hours. Thats the highest daily death toll in the u. S. Its worth noting the overwhelming majority of people who do get covid19 tend to survive. In light of what weve learned so far, what do you make of these states reopening. If you really just look at the data, just look at the trends, the number of cases, the number of deaths in this country continue to go up, right . Were not seeing on a National Level any kind of plateau and most certainly not a decline. It tells me as a doctor, as a Public Health professional that its just not really safe, and remember, we also dont have widespread testing. The state leaderships that say in our state or county, we dont its not that big of a deal, whats that expression . You dont know what you dont know, right . If you dont test, youre the constituents, how do you know if you dont have a problem. With regard to it not being a big deal. The number of protesters weve seen have said that the u. S. Didnt power down this much during the spanish flu in 1918, which is false. The u. S. Did have measures that are akin to social distancing. Lets share a piece of a 2007 study from the nih about that pandemic. It reads, cities where Public Health officials imposed multiple containment measures within a few days, cut peek weekly death rates by up to half, compared with cities that waited just a few weeks to respond. It goes on to read, the second study also shows that the timing of when control measures were lifted played a major part, cities that relax their restrictions after the peak of the pandemic passed, often saw the reemergence of infection and had to reintroduce restrictions, unquote. Does that give us an inkling of when and how we will know if states open too soon or got it right . One of the key pieces to remember, if the folks are going to look back at 1918, i recommend they do, make sure think dont pick and choose the data, the cities back in 1918 that had the lowest mortality rate practiced the most stringent social control. This idea of physical or social distancing and Contact Tracing, these terms were using very commonly now, these are not new, weve been using these terms and Public Health tools and measures for as long as human beings have existed, thats how long epidemics have existed. Theres plenty of concern about a potential second wave. Were still in the first wave, what do you think that second wave might be like if there is one. Its hard too predict. And that what that wave will look like will be determined by how we act now. If we continue to practice really stringent physical distancing, the hand washing, the staying at home, the wearing masks, these are tried and true Preventative Health measures in the absence of widespread effective treatment, prevention and cure. So right now, if we continue to practice those measures, its possible that the wave will not be so bad, but remember, we may very well have a summer wave as well as fall, where were also going to have influenza, thats flu season, we know thats coming. So its going to depend a lot on how this virus acts in terms of seasonality. And in terms of what we do as a nation. In terms of those treatments, theres a medication that i want to ask you about, the fda granted emergency use to use remdesivir on severely ill patients. Dr. Anthony fauci feels really good about it. Its a few of the drugs we have a double blind study on. Dr. Fauci also added cautious optimism and made sure to be clear that this is not a cure all, so to your point, joshua, its been studied and been shown to be effective in a small subset of patients. These are patients with severe covid19 infection and its been shown to reduce hospitalization in the icu stay from 15 to 11 days. So and thats promising, right . The fewer days you can stay in the icu, the better. Last christmas, i went to visit my parents in toronto, and my father was in the hospital for respiratory conditions. And we were begging the doctors to let him out a little earlier. I know as a doctor its based on clinical outcomes. The fact that he made it home just before christmas was meaningful, i get that sense of hope and optimism. Four day as is better than nothing, but its really important to remember, this has proven some critical improvement in severely ill patients in a subset of people. Can i tell you how much it does me good to be in the room with another person. I know. I would give you a high five if i could. Its good to see you in the flesh. Right back at cha. Your cell phone tracks where you are and what you do. Should we let it help us track covid19 . Well wave the benefits against the privacy concerns just ahead. Stay close. Wait, whats that . Thats just the lowbattery warning. Oh, alright. Now its all, check out my rv, and, lets go fourwheeling. Maybe theres a little part of me that wanted to be seen. Well, progressive helps people save when they bundle their home with their outdoor vehicles. So theyve got other things to do now, bigfoot. Wait, whatd you just call me . Bigfoot . My name is daryl. If you have one of these, you are being tracked where you are, what you do, how long you do it, who you do it with, you gave permission for that when you hastily read those terms of service and clicked agree. No wonder Silicon Valley is using this to track covid19. Some companies are looking at ways to help with Contact Tracing. This goes too far with our data. Nbc Technology Correspondent jacob ward is here with more. What exactly is it that these companies are aiming to do . They are trying to help out by doing what theyve always done, which is track what you do, where you go, and what youre likely to do next, and who youve been around. The concept of Contact Tracing has been understand by epidemiologists, you have a human investigator go through your past, youve been in a place, you got sick, they find out what flights were you on, who did you have dinner with last week, what bus line do you take to your job, by doing so theyre supposed to go back to find your contacts. The problem is, here in california, one estimate is that a county contact tracer is expected to be able to do the contacts of at most maybe two people a day. That is not enough for the number of people were going to have to trace to get through this thing. What else is tech good at . Its good at scale. On the assumption that most people have phones, apple and google have come together among Many Companies we have a Contact Tracing app we can do. All these companies have the ability to do that. Find out who youve been close to, and all of that makes this possible. One company in particular has been raising questions about their intentions. Tell us about them. We reported this week that clear view ai, a company that gained notoriety for having been willing to walk across an ethical line nobody was willing to walk across, was getting into this game. Clear view ai creates a facial Recognition Technology thats sort of like a Search Engine for faces and matches your face to anybody to the same face online. And thats something that google, amazon, microsoft have been capable of doing, only a couple of them offered those services. They told us on monday in an exclusive that they are in talks with federal and state authorities. I should say, weve been in touch with all 50 states, reached out to multiple federal authorities. Here is how the ceo, describes the possibility of using existing cameras to find where youve gone. We think that a lot of retail spaces and gyms, they already have cameras that are there, there is the expectation that youre in a public area. So theres no necessarily expectation of privacy. The camera is there in case crime happens. They can be repurposed to help track anyone else who has had the virus. So its obvious that this could we dont know if this works, lets be clear, we have no idea if this would work. What critics are saying to us is, if this were to work, would it give up a degree of privacy that we really would never get back . Are we willing to bargain with that on the chance that it might get us out of our houses faster . Thank you jacob, thats nbcs jacob ward, appreciate it. You can only do so many special episodes from peoples homes. Series like the mandalorian, ncis, or sunday night football, those have to be made in person. How long can the tv business endure this lockdown before our viewing options get thin . Lets discuss with nmr tv critic eric duggens, who is also nbc analyst. Eric, good to see you. Welcome. Good to see you on msnbc. I know, ive crossed over. Im so sorry. But theres been some sorting that productions will have to start writing indemnity wavers and making cast and crew sign them, in case they should get covid19 on the job. What do you see as the practical path forward for some of these bigticket productions . Of the scale of, like, mandalorian, for example. Yeah. I think its going to be hard f for production to come back until theres capacity to do quick, reliable testing of people who will be working on these productions, to find out who might be asymptomatic and have the virus and who doesnt. We have already seen performers and staffers in different Media Companies get sick and die from this virus. So i think it would be tough for a studio or Production Company or a network to demand that people go to work, and not be able to assure them that theyre entering a workplace where no one has the virus. Or, at least, that they have some idea who hasnt or who doesnt. How are the networks doing, including streamin streaming ne with supply of new shows . Yeah. Well, i think the broadcasters have been hit the hardest because they need the most content. And they, also, have the least that they can hold back in reserve. The lockdown brought a halt to the tv industry, right in the middle of pilot season. So i think a lot of the networks havent even necessarily completed pilots for ythe new shows they might have picked up for the fall. And so i think theyre going to have the most trouble. Although, you know, theyve already announced summer schedules. So they have their summer programming kind of ready. I think in the fall is when theyre going to have problems. Netflix has already talked about, and some of the streamers have talked about, the fact that they work a little further inner advance. And so they may have already filmed a lot of the shows that theyre planning to roll out to people this year. And postproduction can be done remotely, and netflix says that its doing that. For example, they are planning to roll out the Fourth Season of the crown this fall. They dont expect to have to delay that. And weve been seeing that hbo has been moving back some of its more anticipated movies and dramas. But theyre still presenting new material all the way through the summer, according to the schedules ive seen. Before i got to let you go, i want to go through some of the shows you are looking forward to and some that im looking forward to. The shows you are looking forward to first. I know this much is drew. The Second Season of homecoming on amazon prime. And quiz from amc. If you look at my list, we do have quiz in common. Im looking forward to that, too. I stand the mandalorian. I cannot wait for season two on disney plus. And we are freestyle love supreme, which is a documentary on hulu about the improve Hip Hop Group founded before he did hamilton. I have seen them live. They are amazing. Before i let you go, eric, whats at the top of your list . Which one . Oh, sorry about that. Npr tv critic and msnbc media analyst, eric duggens.
